DOLE Misamis Occidental Provincial Field Office (PFO) Chief Leonardo G. Rodrigo reported that 25 low-income members of Barangay Maular, Aloran LAC Kitchenette Association received financial assistance for Swine Fattening Livelihood Project of P250,000 worth of financial assistance from the DOLE Regional Office No. X (DOLE-X). Upon the approval of DOLE-X Regional Director lawyer Joffrey M. Suyao, the grant was released under the Kabuhayan Program of the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) that provides grant assistance for capacitybuilding on livelihood and entrepreneurial ventures for the poor and vulnerable workers. DAVAO CITY -- Sultan Kudarat Governor Pax Mangudadatu on Wednesday received members of the New People’s Army (NPA) who have decided to abandon the rebel movement. During the acceptance ceremony at the Provincial Capitol in Isulan town, Mangundadatu assured surrenderers of the government’s sincerity to achieve peace. He also assured their personal safety when they return to their respective families. “It is because of good governance that the communist terrorist group’s propaganda is continuously being defeated,” Mangudadatu said. C ol. Ezra B alagtey, spokesperson of Eastern Mindanao Command, in an interview on Thursday said most of the surrenderers were members of Guerrilla Fronts 72 and 73 belonging to the Far South Mindanao Region that operate in the provinces of Sultan Kudarat, Cotabato, and Davao del Sur. Balagtey attributed the surrender of the 19 former NPA rebels to the military's focused operations and com-

munity support program activities. According to Col. Adonis Bajao, commander of the Army's 1002nd Infantry (Bagwis) Brigade, the surrenderers provided vital information to thwart the rebels' extortion activities in Sultan Kudarat and Cotabato. Bajao said the surrenderers were also made to believe that the government's infrastructure programs, such as farm-to-market roads, were just "capitalist" schemes that must be prevented. He said the surrenderers were also encouraged to return to the fold of the law by the government's livelihood assistance under the Enhanced-Comprehensive Local Integration Program (E-CLIP). (PNA)

Duterte’s war

THE emergence and confluence of black and fear propaganda on the heels of May 13 elections are too coordinated and wellorchestrated that it only succeeded in portraying how distraught the political opposition had become. It revives that infamous and desperate “oust Duterte” plot of an unlikely cabal of religious and communist terrorists, the so-called legal fronts of the CPP-NPA-NDF, Kadamay, remnants of the vanishing Yellow brigades and the oligarchs that exploit them, pan-handling nongovernment human rights watch organizations and a phalanx of media organizations and personalities. They all pounce and punch Duterte thinking that if they will not succeed in ousting him they can at least boost the chances of their candidates in the coming polls. You can easily spot them including the series of unexpected events that had been used to stoke the fire of hate and disenchantment. When Manila Water spigots suddenly ran dry, everyone thought the dams went dry. When informed sources bared that there’s water enough to last for 150 days an angry President Rodrigo Duterte blew his top, ordered Manila Waters to open the pipes and warned Metropolitan Waterworks and Sewerage Authority

to shape up or be shipped out. Eureka! Water started to flow from the taps. The threats of extended drought and inadequacy of water supply had always haunted the national capital region. When Duterte prodded government functionaries to fast-track the construction of Kaliwa dam with China contractor and loan, the critics were fast to denounce the idea saying that Japan can do the project at a much lesser cost by constructing a weir instead. A weir is run-of-river structure while a dam can impound water and maybe harnessed for hydropower plant or irrigation. The Duterte government early on, included the Chico river dam multi-purpose project to irrigate thousands of hectares of arable lands and make these productive. Because China was offering long-term loans and cheap money. This project was in the initial list of big-ticket projects which government planners approved. Nobody raised a voice of protest then. And then out of the blue, an aging Alberto del Rosario resurrected and along with Justice Antonio Carpio and ex-Ombudsman Conchita Morales Carpio suddenly mounted an attack on the Duterte government assailing it for incurring loans from China

which the government, they warned, will not be able to pay. They proceeded to conjure a scenario where China will cede the islands in the West Philippine Seas and mine the oil deposits to settle the loans. My gosh, as they speak, The Philippines loan from China is not even 1% of the total indebtedness of the country. In his adopted country the Netherlands, meanwhile, Jose Ma. Sison, the chieftain of the New People’s Army, was given generous space in ABS-CBN denouncing Duterte for terminating peace negotiations. Which brings us to how a number of European countries have been falling prey to nongovernment organizations (NGOs) who are parading as human rights and environment watchdogs and literacy and truth crusaders. Time and again we witness how these pan-handling NGOs, some of them have inter-locking officers and members, parade in the streets parroting the same slogans, placards and masks. They use innocent groups like indigenous peoples and children. They take pictures and videos and together with their “project proposals” include these materials along with newspaper clippings submit these to donor foundations in Europe for funding. Still, the President was not available on that date and the BTA had to defer to the President’s desire to attend. It was reset again to March 25 which the Palace confirmed; yet, it had for the third time to postpone it to March 29. On March 29, there was no fourth postponement. The BARMM inauguration went on! *** *** *** What inauguration! The first I ever know. An evening affair (from 6:30 p.m. to around 7 p.m.) At 5 am of March 30, I opened MindaNews for reports on the inauguration. No report. I searched. There were two, one at the PNA website posted at 9:17 pm March 29 and the other at The Manila Bulletin’s posted a little later – identical reports written by PNA. PNA said the President “arrived here around 6:30 p.m., banged an “agong” (Muslim brass drum) marking the induction of the BARMM and its interim parliament, the 80-member Bangsamoro Transition Authority (BTA)”. GENERAL Santos City-On February 22, 2019, in Malacañan, President Rodrigo R. Duterete swore in the members of the Bangsamoro Transition Authority (BTA) which he had appointed with MILF Chair Al Haj Murad Ebrahim as chief minister. The BTA, the Parliament, is the interim government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that will replace the 30-year old Autonomous Region in Muslim Mindanao (ARMM). That installed BARMM. On February 26, ARMM Chair Mujiv Hataman formally turned over the ARMM government to BTA Chair Murad. The ARMM was deemed completely abolished, the BARMM established. The BTA organized and set on March 11 the BARMM inauguration and its first session. After that it can start its mandate to build a new governmental structure on the remains of the ARMM for the fullfledged BARMM by June 30, 2022 when the first regular officials will be elected. But the President could not make the date; it was reset to March 21 even without the President attending.

Transforming Education in the Bangsamoro Autonomous Region in Muslim Mindanao By SHAMMAH YANA SUNGA-ABBAS MDN-BARMM

ON April 3, 2019, more than 100 educators, CSO leaders, policy makers, academe, teachers, researchers, students and media were gathered in KUTAWATO PAGANA to discuss education issues in the region and develop agenda for transformative education in BARMM. The first day of the BARMM Transformative Education Conference was opened by no less than the BARMM Minister of Education, Honorable Mahagher Iqbal as Keynote Speaker. Engr. Addie Unsi, National Coordinator of E-Net Philippines and the lead convener of the conference said in the opening program that recent political developments in Mindanao where we have a new established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with government led by the Bangsamoro Transition Authority (BTA) provide an opportunity to move education reforms forward. Education is critical for lasting peace and sustainable development so it is highly important to begin the conversation on transforming education in BARMM, according to Engr. Unsi. The impacts of protracted conflicts in the

past are huge in terms of human development, education, health, livelihood of Bangsamoro people, and whole development in the region. The BARMM has the highest number of illiterates and out of school children and youth due to multiple barriers of access to quality education. BARMM has complex issues and need for strategic solutions. Education is crucial to the achievement of this strategic change. Paulo Freire once said, “Education does not change the world, Education changes people, People change the world”. In Compostela Valley, Antonio said most motorists were surprised, apparently unaware that the traffic enforcers now use speed gun to catch violators. LTO-11 has recently acquired a high-speed gun capable of capturing the plate number of at least three moving vehicles at one time and their actual speed. The speed gun contains a SIM card that has details of the violation, location, time, and date of the incident. Antonio said he expects the number of violators to rise in the coming weeks as the LTO and the Land Transportation and Franchising Regulatory Board (LTFRB) started a crackdown on “colorum” or unregistered public vehicles. During the first day of operation against “colorum” vehicles, the joint team already apprehended four vans and two taxi cabs that were operating outside their franchise line in Compostela Valley. March inflation lower at 3.3 percent HEADLINE inflation slowed down to 3.3 percent year-on-year in March 2019 from 3.8 percent in the previous month. The resulting year-to-date average of 3.8 percent is now within the Government's inflation target range of 3.0 percent ± 1.0 percentage point for the year. Core inflation—which excludes selected volatile food and energy items to measure underlying price pressures—has also eased to 3.5 percent in March from 3.9 percent in February. Month-on-month seasonally-adjusted headline inflation was unchanged at 0.1 percent in March 2019 compared to the previous month's level. Year-on-year inflation rate of key food commodities such as fish, fruits, and vegetables slowed down in March while rice inflation decelerated with the onset of the summer harvest season and continued arrival of rice imports. At the same time, slower price increases of large-weighted non-food items such as housing, water, electricity, gas, and other fuels along with restaurant and miscellaneous goods and services also contributed to the slowdown in overall inflation during the month, offsetting the impact of higher international oil prices. The latest inflation reading is consistent with the BSP's expectations that inflation will continue to settle within the 2-4 percent target range for 2019 and 2020. The BSP will continue to monitor emerging price and output conditions to ensure price stability conducive to a balanced and sustainable economic growth.
