Thousands to attend LTFRB’s driving class

CAGAYAN de Oro City-Local public utility drivers and operators here welcomed the initiative of the Land Transportation Franchising and Regulatory Board (LTFRB) to reeducate them on the rules of the road and on their responsibility.

About 20,000 drivers and operators in Northern Mindanao are expected to go back to driving class as the LTFRB-10 joined the agency’s nationwide launch of the Public Utility Drivers Academy Program (Pudap) on yesterday.

Pudap, which is enacted through Executive Order 202, aims to enhance the participants’ driving skills while learning how to handle themselves while on the road, said LTFRB-10 regional director Aminoden Guro.

“I already know about traffic rules, but I am sure that LTFRB will teach me additional knowledge that I can use as a driver,” Gaid said.

PCSO-Zamboopens STL ZAMBOANGA CITY -The public has been urged to support the programs of the Philippine Charity Sweepstakes Office (PCSO) in this city.

Gloria Ibañez, PCSO department manager for Mindanao, made the call as she led Friday the launch of the Small Town Lottery (STL) operations here.

Ibañez said the public should support the STL operations in order for the PCSO to generate more funds for the government.

Ibañez said they launched the STL in response to the call of President Rodrigo Duterte “to increase the funds of the government through the PCSO.” She said the city government will receive monthly three percent revenue share from the gross sales of the local approved Authorized Agent Corporation (AAC).

The local AAC of the PCSO is the DJL1 Gaming Corp. that has established an office in Barangay Sta. Maria.

PCSO-Zamboanga branch manager Raul Regondola said that the DJL1 Gaming will be the sole AAC in this city.

Ibañez said the operation of the STL is to help the government eliminate illegal gambling and to provide decent job to the people.

Regondola said the DJL1 Gaming Corporation have

employed coordinators and sale agents in the different barangays of this city.

Regondola said the establishment of the STL is to help the PCSO source out more funds for charity program of the agency.

Regondola said the opening of the STL in this city is the third here in the region.

The first was in Pagadian City, Zamboanga del Sur, which opened on June 23 and second was in Isabela City, Basilan that was launched on Thursday, August 17.

The STL draws is thrice daily; 11 a.m., 4 p.m., and 9 p.m.

Kahimunan 2017 opens at SM CDO Premier CAGAYAN DE ORO CITY, August 18 (PIA) -- The Department of Trade and Industry (DTI) region 10 opened its annual regional trade fair at the Atrium of SM CDO Downtown Premier, August 18.

Dubbed Kahimunan (Creations of Northern Mindanao), the trade fair features the best products of the five provinces of Northern Mindanao - Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and

Misamis Oriental.

Products such as processed food; crafts and fashion accessories; sugar, coffee and beverages; nuts and cashew; spices and condiments; health and organic products; and home style and living items from the five provinces are showcased during the exhibit.

Kahimunan also aims to assist micro, small and medium enterprises (MSMEs) in the region in prmoting their products.

Ruben A. Vegafria, trustee of the Oro Chamber of Commerce and chairperson of the 2017 MinBizCon, said Kahimunan helps exhibitors expand their market and develop into a more competitive and stable MSMEs. More than 100 MSMEs participated in this year's Kahimunan trade fair.

Mayor Oscar S. Moreno of Cagayan de Oro City said Kahimunan was considered as one of the core events of the city's Higalaay Festival

for it showcases the convergence and solidarity of the five provinces as one community.

The products of every province and city in Northern Mindanao are also the products of the region. As they combine, they become bigger and more marketable, Moreno noted.

The Kahimunan regional trade fair will run until August 29, 2017.

GENERAL SANTOS CITY— Health authorities in South Cotabato province alerted residents anew over the rising cases of rabies infection that already resulted to 16 confirmed deaths since January.

Dr. Rogelio Aturdido Jr., Integrated Provincial Health Office (IPHO) chief, said Friday the latest fatality was recorded last Sunday, Aug. 13, at the South Cotabato Provincial Hospital in Koronadal City.

“That’s already our 16th case. Last year we had eight total deaths. We still have four months left (for the year) and we already recorded 16 fatalities,” he said.

A report released by the IPHO’s epidemiology and surveillance unit (PESU) showed that the province’s rabies cases and deaths have continued to increase since January.

The municipalities of Lake Sebu and T’boli posted the most number of cases with four each, followed by Polomolok with three, Koronadal City with two, and Banga, Sto, Nino and Norala with one each.

The PESU report said the victims were aged between five to 70 years-old and majority of them were males.

At least 12 of the cases or 75 percent involved rabid dogs that did not undergo rabies vaccination.

Aturdido reminded residents to immediately seek treatment at the Animal Bite Centers (ABC) in case they are bitten by warm blooded animals, especially dogs.

In Koronadal City, he said the main ABC is located at the South Cotabato Provincial Hospital and they have accredited another facility at the Doctors’ Clinic and Hospital.

He said the other ABCs are at the Upper Valley Community Hospital in Surallah town and the rural health units in Polomolok and Tantangan.

“Please don’t hesitate to seek treatment in our bite centers as rabies is now in alarming status in South Cotabato,” he said.

Aturdido assured that the IPHO and the bite centers have enough anti-rabies vaccines for postexposure prophylaxis and are given for free to bite victims.

He said the Department of Health (DOH) has provided vaccines to augment the IPHO’s standby stocks.

The DOH provides 60 percent of the province’s needs for anti-rabies vaccines for humans, which cost PHP1800 per vial.

The IPHO has also requested augmentation from other local government units in the province for the purchase of anti-rabies vaccines.

Caraga activates avian flu task force BUTUAN CITY — While there is no reported case of bird flu infection in Caraga Region yet, agriculture officials said they are not taking any chances.

A multi-agency task force will be reactivated anytime this week to coordinate the region’s efforts to prevent the entry of infected poultry products in local markets, said John Gamboa, chief of the Integrated Laboratory

Division at the regional office of the Department of Agriculture (DA-Caraga).

Gamboa clarified that the region’s poultry products remain fit for human consumption. He added that preventive measures are being undertaken following the “unfortunate incident” in San Luis, Pampanga, where a bird flu outbreak has been confirmed.

Actually, the law enforcers are familiar with CQB only in the target range where the shooting instructor outlines various scenarios. The case in Marawi is an actual CQB action - no longer a “fun shoot” where double and triple tap is executed.

The CYNOSURE has written about new military strategies and approaches to counter the terror group in Marawi. One should remember that the Marawi terrorists are holed up in buildings while relying mostly on

snipers and booby traps.

There are also reports the terror groups have constructed bomb shelters and underground tunnels.

However, the information might not be true because bomb shelters and underground tunnels are considered the last ineffective defense fortress until the enemy locate its exact location. Thus, making an underground tunnel is unsafe.

If it is true that the Maute and the terrorist groups are utilizing tunnels and tall buildings as the defense, then the unconventional strategy should be employed here. After losing hundreds of men in the battlefield, it

The matter is serious and should be stopped before people ran to the hills and prepare to fight back or just join the rebels in the countryside. I wish to reiterate my suggestion months ago to listen to the side of the suspects through legal processes and let the court render its verdict lawfully.

That notwithstanding,

it would also be quite clear from the translations that it is not only the “leader” whom God has called in Isaiah 46:11, but the people he leads as well---the people who were similarly chosen

by God to become a part of what the leader will pursue in accordance with God’s purposes.

The truth is that, it is not just one man alone, no matter how good or intelligent he maybe about many things, that can fulfill God’s purposes, particularly on proclaiming His Word and saving souls during the end time.

What went wrong Have my say in the rejection Our children’s Mother Earth of Taguiwalo AS a former mentor of human resource management, I cannot understand the rationale for our government to install the committee on appointments (CA) in deciding the legitimacy of the president’s appointees in different departments.

This could have been done to ensure professionalism and a credible selection of cabinet members who are crucial in manning the agencies. But in the case of Judy Taguiwalo’s rejection, we doubt the usefulness of the CA who do not anymore decide for public interest.

This is now the second time of this non-sense after the elimination of environment secretary, Gina Lopez.

Many are, again, shocked by the gross incompetence of the CA to spurn an A-1 person for the job: Taguiwalo is a giant compared to former secretary Dinky Soliman—an appointee who has many lapses and deliberately delayed the response during times of calamities and even threw away expired goods that were not delivered to the clients. In the current system led by Taguiwalo, each LGU has a stock prepared for emergency situations; we are aware of the social welfare’s promptness and finesse in serving calamitystricken provinces in the past months. The rejected secretary is a public servant with strong values and a heart. Moreover, we also consider the importance of a socialist leader to balance the composition of a wellrepresented government bureaucracy.

But the question: why punish a good pick?

Using the human resource management point of view, Taguiwalo’s rejection is a big blunder because it directly affects the productivity of our agencies.

What the CA ignored: the selection process is vital for competitiveness and a failure to execute this function effectively results to the selection of underperforming leaders who can only offer low productivity.

Greenland, the great island is already being called the Land of Ice being on fire. Why? A recent report says the Arctic may be ice-free by 2040. The Antarctic is also melting, albeit far slower, and in a less regular pattern.

The Arctic is melting much faster than expected, and could even be ice-free in summer by the late 2030’s, a report from the Arctic Council’s Arctic Monitoring and Assessment Program suggests. Previous studies had forecast an ice-free North Pole in summer by mid-century. Wow. Whi le t he out lo ok is bleak for the Arctic, there is a silver lining for the Antarctic: As I said before, the ice is melting at a slower rate than previously thought.

Although glacier flow has increased since the 1990’s, scientists from University of Leeds have found the melting rate to be only around a third of what was previously projected. “If you consider a barangay or municipality on its own, today when they buy electricity what happens?

Well, they say essentially fuel is paid. They have to buy coal. Because that’s an import and no job is created in the municipality for the power.

Almost none. They just buy it off the grid,” he said.

“You get power lines and you don’t know who makes it for them but I can assure you it’s coal. Now, what happens when I make renewable energy? We grow on their farms and we pay them more

than they earn with banana and other crops,” he said.

He explained farmers are basically “growing their own electricity” with no more coal import that costs much higher compared to renewable power source.

“They are making it themselves, so the money stays in the municipality,” he said.

The DOE has been batting for more renewable energy sources in the country.

National Renewable Energy Board chair Jose Layug Jr. said they want to increase the contribution of renewable power from 24 percent to 35

percent, or at least 9,000 to 10,000 MW, to the country’s overall power mix by 2030.

During the Renewable Portfolio Standards public consultation at the SMX Convention Center Davao last July 26, Layug said he wanted renewable energy investors in Mindanao as the cost of clean power sources are starting to go cheaper.

He said he wanted the Mindanao power mix to go back to what it used to be — 70 percent renewable and only 30 percent nonrenewable.

“Our preference of course

is to have more renewable energy,” he stressed then.

Republic Act 9513 promotes the development, utilization and commercialization of renewable energy resources, specifically biomass waste-to-energy technology, wind, solar, hydropower, ocean, and geothermal.

Based on the 2016 DOE report, non-renewable energy accounts for over half of Mindanao’s power mix, a reversal from what it used to be at least a year ago when renewable energy, mostly hydro, was the island’s main power source.

DAVAO CITY (MindaNews/18 August) – A Hong Kong-based Danish investor is eyeing to pour in some P400 million for the construction of a 12-megawatt renewable energy plant in Bukidnon in Northern Mindanao.

In an interview with reporters Friday, Anders Haagen, Gloria Mundi Energy Farming Inc. chief executive officer, said that they will start as soon as the Department of Energy (DOE) issues the permit for the construction of the plant that will take 18 months.

He said the plant will require pearl millet-napier grasses, a hybrid imported from Malaysia, that will be mixed with wastes from corn and rice mills to be fed into the plant to produce power.

He said they have a nursery in Palawan reproducing the hybrid grass that will be distributed to farmers.

He added they will help the farmers with fertilizers and harvesting equipment once plant operations start.

But Haagen said they discourage farmers from intercropping the grass with other crops because the field on which it is planted will be similar to a sugar cane’s.

“You cannot intercrop with sugar cane,” he said.

DA’s Avian Influenza coordinator Dr. Dannie Apelo said the Avian Influenza Protection Program Task Force Probinsiya has identified sites for quarantine checkpoints on Km. 80 and Kinuskusan in Sulop town

and Malalag, Davao del Sur; Buda, Davao City; Talaingod in Davao del Norte; Monkayo in Compostela Valley; Sta. Maria in Davao Occidental; and, Boston town in Davao Oriental.

The Task Force was already activated last Tuesday and held initial meetings to plan out measures against AI contamination in the region.

The cinematheque is designed and destined to be an alternative and accessible venue for classic and contemporary films, both mainstream and independent; for state-of-the-art foreign films sourced through FDCP’s Film Cultural Exchange Program with other countries; and for workshops and symposia on directing, scriptwriting, editing, cinematography and all other aspects of filmmaking.

To date, the Cinematheque in Nabunturan will be first in Mindanao to be built from scratch.

DOH Expanded Program on Immunization (EPI) is a provision of giving free vaccines for infants since 1975 for protection of measles and some other diseases. But since these protection will decline over time as the child grows and to ensure high levels of protection the DOH School Based Immunization Program to school children in Grade 1, Grade 4 and Grade 7 was realized. The School-based vaccination is a free routine service administered by health center catchment and the school and only those students only with parental consent will be vaccinated.

Manticao Central School with the coordination of our School District Nurse Nazarene D. Lloren. The health team divided into two groups, one that will administered the grade 1 pupils and the other group will be in charged also with the vaccination of grade 4 female students.

In grade 1 vaccination, each pupil presented their parent’s consent before the immunization. There were 2 shots given the MCV and Td. The health team filled with motivation to each child in giving each shots of vaccines. Mixed of emotions filled the four corners of the classroom as they were injected, some pupils cried, some were nervous, some were smiling and some pupils resisted.

While in grade 4, there was a smooth flow of im-

munization since they were adolescents and big enough to understand what was going on and they knew it is for their own security, though some of them were nervous but the process ends quite well.

As the immunization ends partial data given by the health team: In Grade 1 there were 64 pupils immunized with MCV and Td vaccines and in Grade 4 a total of 51 female pupils immunized with HPV vaccines.

Through the collaboration of (DOH) Department of Health, (DepEd) Department of Education and (DILG) the Department of Interior and Local Government the immunization strategy on school children was gracefully successful.

This will be followed on August 29 and September 4.

Department of Agriculture in the Davao Region (DA 11), said that the Interagency group Avian Influenza Protection Program Task Force Probinsya will inspect commercial and backyard poultry farms in the region following the Pampanga outbreak.

He said that the group has lined up a series of surveillance and monitoring activities on August 23 and 29 and September 4 in all chicken, game fowl and duck farms in the region.

The inter-agency task force is composed of representatives from the DA, Department of Health, Department of Agriculture, Philippine National Police, and local government units.

Apelo said they would collect blood and oropharyngeal swab samples for testing at the Davao Regional Animal Diagnostic Laboratory. All birds will be exterminated within 1-km radius from the area of infection, he added.

Apelo said all game fowls coming from Luzon will be temporarily banned from entering Mindanao.

In a DA memorandum circular dated August 14, a temporary ban has been imposed on shipment of live domestic and wild birds and their products, including poultry meat, day-old chicks, eggs, semen, manure from Luzon to Visayas and Mindanao “to prevent further spread of the disease in other parts of Luzon and Visayas and Mindanao.”

But shipment to Luzon from Visayas and Mindanao, being bird flu-free, will be allowed.

For areas within Luzon, transport may be allowed but it shall be accompanied by a shipping permit and a Veterinary Health Certificate issued by a government sector veterinarian certifying that these products were sourced from farms with no incidence of avian influenza for the past 21 days prior to shipment.

For poultry meat, it said the temporary ban will be lifted when there are no new cases reported 90 days after stamping out activity, including disinfection of all affected areas and surveillance.

So said they are expecting Luzon poultry growers would buy their source of chicken and eggs from Mindanao due to the incident.

The chicken production of Mindanao and Visayas combined was only 555,534 metric tons, or 33 percent of the country’s total production of 1,674,505 MT and twice lesser compared to the production of Luzon at 1,118.971 MT, a 2016 report of the Philippine Statistics Authority (PSA) showed.

Mindanao’s production was at 323,663 MT while Visayas’s was 231,871 MT. Central Luzon, the region of the bird flu-stricken province of Pampanga, produced the highest yield with

After the session, the drivers will be given an examination to determine if they have understood and have internalized the modules.

Those who pass the exam, with 75 percent as passing grade, will be issued an identification card signifying the holder to have completed the Pudap, and will be made as basis for the person’s employment as either driver or driver-operator.

Guro said the Pudap is a continuing education for drivers, thus, the ID is renewed every year after a re-training.

“C omplet ion of t he program by all drivers of each operator will be a condition that will precede any transaction that the operators may have pertaining to [the issuance of ] their franchise,” he added.

Guro warned that operators or drivers who fail to comply with the LTFRB program by not attending the Pudap will warrant the suspension of their CPC aside from paying the penalty of P5,000.

CHR chief saddened by 17-yr-old boy’s death in anti-drug op MANILA -Commission on Human Rights (CHR) chairperson Chito Gascon has expressed sadness over the death of a 17-year-old senior high school student in Caloocan City who was reportedly slain by policemen during an antinarcotics operation on Wednesday night.

“Malungkot na kaganapan na ang ating mga kabataan ay nagiging bahagi sa rising death toll (It is sad that our youth are part of the rising death toll),” Gascon told the Philippine News Agency (PNA) after a press conference at the CHR office Friday afternoon.

Kian Loyd delos Santos was reportedly gunned down by policemen during an “Oplan Galugad” operation in Caloocan.

According to authorities, the boy took off at the sight of the policemen, and tried to resist and fight back with a gun, prompting the police officers to shoot him.

However, witness accounts and footage from a security camera showed two policemen dragging Kian before he was found dead.

Witnesses said the boy was begging the

officers to let him go as he was being forced to reveal drug suppliers. They said the boy was given a gun and was instructed to fire it and run away, possibly to corroborate claims he resisted arrest.

“Malungkot itong kay Kian. Nangarap pala siyang maging police officer. Mataas ang pagtingin sa kapulisan (Kian’s case is sad. He dreamt of becoming a police officer. He looked up to the police),” Gascon lamented.

“Kung paniniwalaan natin yung CCTV (footage), hindi siya kailangan mapatay dahil mayroong eksenang lumabas sa CCTV, hawak na siya ng pulis. Gascon said the CHR is investigating Kian’s case, along with other deaths from police operations in Bulacan, Manila, Quezon City, Caloocan, Malabon, Navotas, and Valenzuela this week.
