Villanueva is new 4th ID commander C AMP Evangelista, Patag, Cagayan de Oro City--After seventeen months of leading the 4th Infantry (Diamond) Division, Philippine Army, Major General Benjamin R. High Vitamin B intake linked to lung cancer in men: study

His advice: when braving the elements, use rainwear, or if you get soaked, dry yourself immediately, as leaving yourself wet could result in flu that could lead to such complications as bronchitis and pneumonia.

To boost your immune system, he said, take Vitamin C supplements, eat nutritious food, drink lots of fluid, and get enough sleep.

the medicine.

He emphasized that antibiotics should only be prescribed by a doctor once simple colds and cough worsen.

Nolido also recommended flu shots for the very young and the very

old, especially during the rainy season.

Meanwhile, Dr. Glynna Ong-Cabrera said that patients suffering from Chronic Obstructive Pulmonary Disease (COPD) or progressive lung diseases, such as emphysema, chronic bronchitis, refractory or non-reversible asthma, should always take their maintenance medication. ‘’They should not wait till their illness attacks or they could end up in the hospital. The maintenance medication given to COPD patients can actually help prevent an attack,” said Ca-

OFW from war-torn Syria gets assistance from DOLE GENERAL Santos City-The Department of Labor and Employment (DOLE) in Region 12 has provided livelihood assistance to a distressed Overseas Filipino Worker (OFW) who recently returned home from conflict-torn Aleppo in Syria.

Sisinio Cano, DOLE Region 12 director, said Tuesday they released an initial livelihood grant worth P10,000 to former OFW Noraisa Dima to allow her to start a new life with her family.

Center for OFWs (NRCO) facilitated the release of the grant through its Balik Pinay, Balik Hanap-Buhay Program.

The 25 year-old Dima, who hails from Barangay Macasandag in Parang, Maguindanao, received a rice retailing package, he said.

Citing their records, he said Dima had decided to return home after working for about 10 years in Syria due to the continuing armed conflict there.

She started working as a household ser vice worker in Damascus, Syria

when she was 15 years-old through fake documents, he said.

Cano said Dima’s recruiter allegedly faked her birth records so she could get a passport and other travel documents.

She worked for seven years in Damascus and eventually transferred to Aleppo, where she stayed for three years.

“She was scared bec au s e of t h e u n s t a b l e situation brought by the conflict there so she decided to return home,” he said.

Lately, an object of severe criticism in the newspapers, radio commentaries, and social media due to the series of “flip-flops” experienced by the state-run Philippines News Agency (PNA), Communication Secretary Martin Andanar suspected that someone was out to “sabotage” him as the country’s communication czar.

There is the suspicion that the damaging of the agency’s outputs was intentionally done to discredit him (Andanar) being the head of the President’s communication offices. In fairness, the PNA has been in operation for the last 40 years as the country’s

Since the agency’s inception in the mid 70’s – even during the height of Martial Law, where the press was usually muzzled by the state - the PNA’s professionalism has never waiver.

In fairness to Andanar, the PNA is one of the most reliable information arm of the government here and abroad. Andanar should never entertain that someone was out to damage his reputation as the communication Secretary.

In an interview with DZRH radio in Manila, Andanar has expressed his disappointment about what is happening to the PNA. Actually, nothing is wrong with the PNA, Sir. What should be considered is the

We just want to be comfortable and happy for the moment

right now. But God is trying to help us and make sure we are happy forever. So He’s trying to fix the bigger problem of our heart and relationship with Him our Maker.

Does that mean Jesus doesn’t care about our suffering now? No, it’s just the opposite.

Jesus cares very much! He knows exactly what it feels like to be hurt and suffer unfairly for something you didn’t do.

When God the Son Himself, Who was completely innocent, took all the pain and penalty for our wrongs and sins, He cried out to God the Father: “Why have you left me?” Even Jesus Himself, after He became a human being, did not get the answer He wanted right away. Was

-oooWHY CAN’T FACEBOOK AND MESSENGER PREVENT VIDEO SCAMS? There is someone (or, maybe, something) that is causing the sending of videos in Facebook Messenger using the names of FB and Messenger friends.

I say this because, lately, I have been receiving these videos in my FB Messenger, purportedly coming from a fellow Church member at the Simbahang Anak ng Diyos Kadugo Ni Kristo (or

Children of God Blood Kin of the Christ Church).

Yet, the poor fellow Church member is vehemently denying that the videos came from him.

Well, I have chosen not to open the videos, not only because the supposed sender is denying it, but more so because, in all probability, the videos contain viruses that may infect computers.

My only concern is this: can’t Facebook Messenger do anything to stop this evident scam? In all their technological savvy and expertise---which allowed it to earn billions and billions of dollars for its makers---it is surprising and incomprehensible that Facebook and/or Messenger cannot prevent a very simple scam

like this.

Are you that helpless in preventing scams, Facebook and Messenger? Or, is it right to assume you are not interested in preventing this particular scam, for your own interests? Just asking...

Building a City of Peace

NAAWAN, Misamis Oriental—Maybe it’s good to leave Marawi as it is after the war has ended as a testament to the cruelty and barbarity of war. The ruins will remind us that no one wins a war. Every one of us loses painfully something, one way or another.

A new city may be built not far away. The ruins of the old city may yet become a major tourist attraction in addition to the huge tourist potential of Lake Lanao and the Meranao communities around the lake. The new city will be a tourist destination in Mindanao.

A new era will finally dawn upon the Meranao if they stand up to the challenge in building a culture of peace.

I like to believe that the new city shall rise out from the development of the lake area. Building a new Marawi requires that the lake communities be developed into an agro-tourism hub in Mindanao. The lake area with its cool climate, fertile volcanic soil and abundant water supply will develop into a vegetable and cut flower production center in southern Philippines, the capacity of which may yet pale Baguio City.

The Depar tment of

Agriculture (DA) and the Mindanao State University (MSU) shall join hands in extending technical assistance, particularly in teaching farmers raise new high income-earning crops, particularly vegetables and cut flowers. The farmers may likewise be taught how to culture freshwater prawns and cold-water variety of tilapia in the lake.

Along this, the farmers may be assisted in forming cooperatives in the area of farm irrigation, farm inputs acquisition, and in the sales of products.

Above everything, in rebuilding the lives of thousands of war evacuees, the government should fully assist each family in having a new home and livelihood.

It may be wise to encourage them to resettle in their respective hometown around the lake where livelihood potential abounds.

Aside from going into new agriculture ventures, the evacuees may be assisted in brassware production, mat-making using native materials and in weaving such attractive products as the colorful malong, wall decors, bedsheets and table runners, etc.

Later on as confidence builds up, the government

may assist the entrepreneurs in the area in lake tourism enterprises, such as in operating mobile-floating restaurants, water air-sports facilities and the like.

The opportunities to rise above the hurt and agonies of war are huge.

It is a must that funding assistance from the government and external sources should be addressed primarily in rebuilding lives, not so much in constructing infrastructures.

There is so much to do and to deliver rightly. Supposedly, at this time, the making of a comprehensive human development plan should have already been started. Planning should not be left, however, to separate agencies of the government. There ought to be body to handle this, gathering together the best minds in the country and the affected community, and to put the plan in motion. Call it the Marawi Reconstruction Authority or whatever. Suffice it to say that it is the body responsible and accountable for the job of rebuilding lives, in helping the Meranao help themselves.

Again, we should all be reminded that all development efforts could only progress in an atmosphere of trust and confidence and

would only become sustainable in a culture of peace.

I love to imagine that one day such establishments as Botoy’s Lechon Manok (the proprietor is an MSU alumnus), JolibeeMang Inasal, McDonald,and later on, Gaisano, SM, and Robinson’s Place, be visible in the area. On the other hand, rich drug lords and politicians coddlers of drug suppliers are given the full extent of the due process of law.

6.4 billion pesos worth of shabu freely entered the country due to the connections of the rich drug lords to politicians and Customs officials. In all of these, there was no howl from the President and other high ranking government officials.

AsChristians,weareappalled by the utter loss of respect for the dignity of life and human rights of the police operations.

We are utterly distressed that in a Christian country like ours, the killings are tolerated, even supported. We dread the reality that a split-level kind of faith exists among our people.

Such faith sees no connection between the gospel values and the wellspring of Christian faith and the suffering and killings of the people.

As Filipinos we are gravely concerned with the kind of society we have become. What kind of people have we become? After more than a year of the war on drugs, our country has turned into a big killing field. Death is

the order of the day. A culture of killing with impunity is the new normality. On the other hand, a culture of silence and a climate of fear prevail. In the midst of the daily killings, many people go on with their lives, show no empathy to the victims and accept the government war on drugs as necessary evil.

Condemning the war on drugs does not undermine our stance against drug. Even before theDutertegovernment,wehave denounced the menace of drug addiction in our proclamations and programs. We did not just denounce, however; we also organized programs and services to victims of drug addiction like counselling, livelihood projects and community support mechanisms.

We call on the government to respect the law and uphold life. We call on the government to stop the killings. The “war on drugs” which in reality is a war on the poor has to end. Now! We call on the church to defend the sanctity of life during these dangerous times. We call on all people of goodwill to assist the poor victims of the drug war and participate in building programs to counteract the evil effects of drug addiction.

Our Mother of Perpetual Help, pray for us that the spate of killings in our country may come to an end!

Davao City Council okays amendments to tax code

AVAO CITY – The City Council on Tuesday approved on third reading amendments to the Real Property Tax (RPT) Code, which could raise P326 million increase in real property tax collection if fully implemented.

The amendments came after 12 years that the city never made any changes to the real property tax ordinance. The amendments included the four per cent increase for residential; 9.5 per cent in agriculture; 11

per cent for commercial, and 25 per cent in mineral, industrial and timberland industry.

The approved amendments were lower than the proposed increase of the City Assessor’s Office

(CAO) which recommended an increase of five per cnet for residential; 10 per cent for agricultural, and 12 percent for commercial.

New investors in the city were also subjected to two years exemption of RPT as part of the city’s way to attract investors.

The contentious issues concerning the non-Moro IPs will be consolidated and presented during the threeday Mindanao Indigenous People Legislative Assembly (Mipla) for the BBL on August 29 to September 1 at the Mergrande Ocean Resort here. There will be an estimated 270 delegates who are expected to attend the assembly.

Lawyer Reuben Lingating, speaker for Mipla and the chair of the IP Peace Panel of the Office of the Presidential Adviser on the Peace Process (Opapp), said the non-Moro IPs are not losing hope that they will reach their objective and their voices heard so that their rights are protected from the exclusive powers of the Bangsamoro region.

Mipla will facilitate the interface of the Tribal Legislative Assembly with the leaders of Congress and the Bangsamoro Transition Commission (BTC). Lingating said Mipla invited House Speaker Pantaleon Alvarez and Senate President Aquilino Pimentel III. Mipla will serve as a platform for non-Moro IPs to present their views with the hope of incorporating these to the proposed new BBL. He explained that the IPs came to the fore because

the IP peace panel was only created last April, the month when the BTC was mid-way in crafting the new BBL. L i n g at i n g s a i d t h e non-IPs will seek a viable settlement not necessarily political but through a traditional or cultural practice of negotiations.

He also emphasized on re-affirmation of brotherhood that exists among the IPs. Lingating clarified the assembly will not be confrontational or adversarial but a meeting of the minds and opportunity to ventilate IP-related issues.

Lingating stressed that Mindanao’s non-Moro IPs have expressed their desire to join the proposed Bangsamoro government except that they want a Bangsamoro law that is non-regressive in the recognition of their rights.

“By non-regressive, we should not in any way, through any legislation, diminish what the nonMoro IPs have right now.

Otherwise, they will be unjustly differentiated from the rest of the Mindanao IPs who are enjoying their rights under the protection of existing laws,” he said.

Lingating said the expected main output of the Mipla is the formal legislative proposals.

After 40 years, the news wire agency, with an international reputation, could ill-afford to venture on trial and error policies in the handling of information. After four decades, the agency has already established a track record as a reliable source of information. The rules have been identified and its blunders have been rectified.

Any alteration of the established rules for the sake of satisfying one’s fancy is

dangerous and ill-advised.

Of course, the adoption of new communication strategies and approaches are necessary. Nevertheless, the strategies and approaches should be attuned with the demands and expectation of the times. It is erroneous to create an artificial strategy in order to simply create demand when the strategy is unacceptable.

Call it branding, however, the introduction of new communication strategies could not be perfected overnight. Its ingredient takes a lot of proven experience, and a lot of acceptable innovation.

Well, this is not a lecture.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on April 28, 1999 at Zamboanga del Sur both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents at Siay, Zamboanga del Sur respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than ten (10) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 28, 1999, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on September 1, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

someone who is happy.

In the same manner, let us make God happy by praising Him and in that way, He will give all things we want.

In Matthew 7:7-Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you. The words, “Our Father” are emphasized since this indicates a deep meaning. Jesus never used

“My father” but “our” since Jesus wanted to tell us that He is our brother and we have the same God in heaven. There are many of us who are very Lazy to pray. Take note, prayer is our communication to our Almighty Father.

This means that if we will not pray, we have a lost connection to our God. In 1 Thessalonians 5:17Pray without ceasing.

The truth; you will pray or

Biblical reflection not, God doesn’t change but you lose something.

Take note, you need to pray not because God needs it but because you need it. The benefit once you will pray is not in God because he is still God without you. The looser is you if you never connect to him constantly.

Likewise, it is the venue for all concerned agencies to direct and focus their programs for the people with the same targets and timelines. It is composed of different local chief executives, agency heads, local leaders, PNP, and the AFP and it is established in almost all municipalities and cities in the two regions.

All these efforts and achievements have paved way to the clearing of a total of 568 barangays in the two regions.

Likewise, he was able to bring the Division to greater heights as it achieved the fourth and final stage of the Army Governance Pathway which is the Institutionalized Status. The 4ID is the first Philippine Army major unit to have achieved such status with a Gold Trailblazer award after passing the re-validation on June 5 this year at the Headquarters Philippine Army at Fort Bonifacio, Taguig City. The award was formally given by Lt. Gen. Miranda during yesterday’s ceremony.

For his part, Villanueva is the Chief of the AFP’s Intelligence Service before seating as the 41st Commander of the 4ID. He is a well-decorated and wellrounded Army General which qualifies him to hold such position.

His Command positions are the following: Company Commander under the 53rd Infantry Battlation in 1987; Commanding Officer of the 28th Infantry Battalion in 2003 and later lead the 26th Infantry Battalion until 2005; and Commander of 1002nd Infantry Brigade stationed in Sarangani Province from 2014 to 2016.

Villanueva’s strategic posts would later on take him to the Department of National Defense where he served as Group Commander of the Defense Intelligence and Security Group from 2007 until 2010 before orchestrating the affairs of the Counter Intelligence Division of the AFP’s OJ2 from 2010 to 2011.

He has also served as head of the Faculty Department of the AFPCGSC in 2012. Earning the distinction of having delved in many military disciplines and mastering them all, he became Chiefs of Staff of both the 4th and 7th Infantry Divisions from 2012 to 2014.

Villanueva is a proud Mindanaon who has been tested by years of experience and right schooling both in Military Schools and Civilian Academic Institutions. He is a Scout Ranger, a combat diver, an expert marksman, an Infantry and Intelligence Officer with a

Master’s Degree in Business Administration from Xavier University, a Master’s Degree in National Security from the National Defense College of the Philippines and a Diploma in International Development and Security from the Development Academy of the Philippines.

The two men of the hour are both members of the Philippine Military Academy “Sandiwa” Class of 1985.

Prior to the incident, the suspect reportedly went to see the chief of police of Naawan Police Station Sr. Insp. Jay Francis Serrano Estigoy in regard to the case of his cousin, a certain Millerton.

Ruedas said his cousin went on hiding in Bukidnon.

When inside the police station, the reports said Estigoy noticed that Ruedas had a gun, thus he took his service firearm where the alleged shootout between him and the suspect ensued.

But Ruedas managed to run toward the Convent where he took refuge.

Residents told a local radio station that they have heard the guns rang out.

Naawan town parish priest, Rev. Fr. Roniedon P. Valmoria told Magnum radio, a local radio station, that Ruedas, a guitarist and a choir member of his parish, merely sought for his help contrary to reports that he was held hostage.

“Walay hostage nga nahitabo,” Valmoria told a local radio program anchored by Joel Jacobo of Magnum radio.

“Nag estorya ra mi, nagpatabang siya,” the priest added.

“Related man sa droga kay nalooy siya sa iyang igagaw kay gipangita sa pulis ug nagtago-tago mao nga makig-estorya unta siya sa hepe,” said Valmoria apparently referring to Estigoy.

Dr. John Basa, PhilHealth OIC vice president said Philhealth Board Resolution 2171 S2016 was approved last October 14, 2016, giving the Philhealth president and CEO the authority to request the assistance of the National Bureau of Investigation (NBI) and the Office of the Ombudsman in the investigation of complaints.

Valerie Hollero, Officer-in-Charge, Office of the Corporate Legal Counsel, and former corporate secretary has been found accountable for board resolution and minutes of the meetings that do not reflect the board’s proceedings.

He said the reports state that documents were manipulated to look like the board intended to implement what were discussed even if these were not approved. The amount involved is over P1 billion, according to him.

Ferrer said the board was informed that Hollero failed to appear in the interviews called by the fact-findings body five times, even if he was given flexibility to schedule the interviews

eight times. The matter was referred to the Ombudsman and the Civil Service Commission for appropriate action.

Rep. France Castro (Party-list, ACT TEACHER) compared Philhealth to grocery items which are being sold to the public.

He also underscored the Free Prior and Informed Concern (FPIC) wherein all activities within the ancestral domain should pass through a process inscribed in Ipra. “ The non-Moro IPs have expressed their discomfort over certain provisions of the BBL. And so we want to ask delegates to the assembly: What is really your discomfort?
