CAGAYAN de Oro City-Law enforcers collared a police officer for alleged possession and peddling of illegal drugs during a “buy bust” operation in Tagolo-an, a coastal town of Misamis Oriental, Wednesday night, the police said Thursday. Police Chief Inspector Albert Tare, the police chief of Tagolo-an, identified the suspect as PO2 Arnold Almanzor, a police officer assigned in the sub-police station of Cugman in Cagayan De Oro City and a certain “Grace” who was with him at the time of his
arrest. Tare said that the operatives recovered 10 sachets of “Shabu” (Methamphetamine Hydrochloride), an illegal drug known as the “poor man’s cocaine” that abound in the Philippines. According to Tare, the police has been hunting a certain “Yoyong” who was reportedly known as the “ pusher ” of illegal Shabu in the town. The Philippine government is on the cutting edge in terms of advancement in communication and information. Every person has now access in contacting the desired government and private instrumentalities during emergency situations. However, while we are trying to perfect the access
to emergency assistance and inquiries, there are still inequities in private and government entities. For instance, the private hospitals in Cagayan De Oro City have telephone numbers listed in the directory that are useless. These hospitals collect heavy medical fees, but when one contacts its telephone numbers, nobody would answer. Of course, not all hospitals in Cagayan De Oro City are inaccessible. Perhaps, public hospitals are readily accessible compared to “expensive” private hospi-

tals where one might die, instead of recovering, once the hospital bill is out. Nevertheless, an example is the Cagayan De Oro University Medical Center (CUMC) in Gusa. Well, everybody knows that CUMC is one of the most expensive private hospitals in the locality. But, if one calls the telephone line listed in the directory, one gets no answer except the familiar fax tone. Other old telephone numbers just kept on ringing, with no one on the line. Frustrating. Let me commend our city government and the organizers of the celebration for the astonishing parade that truly hit the heart and admiration of people who witnessed it. So many people expressed fears the parade might be marred by lawlessness and trouble makers as fighting goes into nearby Lanao town of Marawi but as it happened things went normal, very peaceful, enjoyable and just fantastic. Yes, this question is worth repeating over and over again, in view of mounting calls once more for the “total and complete revamp or overhaul” of the Bureau of Customs after Commissioner Nick Faeldon was sacked by President Duterte the other day in
connection with the P6.4 billion shabu smuggling at the Bureau. I mean, no amount of “total and complete revamp or overhaul” of the Bureau of Customs, or any other government agency for that matter, in the sense of replacing all its officials from top to bottom at anyone given time, can really stop corruption or stealing of government funds. What is needed for this revamp and overhaul to truly succeed in eradicating wrongdoing at the Bureau and in all other government agencies is the installation of officials and employees who have the Spirit of God in them. Unless and until people who truly fear and love God are the ones ap-

2nd quarter growth rates point to economic headwinds
INDEPENDENT research group IBON said that the recently released 2017 second quarter national accounts underscore the serious headwinds facing the Philippine economy. The group said that the Duterte administration should focus on building sustainable domestic foundations of growth and development rather than depend on external factors such as remittances, cheap labor business process outsourcing (BPO), and foreign investments. The Philippines reported growth in gross domestic product (GDP) of 6.5% in the second quarter of 2017 which is slower than the 7.1% election-boosted growth in the same period last year. This meant slower 6.4% growth in the first semester of 2017 compared to 7.0% in the first semester of 2016. Agricultural and manufacturing growth in the second quarter and first semester of 2017 was higher
than in the equivalent periods last year. This was however not enough to offset the marked slowdown in services which slowed to 6.1% in the second quarter (from 8.2% last year) and to 6.4% in the first semester

For nearly two hours now since we left Aleco, Nevada en route to Utah, there’s these endless panorama of arid desert lands. Bare earth and rocks as far as my eyes can see. All I can see now and then is the face of a grieving father of Kian, the 17-year-old boy who just hardly became a man. But then he grew up in an environment where even before becoming a toddler he could hardly muster the first step from infancy as the harsh realities during his childhood cursed him to a hellish life. Kian’s environment in Caloocan is duplicated many times over in the country. But this Sodom and Gomorrah condition is not exclusive to the Philippines. In Thailand and Mexico, the scourge is even worse. The multi-billion-dollar drug industry is run by the Mexican underworld and they spend billions in arms that make them even better equipped than government forces. Thaksin Shinawatra waged his own war against drugs and the cartel quickly swept every link that could lead to their identity. The government’s campaign nevertheless had its own collateral damage. The United States, early in the Presidency of Barack Obama, sent Secretary of State Hilary Clinton to Mexico bringing
with her billions of dollars and arms to eradicate the drug cartel. The mafia fought it out with the law and in retaliation kidnapped a whole bus full of school children and torched them alive. Closer to home, when the New People’s Army’s control of Davao City finally ended in 1985, a number of crime syndicates, including the vicious tentacles of drug syndicates, crept into the
ghettos where they recruited their retailers and pushers. This was prior to Rodrigo R. Duterte’s era but as an assistant city fiscal then, he saw them all. Pushers were peddling drugs even right inside school campuses. There were few arrests made and for sometime the military and police, debilitated by the protracted insurgency conflict, were not paying much See WHO, page 11

Data from the Philippine Economic Zone Authority (PEZA) show that PEZA-registered Information Technology-Business Process Management (ITBPM) investments fell by almost 35% to Php7.1 billion in January-May 2017 from Php10.9 billion for the same period last year. IB ON said that the slowdown highlights the dependence of growth on short-term bursts of real estate and construction spending. It is however more important to create the foundations for longterm sustained growth. This means more equitable and solid rural development, beginning with real agrarian reform, and developing high value-added Filipino manufacturing with national industrialization. economic growth remains exclusionary and has done little to relieve the country’s jobs crisis and chronic poverty. Official labor statistics show that the number of employed Filipinos decreased by 393,000 to 40.3 million in April 2017 from 40.7 million in the same period last year. Meanwhile, poor quality of work persists with 15.6 million or 38.7% of employed in the informal sector or unpaid family work so far in 2017. IBON said that the Philippine economy will stay on the path of exclusionary growth and underdevelopment should the Duterte administration still implement neoliberal marketdriven policies. Pest Surveillance Officers train on Identification of Pests and Diseases in High Value Crops To further equip the agricultural extension workers (AEWs) from the different local government units (LGUs) serving as pest surveillance officers for high value crops, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through its Plant Health Regulatory Services Section (PHRS) of the Regulatory Division staged a two-day Capability Training Workshop, on August 16-17, 2017, here in the city of Cagayan de Oro. Attended by twenty (20) AEWs throughout the region, the said capabuild targets to enhance the pest surveillance officers’ knowledge on monitoring and surveillance across farms being planted with high value crops to observe and record the incidence and severity of pests and diseases. In his message, Luisito S. Ofngol, senior agriculturist and PHRS chief explained that such undertaking will influence the region’s decision in coming up and implementing initiatives relative to pest and diseases prevention, eradication, management and information status updates. Course outline includes the Identification and Presentation of Pest and Diseases in Mango, Banana and Lanzones and Quarantinable Pests and Diseases. PH registers strong first semester performance-Lopez Total exports up by 14%; reaches USD 31 billion MAKATI—Philippine (PH) exports weathered a slowdown in external demand in June to register a strong first semester performance, the country’s trade chief said. “We always ensure that exports are both resilient and diversified in terms of products and markets,” Department of Trade and Industry (DTI) Secretary Ramon Lopez said. Total merchandise exports for the period January to June 2017 stood at USD 31.04 billion, expanding by 14% over the USD 27.33 billion posted during the same period in 2016. Said expansion is seen almost among all the country’s major export markets, with the People’s Republic of China (including Hongkong SAR) as the country’s top export destination, followed by Japan and the United States (US), according to him. Electronics, non-electronics show off Preliminary data from the Philippine Statistics Authority showed that the 15% growth of Non-electronics exports outpaced the 12.05% rise in Electronics, accounting for almost equally at 50.1% and 49.9%, respectively, of total merchandise exports. “The stronger performance of Non-Electronics products vis-à-vis Electronics reflects DTI’s efforts to diversify merchandise exports and improve market mix,” Sec. Lopez added. For the first semester of 2017, receipts of the following non-electronics increased: Mineral products (81%), Chemicals (11%),
Coconut (78%), Footwear (70%), Furniture & Fixtures (43%), Processed Food & Beverages (29%), Machinery & Transport Equipment (24%), Garments (23%), Travel Goods and Handbags (8%), and Iron and Steel (4%). DTI Undersecretary and Board of Investments (BOI) Managing Head Ceferino Rodolfo confirmed that non-electronics have been accounting for a bigger share of total exports from an average of 40% in 20062010 to a 54% average in 2011-2016.
“DTI has been partnering with relevant agencies, industry associations as well as specific exporters in improving PH leadership in certain sectors such as in activated carbon, oleochemicals, bananas, pineapples, tuna, and carrageenan/seaweeds and other algae, where assistance to improve quality and quantity of supply is top-most of the agenda,” said Usec. Rodolfo. DTI also creates more conducive exporting environment for sectors that have crossed or is close to crossing the USD 1 billion

That petitioners are husband and wife respectively in a marriage performed under Civil rites on May 18, 1999 at Pasig City, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents at Zone 2 Mangostan St. Barangay Del Carmen, Iligan City and 13-B Meleguas St. De Castro Sta. Lucia, Pasig City respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than five (5) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. CUMC has to protect its reputation in the medical market by employing fast and reliable services. Thus, it has to improve its communication and information department, otherwise, its impression as a reliable hospital would go down the drain. We are not only concern about hospitals and CUMC here. The police department and its sub-station in Cagayan De Oro City should also be upbeat. Anyway, the CYNOSURE wishes to commend the city’s subpolice stations for giving out telephone numbers that are accessible to the public 24/7. Unlike other police stations in the nearby cities, the assigned police officer in Cagayan De Oro City answers phone calls. Calling police stations in other cities like the Ozamiz police station are frustrating. While the mobile phone number is given, the assigned police officer would not even reply to text messages. Worse, the police chief of the Ozamiz Police Station, gives out his mobile phone number, but would not reply to calls or text messages. On the contrary, text messages are sent on Saturdays. And, they get awards. In Butuan City, one would be fortunate if the assigned police officer would answer a call. The telephone would just ring without somebody picking it up. The police should remember that that they were created to assist and secure the civilian communities. Alquizar did not lose time in touching base with Mayor Duterte and in one of their meetings with the press, the anti-drug cop came out with the list of suspects who were involved in drug syndicates. What followed after the disclosure were a series of executions and the police authorities themselves were in limbo as to who were behind the killings. Months later, Colonel Alquizar himself was shot dead by a sniper in the outskirts of the city while stopping over a fruit stand on his way back to the city. The rounding up of pushers was to be the first case of a systematic clearing operations carried out by drug lords. Many of the victims had cardboard placed over their bodies with a warning which purported that the murder was carried out by DDS (Davao Death Squad). (DDS was a phantom force organized sometime in 1983 by then INP Regional Director Dionisio Tan-gatue Jr. to scare the NPA hit squads at the height of the communist insurgency. It was spooky as it was popular but it had no warm bodies at all. The audacious claims of perjured witnesses Matobato and Laranas are therefore merely figments of their imagination or of their handlers. What these witnesses failed to point out was that Mayor Duterte led police raids against drug lords and most popular among these was the assault on a drug laboratory where a number of Chinese chemists were killed. In another dragnet, an ambulance from a town adjacent to Lanao del
Sur was intercepted loaded with drug contraband. An angr y Duterte warned the town officials not to do their thing in Davao City or else suffer the consequences. Duterte’s police operations have always been covered by media. Kian’s death was unfortunate but it was a cause of celebration by the political opposition. The sad faces are actually as farcical as their concern for Kian. The young boy could have been alive today had the tentacles of the drug menace been curbed early on. When Duterte took over the helm of government the war on drugs was imminent. Today, over 3,000 people involved in drugs have been neutralized while many, including ranking government officials, are behind bars. Over a million, however, have been saved and rehabilitated. Is the nation mourning the fate of those who refused to give up their trade and fought it out with the law? The independent surveys done by the Social Weather Station and Pulse Asia have the answer. Obviously the people had gotten tired of weak and corrupt leadership of the previous regime and the hellish environment where Kian grew up. Some quarters say that because the young boy was suspected to be a courier then it would have been better if Kian was kept alive for he could have spilled the beans on his provider. Recent probes and observations moreover indicated that at the height of police operations in Caloocan there seemed to be another mysterious force carrying out its own “clearing” agenda. The video clips showing Kian first in long pants and then in short pants strongly suggest this. Too many questions to ask and issues to be resolved. The opposition has capped the emotional propaganda with street demonstrations that ended with a whimper. Whatever and whoever Kian was, his death was unfortunate and an irreplaceable loss to his parents. But this misfortune should not end the war on drugs. Otherwise, there will be more parents who will grieve over the silence of the lambs. He said the donation of 10 Vios patrol cars and 14 pick-up trucks from the local government had boosted the morale of that city’s police force owing to their all-out anti-crime operations. Ga said the patrol cars are being used for urban police visibility while the pick-up trucks for securing the city’s boundaries, it shared with Lanao del Norte and Misamis Oriental. With the influx of internally displaced persons from Marawi, he said the Iligan city police are always on the lookout for possible terrorists. He said everybody in Iligan, from the city government to the zone leaders, is coordinating with the PNP to thwart any plan to sabotage the peace and order situation there. “In light of the Marawi conflict, we are doubling our efforts. Even during the start of the Marawi crisis, we had already anticipated that the next target is Iligan,” he said. Almanzor said that he has the issued firearms, but did not shoot because he has no idea who were the men outside the door. “First, we sent an asset to buy twice the illegal drugs from the suspect. When the transaction turned positive, we send a police officer to buy the illegal drugs from the suspect for the third time,” Tare said. He said that it was good that his partner prevented him from firing his gun, otherwise he would be killed by the operatives. For now, Almanzor has to answer the charges in court, Tare said.

Non-Moro IPs to assert rights in the new Bangsamoro Law DAVAO CITY – Members of non-Moro Indigenous Peoples (IPs), especially those from the Autonomous Region in Muslim Mindanao (ARMM), will make a last-ditch effort for inclusion of contentious issues to the proposed new Bangsamoro Basic Law (BBL). The contentious issues concerning the non-Moro IPs will be consolidated and presented during the threeday Mindanao Indigenous People Legislative Assembly (Mipla) for the BBL on August 29 to September 1 at the Mergrande Ocean Resort here. There will be an estimated 270 delegates who are expected to attend the assembly. Lawyer Reuben Lingating, speaker for Mipla and the chair of the IP Peace Panel of the Office of the Presidential Adviser on the Peace Process (Opapp), said the non-Moro IPs are not losing hope that they will reach their objective and their voices heard so that their rights are protected from the exclusive powers of the Bangsamoro region. Mipla will facilitate the interface of the Tribal Legislative Assembly with the leaders of Congress and the Bangsamoro Transition Commission (BTC). Lingating said Mipla invited House Speaker Pantaleon Alvarez and Senate President Aquilino Pimentel III. Mipla will serve as a platform for non-Moro IPs to present their views with the hope of incorporating these to the proposed new BBL. He explained that the IPs came to the fore because the IP peace panel was only created last April, the month
when the BTC was mid-way in crafting the new BBL. L i n g at i n g s a i d t h e non-IPs will seek a viable settlement not necessarily political but through a traditional or cultural practice of negotiations. He also emphasized on re-affirmation of brotherhood that exists among the IPs. Lingating clarified the assembly will not be confrontational or adversarial but a meeting of the minds and opportunity to ventilate IP-related issues. Lingating stressed that Mindanao’s non-Moro IPs have expressed their desire to join the proposed Bangsamoro government except that they want a Bangsamoro law that is non-regressive in the recognition of their rights. “By non-regressive, we should not in any way, through any legislation, diminish what the nonMoro IPs have right now. Otherwise, they will be unjustly differentiated from the rest of the Mindanao IPs who are enjoying their rights under the protection of existing laws,” he said. Lingating said the expected main output of the Mipla is the formal legislative proposals. One of the contentious issues that may be raised is the ancestral domain claims that until now have never been titled. Lingating said there are more than 300,000 hectares not yet titled straddling 12 municipalities. There are still IPs in other regions in Mindanao. Tribal village to remain one of the city attractions DAVAO CITY –The City Tourism Operations Office (CTTO) is mulling on making the Tribal Village inside the Magsaysay Park a city attraction after it drew positive feedbacks from tourists during the week-long Kadayawan Festival last week. Tourism officer Generose Tecson said she already talked to Mayor Sara Duterte-Carpio regarding
the plan to continue with the tribal village which showcases the rich culture, cuisine, and tradition of the city’s 11 tribes. “Maybe, we will let them (lumads) rest first after the Kadayawan and we will talk to them about the plan. Our initial talk with mayor is to continue the village and we will just set up mechanics for the village,” she said. The tribal village was
one of the new highlights of this year’s Kadayawan festival. Since its launching last August 14, the tribal village lured local and foreign tourists. “We are happy because that is the purpose of the festival, to let everyone understand the culture of the 11 tribes, it is good to note that our visitors are amazed about how we live harmoniously despite differences,”
Tecson said. For the construction of the Kadayawan village’s tribal houses, the city government gave PHP100,000 each to all 11 tribes. Assessing this year’s Kadayawan, festival director Gatchi Gatchalian said that despite the martial law tourists still flocked here to celebrate the festival noting that all hotels here are fully booked.
He added that the weeklong celebration ended peacefully. Gatchalian also said that they are preparing for a bigger and grander Kadayawan next year. Tecson added that expectations were met for thiso year’s Kadayawan. “We have met our expectations, we are very overwhelmed to the response of visitors and Dabawenyos,” Tecson said.
