Doctors urge Oca to declare enhanced quarantine in CdeO

GROUP calling itself Hugpong sa Nagpakabanang Kagay-anon is urging Cagayan de Oro City Mayor Oscar Moreno to declare an enhanced community quarantine here.

The group's call was contained in a manifesto that was signed by 75 persons, most of them civic community leaders in the city.

The group's de facto leader Dr. Meneleo Navarro cited the alarming rise of COVID-19 cases in the country as the reason of their call.

As of April 1, the Philippines has a total of 2,311

coronavirus cases with 96 deaths.

"We do not have adequate hospitals and medical facilities, equipment, personal protective equipment and gear, testing kits, and critically the needed human health resources to address a possible sudden surge of COVID-19 cases in the city," the group stated.

DESPITE mounting pressure from the a group of medical practitioners, Cagayan de Oro City Mayor Oscar Moreno remains firm in not declaring an enhanced community quarantine here.

CAGAYAN DE ORO CITY -- As some local government units and barangays started distributing relief goods due to coronavirus disease (COVID)-19 crisis, the Department of the Interior and Local Government (DILG)-10 reminds to set aside politics and cater to those who need it the most.

“In these trying times, let us not make it harder

for our constituents by requiring them to present their voter’s ID first before granting them the relief goods. Instead, our LGUs and barangays must see to it that we prioritize the poorest of the poor and not their friends and relatives,” said DILG 10 Regional Director Arnel M. Agabe.

Further, he reiterated that DILG Secretary Eduardo M.

As per DILG Central Office, the newly signed RA 11469 otherwise known as “Bayanihan to Heal As One Act” provides penalties to LGU officials disobeying national government

MARAWI CITY -- The Bureau of Internal Revenue (BIR) Revenue District Office (RDO) 102 is reminding taxpayers here to file their income tax returns (ITR) and pay the corresponding tax before the May 15 deadline.

In an advisory, the BIR RDO 102 appealed to those who are able to file and pay their ITRs before the new

deadline to still do so to allow the government to raise funds for efforts to contain the spread of COVID-19.

“In this time of crisis, our government is in dire need of your patriotic support and contribution by paying your taxes early and religiously through the Bureau’s eFPS and eBIR Form Facilities,” the advisory read.

Bukidnon accepts relief goods from Hedcor M A N O L O F O RT I C H , Bukidnon -- The communities’ safety in light of the COVID-19 outbreak is a shared priority for both its local government unit and Hedcor.

Together with Aboitiz Foundation, Hedcor turned over sacks of rice and readyto-eat goods to its partner municipalities and barangays.

Hedcor ensured to help heighten the communities’ preventive measures against infection. As such, it turned over boxes of hand soaps and disinfectant to the communities for cleaning and disinfection use.

Other items, such as folding beds as well as basic supplies like pails, basins and other essentials were also handed over to the community.

Medical supplies, such as facemasks, alcohol, and thermometers, are also expected to be provided by the hydropower firm as soon as the items are available.

COUNCILOR Reuben Daba on Monday filed a resolution requesting employers of establishments affected by the community quarantine of Cagayan de Oro City to release early the 13th month pay of their employees or prorated amount corresponding the months from January to April, this year.

During the regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy, Councilor Daba said, the coronavirus disease (COVID-19) pandemic has greatly affected many residents.

Malls and other establishments have been closed with the declaration of a health emergency in the country and by virtue of executive orders issued by Mayor Oscar Moreno to prevent the spread of COVID-19 in the city.

Councilor Daba said the early release of the 13th month pay will be a great help to employees during this time.(SP)

DOLE hands over P5.6-M DSWD allocates P3-B emergency cash aid to Caraga workers fund for Region 11

BUTUAN CITY – The Department of Labor in Caraga Region (DOLE-13) released over PHP5.6 million to private sector workers affected by the community quarantine around the region to contain the spread of 2019 coronavirus disease (Covid-19).

Sara appeals for compassion from employers during ECQ

DAVAO CITY – Mayor Sara Z. Duterte appealed to employers on Tuesday to show compassion to their employees who are expected to be affected should the local government implement the enhanced community quarantine (ECQ).

She said employers can provide food assistance to their employees while they stay at home and help authorities contain the spread of the 2019 coronavirus disease (Covid-19).

SSS pensioners to receive their April pension starting March 23 THE state-run Social Security System (SSS) announced on Wednesday that its pensioners would receive their regular monthly pensions for April earlier than usual, and it started crediting it in their bank accounts since March 23, 2020.

“We allowed the early release of their monthly pension to provide them with some financial assistance. It will help our pensioners cope with the situation that the country is facing right now brought by the dreadful coronavirus disease 2019 (COVID-19),” SSS President and Chief Executive Officer Aurora C. Ignacio said.

Ignacio added that SSS has already requested its partner-banks to grant the release of the April 2020 pension on a much earlier date than the regular schedule of its release.

“We always take into consideration the safety and financial security of all SSS pensioners; thus, we made this decision to address their financial needs, especially those who are residing in areas that are currently under enhanced community quarantine,” Ignacio explained.

SSS reported that Dumaguete City Development Bank started the release of the April pension on March 23. First Consolidated Bank, Cooperative Bank of Quezon Province, BDO, CTBC Bank, and Country Builders Bank will release it by April 1. DAVAO CITY -- Some PHP3 billion is allocated for the Davao Region in line with the Department of Social Welfare and Development’s (DSWD) social amelioration program (SAP).

DSWD-1 1 Di re c tor Grace Subong said in a virtual presser Thursday that the computation was based on the data of the Department of Finance (DOF) and the Philippine Statistics Authority (PSA) data of the informal sector in Region 11, which is pegged at 953,521.

Subong said they excluded those Pantawid beneficiaries from non-Pantawid leaving them a total projection for the fund allocating PHP6,000 per family.

“The allocation of the emergency fund with DSWD

is by family either cash or in kind,” she said, adding the agency is seeking to disburse the amount within the week.

To Lead In Times Of Crisis, One Must Be Equal Parts Realist, Pragmatist and Optimist READING about Mayor Vico Sotto, I would say that at the age of 27 years old he already has what it takes to lead in a time of crisis, such as COVID-19.

He simply has equal parts realist, pragmatist and optimist. This mixture of archetypes is essential in dealing with the fast moving and unknown outcomes of a crisis.

Realist. a person who accepts a situation as it is and is prepared to deal with it accordingly.

To face a situation that is as complex as COVID, fact finding is critical. Like a complex puzzle, getting started in the known areas is a good start (start in the corners). Ask for help in areas that are unknown and take too long to figure out on your own. Set realistic timelines and don’t lie to people. Everyone knows its going to be tough, acknowledge it.

Pragmatist. a person who is guided more by practical considerations

than by ideals.

Emotional leaders tend to waiver and can get caught up in the drama.

Don’t let that happen. Like Level 5 leaders, don’t get too high and don’t get too low. Focus on the goal and marshal resources accordingly. Focus on how prediction, problem-solving, and action will deliver results.

Optimist. a person who is hopeful and confident about the future.

will be awfully cruel to mankind and our collective circumstance. But it will not last. It is how we recover that will distinguish us. Leaders who can paint a picture of that future and rally teams around that vision will be survivors and winners.

Leaders who can show this level of adaptability will be the heroes.

Hints and Traces

The word of eternal life “Whoever keeps my word will never see death.” (Jn 8,51) That’s what Christ clearly said. Of course, these are words that have to be taken in faith. Otherwise, there is no way we can take them seriously, especially nowadays when there are just so many philosophies and ideologies that can sound more attractive and seductive, especially if they show and give some immediate advantages and conveniences.

Let’s hope that we can repeat St. Peter’s words: “Lord, to whom would we go? You have the words of eternal life.” (Jn 6,68) We have to be wary of our tendency to be seduced by our worldly cultures and systems. Let’s listen to the warning given by St. Paul: “See to it that no one takes you captive through hollow and deceptive philosophy…”

(Col 2,8) And he continues: “For in Christ all the fullness of the Deity lives in bodily form, and in Christ you have been brought to fullness.” (2,9) This means that the fullness

of our humanity can only be achieved through our full identification with Christ who also made it possible for us to attain it.

How? Again St. Paul provides the answer: “In him (Christ) you were also circumcised with a circumcision not performed by human hands. Your whole self ruled by the flesh was put off when you were circumcised by Christ, having been buried with him in baptism, in which you were also raised with him through your faith in the working of God, who raised him from the dead.” (2,11-12) It would be good if we can meditate slowly on these words to let them sink in our mind and heart, and in our life in general. The Good News is that we are already given the key to eternal life while still here on earth.

Yes, it’s a matter of faith, because the reality that governs us is not simply of the rational and spiritual nature, much less, of our bodily and natural condition. The real-

ity that governs us is, first of all, of the supernatural character, since whether we like it or not, God has wanted and created us in his image and likeness, sharers of his divine nature. (cfr. 2 Pt 1,4) That is why in spite of our human limitations, we always harbor deep in our heart that desire for a life without end, a joy with no shade of sadness, etc. In other words, we desire a life that is not simply natural, space-and-time-bound.

It’s not that our philosophies, ideologies, our cultures and social, political and economic systems have no role to play in our life here on earth. They do. In fact, they play a tremendous role. It’s just that, as St. Paul said, “these are a shadow of the things that were to come. The reality, however, is found in Christ.” (Col 2,17) With our worldly systems, what we have to do is to inspire them with the true spirit of Christ as best that we can. This would require

of us authentic fidelity to Christ which is not simply a matter of parroting his words nor aping his behavior, but rather of deepening what Christ really wants to tell us today by discerning the promptings of the Holy Spirit who intervenes in our life all the time.

This fidelity means that we have to learn to adapt the teachings of Christ to the concrete needs of the people, not, of course, by changing those teachings but rather by applying Christ’s relevant teachings to the situation on hand.

Let’s remember that the word of Christ is eternal.

It defies time and space. It defies change and death.

It is applicable to all human conditions. It is always relevant and useful. As St. Paul said: See WORD, page 11

Following the right map THINK a minute . . . Have you ever been lost? If you travel to another country for the first time, getting lost can be frustrating and discouraging. Imagine you have just arrived in London, England and want to go to a certain place in that great city. A map of London would show you how to get there. But what if you had the wrong map? What if your map read London, but it was actually a map of Tokyo, Japan! Imagine your total frustration and futility in trying to get where you want to go in London, when all the time you’re following the map of Tokyo!

You could work on your

driving skills and concentration. Try harder and drive faster. But that would only take you to the wrong place faster. You might even change your attitude and think more positively. But you would still be lost. Being polite and kind to other drivers and pedestrians along the way would not get you there either. None of these things you do can change the fact that you’re following the wrong map.

That’s the frustrating situation we all face in life.

We keep looking for success, satisfaction, and love in all the wrong places— because we don’t have the right map. We keep going

down dead-end roads that lead us nowhere. We waste much of our life getting lost and making painful mistakes that cost us much—because we do not know how to get where we want to go. But the saddest thing of all is that the right map has been right in front of us all the time. We simply refused to use it. In fact, the Maker of the right map also came as our personal guide to show us what we’re looking for.

Jesus said: “I am the way to true life. Follow me and I will lead you where you need and want to go. I know this land and territory called life. I know how to protect you from going where you

do not want to go. Just trust me. I guarantee that if you follow my way, you’ll find the lasting, good life and security you have been looking for.” So won’t you ask Jesus to start leading you today?

Isn’t it finally time to stop going down those dead-end roads—and start following the right map of life? You will even have Jesus Christ as your own personal guide every day.

MANIFESTO: A CALL FOR SPEEDY ACTION – DECLARE ENHANCED COMMUNITY QUARANTINE (ECQ) IN CAGAYAN DE ORO CITY NOW The CAGAYAN DE ORO PEOPLE’S FORUM / HUGPONG SA MGA NAGPAKABANANG KAGAY-ANON and other concerned Kagayanons, strongly RECOMMEND to and CALL on the CITY GOVERNMENT OF CAGAYAN DE ORO through Mayor Oscar Moreno to DECLARE and IMPLEMENT without further DELAY an Enhanced Community Quarantine (ECQ) in Cagayan de Oro City.

Proclamation No. 922 (Mar. 8, 2020) declared a State of Public Health Emergency throughout the Philippines due to the Corona Virus 2019 (Covid-19) and Proclamation No. 929 s. 2020 (Mar. 16, 2020) declared a State of Calamity throughout the Philippines for a period of six (6) months.

RA11469 – The Bayanihan To Heal As One Act was passed by the Congress of the Philippines giving special powers to the President to adopt emergency measures to respond to the crisis the nation is in brought about the Covid-19 pandemic and RA10121, the DRRM Act of 2010 mandates City Mayors to carry out such emergency measures as may be necessary during, and in the aftermath of, man-made and natural disasters and calamities.

The General Welfare Clause of the Local Government Code, Sec. 16 of RA 7160 empowers the city government to ensure and promote the health and safety, and enhance the right of the people to a balanced ecology, and maintain peace and order, and preserve the comfort and convenience of all inhabitants and Republic Act 7160, Sec. 455 (vii) thereof, provides for the duty and responsibility of the City Mayor to “carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities.” DILG Memorandum Circular No. 2020062 issued on March 21, 2020, provides that “All LGUs are charged with the promotion of health and safety within their jurisdiction. As such, they are to take the lead in the prevention and control of the spread of COVID-19 at the local level”. The IATF-EID Resolution No. 11 issued on March 12, 2020, under Item No. 3 (b) states that “A municipal/ city-wide quarantine is advised when there are at least two positive COVID-19 cases belonging to two (2) different barangays in the same municipality/ city.

a possible sudden surge of COVID-19 cases in the city. Unless Kagay-anons through the City Government and its leadership do some drastic and timely measures, the little resources that our front liners have will very soon be worn-out.

We CALL on Mayor Oscar Moreno and the City Government to listen to the plea of the front liners and all other concerned Kagaya-nons, let us ensure and not only safeguard the health and welfare of our people but the very being and survival of all Kag-ayanons. We CALL on the City Government to SPEED UP the much-needed support to the CDO front liners in the combat to help contain and eliminate the COVID-19 crisis in the city and for the entire Filipino nation.

We CALL on the City Government of Cagayan de Oro to be TRANSPARENT in INFORMING the public of its preparations in identifying and putting in place strategic Community Quarantine Facilities for Persons Under Investigation (PUIs) who need to be isolated from their respective families and households. ALL EMPOWERED KAGAY-ANONS are also CALLED UPON to participate in the implementation of policies, plans, strategies and mechanisms of the Cagayan de Oro City government in addressing the COVID-19 crisis in the by helping monitor your respective communities and provide the needed feedback to the appropriate authorities to ensure transparency effective and efficient delivery of services for the best interest of all Kagay-anons.

Isuzu Mobilizes Vehicles to Aid Frontline Workers in Their Battle Against COVID-19

ISUZU Philippines Corporation (IPC), responding to the immediate needs of the country’s healthcare and frontline workers fighting to stem the outbreak of

the Coronavirus Disease 2019 (CoViD-19), lent on March 28 two units of the Isuzu D-MAX and one Isuzu mu-X to authorized representatives

of the Binan local government.

Following the strict government protocols on social distancing and disinfection, the three Isuzu light commercial

vehicles were completely sanitized and sterilized, and will be delivered to the Municipality of Biñan, Laguna.

These vehicles

will be used to support the frontline workers in Biñan and Sta. Rosa Laguna, to transport them going to and from the several hospitals to help them fulfill their critical duties in this public health crisis.

IPC also lent one mu-X and one NLR PUV to The Medical City South Luzon in Sta. Rosa, Laguna, which will be used Medical City’s frontline workers’ service.

IPC still continues to reach out to other hospitals to address their mobility problems.

IPC President Hajime Koso paid tribute to the country’s healthcare workers and frontline workers.

“As the world, including the Philippines, faces

an unprecedented health crisis threatening countless lives, our healthcare workers and frontline workers— the doctors, nurses, medical researchers, hospital and clinic technicians, and other staff—have risked their own lives to help stop the pandemic, while caring for those who have contracted the disease. “Isinulong natin ang batas na ito upang maging madali sa gobyerno na i-reprogram, i-reallocate, at i-realign ang mga pondo basta ba gagamitin ito para maprotektahan ang mga Pilipino laban sa banta ng COVID-19,” he said.

The Senator emphasized that the law has already given the necessary authority and flexibility to the government to utilize the funds as deemed necessary to respond and address the growing threats of COVID-19.

Go added that as a member of the Joint Oversight Committee of the Bayanihan to Heal as One Act, he will make sure that available funds are used properly and are maximized to provide immediate help to Filipinos who need government attention the most.

“Sisiguraduhin ko na nagagamit ng tama ang pondo at pupukpukin ko ang mga ahensya na aksyunan agad ang pangangailangan ng mga Pilipinong apektado ngayon,” Go said.

He explained that the onetime ‘Bayanihan’ financial assistance for cities and municipalities can be taken from available funds or savings of the national government.

“Bawat city o municipality, bigyan natin ng pondo na katumbas ng kanilang IRA sa isang buwan. Cities at municipalities lang din ang bibigyan natin to avoid duplication.

Provinces and barangays have the same constituencies anyway. They are already covered.

The grant may be released through the Bureau of the Treasury using the same bank accounts for the IRA shares of the LGUs,” Go proposed.

Go added that the grant should be used exclusively for projects, programs and activities concerning the COVID-19 situation, such as procurement of personal protective equipment for frontline service providers; medicines and vitamins; hospital equipment and supplies; disinfectants and related equipment; relief goods for low-income and vulnerable households; and tents for temporary shelter of the homeless.

He further proposed that the grant may also be used for food, transportation and accommodation expenses of medical personnel and other LGU personnel involved in activities related to the COVID-19 situation; lease or rental of quarantine centers; and other necessary expenses.
