BBB program generates more than 200K jobs in Region 10 MANILA - The Department of Public Works and Highways in Region 10 reported on Saturday that a total of 299,978 jobs have been generated since the government’s Build, Build, Build program rolled out in Northern Mindanao in 2016. ZAMBOANGA CITY – Smugglers and unscrupulous businessmen in the city never learn their lessons. This, as joint elements of the local police here and the Bureau of Customs seized an estimated P15.7 million contraband cigarettes in two separate operations, a top police official reported Friday. Brig. Gen. Ronaldo Genaro Ylagan, Police Regional Office-9 (PRO-9) director told newsmen the first operation was conducted off the waters of Tumalutap Island in this city. Ylagan said the first shipment was seized by the joint BOC and local police operatives around 3:30 a.m. in Tumalutap, one of the 11 CONTRABAND CIGARETTES. Davao City accounts for Region 11 highest Covid-19 recovery tally By CHE PALICTE
DAVAO CITY – The Davao Region has so far recorded 48,271 patients who have recovered from the coronavirus disease 2019 (Covid-19) since the pandemic struck in March last year, representing a recovery rate
of 84.5 percent of the total 57,135 confirmed cases. In the regional situation update released Sunday, the Department of Health-11 (DOH-11) said Davao City has the highest number of recovered patients with 27,734; followed by Davao
del Norte, 9,384; Davao de Oro, 3,586; Davao del Sur, 3,404; Davao Oriental, 3,378; and Davao Occidental, 785. A total of 169 recoveries were reported on Sunday and 314 new cases raised active infections to 6,972.
There were also six deaths (four from Davao City, one from Davao del Norte, and one from Davao Oriental) for a total of 1,892. Of the new cases, 144 are from Davao City, 15 from Davao de Oro, 38 from Davao del Norte, 51
from Davao del Sur, 35 from Davao Occidental, and 31 from Davao Oriental. Among the new cases are a locally stranded individual and a Returning Overseas Filipino. The rest are local transmissions. See ACCOUNTS, page 11

number of breastfeeding mothers was noted by the National Nutrition Council (NNC), especially during the health crisis. NNC Asec. Dr. Azucena Dayanghirang said based on the study conducted by the Department of Science and Technology-Food and Nutrition Research Institute (DOST-FNRI), 60.8% percent of children 0-5 months were exclusively breastfed during the pandemic while 59.7 of children 0-23 months are currently breastfed during this period. “This means that 4 in every 10 babies are not breastfed during the pandemic,” she added citing that if only the mothers were supported, they could have decided to breastfeed or continue breastfeeding. To provide support to breastfeeding mothers, UNICEF Nutrition Specialist Jefferson Gregorio gave proper guidance to mothers who are nourishing their children in the midst of COVID-19 saying that it is still safe for mothers to continue breastfeeding even if they have received the COVID-19 vaccine or if they test positive for COVID-19. “There is no evidence to date that the COVID-19 virus is transmitted through breastfeeding. PhilHealth now covers serious Covid-19 vax adverse effects ILIGAN CITY -- Filipinos who experienced serious reactions from the coronavirus disease (Covid)-19 vaccine are now covered by Philippine Health Insurance Corporation (PhilHealth). PhilHealth Northern Mindanao Acting Regional Vice President Delio Aseron II said the package was created in line with the Vaccination Program Act of 2021 which provides for indemnification for those who will develop serious adverse effects following inoculation
for Covid-19 that will lead to hospitalization, permanent disability, or death. He said the compensation package can cover up to P100,000 hospitalization dues or a lumpsum of P100,000 for disabilities or deaths proven to be due to

URC starts vaccinating workers key to nation’s food security UNIVERSAL Robina Corp (URC) has begun vaccinating its workforce, as it pursues its role in keeping the Philippines’ food supply chain robust amid a still lingering Covid-19 pandemic. URC, one of the Philippines’ largest food and beverage firms, is aiming to have 70% of its more than 33,000 workers fully inoculated end of 2021. Some 88 to 90% of the workforce at URC Sugar and Renewables’ mills and distillery at its sugar mill SONEDCO and La Carlota Sugar Mill and Distillery located in Kabankalan City and La Carlota City, Negros Occidental were inoculated through COVID Protect, the Gokongwei Group’s vaccination program, this week (July 30 and 31; Aug 1 and 2), in time for the new milling season this August, 2021. Most of the company’s workforce are considered as “essential workers” for their role in ensuring food
security for a population still coping with various quarantine restrictions to keep the coronavirus in check. “URC, along with its offices outside the Philippines, strongly support the fight against the pandemic,” said Irwin Lee, president & CEO of URC. “This effort is in line with our parent company’s (JG Summit Holdings, Inc.) thrust to help the govern-
ment with its vaccine rollout, as well as to aid the country in achieving herd immunity.” URC workers were among the Gokongwei Group employees belonging to priority categories, who were able to avail of the LGU-initiated vaccination roll-outs happening in Robinsons Malls across the country. In an earlier statement, JG Summit Holdings, Inc. president & CEO Lance Gokongwei said that the safety of their people translates to the safety of the general public. “We believe that our people are our most valuable asset, as they are the lifeblood of our organization, and we recognize that health and safety is a primary concern.” Through budget carrier Cebu Pacific, the conglomerate has helped transport some 16.5 million vaccine doses from China to Manila. The airline has also ferried more than 5.5 million jabs across the country. Thirty Robinsons Malls, meanwhile, have teamed up with local government units to provide safe and comfortable vaccination sites. “We highly anticipate and very much look forward to the arrival of our vaccines as this will provide us with an added layer of protection against the virus that is so vital for our economic recovery,” said Gokongwei.

AS election period is fast approaching, the outpourings of speeches to liberate the poor and the vulnerable from the quagmire of poverty will be filling the airwaves as politicians will bombard mainstream media with gospel of selfpromotion to get votes. This time, let voters know that poverty reduction cannot be had unless the poor and the vulnerable are empowered. Studies of development experts have shown that poverty of the Pilipino people is rooted in their powerlessness to have access and control over their resources and utilities. Paradoxically, poverty in this country looms amidst the richness in a country that is oozing with ecological resources. In terms of biodiversity, the Philippines dwarfs countries even those which are so financially advanced. Being a tropical country,
we have some 8,000 species of flowering plants, much greater in number compared to those found in the whole continent of North America which has only 300 plant species. On marine and fisheries, the Philippine Archipelago is the “center of the center of marine life on earth, based on the studies of Dr. Kent Carpenter, the President of the United Nations- Food and Agriculture Organization (UN-FAO). Ag r i c u ltu r a l l y, ou r lands are carpeted with trees which are the finest in the world and with plants continuously producing healthy food and fruits. But the richness does not end at the surface; beneath are all kinds of minerals and ore deposits that can be described as the biggest in the world. If this is so, why has poverty become a second skin to majority of the peo-

This is simply because power has been dislocated and misplaced, cornered by those who are using power to exploit our natural resources with utter disregard for nature and the welfare of the future generations. There was a time when power was with the loggers, so, they wantonly harvested our hardwoods, erasing some 17 million hectares of dipterocarp forest from the face of the earth together with the billions of species that have been there for millions of years, even before God created the homo sapiens. THE record-breaking performance of Mindanao athletes who hauled off all Olympic medals in Tokyo 2020 has completely redefined Mindanao as the country’s emerging power stronghold. Indeed, the eagles of Mindanao has kept on spreading their wings high and mighty — be it in politics to economics, and now in the field of global athletics. Mindanao today is no longer a laggard island loaded with an stigma of political divide and chaotic landscape. For the longest time ever, this second largest island known obliquely to many skeptics as the land
of promise no longer sports that statement of falsehood, because it will never be called that way anymore. With eagles that keep on soaring high, Mindanao today is home not only of political achievers but of olympic champions — from bronze to gold. An extraordinary feat never imagined to reign proudly in the blue and free skies of the island. So far, the country’s biggest haul of olympic medals is basically reflective of the enduring resilience of Mindanao athletes, who sharpened their skills and prowess through thick and thin amid the threats of the surging pandemic. DAR-Sultan Kudarat Provincial Agrarian Reform Program Officer May Jane Aguilar said the FBS aims to develop agrarian reform beneficiaries (ARBs) to become agricultural entrepreneurs. “We want to make their farms profitable and make them understand the ins and outs of business so that they can respond to market challenges,” Aguilar said. Aguilar added that building up the capabilities of agrarian cooperatives in handling and marketing their farm products is among the priorities of the DAR. “The knowledge and skills we gained from this program will surely serve as our steppingstone to transform the land awarded to us into a fruitful, progressive and sustainable farm that will benefit our families and the future generation,” said FBS graduate Glenda Abubo. SALORUSFAO received P354,600.00 to improve its abaca fiber processing, while
RICCOL received total assistance of P270,810.00 to lengthen the shelf-life of its bottled sardines. MANILA – Low-cost airline Cebu Pacific (CEB) on Friday said it has already issued PHP7.7 billion for refund requests filed until June this year, and is urging customers to check their remittance. Michelle Lim of CEB Corporate Communications said the refund covers all coronavirus disease 2019 (Covid-19)-related flight cancellations since 2020. In a video message posted on CEB’s Facebook page, vice president for marketing and customer experience Candice Iyog said the airline has successfully completed 100 percent of the refund requests. “So please remember to check with your issuing bank and travel agencies for the remittance of your refund,” she said. Iyog noted that the “100 percent refund completion rate” excludes requests made through travel agencies that

MANILA – An economist forecasts a 10.9 percent growth for the Philippine economy for the second quarter of 2021, a big reversal from the decades-low -16.9 percent same period last year. In a report, ING Bank Manila senior economist Nicholas Mapa that while the year-on-year print is projected to be an expansion he forecasts the quarter-onquarter figure to be at -1.5 percent, which is better than the -4.2 percent in the first three months of this year. “All sectors are expected to post growth led by capital formation, government spending, and household consumption,” he said. The Philippine Statistics Authority (PSA) is scheduled to report the 2021 second quarter print on August 10. Mapa said second quarter output, as measured by gross domestic product (GDP), was hampered by
the implementation of the enhanced community quarantine (ECQ) in the NCR Plus bubble, which covers the National Capital Region (NCR) and four surrounding areas namely Bulacan, Rizal, Cavite and Laguna, from March 29 to April 11. A modified ECQ was implemented in the said bubble until May 14. Mapa said these movement restrictions immediately impacted negatively both the employment and manufacturing sectors, thus, the -1.5 percent growth projection for the second quarter. “With the Philippines headed for yet another lockdown, and one that may be more stringent and protracted than the Alpha variant version, we are expecting the Philippines to post flat to negative QoQ (quarter on quarter) GDP growth in the 3Q as well,” he said. currently at its phase 1 trial. “This is a good start because after 100 years no one from advanced countries has developed a vaccine for ASF,” he said. “We are excited because just like the COVID-19, we are seeing the light at the end
of the tunnel,” he added. The agency is targeting to vaccinate the country’s hog inventory of about 9.7 million for free, should the government agree to shoulder the expenses for the purchase and the vaccination process in the future.
The decision of whether to push for the use of the vaccine is yet to be given by the end of 2021, according to Secretary Dar. For now, the agency will continue to implement its biosecurity measures and employ its Task Force Bantay ASF.

The COVID-19 pandemic has led to catastrophic loss worldwide and presents an unparalleled challenge that affects our global economy. As our country shifts into the new normal in education, the Department of Education implemented distance learning where learning remains unhampered and still takes place between a teacher and a learner who are geographically remote from each other. As technology and internet connectivity remains a challenge for most of the learners in my locality, blended learning is the answer, where online and modular print is combined. Teaching during pandemic is on an untested and unprecedented scale with a lot of trial and error. From the confines of once home, teacher like myself were put to task of creating
and revising self-learning modules to adapt the shift to remote teaching modality both synchronous and asynchronous. I experience firsthand the struggle of creating content out of one essential objective given as I am one of the Kindergarten Teachers in my locality commission to produce self-learning module for Region X. Being a writer is not an easy job. I undergone series of revising and redone everything to ensure the indispensable delivery of quality and accessible instruction. As teachers tussle to prepare the essential things for the coming school year from printing, sorting and distributing the modules, parents also feel uncertainty on what to do in the sudden change in the way of learning. Teachers begin to devote time to practice diverse

Educators as front liners in this new educational challenge or the ‘new normal education’ have a significant responsibility in making deliberate actions; this is to ensure continued inclusive and equitable education for all learners amidst this COVID-19 pandemic. As the pandemic advances, we adopted guidelines that restrict the number of citizens assembling in public spaces which also affected our classroom settings. A paradigm shift to face –to – face learning into modular distance learning at home that becomes a trend to contain the transmission of the virus. Modular Distance Learning features individualized instructions that allow learners to use-learning modules (SLMs) in print/ electronic copy, whichever is applicable to the learner. With this transition period, I faced many struggles from reaching to parents in keeping their children connected with education especially to the poorest families in the communities that had been hit the hardest by the pandemic. Parents whose first priority is their food on the table rather than their
children’s education. I took extra effort in telling them the importance of education through conducting home visitation while checking the learner’s progress and performance at the same time, as it is our responsibility of monitoring their progress. I also extended my assistance to those parents who had a hard time teaching their children how to read and write as I am handling Kindergarten thru video calls, text messages and phone calls. I also had a hard time in the distribution and retrieval of the modules for some of my parents returned it 2-3 weeks after the distribution. But with all of the information drive and proper conversation, I was able to handle the situation. And though burdensome, I accepted the challenge of printing and sorting of module, printing of Activity sheets, WHLP and reading materials. Despite the obstacles and challenges I face in this new normal education; I was able to surpass the whole school year 2020-2021 with good health and protection, all because of the help of our Almighty Father in heaven. In this challenging times, with the help of technology the education for children is evident and convenient as the educational technologies have made it much more interesting and easy to use. Distance education is a great aid to students and with the rapid change in technology, distance is no longer a barrier. With technology, education has taken a whole new meaning that it leaves us with no

While the pandemic has significantly eroded the traditional classroom model, new industry titans continue to emerge thanks to e-learning platforms. However, the online learning bandwagon is not just restricted to formal education either. It extends to all kinds of skills, whether the learning is for fun or income
generation. Real-life experts and successful persons in given fields now have an opportunity to share their knowledge across several channels. Depending on one’s area of interest, it is possible to acquire a new skill, hone pre-existing talents or even learn a new hobby thanks to these skill-sharing opportunities. Despite the gains made by digital learning, its critics nonetheless contend that the experience robs learners of personal interaction with their instructors. In particular, young learners may suffer adverse psychological effects due to the isolated nature of the learning environment.

In response to the pandemic challenge, teachers must be more resilient and flexible in managing school matters along with adapting to the new normal. Leadership and management have always been the primary responsibility of principals. In this time of pandemic, we are expected to innovate plans in managing school resources to carry out the main objective of delivering quality education. It has the potential to exacerbate inequities around the world, as well as stymie progress on global poverty and sustainable energy. It has disproportionately affected the poor and vulnerable, and millions more are at risk of falling into poverty as a result. The COVID-19 pandemic has wreaked havoc on school systems like none before. The resulting socioeconomic divisions have impacted many aspects of life, including education. Schools were shuttered around the world to slow the spread of the illness. The provision of important services to children and communities is hampered by the closure of educational institutions. The issue is worsening alreadyexisting educational inequities by limiting possibilities for many of the world’s most vulnerable children, teenagers, and adults. Educational institutions have had to quickly adapt to the situation to keep education running. As a result, there has been an extraor-
dinary push for online and modular learning. However, Despite the efforts of the Government to continue education, struggles and challenges are still experienced by the teachers and the students in the new normal set up. Some students who do not have dependable internet access and/or technology find it difficult to engage in digital learning. School appears different during the COVID-19 pandemic, whether you call it remote learning, online learning, or distance learning. While some students seem to enjoy this method of learning, others do not. It’s possible that some students will not show up. COVID-19 Pandemic really changed the way education system operates. Distant and modular learning might not be as effective as faceto-face, but this does not mean teaching and learning process must stop. As the government and school community continue to adapt to the new normal ways of education. New and more innovative ways of learning methods are introduced to make education more fun and effective during this crisis.

With the government’s public discourse and other platforms of communication, the Filipinos gain the assurance that their national government, through the leadership of President Duterte, is well-
equipped to manage emergencies and other crises. This is reflected in surveys on trust and confidence expressed by the public for the President and its Cabinet. In the recent survey conducted by PUBLiCUS Asia, President Duterte has an approval rating of 58% and a trust rating of 55%. In Pulse Asia’s last survey recorded in September 2020, the President got an approval rating of 91%, and the poll firm said ratings of the President don’t change until today. The Pulse Asia even cited that the Davao City Mayor Inday Sara Duterte’s big lead in the latest presidential survey can be attributed to President Duterte’s popularity. In fact, analysts shared unanimously the same view that President Duterte is the most popular post-Marcos president. Let’s also not forget that it was PCOO that initiated the landmark policy Freedom of Information (FOI), which was made effective under Executive Order No. 2 signed last 2016. This furthers the promotion of free access by the media and the general public to transactions, data, and information under the executive branch. It has established an agenda for good governance and transparency. Through the Radio-Television Malacanang (RTVM), the government was able to air “live” the pronouncements of the President - his State of the Nation Addresses, media interviews, meetings, and other significant gatherings with local officials. These engagements are being amplified by the Philippine Information Agency’s 90-plus strong social media pages, other state-run and private media making him the “most visible and accessible” president in the country’s history. Amid the pandemic, the PCOO continues to amplify and inform the public of the government’s COVID-19 responses, including its drive and campaign to vaccinate at least 70% of the population to achieve population protection against the virus, through different mechanisms, campaigns, and programs. Led by its Laging Handa Crisis Communications Center, the agency continues to disseminate factual information and to counter and dismiss disinformation that has been rampant not only on the COVID-19 responses of the government but also on the virus and vaccines themselves and its effects on the collective bid for the recovery of the country. The Laging Handa Public Briefing, Cabinet Report, Network Briefing News, CORDS X Podcast, Laging Handa Dokyu, virtual pressers, and reporting tours, among others, are being utilized and maximized to highlight the government’s actions against the pandemic, and now in the vaccine rollout, through open dialogues and engagements by government officials with the Filipino public. Other virtual pressers were initiated by partner agencies in the executive branch as well, benchmarking the initiative of the PCOO of reshaping the way information is released to the public. Different information and education initiatives contribute to such causes as well, such as the vaccine communications campaign and documentary series, VAXplainer, apart from the Laging Handa Dokyu. More infrastructure projects for government media workers are eyed to be built after the successful launch of the Mindanao Media Hub in Davao City. Plans for the Government Communication Academy, and the Visayas Media Hub are underway. New buildings for regional offices of the Philippine Information Agency are also being built as of writing. Rehabilitation of government radio stations are likewise being undertaken through the ongoing Radio Rehab. The two bypass roads in Bukidnon were already completed, which helped reduce travel time in the cities of Malaybalay and Valencia. The agency has also proposed for Phase 2 of the CDO Coastal Road Project, a 9.3 km extension of the project that will traverse from Barangay Gusa to Barangay Puerto. But Paalam’s family members and loved ones have rejoiced over Paalam’s fight that earned him a silver medal, although it was his first time to join the Olympics. Fighting back tears during the post-game interview, Paalam’s girlfriend Stephanie Sepulveda said she was hurt at first of his loss, but assured herself that whatever is the result of the fight, she will always support the boxer.
