Names of cash aid beneficiaries need updating - DSWD By NEF LUCZON

CAGAYAN DE ORO CITY – The Department of Social Welfare and Development (DSWD) 10 (Northern Mindanao) has extended the encoding of profiles of cash aid beneficiaries who are affected by the enhanced community quarantine (ECQ), after about 90,000 names in the initial list needed to be updated. UP to 4 million deaths from smoking each year can be avoided with the advancement of noncombustible nicotine delivery technology, which encourages millions of smokers to switch to less harmful alternatives, according to a global health expert. MARAWI CITY, Lanao del Sur -- Newly-designated Department of Education (DepEd) Marawi Schools Division Superintendent Anna Zenaida Unte-Alonto emphasized the significance of establishing child-friendly spaces in schools. SPMC reports enough oxygen supply, meds, ventilators DAVAO CITY -- Southern Philippines Medical Center Chief of Hospital Dr. Ricardo Audan assured the public that the hospital has enough oxugen supplu, mechanical ventilators, and medicines should there be a surge of Delta variant cases of COVID19 in the region and its neighboring provinces. OneDA boosts food resiliency in NorMin

Targeted to break ground on August 16, the RPMT of DA-10 convenes on August 9 for a virtual meeting to tackle key concerns to further facilitate the implementation of the smart greenhouses project in R-10.

RPMT-DA preps up for smart greenhouses groundbreaking CAGAYAN DE ORO CITY - With the upcoming groudbreaking for the establishment of Korean-funded smart greenhouses in Bukidnon province, the Regional Project Management Team (RPMT) of the Department of Agriculture - Northern Mindanao (DA10) convened on August 9, 2021 via the virtual platform. Said facility is eyed to break ground on August 16 at one of the agency’s research stations, the Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) in Dalwangan, Malaybalay City, Bukidnon. Of which is aimed at helping local farmers in producing high value crops such as potato, cherry tomato and strawberry using smart farming technologies.

Being one of the host implementing agencies, the RPMT of DA-10 laid out and tackled key concerns to further facilitate the execution of the smart greenhouses project in Region 10. Among them are the arrival of the technical experts from South Korea; site development, including the preparation of the office and living quarters for such personnel; conduct of an orientation cum groundbreaking; and additional cargoes such as reefer truck and may include fertilizers and pesticides to be transported from abroad via Region 6, for the cited collaborative project. Further, potential farm co-operators, coming from Lantapan town and Malaybalay City, all in Bukidnon

The Many Faces of Oppression

OPPRESSION has many faces and it is committed in various ways but nothing could beat that of a tribal community that had been coerced to live with cows. How was that? Here is the story. The worst of oppression happened in Panalsalan, Maramag, Bukidnon in the late ‘60s when a rich influential man holding a congressional position from a region in the Visayas turned the barrio (the name barangay came later) into a ranch. He came one Christmas day in 1969, distributing “gifts” (P20 per family, P20 in the 60s is now worth P2,000). A month later, that powerful man came back with his armed cowboys, fencing the barrio with barb wires (about 6-feet high) claiming that those “gifts” were his payments for the land that he was transforming into a ranch. I personally had seen the terrible face of oppression as a young student leader and as the editor of our school organ then, publishing a feature article entitled, “ A Barrio in a Cage.” When that was published, the cowboys came, attacking me in the dorm with threats to kill me. It was by all means a barrio with a chapel and an elementary school building, a barrio hall and hundreds of houses but was fenced like a “concentration camp.” So difficult to live with cows, I concluded then because cows would enter school premises and even would dirty the chapel. Worse, cows were destroying corn-

field and all other crops in the farms, to the detriment of the tribe’s livelihood who were then living in extreme poverty. Every time they would throw stones at the cows to drive them away from eating their crops, they would be arrested, charged for “malicious mischief.” In fact, 19 Manobos had to sleep in prison in Maramag for shooing away the cows eating their corn in the cornfield. So desperate a father had mixed poison (Thiodan) in the food of his family at dinnertime and when everyone was dead, he drank the remaining poison. Going around the barrio, I saw a burnt house and was told that a man just burned his house to end it all. That happened five decades ago but until now the picture of that barrio heavily fenced like a “concentration camp” is still vivid in the inner recesses of my thoughts, wondering if justice had been done to our oppressed Lumads in the hinterlands. When I wrote about it, I was threatened. In fact, I was arrested. I remember, no less than Sen. Diokno and Sen. Tanada pleaded for my release. Yes, red tagging is not only happening now. Yes, there is no “turning of barrio or barangay into ranch now;” but the new face of Lumad oppression is even worse: the transformation of the land, the choicest, into massive plantations, planting all kinds of fruits and palm oil, not for us, but to satisfy the consumerist and materialistic lifestyle of foreign people, far

beyond their share of the world’s natural resources. In fact, there is tremendous commercialization of land now in Mindanao and our Indigenous Peoples are illegally deprived of their lands through corporate globalization. In cohort with powers-that-be, these choicest of lands are converted into plantations not only for fruits but bio-fuel, this time jeopardizing our food security and ecological integrity as toxic chemicals are massively applied. Of the eight chemicals being used, be pesticides or herbicides, seven are already banned in other countries. In fact, based on my research, many of these Trans-National Corporations are banned to enter Puerto Rico for causing cancer to the Puerto Ricans. Where did they go? Mindanao! You want to know the many faces of oppression of our Indigenous Peoples? Well, don’t you know that in the last 5 years, about 63 IP leaders have been murdered? For what? For resisting land grabbing of their ancestral domains as shown by my friend, Mr. Ceazar Soriano in his PTV4 Program, “AGAW LUPA, AGAW BUHAY.” Tama na ang pang-aapi. Sila po as Tao hindi basura! Life’s a balancing act

PERHAPS the greatest lesson that Covid 19 can teach humanity is that we are all dispensables any minute of the day. More so, we are not immortals as others would pretentiously think otherwise. With Covid-19, now leveled up into a more deadly Delta variant, the degree of damage into our lives and the economy is extra excruciating, a nightmare like no other. In fact, we are forced to re-think the way we work, and the way we live. A balancing act we have to tough it out to survive, or fail down to our graves. We learned a new discipline never imagined to rule mankind in an instant. We now have to follow strictly health protocols to the letter, or suffer the consequences —spend our lonesome at the hospital, or go down to our graves

forever. We learned to be more health conscious, to wash our hands, to wear facemasks and to practice social distancing. Simple life discipline yet it is the only way to beat the pandemic in the absence of a dedicated vaccine. Indeed this global health crisis had painted a dramatic change in our lives —a norm widely known today as the ‘new normal’. And as we go through the remaining days of 2021, the numbers keep on increasing by the minute, sending a stern message to all and sundry that Covid 19 pandemic has not waned, nor gone with the wind. Not yet. Truly, this pandemic is world reset. It has changed our lifestyles—no matter what your politics, no matter what your religion, no matter what your status in life.

You maybe rich, or poor, we are all in this together. With vaccines now produced reportedly en masse, Covid 19 may soon vanish into thin air, yet its sting will forever be with us — engraved virtually in the four corners of the globe. Perhaps the greatest lesson that Covid 19 can teach humanity is that we are all sporting the same breathe, very vulnerable and too high a price that no one, even the most moneyed on earth could escape from the pandemic’s sting of death. Bangsamoro Medical Program Helps Over 14,700 IN the three short years that it has been existing, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has been busy with many programs, especially medical ones that are seriously needed in a time of COVID-19. Currently, the BARMM’s Ayudang Medical mula sa Bangsamoro Government (AMBaG) program has given financial assistance to more than 14,700 people among 22 partner hospitals. “The importance of lending a helping hand for medical expenses cannot come at a more suitable period than what we are experiencing today with the ongoing pandemic,” said BARMM Chief Minister Murad Ebrahim Al-Haj in a statement. Over PhP 87 Million has been disbursed to the partner hospitals, as well as to hospitals outside the region, to assist Bangsamoro patients’ needs that are not covered by Philhealth benefits and other medical assistance programs. Out of the 14,752 people assisted by AMBaG, 10,346 (around 70%) were “zero balance” or did not have any outstanding hospital debt upon discharge. PH economy soars to 11.8% in Q2, strongest in over 3 decades By LESLIE GATPOLINTAN

MANILA – The Philippine economy strongly recovered in the second quarter this year to 11.8 percent mainly driven by base effects and a “better balance” between addressing the impacts of the coronavirus and the need to restore jobs and incomes of Filipinos. The April to June economic growth accelerated from -17 percent in the same period last year and was the highest gross domestic product (GDP) recorded since the fourth quarter of 1988. “Almost a l l s e c tors bounced back despite the imposition of the ECQ (enhanced community quarantine) and the MECQ (modified enhanced community quarantine) last April and May 2021. This is a clear indication that managing risks, instead of shutting down large segments of the economy, stands a far better chance of improving both economic and health outcomes,” Socioeconomic Planning Secretary Karl Kendrick Chua said in a virtual press briefing Tuesday, reading a joint statement of the government’s economic managers. Chua said unlike last year’s ECQ where 75 percent of the economy was shut down, most industries and services continued to operate, public transportation remained available, and workers were exempted from the curfew during

the ECQ enforced in the second quarter. The National Capital Region (NCR) and the provinces of Bulacan, Rizal, Laguna and Cavite were placed under the strictest quarantine mode from March 29 to April 11 to stem the spread of coronavirus disease 2019 (Covid-19). “The increase in economic activity has led to more Filipinos regaining their jobs and income. The recent labor force survey results for June 2021 showed that the economy generated an additional 2.5 million jobs compared to the prepandemic level, and the quality of employment has improved given the much lower underemployment rate,” he said. Chua, chief of the National Economic and Development Authority (NEDA), said the Development Budget Coordination Committee (DBCC) will review the recent economic data and the risks associated with the Delta variant to fine-tune growth targets and adjust recovery strategies. “...With the second-quarter results, they are going to help us achieve our target for the year. However, it also depends on the outcome of this present ECQ. If we are able to manage the risk and everyone cooperates and adheres to the health protocol, then we will be able to lift the ECQ sooner. On the other hand, if we do not comply, then it is possible

that the ECQ will be long term. We will maximize the use of this present period to inoculate as many as we can so that we can pave the way for the safe reopening of the economy and minimize the risk in the second half of 2021,” he said. He added they are expecting the arrival of over 148 million doses of the vaccine during the remainder of 2021, optimistic to inoculate 70 million Filipinos or the entire adult population by year-end. Chua said had the country not managed the risks better, allowed most sectors to operate, and enforced the health protocols, the seasonally adjusted quarter-onquarter economic growth could have been worse. Metro Manila has been again placed under ECQ from Aug. 6 to 20 to prevent the spread of the more infectious Delta coronavirus variant. “Prospects for a strong economic recovery in 2021 remain promising. Although there are speed bumps given the current ECQ in Metro Manila and other parts of the country, we are now better equipped to sustain continuous positive growth,” he added. MANILA – Philippine authorities’ bid to further digitalize financial transactions in the country has been supported by the Bank of China Manila (BOC), which recently partnered with Bancnet for its digital transformation move. In a reply to questions from the Philippine News Agency, BOC said investments for digitalization, as part of its global system enhancements, amounts to billions worth of renminbi annually. “As for BOC Manila, we have doubled the allocated budget this year to localize digital solutions for our clients

in the Philippines,” it said, without elaborating. The bank is optimistic for an over 10-percent growth in accounts for this and next year partly through its interconnection partnership with the largest interbank network in the country. The BOC declined to give specifics on the current number of their account holders but added “we expect to grow our individual account user base by at least 20 percent behind the added accessibility we can achieve with BancNet.” “With the addition of our interconnection with BancNet, our BOC dual currency

An Educator (Teacher) is a person who has the willingness to help learners acquire knowledge, competence and skills. A good teacher can make a world of difference in a student’s life, impacting everything from their classroom learning to their long-term success. They serve as the model to their children which contributes a lot to the child’s achievement in the classroom. Thus, one should possess palatable qualities because their students looked up to them. Being a Kindergarten teacher, handling little children takes a lot of courage and effort. For this is the stage that they feel apprehensive because of a new building, a new teacher, a new set of classmates – in short, a new environment that it takes time for them to get comfortable in the unfamiliar surroundings. One of the major problems encountered is the separation anxiety that leads them to clinging and crying to their parents. Majority of them had a hard time adjusting, that’s why I need to exert more patience in dealing with them. Make them feel

that they are secured inside the classroom, establish a close bond between them because they will eventually listened to if the connection is develop. Research shows that their motivation and attitude towards school are closely link to student-teacher relationship. Since they are all different in so many ways, one is energetic, another one is strong-willed, one is a social butterfly, reserved and shy – remember to deal with them with compassion because they are rookies at navigating the social terrain. Remember too those boys and girls don’t develop socially in the same way or at the same speed. Girls mature faster and respond better to reasoning than boys do. In addition, boys learn in a more physical way. In Kindergarten, you need to be an engaging teacher. You need to play with them, make them your friends and do the task with them even if you need to get down to the floor to do the activities. Essentially loved them as they were your own sons and daughters.

STAYING at home as a limitation of autonomy. School as an educational, not a relational environment. The impact of a new life routine. Experiencing anguish and loss. These are the four emergent themes for negative experiences. As for positive experiences, among them are “being part of an extraordinary once in a century experience,” “discovering oneself,” “rediscovering family” and “sharing life at a distance.” In a recent study, anxiety, depression, psychological stress and poor sleep have been reported to be the main psychological outcomes of living with the COVID-19 emergency. Depression and feelings of loneliness are related with great time spent on social media while family time, physical activity and

schoolwork play a protective role for depression. The opportunity to explore new relationships with peers and other developmental environments often stresses a time of identity moratorium where individuals investigate themselves by making identity-defining commitments which usually end by achieving a balance between personal interests and the vocational and ideological opportunities provided by surrounding context. A turning point in identity development is the acquisition of personal autonomy. During the COVID-19 emergency and the consequent lockdowns, adolescents experienced a strong change in their personal and social environment which affected the trajectory of their developmental tasks.

The COVID-19 outbreak has had an unprecedented worldwide impact. Disruptions to families, friendships, daily routines, and the larger community can have a negative impact on children’s well-being, development, and safety. The pandemic has wreaked havoc on the economy and society. The COVID-19 situation may affect children’s exposure to higher protection risks in a variety of ways. Putting them at risk for aggression, neglect, or exploitation. COVID-19 and other infectious disorders can disturb the conditions in which children grow and develop. COVID-19 can swiftly alter a child’s environment. School closures and movement restrictions are examples of quarantine procedures that interrupt children’s routines and social support. One of the rising concerns with regards to children’s safety is the issue of Online Sexual Exploitation of Children or OSEC. Online sexual exploitation of children (OSEC) refers to child sexual exploitation which is facilitated or takes place through the Internet and other related media. OSEC greatly affects physical, psychological, and interpersonal well-being of

the children. Extremely traumatic, become withdrawn and depressed, scarred for life, they feel scared and stressed, they become isolating, they grow and feel selfpity, they were internalizing symptoms and externalizing symptoms and they are difficult to mingle. Poverty is still one of the main drivers that pushes individuals to engage in OSEC. The pandemic causes some parents to lose their jobs, and as a result some of them are forced to do illegal and criminal actions like OSEC to gain money. Some causes of OSEC are influenced with drugs, too much exposure to online sites, pornography, illiteracy, and distorted family values etc. OSEC can be stopped with proper education about it and knowing the consequences and punishments it can bring. “Child Protection” refers to programs, services, policies, and structures aimed at preventing and responding to child abuse, neglect, exploitation, discrimination, and violence. (DepEd order No.40, s. 2012). It is possible to stop OSEC. Our administration has a lot of hope in ending OSEC because we need the children’s impunity and dignity to live.

Currently, many in tobacco control are skeptical, even hostile towards the contributions of industry. The origins of this hostility are not terribly difficult to identify... For generations, the tobacco industry has created products that have killed millions of people,” said Yach. He said that some tobacco executives and companies, in recognition of public desire for safe and nicotine options, began prioritizing research on harm reduction. “A few companies made a bet that investment in harm reduction will pay out in the long run. This was a shrewd business decision and incidentally, it’s proving to be an excellent contribution to science and health. Though the transition to safer products remains incomplete, many tobacco companies have diverted resources away from combustibles and towards reduced risk portfolios,” he said. Yach said this gave rise to companies that are responding to consumers demand for nicotine products that are not deadly. “In many respects, the nicotine industry now functions in a manner, some say like pharmaceutical industry. To be sure they’re self-interested and profit driven. At the same time, they are leaders in scientific innovation and essential to actually address massive health crisis,” he said. CEBU Pacific, the Philippines’ leading carrier, announces that 90% of its pilots and cabin crew have now been vaccinated, following the completion of the first wave of its employee vaccination program. Second doses are expected to be administered in the coming months, with the target of completing inoculation in October. T h e c ong l om e r at e procured vaccines were administered to over 700 CEB employees at the airline’s headquarters in Pasay City from July 28 to August 4, 2021. To date, 88% of CEB’s total workforce have been inoculated. The airline’s very own employee vaccination initiative is part of the Gokongwei Group’s COVID Protect Program, which covers the

free inoculation of employees and their dependents, as well as third-party workers.
