Church leaders ask release of Bishop, lift Martial Law, resumes peace talks By CRIS DIAZ, Executive Editor

CAGAYAN DE ORO CITY: Church leaders of the influential Iglesia Filipina Independencia (IFI) on Tuesday demanded the release of IFI Bishop Carlos Morales, arrested almost three months ago in Ozamiz City, and called for the resumption of the peace talk with the National Democratic Front (NDF).

Bishop Antonio Ablon, President of the IFI Mindanao Bishop Conference, said that 3o IFI Bishops from Northern, Western and Northwestern Mindanao, converged in Cagayan De Oro City to join the nationwide demand for the release of Bishop Morales. In Manila, the IFI national cathedral led the

march rally to the Department of Justice (DOJ) where a picket-rally was held in front of the DOJ demanding the release of Bishop Morales. Bishop Morales, the head of the IFI Diocese in Ozamiz City, was arrested at a police checkpoint in Gango, Ozamiz City along with Rommel Salinas. Morales was later detained after Salinas was

reportedly identified as a consultant of the National Democratic Front (NDF) and an alleged top commander of the New People’s Army (NPA). Security Bank IH income up by 8% Security Bank Corporation (PSE: SECB) posted Php 5.2 billion in net income in the first half of 2017, up 8% from year-ago level. This result was driven by a 26% or Php 1.9 billion increase in net interest income to Php 9.3 billion. Non-interest income including trading gains was Php 2.9 billion, a 15% or Php 0.5 billion decrease. For the second quarter alone from April 1 to June 30, 2017, net income grew 32% from year-ago level to Php 2.43 billion, keyed by a 24% rise in net interest income to Php 4.9 billion. In the first half of 2017, the increase in net interest income was driven by a 27% growth in the loan portfolio to Php 340 billion and a 26% growth in deposits to Php 380 billion. Low-cost deposits increased 21%. Wholesale loans grew 25%, of which corporate loan growth was 23% and middle market loan growth was 27%. Consumer loans increased 49%. NEDA-10 forecast: Normin’s economy can grow 8.2% by 2022 By Mike Baños Editor-at-Large

THE National Economic Development Authority in Region 10 expects Northern Mindanao to be reaching for double digit growth by 2022. “For the region, the economy is expected to grow by 5.8-7.6 percent over the next five, six years, and to as high by 8.2 percent by 2022,” said NEDA-10 Regional Director Leon M. Dacanay Jr. during a press conference following the regional unveiling of the

Philippine Development Plan and Northern Mindanao Regional Development Plan 2017-2022 last July 18 at a local hotel. “Industry and services shall stay as growth drivers, while agriculture shall remain as the backbone of the region’s economic activities,” Dacanay added. The Northern Mindanao Regional Development Plan for 2017-2022 outlines major strategic plans and priorities that address poverty, and increased incomes to create resilient and sustainable communities, and

build vibrant industries and businesses. “The region also aims to reduce poverty incidence among families to as low as 22% by 2022,” Dacanay said. “The bolder objective is to significantly improve poverty situation and agriculture, in geographically isolated and conflict-affected areas, where many of the poor are found. Achieving this objective requires the region to leverage unemployment and aim at reducing underemployment rate to below 20 percent.” Aside from increasing

access to jobs, the quality of jobs has to be adequate, to reduce income poverty, particularly among farmers and unskilled workers, he added. And their small house was almost foreclosed by the bank for their failure to pay the monthly amortizations on time. Because of such a situation, I slowed down on my belief about the government. Later on, an impression had developed in me that, indeed, not all government workers are lazy, indolent, corrupt and dishonest. So much so that after my college graduation, I included in my job-hunting game the sending of ap-

plication letters to various government offices. But the bulk of such application letters, however, was sent to multi-million companies. Luckily or unluckily, one of the government offices I sent my application responded, asking me to report for an interview. The rest, as they say, is history. Having been in the government service for twelve years, I can say that some parts of the government system are rotten and have to be cured, healed or repaired, otherwise it will spoil the whole system. In the long list of serious problems that confront it, I consider red tape, graft and corruption and incompetence as the ones that need serious attention from our leaders. Are sanctions against Russia the solution?

P OL IC YM A K E R S an d economic organizations in Germany are getting increasingly nervous about the latest round of sanctions against Russia that the US administration looks set to implement. Energy sector firms are alarmed. On my opinion: no wonder! G er man E conomics Minister Brigitte Zypries, who was visiting the Philippines a while ago when celebrating Germany’s Day of United in Manila, on Thursday warned of the impact of new US sanctions against Russia on German companies, particularly those in the energy sector and with business ties with Russia. I was able to watch her telling the German public

broadcaster ARD that she thought little of sanctions decided to unilaterally, that is without prior consultation with EU partners. Mrs. Zypries is ver y right in warning against a trade war over this latest round of US sanctions against Russia, saying such a situation would be “very bad.” The minister - and not only she - is still hoping the US administration had not agreed the sanctions with a view to harming Europe. “But the upshot of it all is that our companies’ interests may be harmed,” she argued. Why warning the US over Russia sanctions? Very easy: counter-sanctions have to be considered. To-

day (Friday, July 28, 2017 - while writing this piece, the German Committee on East European Economic Relations, said US plans for tighter sanctions against Russia had the potential of harming EU firms with energy interests in their giant eastern neighbor. It went as far as to say that the latest US move appeared designed to stimulate US energy exports to Europe. The business forum added that the “possibility of European countersanctions against the US should be kept open as a very last option,” if firms in Europe were affected. The committee said it expected German exports to Russia to grow by 20

“First, our country’s economic trajectory has been on a sharp, consistent uptrend for the past 3 decades and a half,” Pernia noted. “Second, our economy is undergoing structural transformation or qualitative change. No longer just driven by consumption, but increasingly driven by investment. Transfer of high risk inmates sought ZAMBOANGA CITY -- The City Council, by way of a resolution, has requested President Rodrigo Duterte through the Regional Peace and Order Council (PROC) to transfer the high-risk inmates to Manila from this city. The resolution, authored by Councilor Miguel Alavar III, was approved on Tuesday during the regular session of the City Council. The resolution was coursed through Mayor Maria Isabelle Climaco-Salazar as the RPOC chairperson. “I authored the resolution to fast track the transfer of the high risk inmates to Manila to prevent incidents like jail break,” Alavar said in an interview. He said the Zamboanga City Reformatory Center

(ZCRC), which is manned by the Bureau of Jail Management and Penology (BJMP), is vulnerable to attacks since it is near the coastal area. SJO4 Virgilio Catubig, ZCRC noncommissioned officer, disclosed that there are 128 high risk inmates at the BJMP detention facility. Catubig said they consist of the following: 63 Abu Sayyaf Group (ASG) members; 57 organized crime group members; six Moro Islamic Liberation Front followers; one Moro National Liberation Front member; and, one high profile personality. DA-10 culminates SOA Program on ItikProd’n A total of 192 students of the School on-the-Air (SOA) Program on Itik Production received their certificates of completion during the conduct of a graduation ceremony on July 26, 2017 at theTieza Gardens of Malasag Eco-tourism Village, Cugman, Cagayan de Oro City. Spearheaded by the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Regional Agriculture and Fisheries Information Section (RAFIS), the threemonth long program was participated by 12 municipalities from the province ofMisamis Oriental, including Manticao, Naawan, Laguindingan, Alubijid, Opol, Tagoloan, Villanueva, Claveria, Jasaan, Balingasag, Lagonglong, and Kinoguitan. In partnership

with the Provincial Local Government of Misamis Oriental, the program aired from April to June through DxCCRMN every Mondays and Fridays, 5:30pm – 6:00pm with Rose Susan G. Laquibla as the host and Jess Anthony R. Recososa, DVM as resource person. To gauge whether the participants gained learning from the program, quizzes are given on-air, and an actual pen-and-paper final exam, which is facilitated by the assigned RAFIS staff, were set. Ratification for Asean Single Window agreement finally signed

The Philippines can soon exchange information on export and import shipments electronically with other Association of Southeast Asian Nations (ASEAN) member states, facilitating trade between the country and its peers in the region.

President Rodrigo Duterte signed on June 28 the ratification of the Protocol on the Legal Framework (PLF) to Implement the ASEAN Single Window (ASW), which provides guidelines on the operations, interactions, and electronic processing of transactions between ASEAN member states. ASW is an electronic gateway that enables seamless, standardized, and harmonized routing and communication of trade and customs-related information and data for customs clearance and release between national single windows (NSW). ASEAN member states connect to the ASW gateway through their respective NSWs. The ratification of the PLF is in compliance with the Philippines’ commitments under the ASEAN Economic C ommunity (AEC) Blueprint, and is based on the objectives, principles, and obligations established under the ASW agreement and other international standards. The PLF was signed by ASEAN members in Hanoi, Vietnam on September 4, 2015. By ratifying the PLF, the Philippines can electronically send and receive information using the ASEAN Trade in Goods Agreement (ATIGA) Form D, which serves as proof of origin of traded goods for customs purposes. O t her cross-b order documents will also be exchanged through the ASW gateway in the future. In the Philippines, ASEAN connectivity will be made possible by a newly built system called TradeNet.gov.ph. The system will allow importers and exporters to apply for accreditation, permits, licenses, or certifications online, and will enable all trade-related agencies to automatically receive applications and send feedback in real time. DEVELOPING OF PUPIL’S READING ABILITY By MARIA LUISA G. ABSIN South City Central School

The significant percentage of grade six pupils with reading ability in the frustration level in both oral and silent reading comprehension is indicative of their failure to develop their reading proficiency to the desired level. Given this alarming finding, appropriate actions need to be undertaken as follows: Any program in reading that will be designed in school be data driven. The school head and all the teachers in all subject areas from kinder to grade six should utilize the results of the Phil-IRI that is mandated for all schools to administer to improve the reading level of the pupils. Teachers and school heads should use the results not only to comply with the required reports to

be submitted to the division, regional and central DepEd offices but these should be used to identify the pupils and their deficiencies that have to overcome. There are different strategies that can be adopted as interventions. It was shown in the study that mastery of the basic sight words and service words was effective in helping pupils read phrases, sentences and even paragraphs. These interventions caused significant improvement to help pupils with deficiencies in oral and silent reading speed and comprehension. They were able to overcome their reading problems and improve their reading level from frustration to instructional level or even to independent level. It will no longer be a flash in the pan, or just be a boom-bust syndrome that we used to have earlier,” he noted. “We know that Region X has traversed higher growth. Garcia said that some suspects were found to be in the possession of illegal firearms, and others with illegal explosives. She said that the charges would be filed individually according to the evidences recovered from the suspects during the simultaneous raid. The Misamis Occidental provincial police office was one of the coordinating team that joined in the simultaneous raid on the houses, residences, and farms of the Parojinog early dawn Sunday. Comval town all set for big film festival DAVAO CITY -- Nabunturan town is all-set to host this year’s Cinemarehiyon, one of the country’s largest film festivals which will screen various regional films from across the country this August 22-27. “We are expecting 150 to 160 guests, official delegates to come. We think we are ready to host it.” Says Atty. Karen Santiago-Malaki festival director of the 9th Cinemarehiyon. Malaki said Nabunturan’s three main hotels could accommodate up to 180 people. “We are contacting local families also who are willing to host some of the participants.” Malaki said.
