Tornado hits residential areas, displaced families in Lanao del Sur

ILIGAN CITY--Some 30 families were displaced and are now living with their relatives after a strong tornado hit a residential area in Barangay Proper, Marogong town in Lanao del Sur, around 4:00 PM on Saturday, August 3.

Political will like no other

‘When there is both orderliness and cleanliness, it approaches godliness’ –Mahatma Gandhi

WITH Singapore as his mantra, he effected change right after assuming office as mayor of the country’s premier city.

Extra proud of calling himself Batang Maynila, Mayor Isko is doubly agog on the kind of governance of Singapore’s Lee Kuan Yew as well as that of President Duterte.

His straight forward language is spiced with the kind of lingo he perfectly learned from the streets of Tondo, yet his people understand – and salute -- him fully well.

After over month in running the affairs of Manila,

Mayor Isko Moreno has shown strong political will like no other in solving the many ills of the city.

The challenge now is how Mayor Isko would be able to sustain the early gains of his cleanup of drive in the major streets of Manila.

Illegal vendors and other obstructions are gone in just a few days -- a feat that his predecessor has failed to do within a decade of ascendancy.

Having said that, Moreno’s kind of political will go a long way to solve the social ills of Manila -- problems on waste disposal, clearing of streets and waterways and illegal parking and gambling, among other urban ills of the city that were left unattended by his predecessors for so many years.

This early, Mayor Isko’s showcasing Manila as the next Singapore inspires other local chief executives in other parts of the country to follow his example -- that of a decisive leadership in bringing about change in governance.

But there was this early warning for Mayor Isko: unscrupulous people may not hesitate to turn him blind on the illegal activities in the city.

At the local front, Cagayan de Oro lead by another Moreno needs political will to take to a higher level the ‘hapsay dalan’ recipe long regarded by City Hall as the solution of the city’s chaotic streets.

With its phenomenal growth, Cagayan de Oro is now one of the lead-

ing growth centers in the country.

But for this economic momentum be sustained, this city of near a million people has to address, first and foremost, two of its primary headaches: the horrendous traffic and the swelling garbage problem.

If left unchecked, these domestic concerns could falter the city’s unprecedented growth despite its steady climb toward a vibrant and robust economy.

The color of politics

WHETHER one likes it or not, the political wannabes come 2022 are now preparing to fortify their camps.

In fact, a rumor is circulating that the camp of Cong. Rolando Uy, of the city’s First Congressional District, has started to test the waters of the city’s second district.

The talked of the town about Rolando Uy running for the city’s mayoral post is now widespread. City Hall, the seat of the city’s local government, is also changing its political color.

From “yellow color,” the political color of the Liberal Party’s of incumbent City Mayor Oscar Moreno, city hall has reportedly gone “green.”

What political color does the green color represent, after all? For those in the know, the “green” color

represented the Lakas-CMD political party of Gilberto “Gibo” Teodoro, Jr. when ran for President in May 2010.

Everyone knows that Uy, a congressman without a definite political party, always wanted to play safe.

Originally, one of the Padayon Pilipino lieutenants, he severed his ties with the Padayon in order to pursue his ambition to run for Congress in the city’s First District.

Uy has no solid political bailiwick other than the central district of barangay Carmen where he was the incumbent Barangay Chair when he ran for Congress at that time.

Uy’s first victor y as Congressman was basically blamed on the other Padayon members who also contested the Congressio-

nal seat in the city’s First District.

The Padayon Pilipino fielded an official candidate: Michelle Tagarda, a lawyer and member of the City Council. Tagarda was defeated by Uy with a very slim margin of about 1,800 votes. Padayon blamed the loss to another Padayon member who also ran for Congress without the approval of the Padayon.

There was no need the mention the Padayon candidate who ran against the official Padayon candidate.

Had this candidate withheld her intent to run for Congress and, instead, supported the official Padayon candidate, Tagarda would have won the Congressional seat.

District, which helped him won the Congressional seat in 2007. Being the incumbent Barangay Chair of Carmen when he ran for Congress was also a big factor that led to Uy’s victory.

After winning the seat in Congress, Uy has then started to join any national political party that would, of course, strengthen his grip in the city’s First Congressional District.

Coral reefs rapidly die from marine heat waves

I love swimming and diving.

In the Philippines, we have innumerable possibilities to swim and dive. Having fun while doing this wonderful sports. But during the last months, one observed the sad situation: yes, coral reefs rapidly die because of more and more marine heat waves all over the globe.

Scientists have published new findings on the impact of global warming on the world’s coral reefs. They found that severe marine heat waves can completely destroy coral and threaten other marine species. Isn’t that so very sad?

Scientists concluded that increasing sea temperatures can completely destroy coral reefs through a process

called bleaching. Marine heat waves are killing coral reefs far quicker than scientists previously believed, this new study has found.

Researchers from Australia, the UK and the US studied the impact of global warming in Australia’s Great Barrier Reef and published their findings on Friday (yesterday, August 9, 2019) in the Current Biology Journal.

The scientists concluded that severe and frequent marine heat waves can destroy corals through a process called “bleaching.”

Repeated “bleaching events” kill the colorful

algae covering and nourishing the coral, thereby destroying the coral in a matter of months or years. If sea temperatures decrease, bleached corals can be revived. If sea temperatures decrease. And if not??

The researchers also have evidence that the skeleton of corals, also an animal species, begins to decay within weeks of a marine heat wave. The degradation also puts at risk many other sea creatures that live in the sea coral.

“The severity of these heat wave events is beyond the bleaching process; it’s actually a point where the coral animal itself is dying,” said Tracy Ainsworth, a co-author of the study from

BANCASI, Butuan City-The 402nd Infantry (Stingers) Brigade in Caraga joined the nation in the conduct of the 3rd Quarter National Simultaneous Earthquake Drill (NSED) this afternoon, August 08, 2019 held at its Headquarters, Brgy Bancasi this City.

At exactly 2 o’clock this afternoon, personnel of the 402nd Brigade, performed

the duck, cover and hold as an initial reaction from an earthquake upon the alarm of the siren which signaled the start of the nationwide earthquake drill.

Likewise, troops portrayed scenarios to showcase the response capabilities and preparedness of the brigade in time of disasters such as an Earthquake. Aside from enhancing operational

readiness, the drill also seeks to test the interoperability of every unit under the area of responsibility of the 402nd Brigade stationed in different provinces in Caraga (Agusan del Norte, Surigao del Norte, Surigao del Sur and Dinagat Province).

The NSED in Caraga is a quarterly activity spearheaded by the Office of the Civil Defense (OCD) Caraga purposely to strengthen the mechanism for national and regional coordination as well as interoperability of the key players. It also aims to intensify local communities’ earthquake preparedness and increase the commitment of the local government units in building safe communities.

VITANCOR of Lapinig, Balingoan, Misamis Oriental, seeking to correct an erroneous entry in the Certificate of Live Birth of his daughter CATHERINE PAJARON, that is, to 1) add the surname VITANCOR in #1, 2) to delete the entries on the date & place of marriage of parents in #18 and 3) to correct the spelling of the name Wenifredo to Wenefredo found at the Admission of Paternity portion.

Petitioner seeks judicial recourse, instead of administrative recourse provided by R.A. 9255, as amended by R.A. 10172, because the law is applicable only to illegitimate children born on March 19, 2004 and thereafter. In this case, Catherine Pajaron was born on June 06, 2003. Besides, it is doubtful if the instant case is covered by R.A. No. 10172 as the correction or change sought does not involve the first name or nickname, day & month of the birthdate or sex of Catherine. Hence, since an entry in the civil registrar could not be made without a judicial order, and to provide Catherine, through his father Wenefredo, a remedy to her predicament, the Court considers this petition.

The Court finds the petition sufficient in form and substance and sets the same for hearing on September 5, 2019 at 8:30 o’clock in the morning, at Branch 26, Regional Trial Court (RTC), Medina, Misamis Oriental.

Bangsamoro Human Rights Network rallies support for BHRC

SINCE April 2019, the Regional Human Rights Commission (RHRC) has been consulting various civil society groups all over the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to engage and strengthen civil society players as frontliners to Bangsamoro human rights awareness and protection.

The possibility of a vacuum in Human Rights services is a concern among stakeholders as the regional government transitions from the former Autonomous Region in Muslim Mindanao (ARMM) to the BARMM prompting the transition of the RHRC into the Bangsamoro Human Rights Commission (BHRC).

Consultations continue with Eid’lAdha serendipitously just around the corner underscoring RHRC’s work of living out and protecting the rights of the Bangsamoro, as an act of sacrifice and obedience.

With majority of the Bangsamoro belonging to the Islamic faith, the “Festival of Sacrifice” which falls on the 12th of August is a momentous time marking the need to respond to the call made by Bangsamoro Grand Mufti Abu HurairaUdasan of the Regional Darul Ifta at the recently concluded Bangsamoro Human Rights Network (BHRN) Summit held July 16th in Cotabato City: “Islam preserves human rights; peace is the norm; war is exception; life is a basic human rights; and Human Rights must be preserved and provided with standard.”

While the RHRC has historically strengthened its capacities, it is limited in terms of resources to truly reach the farthest sitios in the BARMM.

Bangsamoro Human Rights Network CSO partners from Maguindanao, Lanao del Sur, Basilan, Sulu, Tawi-tawi sign a MOA to jointly monitor, report incidents of human rights violations, and expand human rights education, awareness and protection in the BARMM.

Its kapehan with CSOs has reached some 50,000 Bangsamoros, a little over 1% of the total Bangsamoro population in the Philippines estimated to be 3.78 million strong across the country (PSA, 2015).

Mid-July, the RHRC served as host and convenor to the BHRN Summit – a milestone gathering of 192 participants including leaders of the Bangsamoro Transitional Authority (BTA), specifically, representatives from the Office of the Chief Minister, the legislature, the Ministry of Indigenous People’s Affairs, Regional Planning and Development Office, among others.

Friends from the military, the PNP, local and international NGOs and CSOs were present and expressed their support as witnesses to the BHRN’s efforts to institutionalize a system for human rights advocacy, monitoring and reporting in the BARMM. A Memorandum of Agreement (MOA) among the BHRN-CSO memberpartners was signed at the summit as a “living document” with each network

member committing to monitor, report incidents of human rights violations, and expanding the reach of human rights education, awareness and protection in their respective communities. CSOs present at the forum represented the five BARMM chapters: Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

Badr Salendab, representative of the BTA Office of the Chief Minister and the BTA Majority Floor Leader Lanang Ali, Jr. Both asserted the constitution of the BHRC as a way to implement the Bangsamoro Organic Law – the law having been ratified following a plebiscite just six months ago on 25 January 2019.

Delivering a message on behalf of the BTA Chief Minister Al Haj Murad Ebrahim, Salendab shared that “with transitional justice as an overarching framework,” the BTA looks forward to the “possibility that the BHRC law will be enacted

Ebrahim recognized the Network as a key influencer in ensuring that the “BHRC will be more active, promotive and protective of the fundamental human rights of the Bangsamoro people.”

Also, RHRC Chairman Abdulnasser Badrudin called for media support to help CSOs be force multipliers forBangsamoro Human Rights.

“We want the communities to know of their rights and to ask their government for these rights. Ipapapmana namin ito sa kanila (we will leave this as our legacy).

Memb ership to t he BHRN is regulated through accreditation and advocates the vital role of CSOs in public participation and policy-decision-making to deliver basic services and governance.

The Network provides a space for “CSOs (to) retain their independence and autonomy” in terms of choice of action service area, and expanding the same while remaining “free to act along

the BHRN plans.”

CSOs may choose to be part of any or all of the following action service areas: Human Rights monitoring; investigation assistance, documentation and reporting; education and promotion; jail visit assistance; legal assistance; and victim assistance.

COTABATO CITY--The parents of a one-monthold baby are appealing for help for his operation after he sustained skull injuries when hit on the head by a falling durian fruit in Malabang, Lanao del Sur. Bai Amida, the grandmother of Baby Abdul, said on Friday that the parents are financially incapable of shouldering the baby’s operation.

Amida recalled that at past 8 p.m. on Monday, the town of Malabang experienced a heavy downpour accompanied by strong winds.

A durian tree was situated a few meters away from the victims’ house in the village of Tabara in Malabang. A sudden gust of wind blew off several fruits from the tree and landed on the roof of Amida’s house, which was made of light

CAGAYAN DE ORO CITY-The head of the Land Transportation Franchising and Regulatory Board in Region 10 (LTFRB-10) on Thursday said the agency will consider increasing the minimum fare for thousands of public utility jeepneys (PUJs) in Northern Mindanao, but not the exact figure that transport groups are asking for.

LTFRB-10 Director Aminoden Guro said their central office is still weighing on the petition to increase to PHP10 the current minimum fare of PHP7. materials. “ T h e du r i an f r u it s Guro said it was unlikely pierced through the thin that LTFRB would grant the corrugated iron roof sheets and landed on the victims who were asleep,” Amida said in the vernacular during a local radio interview.

Guro said the minimum fare in other areas must not be equal or greater than the National Capital Region, as the cost of living in Metro Manila is higher than in other areas.

National Confederation of Transport Union regional coordinator Joel Gabatan said Friday the petition to increase the minimum fare in Northern Mindanao was submitted in July last year.

“We are still waiting for the approval of our petition,” Gabatan said.

Guro said LTFRB is in no hurry to approve new

fake hike petitions as the agency has already ruled in July this year that transport groups may automatically increase their fare based on prevailing fuel prices.

However, the LTFRB-10 chief said transport groups must follow the specific fare adjustment formula released by the agency.

For instance, if the rate of fuel goes down to PHP2 per liter, Guro said the minimum fare in Northern Mindanao would still be P8-- granting that the LTFRB has already granted the pending petition.

But he said that should petroleum products increase

by PHP3 to PHP5 per liter, about 50 centavos or PHP1

could be added to the minimum fare.

Meanwhile, Guro has reminded the bus operators in the region to check the condition of their units in light of the Rural Transit Mindanao Inc. (RTMI) bus that caught fire in Malaybalay City recently.

Based on the investigation, Guro said faulty electrical wiring caused the conflagration of the 10-year old bus.

LTFRB regulations limit the roadworthiness of buses up to 15 years only.

“Based on previous cases, most rape victims were stigmatized because of their situation. So I think some just opted to keep silent,” she said in an interview.

Oco also noted that some minors were intimidated by threats from abusers and the improper handling of their situation.

She acknowledged the need to raise more awareness among local communities and schools regarding sexual health rights and responsibilities, focusing on preventing sexual abuses.

Gonzales said PRO-12 supports the move, citing that police units in the region, especially the women and children protection desks, have been working with various sectors to prevent sexual abuse and related cases.

He said these initiatives, which are closely monitored

Davao City tops dengue cases, but no epidemic in region

DAVAO CITY--This city recorded the highest dengue cases in Davao Region with 2,168 persons falling ill from deadly mosquito bites in the last eight months of the year, an official of the Department of the Health (DOH) said Wednesday.

Abdullah Dumama Jr., DOH-Assistant Secretary for Visayas and Mindanao, said 11 persons have already died of dengue in the city from January to August 5 this year.

Dumama said Region 11 has a total of 4,345 cases with 21 deaths during the same period, compared to 2,690 cases and 14 deaths in 2018.

“Despite the number of cases, Davao Region has not reached the alert epidemic

threshold yet,” Dumama said during a press briefing here.

In terms of the number of cases, DOH records show that Compostela Valley Province ranked second next to Davao City with 788 cases and one death, followed by Davao Oriental with 641 cases and one death.

Davao del Norte registered 562 cases with six deaths, followed by Davao del Sur with 151 cases and one death, while Davao Occidental has 35 cases and one death.

To better respond to the influx of patients, Dumama said the government-run Southern Philippines Medical Center (SPMC) based in this city has already created a fast lane for dengue cases.

NEDA Undersecretary Rosemarie Edillon noted that based on their estimates, economic growth would have been 1 percentage point higher for the first and second quarters if the country spent according to program.

Pernia is also optimistic that other sectors, such as tourism and agriculture, will contribute to better growth performance in the second half of the year.

He also urged the legislative branch to immediately pass reforms that are needed to make the economy more attractive and competitive internationally.

These include the Public Service Act, the Foreign Investment Act, the Retail Trade Liberalization Act, and the Tax Reform for Attracting Better and HighQuality Opportunities or Trabaho bill, among others, he added.

Without even recognizing it, many of us are already interacting with automation on a daily basis to simplify everyday tasks.

We receive automated order confirmations after placing online orders, use smart devices to regulate our thermostat and lock our doors when away from home or maybe use a parking assist feature on our car.

The education field

is not exempted. It is already experiencing and will continue to feel the impacts of emerging automation platforms. Many education institutions have automated most of their teaching-learning process.

Automation can and must be used in education to improve administration efficiency and to enhance teaching and learning.

While automation technologies are becoming a significant and meaningful part of our daily lives and the impact of automation is even reaching into education systems, much of the future role of automation is still unknown especially at its starting point: primary and secondary education.

Yet we all agree that automation for education has benefits.

Monetary Board Reduces Policy Rate by 25 Basis Points AT its meeting on monetary policy today, the Monetary Board decided to cut the interest rate on the BSP’s overnight reverse repurchase (RRP) facility by 25 basis points (bps) to 4.25 percent. Accordingly, the interest rates on the overnight deposit and lending facilities were reduced to 3.75 percent and 4.75 percent, respectively.

The Monetary Board’s decision is based on its assessment that price pressures have continued to ease since the previous meeting.

Latest baseline forecasts of the BSP indicate that inflation remains likely to settle within the inflation target of 3.0 percent ± 1 percentage point for 2019 up to 2021.

Inflation expectations have also moderated further to levels consistent with the inflation target based on the BSP’s survey of private sector economists. Moreover, the risks to the inflation outlook continue to be seen as broadly balanced

for 2019 and 2020, while they are seen to tilt to the downside for 2021. Weaker global economic prospects continue to temper the inflation outlook. The potential adverse effects of a prolonged El Niño episode to inflation have subsided.

The Monetary Board noted that prospects for global economic activity are likely to remain weak amid sustained trade tensions among major economies.

Domestically, the outlook for growth continues to be firm on the back of a projected recovery in household spending and the accelerated implementation of the government’s infrastructure spending program, after the delay in expenditures due to the legislative impasse in the approval of the budget in January to April 2019.

NEDA sees 6 to 6.5% GDP growth in 2019

MANILA--Socioeconomic Planning Secretary Ernesto Pernia on Thursday called for the fast-tracking of infrastructure projects and passage of investment-oriented laws after the economy expanded at a slower pace of 5.5 percent in the second quarter.

In a press briefing, Pernia attributed the weak economic performance in April to June to the continuing effect of the delay in the passage of the 2019 budget, coupled with the ban on public works and other spending leading up to the May elections.

For the full year, Pernia, also Director-General of the National Economic and Development Authority

(NEDA), sees the country’s gross domestic product (GDP) settling at 6 to 6.5 percent, well within the government’s 6 to 7 percent target for the year.

The growth rate averaged 5.5 percent in the first semester.

“I think there’s room for really doubling down or redoubling efforts to spend on public infrastructure as you know, the multiplier effect of government spending especially on infrastructure is pretty high,” he said.

CLARK FREEPORT, Pampanga--Cebu Pacific, led by its president Lance Gokongwei, launched on Friday its three newest destinations from Clark International Airport (CRK) - Bacolod, Iloilo, and Narita, Japan.

In his speech during the launching event held at the Marriot Hotel here, Gokongwei said Cebu Pacific is the first Philippine carrier to mount direct flights between Clark and Tokyo, via Narita.

He noted that with the expansion of its route network in the Clark hub, Cebu Pacific will become the largest carrier in Clark in terms of capacity by end2019, capturing 28 percent of the total number of seats offered by all carriers operating here.

Flights from Clark to Bacolod and Iloilo run daily, while direct service to and from Narita is scheduled four times weekly --Monday, Wednesday, Friday and Sunday.

Transportation Secretary Arthur Tugade, for his part, said the three inaugural flights “is a game changer in so far as Clark is concerned”.

However, during the interview with the Examination Committee he was given an opportunity to be ordained.

“A lot of things to do, a lot of patience to undertake, and lot of prayers to make, so that I would be able to win the race for my ordination,” he recalls.

“After a year things went well and patience worked a lot.”

Thus, during the Conference Assembly last April 2018, the Examination Committee finally endorsed him for

ordination as a fullfledged Minister of the UCCP. Rev. Sonny’s day-today spiritual journey with God still has its ups and downs, but he knows that despite life’s challenges and his faith shaken, he would not falter nor crumble.

To him, it is just a way of God’s testing his faith. Taking every life’s turns with positivity.

He is a living testimony of how God works wonders in one’s life.

He believes one should fear God, because to him the fear of the Lord is the beginning of wisdom like what the psalmist said. (with Roan Gorres)

OPAPP, DBP ink MOU to manage fund support for poor conflict-affected areas MAKATI CITY, August 10, 2019--The Office of the Presidential Adviser on the Peace Process (OPAPP) and the Development Bank of the Philippines (DBP) signed Thursday a Memorandum of Understanding (MOU) that will enable OPAPP to further enhance the delivery of its socioeconomic interventions to underdeveloped, conflictaffected areas across the country.

The MOU was forged in line with President Duterte’s directive to ensure the honest and prudent management of public funds intended for poor and conflict-vulnerable communities in Mindanao and other priority areas.

The agreement is also in compliance with the President’s instructions for government financial institutions such as the Landbank and DBP to better serve the nation’s marginalized sectors and provide much-needed

financial services to “lastmile communities.”

Moreover, the MOU covers all financial assistance in support of the national government’s peacebuilding and socioeconomic programs under the PAyapa at MAsaganang PamayaNAn (PAMANA) initiative.

“To such opportunity … comes with a formidable task of ensuring that no one is left behind in the development process. This is a mission that we’ve always taken to heart,” DBP President and Chief Executive Officer Emmanuel G. Herbosa said as he underscored the collaboration between OPAPP and DBP. “While OPAPP is primarily committed to attaining inclusive and sustainable peace, we in DBP, are driven by a mandate to bring about inclusive and sustainable growth,” he added.
