NPA sightings in Oro villages alarm police

The 34-year-old Maharlika was working as an administrative officer in an Islamic school before the crisis forced her family to seek refuge at the provincial capitol.

“I decided to establish a makeshift store inside the evacuation camp. I just miss eating ‘apang’ in the morning, and since no one is selling it, I decided to include it in my store,” she said.

Among those who lined up to buy ‘apang’ was Salam Mustapha, who remembered the hotcakes that his mom would make every morning.

MSU main campus in Marawi prepares for Aug. 22 opening

MARAWI City — Amid the sound — and sight — of air strikes against the Maute Group and its allies in the main battle area in downtown Marawi, students flocked to the Mindanao State University’s (MSU) main campus here on Friday, the last day of the extended enrolment period, as officials prepare for the opening of schoolyear 2017-2018 on August 22.

Before the war between government forces and the Maute Group started on May 23, the first semester in this 56-year old university was supposed to begin on August 7. The war entered Day 81 on Friday with students stopping at the golf course near the university library from where one can see OV-10 planes dropping bombs on the main battle

area five kilometers away.

MSU President Dr. Habib Macaayong told MindaNews on August 5 that they were extending enrolment for another week and expect to open

by August 14.

But Lt. Gen. Carlito Galvez, chief of the Western Mindanao Command told MindaNews August 14 would be too soon, citing security threats that they need to address.

He said August 22 would be more feasible (August 21, a Monday, is Ninoy Aquino Day, a special non-working holiday).

Galvez on Friday told MindaNews classes in MSU will begin on August 22.

the MSU’s Board Regents appealed to university and military officials present during the conference last Monday to use a holistic approach since there are people living within the school compound who are neither school staff nor students.

Adiong cited the need to consult and involve other members of the MSU community so that they know the problem and can take part in the solution.

At the end of the meeting, the officials agreed to craft a security plan involving everyone who has a stake over the MSU operations.

MSU, Adiong told MindaNews, is “a part of our lives. If you lockdown MSU, you might as well drain the lake. If Lake Lanao is the source of our identity, MSU gives meaning to our lives.”

MSU, according to its website, has a peace building mandate, “with most of its campuses located in conflict- affected areas in Mindanao.”

A “Brigada Eskwela” or campus clean up drive involving MSU constituents, representatives of the local government and the Armed Forces of the Philippines and Philippine National Police will be held next week in preparation for the school opening, Col. Romeo Brawner, Deputy Commander of the Joint Task Group Ranao told MindaNews on Friday.

demic Affairs of the MSU System. Of this number, 2,210 graduated last month.

“With no freshmen and sophomores coming in as new students due to K to 12, that leaves us with around 10,000. If we will reach 80 percent (enrolees), that would be amazing,” she told MindaNews.

MSU alumni have been actively campaigning for students to return to the main campus, even offering free tee-shirts, initially for the first 100, increasing it later to the first 300 enrolees.

Ronald Silvosa, Information Technology Officer and head of the Information Systems Department of the College of Information and Technology told MindaNews that as of 5 p.m. Friday, they had a total of 8,697 enrolees, 7,523 of whom have confirmed.

The remaining 1,174 students “enroled or were enroled by their respective department academic adviser during the enrolment period which began last July 31 in three venues, namely online or via the internet using their student account, MSU main campus in Marawi and the College of Medicine at Pala-o in Iligan City.”

From University of Mindanao to MSU MSU was established on September 1, 1961. The law creating it was amended several times. Passed in 1955, RA 1387 created the University of Mindanao in what was then refered to as Dansalan City.

In 1957, the law was amended by RA 1893 to include a preamble that there is a need to accelerate the program of education “among the peoples of the south, particularly the Muslims and other cultural minorities.”

It said a more extensive professional and technical training and instruction in Literature, Philosophy, Sciences and Arts, “particularly the Native Culture, Literature, Philosophy and Sciences and a more extensive research of the above, especially those relating to Filipino Culture, Literature, Philosophy, Sciences and Arts, become necessary to implement the policy of the Government in its desire to integrate the National Minorities into our body politic.”

Its original name under RA 1387 was University of Mindanao but this was renamed by RA 3791 in 1963 to Mindanao State University (MSU). It is not clear why the name was changed.

BAYUGAN City—Department of Trade and Industry Caraga Regional Brielgo O. Pagaran hopes the launching of the Kapatid Mentor Me (KMMe) program here over the weekend would help achieve Caraga’s P200 billion Gross Regional Domestic

Product (GRDP) potential in the next five years.

In his message during the said launch held at the city’s Lope A. Asis gym, Pagaran said that in 2014, Caraga has already reached P97 billion and he hopes the KMMe will also be able “to bring down the poverty incidence from 30% to hopefully below 20% from now until 2022.”

Pagaran also expressed his belief that “the key to Caraga region’s development and progress is the development of Agusan del Sur” so that he encouraged everyone to strive hard.

Meanwhile, Sangguniang Panlalawigan member Susan G. Gerona, who represented Gov. Adolph Edward Plaza, in her message urged the entrepreneur-

participants to put passion, interest, love, and faith in their business ventures to attain success.

Hardwork should replace laziness , she stressed.

For Kim Jong Un, the North Korea strongman, his pandering and his threat of nuclear attack against the US and its allies could be just a kind of mockery. Perhaps, Kim was just sending a strong message to the US that North Korea has now the capability to launch a nuclear strike anywhere in the world. A grandson of Kim Il Sung, an appointed communist leader of North Korea, by Stalin of the then communist Russia, the younger Kim has the aggression blood running in his vein.

In fact, a simple understanding of Korea’s history circa 1940s would lead us to believe that it was Kim’s grandfather Kim Il Sung who divided the Korean Peninsula and its people.

Before 1945, in 1919 an undivided Korean Peninsula

was under the control of Japan. It was the despotic rule of Japan that leads to an uprising of the Korean people against Japan. \The Korean uprising has divided the players into the communist and the rightist, each faction fighting as to who would lead Korea.

It was at that time that Kim Il Sung, a Russian trained communist recruit, led a low level guerilla warfare against the Japanese in Korea. However, the Soviet Union attacked Manchuria and decimated the Japanese before marching to Korea.

As a department under the executive branch, the DENR has no power or authority to issue regulations that contravene or amend existing laws. Nevertheless, that is what the previous dispensation at the DENR tried to do.

The President himself has sought to clarify his position on mining. Last week, he called represen-

tatives of various mining companies to Malacanang and acknowledged that, since there is a law allowing mining, “who am I to stop it?”. He, however, reminded mining companies to follow the law and to protect the environment. He also admonished them to plant trees.

Interestingly, mining companies are among the most active tree planters in the country as they are required to have an Environmental Protection and Enhancement Program which includes not only plans relative to their mining operations, but also to rehabilitation, regeneration, revegetation and reforestation of mineralized areas, slope stabilization

I couldn’t find a word in English for “blood kin” or “blood rela-

tive”, but there is an interesting word in Filipino which denotes a “blood kin” or a “blood relative.”

This Filipino word is “Kadugo”. Among themselves, AND KNK members call each other “Kadugo” and, aside from the sheer novelty of being called “Kadugo”, it is impressed upon them that this Filipino word has a much deeper meaning in their spirituality.

Principally, it denotes their being one with Jesus, our God and Savior, in His blood, flesh, and spirit.

How did this happen? It is a consequence of their having accepted and received Him, and of their believing in Him as God and Savior, and as God the Father, Son, and Holy Spirit.

Proposal for creation of technical experts advisory group up for study CAGAYAN DE ORO CITY – As the city sets to prepare long-term plans, the proposal for the creation of a Technical Experts Advisory Group to provide sectoral advisory assistance on planning and development to the city government of Cagayan de Oro is now being studied.

The 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy, through the committee on planning and development chaired by Councilor Ian Mark Nacaya tasked the City Planning and Development Office (CPDO) to come up with a proposal on the composition and functions of the said advisory group.

Based on the draft submitted by Assistant City Planning and Development Coordinator Ramir Balquin, the experts’ group shall be composed of members drawn from nominated or designated sectoral specialists of the national government, state universities and colleges (SUCs), and private institutions of higher education in the region.

VICE GOVERNOR JOEY G. PELAEZ’S OPPOSITION TO CHED’S ORDER TO CLOSE BSU-ESCs REACHES CONGRESS - Vice Governor Joey Peláez was recently invited by the House of Representatives Committee on Higher and Technical Education during its 10th Regular Meeting as a Resource Person in connection with the Order of the Commission on Higher Education to close the Bukidnon State University-External Studies Centers (BSU-ESCs) operating in the Province of Misamis Oriental and Bukidnon.

Vice Governor Pelaez, in his powerpoint presentation during the hearing, claimed that the various ESCs have performed well in national examinations and its graduates have been very employable in many government agencies and private companies, presenting comprehensive statistics on the matter.

Vice Governor Pelaez presented his position which strongly opposes the Order of the Commission on Higher Education to close BSU-ESCs which will deprive more than 6,000 poor students in the province. Bereft of any other available tertiary education institutions that are affordable and accessible, it is this country’s moral responsibility to provide even a flicker of hope through education, the Vice Governor stressed.

The Committee was able to include in the Agenda the issue pertaining to BSU-ESCs upon the initiative of Congresswoman Juliette Uy of the 2nd District of Misamis Oriental, also a Member of the Committee.

Health cmte tackles IRR of EO 26 CAGAYAN DE ORO CITY – The proposed ordinance providing Implementing Rules and Regulations (IRR) of Executive Order No. 26, providing for the establishment of smoke-free environments in public and enclosed places and the creation of smoke free task force was thoroughly scrutinized by the City Council committee on health and sanitation and health insurance.

The committee, chaired by Councilor Maria Lourdes Gaane, noted that the Tobacco Regulation

Act of 2003 (RA 9211) prohibits smoking in certain public places whether enclosed or outdoors in certain places, prohibits the purchase and sale of cigarettes and other tobacco products to and by minors and in certain places frequented by minors, imposes bans and restrictions on advertising, promotion and sponsorship activities of tobacco companies and local government units to implement these provisions.

Councilor Reuben R. Daba, chair of the committee on social services and vice-chair of the committee, proposed that the specific

age provision of 18 years old be removed, as it can cause confusion to the constituents. Others will smoke in the specified areas since they are beyond 18 years old, he cited.

For his part, a representative of the Office of Building Official

(OBO) said the office will regulate these areas prior to the application of building permit and will conduct inspection to ensure its compliance.

Teachers should understand their students’ learning style and preferences which learners most efficiently and effectively perceive, process, store and recall what they are attempting to learn. Martinez said that the evacuees in Opol would return to their farm lots only after the military shall have cleared the areas of the NPA rebels.

According to Martinez, the military has engaged the reported rebels since state forces were dispatched to four villages in Opol, Misamis Oriental after reports about the sightings of armed NPA rebels in the area.

The first two of the 10 modules that the mentees have to complete in order to pass the course were discussed during that launching day. Module 1Entrepreneurial Mindsetting and Values Formation was ably discussed by PCE mentor Armand Bengco while Module 2-Marketing was also comprehensively discussed by PCE mentor Victor Madlangbayan. In between the lectures, Sherwin Mylil Begyan, owner of the SMB Construction and Arturo A. Franco of the A&M Enterprises, both in the town of San Francisco, shared their humble beginnings as entrepreneurs. After the lectures came the cliniquing or mentoring of the participants.

There were 420 participants, 25 mentees, and nine local mentors during the KMMe launch in Bayugan City.

The KMMe is a component of the KAPATID Project which is an initiative of DTI and the Philippine Center for Entrepreneurship (PCE) to help the countr y’s micro, small, and medium enterprises (MSME). In Agusan del Sur, It was first launched in the municipality of San Francisco last May 3 and it produced 25 mentees.

This second batch in Bayugan City is funded by the Provincial Government of Agusan del Sur through the effort of Gov. Adolph Edward G. Plaza and the Bayugan City local government.

A long-time trader, who only identified herself as Aida, said she was able to bring some of her goods to the evacuation camp despite the threat of the invading IS-inspired Maute and Abu Sayyaf groups.

She said some traders in Padian, Marawi’s main public market, were not as lucky as the militants ransacked their stalls.

“Despite the difficulties, we are trying to make our life normal here,” she said, noting that keeping themselves busy in their stores helps them survive the crisis mentally.

The US did not support the South Korean people, but Russia’s Stalin and Mao Tse Tung of China supported the North Korean attacks against the South Koreans.

In 1946, the Communist Part of Korea was formed with Kim Il Sung as the appointed Chairman. With the communist movement in place, the Soviets and Communist China purged all non-Communists in North Korea.

By that time, the Soviet Union already developed and tested an atomic bomb while China was stocking its war arsenal.

With the incessant urging of Kim Il Sung, in September 1946, Stalin has considered an invasion of South Korea. Stalin wants an expansion of communism in East Asia as the Communist Bloc becomes bigger.

Back by the Soviet Union and China, Kim Il Sung attacked South Korea in an effort to unite the country under a Communist regime.

did not support the South Korean people in the ensuing border war between the North Koreans then.

They were wrong, the US acted swiftly then and repel the attack. The US action was meant to prevent the expansion of the communist movement in Asia.

The UN Security Council condemned the attack and urged the North Koreans to withdraw back to the 36th Parallel.
