Lugait, MisOr records first COVID-19 local transmission case

Villages with COVID-19 cases on a “lock down”

CAGAYAN DE ORO CITY: Two areas in the city’s urban villages here consisting of 206 families were on a “localized locked down” starting Tuesday after health authorities confirmed COVID-19 positive cases in the area.

City health officials, on Thursday, identified the area as Zone 10 with 92 families and Zone 7 with 17 families, all in Upper Carmen, and Sitio Macapaya with 97 families in Camaman-an, all urban villages here.

Datu Salibo celebrates 11th foundation anniversary DATU SALIBO, Maguindanao -- This local government headed by Mayor Solaiman Sandigan held on Tuesday, August 20, 2020 a simple yet significant celebration of the town’s 11th foundation anniversary.

Mayor Sandigan said that in line with the celebration, an activity was conducted in Barangay Sambolawan, just in time also for the inauguration of their 10-bed capacity “Ligtas Covid-19 Isolation Center”.

BLINDNESS is just the loss of eyesight; that’s the least of being blind as it is just in the realm of the physical. But when one is blind socially, economically, ecologically and worst, spiritually, darkness reigns despite having eyes that will put a person in mental captivity and even in deep unconsciousness. If the people themselves have eyes but are wallowing in deep social unconsciousness because of the outpourings of fake information and non-information, then humanity will be buried in collective insanity that will drive civilization into the precipice of destruction.

So as not to wake-up, the contemporaneous society is bombarded with gospels of materialism and consumerism, so enamored in external looks and trivialities. Never minding the chaotic economic set-up where only one percent of the world’s population is in control, the businessas-usual attitude goes on without let-up. The pyramidal societal set-up goes on in a world controlled by cartels and oligarchs. When economic dictatorship is grafted onto representative, electoral democracy, a toxic growth of religious funda-

mentalism and right-wing extremism is the result. Thus this corporate globalization leads not just to the death of democracy, but to the democracy of death, in which exclusion, hate and fear become the political means to votes and power.

We may be socially blind to see that economic setup but not His Excellency President Mayor Rodrigo Roa Duterte who in his latest State of the Nation Address (SONA) exposed that oligarchical control of water and electricity.

Indeed, these are means to life and must not be the subject of so much rakings by the oligarchs.

Such brave remarks from no less than the pro-people leader of the country should begin the awakening process. Look at Mindanao, so rich yet so poor because the choicest of lands are controlled by global corporations, planting high value crops to satisfy the consumerist lifestyle of the obese people in advanced countries. Isn’t it a great paradox in a country that cannot produce basic staples like rice and milk for its people. That’s the reason why 85% of our children are malnourished, accord-

Can we not see that? Can we not see why our rural people are migrating to the urban areas in droves as farming is not anymore economically viable? Why? Because farming is tied-up to conventional agriculture that only benefits the fertilizer dealers, the seed dealers, the compradors and the usurers. Yet, everyone is profiting from farming but not those who are working hard under the excruciating heat of the sun or the cold rains – the poor farmers. Have we not seen how exploited our farmers are, tilling the land not their own and if they own the land, they do not control the mode of production and marketing? Where are our native rice seed varities i.e.

National Health Care to replace Philhealth

THE mega fraud happening at the state’s health insurance deserves death penalty.

by Philhealth officials masquerading as hungry crocs, including the latest IRM fund mess, there is no valid ground that Philhealth will continue its mandate to operate.

The time is up for Philhealth to close shop and replace it with a more responsive privately-managed pro-people national health care plan truly imbued with dedication and sincerity to serve the Filipino people.

Aligned with the legislative thrust to abolish Philhealth, a proposal by a team of Filipino overseas entrepreneurs is up and coming for the establishment of a healthcare care system as replacement for the corrupt-ridden Philippine Insurance Corporation or Philhealth.

For nearly three years now, the team has been working on the development and structural framework of a dual-use healthcare system for the Filipino people.

The group has designed a pro-active, corrupt-shielded healthcare system primarily focused on providing medical and healhcare services for all Filipinos including the underserved, and surge medical services in the event of a man-made or natural disaster.

The team is also proposing for the creation of a privately-run healthcare trust to address the critical health needs of the Filipino people.

The proposed Healhcare Trust can be both non-profit and for profit healthcare system that would ser ve 137 urban centers and rural healthcare facilities, and 50 mobile hospitals that will operate in all major independent cities nationwide.

The system also plans to operate about 200 hospitals in both urban and rural communities in parnership with local drugstores and other in-house drug facilities.

It will also provide 1.5 million hospital beds and create thousand of medical- related jobs.

During normal times, the Healhcare Trust shall focus on providing healthcare programs

and services to millions of low-moderate income uninsured citizens through the modified healthcare plan.

In addition, the Trust through its response operating entity shall provide logistics services , vaccines, and mail order pharmacy services.

During disasters, the Healhcare Trust , through its emergency mechanism, shall coordinate with health facilities and mobile hospitals to provide surge medical care and national response logistics support.

By focusing on these two critical health needs, the proposed Healhcare Trust concept shall be able to generate positive outcomes for the Filipino health care.

Former OFW turns to farming with help from DA, LANDBANK PILAR, Bohol – Unhappy and lonely working abroad, 38-year-old Cristine T. Almero decided to return to her hometown of Pilar to make a living by growing palay on the 2.33-hectare rice field that she inherited from her parents.

But just like other small farmers in town, Almero once fell prey to informal lenders who charge high rates of 7% to 10% per month. But all that changed when she and other farmers availed of the Sikat Saka Program of the Department of Agriculture (DA) and Land Bank of the Philippines (LANDBANK), which offers low-interest loans.

“Noong wala pang Sikat Saka, kung saan-saan kami humihiram ng pera pambili ng feeds, panggastos sa palayan, pangtanim, at labor. Kulang talaga yung tubo kasi ibabayad lang sa interes,” said Almero, who, like small farmers like her, need timely and affordable credit support every cropping cycle to finance their palay production.

Through the assistance of LANDBANK, Almero currently enjoys reduced interest rate of 0.75% per month under the Sikat Saka

Program. The low rate is a result of her good payment record for loans she obtained from the Program starting in 2014, at an initial interest rate of 1.25% per month – still a relatively low borrowing rate than those offered by informal lenders.

Since she joined the formal credit system, Almero said her income has increased to about 50% more every cropping cycle, providing a better life for her family.

While a global pandemic has been a looming risk for decades, COVID-19 has come as a shock to society, health systems, economies and governments worldwide. In the midst of extraordinary challenges and uncertainty, and countless personal tragedies, leaders are under pressure to make decisions on managing the immediate impact of the pandemic and its consequences, decisions that will shape the state of the world for years to come. What might be the silver linings in the crisis and how might leaders use this moment to build a more prosperous, equitable and sustainable world?

It is unavoidable that the novel coronavirus epidemic has a considerable impact on the economy and society. The spread of the new coronavirus is a public health crisis that could pose a serious risk to the macro economy through the halt in production activities, interruptions

of people’s movement and cut-off of supply chains. Besides its worrying effects on human life, the novel strain of coronavirus (COVID-19) has the potential to significantly slowdown the global economy.

Countries vary in their national conditions and capabilities, and each epidemic outbreak has its own characteristics. As there is no silver bullet to address all epidemics, control measures should be customized and contextualized. But timely transmission route interruption, early detection, and effective treatment are essential in any prevention and control measures. Accordingly, China, as the main battlefield in the fight against the COVID-19 epidemic, has made the greatest efforts, taken the strictest measures, gained the most firsthand experience, and achieved the most remarkable results. It stands ready to share its experience with the international community and enhance cooperation with other countries and international organizations to win the war against the COVID-19

outbreak at an early date.

Failure to cooperate internationally will hinder the fight against the virus. Closing down trade, requisitioning materials, or preventing supply to other nations will hobble everyone’s capacity to source adequate testing and treatment materials. The closing of borders and ripping up of international rules will make it ever more difficult to restart trade and travel, and extend the lockdown, heightening anger and anxiety. The crisis has exposed how many people, even in some of the world’s richest countries, live in inadequate housing, without reserves of cash or food, and face difficulties in accessing government assistance. The global lockdown is exacting an enormous price from them. They have demanded better, having seen the enormous sums governments have mobilized to deal with the crisis. However, not all governments have been able to deliver. Still, governments have faced gigantic debts.

Many households and businesses were already heavily indebted before the crisis. Some will be able to raise funding through the

capital markets. Others will face ruinous rates for borrowing. Investors will look for robust investment plans, competent leadership and robust institutions. Most developing countries are excluded. In short, a financial crisis is in the offing and without international cooperation, beggar-thy-neighbor policies are likely to deepen economic recession for all.

Fighting the virus together requires cooperation on three things: research and knowledge (working together to understand and beat the virus); maintaining global supply (trade ensuring efficient global supply of necessary materials); and warning of future outbreaks.

This might sound easy. It is very difficult. Why would a scientist share crucial data with others, or a country continue to export protective equipment if they are not sure that other countries will reciprocate? Why warn of a disease outbreak if you think other countries will slam the door on you? As of these days, empathy and solidarity are the only rational response in global epidemics fight and what lead humanity to a safer globalized world.

The coronavirus, more popularly known as Covid-19, has drastically changed lives all over the world. It has taken away lives and continues to do so. It has challenged society and mankind. Even the way we do things has been affected for we now live in the “new normal”.

We wear face masks and practice social/physical distancing the minute we step out of the house. Seniors (6o years old and up) and minors (below 20 years old) are not allowed to leave the house. The entire country is under quarantine (although at different levels). Everything that used to be normal has now become a thing of the past. And many of us are still trying to adjust to this new way of living life.

How the Education Sector is Affected The education sector is one those highly affected by the effects of Covid-19. Since face-to-face classes are risky, students and teachers are now faced with a new challenge: shifting to a different platform for learning. Virtual classrooms and modular learning may not be new concepts, but for many Filipinos, they represent several challenges.

First off, schools and universities had only a few months to prepare all the materials and requirement for the online classrooms and modules.

Majority of teachers, particularly those employed in public schools, also had to undergo a series of trainings and workshops to understand and learn how to use the programs and apps essential for carrying out virtual classes.

Second, not all students can afford to buy laptops and desktops for use in online learning. Additionally, many parents are struggling to balance work, household & family responsibilities, and assisting their children in working on their modules.

Also, internet connection here in the Philippines is poor.

Third, many students are not prepared to shift to the new normal in education, while others are afraid to commit to something they’re not sure about. For some parents, their children’s mental health and safety are more important.

Efficient Management by School Administrators As school administrator, you need to look at the situation from different perspectives. And you need to find a way to equally manage your teachers and staff, as well as your students. But, how can you do this with all the restrictions brought by

Covid-19? Here are some tips you should consider.

1. Connect with your teachers and staff.

Now more than ever, it is important to establish a connection with your teachers and the school staff. Find ways to regularly communicate with them. Ask them how they’re doing or if they need help with anything.

You can also come up with regular activities that you can do on and offline. Maybe you can schedule a movie viewing night, a workout day, or a wellness weekend for everyone. Counseling sessions will also help.

2. Connect with your students and their parents.

There are a lot of things you can do to connect and establish a good relationship with your students.

You can organize a themed weekly event where students can dress up as their favorite characters. Another good idea would be to create online clubs – a reading group, movie buff club, or a tech whiz organization.

These clubs will encourage students to interact with you and their fellow students.

Anxiety and depression have been on the rise since the pandemic started. Students are prone to these because of all the changes and uncertainties they are facing.

Your teachers and staff can also go through anxiety and depression.

Schedule a “cool down” and “mindfulness” day where you can do relaxing activities and engage in counseling sessions with the school’s guidance counselor. Watching movies and videos that encourage positivity and self-confidence can also help.

As the school administrator, it is your responsibility to help your students and teachers adapt to the new normal. It can be quite challenging and difficult, but there are a multitude of resources available online. Use technology to your advantage, too. If you have the dedication and the passion, taking care of your students and teachers in the time of Covid-19 will be easy.

As a public school teacher it is my greatest dream to give my students the experience and luxury of private school when it comes to technology. I could still remember when I first step in at the public school and used the projector for the first time.

Students where so amazed and happy during my lesson.

They are looking forward for more lessons aided with PowerPoint presentation.

I saw how thirsty they are with technology. They love to learn with technology. That is the reason why is why I saw the need of a smart TV

inside our classroom. Because this will help them in their lesson and day to day activity. Specially those students who do not have any gadget at home particularly laptap.

I realized that one of the main concern of a teacher now a days is how to cater the needs of his students.

And we cannot deny the fact that no matter how we refuse to educational change we can no longer control it. It is already part of our educational system.

I am happy that slowly now my students have already the taste of technology. with a simple smart TV my students experienced the new world of learning. They might not have the full blast of technology aided classroom but at least they have somewhat experience it.

Consultative meeting draws inputs on ‘Organic Konek’ draft guidelines

DA-10 grants veggie seeds to 4th Signal Battalion, Philippine Army CAGAYAN DE ORO CITY - The Department of Agriculture - Regional Field Office 10 (DA - RFO 10) amplifies its continued effort to promote food production in urban areas amidst the COVID-19 pandemic through its Urban Agriculture Program.

DA-10 Regional Executive Director Carlene C. Collado handed over 100 packets assorted vegetable seeds to CPT Arcel G Sedurifa (SC) PA, Civil-Military Operations Officer, 4SB, ASR, PA of the 4th Signal Battalion, Army Signal Regiment, PA on August 11, this city.

The 36 grams, 5-in-1 pinakbet packet consisting seeds of eggplant, okra, ampalaya, pole sitao, squash could cover 1,000 square meter area.

CPT Sedurifa stated, they support the implementation of DA’s Plant Plant Plant Program dubbed as the “Ahon Lahat, Pagkaing Sapat Kontra COVID-19 Program (ALPAS COVID-19) to complement their quarterly Tree Planting Program.

CAGAYAN DE ORO CITY, August 11 – Bracing up with challenges to further develop the OA sector, the agriculture department in Northern Mindanao (DA-10) held a consultative meeting on the Implementing Guidelines for the Establishment of Organic Agriculture (OA) Hubs.

Dubbed as Organic Konek, it is seen as a onestop shop that acts as an integrator for existing trading posts and organic farms; source of organic inputs; access of OA practitioners to production, processing and marketing facilities, equipment and machinery; and a learning site and facility on its operations, maintenance and services, to overall satisfy demand.

“Now on its third draft, the activity is aimed to thoroughly capture the proposed criteria, rules, and procedures for the establishment,

operation and monitoring of OA hubs at the regional level, which will be compiled, then consolidated by the National OA Board, before presentation and approval of the agriculture secretary,” Samuel C. Natindim, Jr., OA focal person of DA-10 explained.

Details on the roles and responsibilities of DA together with partner government agencies in collaboration with interested proponents which may include associations, cooperatives or organizations were discussed.

Representatives from concerned offices eyed to be involved in such endeavor participated.

Among them are the operating units of DA-Regional Field Office 10, its attached agencies such as the Bureau of Fisheries and Aquatic Resources (BFAR) and Agricultural Training Institute

(ATI), the provincial local government of Misamis Oriental, Department of Tourism (DOT), and the Northern Mindanao OA Association.

“Amid the finalization of the implementing guidelines, DA is eyeing to have its first regional OA hub through its research station in Northern Mindanao Agricultural Crops and Livestock Research Complex, as it is currently a center for farm inputs, planting materials and farming technologies,” Natindim added.

A risk management workshop also ensued to focus on implementation issues which will potentially face OA hubs, including financial, organizational, operational and environmental aspects, to determine its impact and correspondingly craft strategies and find resources on how to assist its growth and success.

CAGAYAN DE ORO CITY, August 19 -- Despite previous backlash received by the city government, Cagayan de Oro City has managed to keep its cases of COVID-19 low and contained through various effective measures that have earned the praises of officials of the National Task Force (NTF) Against COVID-19.

On Wednesday, NTF COVID-19 chief implementer Secretary Carlito Galvez Jr. commended the policies that the local government stood firm on implementing, especially on prevention of further spread of infection.

“Very inspiring po ang ginagawa ng mga tagaCagayan de Oro kasi ang kanyang mga cases kadalasan lang po ay mga importations. Ibig sabihin, galing po sa LSIs at ROFs. At kaya pong ma-manage ang kanilang local transmissions [It’s very inspiring what the people of Cagayan de Oro are doing. Most of its cases are considered importations.

This means infections are coming from LSIs and ROFs. They can manage their local transmissions as well],” he said.

He also acknowledged the hospitality of the city government in helping its

neighbor Iligan City by providing temporary treatment facilities for locally stranded individuals (LSIs) and returning overseas Filipino workers (ROFs).

“Ang isa pong nakita ko sa COVID-19, ang natutunan po natin dito talaga ang Filipino attitude ng ‘bayanihan’ na ang lahat nagkasama-sama para labanan ang COVID-19 [One thing we have learned from COVID-19 is the FIlipino attitude of ‘bayanihan,’ which enjoins everyone to help fight against COVID-19],” he added.

CRIMINOLOGIST’S PERSPECTIVE Visionary leadership of Hon. Julius Cesar “Jay” Vergara: Journey towards highly urbanized city

HON. JULIUS CESAR VERGARA, was first elected as City Mayor of Cabanatuan City after the conclusion of the May 1998 national and local elections. He holds the position for three (3) consecutive terms. After completing his first three terms, he was succeeded by his first cousin Hon. Alvin Vergara, who occupied the position for a single term.

After which, comes the May 2010 national and local elections, a rivalry was recorded in the annals of the political history in Cabanatuan City between the two Vergara’s take place, that is Mayor Jay Vergara vs. Mayor Alvin Vergara.

Again at the conclusion, “Mayor Jay,” won over the latter with a landslide edge, or in the local dialects of Cabanatueños, it is dubbed as “Abanteng Kalabaw.”

Prior to the preceding events in the history of local politics in Cabanatuan City, Mayor Jay has started his political journey, the time that he was appointed as Liaison Officer of the late Hon. Sedfrey A. Ordoñez, the then Secretary, Department of Justice (DOJ), that is, from March 1987 to January 1990. Such appointment was short-lived because Mayor Jay, or from among his constituents, he is being called in short as “M-J,” joined the political arena.

The political leadership of Mayor Vergara in Cabanatuan City, which was guided first and foremost by his own motto of “Pagbabago, Progreso, Disiplina,” is true to him because he stewards Cabanatuan City into the righteousness of its direction towards the fulfillment of his motto; thus, benefiting the constituents.

I for myself, personally witnessed the occurrence of such “Changes, Progress,

Discipline,” and that is the time when I was still assigned at Cabanatuan City Police Station, Cabanatuan City, and designated as Intelligence & Operations, PNCO. To name a few of his note accomplishments, are as follows: procurement of mobile patrol cars and motorcycles, contributing in the administrative accomplishments in bagging the coveted award for the “Best City Police StationNational Level CY 1999; and the procurement of dump trucks and heavy equipment to be used for the construction of the Emilio Vergara Road, at the Eastern side See JOURNEY, page 10

5G networks, phones not harmful, will not fry your brain

WHEN misinformation on a new technology is debunked by authorities and experts, doomsayers will always find a way to continue to discredit it to a point that logic seems to be overtaken by the need to create confusion or misconceptions.

The introduction of any new technology, along with devices capable of this technology, are now even discredited through propagation of false information and lies.

Take the case of 5G technology and 5G capable mobile devices.

for several sectors claiming that 5G technology, including 5G capable mobile devices, cause cancer and other health problems.

Some of the false information and lies being propagated against 5G networks and 5G capable phones are that they can cause brain damage, cancer, heart tumors, autism and even infertility - claims that until now are not backed by existing medical or scientific evidence or facts. Some other myths are on interference in existing technology, or general use of the technology or devices.

One myth in particular that emerged from Curry’s

erroneous report is that 5G frequencies are going to “microwave” and fry out users’ brains.

Over the years, Curry’s claims were continually being debunked. Even his credentials were questioned since he didn’t have the background or training in biomedical research. Many scientists have debunked his report on the dangers of 5G citing that: 1) Dr. Curry’s data looked at exposed tissues in a lab, not cells deep inside our body; 2) The report failed to take the “shielding effect” into account. The shielding effect refers to our skull/

skin’s ability to block out higher radio frequencies and protect our insides.

Another absurd myth is that 5G frequencies are going to take weather predictions back to the 1980s, although there has been no scientific evidence that the new technology can affect weather-pattern data collection.

The rapidly developing world that is pivoting to the new normal will need 5G technology. The United States, South Korea, China, Japan, the United Kingdom and Germany have launched their respective 5G technology with 65 more countries, including the Philippines,

True to his words, and through his political leadership with a big heart and visionary mind, he has brought back the lost glory and reputation of Cabanatuan City during its yesteryears as the “Center of Trade and Commerce in the Province of Nueva Ecija.” Aside from this, being tagged as the “Tricycle Capital of the Philippines,” as the home to more than 30,000 motorcycles, he has imposed strict observance of discipline on a continu-

ous manner from among the tricycle drivers in the city; thus, transforming this transport sector of society into a contributing partner towards progress and development of the locality.

The tricycles are the most common form of conveyance in the locality. This means of transportation is serving a more or less 300,000 people of the city.

Due this, Mayor Vergara, gradually acquired the admiration of his constituents, hence, during the May 2010 elections, “M-J,” together with his wife, Hon. Digital learning has great potential to enhance curriculum and teaching processes.

In recent years, teachers have been paying more attention to the integration of ICT into the curriculum and all other elements relevant to the whole process of teaching and learning. However, the COVID-19 pandemic is presenting the school with a lot of unprecedented challenges. Moving classes with face-to-face components to completely challenging modalities is new territory for teachers.

Majority of the teachers in Baikingon Elementary School report good or excellent ratings for their experiences with various technologies.

However, teachers may not be ready to integrate technology and not have adequate knowledge and skills to utilize technology to support online modalities. In order to be

ready to integrate technology in the curriculum, teachers must be provided with a solid foundation of knowledge and skills in digital media and develop new understandings, new approaches, new roles, new forms of professional development, and new attitudes about this new trend of digital learning.

Fortunately, majority of the teachers have access to laptops or desktops provided by the school. And most of them uses their personal devices such as smartphones and laptops.

The school is one with the Department of Education in its commitment for the health and safety of the learners and that we must continue the learning opportunities for our learners through different modalities.

Initial efforts are focusing on ensuring that all learners have access to the internet or television and radios. Access to the Internet, with sufficient

bandwidth, is essential for the development of this digital learning. This would allow all learners to access online learning materials and digital platforms with educational content. However, aside from the poor wi-fi connection of Barangay Baikingon, not all families have televisions and cellphones. Almost all parents are not in favor of online modality as seen in their survey forms. It is also possible that some learners will resist the completely digital learning experience and might disengage or not perform as well as they might otherwise, given their preferences for other types of learning environments. This is not just a matter of connectivity. For access to be meaningful learners must acquire digital literacy and other skills required to make best use of it.

(They only walk everyday to and from school.) This is not just good for the pocket but for health, too since exercising has a lot of health benefits. That would save teachers from expensive gym memberships and zumba tutor-retainers.

Since they teach in the barrio, they get to eat fresh food everyday like banana cue, camote, fresh fish, fruits and vegetables.

Now that technology and connectivity permeate nearly all facets of life especially for kids, cybersecurity cannot be treated as a separate issue from traditional safety or achievement initiatives. Educators who understand this fact approach cybersecurity

holistically in a manner that results in safer kids who are better prepared for the future.

As a whole, there are three interrelated and inseparable aspects to keeping kids safe: physical safety, online safety and data safety. Physical safety is the oldest and most primitive form of safety.

Online safety is a relatively new concern in the past 20 years or so. Online safety is not as well understood as physical safety and neither is the impact. Threats include online predators, cyberbullying, pornography and online human trafficking. In terms of incident frequency, this is likely the fastest growing safety issue for kids.

BSP hikes real estate loan limit to 25%

MANILA – Philippine monetary officials have expanded the real estate loan limit for universal and commercial banks (U/KBs) from 20 percent to 25 percent, a move aimed at supporting the sector during the pandemic.

“The increase translates to additional liquidity for real estate lending amounting to around PHP1.2 trillion based on end-March 2020 numbers,” Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno told journalists in a Viber message Thursday.

In a press statement, the BSP said real estate loan limit for thrift banks (TBs) was also eased.

STATE-owned Development Bank of the Philippines (DBP) has signed an agreement with the local government of San Fernando, Pampanga and a payments solutions provider to streamline online business payment processes of the city, a top official said.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the tripartite agreement with the city government and I-Pay MYEG Philippines Inc. aims to enhance the ongoing automation of the business permits and licensing system of the local government and provide the transacting public with digital payment options.

“DBP is enthused with this partnership which will pave the way for more

efficient payment and collection of business and real property taxes for the bustling City of San Fernando,” Herbosa said.

DBP is the eighth largest bank in the country in terms of assets and has a branch network of 129 branches including 11 branch units. It has been designated by the Bangko Sentral ng Pilipinas to act as one of the settlement banks of government entities including local government units.

50-year old female, a resident of Barangay Calangahan, who undergoes hemodialysis at a private hospital in Iligan City twice a week.

Contact tracing conducted by the local IATF revealed the patient was directly exposed to a health care worker in the facility who was found positive for COVID-19 according to Jarales.

“The EOC (Emergency Operations Center) in Iligan City called us up informing that this patient is one of the direct contacts of the health care worker who tested positive. That was also the time when LC7 went to my office to request for medical certificate for her travel to Iligan City for another hemodialysis treatment,” Jarales said.

Jarales said before he issued a medical certificate, the patient was reactive to immunoglobulin M (IgM) anitbody test on August 17 and immediately swabbed for the reverse transcript polymerase chain reaction (RT-PCR) test.

Her result released the next day showed she was positive for coronavirus.

The patient’s husband and her son are now isolated as primary high risk contacts while Jarales and his two other staff at the municipal health center, as secondary moderate risk contacts, are in home quarantine.

They are scheduled to be swabbed for the RT-PCR testing on Monday, August 24.

As of August 19, the first six confirmed cases in Lugait were locally-stranded individuals (LSIs) who returned home from Luzon.
