KUMBIRA Masters – the 2019 edition of the longest running culinary event in the Philippines – kicked off last Wednesday at Limketkai Atrium in Cagayan de Oro City for a threeday spectacle of cooking contests, seminars and sponsors’ roadshows. The highlights of the event this year are a Kumbira Chef Master, Bar Master and Latte Art competitons, Solane Kitchen Hero Chef ’s Edition regional elimination, Del Monte set menu competition, Master Class by chef experts and Kumbira judges and an exhibit on food products, equipment supplies and utensils, educational and employment leads throughout the duration of the show. Initiated by the Cagayan de Oro Hotel and Restaurant Dione Venrey Ellarina and the rest of the Liceo de Cagayan University team are judged in the junior cake decorating competition during the ongoing Kumbira Masters 2019 at Limketkai Atrium in Cagayan de Oro City.

NCMF to probe deaths of pilgrims in Saudi By DIVINA M. SUSON Correspondent

ILIGAN City--The National Commission on Muslim Filipinos (NCMF) ordered on Wednesday (August 14) an investigation on the reports that some pilgrims were not accommodated in their tents in Mina, Meccah during the last days of the Hajj from August 9-11 due to overcrowding. Dr. Dimapuno Alonto Datu-Ramos, Jr., public relations and information head of the NCMF, said that initial reports reached the attention of NCMF Secretary Saidamen Pangarungan about some regular pilgrims who were not being accommodated in their tents because hundreds of overseas Filipino workers (OFWs) in the kingdom were “illegally smuggled inside” to occupy beds supposedly for the regular pilgrims.

“Last night (August 13), I was performing my Tawaful Ifda (SA-I) in Masjid Haram, some 30 OFWs approached me for a picture-taking. They confirmed to me that they joined the Hajj in ArafaMuzdalifah-Mina with the regular pilgrims in their buses and tents,” Pangarungan said in a statement released by Datu-Ramos. These OFWs admitted that about 300 to 400 of them managed to sneak in for a fee of 2,000 to 2,500 Saudi Riyal and this practice has been going on since the previous Hajj allegedly in connivance with some Sheiks and some employees and officials of the NCMF who issued the OFWs “fake identification cards (IDs)” in exchange of the said amount. “We in the NCMF will get to the bottom of this See PROBE, page 11

NHA to help dengue prevention in Marawi’s transitory shelters By DIVINA M. SUSON Correspondent

MARAWI City--The National Housing Authority (NHA) will help the local government unit (LGU) of Marawi City in prevention of dengue in all transitory shelters where thousands of internally displaced persons (IDPs) are staying while the government is undertaking the rehabilitation and rebuilding of the most affected area. DOST SETUP boosts innovation in building materials PRIOMETAL Mindanao Corporation (PMC) is a pioneering light metal manufacturing company based in Cagayan de Oro City. The metal frames are used in constructing houses and buildings without using wood as part of the structure of the building. Each frame is customized in dimension and sizes thus there are no excess metal which are unusable. As the demand for these materials are increasing, their challenge became bigger with only one equipment to produce three main products - furring, wall angle, and channel. Fortunately, the said challenge paved their way to a partnership with Department of Science and Technology (DOST) Region X through its Small Enterprise Technology Upgrading Program (SETUP). Engr. Jeffrey Co, President of PMC, learned about SETUP from his friend in Manila. He then started to communicate with the Provincial Science and Technology Center- Misamis Oriental in 2015. Through SETUP, the firm was able to acquire the Roll Forming Machine which enable them to maximize its effort in providing durable, faster to complete, and more economical building frames. It

allows big savings for the buyer since the length or size is cut according to need hence, no wastes generated. With SETUP intervention, the firm had improved their production process and in a matter of one year, their production volume increased by 20%, their gross sales by 22%, and their productivity by 33%. Aside from these, PMC is now expanding their markets to big construction and land development companies such as Makati Development Corporation and Pueblo de Oro in Mindanao. They are now holding projects also from government, private and religious sector for mass housing and church building. With a goal of providing every Juan and Juana with innovative homes and buildings that is cost-efficient and environmental friendly, PMC has been part of Bangon Marawi Project in construction of low-cost housing. Youth, digital tools to help grow PH agriculture Farming technologies to be powered by PLDT-Smart network

MANG Vicente “Vic” Berdan, a 59-year-old farmer from Tanay, Rizal, is not new to Facebook. His cover photo shows him and his wife harvesting crops from their farm. The couple also actively replies to friends who comment on their online photos, asking about their produce. Beyond basic functionalities though, Mang Vic wants to use Facebook to further promote the rice and organic vegetables that he produces. A 2008 Regional Outstanding Gawad Saka awardee for Rice, he sees the popular social media site as a channel to share his knowledge on farming. Empowering small-scale farmers Assisting Berdan in learning more about how to use and benefit from Facebook, Twitter and Instagram, as well as create and upload Youtube videos, is his niece Camille Margaret Custodio. The 18-year-old college student was his learning partner at the Tanay leg of the Digital Farmers Program (DFP) participated in by eleven farmer-youth pairs. The DFP is an initiative of the Department of Agriculture – Agricultural Training Institute (DA-ATI) and leading wireless services provider Smart Communi-

cations (Smart) that aims to empower small-scale farmers by educating and giving them access to available digital tools and technologies. Berdan commends Smart and DA-ATI for coming up with the brilliant idea of pairing older farmers and the youth. Given his advanced age and limited knowledge on all things techie, he admits that learning and understanding social media and digital tools is easier with Camille on hand to guide him. HONG Kong hotel rooms are still empty, struggling shops and even disruption at Disneyland: months of protests in Hong Kong have taken a major toll on the city’s economy, with no end in sight. The international financial hub is facing an economic crisis worse than either the 2003 SARS outbreak that paralyzed Hong Kong or the 2008 financial crisis. The tourism industry, is starting to notice the cost of

more than two months of demonstrations that erupted in opposition to a bill allowing extraditions to China but have morphed into a broader pro-democracy movement. The hotel occupancy rates are now down “doubledigit” percentages, as were visitor have plunged up to 50 percent. I think the situation is getting more and more serious. I also heard several travel agencies are considering putting staff on unpaid leave as they try to weather the

storm. Hong Kong Tourism Stakeholders has said that the number of forward bookings in August and September has “dropped significantly,” suggesting the economic toll will linger throughout the summer season. A string of travel warnings issued by countries including the United States, Australia and Japan is likely to compound the industry’s woes. The retail sector has also

been hit by the drop in arriving visitors hunting for bargains, shops often forced to shutter during the sometimes daily protests. The current situation is compounding the economic downturn Hong Kong was already experiencing as a result of being caught up in the US-China trade war.

Not convincing enough

FROM the time of former President Fidel Ramos and the subsequent dispensation that followed thereafter, the use of the word corridor has been ‘prostituted’ many times over. Remember the IliganCagayan de Oro Growth Corridor? There never was enough growth along this so-called corridor supposedly aimed at improving infrastructure, enhance connectivity and ensure sustainable growth in Northern Mindanao. To make the story short, the envisioned growth corridor was not convincing enough, nor it made significant inroads to sustain growth in both industrial and agricultural sectors. And again, this time under an era of change, a

comprehensive economic blueprint has recently been laid out to unlock the region’s full potential as one of the country’s emerging growth centers. Having said that, there are at least three areas of development that need to be addressed as urgent and most pressing: raise the productivity of the region’s farm and fisheries sector by improving connectivity and access to local and global markets; invest in health, education, skills training, and social protection for the poor; and address the drivers of conflict by strengthening institutions in conflictaffected areas. Supposedly designed to improve infrastructure, enhance linkages and en-

sure balanced growth, this corridor is perceived as it were to provide greater connectivity that can reduce transportation costs and improve the competitiveness of farmers and producers. So far, under the ‘Build, Build, Build’ economic blueprint of the Duterte administration, several infra projects consisting of ports and airports improvements, inter-regional and intermodal roads, bridges, and roll-on, roll-off shipping facilities – were given priority for national government funding. By unlocking the island’s potential, it could help sustain the country’s growth momentum, create more income opportunities for the poor, and help strengthen the prospects for peace and

stability in the region. Currently, 15 percent of the country’s GDP and 40 percent of agricultural production comes from Mindanao, but armed conflict in some areas, constrains Mindanao’s aspirations to accelerate inclusive growth. Just how to address these issues that fuel conflict is another thing to be considered very seriously. The Art of Winning an Election (A series article 5) IN order to build a strong organization, it is agreed that the ideals of the members are in consonance with the objectives of the organization. Defining the objectives of the organization also means defining the quality of the members. It is, therefore, necessary that the recruitment of the member must undergo a process. The process of recruitment expresses the goal of the organization. The goal of the organization is outlined in the “policy manual” or “recruitment manual.” The “recruitment manual” is likened to the syllabus of a certain subject. With the recruitment manual, the organizers and the members will have a clearer outline of the responsibilities of the organizers and members. The manual must clearly explains the goals of the organization. The policy manual provides a clear

direction, method, and strategy on how the organization could accomplish its task. Sustainability is one of the factors that the manual must tackle. Without sustainability, the organization would crush even before it could take off. Aside from a strong membership, the sustainability of the organization is critical of its existence. Thus, the policy manual must be fashioned in accordance with the aspirations of the members – now and in the future. The manual must be objective and its goal attainable. Without a concrete and objective approach and methodology, the organization cannot pursue its advocacy. Certainly, the political organization must pursue an advocacy that is acceptable, attainable, concrete and reveals the “stifled” voice of the majority. It is only when the silent majority is awakened that they become politically conscious. Being politically

conscious means one is able to express views, opinions, frustrations, and being optimistic of the future. Given that the members are already politically conscious, the organization must have a strong direction and control. Control and direction that are both designed to strengthen the organization. After all, the effectiveness of an organization is determined on how it efficiently attain its mission objectives. In other words, it is the means, which the organization has adopted that should prove its ability to achieve the goals effectively. The re cr uit ment of the member is done in a manner that the prospective member’s aspiration aligned with the mission of the organization. It, therefore, follows that in a political organization, the objective of the member is to work hard in order that the objective of the organization is achieved. Normally, the objective

of most political organization is to gain political power. There are many ways to gain p olitical power. However, the most common method of attaining political power is by participating in an electoral process. In this instance, the political organization endorses a candidate or candidates who closely speak(s) of the organization’s mission objectives. In most cases, the political organization chooses candidates who belonged to their group. In other words, the political organization endorses the political candidates that speak of the aspirations of the members. It is only by electing a candidate that truly represent the voice of the members that the political organization achieved it goal to gain political power.

Due to the possibility of running short on farmers who will feed the next generation, those behind DFP hope that people would develop appreciation for agriculture through information sharing.

“Agriculture will always have a space in my life and heart,” assures Camille in Tagalog. “We need to pay special attention to it and look at social media and other latest technologies that can help promote and empower farmers. “We hope that the public, especially the youth, will learn more about agriculture – how it is not a profession that people should belittle,” she says. Showcasing success in farming According to Rolando Maningas, Information Officer of DA-ATI Region 4A, due to Tanay’s proximity to Metro Manila, commercialization and industrialization pose a challenge to agriculture in terms of getting more young people involved. This is where the value of having more agrirelated online content comes in. “Generally, millenials go by the concept ‘to see is to believe’ and ‘to experience is to apply’,” Maningas points out. If people get to see blogs or videos showcasing success

in farming, he believes that it can be a driving factor for more people to get interested in agriculture. As farmers are encouraged to put out their stories on social media, other farmers also stand to benefit from their online contributions. “It is a great help to agriculture and the entire community for the farmers to have an avenue to share their farming practices,” says Maningas. Mang Vic is excited to impart his know-how in farming through the help of technol-

ogy. “I particularly want to push the idea of sustainable farming to a wider audience,” he shares. Strengthening the agriculture sector The Tanay leg of the DFP typifies the effective collaboration between youth and farmer that the program wishes to encourage and strengthen to benefit the agriculture sector. “There is knowledge transfer of agriculture from farmer to youth and technology exchange from youth to farmer, thus encouraging these youths

to be the next generation farmers,” says Flores. The Tanay leg follows other pilot implementations of DFP held at Alfonso, Cavite and Lobo, Batangas. It is the 3rd of 25 legs that will bring DFP 101 to municipalities representing each region. ONE of the yearly events that is celebrated in the country is the Buwan ng Wikang Pambansa. It is the Department of Education (DepEd) and Komisyon sa Wikang Filipino that lead the event. The yearly celebration of Buwan ng Wika is in line with Proclamation No. 1041 Series of 1997 which declares the celebration of the event every August. It was signed by then President Fidel Ramos. Aside from said proclamation, the birthdate of former President Manuel Quezon, the Father of the National Language, is also in August, specifically August 19, 1978. For this year, the theme of the celebration was Filipino: Wika ng Saliksik.

The celebration is in line with the following goals: to implement Proclamation No. 1041 Series of 1997, to encourage the different public and private agencies to join events like Buwan ng Wika that increases language and civic awareness and to encourage the Filipino people to give importance to the national language through an active participation in the activities in line with the celebration. This year’s Buwan ng Wika is anchored in strengthening the presence of the Philippine languages in the field of research. The celebration does away with the usual school activities like pageants and sabayang pagbibigkas but rather aims to heighten the country’s reception of Filipino as an intellectualized language.

THE K to 12 new curriculum is experiencing birth pains. And just like all birth pains, it’s a bit confusing for all concerned stakeholders. Take for example when one enters Grade 10. The enrollee will have to choose on whether he or she wants to take up Accounting in college or opt for a program leading to an NC II certification instead. Young as they are, these 16-year-olds who belong to the poor in the community may have already known that their chances of getting employment abroad and receiving higher salary compared to their compatriots back in the Philippines are high if they have NC II certifica-

tion. So during summer in between Grades 9 and 10, they go to their parents and tell them they’ll avail the vocational track for their Senior High. Okay, they proceed and graduate Senior High. Suddenly the kid’s father wins the lotto and tells his kiddo to proceed with the BS Nursing program. But then again, the college doesn’t allow the fresh high school graduate in because he graduated from the vocational track. In short, his last two years of training in high school were not pumped to prep him to be a physiologist someday. So he needs a bridging course of one more semester so he can go to college. Now that’s what is confusing.

DAVAO CITY--A 42-year layer poultry farm here ventured into developing organic fertilizer using Japanese technology. Willie C. Tan, operations manager of JEWM Agro-Industrial Corporation (JAIC), said in an interview on Monday that the company’s decision to go into organic fertilizer production was spurred mainly by environmental concerns. “We need to protect our environment by reducing the use of chemicals, so we innovate through producing organic fertilizer,” Tan said. To turn chicken dung into organic fertilizer, Tan said it must undergo fer-

mentation process using balanced and well-blended materials from selected plants and animal wastes. “Every batch is treated with Probiotics which are proven to accelerate decomposition to break these down to simple compound elements that are easily absorbed by plants,” he said. “These resulting compounds can be grouped into growth regulators, nitrogen fixers, disease suppressing metabolites, nutrient compounds and immune-resistant boosters,” he added. The Philippine Sports Commission (PSC) is expecting to produce coaches, trainers and athletes’ managers that will be tasked to spot gems in the country’s K12 students. The Philippines has 27 million students from 43,000 schools. If we concentrate on getting them qualified coaches, trainers and managers, it will give us a bigger chance to get good athletes from this massive pool. Thus in my humble opinion, DepEd must work

hand in hand with PSC. Even our beloved President Duterte himself had said in his most recent State of the Nation Address this year that we need to come up with a national sports academy. Cuba is not a rich country but it has a sports institute where all their coaches graduated before training their athletes. It’s basically the same program being implemented all over Europe, the United States and Australia. It’s indeed a welcome development that initially, the first 100 coaches, trainers and managers in the experimental pilot will be training in the United States Sports Academy in Alabama.

CAGAYAN DE ORO CITY -- Arson may not be the cause of the fire that burned a portion of the 5,177 metric tons of plastic wastes from South Korea stocked in a facility in Tagoloan, Misamis Oriental on Monday. Fire Chief Insp. Randy Obsioma, Tagoloan fire station head, said Wednesday that initial investigation showed that the fire penetrated the bottom part of the mound of trash stored within the Verde Soko Philippines Industrial Corporation premises inside the Phividec Industrial Estate in Barangay Santa Cruz. If it was indeed arson, Obsioma said, the flame would not have gone deeper and the burning would only be confined on the surface. He said the mound of garbage, placed in large sacks, stands more than five feet high. However, Obsioma said they are not totally ruling out the possibility that the incident could have been arson. CAGAYAN de Oro’s signature Halal restaurant serving Moro cuisine has now expanded its menu to Southeast Asia. And what more auspicious date to launch the new dishes than the holiest of Islamic holidays celebrated worldwide? Babu Kwan chose August 11 to launch five new “Asian Plates” it being Eid al-Adha or the “Festival of the Sacrifice”. The festival honors the willingness of Ibrahim (Abraham) to sacrifice his son as an act of obedience to God’s command. However, before Abraham could sacrifice his son, an angel intervened and God gave Abraham a lamb to sacrifice instead. In commemoration of this intervention, an animal is sacrificed ritually and divided into three parts. One share is given to the poor and needy, another is kept for home, and the third is given to relatives. In the Islamic Lunar Calendar, Eid al-Adha falls on the 10th day of Dhu-al-Hijjah. This year, Eid al-Adha in Philippines began in the evening of Sunday 11 August and ended in the evening of Monday 12 August. However, we were fortunate to be invited by BK for food sampling of their new Asian Plates a day earlier on August 10, along with some friends. For the next Hajj, Pangarungan said, the NCMF will consider a good quality hotel in Misfallah nearer Haram in response to the clamour of sheiks and some pilgrims. directed to submit an investigation report of this within 30 days from August 14. Five deaths Meanwhile, the NCMF announced on Monday (August 12) that there were five mortality in this year’s Hajj. The fifth pilgrim, who died two days before the Hajj would end on Wednesday, August 14, is identified as Macapalao Rasuman, 62, from Lumba Bayabao town in Lanao del Sur. He died inside his tent in Mina and the only mortality during the Mashair or the last three days of the Hajj. Like the other four mortalities, Rasuman died due to cardiopulmonary arrest secondary to massive myocardial infarction or heart attack. The pilgrims who died while performing the annual Hajj in Meccah were buried in a cemetery in Saudi Arabia. Datu-Ramos said many Muslims preferred to die while performing Hajj, one of the five pillars of Islam. In 2018 Hajj, eight mortalities were recorded and most of those who died were in their senior years. Medical services Datu-Ramos said that the NCMF is trying all the best to serve the pilgrim but mortalities cannot be avoided as many pilgrims are already in their senior years. Even before pilgrims arrived in Saudi Arabia, the medical team of the NCMF was already in place since July 10 working continuously. The NCMF reported that more than 200 pilgrims were served daily by eight to nine health workers per shift that composed of medical doctors, nurses and clerical staff. Pequeno, Mintal and Tugbok have experienced recurring power interruptions last August 13 and 14. Upon initial investigation, the major cause of the power interruption was a technical problem found at the Tugbok Substation, where the affected areas are connected. To mitigate the impact of the problem, Davao Light has dispatched a round-the-clock monitoring and response team in the said substation. Further repair works are still ongoing to avoid recurrence of this situation. Davao Light deeply and sincerely apologizes for the inconvenience brought about by these power interruptions, which are unscheduled. THE deployment of workers to Hong Kong continues despite the mounting protests and civil disturbance in the semi-autonomous Chinese territory. Labor Secretary Silvestre Bello III said the labor department is yet to receive a recommendation from the Department of Foreign Affairs (DFA) if the condition would warrant a temporary deployment ban, even as the Philippine Overseas Labor Office (POLO) is closely monitoring the situation. “The DFA has not yet raised the alert level in Hong Kong. We are waiting for their recommendation before we make any action or temporarily suspend the deployment of our OFWs in Hong Kong,” Bello said during a media forum in Malate,

Manila. He also directed the labor officials in Hong Kong to provide him with periodic report on the situation and should tension escalates. The labor chief however advised OFWs to stay indoors and avoid going to areas where protests and tensions were concentrated. “We urge our household service workers in Hong Kong to stay in their workplaces for the time being and avoid the streets where protests are held. We are closely monitoring the situation,” Bello said.
