NGCP plays major role in WESM Mindanao launch

NGCP has paved the way for the successful launching of the Wholesale Electricity Spot Market (WESM) in Mindanao, a milestone for the Mindanao grid.

In recent years, the Mindanao grid suffered rotating brownouts due to generation deficiency. However, the entry of large generators significantly increased supply, now creating a surplus and prompting the extension of WESM operations to Mindanao. With NGCP’s support, WESM Mindanao was officially launched in June.

“From its inception to its launch, we are very proud to be a part of this major development in Mindanao power operations. In line with our mandate to provide the best transmission services, we are always eager to support initiatives which will improve the grid’s power situation,” stated NGCP. NGCP’s biggest and most crucial contribution is the development of the Interim Mindanao Dispatch Protocol (IMDP). This was

implemented during the transitory period in preparation for the start of WESM’s commercial operations in Mindanao.

As part of the IMDP, NGCP developed a website for generators and load customers to submit their available supply and forecasted demand. After collating the submitted data, the website

enables NGCP to publish the demand profiles and Generation-to-Maintain Matrix, a summary of the daily capacity allocation per hour for each individual, for the reference and use of players in the Mindanao electricity market.

The website also allows NGCP to monitor the actual load per customer in real

time, which provides NGCP a better understanding of how to manage the balance of supply and demand in order to ensure reliable delivery of power transmission services in the area.

Childhood stunting in PH is prevalent—PIDS study

One in every two children under five years of age suffer from stunting, or those whose height is low for their age, reveals a study of state think tank Philippine Institute for Development Studies (PIDS).

PIDS consultant Alejandro Herrin in a policy note titled “Preventing Childhood Stunting: Why and How?” disclosed that the Philippines has shown little progress in reducing the prevalence of childhood stunting in the last 20 years, despite its lasting consequences on one’s health, learning, and economic productivity.

Citing data from the Food and Nutrition Research Institute (FNRI), Herrin explained that childhood stunting, which reflects chronic malnutrition, can affect one-third of children under five yearly, or around 3.78 million Filipino children who usually belong to the poorest sector.

Causes of childhood stunting Among the main causes of childhood stunting ac-

cording to Herrin are poor nutrition and micronutrient deficiencies, especially among teenage pregnancies.

Herrin also attributed this to poor quality of maternal care for pregnant women, as well as inadequate interventions such as breastfeeding, micronutrient supplementation, and infection control, particularly during the first 1,000 days of newborn babies.

The decline in the quality of nutrient consumption of children aged 6 to 23 months old is another contributory factor in the increasing number of childhood stunting in the country. The reason for this, according to Herrin, is the high percentage of households that suffer from food insecurity which, ironically, is prevalent among agricultural families.

Herrin said the assessments of specific nutrition projects in the country also showed various implementation issues in terms of targeting, coordination, management structures, logistics, and sustainability.

“For one, the national nutrition plan aimed to address all the dimensions of malnutrition, rather than focus on a specific nutrition problem,” Herrin pointed out.

He further explained that while the plan targeted the vulnerable and nutritionally-at-risk population and segregated them by population groups, conditions, and areas, the means by which its targets were initially intended to be identified and located was not applied.

“For instance, the Conditional Cash Transfer (CCT) program—Pantawid Pamilyang Pilipino Program—was once eyed for the identification of the priority population for nutrition interventions. However, the CCT program was not employed during the implementation of the plan. The delivery of interventions was still implemented in various places through the local health system,” he said.

also a reason for the slow reduction of stunting in the country.

Interventions To respond to these challenges, Herrin urged government to take advantage of the existing opportunities offered by “the increasing global interest in child stunting”, and the “existing platforms for the identification of the poor and the delivery and finance of health services”.

Specifically, Herrin said, government leaders should adopt a more focused and strategic nutrition agenda that is aimed at preventing childhood stunting in the Philippines.

He also proposed the use of the CCT program as a platform to identify poor beneficiaries, and as a yardstick to target nutrition interventions as “childhood stunting is closely linked to poverty.”

In addition, Herrin encouraged the use of existing platforms like the PhilHealth program to provide and finance maternal and

This was the message of Chief Supt. Rolando B. Felix, chief of the Police Regional Office in Caraga Region (PRO-Caraga), as he welcomed the 326 new police recruits who took their oath on August 16.

Felix reminded the new recruits to adhere to President Rodrigo Duterte’s strict orders for the PNP to always uphold honor and discipline in the ranks.

“You now officially belong to the special breed of men and women in noble profession of law enforcement,” Felix told the police trainees, who consist of 232 males and 94 females.

As trainees, the recruits are given the temporary rank of Police Officer 1 with a salary of P20,494 while undergoing their training at Camp Barbers Regional Training Center, Brgy. Lipata in Surigao City.

Tons of chicken product held at MisOr port

CAGAYAN DE ORO CITY – A total of 21 tons of frozen dressed chicken from Luzon are being put on hold to ensure that they are not contaminated with the dreaded avian flu virus, the National Meat Inspection Service in Region (NMIS-10) said.

The chicken product arrived Tuesday at the Mindanao International Container Port in Tagoloan town, Misamis Oriental, and destined for local markets throughout Northern Mindanao, the MNIS said in a statement.

However, NMIS-10 Regional director Angelita Barcelona made it clear that the poultry product is safe for human consumption per the agency's initial verification.

She said the initial finding was based on visual inspection of the meat.

Dr. Barcelona clarified that the products are being put on hold at a cold storage facility in Tagoloan town because the agency was also verifying the authenticity of the documents attached to the shipment.

She explained the NMIS10 was not taking any chances and will reexamine the frozen broiler chicken before they are released to the local market. She pointed out that the chicken product will remain safe for consumption for at least two years if kept in a cold storage.

Barcelona disclosed that the frozen chicken was already declared "bird flufree" by the NMIS office in Quezon City, which cleared it for transport to Mindanao on August 8.

The Department of Agriculture’s Bureau of Animal Industry (BAI), in its August 11 memorandum, disallows movement of live domestic and wild birds including poultry meat, day-old chicks, eggs and semen, and even manure, from Luzon to Visayas and Mindanao, and from Pampanga to other parts of Luzon.

“This temporary ban will take effect until such time that no new cases are reported 21 days after the depopulation of the affected areas,” said the memorandum, signed

Barcelona said they have yet to hear of reports of incidence of avian flu in the region but the NMIS-10 has remained on alert for possible cases of the illness that has already killed thousands of birds in poultry farms in some areas in Pampanga.

Meanwhile, the DA-10 has assured local consumers in Northern Mindanao that the poultry products sold in the local markets remain safe.

It added that the region has sufficient stock of chicken meat.

According to the data provided by DA-10, Northern Mindanao ranked third among the chicken growers in the country, producing a total of 11 percent of 19,596,441 heads contribution to the national supply annually.

The reality is there is no free lunch.

Members of the Lower House had no problem approving the tax reform bill (the first of several reform packages) in no time.

Senators on the other hand, are still trying to sort out the provisions which are claimed to be “anti-poor”.

But are these measures, like additional taxes on sugared beverages, really anti-poor?

From my end, they are more like pro-health.

Whatever the case, a decision on the proposed tax reform package has to be made now. Not tomorrow. Not next week. Sayang.

We are incurring much opportunity loss.

Passing the tax reform package, however, is only half the solution. We have to make sure that we also improve tax collection ef-

ficiency.

We can start by making it easy for taxpayers to pay, eg., by simplifying our tax forms.

An improvement in public perception of our collection agencies will also do wonders. Our revenue and customs collectors must not only be honest and competent. They must also be perceived as honest and competent.

But at the end of the day, what will matter is how the funds are actually used. Are they used for the purposes intended? How much of public money is lost due to corruption? Is public money spent in full and on time?

How often have we heard of “low absorptive capacity” of front-line agencies leading to their failure to spend their budgets.

Of all the jobs in news and journalism, being a war correspondent is the most dangerous. Some reporters are captured as prisoners, some escape, and some die.

Young 25-year-old Leonard Spencer was a reporter for the London Morning Post. His assignment was the Boer War in South Africa.

Leonard was riding a train to the frontlines of battle when suddenly there was a violent crash.

The Boer army had ambushed and attacked this British train. During the shooting, Leonard jumped out into all the bullets and exploding shells to help clear the train tracks.

He walked alone for many days and nights, continually dodging enemy soldiers. Tired, hungry and thirsty, he finally reached a mining town and knocked on the door of the only British person living there.

Leonard was then smuggled onto a train to the British consul and safety.

You know what’s really amazing? Leonard Spencer is not remembered for his bravery in the South African Boer War. You see, this young journalist who saved a train of British soldiers and escaped the enemy against nearly impossible odds, continued to do the impossible the rest of his life.

Young Moros sell shirts to raise fund for Marawi IDPs SARANGANI Province--A group of young Moro volunteers has been selling shirts as its initiative to raise funds that benefits the Maranaos displaced by the Marawi siege.

“This is our way of helping Maranao brothers and sisters displaced due to the armed confrontation in Marawi City,” said Bai Ashrafia Alonto Biruar, one of the conveners of We Are Marawi Fundraiser Team, in an interview.

On May 23, 2017, the combined forces of Abu Sayaff and Maute Terror Groups staged an attack in Marawi City which prompted President Rodrigo Duterte to declare Martial Law in Mindanao.

She said the social media is a big help in promoting the fundraising drive.

“After posting it on facebook, we got positive response, more orders from here and abroad suddenly came,” Biruar added.

She s ai d t he “We Are Marawi” shirts are currently being produced in the cities of Cotabato, Iligan and Davao.

The volunteers have already brought two batches of relief goods to the IDPs staying in Lanao del Norte.

“We were able to give food packs, prayer mats, prayer dress, hygienic kits and toys for the children,” Biruar related.

SARANGANI Province-Moro Civil Society Organizations (CSOs), academicians and peace advocates are currently working out the formation of an organization of Moro leaders in the provinces of South Cotabato, Sultan Kudarat, Sarangani and General Santos City (Socsksargen) that will serve as the “voice” of the Muslim constituents in the region and act on major concerns affecting the Muslims in the localities.

The proposition surfaced from some of the participants of the “ConsultationDialogue on Peace, Human Rights and Security” held in General Santos City last July 13 where they tackled the status of the Bangsamoro Peace Process, Martial Law and Unity and Solidarity among the Bangsamoro people.

In their conversation over the social media, proponents of the group stressed the importance for Moro leaders to have an avenue where they can regularly discuss issues affecting their people and act accordingly to whatever concerns that require immediate attention or resolution.

Ustadz Abdulbayan T. Laguialam, an Islamic scholar and Project Manager of Madaris (Islamic schools) Project in Sarangani, said the creation of such group will demonstrate unity among the Bangsamoro in Socsksargen.

He said it is incumbent among Muslim leaders to look into the welfare of their people and protect their interests.

“This organization of Moro leaders shall issue statement to voice out our

The recent registration by the Regional Board of Investments (RBOI) of the investment of Bangsamoro Terminal Services, Inc. (BTSI) amounting to P129 million, a company based in Polloc Freeport in Parang, Maguindanao is seen to boost the Mindanao Economic Corridors strategy for Mindanao economic development. This is because Polloc Port provides easy access for bulk cargo in Central Mindanao, particularly Maguindanao, the land-locked areas of North Cotabato, Sultan Kudarat and the coastal municipalities of Lanao del Sur. Polloc Port is a key node in the South Central Mindanao Corridor under the Mindanao Development Authority’s (MinDA) Economic Development Corridors strategy for economic growth. The Mindanao Development Corridors is a spatial development strategy that aims to increase the competitiveness of Mindanao industries by providing them with common service facilities.

The program also aims to achieve physical integration among key economic clusters in Mindanao in its bid to become self-reliant and internally dependable. The program will also prepare the island-region towards greater economic cooperation with the BIMP-EAGA

The history of BTSI shows the relevance of Polloc Port to the economic development of Central Mindanao because no less than former Philippine President, Fidel V. Ramos was part of its establishment.

It was Ramos who foresaw the strategic importance of facilitating the development of a gateway port in Central Mindanao, such as Polloc

Port. Accordingly, Ramos helped organized a port services operator for Polloc Port in which the BTSI is the successor company.

Previously, the cargo handling company in Polloc Port was PTC Mindanao Port Services, Inc. (PTCMPSI) established in 1979.

At that time, the company operated at Polloc Port, Parang, Maguindanao then expanded its operations in Zamboanga City. PTCMPSI rendered arrastre,

LTFRB launches PUV Drivers’ Academy in Davao DAVAO CITY – The Land Transportation Franchising and Regulatory Board (LTFRB) launched Thursday its PUV Drivers’ Academy where more than 50 taxi drivers in Davao City took the one-day mandatory course on road safety and good driving habits seminar.

They are the pioneering class of the LTFRB’s PUV Drivers’ Academy which offers five modules on Cer-

According to Yniguez, the operator of the public utility vehicle will be fined P5,000 per violation if their drivers did not undergo the

mandatory seminar.

Yniguez said the seminar is aimed at providing skills for the public utility drivers on road safety. She said the modules are developed by the Ateneo de Manila, Dela Salle, the University of the Philippines, Automobile Association of the Philippines, and the Land Transportation Office (LTO). Each are represented to speak in the seminar.

During the opening, Yniguez asked the participants not to degrade themselves as mere drivers although they need to their upgrade skills.

Biblical reflection

And he rebuking [them] suffered them not to speak: for they knew that he was Christ.

And when it was day, he departed and went into a desert place: Jesus came from the synagogue the place for study and “worship” and went to the house of Peter mother in law who has fever.

In this scenario, we

can see that Peter was close to his mother in law, in fact, he brought Jesus to her for healing. How about you, are you close to your mother in law? We can also describe that Peter asked the help of Jesus since he could not do anything for his sickly mother in law. This is the thing to do, let us bring Jesus to others

and others to Jesus.

For Peter, he was not effective because his mother in law knew him very much that’s why he brought Jesus to their house. This is also possible to us, in the eyes of others we are not qualified but do not worry, Jesus is in our side and He qualifies you always. Jesus was in the side of Peter in

The award for Outstanding Regional Partner for Currency Programs will be given to the agency or institution that supported the BSP’s currency programs and advocacies in Region VII, such as the clean note policy, coin recirculation and demonetization of the new design series. Meanwhile,

the Outstanding Regional Partners for Implementing BSP Advocacy on the Conduct of Public Information Campaigns shall be given to the agencies or institutions that have supported the BSP’s public information campaigns conducted in Region VII. This occasion is the seventh of the BSP’s regional stakeholders’ events which will be held from July to September 2017 in 12 areas outside the National Capital Region to honor stakeholders in various award categories. BSP Hosts 2017 Awards Ceremony and Appreciation Lunch for Stakeholders in Region VII The Bangko Sentral ng Pilipinas (BSP) will recognize its stakeholders who have continuously supported its statistical initiatives, information requirements, advocacy programs as well as the effective delivery of its functions during the 2017 Awards Ceremony and Appreciation Lunch for BSP Stakeholders in Region VII. Focusing on the theme “Transforming Shared Visions into Dynamic Partnership,” the event will be held on Tuesday, 15 August 2017, from 9:30 a.m. to 1:00 p.m at the

Banking Hall, BSP Cebu Regional Office, Cebu City, as part of the BSP’s 24th anniversary celebration.

Monetary Board Member Valentin A. Araneta will lead in honoring this year’s awardees and stakeholders.

The BSP will give 9 awards to outstanding partners: for the Information Support category—two for the Business Expectations Survey (BES), and one for Sources of Information for the Report on Regional Economic Developments; and for the Advocacy Support category—four for the

holders of the BSP in the National Capital Region were earlier honored during the awards ceremony held last 11 July 2017 at the BSP Main Complex, Manila.

This event is expected to further strengthen the partnerships between the BSP and its stakeholders in information gathering and advocacy campaigns that will help carry out its mandate of maintaining price stability and promoting a healthy financial system as well as ensuring an efficient payments and settlement system in the country.

Senate President Aquilino Pimentel III has filed Senate Bill No. 1408 as his version of the TRAIN, which the House overwhelmingly approved last May 31 as House Bill No. 5636. The Senate ways and means committee chaired by Sen. Juan Edgardo Angara has been holding public hearings on this tax reform package.

Dominguez noted that the Department of Finance’s endorsement of the TRAIN bill to both chambers of the Congress has boosted investor confidence in the economy, as shown by the positive forecasts on the country’s growth prospects by foreign and local business groups as well as by prominent financial institutions here and overseas.

He pointed out that apart from making the tax system simpler and fairer, especially

for wage earners plus lowand middle-income families, the TRAIN would help raise enough revenues for the Duterte administration to sustain its aggressive spending on infrastructure and on social services such as education and healthcare.

“Martial law” had just been declared in San Luis and immediate environs!

It was explained that DA Secretary Manny Piñol had to call on the army because the civilians were just not enough to deal with the infected fowls.

Moreover, the culling process was tedious. It involved wringing the necks of the chickens. The normal procedure of slitting the throat is not done to avoid spillage of chicken blood which could be contaminated.

It was also explained that the soldiers would be inoculated, briefed and properly equipped with protective clothing before they are deployed.

Then the anchor turned to other news.

Minutes later, my kasambahay announced that dinner was ready. She had bought freshly-cooked, crispy chicken legs from Mini Stop.

I momentarily hesitated, still trying to digest what was reported in the news.

But then, I said to myself, what the heck. This reputable giant convenience store chain would know better to source their chicken other than from safe suppliers.

I had a hearty meal.

Uber the rainbow Why do I get the feeling that in the current UberLTFRB controversy, public opinion is overwhelmingly in favor of Uber?

As the government agency mandated to regulate public transport, LTFRB should the one praised for supposedly doing its duty and maintaining discipline in the transport sector.

But LTFRB gets brickbats from so many directions even from honorable members of the senate, Grace Poe, among them.

An Uber regular, whom I know, had this to say.

“Uber is doing a good job of providing fast, reliable, convenient and safe transport for commuters like me. I feel safe taking Uber

because my travel details are immediately communicated home. I left my brand new iphone in an Uber and I got it back in no time. Drivers are generally more courteous and friendly. No hassle in paying my fare because I can just charge it to my credit card. That way, I can easily keep track of my expenses.”

Perhaps, this should serve as a friendly reminder to LTFRB: If it ain’t broke, don’t fix it.

Ford Philippines Sustains Momentum With Record July Sales Ford Philippines recently announced record July retail sales that rose 8 percent year-over-year to 2,973 vehicles.

“Strong demand for our full lineup of Ford vehicles is driving our continued momentum, especially for our biggest-selling nameplates including the Everest, Ranger, and EcoSport,” said Rodel Gallega, vice president, Marketing and Sales, Ford Philippines. The Everest SUV remained Ford’s best-selling vehicle with sales growing 6 percent from a year ago to 1,002 vehicles, driving yearto-date sales to 6,770 vehicles.

The Ranger pickup truck notched July sales that jumped 31 percent year-over-year to 916 vehicles. Year-to-date sales for the versatile Ranger have increased 18 percent to 5,512 vehicles. Available in a range of 15 variants in the Philippines, the ‘Built Ford Tough’ Ranger is the second-best selling pickup truck in the country.

The EcoSport compact SUV continued to enjoy widespread appeal in July with retail sales of 867 vehicles, helping drive year-to-date up 16

percent to 6,092 vehicles.

Ford’s North American-built models also contributed to the record July performance.

Retail sales of the premium Explorer SUV delivered sales of 85 vehicles, pushing its year-to-date sales up 3 percent to 636 vehicles.

The Mustang sports car delivered July sales of 42 vehicles, boosting its year-to-date sales up 33 percent to 222 units.
