CAGAYAN DE ORO CITY -- The Department of Social Welfare and Development in Region10 (DSWD10) said Thursday it was planning to file charges against a Facebook user for allegedly spreading false information on social media regarding the government’s assistance for families affected by the 2019 coronavirus disease (Covid-19). In a statement, DSWD10 identified the person as a certain Marieta Lucagbo who--based on the screenshots provided by DSWD10 to reporters--posted on Facebook that DSWD-10 will be giving PHP8,000 cash to beneficiaries. However, a succeeding post on Lucagbo’s wall written by one of her children claimed that she merely reported an April Fool’s Day prank and that the latter had no idea about the cash incentives. The post went on to say that Lucagbo will personally

THE Securities and Exchange Commission (SEC) is warning the public against individuals and groups taking advantage of the COVID-19 pandemic to defraud investors and consumers. NorMin COVID-19 task force steps up efforts to address health crisis CAGAYAN DE ORO CITY -- In responding to coronavirus disease (COVID)-19 health and economic threats, the Northern Mindanao COVID-19 Task Force beefs up its strategies on social welfare, governance, and economic plans. As of April 2, the Department of Health Center for Health Development in Northern Mindanao (DOHCHD-NM)reported that there are 321 PUIs recorded in the region of which 49 are currently admitted, 40 were tested negative and were discharged, 59 are on home quarantine,

and 165 have completed the home quarantine. There are also 5 positive COVID-19 cases in the region and 10 captured non-Region 10 cases. In addressing such, DOHCHD-NM Regional Director Dr. Adriano Subaan said they are currently working on the documentary requirements to establish a testing laboratory in the region as well as they are tapping private laboratories who can provide the equipment needed to facilitate the tests needed. There are also 131 facilities in the region which

can be converted as isolation units that can handle persons under investigation (PUIs) with mild to moderate symptoms. Such can accommodate 783 cases. MARAWI CITY -- The Bangsamoro Government’s Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR-BARMM) has augmented its hybrid rice distribution to ensure sufficient rice production and har vest across the Bangsamoro region amid the difficulties caused by Coronavirus Disease 2019 (COVID-19) pandemic. MAFAR Minister Dr. Mohammad S. Yacob said this move will help ensure sufficient food supply and security in the Bangsamoro region during the COVID-19 crisis. “We have aligned our operations according to the BARMM’s Inter-Agency Task Force on COVID-19. Decreasing trend of PUIs, PUMs noted in CDO CAGAYAN DE ORO CITY -- Persons showing symptoms of the 2019 coronavirus disease (Covid-19) have gone down in the city, local health authorities said Thursday (April 2). Dr. Lorraine Nery, acting city health officer, said 23 of the city’s 35 patients under investigation (PUIs) have already completed the mandatory 14-day quarantine, while three are still in isolation. Cagayan de Oro, she said, has 1,257 persons under monitoring (PUMs), 1,198 of whom have already finished quarantine, 39 are still in isolation, and 17 were expected to complete the quarantine on Thursday. PCSO to release P447 Million financial assistance to various government hospitals MANDALUYONG CITY. The Philippine Charity Sweepstakes Office (PCSO) is set to release anew the amount of P447 Million as financial assistance to various government hospitals across the country. General Manager Royina M. Garma said in a statement that the Board in its

meeting held on March 31, 2020, approved the assistance to mostly provincial hospitals across the country. The financial assistance aims to augment the financial capability of the hospitals in catering to COVID-19 patients. The financial assistance is over and above the P420

Million funds to be released to Philhealth as announced last week, GM Garma added. The coverage of the assistance is specifically limited to COVID-19 cases and shall be utilized for Testing Kits; Reagents; Medical / Diagnostic Equipment; Confinement; Medicines; L aborator y/Diagnostic

JAO to prevent looming port congestion; facilitate release of food, medicines, PPEs

THE Department of Trade and Industry (DTI), in coordination with the Philippine Ports Authority (PPA), the Bureau of Customs (BOC), the Department of Finance (DOF), and the Department of Agriculture (DA), among others, agreed to create a policy that will decongest the ports of Manila and help bring food, medicine, and Personal Protective Equipment (PPE) into the country during the COVID-19 quarantine. The Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases had earlier ordered the PPA to clear the ports of overstaying containers in order to make way for incoming cargoes

needed by the government in its campaign against the coronavirus. “We have discussed this in previous IATF meetings and will soon issue a resolution on this. We are currently finalizing a Joint Administrative Order with PPA, BOC, DOF, DA, and other involved agencies to expedite the withdrawal of overstaying containers,” said Trade Secretary Ramon Lopez. Moreno’s foresight in using funds amid ongoing health emergency CHARLOTTE, North Carolina—Good day friends and followers I hope you’re all doing well in your home quarantine in whatever part of the world you live in and that all of us find the light in the end of the dark tunnel that is the COVID-19 pandemic. I’ve had two podcasts/ online voice broadcasts posted so far this week, the latest on Thursday April 2 at 7 am to 8 am Philippine time over at the Facebook page of 105.5 Bay Radio Way Kurat FM Balingasag, the station based in Balingasag town, Misamis Oriental which is the birthplace of former congressman, former Misamis Oriental governor and now last term Cagayan de Oro City Mayor Oscar Moreno. Speaking of Mayor Oscar Moreno, my Thursday online broadcast centered on the noise generated over the Cagayan de Oro City Council’s approval of the P658 million budget for the city’s response to the COVID-19 threat The FB post drew attention from local netizens who joined in on the online uproar, venting their ire on what they perceived was the slow response of the Moreno administration in allocating funds for the

distribution of relief goods to the households affected by the ongoing citywide quarantine. And rather than be dismissive of the online furor, let me be clear that Filipinos are guaranteed free speech under the 1987 Constitution even if a lot of them tend to be abusive of this right to the point of being outright malicious. Yes lest we forget the social media landscape had been populated by bashers/ trolls or paid hacks who dish out verbal abuse on their designated targets who are usually public officials like Mayor Moreno. And the last two elections had witnessed the rising weaponization of social media by scheming politicians who pay these trolls to bash their rivals and ride the resulting wave of dissatisfaction to score political mileage. ************** That is where Mayor Moreno finds himself in, a very volatile spot in which he is being circled by detractors and bashers out to poke holes on his stance to maintain a calibrated citywide quarantine rather than a lockdown that they continue to insist on demanding to this day. Elected public officials made of less sterner substance would have caved

in but not Mayor Moreno and so far I admire him for it. Proponents of an ‘enhanced quarantine’ in Cagayan de Oro City similar to what is imposed in Metro Manila and the rest of Luzon by the national government may have conveniently overlooked what is happening in these areas right now with the local governments there are barely keeping order as it was amid the riots erupting over the distribution of relief goods. Again, anyone has the right to question and require transparency from government in their dealings and programs that affect their welfare and interest with exceptions of course on public security that may be compromised should details be disclosed and made accessible to enemies of the state. But such demands for transparency and accountability from government unfortunately are being exploited by those with a political agenda in order to score brownie points with the masses. The same thing applies here. The Moreno administration should ensure that they are transparent and accountable to its constituents in the allocation of relief assistance and to be fair,

City Hall officials exerted every effort to be transparent to city residents through the daily press briefings at the mayor’s conference room that had been unfairly judged and sneered at by online trolls and paid hacks of these opportunistic opposition politicians. All that these bashers and trolls have produced so far is online noise, screaming ALL CAPS RANTS and sanctimonious indignation signifying nothing of substance, not even a shred of evidence to back up their vitriolic attacks. During this time of crisis, just thought these tips are worth sharing simply 1. If possible, try to leave your groceries for three days in your car, garage, or other places outside the household. This is in accordance with the NIH’s data which states that the virus can only live for three days. 2. If you must bring them in, first sanitize the space you are placing the groceries on with any standard disinfectant.

Divide your workspace into two sides: the dirty side (for newly bought groceries and deliveries) and the clean side (for disinfected groceries and deliveries). Once done with disinfection, place each item on the clean side. 3. Wipe down all plastic packaging. Get rid of unnecessary external packaging, such as that of cereal boxes.

For produce, bread and other items that may be wrapped in plastic, wipe the plastics or take the items out and place them inside clean containers. COVID, checkpoints, confusion MALAYBALAY CITY (MindaNews / 1 April) – Time and again, Interior Secretary Eduardo Año and Agriculture Secretary William Dar have reminded local officials that the delivery of food and agricultural supplies shall remain unhampered despite the lockdowns due to the COVID-19 threat. The two officials issued the clarification following complaints reaching media that vehicles carrying these goods were being barred at checkpoints. At least two reasons could have caused the con-

fusion: either local officials are not listening to Año and Dar, or they think they have the prerogative to defy the guidelines from the national Inter Agency Task Force. Perhaps it’s the enthusiasm of local officials to protect their people from infection that have made them stricter than necessary. But they didn’t seem to realize that their action, no matter how well-intentioned, has only set the stage for yet another problem in the future. Local officials must understand that hampering

the flow of food and agricultural supplies affects not only the livelihood of farmers and merchants, and the availability of their produce for the duration of the lockdowns. This measure will discourage farmers from planting more than what they need for household consumption. Those who may still wish to plant for the market can’t do so with the lack of fertilizers and other inputs. Livestock raisers will have to close their hog and poultry farms with the difficulty of getting feeds and

veterinary items on time. Think of the food scarcity the inconsistency between the guidelines and the ground implementation would cause. At stake here is food security now and after COVID-19. If local officials don’t want to listen to Año and Dar, who, by the way, are alter-egos of the President, they should at least listen to the voice of reason. THE Department of Trade and Industry (DTI) adds an additional of five food and four non-food items that will have limited purchase per transaction to avoid hoarding and panic buying. Memorandum Circular 20-10 is a supplemental directive to the previously released memorandum on Anti-Hoarding and AntiPanic Buying, which aims to prevent unreasonable price increases in basic goods as well as medical supplies such as face masks, alcohol, sanitizers, and disinfectants. MANILA, 01 April 2020 — Echoing the pronouncement of United Nations Secretary General António Guterres, the Climate Change Commission (CCC) said that the Coronavirus Disease (Covid-19) pandemic presents an opportunity to rebuild the economy and set the stage for a recovery that forges new ways to pursue development. In a virtual press conference last 19 March, Guterres said that world leaders have the responsibility to “recover

better” from the pandemic. “We must ensure that lessons are learned and that this crisis provides a watershed moment for health emergency preparedness and for investment in critical 21st century public services and the effective delivery of global public goods,” he said. The CCC also expressed support to the three-phased program of interventions proposed by the National Economic Development Authority (NEDA) to prevent

the Covid-19 situation from becoming an economic and social crisis. The first phase of the NEDA proposal involves (a) clinical and medical response, such as early detection and diagnosis, effective management and treatment protocol, and research and epidemiological studies; (b) public health responses such as travel ban, promotion of proper hygiene, school closures, and flexible work arrangements; and (c) shortterm augmentation of the

Philippines’ health systems capacity, such as establishing makeshift outpatient consultation facilities with specimen harvesting and the increase of supply of personal protective equipment. BANGKO Sentral ng Pilipinas Governor Benjamin E. Diokno announced today that as of end-December 2019, outstanding loans granted by Foreign Currency Deposit Units (FCDU) of banks stood at US$18 billion, higher by US$212 million (or by 1.2 percent) from the end-September 2019 level of US$17.8 billion as disbursements exceeded principal repayments. Yearon-year, FCDU loans increased by US$1.4 billion (or by 8.7 percent) from the end-December 2018 level of US$16.6 billion.

The growth in loans may be attributed to borrowing firms’ higher working capital requirements. As of end-December 2019, the maturity profile of the FCDU loan portfolio remained predominantly medium- to long-term debt [or those payable over a term of more than one (1) year], which represented 79.4 percent of total, higher than the 75 percent level as of endDecember 2018. The bulk of outstanding loans went to the following resident industries: power

generation companies (17.8 percent); merchandise and service exporters (14 percent); public utility firms (8.1 percent); towing, tanker, trucking, forwarding, personal and other industries (5.9 percent); and producers/ manufacturers, including oil companies (5.2 percent). Gross disbursements in the fourth quarter of 2019 reached US$13.3 billion and were 23.5 percent lower than the previous quarter’s figure due to the decrease in funding requirements of an affiliate of a branch of a foreign bank. Similarly, loan

repayments were lower by 22.9 percent, thus, resulting in overall net disbursements. FCDU deposit liabilities stood at US$41.1 billion as of end-December 2019, basically unchanged from the end-September 2019. Bulk of these deposits (97.4 percent) continue to be held by residents, essentially constituting an additional buffer to the country’s gross international reserves. Year-on-year, FCDU deposit liabilities increased by US$1.2 billion (or by 3 percent) from the end-December 2018 level of US$39.9 billion.

With more kids at home now than before, they can channel their energy in learning a new craft like how to recycle old materials into something new and useful again. They can also subscribe to DIY sites to expand their knowledge on how to do things which are usually taken for granted. Use the time to reconnect

with long lost relatives and friends. Now that they have a lot of time, encourage your kids to reconnect with their Lolo, Lola and other relatives. A short letter, a simple card or even a text message to their grandparents will go a long way. In times like these, hearing something from their favorite “apo” will greatly help in putting smiles into our elders’ lips because they too are under quarantine. Your kids can also write letters or cards of encouragement to patients in hospitals. There is a link where kids can email their personalized cards and letters. The receiving party will then print the cards and give them to the patients confined at the Research Institute for Tropical Medicine (RITM). If you have an old guitar lying somewhere in the house, now is the right time to bring it out and have your kids take a look at it. You might even discover a future musician in your family in

LANDBANK backs LGUs with P10-B emergency loan vs COVID-19 THE Land Bank of the Philippines (LANDBANK) is launching a new lending program to help Local Government Units (LGUs) on the purchase of goods and procurement of services to support their constituents during the COVID-19 crisis. The Bank is allocating P10 billion for the LANDBANK HEAL (Help via Emergency Loan Assistance for LGUs) Program as emergency funding for provincial, city, and municipal governments. “The HEAL Program is LANDBANK’s way of supporting our LGUs deliver immediate health services, food, and basic commodities

to their constituents during this crisis. Our LGUs are at the forefront of this adversity, and as our partners in development, we will continue to finance their recovery and rehabilitation needs,” LANDBANK President and CEO Cecilia C. Borromeo said. Both client and nonclient LGUs of the Bank may avail of the HEAL Program at an affordable fixed interest rate of 5% per annum, payable up to a maximum of five years, with a one-year grace period on principal payment. The P28 million also went to the acquisition of thermal scanners or zero contact thermometers that looked like those radar guns used by the police to measure the speed of incoming vehicles which aren’t cheap, along with the purchase of medical supplies for barangay health centers and health workers or frontliners assigned at either the Northern Mindanao Medical Center (NMMC) and the JR Borja City Hospital. No specific amounts were mentioned but owing to the sharp demand by other hospitals around the country for alcohol, hand sanitizers and other essentials that are in now short supply, it’s safe to assume that the city government spent a lot to maintain this daily supply to their frontliners. Also add in the daily disinfection of public places, the salaries and meals of personnel (we can’t reasonably expect them to work all day for free now, do we) and the picture becomes a bit clearer. And Mayor Moreno made it a point to emphasize to anyone who cared to understand that while the city has money it still has to fully source the P658 million it needs for its COVID-19 response and due to the citywide quarantine that shut down hotels, malls and other businesses that attract large crowds, City Hall expects revenues to decline. I just hope that the P658 million standby fund won’t have to be used so the money can be reverted back to its intended items like school building projects and more, but people’s lives are at stake and Moreno has the foresight and wisdom to calibrate the allocation of funds for as long as the state of public health emergency remains in effect around the country due to the COVID-19 threat. Fostering discipline in governance Noting that some local government units implement clustering of people in going to the markets, Department of the Interior and Local Government (DILG) Regional Director Arnel Agabe said such is part of the strategy to avoid mass gathering and maintain social distancing. However, if the said order will hinder their constituents in purchasing their essential needs or if there is negative feedback on the implementation, DILG will call the attention of the concerned LGU. He also reminded the public that discipline must come from one’s self and the orders coming from the LGUs only seek to contain the spread of the virus. As for the speedy response to medical cases, Agabe said medical personnel should not be repressed in checkpoints especially if the latter need to report to their respective LGUS on COVID-19 related cases.
