MANILA - President Rodrigo Duterte stressed the country’s need of China’s help in infrastructure, during a meeting with officials of China Communications Construction Co. (CCCC) Ltd., at Malacanang Palace the other day.

“And I must say that we need the --- really the help of China in our infrastructure.

Nothing seems to be moving here at a fast rate because of traffic and of course, the lack of viable infrastructure,” the President stressed.

Talking to the Chinese delegation, Duterte said: “First of all, I’d like to welcome your delegation and we are happy that you had the time to pass by to talk about anything and everything,.”

“So, we are hopeful that our talks now will produce results for the good of your country and for our welfare also, as you are trying to

help us,” the President said.

President Duterte extended as well his gratitude to Chinese President Xi Jinping “for going out of his way to help us.”

“And I must say that we need the --- really the help of China in our infrastructure.

CCCC is a transportation infrastructure group in China that is principally engaged in the design and construction of transportation infrastructure, dredging and heavy machinery manufacturing business.

During the meeting, CCCC President Chen Fenjian expressed gratitude to the Philippine government for allowing it to bridge better connections between the two nations.

He particularly noted

that President Duterte’s state visit to Beijing in October last year brought forth promising infrastructure agreements between the Philippines and China.

President Duterte, for his part, reiterated his administration’s continued commitment to open new economic alliances with its Asian neighbors.

He vowed to keep pushing for stronger policies that would make it easier for foreign businesses and investments to thrive in the country.

The President also expressed hope that the Philippines’ stronger relationship with China would pave a way to greatly improve the lives of Filipinos, as well as to promote peace in the region and in the world.

Avian flu monitoring still on ZAMBOANGA CITY -- The Task Force Avian Influenza has continued its monitoring even as this city has been declared free from avian influenza.

Dr. Mario Arriola, city veterinarian officer, on Thursday said the monitoring is focused on the traveling or migratory birds since the month of September nears.

It has been noted that every September, migratory birds flock to the wetlands of Zamboanga State College of Marine Science and Technology (ZSCMST), which also serves as bird sanctuary in this city.

Arriola said included in the monitoring are the wetlands in 18 of this city’s 98 barangays.

He disclosed there were reported “questionable mortality” at a poultry farm in Barangay Cabaluay but laboratory analysis on blood samples taken yielded negative of bird flu.

MSU-Main classes push through amid conflict

ILIGAN CITY, Mindanao Hour, Aug. 22 (PIA) -- The Mindanao State University (MSU) - Main campus pushed through its opening of classes despite of the ongoing conflict in Marawi City.

Twelve buses were provided to ferry approximately 600 students to the campus. Rigid inspection was conducted by the military at the Overton, Barangay Maria Cristina, Iligan City.

Husnie Abdul Malik, 4th Year BS Civil Engineering, decided to return to the campus despite of the ongoing hostilities as he believes that the government is exerting its efforts to secure the students.

“Hindi po ito hindrance what will make my life colorful. Alam ko pong sa tulong ng MSU ay matutupad ito dahil nagbigay ito ng maraming opportunities sa akin,” says Malik.

life colorful. I believe that through MSU, this will come true, as it gave me a lot of opportunities.]

Violeta Hont Engracia, dean of College of Public Affairs, said, “nobody can really give us 100 percent security. Only God knows.

But we who we often go we know that MSU is safe and secure.”

In line with the opening of classes, Balik Eskwela program was organized by the Young Moro Professional Network (YMPN) in coordination with the Division of Student Affairs.

“We, the organizers, are optimistic that life for MSU must go on. Our involvement here is a great manifestation of the credibility and justification that MSU is a successful university,” says Asmarie Labao, chairperson of YMPN-Northern Mindanao.

GENERAL SANTOS CITY -- Six houses were totally destroyed while 14 others sustained partial damages after flashfloods swept riverside communities in four villages in Tupi town in South Cotabato on Thursday afternoon.

Emil Sumagaysay, Tupi Municipal Disaster Risk Reduction and Management Office head, said Friday a major river swelled starting around 2 p.m. and triggered flashfloods following heavy rains in the area.

He said the floods affected communities in portions of Barangays Acmonan, Linan, Cebuano and Bololmala that were traversed by a tributary of the Marbel River.

No casualty was reported due to the floods, he said.

“There was a localized thunderstorm so the rains were quite heavy in our upland areas,” Sumagaysay said in a radio interview.

Citing their initial assessment, he said three houses at Sitio Datalta, Barangay Acmonan were totally destroyed and eight others sustained various damages as a result of the floods.

He said a house was also reported as totally destroyed in Barangay Bololmala and another in Barangay Linan.

In Barangay Cebuano, he said a house was totally destroyed while six others were partially damaged after being submerged in floodwaters and mud.

Sumagaysay said the

displaced households in Barangays Acmonan Linan, Cebuano and Bololmala are presently staying with their relatives.

The others affected in Barangay Cebuano were able to return to their homes after the floods subsided on Thursday night.

Aside from the damaged houses, he said there were also reported damages to crops, especially pineapple, and several farm animals were washed away and drowned the floods.

“Our damage assessment is still ongoing and we received reports of damages to road networks, riverbank protection structures and other infrastructure,” he said.

He said the local government gathered the affected residents on Friday morning at the barangay hall of Acmonan and provided them with food and other relief items.

Sumagaysay said the local government remains on alert due to the possibility of heavy rains, especially in the afternoon, and might trigger floods and landslides.

He noted that the four flood-hit barangays among the areas earlier identified by the Mines and Geosciences Bureau as highly prone to weather-related disasters.

The other areas being monitored are upland and riverside communities in Barangays Lunen, Tubeng, Bunano and Simbo, he said.

Heeding the request of GSIS

COA to report public offices that fail to remit GSIS premium, loan payments The Commission on Audit (COA) heeded the request of the Government Service Insurance System (GSIS) to audit the compliance of all public agencies with the law mandating the remittance not only of GSIS contributions but also of loan repayments of government workers to the state pension fund.

COA Chairperson Michael G. Aguinaldo directed all COA auditors under Memorandum No. 2017-15 dated August 8, 2017, to report delinquent agencies who are remiss in paying premium and loan amortization and those who fail to remit on time, citing Section 6 of Republic Act 8291.

All these, he said, will be included in COA’s annual audit report so that “penal sanctions may be imposed upon the responsible officials and employees” who violated the law.

Francisco Duque III and Officer-in-Charge Nora Malubay-Saludares sought COA’s help in the pension fund’s premium and loan payment collection efforts.

The GSIS officials appealed to COA to check agencies’ compliance in paying the required GSIS premiums, Employees’ Compensation (EC) contributions, and amortizations for various GSIS loans on time.

“We laud COA in assisting us to address the nonpayment of premiums and loans which has been a long-standing concern of GSIS because it compromises the benefits of GSIS members. Loan balances, If left unpaid, will balloon to unmanageable amounts that will significantly reduce the benefits of members and leave them in precarious situations when they retire or separate from government,” Chairman Duque stressed. GENERAL SANTOS CITY -- After getting the nod of the Department of Science and Technology (DOST) as trial site for its “trainlike-bus” dubbed hybrid electric road train (Hert), this city will get another chance to be among the first in the country to test another transport innovation of the agency.

City Councilor Dominador Lagare Jr., chair of the city council’s committee on transportation, said Thursday DOST has offered to deploy in the city by next year the locally designed and developed hybrid electric train (HET).

He said the agency’s officials made the offer after they personally conducted a survey and ocular inspection of potential routes in the city three weeks ago.

They specifically found the area from Barangays Tingacan to Lagao here as ideal site for the HET, he said.

The proposed site, which also covers portions of Barangay Katangawan, is traversed by the General Santos-Davao highway.

“The area extends like a straight line and they found it perfect for the construction of a railroad for the electric train,” Lagare said.

He said the preparatory works for the project could start as early as January next year based on their initial discussions with DOST officials.

The DOST introduced and initially tested last year the five-car HET, which runs

from 60 to 80 kilometers per hour, on a stretch of tracks of the Philippine National Railways in Manila and Laguna.

Developed by the DOST’s Metals Industry Research and Development Center, the HET was among the research and development projects pursued by the agency to address traffic congestion in urban areas.

The agency acquired the bogie for the train from Korean company Sung Shin Rolling Stock Technology Co., Ltd., but the train’s body, parts, accessories and equipment were fabricated and built by local companies.

Meantime, Lagare said the DOST has started the process for the transport of the HERT from Cebu to this city.

“The bidding is currently ongoing for the transport of the road train that would cost P1.6 million,” he said.

The HERT has just completed its six-month testrun in Cebu City and will undergo another trial run for five to six months here starting October.

The road train, which was launched by DOST in 2015, was designed by Filipino engineers and made with locally available parts, an agency briefer said.

It can run at a maximum speed of 50 kilometers per hour and is mainly powered by hybrid diesel fuel and electric-powered battery.

She also directed agency authorized officers to ensure that the Php4,000 net take home pay under the General Appropriations

“We welcome the quick and responsive action of Sec. Briones because we do not want the payment

of GSIS loan to take a back seat now and allow members to suffer later after penalties and surcharges have swelled to an unmanageable level,” Chairman Duque exclaims.

“We are confident that the impact of this synergy among GSIS, COA and DepEd will redound to a brighter future for GSIS and its members,” he beams.

There is no excuse for murder!

The killing of 17-year old Kian de los Santos could have been just another statistic in the alarmingly growing list of casualties in the on-going all-out drug war.

In just two days last week, 57 were killed in separate operations in Bulacan and Metro Manila – a much higher daily casualty rate than in the war against the Maute terrorists in Marawi City.

As in previous cases, Kian was initially reported as having fired at policemen engaged in an anti-drug operation. This gave the supposed law enforcers no alternative but to fire back, fatally wounding the teenager. A photo of a caliber .45 pistol in Kian’s left hand

was Exhibit A in what police termed as a very clear case of “nanlaban”.

But things did not turn out well for three Caloocan City police operatives who were involved in the incident. Two of them got caught on cam dragging away an apparently helpless, defenseless young man away from the scene of the arrest.

And that was the last time, Kian was seen alive.

Kian was right-handed.

Two separate medico-legal examinations conducted both by the PNP and the Public Attorney’s Office more or less agreed that Kian had no powder burns.

His bullet wounds indicated that Ian was kneeling with his head almost flat on the ground when he was shot.

Public outrage over the injustice – even among the supporters of the drug war – was swift and rightly so.

Kian was executed. It was murder.

Even at one point in Thursday’s senate hearings, PNP Chief Bato de la Rosa exclaimed: “Nakatalikod at babarilin mo? Kriminal ka!”

The involved policemen tried – unsuccessfully though – to brand the dead teenager as a drug courier, a charge vehemently denied by Kian’s family, friends and neighbors. But even if true, the allegation was completely irrelevant, as pointed out by Senator Frank Drilon. The point was whether or not the

The double irony in the case of Kian was that he and his family supported President Duterte, believing that Duterte would end the scourge of drugs. Kian, who dreamed of one day becoming a policeman, died in the hands of policemen.

Reading is a complex and multifaceted process and students need an approach to learning that integrates many elements. Multifaceted in the sense that reading is a process of constructing meaning through the dynamic interaction among the reader’s existing knowledge, the information suggested by the written language and the context of the reading situation. For years, the field of reading education has been engaged in thinking about best practices. Explicit instruction in vocabulary, rereading and using digital textbooks to motivate children’s reading are among some of these updated best practices. Those in the reading community are urged to consider best practices, and how we may promote their uses, with high fidelity in classroom instruction.

The transition from paper textbooks to digital textbooks is at full throttle. It is unstoppable and will advance at a swift pace into the immediate future.

A digital textbook is not the static version of a print book.

Rather, as currently defined, it is “an interactive set of learning content and tools accessed via a laptop, tablet or other advanced device” (The Digital Textbook Playbook, 2013, p. 5).

A digital textbook is lightweight (literally), Internet connected, and personalized. It enables collaboration and provides instantaneous feedback to student and teacher. It changes how students read. Digital features like animation, hotspots, and audio facilitate comprehension and aid recall of story plots and content information. Using digital textbooks in reading instruction, therefore, is no

Show the importance of Reading among learners by expressing it through varied shared approaches and make IMs both manipulative (mIM) and electronic (eIM) copies Remedial Reading Program Implementation.

The two day seminar was successfully conducted and achieved its goals. It challenged to all the mentors who attended and made them realized the significance of the program and found out the importance of it for them to be more effective in serving its clientele. Each participants able to submit their outputs even under the pressure of time and evaluated for improvement and subject for approval to be part of the useful materials to be uploaded in the LRMDS portal of Malaybalay City for the purpose that it could be used in a wider scope of learning and serves as an innovation of the author.

Duterte graces inauguration of Solar Philippines factory President Rodrigo Roa Duterte on Wednesday, August 23, expressed gratitude for the efforts of Solar Philippines in advancing the country’s solar energy industry.

In his speech during the inauguration of the Solar Philippines factory at the First Industrial Park in Sto. Tomas, Pampanga, President Duterte noted that the establishment of the state-of-the-art facility is timely and relevant as the country addresses the increasing demand for renewable energy.

“Since developing solar energy projects in the Philippines mostly requires imported materials, it is high time that we begin to establish local solar power factories,” the President said.

“Aside from helping us achieve energy sufficiency, this is an exciting time for you to start your venture as we are making substantial gains in our social economic reforms,” he said, adding that he looks forward to the realization of the company’s goal to be the largest exporter of solar-batteries next to China.

SURIGAO CITY, Surigao del Norte, (PIA) – First district representative of Surigao del Norte Cong. Francisco Jose ‘Bingo’ Matugas II recently formulated a Comprehensive Tourism Master Plan for Siargao Island pursuant to Department of Environment and Natural Resources (DENR) Administrative Order No. 2013-09, otherwise known as the Guidelines on Eco-Tourism Planning and Management in Protected Areas.

In the past five years, under the administration of Surigao del Norte Governor Sol Matugas, tourist arrivals averaged at a growth of 31.92 percent, with a total of 179,960 tourist arrivals last year.

Tourism has experienced unprecedented boost over the years since surfing and game fishing, originally conceptualized by then Gov. Francisco ‘Lalo’ Matugas, were calendared as regular annual international events resulting to a surge of foreign and local investments.

More than being a tourist’s paradise, the island is also characterized by its rich natural diversity.

On the basis of Republic Act No. 7586, otherwise known as the National Integrated Protected Area System Act, Siargao Island Protected Landscape and Seascape (SIPLAS) was established.

The Department of Tourism recognizes Siargao as both a major tourism jewel and a crucial biodiversity site.

In order to expedite the economic development of Siargao, the plan preparation was structured to cover preparatory activities on the way to becoming a Tourism Enterprise Zone (TEZ), participatory governance with proactive involvement of local host communities and partner stakeholders, as well as technology transfer and tourism data banking for implementation, monitoring and evaluation.

Last June, the Presidential Security Group (PSG) assigned at the residence of President Rodrigo Duterte apprehended two persons and were also briefly held at the Investigation Division of the DCPO for flying drones over the residence of the President at Dona Luisa Subdivision.

Gaspan said the PSG, however, decided not to file a case against them for humanitarian consideration.

She said the two were just playing and they were not aware of the regulation.

Instead of paying a fine of P500,000, Gaspan said the family donated the drone to the DCPO. The drone donated to DCPO has become a useful tool for its operation such as during the Kadayawan Festival.

Gaspan said that stores selling drones should also inform their buyers about the procedures and regulations before owning one.

These people stayed with Jesus day and night for three days, no doubt enjoying his messages as well as expecting to see miracles.

The people who followed Jesus were out of supply for their survival. Jesus saw their situation in life and their personal needs.

DSWD moves 4Ps pay-out anew CAGAYAN DE ORO CITY -- The Department of Social Welfare and Development (DSWD) decided to postpone indefinitely the pay outs of 21 municipalities throughout Region 10 due to the current technical glitches between DSWD and Land Bank of the Philippines IT Systems.

In his letter to DSWD Field Office 10, Edgardo Micayabas, chief executive office of FICCO (First Community Cooperative) disclosed that it cannot proceed with the pay-out because his IT Team together with LBP is still on the process of configuring the IP Sec registration, one of the requirements of LBP’s

Regional Bids and Awards Committee for them to issue notice to proceed, purchase order, and funding for FICCO. A total of 21 municipalities from the Provinces of Camiguin and Misamis Oriental and one city of Bukidnon, have been affected by the postponement.

This includes Catarman, Guinsiliban, Mahinog, Mambajao, and Sagay of Camiguin Province; Kitaotao, Cabanglasan, Libona, and Malitbog of Bukidnon; Alubijid, Balingoan, El Salvador City, Claveria, Gitagum, Initao, Kinoguitan, Libertad, Lugait, Manticao, Naawan and Sugbongcogon

In a current set up, Densing said there is an easier access of basic services of the people where the LGU will no longer go to imperial Manila to ask for funding programs. “In federalism, it ensures more equal distribution of resources to provinces,” he added.

“We are having this informed sessions to prepare our people for the coming plebiscite, to help them decide if they agree or not to the proposed system,” Densing said.

Professor Edmund S. Tayao, executive director of the Local Government Development Foundation (LODOGEF) said the shift of unitary form of government to federalism is a welcome development saying that President Duterte has been vigorously pursuing it as the centerpiece of his campaign.

Tayao said the advocacy campaign is very important so that the people can substantially contribute to the discussion.

Meanwhile, Regional Director Paizal Abutazil underscored the importance of the role of media in the agency’s advocacies of federalism saying that the media is the most powerful tool in disseminating information.

PAGADIAN CITY -- The Department of Interior and Local Government (DILG) is stepping up its awareness drive on federalism and bringing down the campaign to villages in Zamboanga Peninsula.

The first federalism forum with city and municipal local government operations officers was recently held at Guillermo Hotel here recently.

DILG has directed its provincial, city and municipal offices to carry out a massive information drive.

Epimaco Densing III, asst. secretary for Plans and Programs said the main purpose of the awareness drive is to educate, inform, and make the people understand the concept of federalism.

Densing said President Rodrigo Duterte in his State of the Nation Address (SONA) mentioned that he wanted the Philippines to shift from unitary to federal form of government, primarily to address the issue of Bangsamoro rebellion in Mindanao so that they can govern themselves as a federal government.

“The federal form of government unlike the present system, brings the government much closer to the people,” Densing explained.

FICCO is a conduit of LBP for the cash grant distribution of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.

Prior to the current postponement, DSWD has scheduled the payouts this month of August.

DSWD Field Office Regional Director, Nestor Briones Ramos, however, has officially requested LBP Central Office for the immediate resolution of the issue with FICCO. Payouts for 4Ps beneficiaries is set every two months.

Northern Mindanao has more than 270,000 households 4Ps beneficiaries.

Azuela Cove is a brainchild of Aviana Development Corp, a joint venture company between The Alcantara Group and ALI. For its initial phase, covering a five-year period from 2017 to 2021, the company is set to pour in a projected investment of P8 billion that will be utilized for land development, Cove and retail construction, development of Ayala Land high-rise condominium Phase 1 and the St. Luke’s Medical Center.

From 2021 onwards, the company will pour in an additional P12 billion for Cove development, additional towers and retail construction.

The project is expected to generate some 13,000 jobs -- a total of 5,880 during the construction phase and 7,120 when fully operational.

Castro identified the suspects as Jojo Alon, 42; Allan Alon, 41; and Sukarno Bedik Ali alias Bong Ali, 40. All are residents of Poblacion, Kabacan.

Two of their leaders identified as Elmer Ones alias Taming, 43, of Mantawil Street; and Joeboy Kansi Manuel, of Zamora Street, escaped from the dragnet, reports added.

Castro said they recovered from the suspects at least 5 grams of shabu with an estimated street value of P22,500.

In Kidapawan City, the PDEA operatives apprehended another member of the syndicate identified as John Ryan Cua Alvarez, 29, of Barangay Sudapin, this city, in a buy-bust operation around 2 p.m. also on Wednesday.

Castro said they placed Alvarez under tight monitoring and surveillance since July, getting tips from the suspect’s neighbors.

Alvarez is the fourth member of the notorious SDG whose operations include North Cotabato and nearby provinces in Sultan Kudarat and Maguindanao.

The group is based in Kidapawan City, which, according to Castro, is not only involved in drug trafficking but also in motorcycle theft, carnapping, and gunrunning.

Because of the timing of the first shot, investigators later established that Ninoy was still descending from the plane ramp when he was shot at the back of his head. No way could Rolando Galman, the alleged gunman, have penetrated a supposedly tight security cordon and assassinated Ninoy.

But copies of the video clips were manually reproduced on Betamax tapes and clandestinely circulated in private homes and later, in offices.

I believe that these video clips played a vital role in conscientizing Filipinos, who until then had grown numb of the excesses of martial law. The silent protests in the homes and offices soon spilled into the streets.

It took another three years to end two decades of Marcos rule but the protests in 1983 -sparked by the murder of Ninoy on the tarmac – marked the beginning of the end.

All-New Honda CR-V receives 5-Star ASEAN NCAP Safety Rating

Yamaha unveils the all-new Sight

Yamaha-Motor Philippines (YMPH) recently launched their latest offering in the entry-level commuter underbone segment during the 2017 YMPH dealer convention at Conrad Hotel in Pasay City.
