CHR-10 to probe rights abuses in Misor villages C

AGAYAN de Oro City--The Commission on Human Rights-10 (CHR-10) said it will look into and determine if indeed human rights violations were committed by state agents who accused two peasants as members of the New People’s Army (NPA) in the municipality of Opol, Misamis Oriental.

Jeanne Ivy Abrina, CHR10 regional director, said they have docketed the complaint and will conduct and investigation in the coming days.

Marawi rehab needs comprehensive plan, multilateral coordination C A G AYA N D E O R O CITY— In a roundtable discussion on Friday, August 4, dubbed as “Rehabilitation and Recovery of Marawi City: Taking Steps Forward,” representatives from various sectors drew together to address the concerns brought about by the ongoing crisis in the capital of Lanao del Sur. Former United Nations Development Programme (UNDP) senior technical advisor for Yolanda recovery, Adam Marlatt, in his presentation, drummed the urgency for the creation of a comprehensive, multiagency rehabilitation plan.

“As the final movements are made by the Armed Forces of the Philippines (AFP) to secure [Marawi City], immediate measures must be taken ensuring good transition and rehabilitation phase,” he said.

Marlatt, an American Marine Reserve Infantry Sergeant and founder of Global Disaster Immediate Response Team (DIRT), said that the Marawi crisis needs “early recovery planning including the launch of a cluster system as well as implementing immediate projects to coordinate, de-conflict, and identify critical needs.” \ This rehab engagement, Marlatt said, must involve an intensive coordination among all Philippine agencies, private sector actors, non-government organizations international NGOs, and international governments’ stakeholders.

Crises, such as this in Marawi, are not new to Marlatt. Using the skills he learned on the battlefield, on a District Stability Team with the US State Department, he has deployed his team in the immediate aftermath of disasters to provide technical solutions, medical assistance, and coordination support.

Among his team’s interventions included Haiti, Pakistan, New Zealand, Japan, and the tri-state area after Hurricane Sandy.

In the recovery phase, Marlatt shared a few points on how to go forward: After immediate actions taken, [psychosocial] projects should be implemented to change the culture of Marawi City and its reintegrated residents.

Expand the economic activities (including agricultural, industrial, and

technical programming) to allow for the transition from illicit work opportunities to trade skills.

Engage with the private sector on the facilitation of long-term activities to expand opportunities while reducing extremism and illegal activities in the area.

Humanitarian assistance As the discussion was aimed at examining possible long-term interventions towards rebuilding Marawi from the rubble, Negosyo Para sa Kapayapaan sa Sulu consultant Gabriel Malvar’s talk centered on the complexity of the issue, including its socio-political, cultural, and economic aspects and consequences.

“We need to look at the issues in the Marawi crisis from various perspectives.

This is a combination of various factors in the past and present. The innocent civilians are the ones caught in the conflict,” he said.

Head of Provincial Disaster Risk Reduction Management Office (PDRRMO) - Lanao del Sur Saripada Pacasum Jr presented updates on the developments of the relief operations of their counterpart in Autonomous Region in Muslim Mindanao (ARMM).

Pacasum reported that as of August 3, around 1,758 civilians have been rescued

by ARRM-PDDRMO. LTC Rosendo Abad Jr (GSC PA) shared on the Marawi Command Center’s progress in handling the Marawi crisis, saying that various local and national government agencies have started collaborating with the Joint Task Group (JTG) on the rehabilitation.

Abad also assured that humanitarian assistance, relief, and rescue are in full swing under the direction of the Joint Task Force Marawi and the National Emergency Operations Center (NEOC), through JTG Ranao and JTG Tabang.

Besides emphasizing the importance of coordination from different public and private sectors to address the Marawi crisis, Yap re-echoed the words of Fr Bienvenido Nebres SJ (former president of Xavier University and Ateneo de Manila University).

“Whenever we coordinate, we should put in our minds and hearts the children of Marawi. If we fail the children, we fail the future,” Yap said, expressing the university’s commitment as a convergence point of ideas and discussions for the rehabilitation efforts.

XU’s vice-president for social development Roel Ravanera, in his closing remarks, also said that the university remains steadfast in providing context on the realities of Marawi crisis through social outreach, research, and inclusive

engagements with different public and private organizations.

The Marawi conflict erupted on May 23, after a contingent of roughly 500 members of the ISISinspired Maute terrorist group attacked the city, resulting in over 500 deaths, displacement of more than 200,000 people, and billions worth of damage to property.

The national government targets to earmark at least Php10B initially for the Marawi rehabilitation and recovery. \ This roundtable discussion was made possible through the collaboration of Xavier Ateneo, Upsilon Sigma Phi of the University of the Philippines, and Presidential Communications Operations Office (PCOO) through Undersecretary Noel Puyat.

“We are looking on why the shipment was able to sail despite our quarantine order,” Piñol said.

On August 15, the DA banned chickens, birds, fowl or any of their byproducts from Luzon to be transported to Visayas and Mindanao following the outbreak of avian flu in Pampanga.

Local agriculture officials who spoke on condition of anonymity because of the sensitiveness of the issue said the shipper presented a DA shipment order dated Aug. 14, a day before the quarantine order took effect.

The shipment caught agriculture officials by surprise, leaving many to wonder whether Luzon traders are shipping their animal stocks to cut their losses from the avian flu.

“This should not have happened because a quarantine order is in effect,” said Hector San Juan, chief of the city’s agriculture office.

San Juan said they will have to recheck the supplies of chicken currently being sold in the local markets.

ARMM Kidapawan activates More LGUs vie for 2017 Army-PNP task group SGLG Award KIDAPAWAN CIT Y -To strengthen its security component and deter any terroristic plot, the city government here on Monday officially activated “Task Group Kidapawan” in simple rites held at the city gymnasium.

According to Evangelista, the Task Group will augment the current security set-up and would beef up the PNP personnel who are securing the city’s 150,000 residents.

Task Group Kidapawan is comprised of personnel from the 39th IB and 72nd IB and would team up with the Local PNP, Traffic Management Unit (TMU), Barangay Peacekeeping Action Team (BPAT), and 911 Response Unit to address

potential threats and swiftly attend to emergencies.

"We envision Kidapawan as a place to live, to invest, to study, and to retire. And to those who want to destroy and disturb us make sure you can sustain because I will give you one big shot," Evangelista said.

During the ceremony, the mayor turned over a mobile patrol car, and eight tri-cabs and communication equipment to equip the task group.

In his message, Ancan expressed gratitude to the LGU for the support in

implementing security efforts.

He also emphasized few points for members of the new unit to always uphold human rights, secure the people, work as a team and always seek guidance from the Almighty.

COTABATO CITY--Some 25 of the 116 local government units in the Autonomous Region in Muslim Mindanao (ARMM) are deemed potential passers in the regionwide assessment of the 2017 Seal of Good Local Governance (SGLG), ARMM DILG Secretary Noor Hafizullah Abdullah announced.

In 2016, only six ARMM LGUs were recipients of the SGLG Award, Abdullah added.

“The 25 LGUs will still undergo a more strict assessment and national validation next week before the final list of passers will be released,” said Secretary Abdullah.

This award, he explained is an indication that the LGUs in ARMM are working very hard and are doing their very best in providing better services to their constituents.

“Many (ARMM) LGUs have performed but there are also some who are not yet recognized due to the Marawi incident; nevertheless, we are hoping that all the 25 will pass,”

Abdullah said. “All the possible awards that the LGUs will be receiving are properly validated and they are working very hard to have that award, that’s why the DILG would really push through with these 25 LGUs." SGLG is pursuant to the provisions of Republic Act 716 or the Local Government Code of 1991. It is a progressive assessment system adopted by the department to give recognition and distinction to remarkable local government performance across several areas.

SGLG assessment criteria were also applied including the passing of the four core areas namely Financial Administration, Disaster Preparedness, Social Protection and the Peace and Order. They must also pass at least one essential area, either, Business Friendliness and Competitiveness; Tourism, Culture and the Arts; or Environmental Protection. Our feelings and conscience are NOT always a good guide to show us what’s right and wrong.

Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience.

So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them.

A person can be very wrong even though he doesn’t feel wrong or guilty.

For example: Adolph Hitler had 6 million Jews tortured and murdered just because of their race! But he did not show any guilt for all the evil he did.

Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty? Of course not!

You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished.

The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it.

This is just foolish. I think we must change our way of

began to open my eyes for art during a humanities class when I was a student at the University of the Philippines in the Visayas. Since then, I tried to find my art peers and even founded Hebron Artist group in Iloilo City.

After diligently learning the technicalities in painting and sculpture with the help of artist-friends, I decided my own “voice” and went on with participations in art contests and exhibits.

I have had exhibits in my previous milieu in Iloilo City, but they were more for art education than for generating a demand (Iloilo City at that time was not a good venue for the arts).

God’s favor still made a difference: though I was not well understood, as expected, I still got two finalist awards in Metrobank Art and Design Excellence

My coming exhibit in Prism Gallery, Makati

A province-based painter-sculptor? Yes, I am but I do not cower from the prejudices and fixed mindsets about local visual arts. By God’s grace, my fifth solo exhibit entitled, “Dance With My Muse”, will open at Prism Gallery in Makati City on September 2, 2017.

This is my first time to overcome the “probinsyano” label and I challenge myself: province-based artists are not meant to be just boxed in a locale. As if no one from the provinces can be bold enough to make competitive art. As if geographical limitations can still delimit the quality of one’s artistic innovation in times of Instagram and online art platforms of many sorts.

As if the creative energies could still be confined in one geographical location. As if dreams should die because

I realize that faith, hope and love are the wind beneath my wings and this is an exciting trek. I should not be tied up as an artist.

If I stagnate merely as a locally engaging innovator, that would be my fault and I cannot just blame the environment for it.

And one may ask: how can one move further in this really difficult profession that is not for everyone in the Philippine setting? In my case, being an artist is an uncertain journey, but what really makes one build a name is his oeuvres—whether the art market likes and buys them. In other words, the artworks and how the art market takes them determine one’s growth in this profession.

Being in the profession for a long time is just part of the equation in appraising the value of one’s artwork.

But the speculation of the art market is what makes or unmakes a career.

Let me be clear: art making is not the same as producing commodities.

dards-- mostly too lofty for ordinary viewers-- are paramount. Even in getting the partnership with a gallery, an artist has to show the strength of his or her body of works to be accepted and must present previous achievements, if any. While in commercial products, selling is the primary concern.

In fine arts, being in demand with one’s independent oeuvres, created not through the dictates of viewers, is the real game changer. One can present artworks in galleries after rigorous screening with curators, but if no one buys these artworks, an artist needs to evolve and grow as he struggles for sustenance.

Moreover, if an artist just create commissioned works, he cannot claim that he has a place among his peers: he must prove more by

regularly exhibiting in galleries. It is easy for anyone to claim that he is an artist, but the art world also has a way of validating an artist’s existence.

The rationale in presenting my coming solo show is I want to determine how far I can go after evolving for 19 years.

Regardless of the outcome, one exhibit can lead to another. And who knows galleries will represent me in the coming art fairs and biennales? The journey itself is rewarding; but of course, I must create a niche and not be content with just art for art’s sake.

Ernie Honasan was my good friend who asked me to stop calling him a colonel because I was his friend. He urged me to just call him Ernie. He was mestizo and a nice guy. He was later replaced by a lady manager, Madam Worak.

OFW remittances breach USD15-B mark in H1 2017 BANGKO Sentral ng Pilipinas Governor Nestor A. Espenilla, Jr. on Tuesday said that personal remittances of Overseas Filipinos (OFs) rose by 6.8 percent year-on-year to USD2.8 billion in June 2017.

This brought personal remittances for the first semester of 2017 to USD15.4 billion, higher by 5.5 percent than the level posted in the same period a year ago.

The growth was boosted

largely by the 5.5 percent increase in personal remittances from land-based workers with long-term contracts, whose remittances comprised 77.3 percent of total personal remittances.

It was also supported by the 1.7 percent rise in remittances from sea-based and land-based workers with short-term contracts.

Similarly, cash remittances from OFs coursed through

banks, amounting to USD2.5 billion in June 2017, went up by 5.7 percent year-on-year.

Cash remittances from land-based workers (at USD1.9 billion) and from seabased workers (at USD500 million), posted a 3.8 percent and 13.3 percent growth, respectively, compared to the level reported in the same month a year ago.

The United States (US), United Arab Emirates (UAE), Hong Kong and Singapore were the major contributors to the growth in cash remittances during the month.

Cash transfers from the US and UAE each contributed 1.9 percentage points to the 5.7 overall growth in cash remittances while those from Hong Kong and Singapore contributed a combined 1.1 percentage points.

PCOO to strengthen communication networks in provinces

Governors, councilors support TRAIN MANILA - Two of the country’s national organizations of local government executives have separately expressed their full support for the proposed Tax Reform for Acceleration and Inclusion Act (TRAIN) on the belief that it will make the tax system more “equitable, progressive and efficient” while raising more funds for infrastructure development and social services outside Metro Manila.

In separate resolutions, the League of Provinces of the Philippines (LPP), which groups together the country’s 81 provincial governors, and the 16,500-strong Philippine Councilors League (PCL) said the TRAIN will help fulfill President Duterte’s 10-point socioeconomic reform agenda and at the same time keep the Philippines fiscally stable.

The TRAIN, the first package of the Duterte administration’s Comprehensive Tax Reform Program (CTRP), was approved by an overwhelming majority of the House of Representatives as House Bill No. 5636 on May 31 and is now under consideration by the Senate.

HB 5636 and Senate Bill 1408, the tax reform bill filed by Senate President Aquilino Pimentel III both aim to significantly lower personal income tax rates by making the first P250,000 in income of compensation earners tax exempt.

Both bills also contain revenue - enhancing provisions such as broadening the value-added tax (VAT) base, and adjusting the excise taxes on fuel and automobiles, among other measures.

The LPP, which has Ilocos Gov. Ryan Luis Singsong for president and Albay Gov. Al Francis Bichara for chairman, said in its resolution that it was “endorsing a more equitable, progressive and efficient tax reform program to accelerate infrastructure development, generate jobs and livelihood, equitably distribute wealth and income among our people, and ensure regional and provincial growth all over the country.”

2017 Metrobank Foundation Outstanding Filipinos revealed; P1M awaits each awardee This year’s Metrobank Foundation Outstanding Filipinos have been named during a press conference held on August 10 in Quezon City. As a career-service award for Filipino exemplars in the academe, military, and police sectors—ten (10) Metrobank Foundation Outstanding Filipinos were presented, consisting of 4 teachers, 3 soldiers, and 3 police officers to the members of the media.

Five of the ten awardees come from Mindanao. Each awardee will receive a cash incentive of Php 1 million each, a gold medallion, and a trophy.

Based on the theme of “Beyond Excellence”, a Metrobank Foundation Outstanding Filipino is recognized for rendering service above and beyond his/her call of duty. His/her accomplishments must have inspired and influenced their peers as well as the people in their respective communities. Their works must have transformed a

community with a lasting positive impact on people and to the country.

Davao Light customer services open on August 18 and 21 Davao Light and Power Company’s frontline customer services will be available for the public on August 18 and 21, special non-working holidays, in celebration of the 32nd Kadayawan and the Ninoy Aquino Day, respectively.

Davao Light’s full service centers in SM Lanang Premier and in SM City Davao in Ecoland will be available to accept payment and customer services from 10:00 AM to 7:00 PM. Meanwhile, Ponciano office and the Panabo branch will be available from 7:00 AM to 5:00 PM. Toril and Calinan payment offices will be open on the said days from 8:00 AM to 12:00 noon, and from 1:00 PM to 3:30 PM. Only Sto.
