Cag. de Oro LGU officials declare war vs dengue

CAGAYAN de Oro City-With the city’s rising number of dengue cases in the past few months, the local government has intensified its anti-dengue campaign on Tuesday.

At Barangay Patag, local officials headed by Mayor Oscar Moreno and Vice Mayor Raineir Joaquin Uy led the conduct of fogging operation at Zone 1.

According to the City Health Office, Patag is among the villages with most number of dengue patients, with 83 cases.

Barangay Carmen has

recorded the highest number of dengue incidents with 220 cases.

Moreno said the dengue cases in the city has reached an alarming level and the people of Cagayan de Oro must act now.

Moreno said the people of Cagayan de Oro must not wait for the dengue cases to further rise.

“We must be determined to eradicate dengue. We must act as early as now.

This is like a declaration of war against dengue,” he said.

Rebel defector discloses arms cache in Agusan Sur

CAGAYAN DE ORO CITY: A rebel, who defected and surrendered to the military, guided the military to a hidden arms cache of the communist New People’s Army (NPA) in Bayugan City, Agusan Del Sur, the military said.

An army report reaching here said that three caliber 30 Garand Rifles were unearthed in the hinterlands of Hugmakan, a mountain village of San Juan, Bayugan City.

Kolambugan residents continue to work for ‘unity among Muslims and Christians’ ILIGAN City--Eleven years after the tragedy, residents of Kolambugan town in Lanao del Norte still feel the pain but are now working “for the unity among Muslims and Christians,” Mayor Lorenzo Manegos said.

To recall, on August 17, 2008, a few days after the Supreme Court stopped the August 5 signing of the Memorandum of Agreement on Ancestral Domain (MOA-AD) by government and the Moro Islamic Liberation Front (MILF), four soldiers and three militiamen were killed in an ambush of a four-vehicle Army convoy by suspected MILF members in Mulondo, Lanao del Sur. Eleven others were wounded.

The convoy was moving along the highway in Mulondo at around 8 a.m. on their way to deliver cash allowances to militiamen in neighboring LumbaBayabao town. They were fired upon by around 100 armed men who were positioned on higher ground, Brigadier General Hilario

Atendido, chief of the 102nd Infantry Brigade, said.

On August 18, 2008, the MILF led by Abdullah Macapaar alias Commander Bravo attacked the coastal villages of Tacub and Libertad in Kauswagan and Kolambugan towns, leaving a number of civilians dead and sending thousands of evacuees to neighboring cities of Ozamiz and Iligan.

In Kolambugan alone, 14 civilians and a military officer were killed while 60 were taken hostage and later released in Tangkal town as the MILF was retreating.

Mayor Manegos, who was vice mayor during the Kolambugan siege, acknowledged that it pains them to remember what happened, “apan ang nangagi nga kasaysayan isipon nga usa ka pag-tulun-an ang nahitabo ug mag padayon ang kahiusahan sa Muslim ug Christian sa Kolambugan” (but let us learn lessons from the past and let us continue working for unity among Muslims and Christians in Kolambugan).

“Nag tuo kami nga diha sa interfaith dialogue masulbad ang suliran sa komunidad ug ma kab-ot ang kahusay ug kalinaw and lig-on nga relasyon” (we believe that through interfaith dialogue, we can solve the problems in the community and we will achieve justice and peace and strengthen our relationship), the mayor said in an interview after the mass.

He said every first Friday of the month, Muslim and Christian religious leaders meet to discuss the situation in the community and to resolve whatever problems there may be.

He said they believe that the success of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) bring about lasting peace in the area.

Armed former TRIFPSS teacher surrenders in Sursur TAGO, Surigao del Sur-A former teacher of the Tribal Filipino Program of Surigao del Sur (TRIFPSS) voluntarily surrendered to the Army’s 36th Infantry (Valor) Battalion bringing along with him one (1) carbine and magazine with ammunition yesterday, August 19, 2019, at H36IB, Brgy Dayoan, Tago, this province.

The said armed TRIFPSS teacher is identified as Alias Val, 25 yrs old, single, Manobo and a resident of So. Baroboan, Brgy Carromata, San Miguel, SDS. He is a former Milisyang Bayan (MB) of, SYP-I, SRC 2130 of the North Eastern Mindanao Regional Committee (NEMRC).

Accordingly, Val was recruited as TRIFPSS teacher from May 20, 2012, to Jan 25 2017. He was being promised by his recruiters that his families will be financially supported while he is teaching and serving the armed struggle.

City to ink MOA with PCSO for delivery system at JRBGH THE 19TH City Council during its regular session presided over by Vice Mayor Raineir Joaquin V. Uy authorized City Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the Philippine Charity Sweepstakes Office (PCSO).

This covers the implementation of the PCSO Desk/ASAP – “At Source Ang Processing” Delivery System at the J.R. Borja General Hospital.

The Power learned that PCSO is the principal government agency for raising and providing funds for health programs medical assistance, and services, and charities of national character.

One of the PCSO’s institutional charity programs is the Individual Medical Assistance Program (IMAP) where medical assistance is given through the issuance of guarantee letters to partner hospitals. It assumes the obligation of settling the cost of medicines, chemo, drugs, dialysis solutions, and other medical needs of said patients with said

hospitals.

Under the program, partner hospitals provide not only medical and health-related services but also medicines for chemo, hemodialysis, and post-operative treatment to patients referred by PCSO. Pursuant to the MOA, the PCSO, thru its Charity Assistance Department (CAD), shall conduct an orientation for the partner hospital’s medical social workers and other concerned personnel; provide technical assistance in the implementation of the PCSO Desk; conduct regular monitoring; monitor compliance for the 45-working day processing of payment; and reconcile accounts on a quarterly basis.

For its part, the city shall put up a PCSO desk within its premises to address the needs of its patients; shall assign the PSCO Desk Medical Social Worker (PDMSW) who must be a registered social worker organic to the hospital, to man the PCSO desk, which shall attend to all requests provided that the same are included under the coverage of the IMAP, among others.

The MOA was reviewed by the committees on health and health insurance and on laws and rules chaired by Councilors Maria Lourdes S. Gaane and Ian Mark Q. Nacaya, respectively. (SP/ JBD)

Mindanao farmers urged to export rice to PNG DAVAO City--Farmers in Mindanao should produce “premium” quality rice for export to Papua New Guinea amid decreasing prices of the commodity as a result of Republic Act 11203 or the Rice Import and Export Liberalization Law, Mindanao Development Authority (MinDA) chair Emmanuel Piñol said.

Piñol on Monday met with top PNG officials, among them Ambassador Betty Palaso and Vice Minister Mannaseh Makiba, to discuss the possibility of

exporting rice from Mindanao.

“I invited our friends from Papua New Guinea because one of the first projects that we will undertake is to initially export premium Mindanao rice to Papua New Guinea. They are importing rice as of the moment,” he said.

The new MinDA chair urged Mindanawon farmers to seize this opportunity.

Heightened monitoring ordered in Zambo’s dengue-hit areas ZAMBOANGA City--The City Health Office (CHO) on Tuesday ordered local officials of the top dengueaffected villages here to continue the heightened monitoring of the various efforts to contain the rising cases of the deadly mosquito-borne disease.

This, after local authorities found that the larvae of Aedes Aegypti, the denguecarrying mosquito, were found to be 80 to 90 percent present in stagnant waters in the affected barangays.

CDO industrial summit to promote M’nao economic zones

DAVAO City--The Philippine Industrial Summit in Cagayan de Oro City on Nov. 26-27 is expected to provide more exposure for economic zones in Mindanao, an official said on Monday.

Lawyer Franklin Quijano, president of PHIVIDEC In-

dustrial Authority (PIA), said the summit seeks to entice more investors to look for potential business ventures in the island.

Quijano said the summit is also a good venue to tell investors that the existing martial law (ML) has no effect on Mindanao’s trade potentials, adding some businesses in the island are

even expanding.

He said the summit will focus on the state of industrialization in the country, and the government’s initiatives to raise the economy.

“There is a need for the industrial key players to convene and make the Philippines an industrialized country,” he said, referring to the upcoming summit.

The PHIVIDEC chief underscored the need for an “industrial revolution that will set the nation forward on a global economic platform.”

Thirty Six Years Ago DAVAO City--A twentyyear period is considered one generation. Thus if one were to bring in the number 36, that would mean the equivalent of almost two generations. For millennials and Generation Z, 36 years ago would seem like “prehistoric times,” for, indeed, the year 1983 would be to them a long, long time ago.

But perhaps for those of us above 60, the events that unfolded in 1983 would still be fresh in our minds.

This is specifically the event that happened on 21 August 1983, exactly 36 years ago on 21 August 2019.

So what cataclysmic event – or “a momentous and violent event marked by overwhelming upheaval and demolition or an event that brings great changes” - happened on that day of 21 August 1983? It was the day when Benigno “Ninoy” Aquino Jr. was assassinated

as soon as his plane landed at the airport, now named after him. The bullet that killed him reverberated across the archipelago and beyond its shores the sound of which brought more people to join protests and street rallies that culminated in the 1986 EDSA People Power.

Aquino was a former senator who was forced to go on exile in the U.S.A. after spending time in prison after his longtime political opponent, Ferdinand Marcos declared martial law in 1972. After three years of self-imposed exile, he decided to return to the country. But as he was escorted out of the plane to a vehicle that was waiting for him to transport him to prison, he was shot in the head. Another person killed that day was Rolando Galman who was implicated in Aquino’s murder. For all the time, money and effort al-

located to investigate on who were the brains behind the assassination – even when his widow, Cory Aquino, was President and later on their own son, Benigno Simeon Aquino III – there has been no conclusive evidence to point who the culprits were.

Up to today, conspiracy theories continue to haunt the killing of Aquino.

Political scientists would credit this event as responsible for the transformation of the opposition to the Marcos regime from a small, isolated movement into a national crusade. The fact of the matter was that the protest movement had already reached a high level of militancy both in terms of what was happening underground as well as in the legal front. For already a decade, various sectors – from farmers, workers, urban poor and indigenous peoples to students, profes-

sionals and the middle class households – coalesced around the issues of human rights violations, corrupt bureaucracy, interference of the U.S. government owing to their interests over their military bases and calls for justice, truth and freedom. All that the movement needed was an element that would constitute a “tipping point.”

Aquino’s assassination brought his widow, Corazon Aquino, into the public spotlight and having become a symbol of the people’s rage against the dictatorship, she ran for President in the snap elections of 1986.

Although Marcos was officially declared as having won the election, widespread allegations of fraud and illegal tampering on Marcos’s behalf created the circumstances that fueled rage that sparked the People See YEARS, page 11

That same EDSA has now become historic for all the wrong reasons, being one of the densest urban thoroughfares in Southeast Asia, if not the world.

Mr. President, in 2016, exac tly 3 years ago, I brought-up the concept of inclusive mobility in this chamber. Inclusive mobility is a people-centric framework of mobility, it ensures that all sectors of society have access to safe and efficient transport systems, meaning in solving our traffic problems, we should not only focus on vehicular traffic, but we should also consider commuter experience and other means of moving our people around our cities. Inclusive mobility is such that would increase productivity and support acceleration of economic growth. Recent studies show that the economic cost of traffic in Metro Manila ranges from 3 to 3.5 billion pesos daily and continues to rise as traffic in the metro worsens.

It was then that I raised the proposal for the construction of elevated walkways along EDSA for the use of pedestrians and bikers.Three years later, the project has gone unrealized, and traffic in the metro has worsened considerably, especially in the hellscape that is EDSA. I stand here today to restate my case, and to stress our urgent need to reorient our urban mobility scheme to be more inclusive and people-friendly.

We can try all manner of regulations to control vehicular activity on EDSA, but the truth is, there is no controlling the kind of vehicular volume that the avenue ferries every day. The only way to truly introduce change is to create alternative channels of transport, preferably ones

that are more favourable to commuters, instead of motorists.

When I gave my privilege speech in 2016, the volume on EDSA was at three hundred and sixty thousand (360,000) vehicles a day. At the close of 2018, that number has rocketed up to four hundred thousand (400,000) vehicles a day—going over the daily capacity of two hundred and eighty-eight (288,000) vehicles by 40 percent.

And reading the Land Transportation Office’s statistics, we can clearly see a trend of growth in the number of vehicles in the metro. In 2016, there were 2.4 million registered vehicles in theNational Capital Region. By 2017, that number had ballooned to 2.6 million, and by 2018, it had gone up to nearly 2.8 million.

Every year, more Filipinos are adding to the already packed traffic situation, and as car prices and downpayment schemes become more affordable, we can only expect the numbers to steadily climb.

Private vehicles comprise over 80 percent of the volume on EDSA. The problem, then, does not really lie in pasaway buses and jeeps—although they definitely do not help—but in the sheer number of private cars that clog EDSA every day.

The question now is how to get drivers and riders out of their cars and into a mobilization framework that prioritizes people over motor vehicles. How do we get people to leave the comforts of private transport, when commuting and navigating the sidewalks of EDSA as a pedestrian is a cumbersome, inconvenient, and often unsafe endeavour?

We need to create walkable, bike-able cities.

Currently, EDSA’s sidewalks, supposedly for pedestrians and PWDs, are narrow and crowded with vendors, parked vehicles, electric posts, and plant boxes—not to mention pick pockets, and other individuals of ill intent roaming about. These sidewalks are near-unnavigable

and make it difficult for a pedestrian to walk home from, say, a call center shift in Ortigasto her rented apartment along Boni; or for a TNVS food delivery rider stuck whereabouts inCubao to bike home to Quezon Avenue.

An elevated walkway and bike lane along EDSA would open up a new people-centric avenue to connect Metro Manila’s major business districts.

We really must consider this alternative transport channel, as it will not only ease up vehicular traffic on our roads, but it will also be a pro-people project that will give citizens from all walks of life an avenue for safe and easy mobility. This walkway will not discriminate between those who can afford to endure traffic in a luxury car and those who must resort to cheap, over-capacity, openair buses that are exposed to all the filth and smog of the city. With thiselevated

walkway, ever yone will be on equal footing to get where they need to be.

We have the support and cooperation of the alternative transport advocates such as ALT Mobility and the commuters group MOVE Manila in our bid to bring this elevated walkway to reality. The Filipino public has long been clamouring for positive change in the nation’s traffic situation, and I fully believe that this elevated walkway is a step toward that. Let us all work together toward a future of clean, safe, and walkable cities that accommodate the needs of the commuting public.

I am prepared to work for an institutional amendment in the 2020 budget that will allot one billion pesos for Phase I of this project, and I enjoin my colleagues to support this endeavour, and support the welfare of the Filipino public.

Alcohol excise tax hike to fund universal health care: DOF exec

MANILA -- A ranking official of the Department of Finance (DOF) is optimistic that senators will realize the importance of increasing excise taxes on alcohol products, as this will help fund the Universal Health Care (UHC) program.

In an interview after the hearing of the Senate ways and means committee on Tuesday, Finance

Undersecretary Karl Chua said raising excise taxes on alcohol products, which is part of Package 2 Plus, is a “very crucial part” of the tax reform program.

Chua explained that the gains from this measure would finance the UHC, which has a funding gap of about PHP45 billion.

He said this funding gap has been reduced from PHP62 billion after President Rodrigo R. Duterte

signed last July Republic Act (RA) 11346 increasing the excise tax on tobacco products by PHP45 per pack starting 2020, PHP50 per pack by 2021, PHP55 per pack by 2022, and PHP60 per pack by 2023.

Chua, however, said there remains a PHP10-billion gap for the UHC since they expect the bill filed by Senator Emmanuel Pacquiao, which has gains amount-

ing to PHP60 billion, to be approved as is and not gradually implemented.

“There’s really a gap, so the budget will have to be reprioritized. But it’s more manageable. From PHP62 billion, (it is) now PHP10 billion,” he added.

MANILA -- Beijing has urged Manila to ban all online gambling in the country following the suspension of new applications for Philippine Offshore Gaming Operations (POGO).

“Indeed, we have also taken note of the Philippine government’s announcement and appreciates it.

We hope the Philippines will go further and ban all online gambling,” Chinese Foreign Ministry Spokesperson Geng Shuang said in a press briefing in Beijing on Tuesday night.

The Chinese official said Beijing viewed online gambling as the “most dangerous tumor in modern society detested by people all across the world.”

Malagos bird show advocates for environmental protection

DAVAO City--After 17 years of holding a weekend bird show, the Malagos Garden Resort here is cooking up a new interactive bird presentation to be launched in the fourth quarter of this year.

Jaydee Duano, resident manager of the Malagos Garden Resort, said Monday that the focus of the new show is to educate the audience in appreciating nature and protecting the environment.

“We want the audience to also take care of the environment and see the value of birds in our communities,” he said.

Duano said the resort has 20 different bird species that have become popular for those who go on educational tours inside the nature park.

Girl, 16, killed, another hurt while fleeing molesters

MAGSAYSAY, Davao del Sur--A 16-year-old girl was stabbed dead while her classmate was taken to a hospital as they were trying to flee from a group of alleged molesters at dawn on Monday, a police report said.

Senior Master Sgt. Jerome Quiapo, Magsaysay town police investigator, said authorities found the victim’s body floating on a creek in Barangay Kasuga after responding to a call from a concerned citizen at past 1 a.m.

Quiapo said the victim, a Grade 9 student, bore stab wounds on the breast, left hand, and the neck.

Her 15-year-old classmate, who was found near the vicinity of the crime scene, also sustained several stab wounds but survived and was taken to a hospital, police said. Both reside in Barangay Dalawinon here.

Army gets new facilities from DavOr gov’t Davao Norte town to

combat banana fungus

DAVAO City--The provincial government of Davao Oriental turned-over new facilities to the Army’s (PA) 701st Kagitingan Brigade inside its headquarters in Barangay Don Martin Marundan in Mati City on Monday.

The provincial government-funded facilities include a spacious multipurpose building cum evacuation center, and an officers’ quarters with eight rooms and a fully-furnished function room.

Costing PHP3 million, the new multi-purpose building will be used not only for various functions and recreational activities but also for other operations like bloodletting activities, packing of relief goods, disaster operations, and evacuation center.

The officers’ quarters which, is ready for occupancy, costs about PHP3.5 million.

DAVAO City--At least nine villages in the Davao del Norte town of Sto. Tomas have been hit by a banana fungus known as Panama disease or fusarium wilt, prompting the local government to extend technical assistance to affected farmers.

Sto. Tomas Mayor Ernesto Evangelista said Monday he has ordered the Municipal Agriculture Office (MAGRO) to moni-

tor the affected villages and provide technical assistance to banana plantations hit by the destructive soil-borne fungus.

“We hope that banana plantations through our MAGRO could contain the spread of the Panama disease if eradication is impossible,” Evangelista said.

DAVAO City--The Museo Dabawenyo formally opened on August 15 in an interim space as it awaits the completion of a permanent structure still being constructed at the People’s Park.

The Museo Dabawenyo is currently located at the former Folk Arts Museum

of the Philippine Womens College of Davao in Juna Subdivision. It has an exhibit space of 90 square meters.

Due to its small area, the Museo Dabawenyo features 50 artifacts, curated by Pam Castrillo which depicts the rich culture and unique history of Davao City.

The Philippine Amusement and Gaming Corp.

(PAGCOR) issued a moratorium on new POGO applications after lawmakers warned that the proliferation of online gaming operations could have security and labor concerns.

According to the staterun gaming regulator, the moratorium on licenses will last at least until the end of the year.

In a previous statement, the Chinese Embassy in Manila said a “large number” of Chinese nationals have been illegally recruited and hired in the Philippine gambling industry.

It also noted that many of the Chinese citizens working illegally in Philippine casinos or POGOs have been subjected to “modern slavery due to severe limitation of their personal freedom.”

Among others, the Embassy said online gambling has affected the Chinese side and undermined its financial supervision and financial security as a “huge amount” of gambling-related funds, amounting to hundreds of millions of Chinese yuan, flow illegally out of China and into the Philippines every year. I can still vividly recall what happened within my own little world that day. It was, indeed, “little” as I was in prison with roughly 60 other political prisoners at the Davao City Metrodiscom Prison in downtown Davao City. I had been arrested barely five months earlier, briefly disappeared for a week (presumed dead already by family, relatives and friends who searched for me as soon as my whereabouts could not be traced); airlifted to Davao, subjected to psychological torture and later on made to appear before the Supreme Court Justices on the basis of the late Sen. Pepe Diokno’s demand for a habeas corpus.

After that hearing, I was airlifted back to Davao and jailed to face the subversion charges filed by the military at the Regional Trial Court (RTC) in Davao City.

We had no access to media inside the prison, so we did not immediately hear about the assassination of Aquino. But I remember that there was a different atmosphere inside the prison that day. We could not be allowed to get out of our cells to enjoy the sun in the small yard of the prison.

We were padlocked and there were all sorts of movements among the guards that suggested something was happening outside. A few of us wondered what was happening. We thought it was again because a big mobilization was taking place, as our rights to be out of cells are suspended when rallies and demonstrations take place in the streets of

the city.

I had written a journal during the 22-months that I was imprisoned which later on got published. Checking out the pages of “How Long: Prison Reflections of Karl Gaspar,” I quote from page 58: “News of his assassination reached us here in prison the day after it happened. My mother came on Monday morning and told us about it. Naturally, I was shocked. Then I thought: an era is finally closed. Ninoy’s death ended dramatically. We had then pegged our dreams on the existing political structure and had expected it to live up to our ideals of democracy.

These ideals we would now label as reformist or even reactionary, but when we were 16 or 18, we didn’t hear these words.

“On August 31, they will bury Ninoy’s body. Then what will happen? Perhaps Ninoy is the sacrificial lamb and his death will pay the way for national reconciliation and democratization.

Like Pinochet in Chile, Marcos may really bend over backwards to bring back civil liberties and freedom.

Will the non-violent third force state a big leap forward and mobilize the silent majority, or is Ninoy’s bloody death a sign that the violent confrontation between the established elite and the people will increase? Will his murder lead to an increase of repression that could result in a coup d’etat?

Reading these lines now, and having lived the years following 1983 through 1986 and today, the answers to my questions unfolded in time. Yes, the non-violent third force made a big leap and EDSA was its crowning glory, followed immediately by some kind of coup d’etat when Ramos and Enrile – along with the rest of the military - abandoned Marcos.

But as we now look around us 36 years later in 2019, what can be said about the people’s civil liberties and freedom? How does one characterize today the relationship between the established oligarchic elite and the masses? Are we finally freed from repression?

If history’s timeline does not follow a linear direction but a cyclical one, can it be said that the country’s citizens in the past two generations have seen the rise and fall of people’s struggles and the ups and downs of achieving dreams of freedom and peace.

Such has been this poor country’s fate: a movement from the tumultuous years of the Marcos dark times to Cory’s push to bring us to light with the resurrection of democratic institutions, to the attempts as well as blunders of Ramos, Estrada, Macapagal-Arroyo, Aquino’s and then another martial rule regime to suffer under Duterte.

Thursday, August 22, 2019 for our lamentations: the continuation of the extrajudicial killings (EJKs), reports of gross human rights violations, corruption and inefficiency of the State bureaucracy, the oligarchy’s aggressive push to expand investments with no regard for their long-term ecological consequences, silencing of the opposition through sheer harassment, how China has been allowed to bully us into submission, ad nauseam.

On top of all these, the current moves from the military-civilian agencies beholden to Malacaňang: Interior Secretary Eduardo Aňo’s proposal to restore the law making subversion a criminal offense. Added to this is Defense Secretary Delfin Lorenzzna’s move to recommend the amendments to the Human Security Act of 2007 or TAP 9372 which would provide security officials to broaden their wiretapping powers in order to fight terrorism and other threats to national security. On the part of Senator Ronaldo dela Rosa, he wants strict military monitoring of universities to stop alleged recruitment of students to join the New People’s Army (NPA).

Meanwhile in the uplands, counter-insurgency operations continue to dislocate the Lumads even as their schools have been closed for allegedly being centers of indoctrination.

So on this month of August of 2019, are we back to August of 1983?

On the side of suppression of people’s rights and the extent of unleashing the State’s forces to quell decent, one can see the convergence.

Is there a reason to hope for a militant shift? Could we pin our hopes on a martyr whose sacrifice could get us to rise?

But there have been martyrs across the country, whose lives ended because of their courageous commitments – lawyers, peasant leaders, Lumad chieftains, ecological advocates, rebels. Unfortunately, while their relatives, comrades and friends have lamented their loss, the impact on a mass movement has been insignificant. Perhaps one reason is because, unfortunately, there is presently no people’s militant struggle for emancipation. Except for what is taking place in the uplands, one cannot speak of a mass movement existing in the country today. There is resistance, but alas, these are but pockets here and there, but mostly in Metro Manila.

So where can we glean the possibilities of a militant breakthrough? Can we find inspiration in what is happening out there in the world. In Sudan, the vast crowds that marched in the streets to demonstrate against military rule has yielded positive results.

with the police. They are demanding that opposition candidates be allowed to run in elections and political prisoners be released. And there are the thousands upon thousands of Hongkong citizens – with the young people constituting the vast majority – who in the past 11 weeks have opposed the extradition Treaty by marching in the streets, causing a lot of headache to the officials of the People’s Republic of China. Having forced the closure of the international airport, the headline across the globe in all kinds of media made this movement the symbol of a people’s resistance to power!

Only time can tell if by 21 August 2020, our own contemporary historical timeline will go up or down.

In consonance with the Padayon Pilipino’s avowed political teachings, “I am encouraging all members of the Padayon to get rid of politicking, especially if doing so would insinsuate political conflict and misunderstanding,” Emano said.

He said that the Padayon, as a respected political party, never thrive on political actions that intend to mock and besmirch the dignity of the political adversary.

The Padayon Pilipino has

been an object of black propaganda during the midterm election in May this year, the bulk of the mudslinging was directed to the programs of the Emano administration.

In spite of the endless political attacks that went down to the gutter level, the Padayon party mates have taken the political affront and rudeness with humility while explaining the party’s program of the government to the people.

City Health Office chief on infectious diseases Dr. Claire Paglinawan said there are

now 1,974 cases of dengue, with 16 deaths, in Cagayan de Oro. She said it has been projected that dengue incidence will peak in certain months of the year, but they did not expect that the number of cases would be higher this year.

Early this month, the Department of Health has declared a national dengue epidemic owing to the rising cases that surpassed last year’s data.

Following that declaration, the DOH-10 has announced Northern Mindanao as exceeding the epidemic threshold.

In a recent press conference, DOH-10 regional director Adriano Suba-an said the region’s dengue cases this year are 62.54 percent higher compared to the same period last year.

Per latest data from the health department, there have already been 17,701 cases from January to Aug. 17, 2019 in Northern Mindanao, with 70 deaths, affecting one to 10 years old male individuals.

Oro Designers look to break glass ceiling First of Two Parts

DESIGNERS in Cagayan de Oro are eyeing to break the glass ceiling[1] that has constrained them from attaining their full potential to breach the event horizon[2] and define a Kagay-anon Design Paradigm instantly recognizable anywhere in the world.

Senior Kagay-anon designers Patrick U. Gabutina, Shine J. Casiño and Chris L. Gomez figured prominently in the 3rd Habi Kadayawan Design Competition Final Runway Event and Awarding Ceremony held August 9, 2019 at the Ayala Abreeza Mall Activity Center, Davao City.

Gabutina of Tinabuan Arts & Crafts won the Grand Prize in the Fashion Accessories Professional Category while Shine J. Casiño, a founding member of the Oro Fashion Designers Guild (OFDG) was first runner up in the Luxe Apparel Category. Chris Gomez of his eponymously named Creative Design based in Burgos, Cagayan de Oro was a finalist in the same category as Gabutina.

However, even as they bask in their laurels, these first generation designers are already immersed in helping push the envelope to develop a broader base of designers in Cagayan de Oro and Northern Mindanao.

Foremost among these efforts are the Certificate Program on Design Competency workshops at the Capitol University in cooperation with the Department of Trade and Industry (DTI) Misamis Oriental Provincial Office (DTI Misor), Capitol University Business Incubation Center, Design Center of the Philippines (DCP), and Chris Gomez Creative Design.

The DCP was established in 1970 to promote the use and appreciation of good design by strengthening the Philippine

design industry and improving the range, quality, and thus the competitiveness of Philippine services and products.

Gomez is a multi-disciplinary creative and advocate of Sustainable Design. Among his many laurels: Finalist, 2011 National Philippine Art Awards; Grand Prize winner (water-based category) 2012 Metrobank Art & Design Excellence Awards, and Finalist, 2014 Look of Style Awards (British Council/Look Magazine).

He is a Product Development Mentor accredited by the Philippine Center for Entrepreneurship, and a Product Design Specialist of DCP. Design de Oro Already, the workshop has trained two groups of aspiring designers in the region and organized them into Design de Oro, composed of graduates from the two workshops which aims to do further capability building through trainings with designers from outside the region.

“With design you have to be updated with trends, techniques, manipulation, up to the prices of saleable products,” Gomez noted.

The successful graduates have already also held two product exhibits of their designs dubbed BulawOne and Himo at the CU Art Gallery.

“The products on display are beautiful and innovative.

The execution is excellent.

For the design aficionado, this exhibit is a must see,” Gabutina noted.

None of the novice designers who graduated from the two workshops had any formal trainings in design.

They are a multi-disciplinary group including senior artists, engineers, architects, event organizers and even nurses, who share a common love for art and dabble in one medium or another.

“I have many ideas but can’t execute then due to my lack of knowledge on materials and technologies,” she said, since she prefers to have personal hands-on knowledge of processes and materials.”I’d like to do interior decoration and makeovers in the future to move on from event organizing which is very stressful.

Hopefully these design classes would open my mind to do more things.”

Ramon R. Gumapon, a Civil Engineering & Architect graduate and contractor by trade, teaches at the Cagayan de Oro College (COC) and worked overseas for 10 years as a civil engr. /architect in the Middle East.

for interior work for low cost houses and condos,” he said.

“Looking forward, I want to integrate my design learnings to broaden my skills and capabilities beyond interior works.”

Nicolas Aca is an architect by training and Cagayan de Oro’s pre-eminent Performance Artist, and currently curator of the Capitol University Art Gallery. He joined the design workshop to expand his knowledge of design such as product presentation, design and production, and marketing.

“I was sponsored by CU for this training. Now I’d like to pay forward my learnings through projects like CU Marker and Materials Recovery Facility (MRF) using locally available materials. There are many design learnings I can use in CU enhanced with modern techniques and tech-

nologies which I can apply to design challenges.”

Gomez is encouraged so far by what the first two batches of novice designers have learned and applied.

“Most of them are interested in translating their drawings into actual things.

For instance, for this year, most of their designed products are furniture. Their products are also more mature, end products which did not require much revision.”

Design Assembly Next up is a design assembly to determine the further needs of the novice designers like new designs, new materials, the process of design, with DTI and DCPC (upcoming project digital artisans).

After this, Design de Oro looks to conduct a huge exhibit this November at a local mall which would include industry practice, product packaging,

and new products.

“In the next two years, there’s going to be huge demand for designers in region 10. We have to develop local capability and not rely constantly on Manila,” Gomez notes.

“I think there is a need for training for another set of designers next year,” Gabutina said. “The designers should be engaged and supported by government and other institutions.”

However, Gomez believes it not yet the right time to train a third batch.

“Let the existing ones take off first, boost with trainings, depends on them if they want to go solo or be part of a group to undertake projects, industry practice is very important,” he noted. “We also want to inspire other aspiring designers to undergo formal design competency training. ”
