SSS members can now avail of loan condonation anew

CAGAYAN de Oro City--More than 250,000 members of the state-run Social Security System (SSS) will benefit from the Loan Restructuring Program (LRP) with penalty condonation that will be offered from April 2 to October 1, 2018. SSS President and Chief Executive Officer

Emmanuel F. Dooc said the re-implementation of the LRP that condones penalties of borrowers with past due loans is a response to the widespread clamor of those members who were not able to avail of the LRP offered last April 2016 to April 2017.

SOUTHWESTERN University PHINMA (SWU PHINMA) inaugurated its main building last March 20, PHINMA Hall, as part of a five-year development plan laid out by PHINMA Education and University President Dr. Chito Salazar. “In line with PHINMA Education’s mission of ‘Making Lives Better Through Education’ we are making sure that we have an environment and facilities to be able to serve the students better,” said Dr. Salazar. That environment includes the Southwestern Town project, which seeks to integrate

SWU PHINMA into the local community through various interventions. PHINMA Hall will house administrative offices, the University library, several laboratories, and the School of Medicine. Also under renovation is Sacred Heart Hospital (SHH), which will be the training hospital for SWU PHINMA’s health and allied health sciences programs. VILLANUEVA, Misamis Oriental--Hundreds of residents in Barangay Dayawan and nearby barangays here went home jubilant after Mayor Jennie Uy, Phoenix Petroleum Philippines, Inc. and the Municipal Health Office conducted medical mission on March 24. Mayor Uy, also the president of the League of the Municipalities in the Philippines (LMP) Misamis Oriental chapter, said hundreds of residents were given free medicines after undergoing medical checkups spearheaded by Municipal Health Officer Dr. Marybell Linog. Residents from sitio Binacalan and sitio Mambuaya, all of Barangay kimaya, Villanueva, also came in just to avail of the free medical checkups and other services provided for by the local government of Villanueva. Some of the services provided during the one-day medical mission includes free medical and dental checkups for children and adult, circumcision, haircut, massage, and feeding program for children. Mayor Uy said the Municipal Civil Registrar also attended to the problems of some parents and other individuals regarding the Birth Certificate, marriage certificate, and death certificate and other services for free. On one hand, the Municipal Agriculture Office (MAO) under MAO Chief Ma. Theresa Villaruz also distributed free seedlings during the medical mission. Dozens of dogs were given anti-rabies vaccines in celebration of the Rabies Awareness Month and deworming of some farm animals. Likewise, the MAO also conducted a film showing to educate the residents on how to give first-aid treatment to people bitten by rabid dogs. See MISSION, page 11

Morning calm

SEOUL, South Korea -- Now I know why this country, despite the bellicose threat from North Korea continues to be called the Land of the Morning Calm. South Korea is indeed oozing with that irresistible appeal au naturel -- of picturesque high mountains and clear waters and splendid tranquility, particularly in the morning. Yet at a distant, there lies a closet neighbor the whole world is closely watching with extreme caution and constant fear. I asked Joey, my tour guide for four days in this city of more than 10 million peace-loving Koreans a straight question: Is the North serious of its threat? His ready answer was just

a quick nod of perplexing approval. I could only read him between the lines. But just the same, I temporarily agree with some reservations as I complete my morning coffee amid the biting cold of Seoul’s spring weather. Joey’s reaction was indeed a reserved reflection of how Seoul’s newspapers here weigh-in the current see-saw diplomacy of the North with the South. The most welcome news was the sudden twist of North Korea’s Kim Jong Un temperamental diplomacy. A surprising diplomatic posture indeed. In fact, many Koreans consider Kim’s move a rare momentum for cutting the Gordian knot on the Korean

peninsula with the scheduled bilateral and possibly trilateral summits with China or Russia getting into picture. The denuclearization of the Korean Peninsula may seem impossible for now, and even perplexing, and complicated, yet a glimmer of hope may come at the end of the tunnel. Indeed, Kim’s diplomacy has come to this beleaguered country with a ray of hope – that of making the seemingly impossible possible despite the abundance of skepticism, pessimism, defeatism, and fatalism. The most intriguing aspect is that this instant diplomacy largely surprised the world, it being shaped by the two Koreas with Kim

leading the way. For over a month now, Kim has been playing an ultra-smart kid -- from his belligerent push for nuclear weapons toward dialogue and unilateral concessions. Surprisingly, South Korea’s Moon Jae-in serves as the willing partner of Kim with both leaders setting the table with extra caution. With the start of a great journey to denuclearize the Korean peninsula, the unification of the two Koreas is not far-fetched. See calm, page 11

At this point in the history of all people who believe in God, it is clear that many still fail to grasp the truth that it was God Himself who came down from heaven. Easter: A historic disappointment

NAAWAN, Misamis Oriental--On Sunday, April 1, the Christian world celebrates Easter with great jubilation because of the fulfilled prophecy – that Christ, the Saviour rose from the dead. The resurrection assures believers the certainty of an everlasting life. Yet Easter has a historic dark side. We may recall that Jesus died with a heavy heart. He was denied and abandoned by his disciples during his humiliation in the mock public trial and when he was maltreated on the way to Calvary. While he was hanging and tortured on the cross, only his brother John was around to keep company and attend to their grieving mother. The rest kept a distance most likely for security reason. Jesus’ sorrow might have also grown heavy on the knowledge that the disciple who mustered enough courage and accepted the immeasurable shame

of betraying him, if only to fulfil the scripture, was unable to manage his remorse and hanged himself. And what was most hurting was no one of his disciples and avid followers believed that he would rise from the grave. No one expected a risen Christ. The morning of the third day from his death on the cross was more likely very painful to the Teacher more than the pain of the wounds he incurred in the crucifixion: No one was there to welcome him alive. The first Easter, thus, was a historic disappointment. Indeed, the first Sunday after the death of Jesus showed that, despite what he had done and intimately shared to his disciples, the specially chosen clique failed to develop strong faith in him. They apparently did not believe or remember what he said to them about the destroyed temple that would rise again after three days.

Again, no one among them believed that he would rise from the dead on the third day of his entombment. This explains why as the appointed day was approaching, they did not bother at all to get together to wait for him and welcome him near his grave. The disciples were probably ensconced in some place, avoiding public exposure and the possibility of persecution. And the women who very early in the morning went to his tomb bringing myrrh and spices were not there to greet a risen Christ but to embalm his body which they probably didn’t know was already done in a hurry by an admirer, Joseph of Arimathea, a few hours before the observance of the Sabbath. Joseph of Arimathea, was the same guy, and not his cowardly disciples, who was bold enough to ask Pilate to entrust to him the body of Christ for burial in his own

memorial lot, at the risk of being suspected and linked to whatever crime allegedly committed by the crucified King of the Jews. The disciples when informed by the women that Jesus’ tomb was empty and that he has risen and had seen him were unbelieving until he appeared physically to the 10 of them. The other disciple, Thomas, who was not with the group, when told of the appearance of Christ was more unbelieving than the rest. He doubted the information and declared that he would only believe that the master had resurrected if could touch the wounds in body. It was painfully sad. Nobody expected a living Christ on Easter. abstraction from Cagayan de Oro strongly indicates that the city’s aquifers are being severely depleted beyond their ability to recharge. Even with three major watersheds supplying five major rivers and creeks, the research conducted by Rosalina Palanca-Tan, with Germelino Bautista, from the Institute of Philippine Culture, Ateneo de Manila University, Quezon City found the city had no surface source of water, with the area’s rivers and streams devoted for other purposes, such as irrigation. The study showed that Cagayan de Oro’s daily abstraction rate in 2003 (i.e., 15 years ago) at 114,000 per cubic meters against a water replacement rate of its aquifers of only 94,000 cu.m. resulting in a daily loss of 20,000 cu.m. a day or 7,200,000 cu.m. a year. Thus, an estimated 108-million cu.m. of water would have been depleted from the city’s aquifers in the interim. The study found that many of the city’s 8,500 registered businesses, fully 65 percent had not COWD water connections, choosing instead to dig their own artesian wells, mostly without permits from the National Water Resources Board (NRWB). These industrial and institutional users composed one-third of the total daily ground water withdrawal. Rising demand depleting aquifers In a presentation held during World Water Day last 22 March 2018, COWD Acting General Manager Bienvenido V. Batar, Jr. disclosed the water district’s current daily abstraction rate is now 146,290 cu.m. , a 28% increase over the last 15 years despite sourcing 40,000 cu.m. of bulk water daily from the Rio Verde water treatment plant in the last 11 years. “Our present supply from all sources is just enough to meet demand,” Batar said. “If any of our wells go down for repairs, it would immediately result to disruptions in water service.”

Although drilling new wells to tap the city’s depleted would be the quickest way to address the rising demand for water, both the LWUA and COWD say this is unsustainable. “Wells pose a big problem,” admitted Eduardo Montalvan, chairman of the COWD Board of Directors. “That’s why we are being dependent on wells, we have a big problem. Even if we use submersible pumps, we are still vulnerable. If only one well goes down, a big area instantly affected.” In the last seven years, floodwaters spawned by tropical storms and typhoons badly damaged the COWD’s pumping stations in 2011, 2012 and 2017. “After we were hit by Sendong, it took us over a month to recover and resume normal operations since some of our pumps were flooded and contaminated. We had to repair and recondition the pumps,” Montalvan noted. “Although Vinta did not inflict as much damage, it still took us 10 days to recover. The problem is still there, and we’re still trying to do something about it. Hopefully we can finally solve that if we can look into surface water supply.” Groundwater moratorium “LWUA and COWD will both protect environment, start exploring development of further surface water sources by 2020 and completely stop all groundwater drilling and development by 2030, “Batar said. The bulk water supply which COWD has been buy i ng f rom C ag ay an de Oro Bulk Water, Inc. (COBI) since January, 2018 accounts for 21.47% of the total COWD daily production for COWD’s East and West service areas. This volume is projected to rise as soon as repairs to the bulk water treatment plant are completed to 60,000 cu.m. daily until 2019, when it is slated to rise to 80,000 cu.m. daily, and thence to 100,000 cu.m. daily starting 2022. DAVAO CITY (MindaNews ) — The five-province Northern Mindanao accounted for 22 percent of the total quantity of all traded commodities in the last quarter last year, the highest among all regions in the country, a preliminary report of the Philippine Statistics Authority (PSA) released on March 28 said. The PSA said Northen Mindanao, comprising Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental, recorded a total of 1.42 million tons of traded commodities, followed by Central Luzon (1.35 million tons) and Central Visayas (890,000 tons). It added MIMAROPA posted 560,000 tons; Western Visayas, 500,00 tons; National Capital Region, 480,000 tons; Eastern Visayas, 290,000 tons; Bicol Region, 270,000 tons; Davao

Region, 230,000 tons; Caraga and SOCCSKSARGEN with 140,000 tons each; CALABARZON, 90,000 TONS; Zamboanga Peninsula, 80,000 tons; and Autonomous Region in Muslim Mindanao, 40,000 tons. Topping the list of the most traded commodities were food and live animals with 2.50 million tons worth P41.71 billion, which accounted for 72.5 percent share of all the traded commodities while animal and vegetable oils, fats and waxes commodities had the least quantity with only 40,000 tons, the PSA added. DAVAO CITY (MindaNews) — A consortium of Chinese and Filipino firms will build the “new Marawi” within the 250-hectare Ground Zero, the former Main Battle Area in the five-month siege last year, now referred to as Most Affected Area (MAA). The proposal of Bagong Marawi Consortium, composed of five Chinese and four local firms and led by China State Construction Engineering Corp. Ltd. “was already selected and negotiation for the terms of reference, costing and project details will start April 2” and the Swiss Challenge will be undertaken by first week of May, Housing Secretary Eduardo del Rosario, chair of Task Force Bangon Marawi (TFBM) told MindaNews Sunday afternoon. Asked what firms comprise Bagong Marawi Consortium, del Rosario replied in a text message: “five Chinese and four local.” He said the group is “led by China State” but “I don’t recall the eight others.” While negotiations are going on between “the Developer and Technical

Working Group,” a team composed of representatives from the local government units of Marawi, Lanao del Sur and the Autonomous Region in Muslim Mindanao, TFBM and the Developer will also conduct “ground consultations (with) all stakeholders” on the second and third week of April, he said. “The team’s output will be incorporated in the negotiation to come up with the final MAA Rehab and Development Plan,” del Rosario said, adding they are targeting the last week of April as deadline as this will be subjected to Swiss Challenge on the first week of May. Swiss Challenge Four months ago, del Rosario explained to a press briefing in Malacanang on December 1, that they were not going to conduct public bidding for the rehabilitation of Marawi but awarding of contracts will be through Swiss Challenge. “Ang ginawa natin dito, we called all probable developers, big-time developers, foreign and national. We allowed them to see the most affected area, ‘yung 24 barangays. And they will be

submitting their unsolicited proposal. Pagka na-i-submit ‘yung unsolicited proposal, I will have it presented to the Cabinet para ma-decide kung alin ‘yung the best concept na pwedeng i-apply sa Marawi City,” he said. “Kasi dapat makita natin dito na talagang at the end of the day, it’s a new city, lalo na ‘yung central business district at talagang mapaganda natin, hindi lang better but much, much better. ‘Pag na-select ‘yung isang proponent, this will be subjected to Swiss challenge. But that any developer can challenge that development project with corresponding amount. Let’s say, sinabi niya, ‘We will do it at 100 billion.’ Here comes another developer: ‘O … we can do it similarly for 75 billion.’ Pag nag-challenge at hindi kaya nung initial proponent ‘yung 75 billion, the project will go to the other developer,” he said. Del Rosario said the Swiss Challenge is a faster process than going through public bidding. On February 5, President Duterte issued Executive Order 49 exempting the National Housing Authority from the National Economic

and Development Authority (NEDA) guidelines on Joint Venture Agreements to expedite the implementation of recovery, reconstruction and rehabilitation projects in the most affected areas of Marawi City.” In lieu of public bidding, the alternative means of awarding contracts in Ground Zero is through Swiss Challenge. EO 49 “shall guide the reconstruction process of the most affected area through a joint venture scheme.” Timeline In his presentation on Day 1 of the Multi Sectoral Forum at the Provincial Capitol in Marawi City on March 20, Assistant Secretary Felix Castro, TFBM field office manager, included a slide on the “MAA Rehabilitation Timeline” that shows February 8 as the deadline for publication of guidelines and procedures; February 12 for receipt of unsolicited proposals; February 13 to 20 for evaluation of proposals; March for negotiation and conferment of OPS (Original Proponent Status); April for the Swiss Challenge: and May for awarding of contracts and groundbreaking. Project

completion is due “end of 2021.” On Sunday, del Rosario said the Swiss Challenge will be held first week of May. Last week, he told MindaNews the Swiss Challenge will take three weeks. On March 21, del Rosario presented on Day 2 of the Multi Sectoral Forum a slide presentation on the “new Marawi,” the logo on the slides representing his office, the Housing and Urban Development Coordinating Council: a Marawi with a lakeside promenade, cultural center, resorts, hotels, convention centers, a city green, an eco-corridor, etc. Asked on Sunday if what he presented on March 21 was already the proposal of the Consortium, Del Rosario replied “yes.” Although the perspectives he showed looked impressive, many of the Ground Zero residents who attended the forum told MindaNews: “where is the Meranaw there?” “whose perspective is this?” “that proposed hotel over there, that’s where our house is.” They also sought answers to questions that had been bugging them in the last ten months: can they go back

Even in my wildest imagination it never crossed my mind that someday I will become a teacher because for me, becoming such is not an act of heroism but a kind of torture not only to physical but to mental aspects. When I was a kid in school I admired my teachers so much not because of their noble profession but because of their different uniforms that they were wearing everyday. As to the voluminous works that they are doing in the classroom continually, I hated it so much and I told myself that someday I should not and never allow myself to become one. Crackdown vs. ‘colorum’ PUVs in Davao City eyed

DAVAO CITY -- Police Regional Office (PRO) 11 (Davao region) Director Chief Supt. Manuel Gaerlan seeks to form an inter-agency team for the crackdown on “colorum” public utility (PUVs), although the police already started the operation following the order of President Rodrigo R. Duterte. Gaerlan said he will recommend the creation of the inter-agency action team so that it would be a regular activity and could also address road discipline issues. Gaerlan underscored the

importance of the presence of the Land Transportation Franchising and Regulatory Board (LTFRB) and the Land Transportation Office (LTO) in addressing the operation of “colorum” PUVs, especially on franchise-related issues. The team could include the Highway Patrol Group, PRO-11, LTFRB, LTO, and the City Transport and Traffic Management Office. Suspected NPA rebels burn heavy equip’t in Davao City DAVAO CITY -- Alleged members of the New People’s Army (NPA) set on fire eight heavy equipment in Davao City, two days after the communist group’s 49th anniversary on March 29. On Sunday morning, one burned Caterpillar backhoe was discovered at Purok 8, Dalagdag, Calinan, this city. This was reported by a certain Bobby Cañete, a resident of the area. The police’s investigating team found out that eight armed persons, ages 15 to 18, were seen on board four motorcycles, who drove by pair, burning the equipment at around 11 p.m. on Saturday night. The backhoe, which costs PHP8 million, was rented by Ulticon Builders Incorporated from LTS Company, according to project engineer Nathaniel Garrucha. In a separate report, two more heavy equipment, which were estimated to cost PHP15 million, were burned down by armed men in the remote Sitio Maria, Barangay Fatima, Paquibato District, this city. DAVAO CITY -- The regional office of the Department of Science and Technology (DOST 11) allocated PHP16.771 million for the Micro-Grid Solar PV System in New Bataan, Compostela Valley. DOST 11 Director Anthony Sales said the solar system is intended to provide electricity to rural and

LUPON, Davao Oriental -- The town’s police force here will soon be moving to their new home in Barangay Bagumbayan after the newly-constructed police station was turned over by Philippine National Police (PNP) chief Ronald dela Rosa. Police Regional Office (PRO) 11 Director Manuel Gaerlan said the construction of the three-floor building was funded under the regular infrastructure development of the PNP. The PHP4.7-million building is located in a lot donated by the local government of Lupon. Gaerlan said the Lupon police station building project was just one of the 60 police stations in Davao Region that will be constructed by the PNP. (c) Any person/s or business establishment celebrating its special occasion wants to use firecrackers, or pyrotechnics device or other similar devices to highlights their occasion is hereby allowed upon securing Permit to the municipal Government and upon approval of the mayor and safety first is observe. For the first offense, a fine of one thousand five hundred pesos (P1,500.00) or imprisonment of not more than one (1) month but not less than twenty (20) days, or both fine and imprisonment, at the discretion of the court. b) For the second offense, a fine of two thousand Pesos (P2,000.00) or imprisonment, of not more than three months but not less than one (1) month, or both fine imprisonment, at the discretion of the court. c) For the third offense, a fine of two thousand five hundred Pesos (P2,500.00) or imprisonment of not more than Six (6) months but not less three (3) months, or both fine and imprisonment, at the discretion of the court. If the violation is committed by a business establishment, the President or General Manager or the person, acting in behalf of either the President or General shall be held liable in the case of a corporation or partnership, or the owner or proprietor or the person acting in his behalf shall be held responsible in the case of a single proprietorship. In addition to the foregoing penalties, the business permit of the business establishment shall be cancelled by the Municipal Mayor upon the commission of the third offense. Section 4. SEPARABILITY CLAUSE- Should any of the provisions of this ordinance be declared inoperative by the court for being inconsistent with the constitution or the law, the other unaffected provisions of this ordinance shall remain in full force and effect. Section 5. REPEALING CLAUSE- Any and all ordinances or parts thereof which are inconsistent with the provisions of this ordinance are hereby repealed or modified accordingly. Section 6- EFFECTIVITY - This ordinance shall take effect after its approval and after three (3) consecutive weeks of publication in a newspaper of general circulation. MUNICIPAL ORDINANCE NO. 091-2017 By Virtue of Resolution No. 90-2017 “ AN ORDINANCE IMPLEMENTING FORCED EVACUATION AS A LAST RESORT WHEN A DISASTER OR EMERGENCY HAS BEEN DECLARED IN THE MUNICIPALITY AND DANGER OF LOSS OF LIVES BECOME IMMINENT, PROVIDING PENALTIES THEREOF AND FOR OTHER PURPOSES”. BE IT ORDAINED BY THE SANGGUNIANG BAYAN NG IMELDA, ZAMBOANGA SIBUGAY THAT: SECTION 1. DECLARATION OF POLICY. It is the declared policy of the Municipality of Imelda to protect the lives of its residents at all times and whenever possible mitigates the effects of man-made and natural disasters within the locality. SECTION 2. DEFINITION OF TERMS. As used in this Ordinance: 2.1. “Disaster” - means the result of a natural or man-made event which causes loss of life, injury and property damage, including but not limited to natural disasters such as hurricane, tornado, storm, flood, high wind and other weather related events, and man-made disasters, including but not limited to nuclear power plant incidents, oil spills, explosion, civil disturbances, public calamity, acts of terrorism, hostile military action and other events related thereto; 2.2. “Imminent Danger” - means an immediate threat of harm; 2.3. “Evacuation” - means an operation whereby all or part of a particular population is temporarily relocated, whether individually or in an organized manner, from an area in which a disaster or emergency has been declared and is considered dangerous for health or safety of the public; 2.4. “Gender- Based Violence (GBV)” - is any harmful act that is perpetrated against a person’s will on the basis of gender differences. GBV is already pervasive in times of peace but may escalate during emergency situations; 2.5. “Forced Evacuation” - means an evacuation ordered as a resort when a disaster or emergency has been declared and danger of loss of life is imminent and conditions exist that critically imperil or endanger the lives of those in a defined area. This is also synonym with the word “pre-emptive evacuation”. 2.6. “Short Blast of the Siren” – means three minutes of sounds from the siren without a cut 2.7. “Long Blast of the Siren” – means uncut sounds of the siren until it heard by the people who are in danger. SECTION 3. TRAINING AND ORIENTATION ON DISASTER RISK REDUCTION AND MANAGEMENT. The Municipal Disaster Risk Reduction and Management Office (MDRRMO) shall organize and conduct training and orientation on the possible natural hazards, vulnerabilities and climate change risks as well as knowledge management activities on disaster risks reduction and management within the locality at least once during summer as declared by the Philippine Atmospheric and Astronomical Services Administration (PAGASA). The foregoing trainings, orientations, activities and information dissemination shall be intensified and made every March to April at the onset of the rainy season as declared by the PAGASA. During the aforesaid trainings and orientations, the MDRRMO shall also discuss and highlight in dialect known by them RA 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010; DILG MC No. 2012-35 dated 21 February 2012 regarding the Guidelines in Ensuring Public Safety During Man-Made and Natural Disasters; this Ordinance; and other laws, rules and regulations on disaster risk reduction and management. The MDRRMO is also encouraged to conceptualize posters, newsletters, brochures and pamphlets regarding disaster risk reduction and management and cause the same to be posted at the conspicuous places of the municipality and/or, if possible, disseminate through radio and TV advertisements. SECTION 4. FORCED EVACUATION. If upon the assessment or determination of the MDRRMC or BDRRMC, forced or pre-emptive evacuation of local residents is already necessary, said Council shall immediately make recommendation of such assessment or determination. On the basis of such recommendation, the Municipal Mayor or the Punong Barangay shall immediately declare the implementation/enforcement of forced evacuation which shall include, but shall not be limited to, the following: a. The designated area where vehicles provided by the municipal and barangay governments are waiting to transport local residents to the identified evacuation centers; b. Evacuation centers or such places where the evacuated local residents will be temporarily placed; c. The necessity of the evacuated local residents to stay in the aforesaid evacuation centers until there be another issuance declaring that the imminent danger within the affected area is no longer there, if this is still ,possible; and d. Measures ensuring the safety of local residents in the evacuation areas. However, immediately after declaration of evacuation but before actual implementation/ enforcement thereof, the municipal or the barangay governments shall see to it that the local residents are informed in dialect known to them of the need to evacuate and that there is no other alternative way to ensure their safety. In case that the determination or assessment of forced or pre-emptive evacuation is declared by the Punong Barangay, the latter shall, within 24 hours, render written report of the same to the MDRRMC.

SECTION 6. PREVENTION OF GENDER BASED VIOLENCE (GBV) IN EVACUATION CENTERS. During disasters either man made or natural disaster such as typhoon or flood, the open living conditions in evacuation centers on stress and breakdown of community norms and protection put women and their children at risk of Gender Based Violence. Women are exposed to all forms of sex-related violence and children are also exposed to exploitation and child trafficking. Incidents of Gender Based Violence are expected to increase due to stress and breakdown of community norms and protection. The following measures shall be considered: a. The designated area where vehicles provided by the municipal government are waiting to transport local residents to the identified evacuation centers; b. To construct a separate and secure latrines and bathing facilities and breastfeeding room with adequate lighting for women and mothers. c. Ensure free access of pregnant women and mothers to ante-natal and post natal care. d. Conduct strong information campaign on the merits of Family Planning alongside responsible parenting sessions. e. Recruit women volunteers to join the rescue team to do the rescue of women during disasters. f. Capacitate Evacuation Centers’ staff in the prevention and management of Gender Based Violence (GBV).

Section VIII – Parking on both side of F. Talaver Street and Boulevard Street is strictly prohibited.

SECTION 7. ENLISTED OF ASSISTANCE OF OTHER GOVERNMENT AGENCIES AND THE CREATION OF PRE-EMPTIVE EVACUATION UNIT. In declaring the implementation/ enforcement of forced evacuation, the members of the PNP, AFP, BFP, BJMP and other national agencies stationed in the political territory of Imelda, and Barangay Officials assigned in or of the affected locality or area may be enlisted by the Municipal Mayor to form part of the Pre-emptive Evacuation Unit. The regular members of the unit shall be composed of the following: Under the over-all command of the Municipal Mayor The Municipal Administrator - Team Leader The Sangguniang Bayan, Chair of Public Safety - Co-Team Leader The MDRRM Officer - Member The Chief of Police - Member The Municipal Fire Marshall - Member The CO of 44th IB, PA - Member The Chief Warden of the BJMP - Member The Municipal Engineer - Member The MSWD Officer - Member The Department of Education Superintendent - Member The Municipal health Officer - Member Concerned Barangay Captain/s - Member All emergency measures adopted shall be a coordinative and collaborative effort between the Municipal Government, BJMP units, BFP units, AFP units and PNP units or the barangay concerned. The Force Evacuation Unit will form part of the Incident Command System Organization, under the operation section. SECTION 8. POWERS AND FUNCTIONS. Upon the declaration of force or pre-emptive evacuation, the following shall have the following functions: a. The Pre-Emptive Evacuation committee shall be responsible for the dissemination of information on the evacuation pointing out the potential dangers on the residents and to the emergency responders; and providing citizen adequate information and assistance to escape from the path of disaster. Likewise, the committee shall be responsible in determining the assistance needed for the recovery of the evacuees. b. All personnel involve in the forced/pre-emptive evacuation must wear their uniforms and protective gears to ensure their safety. c. The Municipal Social Welfare and Development Officer must ensure the standard operation of the evacuation center and provide relief, if applicable based on the availability of funds and resources, especially to the sick and elderly. d. Members of the Barangay Disaster Risk Reduction and Management Council should go house to house to ensure that all citizens in the area prone to be affected are evacuated and to convince further those who refuse to evacuate impressing on them the gravity of the risk. e. Personnel of the Municipal health Office must be utilized in the course of evacuation to ensure that all health concerns and emergencies are provided. The same personnel should also be designated in the evacuation centers to prevent epidemics from occurring. Especial Care and medical assistance shall also be provided for the sick, the elderly and PWD. f. The Municipal Engineering Office must provide the necessary vehicles needed in the evacuation, and enlist help/assistance of vehicles from the private sector if so needed. g. The PNP and local traffic enforces shall provide a road contingency plan for the orderly evacuation of residents. All emergency measures adopted shall be a coordinative and collaborative effort between the Municipal Government, BJMP units, BFP units, AFP units and PNP units or the barangay concerned. SECTION 9. REFUSAL OF LOCAL RESIDENTS TO LEAVE THEIR HOMES OR, AFTER EVACUATING GOES BACK THEREIN WITHOUT AN ORDER ALLOWING THEM TO DO SO. In the event that the local residents refuse to leave their homes, or after evacuating, go back to their homes/affected areas without an order issued to this effect, the Municipal Government as well as the members of the MDRRMC, BDRRMC, LGU Offices, mobilized units of the PNP, AFP, BFP and the BJMP may use such physical force that is commensurate under the circumstances, without discrimination and with conscious attention to the needs of vulnerable sectors such as children, women, the elderly and persons with disabilities, with the end view that lives are safely secured. SECTION 10. BUDGETARY REQUIREMENTS. Budgetary requirements due for this Ordinance shall be chargeable from the 5% Disaster Risk Reduction Management Fund (DRRMF). SECTION 11. PENALTY CLAUSE. Any persons found to violate any of the pertinent provisions of this Ordinance shall be subjected to a fine of Two Thousand Five Hundred Pesos (Php2,500.00) or imprisonment of not less than 30 days but not exceeding 1 year, or both, at the discretion of the court. And any public official found to violate any of the pertinent provisions of this Ordinance shall be subjected to criminal and/or administrative sanctions as may be imposed under existing laws, rules and regulations. SECTION 12. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this Ordinance or any part thereof, or the application of such section, provision or portion is declared invalid or unconstitutional, the remainder thereof shall not be affected by such declaration. SECTION 13. REPEALING CLAUSE. Any ordinance, order, memorandum or rule and regulation which is inconsistent with the provision of this Ordinance is hereby modified or repealed accordingly. SECTION 14. EFFECTIVITY. This Ordinance shall take effect after approval and after publication in a newspaper of general circulation within the Municipality. MUNICIPAL ORDINANCE NO. 093-2017 By Virtue of Resolution No. 91-2017 “AN ORDINANCE DECLARING THE F. Municipal Ordinance No. 094-2017 By Virtue of Resolution No. 085-2017 “AN ORDINANCE CREATING THE MUNICIPAL DANGEROUS DRUGS ADMMINISTRATIVE BOARD OF IMELDA, ZAMBOANGA SIBUGAY AND PROVIDING FUNDS THREFOR.” Be it ordained by the 13th Sangguniang Bayan of Imelda, Zamboanga Sibugay during its Regular Session Assembled that: Section 1. TITLE - This Ordinance shall be known as the “The Municipal Dangerous Drugs Administrative Board of Imelda, Zamboanga Sibugay” Section 2. COMMPOSITION- The Municipal Dangerous Drugs Administrative Board is hereby composed of the following: Chairman: Dr. Myrna Cabral-Salomes, Municipal Health Officer Member: 1. Chief of Police 2. Municipal Social Welfare Officer 3. SB Committee Chairman on Peace in Order Section 3. POWER AND DUTIES- The following are the powers and duties of the Municipal Dangerous Drugs Administrative Board: a. Receive complaints for the abatement of drug related public nuisances; b. ABATEMENT OF DRUG RELATED PUBLIC NUISANCE – Pursuant to Section 52 of the Republic Act 9165 and its implementing Rules and Regulations, otherwise known as the Comprehensive Dangerous Drugs Act of 2002, any place or premises which have been used as drug dens for pot sessions and other similar activities may be declared to be a public nuisance and such nuisance may be abated the following procedures. a) Any employee, officer or resident of the Municipality of Imelda may bring a complaint before the Municipal Dangerous Drugs Administrative Board after giving not less than three (3) days written notice of such complaint to the owner of the place or premises at his/her last known address; b) Within three (3) days from receipt of the complaint, hearing shall the be conducted by the Municipal Dangerous Board with notice to both parties and the administrative board may consider any evidences submitted, including evidences of general reputation of the place or premises; c) The owner/manager of the premises or place shall also be given an opportunity to present any evidence in his/her defense; d) After hearing, the Administrative Board may declare the place or premises to be a public nuisance and e) The hearing shall be terminated within ten (10) days from commencement. Section 5. HONORARIA FOR MEMBERS OF THE ADMINISTRATIVE BOARD- The members of the Administrative Board shall be entitled to receive honoraria in the following manner: a) Five Hundred pesos (500.00) per month for the chairperson and; b) Four Hundred pesos (400.00) per month for every member. Section 6. EFFECT OF THE ADMINISTRATIVE BOARD DECLARATION – Pursuant to Section 53 of Republic Act of 9165 and its implementing Rules and Regulation; if the administrative board declares a place or premises to be a public nuisance, it shall issue an order immediately prohibiting the conduct, operation and maintenance of any business or activity which is conducive to such nuisance. The Municipal Mayor shall implement the order of the administrative board within fifteen (15) days from receipt thereof and shall implement the order of the administrative board within fifteen (15) days from receipt thereof and shall assume full responsibility in seeing to it that the order is immediately complied with. The order issued by the administrative board shall expire after one (1) year from the date of issuance, or at such an earlier time as stated in the order. The administrative board may bring a complaint seeking a permanent injunction against any nuisance described under RA 9165 and its implementing Rules and Regulations. The administrative board, upon showing that the place is no longer a public nuisance, may conduct hearing with the complaint duly notified, for the possible lifting of the order. Section 7. WITHOUT PREJUDICE TO THE FILING OF A CRIMINAL CASE, AND THE DECLARATION AND/OR ABATEMENT OF ANY NUISANCE UNDER THE CIVIL CODE AND THE LOCAL GOVERNMENT CODE OF THE PHILIPPINES- The ordinance is without prejudice to the filling of a criminal case against the owner of a place or premises declared as drug related public nuisance pursuant to Section 6, of RA 9165. This does not restrict the right of any person to proceed under the Civil Code on public nuisance. Neither shall this restrict the power of the Sangguniang Bayan to declare and/or abate any nuisance under Section 447 (a)(4)(i) of the Local Government Code. Section 8. APPROPRIATION- The amount of at least Fifty thousand Pesos (50,000.00) shall be appropriated annually for the effective implementation of this ordinance. Section 9. SEPARABILITY CLAUSE- Any provision of this ordinance found to be unconstitutional shall not affect the other which shall remain to be in full force and effect. Section 10. REPEALING CLAUSE- Any ordinance found to be inconsistent with this shall be deemed repealed or modified accordingly. Section 11. TRANSITORY PROVISION - The amount appropriated in the 2018 Municipal Development Plan for Anti- drug Abuse Program shall also cover expenses for the implementation of this ordinance until such time that a regular appropriation to be enacted under section 8 hereof.

Accordingly, China’s invitation of Kim and his wife to Beijing helped tone down the mentality that it is not keen on the North’s diplomatic stance. Earlier, President Xi Jinping had announced that China had embraced the goal of denuclearization of the peninsula with no concession whatsoever. That historic visit of Kim to China took him to make the first step -- by offering to halt weapons tests, discussed denuclearization and drop objections to U.S.-South Korean military exercises. Seoul brokered Kim’s offer of direct talks that astounded the world – a Korean drama for now, yet it could easily pass as a real telenovela if the two countries at odds would embrace peace with finality. For now, the two Korean leaders are acting like mountain climbers, trying to reach the peak and establish a base camp there in which they could agree on a great bargain – that of attaining world peace. What needs to be done is a bold stroke notwithstanding the big risks the two leaders may encounter on that unified base camp. But this base camp has to be high enough up the mountain, anchored with enough specific provisions to last a lifetime of bilateral talks. Strangely enough, perhaps this could lead to a very decisive achievement the world would soon rejoice. As I can recall, members flocked to our branches on the deadline of the previous LRP last April 27, 2017. So for those who were not able to apply, this is your time to clean your outstanding loan balance and regain your good-standing with SSS,” Dooc said. The LRP allows memberborrowers to settle their overdue loan principal and interest in full or by installment under a restructured term depending on their capacity. For both schemes, SSS shall waive all the loan penalties after the member has completed paying the restructured loan. The program covers all member-borrowers who have past due loans like the Salary Loan, Emergency Loan, Educational Loan (old), Study Now Pay Later Plan, Voc-Tech Loans, Y2K Loans and Investments Incentive Loan. To qualify under the second LRP, the loan must be past due for at least six months from the start of the second implementation of LRP. Member-borrowers must be residing or working as of the date of the disaster in a calamity/disaster-stricken area declared by the National Disaster Risk Reduction and Management Council (NDRRMC) or in the case of Ondoy, by the National Government. All 256 SSS branches and service offices nationwide will start accepting applications to LRP starting April 2, 2018. Qualified members only have six months to avail of the program or until October 1, 2018. “Loan payment is inevitable for our members. Even if they avoid paying the loan amount at present, these loans - the principal amount plus interests and penalties - will be deducted from any final benefit they are entitled to like retirement, total permanent disability and death,” Dooc said. Dooc, however, reminded borrowers who have approved LRP applications in 2016 to 2017 that they are no longer qualified to apply under the second LRP.
