A SUSTAINABLE water supply is one of the priorities in the Master Plan for the Sustainable Infrastructure Development of Metropolitan Cagayan de Oro now being formulated by the National Economic Development Authority Region 10. As defined by the College of Engineering and Applied Science of the University of Colorado Denver, urban infrastructure refers to engineered systems such as water, energy, transport, sanitation, and information that make up a city. However, challenges’ resulting from increasing population growth foresees a need for sustainable infrastructure that is high performing, cost-effective, resource-efficient and environmentally-friendly. ILIGAN City--A former barangay official was arrested in an anti-drug operation of the Philippine Drug Enforcement Agency (PDEA) and Iligan City Police Station (ICPS) 1, Wednesday afternoon (April 3) in Purok 7, Barangay Upper Hinaplanon here. Police Captain Neil Mark Quipanes, ICPS 1 Deputy Chief of Police, identified the suspect as Al Daud Cali, a businessman, who sells construction materials. “He is included in the narcolist PRRD (President Rodrigo Roa Duterte) previously released,” Quipanes noted. Cali is also listed by PDEA as number 7 provincewide “targetlisted” in Lanao del Norte. He was arrested by virtue of a search warrant for possession of illegal drugs. CHR-12 official nixes ‘sympathy, legal succor’ for suspect in Isulan blast Solon says PH needs

KORONADAL City––The Commission on Human Rights-12 (CHR-12) on Thursday assured it will not extend “any amount of sympathy and legal succor” to the suspect in the blast that injured 18 people in Isulan, Sultan Kudarat on Wednesday afternoon. Erlan Deluvio, CHR-12 acting director, issued the pronouncement as he waxed poetic in condemning the blast inside Carlito’s Chicken House in Isulan, the capital of Sultan Kudarat province. Lord Allan Velasco said the Philippines needs to ramp up investments for cleaner energy sources if it wants to power up the homes of close to three million Filipino households, particularly those in geographically isolated areas, who still have no access to electricity. And with the recent signing of the Energy Virtual One-Stop Shop (EVOSS) law by President Rodrigo Duterte which streamlines the permitting process of power generation, transmission and distribution of power projects, the government must push for the development of more environment-friendly and

sustainable sources like solar and wind power, Velasco said. The EVOSS law is envisioned to lure more investments—foreign or local—in the power sector regardless of technology with the elimination of red tape, which is hurting the cost and ease of doing business in the country, the Marinduque lawmaker said. “As our p opulation grows, it’s not only important to tap new sources of energy to meet the demand. Davao to install X-rays in two major checkpoints DAVAO City--The City Government of Davao will install walk-in X-rays and baggage X-rays in the city’s two major checkpoints before the Lenten season this month, according to Col. Randolph G. Cabangbang, Task Force Davao deputy commander. Cabangbang told a press briefing on Thursday that the checkpoints in Sirawan, Toril and Bunawan would have two walk-in X-rays each and one baggage X-ray each as part of the efforts to improve the city’s security and hasten the checking of the baggage of the passengers. Passengers of public utility vehicles like buses entering the city will be subjected to this new security protocol, he said. Cabangbang said authorities would do “visual inspection” for passengers of a private vehicle, but the authorities will ask the passengers to alight and subject them to inspection if they see anything suspicious. installed in these two checkpoints because authorities have seen the high volume of vehicles passing through the Sirawan and Bunawan checkpoints, he said. The X-rays would be permanently housed there to protect the city from threats, Cabangbang added. He estimated around 1,500 vehicles passing

through each checkpoint daily. Cabangbang said a few vehicles would pass through the Calinan checkpoint, making it doable for soldiers to do manual inspection. The scanners had already arrived in the city and were tested during the Ironman70.3 Davao last March 22, he said.

“It’s the latest. It has quadrants, two upper and two lower. If you are keeping a metal, the closer quadrant will sound. DAVAO City––Police forces in this city are on heightened alert status following the explosion in Isulan, Sultan Kudarat last Wednesday that left 18 individuals injured, according to Capt. Maria Teresita Gaspan, Davao City Police Office (DCPO) spokesperson. Speaking during iSpeak Forum on Thursday, Gaspan said Col. Alexander Tagum, DCPO director, had already directed all station commanders to intensify security measures within their areas of jurisdiction, and strengthen the intelligence gathering to thwart any possible threats against Davao City, the hometown of former mayor and now President Rodrigo R. Duterte.

The deployment of police personnel to public places has already been increased, Gaspan said. “At this point in time, we have intensified the conduct of our anti-criminality operations, mobilized patrol operations, and increased the visibility and presence of the police in all convergence places in the city,” she said. She added that police forces would continue their regular operations like the Oplan Kalinaw in different barangays here to monitor the new residents there and, possibly, arrest criminals hiding in a community. LONDON, United Kingdom—While I kept myself relaxed, yet buzzing with activity during my vacation here, I kept tabs on political developments in Cagayan de Oro and Misamis Oriental as well as the Philippines. And based on what I saw in my Facebook feed I can only echo the sentiments of those who resigned themselves to the fact that in this election season, nothing is sacred, even one’s privacy. Let’s get this out of the way first. The so-called sex video involving Apo Hiking Society member turned activist Jim Paredes should not be exploited as fodder by the administration’s paid hacks and trolls to diminish election discourse into

a mudslinging spectacle. But what am I saying— the incident has already been ridiculed beyond death by these trolls and paid hacks who need to earn their daily bread by demolishing the administration’s critics and political opponents. What happened to Paredes was, among other things, a serious breach of privacy that is unsettling in this age of Duterte where criticizing the President especially his bloody war on drugs will be met by bullying, ridicule and outright intimidation. ********** Now on to local politics—this is after all election season. What did cheer me up amid the morass and vile character assassination

waged by this desperate mayoral aspirant were the campaign trail photos of good friend, City Council candidate Rhona Canoy. She did receive the official presidential endorsement and unlike said mayoral aspirant who only set foot in Cagayan de Oro City after filing his candidacy, Canoy spent most, if not all of her life in the City of Golden Friendship. With a father as former mayor of Cagayan de Oro, Canoy’s claim to roots in the city cannot be debated. Further bolstering her qualifications for the City Council seat is her background and commitment to education, one of many essential programs of any

administration including the incumbent Mayor Oscar Moreno. If this reads like I’m campaigning for her then so be it. And I am confident that I am not alone in endorsing her candidacy since they share both my faith and confidence in her suitability for public office. to Supreme Court Deputy Court Administrator Raul Bautista Villanueva last April 01, 2019. In a lecture he delivered for about three hours at the Mandatory Continuing Legal Education seminar on the current status of the country’s courts at the UP Law Center in Diliman, Quezon City, Villanueva (who was himself a Regional Trial Court judge in Las Pinas City before he went to the Supreme Court) disclosed that some 640,000 cases are pending trial before the RTCs across the country. About 80% of this number, or about 510,000, are criminal cases, and more than half of these criminal cases, or about 250,000, are illegal drugs cases. Villanueva said the present

THINK a minute. Ben Banneker was a respected African-American scholar who became a brilliant mathematician, designer and engineer. In fact, Ben was appointed by the U.S. Secretary of State to a top team of engineers to design the master plan for a modern city. The group of international engineers was led by French architect Charles L’Enfant, whose grand plan was to be used for this modern masterpiece that included both artistic beauty and the latest technology in transportation and communication. Unfortunately, for this genius architect L’Enfant, he

soon was accused of trying to control the plan for his own purposes. So before the land had even been surveyed, the chief engineer and architect returned to France, taking the government’s plans with him. With their city plans now gone, the U.S. Secretary of State called an emergency meeting of all the city commissioners and engineers, including Ben Banneker. In the meeting, Ben shocked them all by assuring them that he had thoroughly studied L’Enfant’s maps and plans and Ben was quite certain he could remember every detail. At first, the committee did not believe that anyone

could keep in their mind all the complex designs and drawings of an entire large city! To memorize the architectural details of just one building would be amazing enough. But Ben began to precisely draw all of the original plans he still had in his mind… and that beautiful modern city was built entirely from Ben’s memory, which Secretary of State Thomas Jefferson, who later became the president, had trusted. I also hope to write about the good doctor in future pieces. ********** As I finish writing this piece it is nearly the close of yet another eventful week for a lot of us and since the weekend often finds most of us on chill mode, anything that disrupts us from our reverie usually gets more than a caustic comment from us. Again it’s election season and I do certainly thank God that I am not around to hear the irritating sound of campaign music blaring from loudspeakers installed in jeepneys or any vehicle used by local candidates doing door-to-door campaigning. As if it’s not enough that said candidates steal original songs from Pinoy and foreign artists and retrofit them to include their names for their target audience, they also won’t hesitate to dance in front of voters even if they look ridiculous doing so. But that’s how the game is played for years now nearly anywhere in the Philippines and any rants by me or other Pinoys already tired of the same old routine and spectacle w i l l on l y b e d row n e d out by t he che ers and jeers of those who find it entertaining enough to see these candidates doing their darndest best to court their votes.

House Committee on Energy. Power consumption across the three main islands in the Philippines increased 4 percent to 94,370 gigawatt hours (GWh) in 2017 from previous year. In Luzon, power use rose to 3.58 percent to 69,625 GWh from 67,221; Visayas jumped 5.8 percent to 12,942 GWh from 12,232 GWh; and Mindanao moved upward by 4.04 percent to 11,803 GWh from 11,345 GWh. A study by an Australiabased think tank International Energy Consultants, however, said in a 2018 report that the Philippines ranked second in the top five countries with the highest power rates after Japan in Asia-Pacific region. “What the country needs is renewable sources of energy to meet the future demand for electricity. The other two are Brunei Darussalam at 1 percent from -1 percent last year and Myanmar, from 6.2 percent last year to 6.6 percent this year. Risks, however, remain but Bird said these are largely from external factors, such as the slower global growth. DAVAO CITY -- The Police Regional Office-11 (PRO11) has reported a decrease in crime incidents at an average of 49 per week in Davao Region (Region 11) in the last three months. Police Brig. Gen Marcelo Morales, PRO-11 director, noted that the average weekly crime incident in the same period last year was within the range of 69-70 cases. For instance, Morales noted that in the last week of March (March 25-31), the police recorded 42 crime incidents throughout the region. Metropolitan Cagayan de Oro is included in the Philippine Development Plan of 2017-2022 which envisions Region 10’s role in National Development with the emergence of Metro CDO as the Philippines’ 4th Metropolitan Center by 2025 as a major gateway & trans-shipment hub, and Key educational center with potential growth in the banana industry, rubber, bamboo, cacao, coco coir, coffee, agribusiness, and tourism. With a total population of 1, 219, 005 as of 2015 and total land area of 2,221, 13 square kilometers, Metro CDO initially includes Cagayan de Oro and El Salvador cities in Misamis Oriental, eleven municipalities in Misamis Oriental (Initao, Gitagum, Libertad, Laguindingan, Alubijid, Opol, Tagoloan, Villanueva, Jasaan, Claveria, and Balingasag) and six municipalities in Bukidnon (Manolo Fortich, Baungon, Sumilao, Malitbog, Libona, and Talakag). “Originally 11 municipalities and 2 cities were involved but the configuration of Metro CDO has evolved,” said NEDA 10 Regional Director Mylah Faye B. Cariño. “More municipalities are being considered.” Population trends indicate Metro CDO will have a total population of 1,382,574 on 2.73 growth rate by 2020, to grow further to a populace of 1,559,475 on 1.28 growth rate by 2025. Perhaps no entity appreciates the challenges presented by this metropolization better than the Cagayan de Oro City Water District (COWD) which has often been criticized for not being able to keep up with the demand for water in the booming metropolis. At present, COWD provides water services to 64 of Cagayan de Oro’s 80 barangays, 7 of Opol, Misamis Oriental’s 14 barangays, and Barangay, Casinglot in Tagoloan, Misamis Oriental. COWD General Manager Bienvenido V. Batar, Jr. acknowledges the enormity of the challenge facing the water district in keeping up with the growing demand for water in Cagayan de Oro. “COWD relies solely on its water sales to fund its operations and implement improvements and expansion projects,” Batar noted. He said COWD does not receive any form of subsidy from either the local or national government. “For instance, even an extension of our service to one upland barangay like Indahag would already require a capital outlay of P300million, which is currently beyond our means since we still have outstanding loans to the Local Water Utilities

Administration (LWUA) to settle,” Batar said. To rectify this situation, COWD has formed a joint venture company, Cagayan de Oro Bulk Water Inc. (COBI) with MetroPac Water Investments Corporation (MWIC), a wholly-owned subsidiary of Metro Pacific Investments Corporation to undertake the supply of bulk treated water to address the increasing demand of Cagayan de Oro City. The project has a term of 30 years, renewable for another 20 years, and involves the supply of up to 100 MLD of treated bulk water, as well as construction of transmission lines and rehabilitation of the Camaman-an Reservoir to supply the COWD, which currently has about 100,000 service connections serving some 700,000 residents. During groundbreaking rites for a new pipeline held last August, 2018 at Barangay Camaman-an, COWD Chairman of the Board of Directors Eduardo Montalvan said the water district is targeting a 24/7 water supply for every household regardless of their location in the city. “We have been receiving complaints from various parts of the city that water is only available during certain times of the day,” Montalvan said in Bisayan. “With this project, we are striving to catch up to make sure water supply is available to anyone in the city during all times of the day.” At present, COWD has estimated water demand in the East Service Area at 114.456MLD) which is barely covered by its 17 production wells in Barangays Bugo, Agusan, Tablon, Macasandig and Nazareth. With the commissioning of the new pipeline, total supply for the East Area has risen 17.5% with an additional 20MLD from the COBI bulk water plant in Baungon, Bukidnon and further by 15% with an additional 20MLD by 2020. “But this is not the end; we still have more projects to implement after this. Now we are catching up with the progress of the rest of the city, we will try even harder to keep pace and stay ahead by providing clean and safe water for all residents of the city,” Montalvan assured. Cagayan de Oro City Mayor Oscar S. Moreno acknowledged the import and historicity of the ground breaking event for the city’s future. “This is a breakthrough and milestone which will propel Cagayan de Oro to a greater advantage that we really deserve. I cannot thank MWIC and COWD enough for doing what should have been done 20 years ago when CDO was starting to grow,” Moreno said. “Now we have this chance to rectify the past. Cagayan de Oro will never be a team without the water district. The water district is very, very essential. In the same manner that all other utili-

We need the COWD to grow; we need the COWD to be even ahead of the city’s growth.” Af te r t he pip el i ne, COWD activated its Camaman-an Reservoir last November 9, 2018 after a P26 million Retrofitting and Waterproofing restored the facility after it had lain idle for some time. With a storage capacity of 5,300,000 liters, the facility boosted water supply and pressure in barangays Camaman-an, Gusa, and Lapasan, especially within the Limketkai Center central business district. The new pipeline and reservoir improved water pressure and supply to the East Service area was originally planned for completion by June 2019 was finished ahead of schedule. The facility will initially supply an additional 20 million liters daily (MLD) of treated potable water to benefit the East Service Area from Barangays Lapasan to Tablon, (including Camaman-an) during its first phase, to be augmented by an additional 20 MLD during the second phase. “The reactivation of this facility will help address the increasing demand for water supply in Cagayan de Oro City,” said Rodrigo O. Yabut, COBI general manager. By the third quarter of 2019, some 50,000 households or an estimated 300,000 people stand to benefit from a new pipeline that will service the COWDS’s East Service Area from Barangays Lapasan to Bugo. “The 600 millimeter (mm) steel pipeline will carry treated water from the COBI bulk water treatment plant in Baungon, Bukidnon to the eastern part of the service area,” Batar said. “Ultimately, this pipeline will carry 40 MLD and increase our capability to deliver water service to areas such as Taguanao, Mandumol, Upper Cugman, Upper Gusa, and Camamanan.” “This will also help us balance the existing supply from Macasandig and Bugo, and improve water service in the entire eastern part of the city,” Batar added. The P251-million cost for the nine kilometer pipeline and the Camaman-an Reservoir retrofitting and waterproofing is entirely underwritten by (MWIC) but the facility would be turned over to and operated by COWD upon its completion under its joint venture Cagayan de Oro Bulk Water, Inc. (COBI). The COWD has attained significant milestones since July 2016 when Mayor Moreno started his second term as Cagayan de Oro City Mayor. Facility wise, the COWD’s pipeline network increased 12 kms. from 553.614 kms to 565.852, its production wells increased from 26 to 28 and while the number of reservoirs remained at 7, the Camaman-an reservoir

has been rehabilitated and activated at no cost to the water district. These facility improvements have enabled the COWD to increase its bulk water supply to its East Service Area from zero to 20MLD and supply from production wells from 86 to 91MLD. Similarly, bulk water supply to the West Service Area increased from 40MLD to 60MLD, more than compensating from the minimal decline in production wells volume from 34 to 33. In toto, bulk water supply to the entire service area increased from 40 to 80MLD while production wells volume similarly rose from 120 to 124MLD, resulting in a net gain of 44MLD (+27.5%) to 204MLD. These improvements have enabled COWD to increase its number of residential and government concessionaires from 83,430 to 91,629; commercial/industrial connections from 6,038 to 6,595, thus increasing its number of active service connections from 89,468 to 98,348 and consequently, the number of residents served from 89,468 to 700,000. COWD has previously undertaken various expansion projects to improve water supply to existing and heretofore unserved and underserved areas of the city. Its Phase I improvements with a P32M loan from the Local Water Utilities Administration (LWUA) completed in 1978 included the construction of the Macasandig Booster Pumping Station, Bugo Pumping Station and wells, and transmission lines, enabling COWD to provide water to the residents of Gusa, Cugman, Kauswagan, Bayabas, Bonbon, Patag and Bulua. In 1983, COWD’s water services reached barangays Balulang, Calaanan and Mandumol with the P95Mworth Phase II Improvement Project, followed by a third phase initiated in 1996 and completed in 2005. This included the drilling of 22 deep wells; construction of 12 pumping stations and 3 reservoirs; purchase of 17 standby power generators; laying out of 23-kilometer steel transmission pipes and 69-kilometer uPVC distribution pipes and installation of 26,000 service connections. This phase added 70 MLD to its water production and enabled COWD to serve another 203,000 people or 46,200 households in Cagayan de Oro City and the nearby municipality of Opol. It can be recalled that a week ago during the City Council’s weekly session, Dahino stood on the podium and questioned the liquidation of the supposed P6-million annual fund allotted to the city government by COWD. According to Dahino, the supposed allotment was in compliance of a provision of the Local Government Code (LGC) that government owned and controlled corporations (GOCCs) are mandated to set aside one percent of their gross income to the local government unit (LGU) where it draws its natural resources from. Councilor Ian Mark Nacaya, who was also a councilor in 2006 when City Hall asked for its allotment, said that the city government and COWD reached a P6-million yearly compromise. Dahino said that between that year to the present, the P6 million would have ballooned to P78 million to date, incurred in a total of 13 years. The councilor added that City Hall could have used the amount to fund water projects in barangays where water is still scarce, specifically barangay Indahag. (The barangay chairman of Indahag, Jocelyn Joy Dahino, is a relative of the councilor’s spouse.) But Batar said COWD had already explained in its letter to the City Council last week on the mechanics of the allotment. He reiterated in the press conference last Wednesday that the allotment doesn’t go to City Hall coffers, but it would be the city government, which chooses specific projects to implement and COWD would bankroll them. He said that in a span of 13 years, there were only such two major projects – the P2.9-million water supply project in Suntingon Elementary School in barangay Bugo and a P320,000 water supply system project in two zones in barangay Cugman. “If there are no projects earmarked in a given year and if the P6 million won’t be consumed, then it reverts back to COWD. One of these regulations is the so-called “Revised Guidelines on Continuous Trial of Criminal Cases”. There are many new “styles” of trial procedures in the Revised Guidelines that would hasten the disposition of both civil and criminal cases mentioned by Villanueva, and we will try to dwell on many of them in the succeeding issues of this column. At this point, however, I wish to pay attention to the following matters: the Revised Guidelines took effect on April 25, 2017, as A.M. No. 15-06-10-SC. What are the cases covered by the Revised Guidelines? All criminal cases still pending of course, and the violations of the Comprehensive Drugs Act of 2002 and the Cybercrime Prevention Act of 2012, as well as cases involving the environment and intellectual property rights and those being tried by family and commercial courts.
