CAGAYAN de Oro City-The evacuees in Opol, Misamis Oriental, mostly children and women, have swelled to 576 Wednesday after a group of firearmwielding individuals were seen in the town’s four hinterland communities since last week, the municipal disaster officials said.

As of August 9, there were already 124 families or 576 individuals who fled their homes in the villages of Nangcaon, Tingalan, Limonda and Cauyonan and are now staying at Opol’s evacuation site, said Engr.

Romnel Lunoy, chief of the Municipal Disaster Risk Reduction and Management Office.

Lunoy said that the number was 276 higher than the reported number of

evacuees reported Tuesday.

The figure could increase as more people have expressed their intent to stay at the town’s temporary shelter until their communities are cleared of armed insurgents, said Opol Mayor Maximino Seno.

The evacuees leave home in the four hinterland villages in the municipal town of Opol Monday afternoon as the military mounted a combat operation in the area following reports of sightings of about 100 heavily armed rebels of the New People’s Army (NPA).

Lunoy said that the evacuees, 245 of them children, are now housed in evacuation centers in Opol.

Classes for the children were also held at the evacuation centers in order that their studies would not be disrupted, he said.

UP decides no collection of tuition and other school fees

University of the Philippines (UP) president Danilo Concepcion has issued a memorandum on Tuesday which provides that no tuition and other school fees shall be collected from Filipino undergraduate students throughout its system.

In an announcement posted in its UPDATE Diliman website, it stated that memorandum number PDLC 17-218 was issued “in the spirit of the recently promulgated Universal Access to Tertiary Education Otherwise known as Republic Act Number 10931 which was signed into law

by President Rodrigo R. Duterte on Friday.”

It said the new law should take effect only in the next school year 2018-2019 and would cover all state universities and colleges, but UP decided to take the bullet and begin the implementation immediately within the current school year.

It further stated that an existing tuition subsidy from the Commission on Higher Education (CHED) will be utilized while miscellaneous fees will be covered by each constituent university’s own funds.The UP System is composed of eight constituent universities

UP Diliman earlier suspended collection of tuition for the first semester for the coming school year, which was supposed to begin in

August pending what it said as clearer guidelines from CHED on free tuition in state universities and colleges(SUCs).Tan said in July 13 that the university may collect from the students later in the year,once the guidelines were released.

Currently SUCs do not charge tuition in the first semester because of the P8 billion inserted by the Senate in the 2017 National Budget for SUCs, supposedly coming from the pork barrels of lawmen from their pet projects, that the lower

house has approved.

In April, CHED and DBM issued a joint memorandum giving a detailed guidelines on free tuition fee grants to students from government owned universities nationwide.

CHED last week said that UP most likely will collect tuition for 20172018 due to its complicated tuition fee structure. The University ‘s Office of the Vice President said that this is possible mainly due to shortage in the budget, until this latest decision

was handed down. Among the 113 SUCs, only UP was supposed to collect tuition for school year 2017-2018.

Republic Act 10931 was submitted to President Duterte for signing last July 5. It would have lapsed into law last August 5, if the President failed to act on it.

Duterte’s economic managers opposed the measure saying that the government cannot afford the P100 billion needed to fund it.

But CHED Spokesperson Commissioner Prospero De Vera III said last week that

the budget won’t reach P100 billion. If the implementation is phased, according to De Vera, only P16.8 billion would be needed for school year 2018-2019.

Duterte has sgned the measure last Friday which seeks to grant fee tuition fee in state colleges and universities. Under the new law, the government will shoulder the tuition, miscellaneous fees, and all other mandatory fees in SUCs, local universities and colleges and state run technical –vocational institutions.

Prolonged Marawi conflict means more losses to lives

It i s almost t hre e months since the Marawi siege exploded into an experimental urban warfare.

At least, the Armed Forces of the Philippines (AFP) are now experiencing what it takes to engage in urban warfare. Unfortunately, with the number of lives lost on the AFP side, one could safely surmise the inadequacy of our soldiers to confront the kind of warfare that the Marawi conflict has.

While the AFP is not remiss with the training of personnel in combat, the difference could be seen in the actual battlefield. We have brave and courageous soldiers whose willingness to offer the ultimate sacrifice is beyond reproach.

Easily said than done, but the stakes are high. Nevertheless, as war strategists, “the means justify the end.”

Since the start of the armed conflict, even the non-military person already knows that the battle in Marawi would be unconventional. In other words, it is an “urban warfare” where close quarter battle would be the everyday menu in the battlefield. But, why it took a month to convert the armed skirmishes into an “urban warfare?” Now, the fear is lingering on whether the conflict could be resolved in another month or two.

drones, as they claimed earlier, why more than a hundred soldiers’ lives has to be sacrificed before the AFP successfully penetrated the center of the “war zone?”

If the movement of the armed group is very limited and the AFP has a wider range of options, why would it take this long to subdue the armed group?

Of course, based on the accounts of those who reportedly escaped from the hands of the armed groups, the military must have gotten information of tactical value.

believed that our equipment and armaments might pale in comparison to what the enemies have, our soldiers are not intimidated. We have professional officers and soldiers who are great tacticians and strategists in their own right as against the enemies who rely their strength in what they believed. In other words, the AFP has all the resources to win the Marawi armed conflict at the shortest possible time.

Water is life. This is an indubitable universal fact. For Filipinos water is almost everywhere as we are an archipelagic country.

The Philippines is made up of 7,641 islands (no longer 7,107) scattered of the vast seas.

Don’t you know that 70 percent of the Earth’s surface is water but that 96.5 percent of this is of the oceans’ and only about 2.5 percent is fresh water?

Of that miniscule volume of fresh water, 68 percent is extremely inaccessible as this is frozen in icecaps and glaciers up in the Antarctica. Take note that the rest is found underground

Duterte’s counsel that should we find anything anomalous in the government bureaucracy then “be assertive!” Because very little, if none at all, is being done to address the looming unsustainability of potable water supply then let me expose the devil in the bureaucracy that hinders the vital and sustainable supply of water to our homes.

Not that Secretary Mark Villar is not competent but DPWH is irrelevant when you look into the mandate of water districts. (As an aside, the Villars are into water business and had taken over operations of many water utilities, so the more that DPWH should abstain from its role as a super body on top of LWUA.) Biochar study opens doors for rural, tech devt Not all biochars are created equal—likewise, the average charcoal is no biochar.

A new research on biochar funded by the National Research Council of the Philippines (DOST-NRCP) has gained the interest of farmers, households, and rural developers through the direct application of its results, which is a feat for a basic research. NRCP Division VI (Agriculture and Forestry)’s Dr. Gina V. Pangga, its proponent, studied the potential of common agricultural wastes like corn cobs, water hyacinth, mahogany receptacles, and rice hull and straw, to produce quality biochars as soil conditioner.

Not just charcoal Biochar in soil enhances crop yield, resistance, and health. Like charcoal, it is also made through pyrolysis—a.k.a., the process of burning materials with lesser oxygen—but where charcoal is for barbecues, biochar is for the fixing the physical, chemical, and

biological properties of soil.

While technically no fertilizer either, biochar benefits plants by its material structure: its tiny microscopic pores serve as excellent sites for nutrients and water storage (especially during dry times), and also provide home for essential microbes. Biochar can also separate soil contaminants in damaged soils as well as lessen carbon dioxide in the atmosphere—properties scientists deem useful for environment sustainability and climate change adaptation. the material used, cooking length, and temperature.

For instance, cooking beyond ideal range of 400 to 600 degrees Celsius yields charcoal instead of biochar.

“You want to maintain its desired qualities like porosity, absorption, and surface area,” explained Dr. Pangga, who is also a soil specialist.

tons of biochar for every soil hectare.

Most regular soils would benefit from biochar, but degraded soils (like saline soil) will need an appropriate type of biochar, she added.

From basic research to invention Dr. Pangga collaborated with the Bataan Peninsula State University in designing a prototype stove for regular households to make their own biochars using agricultural and plant waste materials. Her invention, to- Dr. Pangga’s basic research on biochar led to the invention of dual-purpose stove that gether with her research, was turns common agricultural wastes into quality biochar addresses the increasing local unveiled by NRCP through demand for biochar for better crop resistance and yield. Her dual-purpose stove burns from 20 up to 75 minutes per load depending on the feedstock or input material. Some drawbacks may be due to its “pyrolytic design”: generating a yellow flame (due to low oxygen requirement to achieve pyrolysis) versus the usual LPGs that give off relatively “cleaner” flames and some questions on user safety; but overall, provides a neat alternative for mediumto-large-size backyard or outdoor cooking.

Keeping up with the demand The increasing local demand for biochar meanwhile encouraged Dr. Pangga to seriously consider upgrading her prototype stove into a larger reactor able to supply biochar by the tons.

She hopes to get funding from DOST’s applied tech agencies.

DOES HISTORY REPEAT ITSELF?

When I made a consolidated report on “Children at Risk in our school, unknowingly truth came out that touched my heart as a teacher and mother as well. I did not expect that behind the merriment, the innocent voices, he worthwhile and the apathetic behavior of these young learners; pain and heartaches are in each of their heart. They wanted to reject or to detach the reality that they are the products of a Broken Family but they could not.

F EA R b ot her t hem always because the they strongly believe of the saying “History Repeat itself ” if they get married.

Accordingly before it happens, they have to enjoy life with their own simple way resulting most of the time a misconception of the adults. In my own opinion, broken family is the outcome of the negligence of the spouses. It happens if we allow evil to originate our home in the form of betrayal of trust or unfaithfulness in our relationship with each other. Some of our parents abroad insist that they have not done wrong.

They do this because they are seeking for comfort

of the loneliness they felt away from the family and vice versa.

If all of us act responsibly to every decision we may undertake specially in getting into the world of matrimony ; that we will not allow the lovely relationship we establish falls apart; these children of today live in a normal life away from the agony or misery they feel.

As a student’s welfare coordinator in school, I tried my best to lessen their pain and heartaches in my own way by touching their heart using the word of God from the Living Bible (Psalm 55:22: give your burdens to the Lord. He will carry them.

He will not permit the godly to sleep”) And explain deeply that those who came from a broken family do not always produce a broken family like theirs.

This is not a curse but rather an outcome of our doings. The downfall or the success of every family depends upon the particular spouses. If they in the future will build a solid foundation and learn the mistakes they have experienced from their parents; I think and I‘m sure this will lead them to create a happy, strong, and ideal home or family.

Ceremonial rice transplanting The Department of Agriculture-Regional Field Office 10 (DA-RFO 10) spearheaded by Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) conducted the ceremonial rice transplanting activity using the mechanical transplanter on July 31,

2017 at Central Mindanao University (CMU), Musuan, Bukidnon.

The activity was conducted at the site where the 100 hectares hybrid rice production techno demo farm project of DA-RFO 10 in collaboration with CMU. Mechanical transplant-

ing will hasten the process of transplanting of rice seedlings from the seedbeds to the paddies thus, ensure uniform spacing and planting depth. It will also save time and cost and increase in yield and income that will also lead to attaining rice sufficiency in the region in support to

the national government’s thrust on food security and poverty alleviation. It will only require two to three people to work for three or four hectares in a day with a minimum cost of P 1,600 per hectare as compared to the conventional practice that needs 20 laborers to transplant a one-hectare

land in a day and with a minimum cost of P6,500 per day.

Diokno vows resolve for Duterte admin to institute reforms

MANILA -- President Rodrigo Duterte has signed an executive order (EO) abolishing the Negros Island Region (NIR) that was created during the term of his predecessor, former President Benigno Aquino III. EO No. 38, which was signed by the President on August 7, repealed Aquino’s EO No. 183 which the latter signed in 2015.

In abolishing the NIR, Duterte stressed that there is a need to ensure that priority government programs and projects are sufficiently funded.

“The establishment of regional offices of departments and agencies in the NIR requires substantial appropriation to be fully operational, thus competing with government priority programs and projects funding,” Duterte said.

As provided by EO 38,

which takes effect upon publication in a newspaper of general publication, the provinces of Negros Occidental and Negros Oriental shall revert to Region VI and Region VII respectively.

All regional offices and regional councils established under EO 183 are likewise abolished.

All affected personnel are ordered to return to their previous units of deployment or reassigned to other offices within their respective departments or agencies.

Furthermore, the winding up of operations of the NIR regional offices, including the final disposition of their functions, positions, personnel, assets and liabilities, shall be done immediately and completed not later than 60 days from the effectivity of the EO. suances, or parts thereof, inconsistent with the provision of EO 38 are likewise repealed, amended or modified accordingly.

On May 29, 2015, Aquino signed EO 183 that separated Negros Occidental from Region 6 (Western Visayas) and Negros Oriental from Region 7 (Central Visayas).

The creation of one region for Negros was supported by then Interior Secretary Manuel “Mar” Roxas II. Roxas said the creation of the NIR would hasten the development of the two Negros provinces.

But last December, Budget Secretary Benjamin Diokno said the appropriation for the NIR has not been included in the 2016 and proposed 2017 national budgets.

The 2016 General Appropriations Act (GAA) was the last national budget signed by Aquino.

In an ambush interview in Malacañang, Diokno told reporters that the NIR would cost the government at least PHP19 billion, and called it an “expensive exercise” for two provinces.

However, he also said then that the abolition of the NIR would not affect basic services in the two Negros provinces.

“The services will be provided by existing regions before the creation of NIR. We go back to the status quo,” Diokno said.

MANILA - Budget and Management Secretary Benjamin Diokno on Tuesday stressed the government’s commitment to ensure sustained growth of the Philippine economy through the various reforms and new initiatives on infrastructure investments, among others.

“Rest assured that the Department of Budget and Management remains steadfast in its commitment to promote rapid and equitable growth in line with the Duterte Administration’s development objectives,” he said in a statement.

A team from the International Monetary Fund (IMF) is currently in the country for the Article IV Mission, scheduled from July 26 to Aug. 9, 2017.

IMF Mission chief Luis E. Breuer, in a briefing Tuesday, said the multilateral agency remained optimistic on the medium term expansion of the domestic economy, with growth projected at 6.8 percent.

The lender forecasts a 6.6 percent output for the Philippines this 2017, lower than the government’s seven to eight percent target from 2018 to 2022.

It cited the importance of the proposed tax reforms, saying this will ensure needed funds for the various infrastructure and social spending.

“Passage of the budget reform and rightsizing bill will also help further improve spending efficiency and quality, helping to achieve the inclusive growth agenda,” the IMF said in a statement.

Diokno said IMF”s

recognition of the importance of these reforms was greatly appreciated.

He said these programs “will improve the functioning of the public sector and boost the Philippine economy’s growth trajectory.”

The Secretary of the Department of Budget and Management (DBM) said the proposed rightsizing bill “aims to enhance government’s capacity and streamline the functions of the bureaucracy for more efficient public service delivery.”

On the other hand, proposed reforms on the budget “will institutionalize the reforms that have been made so far in the budget process while mandating the disciplined execution of the National Budget with the shift to a one-year cash budgeting.”

MALITA, Dav. Occ.Davao Occidental Governor Claude Bautista and Vice Governor Franklin Bautista led employees in the flag-raising ceremony to mark the opening of the new capitol building in Malita Tuesday.

Tagged the mini capitol of the newest province of Davao Region, the newlyconstructed building is a donation of San Miguel Corporation. It is worth

P22 million.

Though small in size, the capitol houses all offices of the provincial executive government.

Currently, Gov Bautista and other officials hold office at the municipal town hall in Malita, the hometown of the Bautistas.

The province of Davao Occidental was created thru Republic Act 10360 and adopted by its people on October 28, 2013. Gov. Bautista said the new capitol will only be temporary

as the government will be building a government complex within the 30-hectare land.

The 30-hectare provincial complex is donated by Eduardo “Danding” Cojuancgo and the SMC which recently opened its coal-fired power plant in the town.

Every member of a family obeys the head of the family for practical reasons. The head of the family earns money and supports his dependents. The mistress of the house sees that the household is properly maintained. Naturally, all the members of the family obey these two people.

Discipline is of utmost importance in student-life. If

young students do not obey their teachers, they will deprive themselves of much of the training they should have at this period. Such young men may struggle to do the task that are easily done by others. A discipline student learn a lot more during his school days. Society accepts disciplined person as fit for holding any responsible position in life. Therefore, it is the bounden duty of all students to acquire the habit of discipline in the formative stage of their life. A school without discipline can never impart good education to its students.

Discipline is of great value in the playground as well. A well-disciplined team is likely to win a game in spite of its other weaknesses. That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than ten (10) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 28, 1999, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on September 1, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. A supportive leader is one who is approachable and empathetic. S/he shows concern for the students and treats them with dignity and respect.

In return, students feel valued and cared for. In times of change, they trust you to help them manage uncertainty.

And lastly, a participative leader is someone who works hard to solicit students’ input.

You encourage student’s involvement in decision making and more importantly, ensure they know that their views will be and have been considered.

Z A M B OA NG A C I T Y -- Two suspected drug pushers were killed while nine others, including four policemen, were wounded in a shootout in a remote village of Sulu, the police reported Tuesday.

The Sulu Police Pro-

vincial Office reported that the shootout occurred around 12:15 p.m.

Monday in Barangay Poblacion, Maimbung, Sulu.

The slain suspected drug pushers were identified as Boogie Hajirin and Nurhassan Mandangan, the police said.

Investigation showed that the shootout ensued as the two slain suspected drug pushers resisted the

policemen who raided their houses in an antidrug operation.

The world today is somewhat shocking, everything changes . Moral values seem no longer observable to most of us. It is disgusting yet, it’s the reality. The family as the basic core of the society which has a big role to inject or develop the true values to each member fails. Why it happens? Is it the modern technology that changes one’s mode of action resulting to change one’s values? Or it is really the behavior or an innate of an individual to forget his true values? True values were not made for preference for the preference of the confused philosophers or preachers.

They exist as the guiding

principles for the society and happiness to survive.

The early Filipino family bonds were well defined.

The children recognized and performed their responsibilities and obligations very well and parents too.

The children’s respect was considered a true virtue.

They always rendered total obedience to their parents and elders. They were very courteous and their actions were generally smart.

Because of the high respect of the children to their elders, they avoided any aspect violent behavior, which is very different of the family today’s generation.

It seems that the family of today lives for naught but passing pleasure because love, respect and trust are no

longer exist.Each members allowed himself to go into hopeless because faithfulness to promises, to associates, to a relationship to others and to oneself fails and vanishes. Another issue that greatly affects the true moral values is the use and abuse of illegal drugs which resulted to the rise of sexual incidents even within the family members, adultery or concubine, abortion and many more. In the school, some of the students forget their true values for being dishonest. Most of them have been faced the temptation of peeking at a neighbors test paper during the examination. We often heard,” in the old days, the learners were better and honest.” Educators should

help the students developed or gain confidence so that they are less likely to cheat and perform their roles as responsible learners. Teachers on the other hand, should be the role model of these said true values. God give us wisdom to know what is right and what wrong as written in 1kings 3:9-Wisdom:”An understanding heart to distinguish right from wrong.”

lack of clothing, blankets and sleeping mats, the evacuees were given food and medical assistance under a “tight budget,” Lunoy said.

He said that the evacuees came from the village of Kaayoman only. The MDRRMO is ready to evacuate the residents in the three other villages of Tinggalan, Nangka-on, and Limonda, anytime on orders of the local government.

“We [MDRRMO] is on standby. Our vehicles and rescue equipment are in place. We are ready to move at any moment’s notice,” Lunoy said.

According to Lunoy, the village councils in the four hinterland villages have already declared a state of calamity in their areas, allowing the municipal government to release funds intended for the evacuees.

If the evacuees would swell further in the coming days, the local government unit of Opol would open more evacuation centers in the town, Lunoy said.

He said that farmers in the hinterlands in Misamis Oriental usually evacuate every time a combat military operation is conducted in the area for fear of being caught in the crossfire.

The evacuees would only return home once the military issues an order after conducting a clearing of the villages.

“So far, there were no reports of armed encounters in the hinterlands of Opol since the reported sighting of the NPA was reported Tuesday,” Lunoy said.

Military operations Seno said the military, who are searching for the guerrillas in the four barangays, have reported they have not seen any insurgents in the area, as of Wednesday.

“The Army told me the people can go home if they wish to, but I don’t want them to, for now,” Seno said Wednesday, adding he is concerned for their safety.

The municipal council of Opol has already declared under state of calamity the four barangays on Tuesday so the local government can utilize the town’s calamity fund for the evacuees’ food provisions while they are staying at the evacuation site.

He said the town legislature has approved the withdrawal of P500,000 for the displaced civilians’ daily meals taken from the P10 million calamity fund, which is good for seven to 10 days.

Seno said the alleged NPA fighters were seen crisscrossing the mountain villages and were allegedly trying to recruit locals to their group prompting residents to leave their homes.

Based on the information provided by the village leaders, Seno said about 200 armed individuals were spotted in the four barangays.

Scared

Gennys Mangcunsay, a village councilor at Nangcaon, said many of the residents felt threatened by the presence of the armed group who grew larger since they were spotted passing by the highland communities in past few days.

“We had to get away because we feel it is dangerous for us if they (armed group) are in our community,” Mangcunsay, who’s also a tribal leader, said.

Mangcunsay said Seno ordered the municipal trucks to fetch the residents after barangay leaders made the request.

Senior Superintendent Roland Destura, the Misamis Oriental provincial police chief, said in an interview that they have already alerted the municipal police offices in the neighboring towns to be on a lookout for the presence of the armed group.

‘Fighting could erupt’ In a separate interview, Captain Joe Patrick Martinez, spokesperson of the Philippine Army’s 4th Infantry Division, said if the armed group will linger in the area a fighting could erupt between government troops and the insurgents.

Martinez confirmed that the armed individuals were members of the NPA who are planning on carrying out attacks in the area.

He said these NPA units that were sighted were the ones that suffered from defeats in encounters with the state forces particularly in Bukidnon.

Martinez said the military is doing its best to intercept the Maoist rebels in their combat operations in the region.

Recruiting members In a press statement, Martinez, quoting a village official, said the NPAs went there to recruit new members and demanded food and money from her constituents. “Nahadlok mi kay gapang rekrut sila og bag-ong miyembro sa ilang bandidong grupo.

The town of Opol and the Misamis Oriental Risk Reduction Management Council, facilitated the support for the Internally Displaced Persons (IDPs) and have prepared the evacuation center to cater their needs, read the statement.

The strategy is not to look at the people who have descended into corruption and criminality on account of their lack of fear and love of God. We should look at ourselves, and realize that it is us who effect the change that would turn even the most hardened criminals back to being godly. What we should do, by ourselves and by our family members if possible, is to learn God’s commands by persistent reading of the Bible, and then obeying all of those commands daily.

Let me now focus on the problem of DCWD as I more conversant with the problems that plague this water district.

DCWD for decades had been drawing its water supply from aquifers that are found in the southern district of Davao City. The vast forest east of Mt. Apo is the main recharge area of the city aquifers located mostly in Barangay Dumoy.

In the late 1960’s one can benefit copious volume of artesian water which comes from confined, underground aquifers. Artesian water is naturally filtered and free of pollutants and in Dumoy it gushes out without the aid of a pump. With 58 pumping stations scattered in Dumoy, artesian water is gone which indicates that DCWD is over-extracting water from its main aquifers.

With the population growing by leaps and bounds and businesses, especially

malls and high-rise condominiums, sprouting like mushrooms in the city, DCWD under the able stewardship of its Board Chairman Ed Bangayan, looked for alternative source of water. About 30 kilometers away from the urban center, DCWD discovered that the surface water of Tamugan River is of similar quality as that of the Dumoy water.

Promptly it applied for water rights (from yet another regulatory authority) the National Water Regulatory Board.

The cost of tapping, treating and delivering the surface water of Tamogan River is however a financial nightmare. Then Davao City Mayor Rodrigo Duterte already felt the exigency of looking for alternative source of water. Years back the Duterte family had a modest ice-making company located near Dumoy precisely because of the abundant free-flowing artesian water then. Even that outfit had later closed and I am certain that Mayor Duterte had developed this apprehension that Davao might eventually lose the Dumoy aquifers resources with the influx of business and migrants. When the DCWD board brought the prospects of tapping Tamogan River to the attention of Duterte in 2013 he was ecstatic about it. Because the project was estimated to cost P12-billion however, DCWD entered into a joint venture with Apo Agua Infrastructura, Inc. to undertake the costly infrastructure components that partake of a weir, gigantic conduit pipes, mini-hydropower plant, treatment plant and series of reservoirs. DCWD takes care of setting up the main pipe from the take up point in upper Calinan and again another series of reservoirs all over the unserved areas mainly in the city’s northern district and elsewhere in the city where population and economic activities are expected to increase. The signing of the joint venture was witnessed by no other than Mayor Duterte himself.

It looks like the signing would trigger the start of the DCWD Tamogan bulk water project but the usual devil in the government bureaucracy had yet to be hurdled. Series of meetings and presentations were made before the Committee level and in the plenary sessions of the City Council to merit approval of the project. I was the Chairman of the Environment and Community Relations Committees of DCWD then and I must confess that am not used to the government bureaucratic nuances. As a parallel move, DCWD held a number of project presentations to various business, professional and educational institutions together with Apo Agua.

The purpose was to acquaint the public of what to expect and what prospects can be derived from the expanded coverage of sustainable wa-

ter supply in the city. These information campaigns do not come free and DCWD has to fork out money for each of every forum. The Commission on Audit issued an alert on account of the unusual increase in information expenditures.

DCWD has to explain every meticulous details.

Getting the City Council’s approval of the project does not stop there. DCWD has to obtain exemption for the conversion of a 6-hectare agricultural land where the treatment plant, main reservoir and uptake pipe will be located. This is a very critical aspect of the project since the delivery of water from the treatment plant to the distribution pipes will be by gravity. This design aspect eliminates energy cost and will positively impact on the water rates for DCWD consumers. DCWD has the lowest rates compared to other water utilities in the country. Despite the gargantuan cost of the Tamugan bulk water project, DCWD hopes to maintain the rates and may even reduce these within the next four years from operation.

Converting that small piece of agricultural land to industrial would go through an incredible, dubious and inexplicable processes.

DCWD has gone back to the Davao City Council to get its go signal for the conversion of the area from agricultural to industrial. After which DCWD and Apo Agua have to go through the gamut of exempting that piece of land from the Executive Order on moratorium of agricul-

tural land conversion. This means securing clearance from the Department of Agriculture, Department of Agrarian Reform, Housing and Land Use Regulatory Board and finally from President Duterte himself.

DCWD and Apo Agua had submitted position papers and pleadings to the concerned agencies. The waiting is like eternity. The order of President Duterte to process applications and other similar pleadings within 72 hours is blatantly ignored. And yet we are talking here of water which is life. And yet I am citing here the case of DCWD located in the home city of the President. I can just imagine what is happening with other water utilities in the country?

So how do we cure this anomaly in the bureaucracy? If I were President Duterte I will collapse all regulatory agencies that have something to do with water utilities –government and privately ran corporations. Create a Department of Water.

All functions of LWUA, DPWH, NWRB and Metropolitan Waterworks and Sewerage System (MWSS) will all be subsumed by DOW. And if I have one more say, appoint Mr. Ed Bangayan as the charter Secretary.

We have to do this Mr. President because as you said in your impromptu speech during the signing ceremony of the joint venture agreement between DCWD and Apo Agua: “Water is Life”.

Davao Or. lights 50th ASEAN heritage site in Mt. Hamiguitan HAMIGUITAN, Davao Oriental – More than a thousand city and municipal mayors, government officials, employees and the residents of Davao Oriental province joined the simultaneous historic lighting of the Association of Southeast Asian Nations (ASEAN) landmarks in celebration of its 50th anniversary.

The lighting led by Davao Oriental Governor Nelson Dayanghirang took place at Mt. Hamiguitan Range Wildlife Sanctuary in San Isidro town. The province is among the 50 chosen ASEAN historical sites in the country. The other site is Davao City which is led by Mayor Sara Duterte-Carpio at the Osmena Park.

Mt Hamiguitan Range Wildlife Sanctuary has been inscribed as the Philippine’s sixth UNESCO World Heritage Site in 2014 and declared as an ASEAN Heritage Park in 2016, Gov. Dayanghirang said that being chosen as one of the ASEAN historical sites is an opportunity to present Mt. Hamiguitan to a larger stage as a world heritage mountain range.

He said this should also serve as a reminder to the local residents of the mountain’s universal value. He said it is fitting that Mt. Hamiguitan is the site of lighting event to mark the 50th founding of ASEAN. Department of Environment and Natural Resources (DENR XI) Assistant Regional Director for Forestry Marcia Isip said Mt. Hamiguitan has brought so much pride to the country.

The lighting event, Isip said, brings Mt. Hamiguitan into the environmental arena and signals the unending goal to sustain and preserve biodiversity.

During the program, Gov. Dayanghirang, San Isidro town Mayor Justina Yu, Department of Interior and Local Government (DILG) Regional Director Alex Roldan, and local officials led the raising of the flags of the ASEAN member nations and the ceremonial lighting of a six-foot lantern.

The event carries the ASEAN theme: “Under One Light, We Are One ASEAN”.

Search for TOYM in Mindanao kick off

DAVAO CITY - Junior Chamber International (JCI) the prime movers of the Ten Outstanding Young Men (TOYM) awards are seeking more Mindanaoans for this annual search which seeks to give recognition to selfless and passionate individiuals who have excelled in their profession and contributed to the welfare of their countrymen.

“I think this is the right time for us to nominate someone from Mindanao because Mindanao is being highlighted because of our President.” says Diane Marie Tushinka Tan 2017 TOYM Area 5 chairperson said during the Davao launch of the TOYM Awards held last July 28 at the World

According to data only 4% of the 485 awardees since the TOYM inception in 1959 or about 20 individuals are from Mindanao.

“First and foremost most of the people from Mindanao are not aware of the awards and second probably they are aware but they have no idea how to nominate.” Tan said.

To allow more Mindanaoans for TOYM is to make nomination process 100% online.

“I think one of the reasons why there are fewer Mindanao nominees is lack of accessibility , all the screenings, the judgings, the interviews are done in Manila.” says JCI Senator Disston Tan who

is the chair for TOYM 2017.

“Going 100% online, they don’t need to send the physical documents to Manila, the interview can be done through skype.” the JCI senator said.

“Hopefully we can get 30% of nominees from Mindanao.” JCI Senator Tan said.

Last year of the 150 nominees there were less than 20 nominees coming from Mindanao.

Established 58 years ago this year’s TOYM carries the theme “United in Purpose Towards Nation Building.” Nominees must be Filipino citizens and are 18-40 years old with “outstanding leadership and achievements which benefit the community and the country.”

OSSCO Davao to open this week DAVAO CITY -- The Department of Labor and Employment (DOLE) XI is set to open its One Stop Service Center for OFWs (OSSCO) on Friday, August 11, 2017.

Pursuant to the marching order of President Rodrigo Roa Duterte, OSSCO is a government facility that houses frontline services to make them more accessible to Filipinos who are currently working or planning to work overseas.

Aside from shortening the time to process their documents, the one-stop shop is also aimed at reducing the expenses of OFWs since the services of concerned government agencies can already be availed of in just one location.

The operationalization of OSSCO in Davao Region was made possible

through the Department’s partnership and generosity of the DSG and Sons, Incorporated headed by its president James Gaisano and the Local Government Unit of Davao City together with the OSSCO assigned frontline agencies.
