Quarantine checkpoints eyed vs. entry of ‘bird flu’ in Nortcot KIDAPAWAN City--A member of the provincial board in North Cotabato has pushed for the setting up of animal quarantine checkpoints in at least seven entry points of the province to prevent the spread of avian influenza virus or bird flu.

Cotabato 3rd district board member Socrates Pinol said the quarantine stations will ensure the growing poultry industry in the province won’t be affected by the virus, which first hit Pampanga months ago.

Checkpoints would be set up along Tulunan, Cotabato to Datu Paglas, Maguindanao road; Makilala, Cotabato and Barangay Kinuskusan, Bansalan in Davao del Sur; boundary of Carmen, Cotabato and Maramag, Bukidnon; Banisilan, Cotabato and Wao, Lanao del Sur; Pigcawayan, Cotabato and Sultan Kudarat, Maguindanao road; and Riverside Midsayap, Cotabato and Datu Piang, Maguindanao road.

“Although geographically, Cotabato is too far from Pampanga but nobody could tell if the poultry products that have entered in our area are free from the virus,” said Pinol.

North Cotabato belongs to Region 12. The region also covers the provinces of South Cotabato, Sultan Kudarat, and Sarangani and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

Data from the Department of Agriculture 12 said the region supplies at least three percent of the country’s poultry requirements.

But Pinol said the industry is being threatened by the bird flu outbreak.

Faeldon out, Lapeña in as head of BOC

PRESIDENT Rodrigo Duterte on Monday confirmed several new appointments to his administration.

Speaking to reporters at the Malago Clubhouse, Malacañang Park, he said Isidro Lapeña will be the new chief of the Bureau of Customs (BOC), replacing Nicanor Faeldon.

Duterte said Faeldon, who conveyed his intention to resign thrice, is “very disappointed” at the BOC. He said he still believes in Faeldon describing him as a “good and honest” man.

He noted that he is still open to give him a post in his government but has yet to decide on it.

Celebration of peace for guv’s birthday

LA Purisima, Prosperidad, Agusan del Sur--For Gov. Adolph Edward Plaza who turns 55 last Monday, August 21, his birthday was not only a celebration of life, but celebration of peace in this interior village where residents were once living in fear.

In his message before hundreds of residents in the village hall, Plaza said that he cannot forget the atrocities happened in the barangay (like robbery and hostage taking) in the past, but he is also thankful to the support and cooperation of the community to resolve these incidents.

“I cannot forget to thank the Lumads and the people of La Purisima for cooperating with us (the government ) in sustaining peace in the area”, the governor said.

“I also ask you to send message to

your siblings to stop sowing conflict, and if you can sustain peace and order here, I will try to look for a means to extend the road concreting even if it reaches Gacub”, he added.

The lumad leaders in this village serenaded the birthday celebrator and expressed their gratitude for his big role in attaining peace and order in their community.

La Purisima made international headlines in 2011 when armed lumad militiamen led by the Perez siblings abducted 14 public school teachers and two students to demand for the release from the Provincial Jail their brother Ondo Perez and three other inmates.

3 more MILF hurt as clash with BIFF continues in Maguindanao SHARIFF Aguak, Maguindanao--Three more Moro guerillas fighting the ISIS inspired group in Maguindanao were injured, raising to 13 the number of Moro Islamic Liberation Front (MILF) members wounded in clashes with the Bangsamoro Islamic Freedom Fighters (BIFF).

Hurt in the clashes in Barangay Andavit Datu Salibo, Maguindanao were

identified as Misuari Mohammadi, 20; Mohidin Ahmad, 28; and Tarik Sabpa, 26.

They are now confined in a military hospital here.

MILF fighters also recovered 11 improvised bombs left by fleeing BIFF fighters.

The MILF said five BIFF members were killed in the firefight.

Since MILF-BIFF fighting erupted on August 10, a total of 20 MILF and 26 BIFF were

killed. Thirteen MILF and 10 BIFF were also injured.

It started when the BIFF, led by Esmael Abdulmalik, former henchman of Malaysian bomb expert Zulkiflibin Hir, alias “Marwan,” set off an improvised bomb in Barangay Tee, Datu Salibo, Maguindanao that injured 10 MILF, all members of the Task Force Ittihad (Unity).

and his men were going to Barangay Andavit to check on reported sightings of 20 followers of Abdulmalik preparing improvised explosive devices (IEDs).

As Haon’s team arrived, they were fired upon by BIFF members, triggering a three-hour sporadic firefight.

The recovered IEDs, according to Sindac, were handed over by the MILF to the Maguindanao police provincial office in Shariff Aguak town.

Police and military forces in Maguindanao have put up more checkpoints along the national highway and civilian communities to prevent any attempt by the BIFF to launch diversionary attacks in Maguindanao’s second district.

Sindac said among the BIFF fatalities was a certain Hamdi, son of Abdulmalik.

AS the fighting in Marawi is now on its 91st day, military units have so far killed and neutralized 583 Maute Group terrorists in the ongoing clearing operations.

This was revealed by Armed Forces of the Philippines (AFP) public affairs office chief, Col. Edgard Arevalo in a message Monday.

Troopers killed in the ongoing campaign was placed at 129 along with 45 civilians executed by the terrorists.

Some 640 firearms were recoveredfromtheMauteGroup while 1,728 civilians were rescued, Arevalo added.

Earlier, the AFP said that three of the ranking terrorist leaders, who plotted the attack against Marawi City, are still in the locality.

Latest monitoring indicated that Abu Sayyaf leader Isnilon Hapilon, Omar and Abdullah Maute, the suspected leader of the Maute Group terrorists, are still inside the city.

Here are some of the important portion of the privacy act’s IRR: • The scope of protected information: The IRRs seek to protect “personal information” meaning “any information, whether recorded in a material form or not, from which the identity of an individual is apparent or can be reasonably and directly ascertained by the entity holding the information, or when put together with other information would directly and certainly identify an individual”. Additional rules on [sic] processing and security apply in relation to sensitive personal information, which is defined broadly to include (among other things) information about an individual’s race, age, health, education and government issued information such as social security numbers and licenses. Uncommonly among other data protection regimes, the IRRs specifically protect

“privileged information” meaning legally privileged communications such as client-attorney communications.

• Data protection principles: The IRRs recognize transparency, legitimate purpose, and proportionality as the key principles to be adhered to in the processing of personal information.

Other principles include consent as the basis for collecting personal information, subject to certain exemptions; fair and lawful processing of personal information; the provision of information, in plain language, on the purpose and extent of processing; ensuring the accuracy and quality of personal information; implementing adequate safeguards in the processing and transmission of personal information; and non-retention of personal information. Critically, processing necessary for the personal information controller’s pursuit of its legitimate interests is an alternative to consent as a basis for processing, subject to Philippines citizen’s constitutional rights.

Unknown to many, the Philippines have implemented the first comprehensive data protection law. Otherwise known as the “Data Privacy Act of 2012,” the law took effect on September 8, 2012. The law’s implementing rules and regulations (IRR) was officially promulgated a year ago on August 24, 2016.

What is the Data Privacy Act all about? In layman’s term, it is for the protection of an individual information against possible “identity theft,” which now abounds due to the internet and advance information technology.

The principle is patterned after the European Union’s (EU) law that includes the “right to object to profiling.”

Of course, one knows what “profiling” means.

For purposes of clarification, “profiling” means that an individual has to divulge every information about himself or herself. In other words, all the basic personal information such as status, age, sex, date of birth, telephone numbers and addresses are part of an “individual profile.”

Under the Data Privacy Act, a person could no longer be compelled to divulge any information he

or she wishes to conceal. By invoking the Data Privacy Act, a person has the right to object to a profiling session.

Any person who would force or compel an individual to divulge information that the subject would not want to would be held liable with violation of the data privacy act.

Obviously, the privacy act law was enacted in order to protect an individual from immoral harassment, financial breach, extortion and even physical threats.

out that the efforts have failed because of four outstanding reasons: [1] Lack of sufficient and uncompromising political will to implement hard, bold and innovative decisions involving the reform of the bureaucracy; [2] The problem of a complex web of rules in the administration of justice which makes it difficult to swiftly remove, prosecute and punish guilty officials and employees, particularly those involved in graft and corrupt practices; [3] The absence of welldefined standards and monitoring system which will undertake on-the-job or in-the-field surveillance of bureaucratic activities and performance; and

[4] Lack of focus in the direction and target of reform efforts, which tend to address problems all at the same time but in the compartmentalized dimensions, resulting in initiatives which are spread out too thinly.

Considering, as I have pointed out earlier, that the laws, rules and regulations needed towards achieving a culture of integrity and excellence in the government bureaucracy are readily available, it is now incumbent upon all concerned public officials and employees to comply with them, work within their bounds and live by them.

For those entrusted with the powers to appoint state workers and approve government dealings, among

other functions, I challenge you to do such tasks based on the provisions of existing and applicable laws, rules and regulations.

Recently, I heard reports that the government had launched a lifestyle check among the employees of the Bureau of Internal Revenue.

In fact, reports have it that cases have been filed against some BIR men for violations of the Code of Conduct and Ethical Standards of Public Officials and Employees. I am happy to hear such a report. I hope it is for real.

Each stone weighs 4,000 pounds or more. The kings of Egypt spent most of their life using thousands of men to build their gravestones!

They were so afraid and desperate to do everything they could to prepare and make sure they lived a safe and happy life after death. They had most of their money and treasures buried with them. They even had their wives and servants killed and buried with them so they wouldn’t be alone in their life after death.

But we can work all our lives like those Egyptian kings to get as much money as possible, or positions of

power and respect, education, even becoming religious and good; yet in the end, all these things just crumble like gravestones and pyramids. The moment we die, all of our works and achievements are totally useless to us. Just like our gravestone cannot help us in our life after death.

Jesus Christ said that’s why He came: to become our only safe passage and way through death. Then He proved it to us by being the only one in history who could die and be buried for 3 days and still bring Himself back to life.

WHEN you and your family are born foodies from the start, opening up a new resto will flow just naturally.

Indeed that was what 22-year-old Anna Rochelle Uy did. After graduating as a business student in Xavier University, Rochelle immediately took up a crash culinary course at Culinary Institute of Cagayan de Oro (CIC), owing to her passion of food when she was young.

In this interview last Sunday, Rochelle recalled that the family would cook food by themselves and would shy away from caterers during parties. “We really love to cook because we can control the ingredients, the tastes.”

After graduating from the culinary course, an opportunity whipped by. It was the entrepreneurial instinct in Rochelle that clicked when she saw an empty spot at the second level of Cagayan Town Center.

Conveniently located at the corner of Luna and Vicente Roa St., CTC is just the right place for Rochelle’s debut investment. And so Espressini Café was born.

The family was instantly supportive of Rochelle’s endeavors. Her aunt Ann Jea-

BSP chief sees peso stability soon MANILA -- Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr. expects the Philippine peso to stabilize in the coming days since the local unit has somewhat recovered.

The local currency has

shown some improvements against the greenback in recent days but finished last week at 51.49, near its 51.60 close on Aug. 24, 2006, given the suspected terror attack in Spain last week.

Espenilla, in a message

to reporters Monday, said performance of the peso had been cited by some commentators in their assessment of the Philippines’ economic situation, which he stressed should not be done.

He said comparing the local unit against stronger currencies in the region “is a rather simplistic way to look at it.”

In the first seven months of the year, inflation averaged at 3.1 percent, which was within the government’s two to four percent goal for 2017 until 2020.

Growth, as measured by gross domestic product (GDP), averaged at 6.4 percent in the first half of the year, near the lower end of the government’s 6.5-7.5 percent target for the year.

Employment rate as of end-April this year stood at 94.3 percent, higher than year-ago’s 93.9 percent.

Espenilla pointed out that “each economy faces its own unique challenges,” thus policies that were put in place are specifically targeted to “suit its circumstances and needs.”

“The Philippines is doing the correct thing in prioritizing a more investment-led economic growth. Allowing the peso to depreciate gradually to a more appropriate level is fully consistent with that strategy,” he said.

Foreign exchange rate in the Philippines is market determined although monetary officials have repeatedly said that the central bank joins the market but only to address extreme volatility in the exchange rate.

The central bank chief said “the BSP is very mind-

ful” on the economic changes in the country since these “may create market uncertainty if not well explained.”

“So we communicate and explain,” he said.

Espenilla also noted that “speculators may want to take advantage by exaggerating for financial gain an otherwise healthy price correction to recover some of the price competitiveness.”

He, however, stressed that the central bank “will not tolerate such speculative behavior and stands ready to use its very ample international reserves and deploy its full policy and regulatory arsenal if necessary.”

“In any case, we think that the peso has now sufficiently adjusted and can be expected to regain relative stability going forward. This soft landing is reinforced by effective discipline in fiscal management and a well-designed and wellexecuted public investment program,” he said.

“Pursuing a flexible and adaptive exchange rate policy enables the BSP to keep its interest rate policy settings squarely focused on achieving the inflation target while dampening consumption and supporting a more investment- and export-led growth that the economy needs to sustain its strong momentum over the long haul,” he added. NKES conducts GAD

According to the national policy, it is declared that the state and all Filipino people shall value dignity of women and children and guarantee full respect for human rights.

The Philippine Constitution guaranteed the full freedom and exerts efforts to give protection and address bullying and violence committed against our women and children.

As embodied in the constitution, all discrimination against women and children and bullying inside and outside the school must be eliminated and be protected.

It is in this endeavor, that the New Kidapawan Elementary School conducts training on VAWC and Anti-Bullying which will contribute general awareness on the rights and privileges of women and children for all teachers and stakeholders, for them to be aware of the kinds of abuses on bullying, and abuses against women and children and how these can be avoided.

There were speakers from

the Philippine National Police Personnel headed by SPO2 Eder Oliveros, who imparted different important topics like the R.A. 9262 on Violence Against Women and Children, Rights and Privileges of Solo Parent and Anti-Bullying Policies.

The program was participated by the 8 teachers of New Kidapawan Elementary School, school principal, the SPG President, the PTA Officials, Barangay Officials of New Kidapawan and different stakeholders.

The event aims for the total development of pupils in school to achieve quality education. Among those programs and projects to be implemented and prioritize is to ensure that all rights and privileges to capacitate teachers and pupils, and even the children in the entire community become valueoriented and law- abiding citizen in our nation when they grow older.

The seminar ended with the giving of certificate of participation to the participants.

SECTION 7. IMPLEMENTING OFFICES - The Kabacan Municipal Inspection Team composed of representatives from the Office of the Municipal Mayor, Business Permit and Licensing Office, Municipal Treasurer and/or representative, Municipal Health Officer and Sanitary Inspector, representatives from Municipal Social Welfare and Development Office, Municipal Engineer, Municipal Economic Enterprises and Development Office (MEEDO), MENRO, TMU Head, PNP and BFP, shall be responsible for the verification and determination of the relevant establishments’ compliance with the directives of this Ordinance. The Kabacan Municipal Inspection Team shall specify when compulsory inspection of the installed CCTVs shall be conducted before the necessary clearance or certification therefore may be issued, which clearance or certification shall be a mandatory requirement for the issuance or renewal by the Business Permits and Licensing Office (BPLO) of a business permit or license. The Kabacan Municipal Inspection Team may thereafter conduct inspections during reasonable business hours, to determine continued compliance with this Ordinance post- issuance or renewal of such establishments’ business permit or license by the BPLO. For all these purposes, the Kabacan Municipal Inspection Team shall seek the advice and assistance of the local Chief of Police or his duly authorized representative.

SECTION 15. EFFECTIVITY CLAUSE - This ordinance shall take Fifteen (15) days upon approval and upon compliance with posting requirements pursuant to Section 59 of RA 7160.

A Sped teacher’s classes may have students with various disabilities. Since each student is a unique case, teacher must modify their lessons to suit each disabled learner by providing individualized education program.

Learning difficulty is

one area of Sped and a big challenge to a Sped teacher enhancing special assessment to learner who has difficulty in reading and writing, recognizing and identifying letters and its sound. Monitoring special children in their progress in writing and reading and make intervention to improve special child needs in learning difficulty. These challenges of the Sped Teacher requires the virtue of love, passion and patience.

They are the most influential person in the heart of the students with disability for the love and care and services given to them.

PRESIDENT Duterte signed into law a legislation that grants free tuition in more than 100 state universities and colleges in the country. The move will also benefit local tertiary schools such as Tagoloan Community College or Opol Commuity College, including institutions accredited by Tesda.

Thus, students will have no more reason to finish

college education. But it must mean hard work as well. Students must focus studying. They need to be competitive and pass the rigid entrance tests of state universities and colleges.

That’s why we elementary teachers must double our preparations for students to be ready in taking the entrance tests of state universities and colleges once their time comes. Because tuition in tertiary education in state universities and colleges is a very strong pillar

or cornerstone of Duterte’s social development policy.

But this is not really about Duterte. Because this policy is fixed, it means that we can reap the benefits of free tertiary education even beyond our lifetime.

So we must prepare the students early, starting at the elementary level.

It’s because many people have been waiting for this moment to happen – for the Universal Access to Quality Tertiary Education to be in fruition.

Abandoned bag inside bus yields firearms DAVAO CITY -- A bag left inside the compartment of a provincial bus containing several firearms and ammunition, was intercepted at the Task Force Davao checkpoint in Licanan, Lasang, Davao City Monday.

The firearms were discovered during an inspection when the bomb-sniffing dog sat on the bag prompting Task Force (TF) Davao to ask for assistance from the Explosive Ordnance Disposal (EOD) team, which

used water disruption, making sure any explosive device not to function.

Davao City Police Office (DCPO) spokesperson Sr. Insp. Ma Theresa Gaspan said the bag was placed inside the Bachelor Bus bear-

ing plate number WOY113 coming from Tagum City heading to Davao City.

Based on initial investigation, Gaspan said the bus actually came from Tacloban. The bus driver, Marcos Aninon, said he only had two stops during the travel – in Tacloban and Lipata, Surigao, where they accepted cargoes.

Aninon said he had other stops but only to unload

cargoes. As this developed, the bus passengers were brought to the Bunawan Police Station for questioning. Of the 27 passengers based on the number of ticket issued, only 26 passengers appeared.

DAVAO CITY -- The Bureau of Fisheries and Aquatic Resources in Region XI (BFAR-XI) on Monday bared it has submitted the request of the Davao City government to increase tuna allocation per day from the Davao Fish Port for non-exportable products from 3.5 metric tons to 20 metric tons.

BFAR-XI regional director Fatma Idris said, “I have already endorsed the request of the city government as facilitated by Davao City Councilors Marissa Abella and Conrado Baluran.”

Idris said the request was submitted to the Department of Agriculture central office last August 17.

Idris said the 3.5 MT allocation was contained in the certification issued by then Agriculture secretary Luis Lorenzo of the Necessity to Import Fresh/Chilled/Frozen Tuna-like Fish Species for distribution in Davao City wet markets effective November 17, 2003.

Idris said that together

with the Philippine Fisheries Development Authority headed by general manager Glen Pangapalad “we are supporting said request”.

“Sa dami ng bisita ng (With so many visitors of ) Davao City there is really a big demand for tuna products,” she said.

Idris said it is only the Department of Agriculture this time under Secretary Emmanuel Pinol who can amend the order.

She cited Baluran’s statement that way back in 2010, based on the study of the Davao City Agriculturist Office, the demand had gone up to 60 metric tons daily.

Idris is positive the request will be granted although there is a need to consult stakeholders because it will be presented to the Fisheries and Resources Management Council (FARMC).

Idris said the buyers in the wet markets are the “institutional buyers” namely restaurants, hospitals, jails and processing plants. (Digna D. Banzon/PNA)
