5-year old boy killed by ‘holen gun’ in Maguindanao PARANG, Maguindanao--A “holen gun,” an improvised PVC pipe gun powered by alcohol loaded with “holen” or marble, killed a five-year old boy in a remote village of Parang town in Maguindanao. The suspect is the victim’s playmate-cousin, also a minor. Lt. Col. Ebrahim Jambiran, Parang chief of police said the incident happened in Sitio Mangosteen in Barangay Gumagadong-Calawag past noon on Thursday. “His cousin accidentally squeezed the trigger, not noticing it was loaded with a marble bullet that hit badly his younger cousin in the head,” said Jambiran. There were efforts to save the life of the victim, but he

was declared dead on arrival at a hospital in Cotabato City. Holen guns in rural parts of Maguindanao are usually used to hunt birds or drive away monkeys and wild boars attacking farmers’ crops. It is powerful and considered a deadly weapon by the police. Jambiran appealed to locals to stop using holen gun, saying those found possessing it could face criminal charges. DAVAO City--A policeman who reportedly stabbed a dog to death may face administrative charges, the city’s top cop said. During an interview on the sidelines of the 118th Police Service Anniversary here Thursday, Police Col. Alexander Tagum, director of the Davao City Police Office (DCPO), urged the dog owner and witnesses to come out and file a case against the suspect. According to a police blotter, Noel Abanales, the

dog owner, identified the suspect as Master Sgt. Julius Garcia who is assigned at the Police Security Protection Group (PSPG). Abanales told the police that on August 13, Garcia was playing mahjong at a neighbor’s wake along A. Pichon Street here but got irritated after losing. Ayala’s Sustainability Blueprint (2)

LAST week, we wrote about how the Ayala group has aligned itself to the UN’s 2030 Agenda for Sustainable Development. The conglomerate decided to zero in on three key areas – 1) marginalization 2) large untapped potential for our human capital, and 3) irresponsible growth leading to long-term environmental damage – where Ayala’s business units can generate the most significant and lasting impact. Here is how it works at the Bank of the Philippine Islands (BPI). Cezar “Bong” P. Consing, BPI President, said: “More than just attaining financial returns, BPI strives to achieve sustainability by creating shared value for its clients, shareholders, and society as a whole. “For BPI, sustainability means providing opportuni-

LIFE’S INSPIRATIONS: “…Keep me safe, my God, for in you I take refuge…” (Psalm 16:1, the Holy Bible). -oooFORMER FOREIGN SECRETARY YASAY ARRESTED: As I was writing this column for August 22, 2019, I chanced upon a Facebook post by former Foreign Affairs Secretary and former Securities and Exchange Commission Chairman Perfecto Yasay Jr., saying he was arrested by the police on account of a warrant of arrest which the Manila Regional Trial Court issued against him. In his post, Yasay (or Jun to his friends and close associates) clarified that the warrant of arrest against him involved a criminal case against officials of the defunct Banco Filipino where they are being accused of having committed bank

anomalies from 2003-2006. According to Jun, he is not going to post bail right away, and would prefer to tay in jail, until he is able to be brought to the judge of the Manila Regional Trial Court, Branch 10, who issued the warrant, to contest what he said was the injustice in his inclusion as an accused in the case. His point is that, he joined Banco Filipino only in 2009, or three years after the alleged bank anomalies were committed. -ooo“ I D I D N O WRONGDOING”---YASAY: The arrest (and looming detention) of Mr. Perfecto Yasay Jr. (who was formerly Foreign Affairs Secretary of President Duterte and former Securities and Exchange Commission Chairman of former President Fidel Ramos) is sure to send shockwaves in the legal

community. The fact is that, for lawyers like Jun, they would know that a warrant of arrest would be coming in the criminal cases being handled by them. The reason is that, no warrant of arrest will issue to arrest an accused in a criminal case right away. What would come out first is a resolution by the prosecutor (or by the Department of Justice itself) which directs the filing of a criminal case against an accused. Once that resolution is issued, the case would then be filed in court. The filing of the criminal case in court would then require the judge to study whether there was sufficient basis for its filing. After that study, the warrant of arrest would then be issued. For lawyers who are engaged in daily court battles, they would exert extra effort to

4th Philippine Quality Award Forum inspiring more local organizations to achieve Performance Excellence

THE Department of Trade and Industry- Competitiveness Bureau recently held the 4th leg of the Philippine Quality Award (PQA) Forum at the Lyceum of the Philippines University, Capitol Site, Batangas City this year. The PQA Forum is conducted annually to showcase the best practices of the previous cycles’ PQA recipients. It provides insights for local organizations on how they can achieve performance excellence through the PQA. This forum has been helpful in encouraging other local

organizations to deliver a quality service or goods and ensure organizational sustainability by establishing sound processes. Foreign portfolio investment transactions result in net inflows in July BSP-registered investments for the month of July amounted to US$1.7 billion, reflecting a 19.0 percent increase from the US$1.4 billion figure recorded in June. About 76.5 percent of investments registered during the month were in PSE-listed securities (pertaining mainly to banks, holding firms, property companies, retail firms, and food, beverage and tobacco companies); while the 23.5 percent balance went to investments in Peso GS.

The United Kingdom, Hong Kong, the United States, Norway, and Malaysia and were the top five (5) investor countries for the month, with combined share to total at 75.6 percent. MANILA -- Agriculture Secretary William Dar has ordered the deployment of local government unit meat inspection services (LMIS) enforcement teams to closely monitor all public and private meat markets and outlets in view of the reported increase in swine mortalities in Bulacan and Rizal provinces. In his Administrative Order signed on Tuesday (August 20) but was issued to the media on Thursday, Dar also directed all provincial/city/municipal veterinary officers to continue implementing precautionary measures to ensure food safety and food security. MANILA – Security Bank Corp. President and Chief Executive Officer (CEO) Sanjiv Vohra has expressed optimism that the Philippine economy will hit a 6 percent growth rate this year, with recovery expected in the second half of the year. In a briefing Thursday, Vohra said economic prospects were “brighter” amid slower inflation rate and cuts in the Bangko Sentral ng Pilipinas’ (BSP) key policy rates and banks’ reserve requirement ratio (RRR). He said the drop in domestic interest rates and slower inflation rates were seen as pluses on domestic spending, which also boost domestic growth. “Clearly, it’s likely to be better, slightly better than where we were. DOST, UP: Small satellite subjects put space within students’ reach More scholarships on nanosatellite/cube satellite engineering under way

QUEZON CITY, Philippines-The Space Science and Technology Proliferation through University Partnerships (STePUP) Project is gearing up for the second batch of students for the nanosatellite engineering track under the Master of Science (MS) and Master of Engineering (MEng) in Electrical Engineering (EE). The nanosatellite engineering subjects in the MS EE and MEng EE programs are being offered by the Electrical and Electronics Engineering Institute in the College of Engineering of UP Diliman (UPD-EEEI) through the initiative and support of the Department Of Science and Technology (DOST)-funded research program, “Space Technology and Applications Mastery, Innovation and Advancement” (STAMINA4Space), and the STeP-UP Project, which is one of its components. A step closer to space through scholarships The STeP-UP Project aims

to proliferate the knowledge gained from the Development of Scientific Earth Observation Microsatellite (PHL-Microsat) Program to local universities through the design and teaching of hands-on courses or subjects on small satellites and inter-university collaboration. Through the support of the DOST-Science Education Institute (DOST-SEI), the STeP-UP Project offers scholarships for masters students who are interested in applying to the MS EE or ME EE programs in UP Diliman to study nanosatellite technology, specifically the mission design, implementation, launch, and operation of 1U CubeSats. All these programs and their corresponding projects were made possible through the full support of DOST Secretary Fortunato de la Peña. In 2016, his first presentation to President Rodrigo Duterte and then Cabinet members included DOST’s Space Technology Development Program (2017 to 2026) to have a correspond-

The first batch started in January 2019, consisting of eight individuals from different backgrounds and sectors, ranging from industry, academe, to the armed forces, in line with the project’s principle of valuing diversity and working with people from multiple disciplines. These scholars are pioneering the local cube satellite development and are dubbed as “UP’s next satellite builders.” Major activities in the nanosatellite engineering track include the development of 1U CubeSats, space environment testing of the CubeSats (engineering model and flight model) at the Kyushu Institute of Technology (Kyutech) in Japan, launch of the CubeSats

Bringing it back home The local development of the 1U CubeSats in UPD-EEEI is being undertaken in partnership with the Laboratory for Spacecraft Environment Interaction Engineering (La SEINE) of Kyushu Institute of Technology (Kyutech) and the Joint Global MultiNation Birds Satellite Project (BIRDS) Project. BIRDS is a cross-border interdisciplinary satellite initiative of Kyutech that trains students from non-space faring nations on the hands-on design, development and operation of 1U CubeSats. The Philippines participated in BIRDS-2 (2016-2018), which launched Maya-1, and in the ongoing BIRDS-4 (2018-2020). In BIRDS-2 and BIRDS-4, a Filipino scholar was selected to be the project manager (PM) to oversee the team of international students undertaking the design and development of the CubeSats. “Being tasked as a PM for a satellite project is a major responsibility and is a reflection of the hard work and competence of our Filipino scholars”, says Dr. Joel S. Marciano, Jr. STAMINA4Space Program Leader and Acting Director of the DOST-Advanced Science and Technology Institute (DOSTASTI), also a Professor in the UPD-EEEI. Recently, the BIRDS-3

CubeSats from Japan, Nepal and Sri Lanka were successfully deployed into orbit. “The STEP-UP project builds upon the technical experience gained from BIRDS-2, as well as updates from the BIRDS-3 iteration, to build and operate a 1U CubeSat in the local academic setting and to proliferate the know-how to other Philippine institutions”, according to Engr. Paul Jason Co, Assistant Professor in UPD-EEEI and Project Leader of STEP-UP. A team of eight (8) scholars in the MS/ME EE program in UPD-EEEI, supported by STEP-UP scholarships from the DOST-SEI, are now building two (2) CubeSats that are targeted for launch in 2020. This will be followed by another batch of eight (8) scholars who will further develop two (2) more CubeSats and launch them into orbit by 2022. The scholars receive guidance and mentoring from faculty members of the College of Engineering and College of Science in UPD, technical personnel from the STAMINA4Space program and researchers from the DOST-ASTI. Applications for the second batch of eight (8) STEP-UP scholars will open in November 2019 with classes starting on August 2020. HUMAN resources play an important role in the organization. Managers created rules to follow in order to have a smooth sailing of operation. Some conflicts me arise be it personal or work related. But the Holy Bible teach us how to simplify our roles in the organization so that we could derived in one common objective to avoid misunderstanding, suffering, blaming and other consequences. The chaos in our organization started from us on James 4:1 said: “where do war and fight come from among you? Do they comes from your desire for pleasure that war in your members?” it has been said that desire for pleasures is the causes of this problem. We grabbed people down because of our desire to raise ourselves above others. We failed to lower down our pride. We are always opposing our leaders because we think that we are better than them. We don’t respect people in authorities. On Roman 13:1 said “let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God”. It was very clear that the authorities were placed by God in our working place. Though they were designated there materially but still as stated in the Holy Bible that they were all appointed by God. Some subordinates are trying to resist from authorities most especially if the authorities implement change in the organization for good. They want to continue their organizational culture even though it is not aligned from what is right. On Roman 13:2 “Therefore who ever resist authority resist the ordinance of God and those who resist will bring Judgments on themselves”. It was vividly stated that if you resist the authority your resist God

On Roman 13:3 said “For rules is not a terror to good works, but to evil. Do you want to be unafraid of the authority? Do what is good and you will have praise from the same”. Being righteous in your working place will result to being unafraid to authority. Just do what is right and God will place you in heaven full of happiness and joy. In a situation where you despised the order or rules in the organization person in authority will be angry at you. Roman 13:4-5 says “For he is God minister to you for good. But if you do evil, be afraid for he does not bear the sword in vain for he is God minister, an avenger to execute wrath on him who practice evil”. God allows the authority to be angry to his subordinates who do evil in the organization. You will be reprimanded and be given due penalty and consequences for your untoward actions that could hamper the operation of said organization. But authorities were reminded on Psalm 4:4 says “Be angry and do not make sin, meditate within your heart on you bed and be still”. Though God allows us to be angry but we were reminded not to make sin. In order to avoid such situation wherein your boss will be angry at you, you have to submit yourself to them 1 Peter 5:5 says “Likewise you younger people, submit yourselves to your elders, Yes all of you be submissive to one another and be clothed with humility, for God resists the proud but gives grace to the humble”. Nowadays people speak proudly from their achievements, position, wealth, fame and etc. but God will resist you. Be humble my friends, God will lift you upon in heaven.

For swine farms within a 7-kilometer radius, the BAI and concerned regional field offices would conduct surveillance procedures, test animals to determine the extent of the infection, and limit animal movement. THE Local Government Unit of South Upi headed by Hon. Reynalbert O. Insular, Municipal Mayor/ MADAC Chairman, has conducted visitation to eleven barangays of South Upi. The activity was called UGNAYAN SA BARANGAY which aims to deliver different services of the Local Government Unit to the people of South Upi. One of the highlights of the activity is the intensification of programs against illegal drugs in the municipality. The barangays were encouraged to activate and make their Barangay Anti-Drug Abuse Committee (BADAC) functional and support the program of the national government to eradicate the proliferation of illegal drugs in the locality. Information Education Campaign materials (Flyers) containing the ill-effects of illegal drugs in the life of man were also distributed to the people. The South Upi Municipal Police Station as primary partner of the Municipal Anti-Drug Abuse Council in implementing programs on eradicating illegal drugs reiterates during the Ugnayan sa Barangay the seriousness of the government to wipe out all illegal activities related to illegal drugs. The community is also encouraged to join in the effort of the government and support all programs activities that end the proliferation of illegal drugs in the municipality . ANALISA P. ESPAĂ‘OLA
