MISAMIS Oriental--The provincial government of Misamis Oriental Monday cited Maj. General Benjamin R. Madrigal, Jr. commander of the army’s 4 th Infantry Division in Cagayan De Oro City, for his valuable efforts in sustaining the peace and security of the province of Misamis Oriental.

PROSPERIDAD, Agusan del Sur—The provincial government of Agusan del Sur is a qualifier for the prestigious 2017 Seal of Good Local Governance (SGLG) Award.

This is the second time Agusan del Sur was chosen as qualifier for SGLG since the awarding body was organized by former Local Government Secretary Mar Roxas in 2014.

Region 12 braces for ‘swine’ flu

GENERAL Santos City-Veterinar y quarantine personnel have sealed off the seaports, airports and transport terminals here and in parts of Region 12 in the wake of the declared bird flu outbreak in Pampanga.

Dr. Castor Leo Ejercito, chief of the Veterinary Quarantine Services (VQS) in Region 12, said Monday the move was aimed to prevent the entry of live fighting cocks, poultry and meat products from areas in Luzon affected by the outbreak.

He said their quarantine inspectors are mandated to seize and subject to quarantine all live fowl and meat products that would be shipped to the area.

On Sunday, VQS personnel at the city airport here stopped the entry of 16 fighting cocks that were brought in through a Cebu Pacific flight from Manila.

Isuzu PH holds biggest meet up for customers Isuzu Philippines Corporation (IPC), recently celebrated two decades of success following the gathering of its biggest event for their recognized Isuzu clubs; Team Isuzu Pilipinas, Team Isuzu Car Enthusiast and mu-X Owners Philippines.

Dubbed as “Isuzu Big Meet,” the event, which was held at Megatent in Libis, Quezon City, was made to promote camaraderie between Isuzu vehicle owners, as well recording the biggest gathering of Isuzu club members in one place.

More than 300 Isuzu owners with their vehicles joined the grand meet, which displayed Isuzu’s current light

commercial vehicle line-up, namely the Crosswind AUV, D-MAX pick-up and mu-X SUV, alongside its iconic models like the HiLander, Fuego pick-up and Alterra.

To make event more exciting, IPC held its first car show for stock and modified Isuzu vehicles.

Open for all clubs are categories such as Best AUV, Best Pick-up, and Best SUV. Meanwhile for the modified categories, Isuzu clubs competed on Best Engine Set-up, Best Sound/Entertainment System Set-up, and Best 4x4 Vehicle Set-up.

YAMAHA GRAND PRIX RETURNS TO DAVAO Yamaha Motor Philippines Inc. returned to Davao City to hold its Yamaha Grand Prix competition.

After being away for 2 years, the brand was ecstatic to be back in the region and so were their supporters.

Everyone was eager to witness racing action that has been away for some time. It’s been a while since the roar of a Yamaha engine was heard and a display of talent by their local heroes was theirs to indulge in.

It was a hot day on the track but

the competition was sizzling from the start.

Preparations began at dawn as every rider geared for the long day ahead going up against the best that Mindanao has to offer.

The competition had plenty of action with plenty of challenges for the riders. The track tested the capabilities of the participants with some having tough breaks and costly errors that led to a loss. This gave unprecedented opportunities as well for those who overcame a major setback to recover and regain their

bearings. The race also came with emotional triumphs and come from behind victories.

After all, this is what the Yamaha Grand Prix is all about, opportunities in every corner.

The winners of this Mindanao Leg are now qualified for the Grand Finals which will be held at the Quirino Grand Stand on September 10 where the members of Yamaha Team Pilipinas will be brought together after spectacle of a race.

Push the nuclear button first North Korea’s Kim Jong Un is provoking WWIII. Obviously, ever yone is now looking at the possible players and their allies who would be in the center stage.

From the point of war analysts, the issue of alliances and protagonists could be assessed based on the prevailing geopolitical condition.

For instance, from the point of Pope Francis, the pocket wars in the Middle East and elsewhere in Africa are already signs of the WWIII. “The WWIII is now going in various areas in the world where armed hostilities are going on,” Pope Francis once said.

But, the Pope refers only to the pocket wars.

What about the big ones?

The time when the major countries around the world gat her toget her as allies in a worldwide armed confrontation. Let us have a closer look.

Considering that North Korea would attack an ally of the United States or the US mainland, the US would definitely retaliate.

Will a North Korea-US war elicit a WWIII? The CYNOSURE believes a North Korea-US war would not take place unless China and Russia would come in to fuel the

conflict.

Whether China and Russia would side with North Korea is something to reckon with. Or, will China and Russia come in to act as negotiators to prevent the escalation of the armed conflict?

E a r l i e r, C h i n a a n nounced that it would shoot US missiles directed to North Korea. The action of China, however, does not mean that it would fight side by side with North Korea. On the other hand, China wants to protect North Korea because the missile might affect China’s borders.

Any way, will China also shoot down North Korea’s missiles directed to US allies? If the answer is positive, then China’s role would be effective as a pacifier or negotiator.

Granting without admitting that the WWIII would take place? Who are the protagonists?

Here is a presentation of the allies and protagonists. This assessment is based on the world’s current geopolitical status.

China, Russia, North Korea, Cambodia, Pakistan, Iran would come together. On the other hand, the US, Japan, Vietnam, India, South Korea, Europe, Kingdom of Saudi

Arabia, Canada, France, and Australia would be together.

Never theless, let us telescope the prospects of these alliances – its advantage and disadvantage.

China has infuriated many Asian countries because of its expansionist aggression. For instance, China wants to encroach on India’s territory with the aid of Pakistan. Unknown to many, China and India has been in “war footing” ever since because of a territorial dispute. At this time, India is closely watching its borders with artilleries and air patrols at all times.

The conflict between China and India was exacerbated because of China’s incursion into the Vietnam coast where a joint oil exploration between India and Vietnam is going on.

China also claims that part of the Vietnam coast is part of their territory, which added fuel to the fire.

Not only China and India have border conflict.

Unknown to many, Russia and China are also into boundary disputes.

China’s expansionist adventures in South China Sea has also solicited the ire of many ASEAN member countries.

Russia is also engaged in ter r itor i a l disputes among former members of the Soviet Union. In fact, the conflict between Russia and Ukraine has caught international attention because Russia wants Ukraine under its wings despite opposition by the Ukrainians.

One could not think that China and Russia – facing problems in their backyard – would join the North Korea-US fray.

The other day, the US intelligence and experts on missiles and nuclear warheads issued a statement that North Korea’s nuclear missile warheads were a “hoax.” The North Korea was simply trying project as a nuclear country with the capability to launch an intercontinental ballistic missile (ICBM).

A missile that has the capability to travel 3,000 or more miles toward an intended target.

-oooLAWLESSNESS HAS CREPT IN AMONG MANY FILIPINOS: One thing that President Duterte and other responsible ranking officials of his government should pay attention to is the evident lawlessness that has crept into the consciousness of many Filipinos, young and old alike, in almost all areas of the country nowadays.

This must be checked and, by all means, prevented from becoming the norm for our citizenry lest we turn our country into the modern “wild, wild, West” of the old American frontier, where there is no rule of law and no respect for authority among many.

I am saying this because of two incidents that affected me somehow in just a span of one or two weeks, happening about 150 or so kilometers apart, and prov-

ing to me that there is an unmistakable breakdown of law and order which is going to get worse before it becomes any better.

-oooKIDNAPPERS WERE TEENAGERS, TOO: The first one pertains to the kidnapping of a grandson of a lady pastor of the Simbahang Anak ng Diyos Kadugo Ni Kristo (AND KNK, or the Children of God Blood Kin of the Christ Church) which I already reported here just several columns ago.

I was given an update on the kidnapping by the lady preacher’s daughter, the widowed mother of the 12 year old boy who was snatched away right under her very nose while they were already on their way home from school.

The boy’s mother told me that, from the bits and pieces that her son managed to give her during the times he mustered enough courage to talk about his ordeal, the kidnappers who numbered three in all were just slightly older than the boy. There are more of this

in our next column, but what struck me the hardest here was the fact that the kidnappers were also mere children. What has happened to them?

-oooWHY HAS OUR YOUTH BECOME UNRULY & REBELLIOUS? Then, just a few hours before I wrote this column, I personally witnessed the behavior of about six to seven very young teenagers, one of whom a teen-aged girl, who must have thought they were the kings and queens along the National Highway in Bgy. Manglicmot, San Felipe, Zambales, so that they thought they could park at any part of the road and would not want to move one bit even if they were already obstructing other motorists.

along the highway, but the teenagers did not even mind us at all. We were able to go on only after they have driven off themselves.

Where are our youth getting this unruly and rebellious kind of attitude?

They are exceedingly young to be exhibiting the toughness usually associated with hardened criminals, but, there they were, kidnapping their fellow children, and acting as bad as any hooligan could ever act.

Indeed, what is happening to our country, Mr. President?

‘Tax scam’ probe in govt run ecozone in Misor underway

CAGAYAN de Oro City--A probe on the operations of the only industrial economic zone in Misamis Oriental started Monday in response to President Rodrigo Duterte’s order to investigate alleged corruption in the government-run Philippine Investment Veterans Development Corporation (Phividec) in the province.

Duterte has issued the marching order to conduct the probe in response to allegations of “massive corruption” at the Phividec Industrial Ecozone in Tagolo-an, Misamis Oriental.

Former Congressman Benjo Benaldo, who was earlier appointed as a member of the Phividec Board, exposed the alleged tax anomaly in the Phividec Ecozone in Misamis Oriental involving about Php 2 billion on unpaid real property taxes and rentals.

He said that four multinational companies, out of

the 80 manufacturing and ser vice companies now operating in the Phividec Ecozone, have a tax delinquent of almost Php 1 billion.

Benaldo said that the Phividec has already issued “notice to collect” to the companies involved, but some alleged that they have seriously pay taxes and rentals for the past 10 years.

He said that based on the available records at the Phividec, the multi-national companies have not paid any taxes or rentals at all.

Mandatory drug testing for students?

CHED has mandated all colleges in the country to conduct mandatory drug testing starting in 2018. That means the most who will be affected are the graduating Grade 12 students. I personally believe that if the twelfth graders have done nothing wrong, then they will have no worry in the new policy.

Ched Memorandum 64, which was signed by Ched chair Patricia Licuanan last August 2, is in support of the government’s current war against illegal substances.

All colleges and universities in the country are enjoined to adopt a strong policy on

drug prevention on campus and among the youth, according to Licuanan.

Although HEIs are not necessarily required to implement mandatory drug tests, they are strongly encouraged by Ched to adopt it as part of their institutional requirements of their admission and retention policies.

By the way, the results of all drug tests are kept confidential so I think this is a plus factor of this policy.

Anyway only the student and his legal guardian will know about the result. If the student is really found to be drug dependent, the appropriate sanction, intervention and rehab must be imposed upon the errant student.

MANILA - The country is now on the brink of an economic transformation, Communication

Secretary Martin Andanar has told members of the British Chamber of Commerce Philippines (BCCP) and other investors.

In his welcome address during the 5th Dutertenomics Forum held at the Fairmont Hotel in Makati City last Thursday, Andanar presented the six-year com-

prehensive development plan to boost infrastructure spending, not just in absolute terms but as a percentage of the gross domestic product (GDP).

“This ambitious agenda seeks to build infrastructure projects that will integrate major cities and even the islands of our archipelago in our drive to promote economic development that is not concentrated in the nation’s capital or its major urban centers, which will bring opportunities to towns and cities far and wide,” he said.

The communication chief also indicated that for the country to break out of its cocoon, it needs to engineer a shift from a consumption-driven economy to one that is investment-driven characterized by massive investments in physical infrastructure and human resources.

“The Philippines continues to grow at a pace that leaves most of Asia. We want to keep it that way,” he said.

resilience despite major wars in Afghanistan and Iraq, the SARS global epidemic, the oil and food price shocks, as well as political and security challenges in recent years.

P3.4-M livelihood for bombing survivors DAVAO CITY--- After 364 days since the night of September 2, 2016 explosion that ripped through the Roxas Night Market, bombing survivor Erickson Nacario held back tears when asked if he still long for justice. The explosion left 15 people dead and 74 injured.

“They’ve been arrested.

Guinoo na lang bahala nila (I leave it all to God),” he said without any hint of anger and bitterness. Nacario is scheduled for another operation for the broken bones on his right arm. He was hit on his right arm, right foot and another on the left arm. He continues to undergo therapy.

The 38-year-old Nacario can only thank that he and his wife survived that night when they were going to have a massage at Roxas night market. The couple was few steps away where the bomb exploded. His wife also sustained injuries. The couple has three children.

So far, Nacario tends to his small store. He said he cannot go back as real estate agent because he could no

A TIME FOR HIM

This is a short story of a child with developmental delay, enrolled in a heteregenous class and a teacher with the will to help the child improve his faculties and attain such respect from his co learners.

It was mid May and Brigada Eskwela was started in most public schools.

Parents of the learners come to the school to help clean the rooms, weeding grasses and do some painting to enliven the school, some carpentry works such as small repairs of broken chairs and tables. This was the regular scene when Brigada Eskwela is scheduled in a rural school.

A teacher assigned in Grade Four was approached by a hesitant mother.

“Good morning, teacher “. The teacher smiled, “Good morning too.

What can I do for you?”, the teacher replied. “Teacher, she said, I wanted my child to be in your class, because I am confident you can help my child.’” Kuan man gud siya teacher, morag special.

(Teacher, my child is somewhat with special needs.) The teacher looked at the mother,” what is the name of your child?”

On the opening day, the teacher smiled to her class, and stare with a friendly gaze to her pupil each time she called their names. She has already finished identifying her pupils in her class and wondered, “Do you know, Jolo class ?”, she asked the pupils. “Yes, maam”, her pupils answered in unison.

“Good morning, ma’am ”, she heared a greeting from the window, and as she glanced at it, she sees the same mother who approached her during the Brigada Eskwela and following her is a child. “That is Jolo, ma’am, “ her class replied.

“Maam, this is my child, Jolo with whom I wanted to be in your class”, the mother explained as they approached the door. We are sorry, Ma’am that we came late, he intends not to come to school today because he is ashamed and afraid but I really force him.” The mother further explained.

The teacher with no valid reasons to refuse, accepted the child.

“Please come in Jolo,” the teacher said, and she offered a front seat for him.

The mother turned back to her and waved good bye to her child and walked back home and said, “thank you, ma’am.”and the teacher nodded.

“Class, this is your classmate, Jolo,” said the teacher to her pupils. Kaila naman mi ana niya, ma’am,(We already knew about him ma’am, the class replied. On that long day, the teacher noticed Jolo, a shy child, prefers to stay alone and chat no one to his classmates.

“Jolo, come here,” the teacher called Jolo. Jolo, Jolo, gitawag ka ni ma’am.

(Jolo, jolo, ma’am called you to come close to her, Jolo’s clasmates, said.)

Jolo approached the teacher, “are you okey,” the teacher said. Jolo just stared at her teacher. “How could I help you, when you won’t speak for yourself?”, the teacher mumbled.

Back home, the teacher wondered,

“what should I do to him.” She thought of some strategies she learned from the university when she took her Bachelor’s degree in child education. “A challenged to myself,” she quipped.

She knew, previous teachers of Jolo considered him, a problem child.

Suffered from bullying and peer rejection.

At the age of twelve (12) still in Grade Four, and is not a reader at all, absent in class for a day of two or three in a week. He really needed special learning care, the teacher thought.

The following week, the teacher approached her class and called those pupils with excellent performance. Those who were known to have excel in class in Grade Three. She sought help from them and explained her desire to help Jolo know how to read and understands what he has read. The teacher picked up three pupils, with the ability she believed could help Jolo. She tasked them to help Jolo read a book or they will be reading a book for Jolo and let him understand what he has read during vacant time and after lunch before the start of the afternoon period. The teacher offered nothing in return for the three pupils she tasked to help Jolo. However, it was on the back of her mind, to acknowledge them as it will progress in the end of the learning year.

On the other side, the teacher come to the house of Jolo and explained to Jolo’s mother, her strategies to help her child. “I also wanted your cooperation, mother. If this will work, then fine. This will be the start of his participation in class,” the teacher, said.

First day of reading books to Jolo.

His classmate, Maya was tasked to be his first tutor and with the company of the two pupil-tutors. The teacher noticed, Jolo’s tutors find difficulty in succeeding what was expected. At the ring of the bell to end the afternoon session, he let Jolo remain in his seat for a while.

After his classmates come out of the room, the teacher talked with Jolo in a friendly manner and do some questionings about his tutorial sessions with his classmates. “Are you okey, with what they were doing?, the teacher asked Jolo. He never responded.

On that early eve, the teacher come to Jolo’s house and explained to his mother what has been transpired in that session. She explained to Jolo that his cooperation is of a higher importance than to his tutor’s time, instead of playing with their classmates with which his tutors missed a lot. A time devoted to him.

A week had passed and the teacher had noticed some developments.

“Teacher,” approached Nilda and Ziya, two of the assigned pupil-tutors, “mo participate na baya si Jolo, maka basa basa na siya.”(Teacher, Jolo already

participate and responded to some stories,” the pupil-tutors expressed in chorus and with satisfaction.)

The teacher smiled, “continue the job my little teachers”, the teacher said to them. “Jolo is needing our help,” she explained.

It was a Saturday afternoon, in the market. “Teacher , teacher”. It was Jolo’s mother. She said, she was happy with the development of her child, Jolo. “Thank you very much teacher, for helping my child and also to his classmates for having time with my child. I am also doing it at home, teacher”, Jolo’s mother said. “I realized that if you have spent time with my child, I could also have mine be spent to him for his development.” She was referring to time spent to help her child learn to read and understand.

As a child grows and develops, he learns different skills, such as taking a first step, smiling for the first time or waving goodbye. These skills are known as developmental milestones.

There is normal variation around what age children will achieve a specific developmental milestone. Arnold Gesell came up with “milestones of development” – stages by which normal children typically accomplish different tasks (Simon, 2002). Developmental delay refers to a child who is not achieving milestones within the age range of that normal variability. A child may have a developmental delay in one or more of these areas: gross motor, fine motor, language, cognitive and social.

Over the years, psychologist and other scientists have developed a variety of theories to explain observations and

discoveries about child development (Baker, et. Al. 2015).

“Teacher, thank you very much. A pack of chocolates for you. My husband has arrived from Qatar. He is an operator of heavy equipment in a construction company.” She also handed some to the pupil-tutors, “thank you lovely girls.”

Jolo started to mingle with his classmates. He no longer hear bullies from his classmates too. Though he still lags behind, yet he has shown interest in doing his class works.

The development of a child is function of more variables in life. Genetics, economic, family upbringings and community involvement are just some of the many variables for a child to be developed. The way the child is nurtured and developed affects him as he grows older.

A FREE TERTIARY EDUCATION FOR ALL: A DREAM AND A REALITY

Education is a right. As the 1987 Philippine Constitution, expressed that Education is a right for every Filipino. Education is being regarded as the window to acquire knowledge, skills and the right attitudes to be competitive especially in this highly technology-floated world.

Poverty-stricken families are the most devastating pictures the Philippine nation can offer to the world. Despite the many successes in the gradual economic progress in our country, still poverty cannot alter the socalled tiger booming economy

the Philippines may have today.

We are still a very little economy compared to the developed nation.

A poor nation supports a free tertiary education and just recently was signed into law.

Civil society organizations, students groups, admirers of the administrations and the leftists have different views, and to the heart of the common masses, education at the tertiary level in our Philippine education system is free after all.

It was indeed a right move of the administration to support free education for all from elementary level to obtaining a degree, even

subsidizing a medical profession which only the chosen few and moneyed people can afford this highly-priced medical education.

If this happened before, many Filipinos could be at school without the fear of what to pay during examination days. Somebody could have obtained other profession different from what he has worked for today. Time has changed, we have to be competitive and education is the key.

Philippines’ approval and making it a law of a free tertiary education is a big milestone this administration has made for its people.

Yet, this has to be studied hardly. School youths today are also bombed with vices, into drug addictions and other life-destroying practices. Free tertiary education implementation must be in accord with the high standard of learning.

A drug-free youth must be a prerequisite to this privilege to a free tertiary education. We could not just simply enroll would be learners for a dream degree without them toiling hard and without instilling into them their responsibility and be a rightful citizens of this country.

If tertiary education unlocks a better economic opportunity in the outside world, then it must be that such privilege would be rightfully accorded to those youths who deserve.

This was a dream of the youths of the yester years, a promise for a better career and economic opportunity of this present and future youth generations. The government should have a skillful hand to implement this free tertiary education, the education needed by our people to further unlock opportunities in the real world situations.

UNDER the new tax reform bill being currently proposed in Congress, workers get to have a bigger take home pay but prices of several commodities will increase. It is a pro-poor initiative in reducing income tax at the same time higher tax rate for the super rich.

What does this mean?

It means increasing the threshold of tax exemption to P250,000 per year while keeping the P82,000 tax-exempt 13th month pay and bonuses. It also imposes 35 percent income tax on those earning over P5 million to be classified as ultra rich.

It retains VAT exemptions given to senior citizens and persons with disabilities, imposing P6 excise tax

on diesel by 2019 starting with P3 if this bill is approved within 2017, allocating as much as 75 percent of excise tax collections to fund infrastructure projects and social programs, imposing 20 percent excise tax on automobiles with prices above P2.1 million with the exemption of buses, trucks, cargo vans, jeeps, etc. Donors and estate tax rates are likewise reduced to only six percent.

In my opinion, overhauling our tax system will have to be simultaneously and continuously implemented through tax policy and administration reforms. Needless to say, it also means helping taxpayers in paying taxes correctly.

It also seeks the implementation of development projects and provides access to basic necessities (food, shelter and clothing) and health and education.

Under the bill, IDPs will also enjoy freedom of movement and protection against forcible return or resettlement in any place where their lives, safety, liberty and health will be at risk.

Poe said the bill provides “for the protection of rights of IDPs during and after displacement, as well as their return, local integration or settlement elsewhere.”

Under the measure, authorities are mandated to provide protection and humanitarian assistance to IDPs within their jurisdictions, including establishing conditions for IDPs to return voluntarily to their homes, integrating them into the local community or allowing them to settle voluntarily in another part of the country taking into consideration their cultural heritage and traditions.

IDPs will also have the right for political participation, and to be entitled to claim and be awarded civil damages from any public officer or employee, or any private person, who directly or indirectly violate the IDPs’ rights and liberties.

Nadela said there are three kinds of assistance that the city government extends to the survivors: livelihood, continuing medication, and education.

The education of the survivors (students) and the dependents of those who died in the incident is covered by the city government under its Educational Benefit System Unit (EBSU), which has already 1,051 scholars.

“This is the commitment of the city government to help,” Nadela said. The money was raised through the donations coming from the city government, Office of the President, PAGCOR, Davao Medical Education Management Service, PDPLaban, House of Representatives, Davao City First District Representative Karlo Nograles, Davao Evangelical Church, and Kiwanis Philippines South.

Nadela said the city government will continue to monitor the beneficiaries to ensure they use the money properly. The city will also help them get training as small entrepreneurs.

Melvin Antigas, a masseuse, said the assistance is a big help for them. Antigas went back to Roxas Night market after recovering from minor injury. She said she cannot do anything but to go back to Roxas to earn income. It is her livelihood since 2008.

This time, she said, she and other colleagues are more vigilant and conscious of their surroundings. “We are more watchful of bags, look at the faces of customers,” she said.

As soon as the avian flu outbreak was reported last week, Emano said he has instructed Dr. Benjamin Resma, the provincial agriculture officer, to strengthen the monitoring in the quarantines.

Aside from chicken, those that will be checked at the quarantines include ducks, quails and other birds.

monitor the entry of poultry products coming in from other parts of the Philippines at the Laguindingan airport in the municipality of Laguindingan.

He the province and the rest of Northern Mindanao still buy poultry products, most especially salted eggs and “balut” (duck embryo) from other regions since Misamis Oriental and its neighboring provinces could not produce enough of them.

But, Emano said, the provincial government is now very cautious in purchasing live chickens and other fowl products due to the avian flu that is now devastating poultry farms in some parts of Luzon.

It was reported that the virus spread quickly when a poultry owner failed to report the disease that killed birds by the thousands.

The strain of the H5N1 could be transmitted and is considered fatal to humans who are infected with the virus.

As of Monday, August 14, Emano said the province has not reported of an avian flu outbreak yet and he hopes it will not affect the birds in region 10.

In fact, he said, he has launched the “Itikan sa Kalambuan” last year to address the shortage of duck eggs in the province.

Adopting the technology he acquired while on a tour in Pampanga, Emano said he introduced the program to 148 duck growers in seven towns, namely, Kinoguitan, Jasaan, Villanueva, Balingasag, Lugait, Tagoloan, and Libertad.

As starter, interested persons were given trainings on how to manage the ducks, provided to them for free by the provincial agricultural office.

At present, the duck farmers produce at least 10,000 eggs a week and are bought and sold by the provincial government to the local market.

“I hope that these four municipalities will also pass,” Sanchez added.

The validators will no longer inspect all the documents prepared by PGAS and congratulates it for this preparation.

“Since this is already National Validation, we will not go through all documents to be validated,” said Alexander Miego, validating team leader.

“We will only inspect documents we see that need to be validated,” Miego added.

Miego and his co-validator Jeffrey Caangay will conduct site validation after they are done in the validation of the documents presented at the venue.

A local government unit to be awarded for SGLG should pass these four Core areas: Financial Administration, Disaster Preparedness, Social Protection and Peace and Order Award plus at least one of the three essential areas: Environmental Management, Business friendliness and Competitiveness and Tourism, Culture and Arts.

But Ejercito said there’s no need for residents to panic as the region remains clear of bird flu and the outbreak is mainly confined in San Luis, Pampanga.

Solon pushes legislation seeking to protect IDPs EDITOR: Cris diaz

DAVAO CITY -- Sen. Grace Poe urged the government to focus on the welfare of thousands of locals displaced by the conflict in restive Marawi City , Lanao del Sur, as she pushed for legislation that seeks to protect internally displaced persons (IDPs).

Displaced Persons Act to ensure that IDPs are accorded the human dignity they deserve.

The Batch 1 of the Parenting Training Workshop for parents of children with special needs, held at Bulua Central School (July 25), City HS (July 26) and City Central School (July 26) and at Macabalan Elementary School (July 27), and with Resource Speaker and Behavior Management Consultant, Mr. Mark P. Saballa, also the Director/Founder of the Center for Behavioral Support (CBSCebu), was successfully attended and well-received by the parent participants. Congratulations to the organizers: Dr. Shirley A. Merida, Metzie P. Balandra, and all the SPED Teacher-Facilitators in-charge of Batch 1.
