Joint venture eyes bulk water to sustain C. de Oro’s growth

THE National Spatial Strategy proposed network of settlements under the 2017-2025 Philippine Development Plan envisions Metro Cagayan de Oro as the Philippines’ 4th Metropolitan Center after Manila, Cebu and Davao by 2025.

However, if things go according to plan, Cagayan de Oro will have one big fat advantage over its three predecessors: a sustainable supply of potable water that can keep pace with its growing population.

The first step towards the realization of this vision was taken Tuesday, August 15 when MetroPac Water Investments Corporation (MPW), a wholly-owned subsidiary of Metro Pacific Investments Corporation (MPIC) signed a joint venture agreement with the Cagayan de Oro City Water District (COWD) to organize a joint venture company which would undertake the supply of bulk treated water to address the increasing demand of Cagayan de Oro City.

CAGAYAN DE ORO CITY – The National Meat Inspection Service (NMIS) in Manila has cleared the more than 21 tons of frozen dress chicken before it was shipped here, a government official said.

The food product was declared as safe for human consumption but they are put on hold at a cold storage facility in Tagoloan, Misamis Oriental, until further verification is conducted to ensure that they are not contaminated with the dreaded avian flu virus, said Dr. Angelita Barcelona, NMIS-10 regional director.

Barcelona said the tons of frozen chicken are under their control but they will be conducting further examination.

P200,000 reward up for killer of Koronadal barangay captain GENERAL SANTOS CITY – South Cotabato Gov. Daisy Avance-Fuentes is pushing for a P200,000 reward for the arrest of suspects who were behind the murder of a barangay chair in Koronadal City last week.

Fuentes said Tuesday she will pursue the setting of the reward money for the killers of Barangay Topland chairman Baltazar Bermil during the a scheduled meeting this week of the Provincial Peace and Order Council (PPOC).

She said the move is mainly aimed to fast-track the ongoing investigation and ensure the resolution of the case.

“The reward money will be given to any police authority or private person who can lead us to discover who really did the assassination,” she said.

Bermil and his cousin were on their way to the city proper aboard a barangay service vehicle when they were waylaid by two motorcycle-riding suspects at a portion of Purok Garcia in Barangay Rotonda at around 10 a.m.

on Wednesday last week.

The victim, who was driving the service vehicle, died on-the-spot due to three gunshot wounds. His cousin, Nida Parcon, sustained two gunshot wounds but survived the attack.

Fuentes said she will gather officials and personnel of concerned law enforcement agencies in an executive forum at the PPOC meeting “so we will know and understand what is happening in our province right now.”

She said the provincial government and local authorities need “to be tough” on such kind of incidents.

“We need to get into the bottom of this. We’ve known chairman Bermil as a good person and had not been involved in any illegal activity,” she said.

Two weeks before the incident, Bermil figured in a controversy after one of his nephews was arrested in a major drug raid in his village that resulted to the recovery of around P2.36 million worth of methamphetamine hydrochloride or shabu.

Koronadal City Mayor Peter Miguel earlier disclosed that three barangay chairmen in the city and several other village councilors are being monitored by authorities due to their alleged involvement in illegal drug-related activities.

In line with the incident, the South Cotabato Provincial Police Office has created a Special Investigation Task Group (SITG) based on a directive issued by Gov. Fuentes.

SITG Bermil is headed by the provincial police director, Sr. Supt. Franklin Alvero, and composed of personnel from the Koronadal City police station and the Criminal Investigation and Detection Group.

Fuentes said she ordered the task force to look into the possible involvement of local drug groups and other private armed elements into the incident.

PDEA-Armm busts drug ring, arrests 5 COTABATO CITY -- Antinarcotics agents and police arrested here Monday night five people, including a woman, in an anti-drug operation, the Philippine Drug Enforcement Agency (PDEA) said.

Director Juvenal Azurin, director for the Autonomous Region in Muslim Mindanao (PDEA-Armm), said the raid was conducted in Little Talitay, Barangay Rosary Heights 7, Cotabato City after agents confirmed the illegal drug trade in the village.

Azurin said a PDEA agent posed as buyer and after securing stuff, the raid was conducted.

Armed with search warrants, the team aided by members of Police Station 2, raided the house of Datu Ronnie Rajamuda, a suspected big-time illegal drug peddler operating in Maguindanao and Cotabato City.

But Azurin admitted Rajamuda managed to escape when lawmen were approaching his home at past 7 p.m.

His wife, Aireen Talusan Rajamuda was arrested along with Mohammad Menak Rajamuda, Jomar Aman Rajamuda, Bailinang Menap Rajamuda and Nasser Maticayan Cader.

Surigao delegates join global waste management confab in Bangkok SURIGAO CITY, Surigao del Norte– In an effort to gain insights and learn best practices of proper waste management abroad, Governor Sol F. Matugas led the Surigao del Norte delegation who participated in the Global Waste Management Conference 2017 in Bangkok, Thailand last August 1-2.

With the theme, “Building Sustainability in an Urbanized World through Strategic Waste Management,” the International Global Waste Management Conference 2017 is the first in Asia, designed to provide a platform to address the rising issues in relation to the negative impacts of waste on health and environment, among others.

Policies, legislatures an implementation mechanism for recycling and waste management were presented in the said conference as well as the promotion of investments in the field of recycling and waste management, review of modern methods, technologies, and solutions in managing industrial, medical, agricultural and municipal waste.

“Surigao del Norte, including our emerging tourist destination in Siargao Island, needs to adopt proper waste management practices to attain sustainable development,” said Gov. Matugas.

“The conference provided an opportunity for the Surigao del Norte delegation to learn from the papers presented and the sharing of experiences of other countries in Asia in terms of managing their wastes,” she added.

Matugas also said that their challenge now is to be able to implement a system that is workable in their locality and support it with effective policies. "Costeffectiveness, applicability, and effectiveness. These are the key enablers of better waste management,” she reiterated.

The team has prepared a re-entry plan to the Department of the Interior and Local Government entitled “Adopting global practices and strategies in developing the solid waste management plan, building capacities of the Surigaonons and sustaining the Solid Waste Management programs of the Provincial Government of Surigao del Norte.”

This focuses on the implementation of the 3R (reduce, reuse and recycle) governance as well as upcycling, the process of

transforming by-products, waste materials, useless, or unwanted products into new materials or products of better quality or for better environmental value.

“One interesting concept which was repeatedly discussed in the presentations was about the circular economy, its business opportunities and how to develop value-added products from waste. We will promote upcycling here in Surigao and provide support to the private sector and other interested groups who will be our partners in this programs,” said Gov. Matugas.

For Siargao Island, the provincial government intends to operate a Material Recovery Facility (MRF) in one of the barangays close to the tourism destinations in General Luna, where machineries for recycling waste materials will be made available.

All municipalities will also be required to set up their respective MRFs as mandated by Republic Act 9003 or the Solid Waste Management Act. A strengthened SchoolBased Solid Waste Management Program will also be implemented in the province, with enhanced parents’ engagement and pupils/ students with corresponding incentives to support the advocacy. In Pikit town, a security guard identified as Dennis Adam Maganod, 32, of Barangay Fort Pikit, was ambushed by still unidentified gunmen while onboard his motorcycle along the highway in Barangay Ginatilan.

about 5’9” in height and with fair complexion, was recovered in a grassy lot in Barangay Poblacion around 6 a.m. Tuesday.

Police are still clueless as to what caused the killings.

KIDAPAWAN CITY– Residents in North Cotabato have expressed fears after a series of shooting incidents rocked the province since August 1.

The recent killings happened on August 15 when five shooting incidents took place in four different towns in the province.

“It’s giving us chills. We could no longer do gimmicks, especially during night time,” said Harra Laquinan, 25, a resident of Barangay Batasan in Makilala town.

“Do we have an organized crime group operating

in North Cotabato? Why can’t they resolve the killings?” asked Mark Flores, 23, a nurse from Barangay Sangat in the municipality of M’lang.

Since Monday, at least five males became victims of summary executions in four municipalities, police reports said.

She said the four-level facility, which sits in a one-hectare lot in Barangay Paraiso, is the second in the region and considered as the largest in the country.

The halal laboratory is part of the P255.5-million Philippine National Halal Laboratory and Halal Science Center being developed by the DOST in the area.

The phased construction of t he lab orator y started in 2009 but its completion was delayed due to funding problems.

“This is a robust infrastructure for halal and will become the Philippine halal center,” Laidan said in an interview over local television program Magandang Umaga South Central Mindanao.

The official said the lab orator y will b e equipped with “worldclass and state-of-the-art” equipment and support facilities, which will include microbiological, pysicochemical and metrological laboratories.

She said the facility will serve as a “one-stop-shop” for halal testing, certification and other related requirements.

In line with the construction of the laboratory, she said they have started the development of a “halal innovation center” in

the region.

Laidan said the initiative is aimed to facilitate the development of technologies for new halal food and non-food products.

Through the program, she said they will help address the needs of the halal markets by training entrepreneurs on the production of various new products.

It also gives the power to judge the thoughts and attitudes of the heart. Putting the word of God found in the Bible in our hearts and minds will give us more days in our lives, prolonging our lives many years. It

also empowers us to receive all the things that we could ever need in this world.

-oooREADING AND OBEYING THE BIBLE GIVE BLESSINGS: Indeed, the Bible tells us that God has a wonderful plan for all His believers. God says, He knows the plans He has for us, plans that will not harm us, but plans that will give us hope and a bright future.

We are told that if we want to achieve riches, victory and success, we should not forget to read the Bible daily, to meditate on it day and night, and to obey its commands every second of our lives. If we read it daily, study it day and night, and fulfill the directives it

While there is water everywhere, especially when rainfall is heavy and floods inundate rural areas and render urban centers inaccessible, we all suffer scarcity of water and many areas run the risk of losing what little fresh water they have underground.

This is a sad reality which is hounding Cebu City, Zamboanga City and Metro Manila and looming problem to many growth centers in the country.

If water is life, and the scarcity of fresh water is threatening then how come the government is virtually ignoring this risk. I take hint from President Rodrigo R. Duterte’s counsel that should we find anything anomalous in the government bureaucracy then “be assertive!”

Because very little, if none at all, is being done to address the looming unsustainability of potable water supply then let me expose the devil in the bureaucracy that hinders the vital and sustainable supply of water to our homes.

Water utilities are under the Local Water Utilities Administration (LWUA).

Having served for a brief period as a member of the Davao City Water District, I found it infuriating why LWUA is placed under the Department of Public Works and Highways. Not that Secretary Mark Villar is not competent but DPWH is irrelevant when you look into the mandate of water districts. (As an aside, the Villars are into water business and had taken over operations of many water

WATER is life. This is an indubitable universal fact.

For Filipinos water is almost everywhere as we are an archipelagic country. The Philippines is made up of 7,641 islands (no longer 7,107) scattered of the vast seas.

Don’t you know that 70 percent of the Earth’s surface is water but that 96.5 percent of this is of the oceans’ and only about 2.5 percent is fresh water?

Of that miniscule volume of fresh water, 68 percent is extremely inaccessible as this is frozen in icecaps and glaciers up in the Antarctica. Take note that the rest is found underground in aquifers (30%) while the rest in lakes, rivers and swamps.

NBI-XI denies bribe rap DAVAO CITY -- A ranking official of the National Bureau of Investigation (NBI) regional office has denied accusation that NBI agents are extorting money from the owner of a night bar in the city.

At Wednesday’s AFPPNP Press Corps at Royal Mandaya Hotel, NBI assistant regional director Exzel Hernandez said there was no attempt to ask money from the owners of Plaza Roman KTV Bar Miguel Efren Aquino and his floor manager when it was raided last August 7.

“We never asked money.

We just implemented the law without fear or favor,” Hernandez said, but refused to further discuss the issue because a case has been filed against the bar owners and four of the agency’s personnel are now under investigation.

Davao City tourist arrivals picking up DAVAO CITY -- The number of tourist arrivals in Davao City is picking up after suffering losses in May, the City Tourism Operations Office reported.

City Tourism Officer Generose Tecson said most hotels are fully booked since the early days of the month, which is a very welcone sign.

Tecson said the city has about 10,000 rooms, including accommodation in pension houses and similar other categories. Of the total rooms, about 3,200 are accredited by the Department of Tourism (DOT).

In comparison to arrival in 2016, Tecson said the city has more arrivals this year.

The city’s target arrival for 2017 is two million.

During the first half of the year, she said arrivals already accounted to 930,136 or an increase of 3.6 percent compared to 896,983 in the same period last year.

She admitted however that there was a drop in June when martial law was

declared but the arrivals has started to pick up starting July maybe because there is confidence to travel here is back.

The city has also beefed up tourism promotions even putting billboards bearing Davao events, activities and destinations in Manila, Bacolod and Cebu.

Duterte orders gov’t agencies to finalize Marawi rehab plans President Ro drigo Ro a Duterte on Wednesday, August 16, directed concerned government agencies to fast track all necessary preparations in anticipation of the reconstruction and recovery of war-torn Marawi City.

The President met with officials from the Department of Trade and Industry (DTI), Department of Social Welfare and Development (DSWD), Department of National Defense (DND), Housing and Urban Development Coordinating Council (HUDCC), Housing and Land Use Regulatory Board (HLURB), National Housing Authority (NHA), Local Water Utilities Administration (LWUA), and Home Development Mutual Fund (PAG-IBIG) to discuss the planned rehabilitation phase for areas affected by the hostilities in Mindanao.

During the meeting held in Malacañan, the Chief Executive asserted that the government should be fully prepared to immediately execute the recovery plans for the Islamic City and other affected areas once the Armed Forces of the Philippines and the Philippine National Police (PNP) are done with the clearing operations.

He said once all the fighting is done, it would purely be a “civilian endeavor” to rehabilitate the areas.

The President particularly stressed the need to continuously provide displaced families with their most basic needs, such as food and clean water.

In response, DSWD Undersecretary Hope Hervilla said the distribution of goods in all evacuation centers is still ongoing.

On the provision of shelters for internally displaced

persons (IDPs), NHA General Manager Marcelino Escalada Jr. said the construction of temporary shelters will begin in September. Priority will be given to around 4,900 families living in evacuation centers, NHA noted.

The Trade department, for its part, laid down its own initiatives to rehabilitate the lives of IDPs. DTI Secretary Ramon Lopez said the department has already provided livelihood equipment like sewing machines and clothing materials

to some evacuees.

The Technical Education and Skills Development Authority (TESDA) also committed to donate 100 more sewing machines for the IDPs, Lopez noted.

For its medium-term plan, the agency already identified specific places in Iligan City that will be converted into temporary marketplaces, where evacuees can place their own stores.

DTI also plans to coordinate with the Labor department to conduct job fairs for IDPs.

The Chief Executive, for his part, assured the agencies that he will push for the proper realignment of the country’s budget to cater to the needs of each department in relation to the funding of their rehabilitation plans.

Prior to the said meeting, President Duterte witnessed the signing of the Deed of Donation (DOD) and turnover of check worth P5 million by Robinhood Padilla to the DSWD. The amount will be used for the immediate psychosocial intervention

for children affected by the Marawi crisis.

The Commander-in-Chief also met with Senator Gringo Honasan and other members of the Reform the Armed Forces Movement (RAM).

Poe introduces bill protecting Marawi IDPs Sen. Grace Poe urged the government to focus on the welfare of thousands of locals displaced by the conflict in restive Marawi City, Lanao del Sur, as she pushed for legislation that seeks to protect internally displaced persons (IDPs).

Poe filed Senate Bill No. 1513 or the proposed Rights of Internally Displaced Persons Act to ensure that IDPS are accorded the human dignity they deserve. The senator said more than 300,000 people either continue to live in crowded evacuation centers that lack basic facilities or with relatives or friends.

“IDPs are not specially protected under international law. Reports submitted to the United Nations Economic and Social Council on this

topic state that ‘while existing law covers many aspects of particular relevance to internally displaced persons, there remain areas in which the law fails to provide sufficient protection for them’,” Poe said in her bill’s explanatory note.

The measure seeks to protect the human rights of IDPs in situations caused by natural or human-made hazards or disasters, armed conflicts, generalized or organized violence and clan wars. It also seeks the implementation of development projects and provides access to basic necessities (food, shelter and clothing) and health and education. Under the bill, IDPs shall also enjoy freedom of movement and protection against forcible return or resettlement in any

BUTUAN CITY – An estimated 2,000 people came to Butuan Central Elementary School convention hall to avail themselves of free services offered by “Gasa Pasalamat 2017” of Agusan del Norte First District Rep. Lawrence Lemuel H. Fortun.

As in the past years, “Gasa Pasalamat 2017” provided free legal, medical, dental, haircut services and snacks. Doctor-prescribed medicines were also free.

Since his election to the House of Congress in 2010 to represent Agusan del Norte’s First District to cover Butuan City and Las Nieves town, Fortun has not been remiss in celebrating his natal day with his constituents.

Fortun said, “Gasa Pasalamat is an annual event held every August as my way of celebrating my birthday and thanking God for another fruitful year in my life.”

That would obviously include barangay officials and farmers in the locality. It also includes readily available strategy/references to healthy eating, an attractive, happy and calm dining environment, making drinking water easily available, consistent messaging

in the classroom, ensuring there is enough ingredients and cooks, focus not just on nutritious but savoury cooking as well, drawing on expertise from other agencies such as the National Nutrition Council etc.

After all, schoolchildren need a good diet in order to develop and grow well, be protected from disease and have the energy to study, learn and be physically active.

They also need knowledge and skills to make good food choices and develop eating

habits that will keep them healthy throughout their lives. Through activities such as school gardens, school meals and education in food and nutrition, students and their families can improve the nutritional well being and develop good lifelong eating habits.

School children must be a priority for nutrition interventions. Of course, this must be without prejudice to the out-of-school children who are equally deserving of this outreach.

Whatever decisions our leaders make with far-reaching effect will surely impact on the people especially our children.

Official actions like President Rodrigo Duterte’ declaration of martial law in Mindanao will always leave an imprint on the young ones’ mind.

As a grade IV teacher, I sought the impressions of my pupils about martial law in our country’s southernmost island. Surprisingly, most of the students knew that it was declared because of the conflict in Marawi City. They expressed fear for the safety of the besieged city’s population. They understood that as the war continued, danger was always there for the people to be caught in the crossfire between the government security forces and the Maute group. They were sorry that the more than one month fighting would prevent children from going to school.

Some students pointed out that martial law “is a hassle” to the people’s daily lives owing to the “military checkpoints everywhere”. They thought that

war was only in Marawi and not in the whole of Mindanao.

I was glad that my students were aware of the events around them especially in Marawi City. I give credit to the speedy technological development and advancement, and access to information allowed by the government.

The environment created by our leader’s decisions are not always focused to the present. Their effects may have long term impact the people should prepare for and teach their children to understand.

We may therefore start sharing to them an explanation on President Duterte’s martial law declaration and its subsequent extension.

According to Inquirer Net, President noted that the growing influrnce of Islamic State was one of the country’s security concerns, and martial law was

necessary to stop it.

Martial law allows the president to “call out the armed forces to prevent or suppress lawless violence, invasion or rebellion,” says the constitution.

The President said that martial law may be needed to solve many other problems, including illegal drugs.

Government authorities said they were battling members of the groups that have declared allegiance to IS, Abu Sayyaf and Maute organizations.

The Jakarta-based Institute for Policy Analysis of Conflict reported that “deepening cooperation” among the Maute gang, the Abu Sayyaf and other pro-IS groups meant more deadly violence was “a matter of when, not if.”

Former President Aquino said he had considered imposing martial law in Sulu, island strongholds of Abu Sayyaf, but decided against it “partly because military rule could spark resentment among local people.”

President Duterte’s proposal of extending martial rule in Mindanao until December 31, 2017 was approved in a joint session by the Senate and House of Representatives.

The JV Corporation shall mainly engage in the treatment of raw bulk water (or purchasing treated bulk water) and supplying treated bulk water to COWD; and to undertake the construction, rehabilitation, operation and maintenance of various water production, treatment and transmission facilities and related infrastructure (including but not limited to reservoirs) Paid-in capital for the Cagayan de Oro Bulk Water Corporation has been set at P140-million (M) with Metropak Water Investments Corporation putting up P133-M for 95% equity and COWD P7M at 5%.

In a disclosure filed with the Securities and Exchange Commission, Metro Pacific Investments Corporation revealed that MPW was awarded the 100-MLD Bulk Water Project last March 21, 2017 after undergoing a comparative (Swiss) challenge as mandated by the 2013 Revised Joint Venture Guidelines of the National Economic and Development Authority.

The project has a term of 30 years (renewable for another 20 years), and involves the supply of up to 100 MLD of treated bulk water to COWD, the disclosure stated.

P2.8 Billion Investment The project involves the construction of new water transmission lines and rehabilitation of the Camaman-an Reservoir, and will also eventually involve the delivery of bulk treated water to service the requirements of Cagayan de Oro’s western sector, which currently relies on deep wells for its water supply.

To implement the project, the JV firm has the option of sourcing its treated bulk water either through the purchase of an existing facility, building a new one or buying its supply from an existing facility, he added.

The subsequent “Transmission Phase” calls for the construction of transmission lines and rehabilitation of Camaman-an Reservoir; supply of 40 MLD to the eastern sector within 12 months, COWD currently serves a population of more than 700,000 residents and has approximately 85,000 service connections.

Both partners recognize the importance of constructing and maintaining a sustainable water supply and have drawn a 3-stage road map to ensure this, said Joselito D. Velasco, senior manager, MWP PublicPrivate Partnerships.

“For Stage 1 covering the delivery of 60MLD to the Western Sector, the road map foresees putting COWD’s Cala-anan production deep wells on standby and its Balulang wells and booster pumping station to be operated intermittently,” Mr. Velasco said. “Water from the Western Sector

could be brought to the Eastern Sector by opening a valve at Ysalina Bridge.”

For Stage 2, 60MLD will be delivered to the Western Sector and 20MLD to the East. This is foreseen to place some of COWD’s wells and booster pumps in Macasandig on intermittent operation, while at the same time bring water to Upper Gusa and Upper Carmen, as well as elevated subdivisions like Alegria Hills by installing additional transmission lines and starting service to Indahag through a sub-system.

By Stage 3, with 60MLD being delivered to the West and 40MLD to the east, ground water extraction is expected to be reduced further by placing COWD’s wells in Agusan and Tablon on standby and further reduction in the operations of the Macasandig wells and booster station.

“Cagayan de Oro is the jewel of the north in Mindanao. The infrastructure is there to jump start further growth,” noted Atty. Rogero. “Now we’ve been able to hammer out a credible, mutually beneficial partnership, which we hope will provide in the future water infrastructure for the City of Cagayan de Oro.” “We welcome Metro Pacific and its investment in water. Without that you cannot expect Cagayan de Oro to be livable, and competitive, and we need a lot of catching up to do,” said Mayor Moreno.

“We welcome this joint venture to even grow further to respond to more challenging times ahead with the objective of making Cagayan de Oro the prime city down south. We have all the ingredients and this is one milestone in this episode of CDO that we are part of. Someday we will look back at this with pride and say we have been part of that history,” he added.

In the late 1960’s one can benefit copious volume of artesian water which comes from confined, underground aquifers. Artesian water is naturally filtered and free of pollutants and in Dumoy it gushes out without the aid of a pump. With 58 pumping stations scattered in Dumoy, artesian water is gone which indicates that DCWD is overextracting water from its main aquifers.

With the population growing by leaps and bounds and businesses, especially malls and high-rise condominiums, sprouting like mushrooms in the city, DCWD under the able stewardship of its Board Chairman Ed Bangayan, looked for alternative source of water. About 30 kilometers away from the urban center, DCWD discovered that the surface water of Tamugan River is of similar quality as that of the Dumoy water. Promptly it applied for water rights (from yet another regulatory authority) the National Water Regulatory Board.

The cost of tapping, treating and delivering the surface water of Tamogan River is however a financial nightmare. Then Davao City Mayor Rodrigo Duterte already felt the exigency of looking for alternative source of water.

Years back the Duterte family had a modest ice-making company located near Dumoy precisely because of the abundant free-flowing artesian water then. Even that outfit had later closed and I am certain that Mayor Duterte had developed this

apprehension that Davao might eventually lose the Dumoy aquifers resources with the influx of business and migrants. When the DCWD board brought the prospects of tapping Tamogan River to the attention of Duterte in 2013 he was ecstatic about it. Because the project was estimated to cost P12-billion however, DCWD entered into a joint venture with Apo Agua Infrastructura, Inc. to undertake the costly infrastructure components that partake of a weir, gigantic conduit pipes, mini-hydropower plant, treatment plant and series of reservoirs. DCWD takes care of setting up the main pipe from the take up point in upper Calinan and again another series of reservoirs all over the un-served areas mainly in the city’s northern district and elsewhere in the city where population and economic activities are expected to increase. The signing of the joint venture was witnessed by no other than Mayor Duterte himself.

It looks like the signing would trigger the start of the DCWD Tamogan bulk water project but the usual devil in the government bureaucracy had yet to be hurdled. Series of meetings and presentations were made before the Committee level and in the plenary sessions of the City Council to merit approval of the project. I was the Chairman of the Environment and Community Relations Committees of DCWD then and I must confess that am not used to the government bureaucratic nuances. As a parallel move, DCWD held a number of project presentations to various business, professional and educational institutions together with Apo Agua. The purpose was to acquaint the public of what to expect and what prospects can be derived from the expanded coverage of sustainable water supply in the city. These information campaigns do not come free and DCWD has to fork out money for each of every forum. The Commission on Audit issued an alert on account of the unusual increase in information expenditures.

DCWD has to explain every meticulous details.

Getting the City Council’s approval of the project does not stop there. DCWD has to obtain exemption for the conversion of a 6-hectare agricultural land where the treatment plant, main reservoir and uptake pipe will be located. This is a very critical aspect of the project since the delivery of water from the treatment plant to the distribution pipes will be by gravity. This design aspect eliminates energy cost and will positively impact on the water rates for DCWD consumers. DCWD has the lowest rates compared to other water utilities in the country. Despite the gargantuan cost of the Tamugan bulk water project, DCWD hopes to maintain the rates and may even reduce these within the next four years from operation.

Converting that small piece of agricultural land to

industrial would go through an incredible, dubious and inexplicable processes. DCWD has gone back to the Davao City Council to get its go signal for the conversion of the area from agricultural to industrial. After which DCWD and Apo Agua have to go through the gamut of exempting that piece of land from the Executive Order on moratorium of agricultural land conversion. This means securing clearance from the Department of Agriculture, Department of Agrarian Reform, Housing and Land Use Regulatory Board and finally from President Duterte himself.

DCWD and Apo Agua had submitted position papers and pleadings to the concerned agencies. The waiting is like eternity. The order of President Duterte to process applications and other similar pleadings within 72 hours is blatantly ignored. And yet we are talking here of water which is life. And yet I am citing here the case of DCWD located in the home city of the President. I can just imagine what is happening with other water utilities in the country?

So how do we cure this anomaly in the bureaucracy?

If I were President Duterte I will collapse all regulatory agencies that have something to do with water utilities –government and privately ran corporations. Create a Department of Water. All functions of LWUA, DPWH, NWRB and Metropolitan Waterworks and Sewerage System (MWSS) will all be subsumed by DOW. And if I have one more say, appoint Mr. Ed Bangayan as the charter Secretary.

We have to do this Mr. President because as you said in your impromptu speech during the signing ceremony of the joint venture agreement between DCWD and Apo Agua: “Water is Life”.

The condition is that, we should endeavor to obey the commands of God all the time. No blessing, guidance, or protection can ever come to anyone, whatever his or her religion maybe, if he or she does not completely obey God’s commands.

Obedience is the key to unlocking and delivery of the promised blessings.

Let me just cite one example, the one which is found in John 3:16. The promise here is two-fold: a believer will no longer perish, and will have eternal life in Paradise. But these promises will be given only if we fulfill the condition that is required by John 3:16, which is to have faith in Jesus. Do you have faith--true faith, I mean---in Jesus?

Statistic Authority (PSA) has reported that the Philippine economy has recorded a 6.5 percent growth for the second quarter from April to June 2017.

The PSA reported that the Philippines has now overtaken Vietnam’s 6.2 percent growth and Indonesia’s 5 percent growth rate, making the country as the third fastest growing major Asian economy next to China’s 6.9 percent during the second quarter this year.

Andanar also cited the foreign exchange earnings of the overseas Filipino workers and the Business Process Outsourcing (BPO) industry that brought in USD 50 billion annually, equivalent to one-fifth of the country’s gross domestic product (GDP) or about 4 percent of the country’s annual growth.

The country’s per capita GDP grew by 5.0 percent to a projected population reaching 104.5 million in the second quarter.

The services sector had the highest contribution to the GDP growth with 3.5 percentage points, followed by industry with 2.5 percentage points and agriculture with 0.5 percentage points, the PSA report said.
