BIR destroys illegal cigarettes, machines in Cagayan de Oro

CAGAYAN de Oro City-The Bureau of Internal Revenue (BIR) has vowed to go after those involved in the illegal manufacturing of tobacco products and other consumer goods as cigarette-making machines and various counterfeit cigarettes estimated to be worth more than a billion pesos were destroyed Thursday.

BIR deputy commissioner Arnel Guballa said the destruction of equipment and cigarettes was a message to those who are engaging in illicit activities that the government will not hesitate to make necessary arrests and confiscations.

PAGADIAN CITY, Zamboanga del Sur--The National Bureau of Investigation (NBI) is readying charges against the suspects involved in the illegal cutting of some PHP1.3 million worth of Mahogany trees in Barangay Langapod, Labangan town.

Agency (PNA) Tuesday the tree-cutting did not have a permit from the Department of Environment and Natural Resources (DENR).

Iligan placed under state of calamity due to dengue

ILIGAN City--The local government here declared on Tuesday a state of calamity following the alarming increase of dengue cases in the city.

Local dengue cases have so far reached 1,138 with 14 deaths from January 1 to August 17 this year, according to the Iligan City Health Office.

City Health Officer

Cherlina Cañaveral said the declaration authorized the local government to use the more than PHP8 million as a quick response fund against dengue.

Cañaveral said the money will be used to purchase protective gear, fogging machines, medicines, olyset nets, and chemicals necessary to combat the mosquito-borne disease.

Part of the funds will also be used for information and

education campaign against dengue, she added.

Dr. Adrian Subaan, Department of Health-Region 10 officer-in-charge, said the agency declared an outbreak here after it recorded 14 deaths this year--the highest in Northern Mindanao.

In comparis on, the neighboring Cagayan de Oro City only has nine deaths.

Iligan’s new bishop started out as altar boy IPIL, Zamboanga Sibugay-Bishop Jose Ramirez Rapadas III, the newly ordained bishop of the Diocese of Iligan and the country’s youngest at 46, had dreamed to become a priest in his youth, and even started out as an altar boy.

The bishop, whose episcopal ordination was held at the cathedral here in the Diocese of Ipil on Tuesday, remembers that it was at the age of 12 when he started as altar server.

“But it was in high school when I felt the call to priesthood,” he said, adding that it was during that time when he went with Jesuit missionaries in their visits to the barrios. “It was when I realized how important it was to offer my whole life for this vocation,” he added.

The bishop’s 80-year-old mother, Yolanda, narrated this memory of her son: “I was surprised when in high school he attended a searchin and he was congratulated that he qualified to join the vocation of priesthood.”

She said she would keep praying that Jose, whom she remembers as a “bright boy and diligent in his studies,” will continue to serve his people.

Archbishop Gabriele Giordano Caccia, Papal Nuncio to the Philippines, said in his message during the ordination: “I just want

to say three simple things: You know that Bishop Jose Rapadas III is the youngest Bishop of the entire Philippines. And do you know that the Diocese of Ipil is the youngest Diocese of the Philippines? And then, I realized this the Year of the Youth.”

Upon his appointment as bishop by Pope Francis last June, Rapadas was vicar general of the Diocese of Ipil. He will be installed as bishop of Iligan on Sept. 5, replacing Bishop Elenito Galido, who died on Dec. 5, 2017.

At his ordination Tuesday, Bishop Rapadas honored her mother, as well as his siblings and relatives, for the love and care.

Though his father already passed away, he has fond memories of him.

“Every time we had done good, my father would always say, ‘That’s my boy,” Bishop Rapadas said.

When interviewed after his ordination, the bishop said the first thing he would do in Iligan is to get to know the priests and the people well, to get close to them so they can join him in his pastoral work in the city and in Lanao del Norte.

“I will continue the interreligious dialog in the area,” Rapadas said, referring to the relationship among Christians, Muslims and

Lumads in the two Lanao provinces.

He said he will push the church’s advocacy on preserving the environment, especially now that Earth

is dying.

“Another challenge is to encourage the youth to participate in the activities of the church,” Rapadas stressed.

Rapadas’s episcopal ordination was attended by 18 bishops and six archbishops and witnessed by the Papal Nuncio..

Recalling good times at Tagoloan class reunions

C HA R L O T T E , No r t h Carolina--Let’s talk about class reunions and why it’s both the most awaited and most dreaded of all events by people of a certain age.

For starters we should all attend class reunions to reconnect, reminisce on old memories and rekindle friendships and of course find out what happened to each other in nearly half a century of being out of contact or should we say out of the loop.

I belong to Class ‘71 of St.Mary’s High School now known as St. Mary’s Academy of Tagoloan town in Misamis Oriental, northern Mindanao in the Philippines.

This school produced

two town mayors and one governor of Misamis Oriental, doctors, lawyers, engineers, nurses, teachers, military leaders, community builders and so many others.

It’s been close to 50 years or half a century after high school graduation. That’s right, so many summers ago since we graduated on March 22,1971 During college and my work at the 6th Municipal Circuit Court of Tagoloan and and Villanueva towns, I saw some classmates every now and then but other than that high school life was forgotten as almost everyone was starting a life or pursuing one.

Fast forward years later and when I went home for

a short vacation that ended last July 29, I decided to reconnect with the classmates I missed since the last get together was back in 2008 before I left for the US. And true enough with the help of Facebook, phone calls and some networking we reconnected and started meeting at the lovely home of Sol Casino Pizarro (Solita Casino) twice in July.

It is interesting that Clea Palatulon (Clea Alaud) went traditional by going to each house of former classmates to tell them about the reunion as most of them still stayed in Tagoloan. Clea contacted Gloria Maceda, Josefa Jagualing, Milan Dagus, Jerrilyn Nabong Gervacio, Rolando Emano

Not to be outdone was Jovenil Tagam who recently retired from the City Court and called up classmates who lived or worked in the city. She got in touch with Mercy Salac, Lourdes Bersabal and Divina Escabarte and even Evelyn Sabio now Evelyn Pimentel.

Second Chance: A Heartbeat Away NAAWAN, Misamis Oriental--Rapist-murderer convict former Calauan mayor Antonio Sanchez is reported to be among the thousands of convicted prisoners to be freed in days to come upon the implementation of RA 10592, a law that increases the reduction of a convict’s sentence on account of good behavior.

Sanchez is in the National Penitentiary to serve seven counts of reclusion perpetua, a maximum 40 years of incarceration, for the rape-murder of University of the Philippines at Los Baños student Eileen Sarmenta and the murder of her boyfriend, Alan Gomez, in 1993. Sanchez was also sentenced to two counts of reclusion perpetua for another case – the 1991

murder of father and son Nelson and Rick Peñalosa.

In its mathematical evaluation of Sanchez’s Good Conduct Time Allowance (GCTA), the Department of Justice reported that he had earned more than enough to entitle him his freedom.

But Sanchez is far from being a good prisoner. In fact, the GCTA he accordingly earned while serving his terms for 24 years in prison ought to be forfeited on account of a grave misconduct – he committed a serious a crime while in confinement. He was caught with one kilo of shabu (methamphetamine) stashed inside his cell at the Maximum Security Compound of the New Bilibid Prison (NBP).

Sanchez was tested positive of the drug. The volume of

his stash was beyond his personal use; thus, prison authorities had reasons to believe that he was in the business of illegal drugs at the National Penitentiary.

Is an objective mathematical computation of good behaviour the sole basis of prisoner release?

Would there be no other efforts to determine remorse, repentance, and the pycho-social readiness of the convict to re-enter society? Would it not also be in order to consider the impact of the release, particularly of those who committed heinous crimes, such as the unspeakable committed by convict Antonio Sanchez, on the victims or their loved ones and on society at large?

It’s unthinkable that for-

mer Tokhang architect and former Bureau of Corrections chief, now Sen. Bato de la Rosa, an ardent advocate of the revival of death penalty particularly for drug related crimes, would justify the looming release of Sanchez, claiming the guy is a changed man while in prison; hence, should be given another chance. Did the good senator bother to look at the file of the convict in his watch as BuCor chief?

How would his stance on death penalty sit with the principle of second chance he is now talking about?

CEB launches Cebu-Busuanga route Fares offered as low as PHP299

Opportunities through Jobs Linkages and Networking Services” (WCO through JoLiNS) is one of the strategies to link the technical vocational education and training (TVET) graduates/ alumni to employment opportunities both in wage and self-employment.

In Bukidnon, about 500 job vacancies will be presented to the graduates who are looking for jobs or those who want to start their own business with the help of

participating companies and partner government agencies.

Bax said the WCO through JoLiNS, conducted with the support of various stakeholders, is a ‘one-stopshop’ for TVET graduates/ alumni wherein national government agencies, private companies, tech-voc institutions and financing institutions all converge in strategic locations to offer all possible employment, training and financing opportunities and facilitate

higher job-skill matching.

Most of the jobs that will be offered will be coming from construction as part of the Build, Build, Build Program of President Rodrigo Duterte.

The event is part of the week-long celebration of TESDA which started on August 20-26. Other activities are the awarding of institutional awards for industry partners, TVET trainers; Kabalikat Award, Tagsanay Award, and Idols of TESDA.

Economic cost of alcohol consumption seen at P211-B

MANILA -- Authorities have reiterated that reforms under the sin tax law are primarily health measures rather than a revenue-targeted move.

Finance Undersecretary Karl Chua, in a presentation during the hearing of the Senate Ways and Means Committee Tuesday, said the topmost reason for this proposal is to have funding for the Universal Health Care (UHC) program.

For a five-year period, or from 2020 to 2024, the UHC needs about PHP1.438trillion allocation.

Before President Rodrigo R. Duterte signed in July Republic Act 11346 increasing higher taxes on tobacco products, the UHC had a funding gap of about PHP426 billion. Under the annual budget program, the allocation is about PHP1.012 trillion for the five-year period.

For 2020 alone, the government has proposed a PHP195-billion funding for the program while the funding gap is about PHP62 billion.

However, with the signing of RA11346 and the adoption by the House of Representatives of the amended House Bill 1026 increasing taxes on alcohol and electronic cigarettes, the funding gap for the UHC has been reduced to PHP172.9 billion for the

five-year period.

Chua said there is a need for the government to step up the program against the use of sin products because the poor spends more on unhealthy products rather than on healthcare.

Citing data from the Philippine Statistics Authority (PSA) on the 2015 Family Income and Expenditure Survey (FIES), Chua said spending by families belonging to the first to the sixth per capita income decile, or those starting from the lowest income bracket, showed that they spend more on alcohol, tobacco, and sweetened beverages than on medical care.

For one, those from the first decile, which have annual income of about PHP86,000, they spent an estimated PHP4.7 billion on unhealthy products, while expenditures on medical care were around PHP2.6 billion.

Chua said the first eight reasons why they want to increase taxes on sin products are health-related, with the second factor eyed to lessen alcohol-related deaths due to sickness.

He noted the youth die from alcoholic products more than from tobacco.

Without the reforms, he added there are about 31,000 alcohol-related deaths annually based on the Global Burden of Diseases Study in 2017.

Ex-vice mayor nabbed for gun possession in Cotabato

COTABATO City--Authorities arrested here on Wednesday afternoon a former vice mayor in Maguindanao province for possession of an unlicensed gun.

Maj. Joseph Nandu, deputy police chief of the Criminal Investigation and Detection GroupBangsamoro Autonomous Region in Muslim Mindanao (CIDGBARMM), said a team of CIDG and city police operatives served a search warrant at 3 p.m. against Nasser Gumbila Uko in Barangay Tamontaka 3.

The search warrant, dated August 15, 2019, was issued by Judge Kasan Abdulrakman of the Regional Trial Court, 12th Judicial Region, Branch 27, Cotabato City.

Seized from Uko was a .45-caliber pistol with nine bullets and other documents.

Uko, former vice mayor of Kabuntalan, Maguindanao, did not resist arrest, police said. The former official also refused to speak to local reporters.

Nandu said Uko is facing charges for violation of Republic Act 10591 or the “Comprehensive Law on Firearms and Ammuni-

tion.” He is currently detained at CIDG-BARMM custodial facility at Pedro Colina Hill, this city.

DAVAO City--A militiaman was killed in an armed encounter between soldiers of the Army’s 60th Infantry Battalion (60IB) and members of the communist New People’s Army (NPA) in the municipality of Laak, Compostela Valley on Tuesday.

1st Lt. Amadeuz VJ Celestial, Civil-military operations officer of the 60IB, said Citizen Armed Force Geographical Unit (Cafgu) member Cherwyn Paragoya was killed while assisting 60IB troops when they encountered some 25 rebels believed to be under the NPA’s Guerilla Front 33 in the vicinity of Barangay.

Celestial said the firefight lasted more than an hour before the rebels scurried off to different directions.

Upon scouring the area, the troops discovered bloodstains, indicating that some of the rebels were wounded during the encounter, he said.

Celestial said that as a government militiaman for almost 10 years, Paragoya was tasked to help maintain peace and order in his village.

In a statement, 60IB commander, Lt. Col. Gilbert Ombos, said they were saddened by the death of Paragoya.

DAVAO City--A former child warrior of the communist New People’s Army (NPA) called on the Department of EducationRegion 11 (DepEd-11) for the “total closure” of tribal schools managed by the controversial Salugpongan Tu’Tanu Igkanugon Community Learning Center, Inc. (STICLCI).

He said his former classmates were also hired as teachers in the Salugpongan schools and were assigned to various IP communities in Talaingod town.

“We founded the school hoping that the IPs will have a better education.

Now, we want to have it closed because they are teaching NPA ideologies,” he said, referring to the rebel movement’s objective of violently overthrowing the government.

Child warrior Apuga recounted that he was only five years old when his father brought him to an alternative school, which they believed would give him a proper education.

“As far as I remember, we were taught on how to read and write but during our recess time we were trained to handle guns and target enemies,” he recalled.

He said at the age of nine, he was taught to handle an M16 rifle and trained to become a child warrior by the NPA. He then joined the NPA and became a rebel under the Southern Mindanao Regional Committee (SMRC) for seven years.

“We exactly did what they wanted us to be, because that is what they taught us.

I witnessed how the NPA ideologies were planted to the minds of the learners,” he said.

After years fighting for the communist rebel movement, however, the young Apuga and his father decided to return to the folds of the government last year.

Currently, Awing is a tribal leader in Talaingod and an IP rights advocate.

He is also an active member of Civilian Armed Forces Geographical Unit (CAFGU) in Talingod town, tasked with defending their ancestral domain from NPA incursion.

Apas, chief of Langilan Manobo tribe of Davao del Norte, said Salugpongan schools underwent five phases in its years of existence.

Originally, Apas said the tribal schools were meant to educate IP children to equip them to defend the tribe’s ancestral domain.

The second phase, he said, was when the schools came under the management of STICLCI when leftist party-list Gabriela offered funds to take the schools under its wing.

Third, he said, was when the schools morphed into a political arm of the NPA’s “Komitibang Rebulusyonaryong pang Munisipal (KRM) and fell under the direct control of the rebel commanders.

Fourth, he said was when Salugpongan International was established by the leftist Bayan Muna USA (United States) to solicit money from other countries to support the establishment of other left-affiliated schools all over the country.

“The solicited money will be utilized to purchase firearms, which would eventually be used to kill us,” Apas said.

Apas said Salugpongan schools were used by the NPA’s Pulang Bagani Command (PBC) as a training ground for recruitment.

“If these schools will continue its operation, our children will be the future commanders of the NPA who will kill us all,” the tribal leader added.

DepEd-11 spokesperson Jenelieto Atillo said they will consider the tribal leaders’ statements and appeals in deciding whether to let STICLCI continue to operate.

He said that in the pursuit of a continuing chapter to realize Mindanao’s full potential, there is a need to go back to the basic approach like a review of the members of the MinDA board, like political leaders, businessmen, members of the academe and civil society organizations.

Piñol said the Bangsamoro and the tribal groups must be represented in the board.

“This also their board,” he said.

Piñol said the MinDA needs also to look into peace, productivity and addressing chronic poverty as factors in realizing real development in Mindanao.

He stressed that MinDA must take an active role in ensuring that the gains of peace must be felt by the people of Mindanao today and the next generation.

Piñol also underscored the need to address poverty besetting eight provinces in Mindanao, which are classified as part of the ten poorest provinces in the country.

“At the end of the day, the sustainability of peace in the Bangsamoro Region, will all depend on how fast and effective, we deliver the commitments made by government, “he stressed.

IPOPHL has developed a network of 85 ITSOs composed of higher education and research development institutions. The program seeks to foster creation of intellectual property (IP) in the academe and research sectors, particularly in invention and utility models.

Department of Science and Technology (DOST) Secretary Fortunato de la Peña said his department has invested heavily in the research and development institutes (RDI) that are members of ITSO not only by providing funds for their research and programs, but also in developing, protecting and commercializing the resulting technologies.

“For instance, out of the 2,320 IP applications assisted by DOST, about 67 percent are from ITSOmember universities and RDIs and DOST has invested PHP42.6 million to file these applications,” he said.

Pascua told reporters that more inventions will benefit industries and create employment.

He cited as examples pharmaceuticals that come from indigenous plants – sambong and lagundi— which have been invented through the University of the Philippines.

Guballa said it was the first time that the destruction of the equipment and cigarettes was conducted in Mindanao.

During the destruction, the boxes of cigarettes were shredded while the various

cigarette-making equipment were smashed using a heavy-duty jackhammer.

BIR Strike Team chief Remedios Advincula said the tobacco products were estimated to be worth more than a billion pesos, which would include penalties.

The machines’ total worth was pegged at P120 million.

BIR regional director for Northern Mindanao Nuzar Balatero said the destroyed products and equipment were confiscated in three separate raids at various locations on May 26, 2018, on the strength of mission orders that allowed bureau operatives to conduct raids.

The cigarette factories were located at the Alwana Business Park in Barangay Cugman and in Barangay Poblacion, Villanueva town, Misamis Oriental.

“The destruction of these machineries is mandated by law to ensure that these devices can never be used in pursuing illegal manufacturing of cigarettes,” Balatero said.

Advincula said various charges for violation of tax law, particularly unlawful possession of fake stamps, were already filed at the Department of Justice against the people behind the production of counterfeit tobacco products.

The first and second meeting were held at the house of Sol Casino, the daughter of Iyo Penito and Ya Gloria who saw to our comfort and served food to last for hours.

She recalled school life memories in classrooms and under the shade of old acacia trees, the church, the sisters convent or the public plaza which we had for our own during the Reserve Officers Training Corps (ROTC) or dance practice for town fiestas or foundation days.

I could not really believe how fun it was to recall past memories and remember our teachers which were the sisters of the Religious of Virgin Mary (RVM). It was fun hearing Sol telling us who was the girlfriend or boyfriend of a classmate and everyone present either denied or made excuses.

We talked about Literature and one that stood out was the poem ‘The Raven’ of Edgar Allan Poe and like a chorus we remembered the words” nevermore and forever more.”

We talked about Tagalog class and recalled Pantukoy, History and English.

We remembered our uniforms and who among us had the most pleated pink uniform because it was starched well. If I remember correctly I think Clea Alaud would be cited for her crisp, clean uniform and good behavior at the end of the day while my uniform was already crammed just like the others.

It was fun remembering the past. We did not talk about failures but we celebrated the successes of everyone by embracing it as our own.

It was no longer about high school but it was all about life. I am hopeful that the next reunion will have 100 percent attendance except of course for those who are not around anymore.

PR Society drives shift to outcome-based success metrics

THE PR paradigm shift sweeping through Europe and the United States has finally arrived in the country as the Public Relations Society of the Philippines (PRSP) champions a new set of PR measurement at the 26th National Public Relations Congress on September 24 and 25, 2019 at the SMX Convention Center in Pasay City.

Most local PR agencies use Advertisement Value Estimate (AVE) to measure the success of a PR campaign, forced by clients’ demand to quantify potential return on investment. Industry experts assert, however, that the current approach neither measures the true impact of a PR campaign nor exhibits the true value of communication professionals.

Communication experts note that as the industry shifts to impact-based communication initiatives, PR agencies should measure outcomes to gauge a campaign’s success. “AVE is for measuring ads which is paid while PR, although unpaid, certainly draws upon relationships for its results,” said Ana Pista, PR veteran and chairwoman of PR congress. “PR is about two-way communications expressed in responses, attitudes and conversations that are not quantified in pixels, column inches, views

or impressions. Behavior, either altered or reinforced, is the true measure of a successful PR drive.” Pista added.

In fact, PR professionals have been pushing industry leaders to formulate an approach that best measures the impact of a PR campaign. Taking cue from this call, PRSP is set to mount this year’s congress as the perfect venue to open the discussion about measurement.

Following the global lead The call to adopt an outcome-based measurement is a movement initiated by AMEC, a UK-based global trade association for companies that offer social media and traditional media measurement, evaluation and communication research. The proposed approach aims to measure the impact of a PR campaign i.e. whether or not it builds the brand or organization’s reputation, solidifies audience affinity and loyalty, and whether or not it influences the community the brand serves.

With a growing number of international organizations veering from AVE, PRSP sees the congress as the ideal platform for opening the discourse about an outcome-based measurement. “Through the congress, practitioners can

discuss and bounce back ideas about this crucial topic. As for brands and organizations, more knowledge on this will hopefully show them the value of communication professionals’ contribution to their business and secure their support for a clearer way of evaluating PR initiatives,” Pista said.

Andy Saracho, APR, PRSP president, further explains that the discussion will not seek to impose

the proposed change on PR agencies and organizations. PRSP has tapped leading media intelligence and monitoring groups in the world such as AMEC, Meltwater, ISentia, Talkwalker and CARMA to lead a balanced conversation at the congress. “The expertise of these groups will certainly give congress delegates balanced view points on the future of PR measurement in the country,” added Saracho.
