300 more taxis still needed in C. de Oro

CAGAYAN de Oro City--This city of 1.1 million is still in need of 300 more taxicabs, Land Transportation Franchising and Regulatory Board, Region 10 (LTFRB-10) Director Aminoden Guro said over the weekend.

Under the current population, Guro said the ideal number of taxis plying the city streets should be around 3,000.

Lawmakers, mayor hurt as wooden footbridge collapses ZAMBOANGA City--Fifteen people, including two lawmakers, local government and National Housing Authority (NHA) officials on Thursday fell into waistdeep murky sea water as the wooden stilt-bridge they were passing collapsed.

The incident occurred at about 10:45 a.m. Thursday while the officials were on their way to inspect a housing project in Barangay Rio Hondo, this city.

The beneficiaries of the housing project, the construction of which is being

supervised by the NHA, are families displaced during the September 2013 Zamboanga siege.

Leading the inspection team was Negros Occidental 3rd District Rep. Alfredo Abelardo Benitez, chair of the House of Representatives’ committee on housing and urban development.

Benitez initiated the inspection following reports that substandard materials were used in the construction of the housing units for the siege victims.

ZAMBOANGA City--Government authorities have arrested five people, including two high-value target drug personalities, and seized PHP200, 000 worth of suspected shabu (methamphetamine hydrochloride) in the province of Zamboanga Sibugay, an official announced Friday.

Laurefel Gaballes, the Philippine Drug Enforcement Agency, Region 9 (PDEA-9) regional director, identified the suspects as Bonifacio Abao, 37; his wife, Wilma, 36; Marlon PAGADIAN CITY, Zamboanga del Sur--The city government on Friday distributed relief goods to help alleviate the plight of families displaced by a fire incident on Thursday Abao, 39; Al-Shaida Balpaki, 25; and John Ryan Morcilla. in this city.

Gaballes said cases for violations of Section 26 (Attempt or Conspiracy) in relation to Section 5 (Selling of Illegal Drugs), Section 11 (Possession of Illegal Drugs), Section 12 (Possession of Drug Paraphernalia), Article II of Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspects.

Communist terrorists torch 5 heavy equipment in Misoc

CALAMBA, Misamis Occidental--Some 15 members of the New People’s Army (NPA) tagged by President Rodrigo Duterte as terrorist torched five heavy equipment owned

by RN Builders at 10:30 on Thursday night in Barangay Salvador, Calamba, Misamis Occidental.

Torched were one backhoe, one road roller, one mini dump truck, one trailer truck, and one water tanker to the burning incident.

The RN Builder owned and managed by the Chiong Family of Tangub City had been victims of atrocities done by the communist terrorist armed group operating in Misamis Occidental twice. The first incident was in 2016, and in 2017.

Finally, it’s morning calm in Korea

(Editor’s note: Ruffy Magbanua, Mindanao Daily News columnist wrote this piece during his visit to Seoul last March 31, 2018 with his bold prediction that pretty soon lasting peace will come to the two warring Koreas, and true enough, the world rejoiced. Here’s a re-print.)

SEOUL, South Korea -- Now I know why this country, despite the bellicose threat from North Korea continues to be called the Land of the Morning Calm.

South Korea is indeed oozing with that irresistible appeal au naturel -- of picturesque high mountains and clear waters and splendid tranquillity, particularly in the morning.

Yet at a distant, there lies a closet neighbor the whole world is closely watching with extreme caution and constant fear.

I asked Joey, my tour guide for four straight days in this city of more than 25 million peace-loving Koreans a straight question: Is the North serious of its threat? His ready answer was just a quick nod of perplexing approval.

I could only read him between the lines. But just the same, I temporarily agree with some reservations as I complete my morning coffee amid the biting cold of Seoul’s spring weather.

Joey’s reaction was indeed a reserved reflection of how Seoul’s newspapers here weigh-in the current

see-saw diplomacy of the North with the South.

The most welcome news was the sudden twist of North Korea’s Kim Jong Un temperamental diplomacy.

A surprising diplomatic posture indeed.

In fact, many Koreans consider Kim’s move a rare momentum for cutting the Gordian knot on the Korean peninsula with the scheduled bilateral and possibly trilateral summits with China or Russia getting into picture.

The denuclearization of the Korean Peninsula may seem impossible for now, and even perplexing, and complicated, yet a glimmer of hope may come at the end of the tunnel.

Indeed, Kim’s diplomacy

has come to this beleaguered country with a ray of hope – that of making the seemingly impossible possible despite the abundance of skepticism, pessimism, defeatism, and fatalism.

The most intriguing aspect is that this instant diplomacy largely surprised the world, it being shaped by the two Koreas with Kim leading the way.

Power behind the screen

WHEN lobbying is done, mostly it is executed by the people behind the screen.

Every oligarchy has their own influential people.

They foresee, plan, make a conceptual analysis, and execute the tactics. The conceptual analysis can be derived from the composite of ideas, aspirations, and even of the whispers from here and there.

The top leaders of any big parties have to be very cognizant. Collecting all the data from the ingredients of the conceptual analysis is their job. To get the first leader in a country—President and the second one – Vice President is full of contemplating. This situation requires a lot of energy and psychological burden.

The energy can be time, resources, and of course, big money. To the best of our

knowledge, there is not yet a politics sterile from money politics. In 2006, there was an international seminar in Selangor, in Malaysia.

There were some studies presented there. One of the researchers presented his research concerning the factors affecting the dehumanization and degradation of the nations in any country.

There were about fourteen factors affecting the degradation of the nations in any country. But, the top three factors among fourteen factors are money politics, infrastructure, and leaders having no prestige.

Money politics still occurs in any political affairs.

There is no proof of politics free from money politics.

There is always big money backing up the power. It is logical. There is no poli-

A Deeper View The historic meeting between the two leaders of warring Koreas Friday ended on a positive note with both agreeing to vigorously push for the signing of a peace accord by end of this year.

The common denominator that easily paved the way for such agreement is their position that both countries belong to one nation, Korea, making them brothers and sisters by blood setting aside any differences such as ideological and political.

In the arena of peace negotiation stressing and emphasizing common denominators is a surefire formula that’ll facilitate it.

Delving on the differences will only derail the process.

Remember that the division of Korea was not through the volition of the Koreans themselves. They were divided, again by the superpowers like what they did to Germany after the Second World War, as South, identified with the so-called democratic countries, and the North, identified with the communist bloc.

The usual symptom of this worldwide trend for decentralization and devolution of authority to the school level can be referred to as the schoolbased management (SBM) phenomenon. School Based Management (SBM) is decentralization of decision making authority to schools.

The school heads, teachers and students work together with the community, local government and other stakeholders to improve school performance. The school administrators should secure a well established working relationship with other stakeholders, namely; the teachers, the students, the parents, the government officials, and even the nongovernment organizations.

There must be a usual measure the time frame of the movement of the school administrators from one station to another. A certain

period of time would allow the administrator to explore and prove better how an administrator perform in his or her respective station.

Suzuki Philippines Achieves Highest YTD Growth in First Quarter of 2018 Suzuki Philippines (SPH) finishes the first quarter of the year with flying colors, posting the highest year-todate (YTD) vehicle sales increase in the entire local automotive industry.

Achieving 21.4 percent YTD sales growth in March, SPH strengthens its presence in the market and sets its sight on continued uptick in the months to come.

It hopes to continue moving up the industry sales charts after taking the top 6 position in local automobile sales, a step up from its seventh rank in the first quarter of 2017.

That historic visit of Kim to China took him to make the first step -- by offering to halt weapons tests, discussed denuclearization and drop objections to U.S.-South Korean military exercises.

Seoul brokered Kim’s offer of direct talks that astounded the world – a Korean drama for now, yet it could easily pass as a real telenovela if the two countries at odds would embrace peace with finality.

For now, the two Korean leaders are acting like mountain climbers, trying to reach the peak and establish a base camp there in which they could agree on a great bargain – that of attaining world peace.

What needs to be done is a bold stroke notwithstanding the big risks the two leaders may encounter on that unified base camp.

But this base camp has to be high enough up the mountain, anchored with enough specific provisions to last a lifetime of bilateral talks.

There are some hinterland barangays in Cagayan de Oro bordering Bukidnon but Acol assured the that none of these have been infiltrated by lawless armed persons to qualify as election watchlist areas.

Meanwhile, 198 candidates are vying for 81 barangay chair spots in the city.

And with each barangay alloted to seven kagawad slots, there are 1,650 candidates competing for 567 vacancies.

Acol also reported that there are two barangays in the city which did not field candidates for Sangguniang Kabataan (SK) kagawads.

And there are seven ba-

rangays here which have less than seven candidates for SK kagawads.

Acol said he is still waiting for instructions from the Comelec central office on how to decide on the matter.

The number for SK chair candidates is high though at 192 vying for 81 slots.

These candidates confined themselves at Nazareth Gym to listen to Acol lecture on dos and dont’s within the election period.

The candidates likewise signed a covenant maintaining a peaceful and lawful campaign within their localities.

PSA-X Regional Director Ronaldo C. Taghap said that the services sector contributed 2.8 percentage points to the total Gross Regional Domestic Product (GRDP) growth; industry sector, 2.1 percentage points; and agriculture sector, 1.0 percentage point.

The services sector remained the biggest contributor to the GRDP, accounting for 43.4 percent of the region’s total output worth P 323 billion at constant 2000 prices.

For his part, NEDA-X Director Leon M. Dacanay, Jr. said that the slowdown was expected in a postelection year even as growth was well within the target range of 5.1-6.7 percent

for 2017.

He noted, however, that the steep decline in trade (from 10.4 percent growth in 2016 to 5.9 percent growth in 2017) may have been flatter, or growth may have picked-up, given trade and customs data from official sources showing substantial increases.

He also made reservations on the steep decline in the construction sub-sector citing huge private investments in infrastructure and related activities as monitored by the Department of Trade and Industry (DTI-X).

Dacanay requested the PSA to review the estimates for these sub-sectors to have a firmer assessment of the region’s economic performance.

“Nevertheless, I must say again that the region is on track in meeting its growth targets. We look forward to a more bullish year as we move to hit our 2018 target band of 5.5-7.1 percent, and shift to a higher growth trajectory”, he said.
