DOH, Popcom: Save lives, practice breastfeeding, family planning CAGAYAN DE ORO CITY -- Primarily geared towards saving lives and upholding the well-being of mothers and babies, the Department of Health Center for Health Development in Northern Mindanao (DOHCHD-NM) together with the Commission on Population and Development (Popcom) steps up their campaigns on breastfeeding and family planning. Cops bust 3 ‘gunrunners’ in Davao City By CHE PALICTE

DAVAO CITY -- Authorities vowed to go after remaining members of the so-called Butanlog Criminal Group engaged in gunrunning in the Davao Region following the arrest of its leader and three members on Wednesday. C o l on e l A l e x a n d e r Tagum, Davao City Police Office (DCPO) chief, said the local police and the Criminal Investigation and Detection Group-11 (CIDG-11) arrested the three gunrunning suspects in two separate entrapment operations here. Tagum identified the suspects as Sario Tamay Butanlog, the group’s alleged leader, Anthony Anib Corpus, Alfie Tadiaman Doctor, and Victor Sales Penerio. Tagum said the arrest of the suspects was the result of tight security measures being implemented in the city. Seized from the possession of the suspects were several firearms and ammunition, marked money, and other pieces of evidence. Burning questions on last Monday’s fire

THE smoke and other contaminants from last Monday’s (Aug. 12) “destructive fire” that reportedly consumed the controversial waste at Sitio Buguac in barangay (village) Sta. Cruz in Tagoloan town, Misamis Oriental will no doubt cause some serious health problems to residents there. The incident was posted in the Facebook page of Rep. Juliette Uy of Misamis Oriental’s 2nd district. The congresswoman, a known critic of those who were responsible for allowing the entry of said waste from South Korea, wasted no time in calling for the prosecution of those who caused the fire which she described as

arson. To recall, said South Korean garbage was shipped to Verde Soko, a company within the Phividec Industrial Estate. VNS Verde Soko was supposed to use the garbage in its production and reportedly passed through the legal process and procedures of Phividec and the Bureau of Customs. Uy raised the case to Congress, causing the South Korean government to assure that the garbage will be cared for. So, the trash was waiting for shipment at the compound at Sitio Buguac Barangay in Sta. Cruz, Tagoloan when the fire broke out. What happened? Did

He had tried scooping up the unwieldy piece into the backhoe to no success. Then abruptly the operator decided to squash the metal on the back end of the hoe; in a second, the piece was flattened. I wondered how many pounds of pressure were exerted on the metal. My blood ran cold because I remembered that a backhoe- along with bulldozers – were used in the massacre of Filipino journalists in Maguindanao nearly 10 years ago. I imagined that backhoe being used not on metal but on flesh and blood, some of whom

were still alive when their bodies were bulldozed and covered along with their vehicles in a hastily-dug mass grave intended to cover the crime.. The “Ampatuan Massacre” is the worst recorded attack on the Philippine press, with up to 32 media people killed in a single day, along with 26 other civilians. The media people had accompanied the civilians to report on the filing of an election candidacy in Maguindanao province, the bastion of the Ampatuans. A rival was challenging the Ampatuan patriarch who was incumbent governor at the time. The convoy was stopped on the highway by around 100 armed men and the people were abducted and brought to a hill in

Ampatuan where they were all shot and later buried. Evidence was presented that some of the female victims were raped before being killed, with all of the women shot in their genitals and beheaded. Two of the women were pregnant at the time of their murders. Mindanao journalists insist on calling this coldblooded murder the “Ampatuan Massacre” not only to record the place in infamy, but also to exact accountability for members of the Ampatuan clan that had controlled Maguindanao politics since 2001 through guns, a well-stocked private army and lots of money. BROADLY speaking, educational activities can be split into two categories – life skills and professional skills. While it is true that the 12 years in basic education culminating in junior high form the learning of a child, the years starting in Senior High, vocational education and eventual tertiary education will mold his or her career. The life skills that we all need to learn and the way we learn them have remained relatively constant across the ages – how to communicate, socialize and survive. But you can argue that today’s education system anywhere in the world, whether you’re in the Philippines or England, is skewed toward the

second category. It’s the teaching of professional skills and it’s this category that will face the greatest opportunities and challenges over the next 50 years. While educators prepare students for lives of learning, it’s more true to say their role is to prepare students for lifelong careers. But while that was a relatively simple task in the past, it’s now much more difficult. Today, technology is replacing human intellect. The Alubijid District Teachers in cooperation with the Philippine Red Cross, has conducted a blood-letting activity last August 2, 2019, at Alubijid Central School Covered Court. A total of one hundred twenty seven (127) Elementary and Secondary school teachers from the different schools of the District joined the bloodletting activity. There were some of them who did not qualify as a donor, so they had to look for their proxy or replacement instead. The theme “Dugong Guro, Dugong Bayani, Alay Ko, Buhay Ko” is aptly dedicated to these teachers who had participated in this bloodletting activity. This activity is not only love that is revealed but more importantly the gift of life in every heartbeat. Thus, with the activity, the Alubijid District Teachers show love in a rare yet serviceable way by saving lives of people in need with an adjacent benefit of blood replenishment which is known be to be a healthy practice. This activity also aims to contribute to blood-banking efforts of the Philippine National Red Cross and to promote healthy lifestyle

The burning of the South Korean garbage is quite deplorable since it may not only cause strained relations between the Philippines and South Korea but it pointed to the absence of vigilance, nay even criminal negligence on the part of those tasked to ensure that the garbage is shipped out of the country immediately. While all this is going on, may we hear from the Tagoloan municipal government what it plans to do to address the likely harm caused by the burning of the garbage on their constituents’ health. As to whether the people directly responsible for this will ever be prosecuted, good luck. By virtue of its vast authority, Phividec could have handled this and told Verde Soko to secure the waste. I don’t blame Congresswoman Uy for voicing outrage over the incident which may cause long term health impact on the Sta. Cruz community. I support her call for a congressional investigation and to bring those responsible to court. The South Korean garbage case also showed to light just how helpless the local governments are in demanding accountability from the parties concerned over the way it was handled. As it is, local residents who will be harmed by the pollutants cannot afford to ask for help, let alone compensation from those who failed to expedite the shipment of the garbage back to its source in South Korea. To be blunt about it, heads will have to roll over this incident but those responsible are either too far away or clothed with legal immunity to be prosecuted let alone be held accountable for it. The massacre occurred on November 23, 2009, during the administration of Gloria Macapagal Arroyo, a former president who was jailed for plunder but whose case was dismissed by the Supreme Court on July 19, 2016, a few weeks after Rodrigo Duterte

was sworn in as president. A known senator and lawyer had said then with marked exaggeration that with nearly 200 defendants and 300 witnesses, the trial could take 200 years. The sad truth is that nearly ten years later, justice seems to have escaped the victims and their families. The suspected mastermind, the family patriarch Andal Ampatuan Sr., had died in 2015 from disease, but some of the Ampatuan members have obtained bail. Over the years many of the witnesses have died, or were killed by armed men under suspicious conditions or have retracted from their testimonies or moved away to anonymity. So have many prosecution lawyers who had stepped away from the case citing conflict of interest. Not a few government prosecutors were charged by their private counterparts of having been

bribed, some reportedly for as much as 300 million pesos – a staggering sum of money. In late 2018, Philippine Justice Secretar y Menardo Guevarra said that he was hopeful of a decision handed down on the case within the first half of 2019. That has not happened yet. Another footnote on this case that is relevant today is that because of the outcry over

the massacre, on December 4, 2009, then President Arroyo had placed Maguindanao province under a state of martial law, thereby suspending the privilege of the writ of habeas corpus. She had lifted martial law nine days later. When I finished writing this piece, I looked out again to the backhoe, now lying inert and lifeless in the rubble of the destroyed house.

I had not expected that my moment of childlike fascination at the operation of the backhoe had turned nightmarish at the memory of the Ampatuan massacre. But those grisly details need to be relived, just as Filipino journalists and the victim’s families are asking us on the tenth anniversary of the massacre, because justice remains unserved. The PCOO chief said that the rehabilitation of drug dependents to reintegrate them into productive members of society is a top priority in the government’s campaign against illegal drugs. “Rehabinasyon is established to tell the people that

rehabilitation programs are given priority and serious attention by the government,” Andanar said during the Rehabinasyon Townhall Meeting on Thursday. Launched in mid-2017, Rehabinasyon is the government’s all-encompassing communications campaign against illegal drugs led by the PCOO. “Carrying the tagline ‘Rehabilitating the Nation, Together,’ this program is designed not only to inform the people of the actual and honest efforts of the government in terms of rehabilitation, reintegration, and advocacy, but also to reach out to the grassroots and engage the people in the community to join the administration in this venture through our town hall session,” Andanar said. The program enjoins national and local government agencies, civil society, non-profit organizations, and the international community to provide them opportunities for reformation and social integration. Anchored on the Philippine Anti-Drug Strategy of the Dangerous Drugs Board, the program brings concerned agencies around the country to show the real numbers, stories, and solutions in line with the goal of stamping out the perennial problem of illegal drugs. A school is an entity designed for the teaching of proteges under the direction of professors or instructors. Most countries in the world have systems of formal education. Here in the Philippines, we adopt the basic education (composed of elementary and secondary) and tertiary. We also have a vocational school system for youngsters who do not want to carry on with tertiary education. In homeschooling and online schools, teaching and learning take place outside of a traditional school building. The concept of grouping people to learn together in a centralized location has existed since Classical antiquity. Formal

schools have existed at least since ancient Greece, ancient Rome, ancient India and ancient China. The Byzantine Empire had an established schooling system beginning at the primary level. Islam was another culture that developed a school system in the modern sense of the word. Emphasis was put on knowledge which required a systematic way of teaching and spreading knowledge and purposebuilt structures. By the 9th century, the madrassa was introduced. In Europe, universities emerged during the 12th century. Aside from classrooms, laboratory and workshops for industrial arts education, each school has a cafeteria, athletic field, gym, garden, office, library and office labs.
