DSWD releases P73K cash assistance to Marawi IDPs MARAWI CITY -- Around 700 displaced families from Banggolo Poblacion flocked to Lanao del Sur Provincial Capitol Gymnasium on April 6 to receive P73,000 cash assistance from the Department of Social Welfare and Development (DSWD) under the agency’s Livelihood Settlement Grant (LSG) and Transitory Family Support Package (TFSP). LSG is DSWD’s P20,000 worth of financial assistance intended to help Marawi IDPs to start their own business while the TFSP of P53,000 is for the family’s food, shelter, education and other non-food items. Aside from financial assistance, the displaced families also received a “Pabaon Package” consisting of canned goods and other food items. China-donated drug rehab center in Agusan inaugurated By CHRIS V. PANGANIBAN

SAN FRANCISCO, Agusan del Sur--- The Department of Health inaugurated on Monday the China-donated P370 million 150-bed capacity Drug Treatment and Rehabilitation Center here, the second and largest in Caraga region. The modern rehab center is designed with Chinese engineering concepts with eight buildings that houses male and female dormitories, staff house, administration and admission building, visitors pavilion, subsidiary building, covered court and guard house. Its 6, 669 square meters facilities that sits inside the 3,000 square meters land area donated by the provincial government of Agusan del Sur will cater at least 100 male and 50 female patients considered to have been under severe condition on addiction to prohibited drugs. Completed just for a year, the rehab center project were manned by 35 Chinese engineers and technical men

Walking through a tightrope

‘PREPARE for suicide missions,’ so ordered by President Duterte in the wake of confirmed reports that more than a hundred Chinese vessels had moored since January this year in Pag-asa, an island long occupied by Filipinos. Duterte’s impending order for suicide missions is addressed to the military -- if and when the Philippine-occupied island comes under a threat. He says things would be different if an island occupied by Filipinos in the disputed waters is threatened. And indeed, the threat is so serious enough that the country’s ally, the U.S. had issued a statement saying Washington is troubled

by the aggressive activity of China in the disputed South China Sea, in this case a Philippine-held territory that is the Kalayaan Group of Islands. The U.S. sees this as a concern, somewhat aggressive and provocative and that China’s action is unnecessary and unwarranted. Such stance is a clear violation of Philippine sovereignty, sovereign rights and jurisdiction, as defined under international law including the 1982 United Nations Convention on the Law of the Sea. Since he assumed office, Duterte has adopted a nonconfrontational approach in territorial spats with Beijing while seeking Chi-

nese infrastructure funds, trade and investment. He has often lashed out at the security policies of the U.S., a treaty ally, while praising China and Russia. Duterte has to walk a tightrope when discussing China’s increasingly assertive actions in the disputed waters, where Manila and Beijing, along with four other governments, have wrangled for control of territory. If China insists on expanding her territorial greed in the disputed islands including in a Philippine-held island, then a confrontation is likely to happen with an immense disastrous impact in the Asean region. That said, the country is

seriously staking its claim, but if China insists on its position, trouble of immeasurable magnitude is likely to happen any time soon. Duterte says he has no choice but to send the navy and marines on a suicide mission—a move duly praised by his critics at the expense of the more than 100 million population now facing annihilation from the face of the Earth. The retaking of Bataan and Corregidor

TODAY, April 9, the whole nation will observe Araw ng Kagitingan in honor of those who gallantly fought in Bataan and Corregidor. Against a well-equipped invading force, Bataan fell on April 9, 1942 while Corregidor surrendered on May 6, 1942. Although both ended in the defeat of the American and Filipino soldiers, Bataan and Corregidor are commemorated by military historians for delaying the Japanese timetable for the conquest of Asia. The fifty-day conquest of the Philippines predicted by the Japanese high command had taken five months! As a result, the Japanese commander in the Philippines, General Masaharu Homma, was severely criticized in Tokyo for not being aggressive enough and was

recalled home. He was replaced by General Tomoyuki Yamashita. Surrendered American and Filipino troops in Bataan were forced to undergo the brutal Death March. Those who survived the march, from Mariveles to San Fernando, ended up in Camp O’Donnell, in Capas, Tarlac and other satellite POW camps. Some American prisoners eventually spent the rest of the war in labor camps in Japan. Those who surrendered in Corregidor ended up in the Old Bilibid Prison in Manila and in a POW camp in Los Baños, Laguna. After a few months, surviving Filipino POWs were allowed by their captors to go home with instructions to stay out of the war. Many of them, including Manuel Colayco, immediately joined

the underground. Estimates of those who died during the Death March or while in confinement range from 25,000 to 30,000. Bataan and Corregidor produced a roster of Filipino heroes, most notable of whom was Sgt. Jose Calugas – the first ever Filipino recipient of the highest US military decoration – the Medal of Honor. Calugas served with the Philippine Scouts. Payback time would not occur until almost three years later. My E-book: “From Leyte to Bessang Pass” ( 2017) traces the events leading up to the recapture of Bataan and Corregidor. Noteworthy was the relative speed by which Bataan and Corregidor were re-taken. By this time, the Japanese defenders had been cut off from re-supply after successive defeats on land and at sea in Leyte and Lingayen. Meanwhile, General Yamashita’s main group initially retreated north towards Baguio and eventually to Isabela. The Battle to Retake Bataan commenced January 31, 1945 (about the same time that a “Flying Column” was on its way to Manila to liberate US internees in Santo Tomas). Rejection gives direction THINK a minute… James Macie was a child born outside of marriage. Tragically this marked him for the rest of his life as a secondclass citizen in England’s 18th century society. Even though his true father was Duke of Northumberland, James was never allowed to hold his father’s title. James’ mother tried to have his rightful honor in society restored, but the British government refused. Consequently, James was denied the rights of most ordinary citizens. He could not enter Parliament, hold a public office, or get a job in civil service. He could not even join the Army or the Navy. Shor tly after James graduated from Pembroke

College, he ambitiously started a career in science. The results of his many advanced experiments were published, and James became a highly respected scientist. Yet, while other scientists were recognized by the British government with knighthoods, James was denied that honor simply because of his birth. James never married, knowing that his country would also reject his children because of him. However, he still gave to others a great inheritance. When James died in 1829, he was a very rich man. But instead of leaving his wealth to his own nation, he left all of his money to the United States. He

disinherited England as it had disinherited him. In his will, James instructed that his money be used to start an institution that would continue to discover and spread knowledge for humankind. His only condition was that it would carry on his family name which was taken away from him at birth. The name he adopted later in life: Smithson. And today the Smithsonian Institution is the world’s largest museum and research complex. It has 19 museums, 9 research centers, and more than 140 affiliate museums around the world sharing with millions of people its cultural, historical, and scientific knowledge.

Habitat for Humanity, U.S. Peace Corps partner to train 6,000 Youth Leaders HABITAT for Humanity Philippines -- one of the leading nonprofit shelter organizations in the country, and U.S. Peace Corps – a global humanitarian and development agency of the United States government, partner to train 6,000 youth in 2019 under the Habitat Young Leaders Build Leadership Academy. Habitat in partnership with the Center for Creative Leadership, developed the Academy to equip young people in Asia Pacific to create and lead programs that address problems in their communities. “As an organization, Habitat remains dedicated to provide decent shelter for all. If we train the youth to lead their communities to build clean and safe neighborhoods, we can reach this goal much faster,” says Lili Fuentes, Chief Operating Officer of Habitat Philippines.

At least 100 Peace Corps volunteers have been trained to facilitate the modules in the Academy. These trainers will then conduct Youth Leadership workshops in their assigned communities. Max Wilson Hammond, a Peace Corps volunteer who attended the Academy in Cebu says, “The Academy has helped me improve my leadership skills and gave me the confidence to encourage the youth to implement projects that benefit their communities.” In the Philippines, about 300 Senior High School students have trained under the program’s initial rollout. By 2020, Habitat Philippines and its partners aim to train at least 10,000 youth. Dahino wants COWD to submit list of projects from P6M fund “ASA na ang mga proyekto? Kay gipangita na sa mga tawo.” This was the demand made by Councilor Edna M. Dahino in her special report during the regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy. It may be recalled that last week, the councilor filed a resolution requesting the Cagayan de Oro Water District (COWD) to submit the list of projects funded by the P6 million annual fund set-up by its Board of Directors for various water system projects or water services improvement projects of the City Government. According to Dahino, COWD may have been misled because as per latest newspaper issues, they have been responding incorrectly to the city’s request. The resolution was passed by the COWD in 2006 as a commitment to pay the city, in the form of various water projects amounting to P6 million per year. This set-up was not fulfilled even with the commendation given to COWD in 2011 because 13 years have already passed and yet the people are still experiencing water woes. Thus, the city now does not only requests but demands

for the various water projects, Dahino stressed. Citing Chapter 2, section 291 of the Local Government Code, Councilor Dahino stressed that water is a national wealth and any government owned and controlled agencies engaged in its utilization and development should allocate a share from its gross income based on the preceding fiscal year following a formula whichever will produce a higher share for the local government unit. “COWD should pay one percent supposedly from the gross income of the water district. DAR spearheads Stakeholders Forum for Boracay’s Ati organization A proposed Ati Heritage and Agrarian-Tourism Development Plan in Barangay Manocmanoc in Boracay Island, Aklan is currently in the works to benefit the Boracay Ati Tribal Organization (BATO). A forum discussing the said project was recently led by the Department of Agrarian Reform (DAR) in recognition of the challenges and potential opportunities in the development of the island under land reform. Members of the indigenous Ati group are among the recipients of 270.83 hectares of agricultural lands distributed by President Rodrigo Duterte in November last year. A number of government agencies pledged their commitment in boosting the Ati community. A waste and pollution watch group is pushing for plasticfree summer excursions as families, workmates and barkadas start to troop to their favorite beaches and water parks to cool down and have fun amid the scorching heat. “Summer outings need not be synonymous with the bane of plastic, especially the single-use, that is polluting the oceans and harming marine life,” said Aileen Lucero, National Coordinator, EcoWaste Coalition. “Going out of the city for the much loved excursions and picnics and refreshing water fun in the beach or swimming pool should not add to the plastics in the oceans that are mistakenly eaten by fish and other aquatic animals,” she said. The 40 kilos of assorted plastics inside the stomach of a beached whale found in the east coast of Davao City last March 2019 should serve as a wake-up call for intensified plastic pollution prevention, the EcoWaste Coalition said, noting that over 100,000 marine mammals perish each year because of plastics leaking into the oceans. “While we push corpora-

6 LGUs declare CPP-NPA persona non grata DAVAO CITY -- The Philippine Army’s 10th Infantry Division (10ID) has already recorded six local government units including a barangay that have declared the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDFP) as persona non grata in the first quarter of the year. Jerry Lamosao, spokesperson of the 10ID and chief of the Public Affairs Office-10ID, said there were two provinces, three municipalities, and one barangay that withdrew support to the CPP-NPA-NDF by declaring them persona non grata through Peace and Order Council resolutions. Those that declared the communist organization as persona non grata were Talaingod, Davao del Norte

on Jan. 16, 2019; Compostela Valley on Jan. 25, 2019; Davao Oriental on Feb. 19, 2019; and Barangay San Isidro, Tagum City, Davao del Norte on March 4, 2019. Finally, on 21 February, after three years, Bataan was again secure in American and Filipino hands.” The Battle To Recapture Corregidor (February 16 to 26, 1945 ) occurred about the same time that the final phase of the Battle of Manila was being fought. Although daily aerial bombing of Corregidor started as early as January 23, it was not until February 16 that the Allied troops tried to take the island. It started with a daring and hazardous airborne assault on the morning of February 16. Around 1,000 US paratroopers jumped over a very small landing zone on an elevated portion of Corregidor called Topside. Because of strong winds, “some paratroopers were blown back into Japanese held territory. .. (s)ome had fallen close to the rocks and had to be rescued.” Considering the risks involved in making the jump, the Japanese mistakenly assumed that an airborne attack was unlikely. Simultaneous with the daring para-drop, the first wave of seaborne troops waded ashore and established a beachhead at the eastern end of Corregidor which they called “Black Beach”. “The most ferocious battle to regain Corregidor occurred at Wheeler Point (nicknamed Banzai Point) on the night of February 18 and early the next morning. “….At 22:30 under a black, moonless night, 500 suicidal Japanese marines came out of the Battery Smith armory and charged

Arguelles said the DA is not the implementing agency of that project but he said he was informed that the panels were to be moved to an area nearer the water source as part of the rectification process. All SPIS facilities in the four barangays are not equipped with batteries that will store power that can be used at nighttime or during daytime in case of cloudy or rainy weather. Arguelles said batteries would involve maintenance and would entail additional cost for the farmers. He explained that the solar panels generate power even if it is cloudy, although not at its peak capacity. That is still true but we want to also emphasize the importance of enabling our local entrepreneur,” Duty Free Philippines Corp. (DFPC) Chief Operating Officer Vicente Pelagio Angala said on Wednesday. According to the DFPC, some 54 local brands, all available in physical Duty Free stores, would be offered in its online store by end of 2019. To date, homegrown brands present in the DFPC online store are Just Fruit manufactured in Metro Manila; Kick-start Coffee of Silang, Cavite; Malagos Chocalates of Davao; Risa Chocolates of Las Piñas City; Tanay Hills Coffee of Rizal; and VuQo Premium vodka of Caloocan City. The state-owned corporation launched its online shopping store dutyfreephilippines.ph in December 2018 and started accepting payment via Chinese mobile payment applications WeChat and Alipay. In a recent interview, Angala expressed optimism that the DFPC will achieve its USD220 million sales target for 2019 with the full use of this online store. MANILA -- Finance Secretary Carlos Dominguez III has directed the Bureau of Internal Revenue (BIR) to work closely with the Department of Trade and Industry (DTI) in curbing a new scheme perpetrated by illicit tobacco traders involving their suspected use of recycled tax stamps on fake cigarettes, the Department of Finance (DOF)

revealed in a statement on Monday. During a recent DOF executive committee (Execom) meeting, BIR officials said they found out that some enterprising entities have come up with a promotional scheme in which tax stamps on sold cigarette packs could be exchanged for a can of sardines or a pack of noodles.

Dominguez told the BIR to coordinate with the DTI in stopping this so-called practice, especially if it is determined that no permit was issued for the promo. He also ordered the BIR to find out who are buying the used tax stamps. “You better talk to the DTI and tell them that can’t be allowed,” Dominguez told BIR Commissioner Caesar
