Report migratory bird: DA tells poultry raisers

CAGAYAN de Oro City-The Department of Agriculture (DA) in Northern Mindanao yesterday urged the poultry raisers in Misamis Oriental and Bukidnon to immediately report any migratory bird activity in their respective farms.

DA Regional Quarantine Officer Dale Franco Llentic said there are thousand large-and small-scale poultry farms in the two provinces that comprised the bulk of the poultry industry in Northern Mindanao.

“I have met with management representatives of the poultry raisers and I have told them to especially look out for their poultry Misamis Oriental Governor Yevgeny Vincente Emano has assured that the provincial government is addressing the reproted avian flu virus that farms which are located has affected poultry farms in some parts of Luzon. Malacanang mulls Armed Forces help in containing bird flu outbreak THE Palace on Tuesday said it is considering the use of military troops to hasten the clearing of areas affected by the avian flu virus in the province of Pampanga.

At a Palace briefing, Presidential Spokesperson

Ernesto Abella said the first ever avian flu outbreak in the country is no small calamity and the government is doing everything to swiftly contain the outbreak.

“We sympathize with the plight of farmers and other

sectors in the poultry industry which are burdened by the drastic measures needed to contain and eradicate our first ever avian flu outbreak,” he said.

However, the Palace official noted that the Depart-

ment of Agriculture (DA) may require additional personnel, given the huge task of cleaning and containing a large area.

Aside from security, MSU Marawi students face rising prices of food, transport, dorm

MARAWI CITY — Given the still ongoing war between government forces and the Maute Group in the downtown area, students of the Mindanao State University’s (MSU) main campus five kilometers away were aware, before coming back here, that they would be facing security issues when the first semester finally begins on August 22. What they were not prepared for, however, is the rise in prices of food, dorm and transport.

Before the war started on May 23, the cost of public transport from Iligan to Marawi was only 50 to 70 pesos. Today it is 100 to150 pesos.

In this campus of rolling hills with a view of Lake Lanao, downtown Marawi and the ‘Sleeping Lady’ mountain, students pay only 40 pesos to get enroled: 20 pesos for insurance and 20 pesos for the campus publication.

Students interviewed

by MindaNews on Friday, the last day of enrolment, said their “baon” (allowance) before the war was 500 pesos a week. On their return here, they found out 500 may no longer be

enough.

A tricycle ride before the war was only 10 pesos.

Now the fare ranges from 20 to 50 pesos, depending on the distance, and the time of day, they said.

There are fewer tricycles plying the route now as quite a number of tricycle drivers and operators are now evacuees (bakwits or internally displaced persons) in neighboring towns and cities.

An alternative would be to walk instead of ride the tricycle, as professors here who graduated from the same campus, said they did before.

The students’ favorite and affordable meal — pater — is no longer as affordable as it was before the war.

Pater is a Maranaw meal of rice with small chunks of either fish, chicken or beef, wrapped usually in a banana leaf and best eaten by hand.

Sorya Satar, 21, of Bacolod Kalawi town in Lanao del Sur, some 27 kilometers away, said pater before the war cost only 20 pesos. “Ngayon, 30 pesos na” (Now it’s 30 pesos).

Other students said some pater are sold for 35 pesos.

Omairah Macapodi, who works at the Department of Student Affairs, noted that the ten-peso vegetable meal is still ten pesos “pero maliit na ang serving” (but the serving portion is now small). The

Because the public market is within the main battle area, food supply is sourced from Iligan City, some 40 kilometers away.

Abdulhamid M.Yusoph, 19 of Ditsaan Ramain in Lanao del Sur, Mohammad Raif Bangcola, 19 of Madalum also in the same province, and Yasser Tabao, 20, of Butig, Lanao del Sur, were also complaining of the rise in prices and how their daily allowances will not be enough. “Krisis na lahat,” they said.

Aside from food and transport, accommodation is also a problem as a number of boarding houses are still closed, their owners among those who fled Marawi.

Accommodation rates have also risen. A bedspace in a room for six at a threefloor cottage, according to Honeybee Dulpina, a 20-year student who is finishing her thesis for a BS Environmental Science degree, is now PhP 700 a month, from PhP 650 before the war.

Dulpina is from San Isidro town in Siargao Island, Surigao del Norte.

Where to stay MindaNews met Dulpina with fellow Siargao Island students Genevie Sumaylo, 19 and Jezsiel Luego, 19, outside the College of Information and Technology on Friday.

Like Dulpina, Sumaylo, from Pilar town, is also completing her thesis for AB Sociology. Her boarding house, which was collecting PhP 650 a month before the war, has yet to open, so she is presently staying with Dulpina.

Both Dulpina and Sumaylo were still trying to complete their registration on Friday noon.

The two were supposed to have defended their thesis proposal afternoon of May 23 before going home to Siargao but no defense happened because the war broke out that afternoon.

MSU President Dr. Habib Macaayong told MindaNews there is special consideration for cases like these. He said the two “should see the Vice Chancellor for Academic Affairs. If not resolved, let them see me.”

On Monday, Dulpina and Sumaylo said they had gotten in touch with their advisers and are scheduling their defense so they can enrol.

Dulpina, Sumaylo and Luego stayed for two nights inside the campus when the war broke out before they were moved to Iligan City with the assistance of the school administration.

boarding house will reopen before classes begin but she is not sure if there will be an increase in rent.

Luego, 19, an incoming senior in AB Political Science from Dapa town who paid PhP 450 a month for bedspace in her boarding house before the war, is experiencing the same problem as Sumaylo’s: her boarding house has yet to open.

Luego said her Maranaw classmates allowed her to hitch a ride from Iligan City to the campus and her Maranaw teacher at the Pol Sci department, allowed her to stay in their house within the campus in the meantime.

Bangcola and Tabao said their boarding houses were still close.

“Takot pero kailangan” Students interviewed by MindaNews shared the same problem: their parents did not want them to return to campus, not while the war is raging.

Japar Sohaya, 21, Bacolod Kalawi, and her townmate Sorya Satar, 21, admit they are “takot pero kailangan” (afraid but it’s necessary). Both are incoming senior students in AB Islamic Studies.

Magad Norbaisah, 20, an incoming senior in BSBA Management, and Hayanie Tomadung, an incoming senior in Education, both from Balo-i in Lanao del Norte also said their parents did not want them to return to the Marawi campus because of the ongoing war.

Both said they have no choice because they are graduating students and

while there is an MSU branch in Iligan City, they prefer to finish the course in Marawi.

The parents of the Siargao students have repeatedly told them to stop school because of the war.

Like Sohaya, Satar, Norbaisah and Tomadung, they explained that as graduating students, “wala kaming choice” (we have no choice).

Sumaylo said her father had set a condition for her to stay in Iligan instead of Marawi. But when she got back to Marawi last week, her father repeatedly phoned her to return home, even if it meant she would miss one year in school.

She said her father’s plea may have been so because by coincidence, whenever her father calls, that would be the time of air strikes and explosions could be heard on the phone.

Luego said her mother had refused to call her since she insisted on returning to Marawi.

Francis Edward Emborgo, 19 of Wao in Lanao del Sur, an incoming sophomore in BS Marketing said that like Genevie, Honeybee nad Jezsiel, his parents also did not want him to return to Marawi but to transfer to Iligan.

Ronald Silvosa, Information Technology Officer and head of Information Systems Department of College of Information and Technology told MindaNews that as of 5 p.m. Friday, they had a total of 8,697 enrolees, 7,523 of whom have confirmed their enrolment.

Remaining Zamboangueño hostage escapes from Abu Sayyaf

ZAMBOANGA CITY -Government forces have safely recovered the remaining Zamboangueño construction worker seized by the Abu Sayyaf Group (ASG) in Sulu, a top military official said Monday.

Recovered by Navy forces was Edmundo “Moymoy” Ramos, a resident of Barangay Tumaga, this city.

Rear Adm. Rene Medina, Naval Forces Western Mindanao (NFWM) commander, said Ramos was recovered around 1 a.m.

Monday at the vicinity of Tapiantana Island in the municipality of Tabuan Lasa, Basilan province.

Ramos said he was taken to Tapiantana Island by a “concerned civilian” whom he sought help after his escape on Sunday from the custody of the ASG. Ramos said he immediately revealed that he just escaped from captivity when the Navy personnel intercepted them Monday upon disembarking from a motorized banca in Tapiantana Island.

Medina said Ramos was recovered by Joint Task Force Basilan through Na-

val Task Group Basilan, Naval Task Force 61, and Naval Intelligence Security Group Western Mindanao (NISGWM).

He said the injured Ramos was immediately taken to the hospital at Adm. Espaldon Naval Base that houses the NFWM headquarters.

Ramos was among the five Zamboangueño construction workers the ASG has kidnapped while they were asleep in their barracks at the Provincial Sports Complex on July 15 in Patikul, Sulu.

One of the five identified as Jenly Miranda escaped hours after they were seized.

Miranda jumped into a cliff while they were being taken to an Abu Sayyaf camp in Patikul town.

The other three namely Jason Vailoces, Joel Adanza, and Filemon Guerrero Jr. have escaped in the after of Thursday, August 10, and were safely recovered around 9 a.m. Friday, August 11, in Barangay Kagay, Talipao, Sulu.

LEBAK, Sultan Kudarat -Micro, small and medium enterprises (SMES) in the coastal town of Lebak in Sultan Kudarat province are assured of immediate aid that could sustain their investments.

This, as the Department of Trade and Industry in SOCCSKSARGEN Region opened here its 45th Negosyo Center.

“Lebak’s Negosyo Center is the 12th In Sultan Kudarat province. With the opening of this facility, all local government units in Sultan Kudarat province now have Negosyo Center that bring services closer to MSMEs,” said Felisa Sinobago, DTI Sultan Kudarat provincial director.

According to a DTI briefer, a Negosyo Center is “responsible for promoting ease of doing business and facilitating access to services for MSMEs within its jurisdiction.”

Its primar y ser vices include supports in business registration, advisory services, information and advocacy, and monitoring and recommending business-process improvements.

Specifically, these services cover assistance through business registration, establishing networks and market linkages, facilitating financial grants, shared service facilities and equipment,

management guidance, training, information on credit facilities, databanking and many other support for MSMEs. Lebak’s Negosyo Center is a a Model B facility, which is describes as being manned by 2 to 3 business counselorswith support stafff and has areas for reception, consultation and meeting. Sinobago, however, noted that the center in

Lebak has a second floor featurin a hall for training activities.

Suddenly, a sepulchral silence envelopes North Korea after US President Donald Trump enthused that its missiles are now “lock and loaded” in response to Kim Jong Un’s overture that it would initiate a nuclear attack on Guam, a US territory in the Pacific.

Japan, a US ally, also scrambled and vowed to shoot North Korean missiles, if it passes through its territory.

On the other hand, China would stop any US missiles fired against North Korea.

Obviously, a realignment of forces in the Pacific and Asia is silently building up as the North Korean threat becomes palpable and imminent.

But, will North Korea really pushes the button first and initiate a nuclear strike against Guam? With the US in war footing, many now expressed the doubt that Kim Jong Un would make the first move.

The leftist opposes Japan while the mediocre and the extreme right simply want to protect their interests.

They were not inclined to ally with the Korean opposition movement.

At that time, the Soviet Union was expanding the communist movement in Europe and in Asia. Being one of the neighbors in Asia, Korea could not escape the

Agriculture Secretary Emmanuel Piñol issued an order temporarily banning all fowl shipments from Luzon to other parts of the Philippines.

He said the ban on the shipment of poultry meat and poultry products from Luzon to the rest of the country is an aggressive step to contain the spread of avian influenza to other parts of the country.

The Agriculture chief said the ban will be temporary and will be lifted as soon as experts conclude that the risk of spreading the virus has been eliminated.

EEC substitute bill aims to grant incentives to projects

ENERGY BILL PASSED--The House committee on energy chaired by Rep. Lord Allan Jay Velasco (Lone District, Marinduque) in a hearing Monday approved a draft substitute bill seeking to institutionalize energy efficiency and conservation (EEC), enhance the efficient use of energy, and grant incentives to EEC projects.Rep. Reynaldo Umali (2nd District, Oriental Mindoro), head of the technical working group (TWG) which drafted the measure, said the bill aims to promote judicious conservation and efficient utilization of energy resources and minimize their negative impact to the environment. Cag de Oro city council disapprove construction of new Globe towers CAGAYAN DE ORO CITY – It was supposed to be routinary. Globe Telecom would ask permission from the City Council to get its consent in the construction of new cell towers. The councilors would go into a minute of formalities to introduce the measure and approve it without discussion.

But councilors in this city have had enough. All the ten councilors present in their weekly session last Monday, coming from both the majority and minority blocs, said they have been receiving numerous complaints from their constituents about what they call as eroding quality of Globe Telecom services.

Thus, the City Council decided to defer the approval of two resolutions endorsing the construction of two Globe Telecom cell towers in barangays Lapasan and Puerto.

Despite certifications from residents in the two barangays authorizing their consent to

He said the most contentious provision of the substitute House bill is the grant of fiscal and non-fiscal incentives. “But I think since the bill in the Senate has already hurdled the committee on ways and means, and committee on energy committee, then I’m sure said incentives would also pass in the House,” said Velasco.

During the hearing, the committee approved the proposal of Department of Energy Director Patrick Aquino to replace Sections 21 and 22 of the draft House Bill with Sections 24 and 25 of SB 1531 pertaining to incentives for ECC projects.

The adopted Section 24 of SB 1531 titled Incentives provides that: “Upon certification by the DOE, Energy Efficient Projects as defined in the Act shall be included in the annual investment priorities plan of the Board of Investments (BOI) and shall be entitled to the incentives provided under Executive Order 266 or the Omnibus Investment Code of the Philippines and any other applicable laws.”

Section 25 titled Non-Fiscal Incentives provides that: “Establishments that will implement or are implementing energy-efficient projects shall be entitled to the following: a) Provision of awards and recognition for energy efficiency and conservation best practices innovation, and successful energy-efficient projects and products; and b) Provision of technical assistance from government agencies in the development and promotion of energyefficient technologies.”

Rep. Reynaldo Umali (2nd District, Oriental Mindoro), head of the technical working group (TWG) which drafted the substitute bill, said the measure seeks to: (1) encourage the efficient use of energy and other modalities of demand side management; (2) ensure that energy is produced and utilized in a manner that will promote sustainable development to support the government’s goal of spurring economic activity and growth; and (3) promote judicious conservation and efficient utilization of energy resources and minimize their negative impact on the environment.

“In the pursuit of the foregoing objectives, it is imperative through that an enabling mechanism be established for both the government and private sectors to work together, which is also covered by the substitute bill,” said Umali.

Umali, chairman of the committee on justice, said

lawmakers are optimistic that with the staunch support and relentless advocacy of partners in both the government and the private sectors, the country will be able to institutionalize energy efficiency and conservation as a national way of life.

“May our efforts towards the efficient and judicious utilization of energy never waver.

During the second TWG meeting held last May 18, 2017, Umali said repsentatives from the Department of Energy (DOE), Department of Budget and Management (DBM), Commission on Audit (COA), Board of Investments (BOI) and the Philippine Energy Efficiency Alliance, Inc. (PE2) discussed the disagreeing provisions on the bill, particularly on the following: 1. The creation of an advisory council (which was replaced by the an Inter-agency Committee as proposed by Rep. Gloria Macapagal-Arroyo (2nd District, Pampanga); 2. The “off-the-balance sheet procurement” of energy efficient programs/projects, which is said to be prohibited under the procurement law; 3. The joint position/comments of the DBM and COA; and 4. The certification from the Bureau of Treasury (BTr) as regards the P150 million energy efficiency trust fund that the DOE proposed to get from the Malampaya fund as initial fund.

On July 19, 2017, he said the TWG convened again to come up with a consensus position on certain provisions of the EEC measure and finalize the substitute bill on the EEC. In this way, high level students know the effect on the body as muscles growth, heart rate and blood pressure and injuries. They learn how to exercise and keep their body fit, learn what

food to eat and learn how to prevent injuries while playing sports.

The benefits of PE have long been shared and addressed as a means to selfmedicate, not medication.

Even Hippocrates encouraged exercise as the best treatment for health. The CDC of the United States suggests that next to eating healthy, regular physical activity is one of the most important things you can do for your health. It must start young in school.

That is why there is PE for that.

DAVAO CITY -- The Department of Agriculture (DA 11) has assured that Davao Region remains free of Avian Influenza (AI) Virus.

DA 11 issued the assurance alongside first case of bird flu outbreak in San Luis, Pampanga where close to 40,000 chickens were culled and placed the province in a state of calamity on Friday.

Dr. Dannie Apelo, DA-AI coordinator, clarified that it is safe to consume chicken sold in the region. Despite its safety, he also asked the public to be vigilant especially on the source of poultry products.

“If we are consuming chicken, please ask kung saan ito galing. Right now, there is nothing to worry about because there is no reported case of AI in Region 11 since we mostly sourced our poultry supplies locally,” Apelo said.

In the advent of the outbreak in Pampanga, Apelo said DA’s mandate in addressing the problem is to ensure the region to be bird flu-free by preventing contamination to our domestic fowl.

“As of now, our quarantine service is closely monitoring to prevent entry of poultry and its products from infected areas to enter the region. Even just one confirmed bird-flu case in a particular area, it will already be considered an outbreak,” Apelo added.

Despite the outbreak of AI in Luzon, the supply of poultry products in Davao Region remains steady, according to DA.

Apelo said there is no reported shortage since most of the poultry products sold in Region XI are sourced from local suppliers. “We have enough supply of poultry products since we have our regular suppliers from local poultry farms like Magnolia, Bounty, Davao Farms, Vitarich in Davao City as well as from the provinces within the region particularly Tagum City and Compostela Valley,” he said.

DavOr to craft IRR for anti-smoking ordinance MATI CITY, Davao Oriental – The provincial government will craft an Implementing Rules and Regulations after Gov. Nelson Dayanghirang signed the revised Provincial AntiSmoking Ordinance.

The IRR, which is eyed for issuance after 50 days from the signing of the ordinance, will set the full implementation of the law.

Provincial Information Officer Karen Lou Deloso said on Saturday the ordinance was first enacted in 2016, but it underwent enhancement to be consistent with Executive Order 26, which President Rodrigo Duterte signed in May banning smoking in public places nationwide.

Deloso said the provincial anti-smoking ordinance prohibits smoking in all public areas, including government facilities, public transport facilities, food establishments, hotels, schools, hospitals, workplaces, and outdoor facilities like playgrounds, parks, and markets.

The Kabacan Municipal Inspection Team shall specify when compulsory inspection of the installed CCTVs shall be conducted before the necessary clearance or certification therefore may be issued, which clearance or certification shall be a mandatory requirement for the issuance or renewal by the Business Permits and Licensing Office (BPLO) of a business permit or license. The Kabacan Municipal Inspection Team may thereafter conduct inspections during reasonable business hours, to determine continued compliance with this Ordinance post- issuance or renewal of such establishments’ business permit or license by the BPLO. For all these purposes, the Kabacan Municipal Inspection Team shall seek the advice and assistance of the local Chief of Police or his duly authorized representative.

Apelo called on the public and the poultry farms to immediately report birds showing symptoms of infection from the H5 strain of avian influenza.

Symptoms include severe depression and inappetence, drastic decline in egg production, swollen and bluish combs and wattles, dehydration, severe congestion of musculature, severe congestion of conjunctiva, excessive mucous exudate in

tracheal lumen, severe hemorrhagic tracheitis, severe kidney congestion, urate deposits in renal tubules, hemorrhage and degeneration of the ovary, and hemorrhage and erosion of the gizzard lining.

Modes of transmission include direct contact with infected bird’s feces or secretions, contaminated feed, water, equipment and clothing, and contaminated eggs may infect chicks in the incubator.

Apelo said the H5 strain of this virus that was discovered in a poultry farm in San Luis, Pampanga may not infect humans.

However, he said the virus may mutate and become pathogens that can infect the humans.

He said the H7 and H9 are the deadly strains that could infect humans, but infected birds are hard to detect because they do not show the symptoms.

In a statement, the DOH will coordinate efforts with DA, the United Nations’ Fo o d and Agr ic ulture Organization (FAO) and World Health Organization (WHO) to prevent human cases.

It said that the DOH has supply of anti-flu medication and commodities whenever regional health offices and hospitals will require these.

The agency added it is now closely monitoring the events surrounding an avian flu outbreak in poultry in Pampanga.

It said it has “stepped-up the human flu like-illness surveillance since the reported human influenza outbreaks in Hong Kong and India few months back and will now look for human cases who may have been exposed to avian flu strain in affected areas.”

The DOH added that any person who becomes sick with fever and/or sore throat/cough and had exposure to these dead chickens should report to the local health center or nearest hospital for laboratory confirmation.
