2 Oro brgys under state of calamity due to dengue CAGAYAN de Oro City-The City Council here on Tuesday (August 13) has placed two urban barangays under a state of calamity due to dengue epidemic.

Declared under a state of calamity were barangays Carmen, and Kauswagan, according to a report made by the Power, a daily newsletter of the City Council.

The report said there were 1,750 dengue cases and 15 deaths have been recorded in Cagayan de Oro City. There were 196 cases and two deaths in Barangay Carmen.

During the regular session of the City Council on Tuesday, Councilor Maria Lourdes S. Gaane, chair of the City Council committee on health and health insurance, said that she is alarmed over the recorded

CAGAYAN de Oro City-Police apprehended a 66-year-old Korean national for alleged possession of illegal substance inside a hotel room in Barangay Lumbia, this city, on Friday.

According to Cogon police station commander Captain Tessie Lleva said Dong is a retired soldier of the Korean Army and has been using his monthly pension for his daily needs here.

Lleva said Dong has been known to sell shabu to his compatriots living in the city.

Army conducts 3-day Peace-Building training in B’non IMPASUGONG, Bukidnon -- Balay Mindanaw Foundation Inc. in partnership with 8th Infantry “Dependable” Battalion successfully conducted a three-day peace training dubbed as “Operation Peace Course (OPKors)” Training at Battalion Headquarters, Impasugong, Bukidnon on August 13-15, 2019.

The army CSP teams and civilian peace-builder participants prepared themselves for the training knowing the aim that is to give knowledge on peaceful solutions to conflicts existing in the community. Also, the training encourages them to include peaceful resolutions to conflict instead of resulting to violence.

Force-field analysis, conflict analysis, and conflict mapping as tools in resolving conflict were also taught during the training which

are essential in determining possible peaceful solutions to the conflicts existing in the community.

Charlito Zamora Manlupig, founder and the Chairperson of Balay Mindanaw, emphasized why peace building is important, “After the gunfight, what does the soldiers do? As soldiers, if there is no war in your area, you should engage in the community and the people to

The dialogue aims to hear the concerns of the indigenous people (IPs) in the province and determine the appropriate interventions to be given to them. IPs are one of the sectors identified to be most vulnerable to New People’s Army (NPA) exploitation and recruitment.

MAMBAJAO, Camiguin -- The MANA Millenium Technical School, Inc., in coordination with the Local Government of Mambajao, urges residents of the town to enroll in the Bread and Pastry Production NCII free skills training program.

A total of 125 students will be accommodated in the said skills training program which will be divided into 5 batches. Every batch will only take 18 days to complete the course.

LALA, Lanao del Norte -- In order to control the fast-growing rates of dengue cases in the province, a Clean-Up Drive activity was conducted in Barangay Maranding, Lala.

The Barangay Council headed by Barangay Captain Jeoffy Malinis Fung of Maranding along with the Department of Health (DOH) and Department of Education (DepEd) led the “Alis Dengue” Clean-Up Drive with the theme, “Stop the Breed, Stop the Bleed.”

Based on the report from the Provincial Health Office, Lala town has recorded 46 dengue cases with one deceased patient as per January until July 2019.

THE Integrated Bar of the Philippines (IBP) Misamis Oriental chapter led by president Carlo Almirante held a four-day mandatory continuing legal education (MCLE) at Grand Caprice Restaurant here in Cagayan de Oro City.

According to Almirante, this is the first marathon MCLE that the IBP Misamis Oriental chapter has conducted that covers all 36 units required by a lawyer to attain within two years or risk losing accreditation by the courts.

Along this line, Almirante expressed his gratitude to the Supreme Court for accrediting local lecturers for the event, who in turn now have the authority to conduct MCLEs in their respective provinces.

“Wala na kami magastoan sa pamelete and accommodations para sa amo mga lecturers kay mga lokal man tanan,” he said.

CAGAYAN de Oro City-The parents who buried their dead infant right in their owned backyard could be facing charges, police said yesterday.

Based on investigation, the baby, named “Mart,” was nine years old named when he got ill and was buried by his own parents on July 18, 2019.

The infant’s parents were identified by the police as Bonifacio Enderes, 34, a construction worker, and Marilou Quibol, 35, a housekeeper.

Foundation Day is an example of a special day where full of happiness may be found. The fifth foundation day of Mantaboo Elementary School was celebrated on August 25, 2018 the celebration was come merrily and peacefully with a theme “Sa Pagtinabangay Maangkon ang Tinu-od nga Kalipay”.

The program started with a Pamuhat led by the community elders, followed by a parade joined by teachers, pupils, parents and guests.

The program was opened with a message given by our GPTA president Mr. Felino A. Arapan. Everybody was so excited to join the following contests; field demo contest, parents dance contest and fun games.

Category A composed of K to Grade 3 while in Category B was composed of Grade 4 to Grade 6 and ALS learners. The judges of the said activity were Ms. Roquesa Lorgronio (IP Representative), Mr. Frederick Parlucha (Dance Instructor), Ms. Jesila R.

Braga (Barangay Sil-ipon Kagawad).

Each grade level showed their talents and skills in dancing. The many hours spent in rehearsing are considered well spent as pupils put up a show. Pupils performed in an open field with tempo music and applause. Pupils hone their skills aside from academics. The crowd was filled with excitement as the board of judges announced the winners.

In category A-Grade 1 and Grade 2 ranked first place while Grade V won in category B. The Grade 1 and 2 parents won also the first place in their category.

The program ended with an acknowledgement of all the participants of the event and extending appreciation to the stakeholders of the school and the community.

Despite of the distance and unavailability of electricity the event was still remarkable. Indeed, nothing is impossible when everyone cooperates and helps each other.

KIDAPAWAN City -- An 80-year old owner of a funeral parlor here was stabbed to death allegedly by one of his farm workers at around 11 p.m. on Friday.

City police chief Lt. Col. Ramel Hojilla, identified the victim as Carlos Rendaje Collado, Sr., owner of the Collado Funeral Homes located along Quezon Boulevard.

The suspect was identified as Ritchie Cajucom Alpuerto, 34, of Barangay Bala, Magsaysay, Davao del Sur. Reports said Alpuerto forcibly entered the back-

door of Collado’s house in Barangay Balindog and proceeded immediately to the master’s bedroom where the victim was sleeping with his wife.

But before going to his target, the suspect took a 12-inch knife at the kitchen which he used to kill Collado, the police said. The victim, initial reports said, sustained eight stab wounds in different parts of his body.

The suspect tried to hit the victim’s wife when she tried to scream and struggled to leave the room.

Proud to be corrupt

PEOPLE who are inept and corrupt in this country are obviously extra proud of themselves.

Corrupt people are everywhere in the bureaucracy -- masquerading as tamed sheeps but in reality, they are hungry wolves salivating on taxpayer’s money.

These notorious gang of thieves can still find time to swag their tails in public with impunity as if stealing money from the coffers of government is a license granted exclusively for them.

Alarming as it were, corruption is still lurking in high places in this era of change, down to the lowly rank-and-file.

That said, corruption is

everywhere in the bureaucracy since time immemorial and is perceived to persist despite the on-going anticorruption campaign of the Duterte administration in all levels of governance.

Justified by history, corruption is long regarded as SOP (Standard Operating Procedure) in government transactions, and this may be the reason why people in government are still corrupt up to this day.

But history should not be an excuse to allow corruption to flourish and eat up government resources down the drain.

Be that as it may, recent findings revealed that due to massive corruption in

government, the country is losing an estimated P700 billion annually, or around 20 percent of the national budget appropriations.

This staggering amount being pocketed by the vultures in government is seen to shelter some 1.4 million homeless people, provide medical comfort to around 7million and store truckloads of rice that would last for more than year.

As a graft buster, President Duterte keeps on trumpeting this word STOP to protect public funds, yet his clarion call to end corruption seems to end up in deaf ears.

jury, tax evasion to outright bribery -- has permanently engulfed the so-called public servants into a money trap they refuse to get out.

Ayala’s Sustainability Blueprint OVER many years now, the Ayala Group has been, in many ways, sensitive to issues relating to improving human lives and protecting the environment.

When the United Nations came up four years ago with the 2030 Agenda for Sustainable Development, the Ayala group institutionalized its own blueprint aligning itself to the global framework that is fast changing the face of capitalism.

GENERAL SANTOS CITY -- Recipients of farm machineries and equipment (FMEs) expressed their gratitude to the government as the Department of Agrarian Reform-Sarangani conducted a series of turnover ceremonies.

Economist optimistic of 6% GDP in 2019

MANILA -- An economist of ING Bank Manila is hopeful that Philippine economic growth will hover about six percent this year despite the weak output in the first half, citing government efforts to boost the economy.

In a report, ING Bank Manila senior economist Nicholas Mapa noted recent Department of Budget and Management (DBM) announcement that utilization of notice of cash allocation (NCA), or the DBM-issued disbursement authority to

cover government agencies’ cash requirements, has reached 93 percent of this year’s program as of end-July.

As of last July, NCA utilization amounted to PHP1.569 trillion, almost near the PHP1.688 trillion that has been released.

DBM has said it released 89.1 percent or about PHP3.263 trillion of this year’s PHP3.662 trillion obligation program as of end-July.

Tagum City intensifies road-clearing operations

TAGUM CITY -- Adhering to the directive of President Rodrigo Duterte during his 2019 State of the Nation Address, the local government of Tagum heightened the clearance and reclamation of public roads, sidewalks and pathways from obstructions such as stockpiles, vegetation, signages, illegally constructed structures and ambulant vendors.

The said instruction was incorporated in the Memorandum Circular No. 2019-121 issued by the DILG which the City Engineer’s Office (CEO) immediately complied with in partnership with the Tagum City Police and the Traffic Management Office under the Oplan Hapsay Dalan.

Since the issuance of the memorandum, the LGU has conducted inspections, monitoring, and issuance of notices daily, with a total of 11 clearing operations already executed to trim establishment canopies that obstructed the road-rightof-way (RROW) at Purok Palmera, Visayan Village and two demolitions implemented in Purok Anahaw, Visayan Village and Purok Bayanihan, Magugpo West.

Davao City bus system gets P100-million initial funding DAVAO CITY -- The City Government of Davao has allocated an initial P100million for the implementation of a new city-wide bus system.

The budget is included in the Supplemental Budget 1 which will is expected to be passed by the City Council on the third and final reading.

This followed an announcement by Mayor Sara Duterte on the program “Give Us This Day” television program of Pastor Apollo Quiboloy early this month regarding the start of the bus system.

“For this year, nagbudget ta ug (we budgeted) P100million from the funds of the city government to fund the bus system,” the Mayor said in the program.

The Mayor is pushing the High-Priority Bus System (HPBS) which would entail city buses to service major transport routes in the city.

The HPBS aims to decongest traffic, lower carbon footprint and provide convenience and comfort to commuters.

The HPBS is part of the Davao Public Transport Modernization Project which would be funded by the Asian Development Bank. The ADB has allotted $70-million for the project.

Currently the City has a Peak Hours Augmentation Bus System (PHABS) which services underserved high commuter routes in the city, which utilizes city buses to ferry passengers. The airconditioned and spacious buses has been a hit among passengers, building up the clamor for the establishment of such transport system in the city.

A city bus is a type of bus designed for short distance public transport, it has large multiple doors, spacious, airconditioned, and has a low floor for easy access.

The City Transportation and Traffic Management Office in June has identified pilot routes for the new bus system. The initial routes are; Catalunan Grande going to downtown Davao City, and the Carlos P. Garcia Highway going to the Philippine Ports Authority office in Sasa.

Gaane said the Department of Health (DOH) has earlier declared a nationwide dengue epidemic in the country last August 6.

DOH data shows that there were 15,095 dengue cases in Northern Mindanao which is one of the highest in the country this year, she added.

“Indeed, there is a dengue outbreak raging in the city right now,” said Gaane.

According to the councilor, Dr. Adriano Suba-an of DOH-10 cited that the abnormally high fatality ratio means that the city’s response is weak in addressing the crisis.

“He rightly stressed that the city must defeat this menace, otherwise, we would lose credibility as Northern Mindanao’s regional hub,” Gaane stressed.

4S STRATEGY The DOH has urged the public to follow the 4S strategy to prevent new infections as dengue continues to increase in the region.

Lleva said knowing what caused Dong’s freedom from that previous drug case has become part of their ongoing investigation.

She said they have been conducting a month-long surveillance on Dong, who they found out got his drug supply from a contact in General Santos City.

When the police were about to arrest Dong and

his drug supplier Thursday night, the contact never arrived and told the suspect by phone that he cannot yet deliver the illegal substance.

Instead of calling off the operation, Lleva said an operative invited Dong to do drugs inside his hotel room.

Agents from the Cogon police arrested Dong as they were about to start the pot session. Confiscated from him were two small sachets of suspected shabu.

Lleva said the suspect could be facing charges of illegal possession of drugs.

Dimaporo said Basher and Gandamra are known suppliers of “shabu” to students of MSU-Marawi and their operation extended up to Barangay Tambacan, in Iligan City.

They were arrested and jailed for drugs in July 2017 but their cases were dismissed in November of that same year.

Basher used a 17-year old high school student to deliver the drugs in his transaction with the NBI’s poseur buyer while he was looking out from a distance.

“Nagkaroon pa ng habulan (inside the campus) kasi tumatakas siya (Basher).

When we got hold of him, that was also the time when we did a transaction with Gandamra,” Dimaporo said.

During the frisking, operatives seized an estimated two grams of believed to be shabu from Gandamra and the 14 thousand pesos bust money and another two grams from Basher.

The suspects admitted they are into the illegal activity and were crying saying they regret of what they did.

Dimaporo said they are now preparing cases against Basher and Gandamra in violation of Dangerous Drugs Act while the 17-year old will undergo a dental examination to prove he is a minor.

When confronted by law enforcers, Borinaga said the couple admitted that they had buried their youngest child at the back of their house, a one-room shanty made of wood and galvanized iron sheet.

When asked by investigators what caused Mart’s death, Enderes said he had a fever.

Enderes told police that he didn’t know what to do that’s why they did not ask for help from the barangay health center or brought him to a public hospital, until the baby died, Borinaga said.

What was intriguing, he added, was that Mart died in the morning of July 18, 2019 and was buried later that evening.

They did not even inform their neighbors or the barangay officials so they can avail of burial assistance. There’s something the parents was not telling us why they buried the child on the same day, Borinaga said.

He said the baby was wrapped in a cloth and placed in a wooden box, then buried on a two-foot hole dug by the father.

He said the parents could be facing charges of filicide as if it can be proven that they were responsible for the death for their child.

Investigators are still looking for evidence and witnesses that could point to the suspicion that the couple had a hand in the infant’s death, he added.

Borinaga said the parents could also be charged for burying their dead in their backyard.
