Women’s unpaid work in PH is worth trillions of pesos, says PIDS expert THE value of women’s unpaid work in the Philippines is worth trillions of pesos, according to a senior research fellow of the country’s premier think tank Philippine Institute for Development Studies (PIDS).

In a recent public seminar on gender and development organized by PIDS, Senior Research Fellow Michael Abrigo said the monetary value of women’s time spent on childcare, eldercare, and house chores like cleaning, cooking, and washing makes up 20 percent of the country’s gross domestic product (GDP).

“We want to bring home the message that there’s value on housework, na hindi ibig sabihin nito na porke’t nasa bahay sila ay walang value yung oras nila. We want to convert these time units into monetary units,” Abrigo explained.

Abrigo said he and his coauthor used the National Transfer Account (NTA) and the National Time Transfer Account (NTTA) to measure the worth of unpaid work. The NTA captures the productive activities within the production boundaries of the GDP while the NTTA estimates the time spent on unpaid work.

Citing data in 2015, he said paid work of both sexes was valued at PHP9.3 trillion pesos while their unpaid work totaled PHP2.5 trillion pesos. Women’s contributions on these were at 40 percent and 76 percent, respectively.

While Filipino women are encouraged to join the labor force, there are factors to be considered, Abrigo noted. “If we want mothers to work outside the home, dapat may kapalit siya na magtatrabaho sa loob ng bahay.

Halimbawa, may mga anak at working siya, sino ang magaalaga sa mga bata? Pwedeng si tatay o kumuha ng katulong pero kapag kumuha tayo ng kasambahay, meron din siyang pamilyang iiwanan, at kapag nangyari ito, sino naman ang mag-aalaga sa pamilya niya? So, this creates a vicious cycle,” he said.

Moreover, Abrigo mentioned that based on the regression analyses done by his team, mothers who spent more time working outside their homes are more likely to have children who are not attending school, or are lagging behind their peers. Other studies also show that families of working mothers who spend less time at home tend to eat more outside, or are less healthier.

According to Abrigo, these are some of the reasons that hold back women from joining the

labor force. “In the Philippines, women are better educated than men. But if you look at the labor force distribution on paid work, women only comprised less than 50 percent of the workforce,” he explained. A way to resolve this issue, he proposed, is to encourage men to help their spouses do household chores.

“Para masagot natin yung tanong kung papaano natin maeengganyo ang mga babae na magtrabaho sa labas ng bahay, dapat masagot muna natin ang tanong kung paano makakatulong ang mga lalaki sa gawaing bahay. This way, mabibigyan natin ng oras ang babae para naman makatulong sa income ng pamilya,” Abrigo posited.

As of 2015, only 2 percent of men from single family households are at home doing the chores of mothers and their

spouses.

In terms of time spent at work, Abrigo noted some movements toward gender parity in the Philippines over the last 25 years. “So yung mga lalaki, from a peak of about 40 hours per week, pababa ang trend niya.

On average, bumaba siya ng 5 hours per week sa mga lalaki.

Samantalang sa mge babae naman, especially those beyond reproductive ages, tumaas naman yung kanilang number of hours worked per week by 5 hours,” he explained.

To entice women to spend more time on paid market activities, Abrigo urged the government to look for ways to improve their labor participation like the implementation of flexible working arrangements, telecommuting, and extended maternity leave.

BARMM agri chief urges workers to observe time management

COTABATO City--The chief of the agriculture and fishery office of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Monday pushed for the observance of correct work time among government employees under his supervision.

Dr. Mohammad Yacob of the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) made these remarks as part of his vow to make the office responsive to the needs of the region’s agriculture and fishery sector.

On March 29, he and ot her memb ers of t he Bangsamoro Transition Authority took their oath before BARMM Interim Chief Minister Murad Ebrahim to make the newly

expanded autonomous region a success for the aspirations of the Bangsamoro people.

“Please, let us all observe time management,” Yacob told officials and employees at the MAFAR regional office inside the BARMM compound.

“As employees being paid for by people’s money, one should observe time management, report for work on time and make every minute productive,” Yacob said in the vernacular.

“Make it a habit to come early for work to serve the Bangsamoro people,” he added.

Lawless group apprehended with assorted high-powered firearms

Langkong,Matanaog Maguindano.

The Combined troops served the search warrant against the armed lawless

group (Lumbos group) for violation and comprehensive law on firearms and ammunitions.

Apprehended were Guiaman lumbos, Ali Lumbos, Samsudin Lumbos and Digna Lumbos and recovery of 1 cal.30, improvised sniper riffle, 2 M16 assault riffle, 1 M14, 1carbine, 1 M16 riffle attached with M203 grenade launcher, 1 PRB hand grenade and assorted ammunitions and magazines.

The suspects and recovered firearms, ammu-

nitions and magazines were now in the custody of CIDG-ARMM for appropriate filing of cases and dispositions.

“The successful LESO was made possible through the collaborative efforts and deliberate planning among the security forces within the area of operation, “said Lt.Col. Roberto C. Go Jr. Commanding officer,37th Infantry Battalion.

“As agent in promoting peace and development, the 603rd Infantry Brigade will actively support the

GENERAL Santos City--The city government here has unveiled an updated citizen’s charter as it moves to further improve its operations and service delivery.

City Mayor Ronnel Rivera said the new citizen’s charter book, which is the city’s third edition, mainly rationalized various transactions at the city government and updated some major policies and processes.

He said these include the removal of some duplicate requirements and signatories in the processing of documents at the city hall.

“We also updated and placed the required fees in our new citizen’s charter to make them more transparent,” he said in a statement.

The mayor said the updating of the citizen’s charter, which was formally launched on Monday, was spearheaded by the human resource management and development office.

He said it was in compliance with the provisions of Republic Act 9485 or the Anti-Red Tape Act (ARTA) of 2007, which aims to “combat corrupt behavior and improve frontline public services offered to the citizens.”

The local government came up with the first edition after the approval of ARTA in 2007 and updated it in 2011.

During the launching of the third edition, the mayor and the city government’s departments heads affixed their signatures and pledged to perform better based on the “highest standards of public service.”

Rilimin Sandoval, city director of the Department of the Interior and Local Government, lauded the city government for updating its citizen’s charter and continually working to improve its governance systems.

She said it complements with the national government’s efforts to “improve efficiency in the delivery of basic services to the public by reducing bureaucracy, red-tape and preventing graft and corruption.”

Sandoval urged local residents to take advantage of the citizen’s charter and avail of the best services from the local government.

“Whatever is written in this book should be implemented and be practiced,” she said. philippine news agency

And the on-going vendetta by the Duterte administration on the illegal drugs trade elsewhere in the country can be best described as leveling off on the playing field of who will survive: the good or the evil?

The numbers killed keep rising ever y day, dow n to t he l ast man standing done in light-

ning raids, sniper fires executed ranger style and in staccato fashion, and lately, ambuscades done in broad daylight.

The str i ke and awe could be fatal to those who fight back, as police operatives, reportedly high on morale and spirit are doing gung ho in the fight against the country’s number one societal menace – illegal drugs.

No one is spared, not even within the police ranks, regardless of how many stars ‘drug suspects’ are wearing as long as their names are in the “list’, then it’s a do or die thing.

The campaign is relentless indeed.

Shock and awe

WHEN governance becomes a mere shock and awe thing expect the president to order sardines in lieu of the prepared menu during a cabinet meeting in the Palace.

And of course, still photos are taken and video cameras panned to where the president is seated when such sardines were served.

This is no different to the gimmick of sleeping inside a mosquito net and had himself photographed during the presidential campaign period in 2016 to project simple living on the part of the candidate.

Since that photo won him the presidency, such strategy is being employed from time to time especially when the presidency is under heavy fire for issues that are indefensible such as

the country’s inexplicable subservience to China.

That subservience is proved by the numerous onerous loan agreements entered into by the country under this administration with China. Loans guaranteed by the country’s patrimony in case of default.

Not only that. This apparent subservience saw the president defending and clearing even before any formal investigation could be undertaken of a Chinese national who became presidential economic adviser.

The guy’s nationality was clearly established when no less than China’s ambassador to the country cleared him of any involvement in the illegal drug trade.

This shock and awe strategy in governance was witnessed by the nation

when at the start of this administration it undertook the so-called “tokhang” approach in fighting illegal drugs.

But when those who are into illegal drugs were identified after voluntarily surrendering to authorities, the killings of these suspects began. The war became so bloody that even the administration could no longer handle the situation.

So shocked and awed were the people to tokhang that they were gripped with fear to even react. It was this fear that the administration capitalized on by becoming authoritarian in its rule without having to formally declare authoritarian rule.

ting administration like when they removed their own chief justice at the prodding of the Palace on grounds not sanctioned by the constitution.

This was done under the principle that the law is what it is according to the interpretation of the Supreme Court.

Rejection gives direction

THINK a minute.

James Macie was a child born outside of marriage.

Tragically this marked him for the rest of his life as a second-class citizen in England’s 18th century society.

Even though his true father was Duke of Northumberland, James was never allowed to hold his father’s title. James’ mother tried to have his rightful honor in society restored, but the British government refused.

Consequently, James was denied the rights of most ordinary citizens. He could not enter Parliament, hold a public office, or get a job in civil service. He could not even join the Army or the Navy.

The results of his many advanced experiments were published, and James became a highly respected scientist. Yet, while other scientists were recognized by the British government with knighthoods, James was denied that honor simply because of his birth.

James never married, knowing that his country would also reject his children because of him. However, he still gave to others a great inheritance. When James died in 1829, he was a very rich man. But instead of leaving his wealth to his own nation, he left all of his money to the United States.

He disinherited England as it had disinherited him.

In his will, James instructed that his money be used to start an institution that would continue to discover and spread knowledge for humankind. His only condition was that it would carry on his family name which was taken away from him at birth. The name he adopted later in life: Smithson. And today the Smithsonian Institution is the world’s largest museum and research complex. It has 19 museums, 9 research centers, and more than 140 affiliate museums around the world sharing with millions of people its cultural, historical, and scientific knowledge.

Agri losses due to El Niño breach P5-billion mark

LOSSES to local agriculture due to the El Niño have reached PHP5.05 billion as of Tuesday (April 2) from the PHP4.35 billion recorded over the weekend, representing around 276,568 metric tons (MT) of rice and corn crops that were destroyed.

Agriculture Secretary Emmanuel Piñol, in a press briefing, said a total of 177,743 hectares farm lands and 164,672 farmers have so far been affected by the dry spell.

For rice, some PHP2.69 billion with volume production of 125,590 MT were damaged affecting 111,851 hectares and 108,845 farmers in 37 rice producing provinces nationwide.

Piñol said palay losses were equivalent to 0.63 percent of total production and would not affect the DA’s target of 20 million MT for this year.

“Losses in palay will not have adverse impact on the national rice production.

We are still keeping our production target of 20 million MT,” he said.

The mounting losses in corn where recorded at PHP2.36 billion, which is equivalent to 150,978 MT volume production loss.

The DA chief said the loss in corn was equivalent to 1.2 percent of the total production for 2019.

He said some PHP2 billion fund has been allotted for the immediate interventions and assistance to El Niño-affected farmers.

Meanwhile, Piñol said

there is a need for institutional change in handling calamites like El Niño, drought, and other weather disturbances.

Death March markers found uprooted, damaged by road construction projects

WHEN 76,000 Filipino and American prisoners were forced to march from Mariveles, Bataan to Capas, Tarlac during World War II in April 1942, they showed strength and integrity. For three days they marched, starved, saw thousands of their companions die, and faced the brutality of the Japanese captors.

The least we can do to honor such sacrifice for the country is to make sure that their hardships were not to be forgotten, which is why lined on the road to Bataan are markers and monuments that let passersby know that they’re on historical grounds. But it seems like even mementos made of concrete can fall into the pitfalls of neglect and ignorance.

Or in this case, the pits of a road construction project.

According to a Facebook post by Robert Hudson on a World War II commemoration group, two Death March markers were seen “damaged by road crews” in Mariveles, Bataan and at the Calumpit Bridge in Capas,

THE Department of Energy (DOE) will kick-off the first Philippine Conventional Energy Contracting Program (PCECP) International Road Show for 2019 at the Southeast Asian Petroleum Exploration Society (SEAPEX) Exploration Conference and Farmout Forum in Singapore on 2-5 April. These will be followed by road shows in the United States of America, Canada,

and conduct one-on-one meetings with various petroleum exploration companies.

Under the PCECP guidelines, interested parties must comply with the legal, financial and technical requirements, which include the proposed work program for the selected contract area.

All accepted applications shall be evaluated by the DOE Centralized Review

Peace rally calls on NPAs to go mainstream

DAVAO DEL NORTE -Some 1,500 people recently pitched support for national government’s thrust to end insurgency in a peace rally held at the Rotary Park in the City of Tagum.

Raising calls for members of the New People’s Army (NPA) to seek government support, participants to the rally were former rebels who returned to the fold of the law. Also joining the peace gathering were members of indigenous peoples (IP) communities, people’s organizations, socio-civic organizations while others were from local government units.

Army reservists, personnel of the Philippine National Police (PNP) and the Armed Forces of the Philippines, and people from the academe joined the peace rally “held in pursuit of peace in the provinces of Davao del Norte and Compostela Valley Province.”

Civil Military Operations (CMO), Captain Alan B. Apara of the 1001st Infantry Brigade in an interview said that part of their calls hoisted in placards were “work as

one government for peace”, “good governance is the key to counter insurgency”, and “encourage NPA to go back to mainstream”.

The core of their calls was “peace” and that they were urging for NPA members to leave their underground movement while assuring them that President Rodrigo Duterte would help them live a normal way of life.

The peace rally in Tagum City was held simultaneously with the same event in Davao City where a candle-lighting event was an add-on feature of the call for peace.

Provincial government of Davao Oriental organized a Public Service Day that coincided with the March for Peace that took off from the Baywalk in the City of Mati to the Provincial Capitol Covered.

Among those that joined the Peace march rally in Davao Oriental were peace volunteers, peace advocates, women and youth groups, local and national line agencies aside from personnel of the military and the police.

DAVAO CITY -- A university in China is offering scholarship program packages on Chinese culture and arts appreciation to Compostela Valley.

Christine Dompor, provincial tourism and investment promotion officer, revealed in an interview that Huaqiao University, one of the biggest and oldest university located in the province of Fujian, China, is offering three scholarship packages for government officials, government employees and Senior High School graduates.

“In the past two years, more Chinese businesspersons are engaging in agribusiness and real estate; and this course would help us in

our business undertaking and international relations,” Dompor emphasized.

The first package, she said, is for 15-20 government officials and employees, who will be learning Chinese culture and arts, including the Mandarin language for six months at Ateneo de Davao University.

Dompor said that the AdDU is a sister school of Huaqiao University under the latter’s Confucius Institute, the school’s international relations program.

She said that the second package are for one or two government officials and/ or employees to be exposed in the Chinese culture and Arts in China for one year.

The P30 million project funded under the province’s disaster funds will accommodate residual wastes from all over the Municipality of Manay as it can hold up to

15 metric tons per day. According to a study, Manay produces an average of 1.8 tons per day, the fourth highest garbage-generating municipality in the province.

The total cost of these SPIS is PHP44 billion to be funded by the Israeli firm with only the setting up of project monitoring office as the counterpart of the Philippine government.

Around 2.9 million hectares of farm lands nationwide still lack proper irrigation, he noted.

SPIS consists of one or more solar panels, a pump, electronic controls or a controller device to operate the pump, storage tank and conveyance structures.

Piñol said alternative and sustainable small irrigation projects like the SPIS would help farms become much less dependent on the huge dams for water, thus freeing the supply for the use of Metro Manila and other urban centers.

Manza added that four local government units have pending ordinances on FOI, namely Malolos and Baliuag in Bulacan; Legazpi City in Albay; and province of South Cotabato.

She also emphasized that aside from the demand, the local government units can also use the FOI as a tool for transparency and also in preparation of the passage of the FOI bill in Congress.

For now, Manza added, FOI is being utilized by the Filipino people to get to know what the government s dong in terms of programs and projects, and for social awareness.

“FOI also becomes a listening tool for us in the government,” she said.

With FOI, the government can understand what kind of information the Filipino people need to create a sound decision, she said.

Renewals have grown even faster, from 14,640 in 2013 to 19,330 in 2017.

In toto, from 18,079 business permits in 2013, there were 5.618 more in 2017, for an impressive 31% growth over the four year period to 23,697 total permits, barely a year into the second term of City Mayor Oscar S. Moreno.

On the average, prior to 2013, there were only 13,099 registered businesses on record per year. From 2014 to 2019 the number ballooned to 18,125 registered businesses per year.

New business registrations in these groups of years on the other hand had a yearly average of 3,156 and 4,000, respectively.

“The people deserve more to be able to respond to the pressures and demands of their city that is fast becoming a burgeoning metropolis,” said Moreno in his message published in the City Mayor’s Report for 2018. “The city that continues to attract investments as a competitive destination for commerce and industry, city of choice for education, preferred medical/ hospital care destination, and as banking and financial hub of the region.”

“All of these because of its business-friendly governance, comfortably calm, peace and public safety condition, as well as its sustained commitment to become a climate resilient city where people live and enjoy a relatively safer environment.”

New investments reported by the City Finance Department grew 136.7% with total capitalization of P3.906-Billion (B), consisting of more than 4,000 businesses that were registered with the Department of Trade and Industry(DTI) and the Securities and Exchange Commission (SEC).

The construction boom surged to new heights in 2017 driven by the construction of new hotels, condominiums, housing projects and commercial/hospital buildings.

The single largest investment recorded was the P2.8-B bulk water supply project of Metro Pacific Investments.

Meantime, investments monitored by the Misamis Oriental provincial office in 2017 grew 214% to P7.260-B, from only P2,310-B in 2016.

City Competitiveness Network To further bolster the city’s competitiveness, Moreno established the City Competitiveness Network in 2017.

Chaired by the City Mayor and co-chaired by the NEDA-10 Regional Director, it is supported by the Local Economic and Investment Promotion Office as Secretariat, which also operates the Cagayan de Oro Trade and Investment Promotions Center.

Since it was first established in 2013, Cagayan de Oro has maintained its position among the Top 10 Most Competitive Cities (Highly Urbanized Cities Category) and was ranked fifth in overall competitiveness in 2018, and No. 1 as the Most Resilient City.

Eileen E. San Juan, the city’s Local Economic & Investment Promotion Office, credited the

initiatives undertaken by the Moreno administration since its first term in the latter half of 2013 to improve the business climate in the city and make it more business and people friendly.

“Primary among these are the automation/online platforms for business registration, payment of taxes and fees, building permits, the updating of the Local Investment Incentive Code in 2018 and the Local Public-Private Partnership (PPP) Code,” San Juan said.

From an average of 19 days in 2012, the City under the Moreno initiative reduced the time for securing a new business permit to only 46.88 minutes in 2013 and further to 31.82 minutes in 2014. It takes an average of 5 days in other LGUs to secure a new business permit.

Similarly, business permit renewals which took two days in 2012, were reduced to only 100.93 minutes by 2013 and further reduced by 50% of that to only 51.79 minutes. This likewise compares well with other LGUs where an average of 5 days is needed to renew a business permit.

Cagayan de Oro became the first country in 2014 to institute an Online Assessment and Payment for new and renewal of business applications, quarterly business permits, real property taxes, city building fees, fines for road and traffic violations, market stall rentals, and other taxes and fees.

For this achievement, Cagayan de Oro was declared champion in the 6th Awards for Excellence in Information and Communication Technology (ICT) for Local Government Units or eGOV Awards under the Best in Digital Payment category.

Organized by the DICT and NICP, the eGOV Awards recognizes innovative and outstanding local government units which innovate information and communication technology to improve the delivery of public services.

Cagayan de Oro likewise blazed the trail for other LGUS in the same year when it streamlined the construction permitting process for building and occupancy permits through the Building Permit Management System of the Cagayan de Oro Office of the Building Official (OBO) in partnership with the University of Science and Technology of Southern Philippines (USTP).

Not the least, it updated its Investment Incentives Ordinance in 2018 by offering a local business tax holiday on gross receipts of new businesses from two to five years depending on the number of workers employed, capitalization, nature of technology used and location of new enterprises.

These business-friendly initiatives did not go unnoticed, and made the city a finalist in 2018 in the Most Business Friendly Local Government Unit category.

Peace and Public Safety On top of all these, Cagayan de Oro has also scored high peace and public safety, a priority concern businessmen and investors rank highly in Mindanao.

Section 2 further mandates that all lands of the public domain, waters, minerals, coal, petroleum, and other mineral oils, all forces of potential energy, fisheries, forests or timber, wildlife, flora and fauna, and other natural resources are owned by the State which shall fully control their exploration, development, and utilization…In cases of water rights for irrigation, water supply, fisheries, or industrial uses

other than the development of water power, beneficial use may be the measure and limit of the grant.

RE can reduce power rates Besides promoting inclusivity and democratization of renewable energy assets, Tauli disclosed MCPC and its partners are also promoting the commercialization of Hybrid Solar-Hydro Power Plants to reduce rates paid by consumers for intermediate and peak loads by displacing expensive and polluting coal power supply with less-expensive and clean hybrid solar-hydro energy; and to reduce the emissions of carbon dioxide and other pollutants by the electric power industry in Mindanao.

“RE projects should reduce the rates consumers pay otherwise what’s the point in putting up a new project if it’s more expensive than what the consumers are now paying?”

Tauli said.

Hybrid Solar-Hydro The Hybrid Solar-Hydro Power Plant was originally undertaken by the Cagayan Electric Power and Light Co. (CEPALCO) during Tauli’s tenure as head of engineering.

“We were trying a conjunctive operation of solar and hydro using our 1-MW Solar PV Power Plant in Indahag in conjunction with the 7MW mini hydro in Bubunawan River in Baungon-Libona, Bukidnon. But we found we were unable to technically demonstrate it because of the disparity in the output of the two projects. You need to have two units of similar size and capacity to make it feasible.”

However, Tauli continued to pursue the concept even after he left CEPALCO, eventually coming up with two approaches: On grid (main island) Hybrid Solar-Hydro Storage Power Plants (MWsize) to supply intermediate and peak loads of on-grid power consumers; and Offgrid: Hybrid Solar-Hydro Pumped Power Plants (KWsize) to supply 24-hour loads for off-grid power consumers.

“You operate them conjunctively. When the PV is not operating, you run the hydro. When there is enough sunlight, do not spill what you have in storage.”

The On-Grid approach will be piloted in a Proof of concept plant to be constructed in Marawi City through LASURECO this year. Estimated cost is P10-12/KwH, depending on the facilities.

Tauli estimates a High limit at P15/KwH Off-grid Hybrid Solar-Hydro Pumped Power Plants (KW-size) which are cheaper than diesel plants now used in off-grid installations costing P20/KwH or more.

“For isolated islands with no viable running rivers like Sulu which we visited recently, you can use power from solar PV to pump up sea water to an artificial lake at a high level.

Then you can operate them conjunctively,” he explained.

He slammed the Department of Energy’s recent plan to have the National Power Corporation install hybrid solar plants with diesel in offgrid areas as being “immoral” and more expensive than the solar-hydro combo.

Reduce power rates for intermediate and peak loads Tauli attributes the rising costs of electricity rates in Mindanao mainly due to the purchase of electricity by distribution utility companies from coal-fired power plants to supply intermediate and peak loads.

“From only around P4 per kilowatt hour in 2010-2015, the average retail price of electricity in Mindanao had doubled to P8/KwH today,” Tauli disclosed. “While it’s true electricity from coal plants are cheapest for baseload power, they exponentially increase to as much as P10-15/KwH when used for intermediate loads and P15-25/KwH when used for peaking loads.”

In comparison, the costs of electricity sourced from renewable energy power plants used for intermediate and peak loads would only range from 8 to 12 pesos per kWh. “Under the current regulatory environment, in which the ERC is captured by the corporations (Gencos and DU’s) that it is supposed to regulate, RE power plants cannot be tapped to reduce rates paid by consumers for electric power.”

Regulatory obstacles “In Mindanao, the coal gencos have colluded with electric cooperatives and the ERC to prevent RE power plants from displacing coal power supply used for intermediate and peaking loads.”

Tauli said the collusion among gencos, DUs and the ERC has resulted in the ERC approving a Take-or-Pay (T/P) provision in the power supply agreements (PSAs) between the gencos and DU’s. “ The T/P provision in the PSAs forces the power consumers to pay for power supply that they do not consume,” Tauli explained.

“In addition, the T/P provision in the PSAs makes it impossible for RE power plants to reduce the rates. If a DU buys power supply from RE generation while the T/P provision is in effect, the consumers will end up paying for both the RE power supply and the coal power supply,” he added.

To reduce electricity rates in Mindanao, Tauli said the T/P provision in the PSAs must be deleted or revised in order to enable RE generation to reduce the rate paid by consumers for their power supply.

“The Malinis at Murang Kuryente (MMK) campaign will file a petition with the ERC for the ERC to declare as “null and void ab initio” all PSAs containing T/P provisions that are forcing consumers to pay for electricity not consumed,” he disclosed.

However, for this to happen, Tauli said consumers must strongly express to the ERC their support for the MMK petition to the ERC to nullify the PSA’s containing a T/P provision. Otherwise, the ERC will continue to decide in favor of the gencos and distribution utility companies, and against the consumers.

But the worst fear that this shock and awe thing caused on the nation is the people’s inability to discern that the candidates for senators that this administration is endorsing this coming elections are personalities who do not deserve to have the title of honorable appended to their names.

For the sake of this nation’s future let us collectively extricate ourselves from the fear that is gripping us as a result of this shock and awe style in governance by doing what is right by not voting those candidates endorsed by the administration who are and have been charged with plunder; that candidate who could not truthfully tell us if she indeed finished college in the country’s premiere state university; that candidate who wrote finis to Philippine agriculture, that candidate who authored the oppressive Train law; that candidate who can spend half a billion pesos in television ads but whose declared net worth is only P12 million; that candidate whose only claim to fame is his being the main implementer of tokhang, among others.
