PRESIDENTIAL daughter and Davao City Mayor Sara Duterte-Carpio officially endorsed the candidates under the banner of PaDayon Pilipino (PDP) and Team Serbisyo during a campaign sortie in Gingoog City on April 5.

Duterte-Carpio, also the leader of Hugpong ng Pagbabago (HnP), endorsed the candidacies of re-electionist Governor Yevgeny Vincente Emano and Gingoog City mayoral candidate Ruthie Guingona, the outgoing vice mayor, respectively.

Boost personal savings for retirement, Pinoys told FILIPINOS are encouraged to start saving and investing now to prepare for their retirement plans.

Melissa Henson, senior vice president and chief marketing officer at Manulife Philippines, said they should set up a retirement financial plan “sooner”.

“How much money I am making? How much I am spending? How much I am saving? Of the amount that I am saving, where I am putting it and how quickly it is growing? Will it grow fast enough to give me enough for the years that I expect to live beyond my retirement or do I need to either save more or maybe diversify my investment plans so that I can put some money longer term and some instruments that will give me higher returns?,” she said in an interview on Friday.

Henson gave this advice following release of a survey indicating that Filipinos have the lowest personal

income saved for retirement across key Asian markets, and majority of them are looking into continuing working after leaving their employment.

The 2018 Manulife Investor Sentiment Index (MISI) revealed that Filipino investors only have personal income equivalent to 3.6

POLICYMAKERS have finally signed the Implementing Rules and Regulations (IRR) of Republic Act 11203, threshing out details in the effective rollout of the new law liberalizing the importation, exportation, and trading of rice. The law also lifts the quantitative import restriction on rice.

With the issuance of Joint Memorandum Circular No. 01-2019 by the National Economic and Development Authority (NEDA), the Department of Agriculture (DA) and the Department of Budget and Management, the final draft of the IRR earlier approved by the National Food Authority (NFA) Council has been adopted for implementation.

“We celebrate this milestone for the agriculture sector. All concerned agencies, including

NEDA, are duty bound to implement this historic law. In moving forward, we all have the long-term goal of modernizing the rice industry and improving the lives of all Filipinos, especially farmers, in our minds,” Socioeconomic Planning Secretary Ernesto M. Pernia said.

Inputs from a series of public consultations organized by the DA with its stakeholders in Northern Luzon, Southern Luzon, Mindanao, and Visayas region, as well as online consultations led

by NEDA, have been incorporated into the final version of the IRR. Among the salient provisions in the IRR are guidelines on the President’s powers and the enforcement of safeguard measures in case of emergency situations like the sudden rise and drop in domestic prices.

The survey underscored the huge gap between Filipino investors’ current and ideal retirement savings.

They also believe that savings equivalent to 2.1 years’ worth of personal income is enough, remarkably low compared with the regional average of 12 years.

Henson said MISI results indicate that neighbor countries are “more active and more aware in terms of preparing for their retirement.”

“What we found in the surveys that we done over the years is that Filipinos are really more optimistic in terms of their attitude towards investment and finances,” she said.

“We are always happier about the results of our investments or the returns, we are always more optimistic even we are falling behind our savings goals, (thinking that) we can catch up.

That optimism actually I think makes us maybe a little bit too confident that we can achieve the same goals within less time,” she explained.

The MISI further revealed that as much as 84 percent of Filipino investors are looking into continuing working after retirement, either on a full-time or part-time basis.

Top reasons for active retirement across age groups include keeping busy and occupied (66 percent), physical and mental health (65 percent), pursuing interests and enjoying life (63 percent), as well as financial considerations such as maintaining or improving living standards (59 percent), and saving additional money for the future (56 percent).

According to MISI, there is strong interest among those 50 years old and above to pursue digital work, either on a full-time or part-time basis.

More Filipinos participate in digital jobs compared to most parts of Asia, it added.

Freelance work and ecommerce top the list of prevalent digital jobs in the country, accounting for 71 percent and 55 percent, respectively, of full-time digital jobs.

MISI is a proprietary survey measuring and tracking investors’ views across eight markets in the region on their attitudes towards key asset classes and issues related to personal financial planning. It is based on 4,011 online interviews in Hong Kong, China, Taiwan, Singapore, Malaysia, Thailand, the Philippines, and Indonesia.

Respondents are middle class to affluent investors aged 25 years and above who are the primary decision maker of financial matters in the household, and currently have investment products. (PNA)

The IRR likewise provides guidance on the reorganization of the NFA, following the repeal of its regulatory powers and the change of its functions to maintenance and management of the country’s buffer stocks.

The NFA Council, chaired by Agriculture Secretary Emmanuel Piñol, will likewise commission a study that will determine NFA’s optimal buffer stock for emergency and relief purposes.

Prior to the completion of the study, the NFA will continue to maintain its current buffer stock level ranging from 15 to 30 days, based on a daily national rice consumption of 32,593 metric tons per day.

The unused grain rice stocks will be unloaded and sold in the domestic market at the prevailing market price or even at a

slightly lower rate as long as this would cover storage logistics costs.

The IRR also details the establishment of the Rice Competitiveness Enhancement Fund (RCEF) and how the PHP 10-billion fund from the General Appropriations Act will be transferred directly to implementing agencies.

Similarly, the document also sets the guidelines on the allocation of the tariff revenues in excess of PHP 10 billion.

This will be tapped to provide direct financial assistance to rice farmers adversely affected by the new rice import regime.

While the IRR takes effect 15 days after its publication, self-executing provisions of the law are now being enforced.

Concerned government agencies, such as the Bureau of Customs

and the Bureau of Plant Industry of DA, no longer require an NFA permit, license, or registration for trade and importation of rice. The only require-

ment to import and trade rice is the phytosanitary import clearance (SPSIC), which can be obtained from the Bureau of Plant Industry. (PR)

Rebuilding Hope from the Ashes

I

T HAS been nearly two years already since the Maute Group staged a major attack on the major institutions of Marawi City and left the once-beautiful Islamic city in ruins. The five-month siege has left an indelible mark in the city’s economy, architecture, and the psyche of its people. More than 350,000 individuals were displaced - 41% of the population. After a year, thousands of families have made their way back to their ruined homes, but there are still 237,000 internally displaced persons (IDPs) in tent cities. Those who returned fared a little better, having little to no livelihood to come back to.

With the aim of providing an alternate livelihood source and to support the recovery of the affected families and the rehabilitation of their houses, the Philippine Business for Social Progress (PBSP) inked a partnership with Republic Cement for Project “Marawi Tibayanihan: Rebuilding Hom e s for a St ronge r Marawi”.

“From our experience a f t e r s e v e r a l m i s s i on s in Marawi City, we have developed a more responsive framework to guide our member companies and partner donors towards a more holistic and collective response, supportive of the

Owners marked their properties with their names and contact details so that they will be notified if ever their properties need to be bulldozed to give way to road widening.

rebuilding towards a stronger Marawi.”

The goal is to form the Marawi Tibayanihan Crew — a group of skilled workers on carpentr y, masonr y, electrical wiring, welding, plumbing, and painting, among others. The workers will be trained further with

the assistance of DTI and TESDA. At the end of the training, they would be selfreliant and could be tapped for construction services by the government, private sector, and other groups in the future. Similarly, the project would help strengthen the brotherhood among

Maranaos by enabling other Maranaos to help their people after the siege.

The project targets three communities: Barangays Raya Saduc and Bubonga, and Area 1 Transitional Community. Households from the two barangays (or 44 families) and 102 shelters will benefit from the recovery and rehabilitation assistance. Families who do not have the capacity to pay for labor and materials were the ones prioritized.

Under the program, the Tibayanihan Crew will provide labor services to each beneficiar y-family.

Furthermore, each family will also benefit from a grant for the needed construction materials, after an assessment of the condition of their homes and the required repairs.

“This is an important project for us. The development of Mindanao is in line with Republic Cement’s thrust in nation-building. As much as this project is about constructing stronger homes and buildings, it is also about strengthening the people’s hope that tomorrow can be better,” said Nabil Francis, Republic Cement Services, Inc. President.

Up on conclusion of the project, the Marawi Tibayanihan Crew will be endorsed to the stakeholders,

especially to government authorities: the barangay, the Marawi Local Government, Lanao del Sur Provincial Government, and Task Force Bangon Marawi, among others. “ This is not just an investment in rebuilding Marawi’s infrastructure, it is also an extended hand to families in desperate need of hope to keep on facing another day. Rebuilding stronger homes is all about strengthening families, and in turn, building a stronger Republic,” shares Francis.

Corrupt workmanship

ONE of the issues raised during this time of mudslinging is the “corrupt workmanship” of public facilities like roads, bridges, buildings and other infrastructures.

Posted on Facebook were images of cracked walls of municipal and school buildings, provincial and national roads sliced like cakes and public markets down to its knees, to name a few.

These government projects substandard as it were, will be of no match if an intensity 7 would hit in areas where these facilities are situated.

No less than the DPWH admitted that infrastructure projects such as roads, bridges and buildings were defective due to the use of inferior or substandard

materials, or poor workmanship.

There is no debate on the findings therefore, that an estimated 20 per cent of the national budget is lost to corruption each year.

Corruption of this magnitude has a crippling effect on the economy. And according to Transparency International, our country is ranked 41st most corrupt nation in the world.

Subsequently, the Political and Economic Risk Consultancy Ltd placed the Philippines as the 3rd most corrupt in the Asia-Pacific region.

It is possible to argue that corruption is endemic throughout the country’s civil service system.

Ultimately, though, cor-

ruption usually has negative effects on an economy through the funding of money into bribes and overpricing of goods and services, which puts a financial strain on too many people for too long.

Irregularity has long been affixed with revenue generation, as regressive practices and perpetual collusion between corrupt government personnel and contractors have merely widened the level of disparity between the rich and the poor.

The Crusade for Clean Government is calling on the government to build safe and reliable government facilities , get rid of “wages of corruption” and sustain maintenance of all infrastructure.

Greed, the desire for power and the wish to advance oneself in society are primary reasons for corruption.

High tech gets me down

ONCE upon a time, when I was still single: I woke up early morning. I got into the kitchen longing for a cup of coffee or even two, while feeling this terrible rheumatic pain. I slide a a cup of water into my tenyear-old microwave. I felt a little bit chagrined because I never figured out how to use it other than heat water for instant coffee of a oneminute-fast-food soup.

Some time later: My freezer showed its red emergency light a couple of days. I tried to ignore it even knowing that this indifference could only let that problem become more worst. A friendly neighbor, a really blessed high-intelligent electrician, solved the problem within a minute.

Another example: In

the car I fumbled with the new digital radio. Before I know it, I’d tilting sideways at a 45-degree angle, trying to drive and figure out the radio’s numerous controls at the same time. I know, this was more than dangerous: an urgent, uncomfortably close horn jolted me upright.

Chastened, I only managed to turn the radio off and drove in silence.

Do you know how to operate your telephone unit in the office, if you urgently have to transfer a wrong-dialed incoming long distance call to the right person and his local number? No call forwarding available...!You have been using the system for a year or even longer, but you have never mastered the transfer function. “Just

a moment please, hang on,” you say as you hit a button and accidentally cut the caller off.

How to change paper roll in fax machine, if you are still using one at these really high tech times? How to change the ink cartridge of my printer? Yes, the printer will not work unless all cartridges are installed properly. Let’s hit the button, and let’s be patient for 90 seconds or so, and then - hopefully... .

Instructions and manuals looked like blueprints for an air plane construction. Have you ever studied how we use our high tech appliances? Our modern homes are filled up with sophisticated gadgets that are rarely used to their full potential because they are

simply too complicated to operate.

A good friend of mine confessed just yesterday: “I am still ignorant on computers. Just let me ride a carabao, and I am more comfortable rather than touching computers!”

-oooROBREDO HAS NO RIGHT TO THE PRESIDENCY IN A ‘REVGOV’: Just a minute. If President Duterte declares a revolutionary government, that presupposes the dissolution of the 1987 Constitution and the government that

is operating under it.

Since it is through the mechanism of that Constitution that Vice President Leni Robredo became vice president of the government of the Philippines, she necessarily ceases to be vice president when that Constitution is dissolved.

In fact, her position as vice president, and all other positions in government like the presidency, for that matter, are all dissolved by the installation of arevolutionary government. That is because the authority under which those positions have been created and are being discharged, the 1987 Constitution, is dissolved likewise.

WILL EXERCISE POWER IN A “REVGOV”: All power when a revolutionary government is declared becomes vested in the President, or the person who declared the revolutionary government.

It is only the President (or the person who declared the revolutionary government) that holds all power.

The example of an obscure housewife declaring a revolutionary government, dissolving the 1973 Constitution and the government that was running under it, and assuming all power in 1986 after grabbing power from a duly-elected president, then President Marcos, shows us this truth.

In the said Magna Carta, Pimentel proposes that “a punong barangay should get a salary equal to that of a sangguniang bayan member of his municipality or city, while sangguniang barangay members should receive a salary equivalent to 80 percent of the salary of their sangguniang bayan members.”

Also, the Sangguniang Kabataan (SK) chairpersons, barangay secretary, and barangay treasurer, are entitled to take home an equivalent of 75 percent of the salary of their sangguniang bayan members.

The said provision also states that as regular government employees, they are “entitled to fixed salaries, allowances, insurance, medical and dental coverage, retirement benefits and such other fringe benefits to which a regular government employee may be entitled to.”

Koko emphasized also that Section 11 of the bill proposes the mandatory share of the barangays in all taxes, fees or other charges.

On the other hand, Año clarified that the salary grade and the rate of the mandatory share of barangays need to be consulted with the Department of Finance and leagues of local government units to determine whether the proposed 25 percent share of a barangay in all taxes collected on real property located within their barangay is sustainable.

The DILG chief said he supports the measure of “Senator Koko because it would allow 42,044 barangays in the country to deliver better basic services to our people, especially in 4th to 6th class municipalities which have limited financial capacities”.

Robredo therefore has no right to assume the presidency if Duterte declares a revolutionary government.

Assessed against the IABC Gold Quill Award criteria and IABC’s Sevenpoint Scale of Excellence, On the March was the only Philippine entry to win in its category.

Cruz expressed great pride not only in its newest titles but also in Media Wise’s latest award, explaining that for a boutiquesized yet agile publication company, it has consistently won more awards, including Philippine Quills, with each title improving from the last.

Ocampo Cruz was first cited with a Merit Award by IABC in the 2017 Gold Quill Awards program for Jesuits In Mindanao: The Mission under the Communications Skills Division (Category 26: Publications).

Cruz will personally receive the award during the Excellence Gala on 11 June 2019, as part of the 2019 IABC World Conference in Vancouver, Canada. The Gala will also recognize the winners of the “Best of the Best” awards, “IABC Gold Quill Agency/Team of the Year” awards and other special awards that will be announced later this month.

In addition to the gala, all awardees would also be recognized in an IABC news release, on IABC’s website and social media.

The 2019 Gold Quill Award Winners were announced last April 2, 2019 by the International Association of Business Communicators (IABC) in San Francisco, CA.

Monday, April 8, 2019 For over 40 years, IABC’s Gold Quill Awards have recognized and awarded excellence in strategic communication worldwide.

The program is recognized as one of the most prestigious awards programs in the industry.

“Only exceptional work earns an IABC Gold Quill Award,” said Cindy Schmieg, ABC, IABC Fellow, chair of the awards committee.

“Each entry is rigorously reviewed by multiple experienced communicators from around the world who are trained in applying IABC’s Global Standard of the Communication Profession. The award winners represent our profession of ethical practitioners contributing to organizational outcomes.”

In total, the awards committee selected 202 entries as world-class, with 86 entries earning an Excellence Award and 116 a Merit Award.

Winners come from all over the world, with 10 countries represented in the award winners list. They represent a cross section of public and private sector organizations, both large and small.

The field was very competitive this year, with almost 700 entries reviewed by more than 250 evaluators.

“We congratulate all the Gold Quill Award winners for their work and dedication to excellence in strategic communication,” said Stephanie Doute, CAE, executive director of IABC. “Their success is a testament to the fact that professional communicators create solid business outcomes for their organizations.”

Already the recipient of numerous local and international publishing awards in previous years, Media Wise romped off with four awards at the 16th Philippine Quill Awards held July 9, 2018 at the Manila Marriott in Pasay City for three of its recent coffee-table books: PNB: One Hundred Years of Service Excellence and St. Andrew’s School One Hundred Years - Pro Deo et Patria (both in the Publications category) and The Maestro of Philippine Basketball (for Writing and Special Projects).

Winners of a Philippine Quill are considered to have achieved the pinnacle in business communication excellence.
