Duterte orders resumption of peace talks with NDF

PRESIDENT Ro drigo Duterte on Wednesday directed the government peace panel to work on the resumption of the peace talks with the National Democratic Front (NDF), Secretary Jesus Dureza, Presidential Adviser on the Peace Process said in a statement.

“Let’s give this another last chance,” Dureza quoted the President as saying in Wednesday’s Cabinet meeting.

Duterte called off the peace negotiations on November 23, two days before the fifth round of formal peace talks was supposed to start and in early December issued a proclamation to have the Communist Party of the Philippines and New People’s Army declared as

“terrorist organizations.”

The NDF represents the CPP and NPA in the peace negotiations.

Dureza added the President emphasized the importance of forging a ceasefire agreement to stop mutual attacks while the talks are ongoing.

The chief peace adviser added the President committed to provide support to the communist guerrillas in order to stop the so-called “revolutionary tax.” Exactly what this “support” is, Dureza did not elaborate.

Graduates, completers surge, says educ exec

CAGAYAN de Oro City-Of the 16,390 first graders who enrolled in this city in 2006, a total of 12,341 have successfully graduated in senior high last month, the first batch of the K-12 graduates coming from Cagayan de Oro under the new Philippine basic education curriculum or a total of 75.3 percent survival rate.

Info Caravan brings aggie programs, services to R-10 farmers and fisherfolk

Cagayan de Oro City – About 1,000 participants, comprising of farmers and fisherfolk, agriculturists and extension workers from Northern Mindanao (NorMin) converged during the National Information Caravan (Info Car) spearheaded by the Department of Agriculture (DA) on March 16, 2018, in this city.

Bearing the theme: “Agrikultura Para sa Pagbabago”, the activity served as a venue for agricultural stakeholders to be informed and updated on the thrusts and priorities of the department, including its support programs and services.

“Kami ay tumutulong kay Agriculture Secretary Manny Piñol para ihatid sa inyo ang mga programa, technologies and innovations na dini-develop ng DA,” remarked Cheryl C. Suarez, chief of the Agriculture and Fisheries Information Division (AFID).

During his welcome remarks, DA-Regional Field Office 10 (DA-RFO 10) OICRegional Director Carlene C. Collado, CPA likewise said that the staged info sortie reinforces the DA chief ’s Biyaheng Bukid, where he visits remote agricultural areas with the goal of iden-

tifying its real needs while emphasizing technology, mechanization, credit and marketing as the key to develop the agri-fishery sector nationwide.

He emphasized that using such technology would generate increased and quality palay production and higher economic returns.

Estigoy, chief science research specialist of the Philippine Center for Postharvest Development and Mechanization underscored that farmers’ adoption to mechanization will aide them to increase their productivity and product quality, and reduce postharvest losses, at the same time.

lado further boosted the participants’ interest for the availment of interventions under DA’s mechanization program through its machineries, equipment and facilities.

“This year, it’s [provision of mechanization assistance] free. Full grant, no counterparting needed,” the director relayed, adding that starting this year, the region will be consolidating all requests of a town/ city into one Memorandum of Agreement (MOA), to better facilitate and address the mechanization needs of farmers.

Likewise, he reported that the region will soon establish its provincial warehouses, wherein suppliers will be delivering the requested machineries and equipment to the respective five provinces in NorMin, closer to the agri-clienteles.

The Info Car in CdeO is the second to the last leg of the six caravans initiated by DA-AFID with the support of their regional counterparts through the agriculture and fisheries information sections. 5 Mindanawon coffee growers to represent PH in Seattle expo FIVE Robusta and Arabica coffee growers from Mindanao will represent the Philippines in the three-day Specialty Coffee Expo 2018 on April 19 to 22 in Seattle, Washington in the US. Thelonious Trimmell, chief of party for the Mindanao Productivity in Agricultural Commerce and Trade, said in an interview on Tuesday that the Philippines will get a booth for the first time during the three-day expo.

The event will allow the country to showcase its specialty coffee and build a network with potential international high-value buyers.

The Arabica growers are Davao del Sur’s Marivic Dubria, manager of the Balutakay Coffee Farmers Farmers Association (BACOFA); Rio Besto, chair of

Miarayon-Lapok-LironganTinaytayan Tribal Association in Bukidnon; and Corazon Meredes Lauderes, manager of Imdalsa Coffee, also from Bukidnon.

The Robusta coffee growers are South Cotabato’s Fred Fredeluces, owner of Green Tropics, and Bukidnon’s Leonila Secadron, manager of Bayanihan Millennium and producer of Kape Napalit.

They are previous winners of the annual Philippine Coffee Quality Competition (PCQC), Trimmell said.

“They’ve already been assessed, graded and now we get to share them with the other international buyers to potentially attract them to come to the Philippines,” he said.

The Agricultural Cooperative Development International-Volunteers

in Overseas Cooperative Assistance (ACDI-VOCA) will sponsor the US trip of the farmers.

ACDI-VOCA is implementing the four-year US Department of Agriculture-funded Mindanao Productivity in Agricultural Commerce and Trade project, designed “to increase the income of the 10,600 smallholder cacao, coconut, and coffee farm families in Southern and Western Mindanao.”

Trimmel said joining the three-day international expo introduces farmers to potential high-value buyers and creates a buyer-farmer relationship to benefit the coffee industry in the Philippines.

Several buyers joining the expo are willing to purchase specialty coffee from the Philippines at high pre-

mium prices, he added.

He, however, said the supply side remains a challenge as the Philippines is still importing 85 to 90 percent of its coffee. He

said even local demand for higher value specialty coffee is growing.

Dela Pena attributed the surge in graduation and completion survivals to the continuing constructions of public classroom buildings under the Moreno administration.

City information officer Maricel Rivera said that there are already more than 500 classrooms that have been

erected since Mayor Oscar Moreno took over in 2013.

These classrooms were funded by the Local School Board, culled mandatorily from a portion of realty taxes.

However, dela Pena also reported that repetition rates in Cagayan de Oro City have increased from 1.15 percent in

2016 to 5.64 percent in 2017 across all levels in junior high and from 0.46 to 2.52 percent of the same comparative period in the elementary levels.

But only 25.56 percent of these is caused by poor academic performance.

Dela Pena identified the rest as factors affecting high repeti-

tion rates –need to take care of siblings (43.9 percent), lack of interest (29.36 percent), illness (18.56 percent), early marriage (14.92 percent) and distance between home and school (9.15 percent), among others.

To counter this, dela Pena said the City Schools Division has initiated the so-called Learner

Centered Classroom starting last year.

Under the scheme, the traditional pencil and paper test will comprise only 20 percent of academic evaluation. The rest will center on the learners which is “less on memorization but more encouraging on critical thinking.”

Don’t follow your conscience THINK a minute.

Some young children were asked this question: “What is a conscience?”

A 6-year-old boy said he thought it was “the bad feeling you get when you kick girls and puppies.” A 9-year-old said your conscience is “a voice inside that says ‘No’ when you want to beat up your little brother.” A guy was giving his friend advice on how to make a decision. He said: “You’ve got to follow your conscience. It’s like the little man inside you telling you what’s right and wrong. Just do whatever your little man tells you to do.” His friend answered: “No, that won’t work for me. My little man’s an idiot!”

It’s like the popular song about a person who’s com-

mitting adultery that says: “How can this love be so wrong if it feels so right?

If lovin’ you is wrong, I don’t want to be right!” Our feelings and conscience are NOT always a good guide to show us what’s right and wrong. Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience.

So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them.

A person can be very wrong even though he doesn’t feel wrong or guilty.

For example: Adolph Hitler had 6 million Jews tortured and murdered just because of their race! But he did not show any guilt for all the evil he did. Does that mean he

You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing.

But that does not mean it’s right, or that we will never be caught and punished.

The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it.

So because we cannot depend on our conscience or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day. Today, even though you have not felt very guilty, you now understand that you are guilty of living your own way. You know that you’ve

done wrong things: wrong thoughts, words, and actions. Maybe they were even things you thought were not wrong because many other people do them.

Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him. So why not ask Him to take full control of your life and help you start living His way every day? It’s the way you can finally have real peace in your conscience, and the satisfaction of living the right, successful way.

We will fight for our birthright to the end CAGAYAN de Oro City--We dare challenge Task Force Bangon Marawi (TFBM) to produce documents (not just photos ) that prove that we (affected residents) gave our consent to the Bangon Marawi Comprehensive Rehabilitation and Recovery Plan (BMCRRP) and China-Ph Consortium for Ground Zero or Most Affected Area (MAA) — their plan not ours.

We also challenge them to make public the plan if they are not doing any illegal acts. And also for them to make public the name of the groups or individuals (politicians or not) who allegedly support this idea for

us to validate if indeed they are residents from MAA and not misrepresenting us.

TFBM should be gently reminded that presenting the plan to a few chosen residents does not equate to consultation or approval of their plan for Marawi.

This is clearly an imposition to us and their plan is completely alien to our wishes which are to return and rebuild our home with or without government assistance.

TFBM can be likened or is no different from the terrorist group that occupied Marawi for unilaterally and forcefully imposing their

plan without seeking our consent and respecting our rights.

We condemn TFBM’s lies for they made us to believe these past few months (after the liberation of Marawi) that we cannot yet return to our homes for Security Reasons (clearing of UXOs).

Now, their plan is unveiled and obvious, which is to flatten and evict us from our ancestral homes and lands and give it to private developers. These acts can be considered a crime under International Humanitarian Law. We also warn all those Private Developers (Chinese and local firms) including

business groups interested to invest in the MAA to replace us from where our house stand, that surely they will face legal repercussions if they push through with the plan without our consent or approval.

The Mindanao Development Authority and the World Bank are set to launch the Philippines Mindanao Jobs Report, which lays down the strategies for Mindanao Regional Development with the end goal of generating more jobs in the island-region.

This culminates the series of consultation and validation rounds conducted

by World Bank and MinDA, in partnership with the Philippine Business for Social Progress since 2015 among different sectors including government, business, labor, academe, civil society groups, and farmer associations.

The report outlines a number of recommendations which reform coalitions can consider to put Mindanao on a path of inclusive growth and address the jobs challenge.

“This tells a new Mindanao story through the lens of jobs generation, which makes it as a living document of the ways forward to unlock the Mindanao’s potentials through raising farm productivity, improv-

ing logistics and connectivity, and developing key ports and other gateways,” said MinDA Undersecretary Janet Lopoz.

Majority of the strategies identified in the report are also being carried out by MinDA through its flagship programs including the Mindanao Development Corridors, and the establishment of Mindanao Agri-Economic Ecozones and the Tawi-tawi Freeport Zone.

“We believe that the MJR findings could strongly boost our argument and proposition why Mindanao needs to be given a higher and equitable budget that it rightfully deserves,” added Lopoz.

Budget Secretary Benjamin Diokno is slated to cap the launching with updates on national government’s programs for financing Mindanao’s growth and development. Duterte okays closure of Boracay for 6 months starting April 26

MANILA -- President Rodrigo R. Duterte has approved the recommendation to close Boracay for six months starting April 26, his spokesperson said on Wednesday night.

“Bora closed for 6 mos effective 26 April,” Presidential Spokesperson Harry Roque Jr. said on his official Twitter account after the Cabinet meeting.

Senior Deputy Executive Secretary Menardo Guevarra said that Duterte approved the proposal of the Departments of Environment and Natural Resources, Interior and Local Government, and Tourism

(DENR, DILG, DOT) after an “exhaustive” discussion.

Guevarra also said that calamity funds would be activated for the workers affected by the closure.

Before the meeting, he said Boracay’s closure will be the Cabinet meeting’s top agenda.

The DENR, DILG, and DOT have been pushing for the total closure of the island, while other departments, such as the Department of Trade and Industry have recommended partial closure to assure that businesses and livelihood in the area are not largely affected, Guevarra said.

Int’l agri coop body sees better pricing of Davao-grown coffee DAVAO CITY -- The Agricultural Cooperative Development International/ Volunteers in Overseas Cooperative Assistance (ACDI/ VOCA) sees better pricing of coffee in Davao, pointing out the skills and knowledge of farmers to distinguish the quality of the coffee seeds.

ACDI/VOCA chief of party Theolonious Trimmell underscored the farmers’ awareness of the quality of their seeds, saying this gives them more leverage to set their price with their buyers.

“They are aware of the value of their coffee when they assess their beans and know the quality of their coffee, based on the grade through cupping,” Trimmell said.

Juanita Amaba and Liezel Siluano of the Balutakay Coffee Farmers Association (BACOFA) of Bansalan, Davao del Sur, and Delio Cezar of the Pine Valley Farm of Maragusan, Compostela Valley Province won top honors for consistently high cupping scores throughout the competition held from February 19 to March 19 in Baguio City.

Amaba and Siluano, who placed 2nd and 6th, respectively, in the Arabica category, used to engage only in vegetable farming because the market was already there and therefore, income was quick.

For the two women, coffee used to be an alternative crop -- a sideline. When the beans were ready for harvest, they sold them raw to local Chinese traders at a very low price.

Amaba and Siluano would later realize they could earn a bigger income if they changed their business approach, said Marivic Dubria, the marketing officer of BACOFA, in an interview Tuesday.

It was Marivic and Ma. Luz Dubria who assisted them in the post-harvest process of their green coffee beans during the coffee quality competition. It was also Marivic who submitted the coffee beans of Amaba and Siluano to the See make, page 9

With better knowledge and information on what to do at the farm level, Trimmel said it is critical for both buyers and producers to assess coffee.

It even builds a relationship between the farmers and buyers and establishes transparency, he added, as “it is basically the buying language to determine the quality of their coffee, and subsequently, the price of coffee is based on quality”.

In Davao region, there is only one government coffee cupping laboratory, housed at the SPAMAST or the Southern Philippines Agri-Business and

Marine and Aquatic School of Technology (Philippines) in Davao del Sur. SPAMAST director for Research Development and Extension Augie E. Fuentes said the cupping laboratory is equipped with roasting machine, grinding machine, moisture meter equipment, and other important implements.

Fuentes said the facility caters coffee samples from farmers, grades the samples, and provides them the results for farmers to know their specialty and command a good price.

Cebu Pacific maintains lead in Manila-Sydney route Cebu Pacific bullish on upcoming Manila-Melbourne service on the back of robust demand for direct Australia-Philippine flights.

competitors in the ManilaSydney route, garnering a 40% market share for passengers travel between the two destinations in 2017. On the other hand, competitors Philippine Airlines and Qantas garnered a market share of 33% and 26%, re-

spectively.

Based on data from Australia’s Bureau of Infrastructure, Transport and Regional Economics (BITRE) for the full year 2017, a total of 408,034 passengers flew between Manila and Sydney, up 10.76% from 2016. Of

the total, Cebu Pacific flew 164,565 passengers between Manila and Sydney in 2017.

CEB offers the most number of seats between Sydney and Manila and is the only Low-Cost Carrier flying between both destinations, with five flights

weekly.

Out of the 108 samples for judging, three were disqualified.

Each three-kilo bag of green coffee went through a meticulous selection process of the judges and Q-graders.

ACDI/VOCA Chief of Party Thelonious Trimmell said Davao region submitted 10 entries, including BACOFA’s entries for Arabica and Pine Valley’s Robusta.

Trimmel said Arabica and Robusta are two principal coffee species and make up the bulk of Philippine coffee production.

According to Trimmel, the coffee profiles of BACOFA farmers boast of brown sugar, caramel, and fruity notes -- are indicative of coffee farms that are planted in volcanic soil.

In the final grading and cupping scores, the Arabica coffee of Amaba and Siulano was graded 80. Likewise, Pine Valley’s in the Robusta category.

Marivic is bound for Seattle, United States as part of her prize. She will represent the Philippines coffee-producing sector in the specialty coffee exhibition on April 19 to 22 that will be attended by top coffee producing countries in the world. The event will be BACOFA farmers’ opportunity to market their coffee and find an international market.

Trimmel said the high scores put Philippine coffee in international map and increase profit of Filipino coffee farmers.

Balleque, the provincial director of DTI-Compostela Valley and the point person of the Regional Coffee Industry Cluster, said the high cupping scores mean Davao farmers coffee pass international standard for specialty coffee.

Bright future Both Marivic and Cezar, proprietor of Pine Valley, agreed there is huge market for specialty coffee. Cezar said his farm has expanded.

He has now three hectares planted with Robusta coffee and seven hectares with Arabica.

Cezar said he is lucky if he harvests about two kilos per tree. He was already in second harvest with 500 kilos.

Marivic said coffee graded 80 can be sold at PHP500 to PHP800 per kilo. She said the farmers get the bigger share of the sale because the cooperative is only getting minimal share. For now, BACOFA sells coffee beans at PHP270 per kilo.

There is also a growing demand for specialty coffee, Trimmel said. This is indicated by the growing consumption and increase number of coffee shops in the country.

Trimmel also noted the country’s growing coffee consumption, and how this presents opportunities for coffee growers to increase production.

But both Trimmel and Balleque voiced concerns on supply side because growers could not meet the growing demand for specialty coffee.

Trimmell said it is really up to the farmers to meet the challenge. The farmers also need to maintain the quality of their product.

Nationwide, Balleque said the demand for coffee is between 75,000 and 200,000 metric tons against the total production between 25,000 and 35,000 metric tons.

“We hope to produce more,” Balleque said, although noting that there was an improvement in production last year.

Balleque said DA is already looking on how to address the challenge in the production side.

“Everybody is aware of the challenge and also aware of the good things,” Balleque said.

Balleque said that of the Philippines total coffee production 70 percent are Robusta, 20 percent Arabica and the rest Excelsa.

In Davao region, Compostela Valley, Talaingod in Davao del Norte, and Bansalan, Digos and Kapatagan produce Arabica.

If coffee farmers would make good in post-harvest processing of coffee, they can command the price.

Balleque also underscored the importance of picking only the red cherries and sorting.
