MARAWI CITY -- The Lanao del Sur Police Provincial Office (LDSPPO) and the 103rd Infantry “Haribon” Brigade of the Philippine Army deployed rolling stores in different towns of Lanao del Sur to address the needs of the residents amid coronavirus disease (COVID-19) threat.

LDSPPO chief PCol. Madzgani Mukaram said this initiative aims to ensure that residents have access to basic food and commodities following the suggested retail price of the Department of Trade and Industry.

“Sa tulong ng mga rolling store, hindi na kailangan pumunta sa palengke ng mga residente para bumili ng pangangailangan nila dahil iikot ito bawat barangay,” said Mukaram.

[The residents no longer need to go out to the markets since the rolling stores will visit every barangay.]

They started deploying rolling stores in Bayang, Buadipuso Buntong and Poona Bayabao, Lanao del Sur. Meanwhile, residents of Balindong, Madalum and Sultan Dumalundong, Lanao del Sur can buy goods from the rolling store of the 103rd Infantry Brigade.

LGU Marawi sets up decontamination tents as a precaution against COVID-19 Zamboanga City starts distribution of food packs

MARAWI CITY) -- The city government of Marawi installed decontamination tents to bolster health measures against the coronavirus disease (COVID-19).

The walk-through decontamination tents will disinfect individuals entering the city. These are installed at the Marawi City Hall, Emie Punud-Sagonsongan intersection, and in the boundaries of Marantao and Ramain, Lanao del Sur. Increasing safety protocols amid the public health crisis, the tents have foot baths and a diffuser system that sprays disinfectants whenever a person walks in.

Caraga Army unit lists PUI, 8 PUMs for Covid-19

BUTUAN CITY – A soldier of the Army’s 23rd Infantry Battalion has been listed as a patient under investigation (PUI) with mild symptoms while another eight are

considered persons under monitoring (PUMs), a top Army official said Tuesday.

Lt. Col. Francisco L. Molina, Jr., 23IB commander, told the Philippine News Agency (PNA) that the eight Army troopers were on

vacation and no longer allowed to travel back to their headquarters after confirmation that their respective hometowns have been hit by the 2019 coronavirus disease (Covid-19).

“I ordered them to stay

home, do not travel, and have themselves undergo self-quarantine. We listed them as PUMs as they are in an area with positive Covid-19 cases though they did not have any symptoms such as cough, cold or fever,” Molina said.

The Army personnel listed as mild PUI did not have record of travels in areas with positive cases of Covid-19, he added.

“He had a cough and

complained of a sore throat so we immediately segregated him in a place outside our camp. He stayed there alone and being monitored by health personnel,” Molina said.

Molina also stressed that as of Monday, (March 30), the PUI was in good condition and already recovered from cough and sore throat.

ZAMBOANGA CITY -- The city government started on Tuesday the distribution of food packs to the residents amid the coronavirus disease 2019 (Covid-19) health crisis.

City Social Welfare and Development Office (CSWDO) Chief Ma. Socorro Rojas said the local government is targeting to distribute food packs to some 150,000 poor families.

Each food pack contains three kilos of rice, three noodles, three canned sardines, and three canned beef loaf or corned beef.

Rojas said Tuesday’s distribution was focused on five of this city’s 98 barangays. These are the barangays of Zone 1, Lumbangan, Lumayang, Sinunuc, and Tugbungan. It was supervised by the CSWDO staff and City Council members, in coordination with barangay officials.

City Councilor Elbert Atilano said they are going house-to-house to distribute the food packs to the identified beneficiaries.

“They don’t need to go out of their residence,” Atilano said.

City Information Officer Sheila Covarrubias earlier said the identification of beneficiaries was undertaken by the Tricycle Adjudication Board (TAB) and the City Administrator’s Office in collaboration with the Office of the Mayor.

Meanwhile, Rojas said that the next distribution of food packs will be undertaken by the Department of Social Welfare and Development (DSWD).

President Rodrigo Duterte has ordered the distribution of food assistance to help alleviate the plight of the residents amid the enhanced community quarantine brought about by the Covid-19 health crisis.

Oro Rotarians mobilize for COVID-19 front liners THE Rotary Clubs of Cagayan de Oro are mobilizing their resources to answer the call for assistance in securing urgently needed medical supplies for the Northern Mindanao Medical Center (NMMC), the only COVID-19 referral hospital in Region.

One of the clubs, the Rotary Club of Cagayan de Oro East Urban, has already delivered to NMMC some of the much needed supplies and continues to procure and locally produce others for the hospital’s front liners.

“Although I’ve been staying in my room since the second week of March, I still managed to discharge my duties as president of the Rotary Club of Cagayan de Oro East Urban and Chairman of the Zone 1 Council of Presidents, Rotary International District 3871 with 13 clubs,” said Rosalinda M. Caragos.

Not “Survival of the Fittest” but through Cooperation I will survive the onslaught of Corona Virus because I am very strong. That is wrong. That dictum “Survival of the Fittest” is wrong!

There is now an evolving consciousness that Darwin’s theory of Survival of the Fittest is flawed and must be debunked, a wrong concept that has given way to a roadmap of paradigm that has justified the gross inequities and social injustices in a world where a few oligarchs are in control, that is, if “fittest” is equated to the strongest, the most aggressive who will defeat anyone who dare to challenge to dominate. That dictum only applies to a jungle-like existence like hungry wolves competing who is the one who will eat a cornered prey.

The “survival of the fittest” principle only survives in a highly competitive world. Certainly, the strongest wins. But competition only works in paradigm called the Neo-Liberal Capitalism concretized by globalization where the

global corporations rule through exclusion of the poor and the oppressed.

We must understand that competition has not always been a driving force in human societies. The scientist and philosopher Peter Kropotkin writes: “If we ask nature who are the fittest: those who are continuously at war with each other or those who support one another?” We at once see that the animals which acquire habits of mutual aid are undoubtedly the fittest.

They have more chances to survive and they attain, in their respective classes, the highest development of intelligence and bodily organization.”

That mindset of the strongest controlling everything has worked for the beasts in a world where the name of the game is survival. It should not be the case now where the name of the game should be sharing, cooperation and service.

It is horrible even to contemplate the present

economic order in a world where only eight families have a total wealth equivalent to the total assets of more than 3.6 billion earthlings based on a study by Oxfam. I can only surmise that these billionaires with their tremendous financial rakings at the expense of the people and the environment are justifying such economic domination because afterall it is survival of the fittest and they are the fittest who would crash down anyone in business. No sir! Enough is enough of so much unbridled materialism and consumerism. That theory has reduced man who is an embodied spirit created by God in His image and likeness to being just a beast. That flawed theory has spawned a wrong development paradigm called Neo-Liberal Capitalism, a growth-at-all-cost development strategy that has sacrificed Mother Earth and the people to the altar of greed and profit. History tells us how man has become so dominating that

wars have to be resorted every time threats to one’s domain loom.

There is no need to live in that jungle-like world anymore. The universe is unfolding so fast that there are so many things to do, to know, to discover and to explore. No need to prove who is the best but the only path is to cooperate, to work together, to be one so that humanity can journey to a higher level towards spirituality. Each one of us is a stream of consciousness that must be connected to each other to gain strength towards that Ocean of Consciousness called Love, called God! So the meaning now of the “fittest,” is the most cooperative, the most loving, the most service-oriented. Manila port may shut down in 6 days with undelivered cargo PPA General Manager Jay Santiago was interviewed on ANC explaining the need to shut down the Manila port for 6 to 8 days as it gets swamped by undelivered cargo due to congestion Manila’s port, which is vital to the country’s trade and the delivery of much needed medical supplies amid the COVID-19 crisis.

The port is trying to accommodate as much cargo as it can, but only 40 per-

cent of what they discharge actually moves out of the port’s gates.

He estimated that if containers continue to pile up, the facility will be unable to process any more cargo which would need to halt operations because it has reached maximum capacity.

When this happens, the PPA may tell cargo ships to wait further until they can be accommodated or tell them to just move to

their next port. If this happens, cargo that should be delivered to the Philippines will not get delivered.

What a loss as some of those cargoes are the medicines medical equipment, the PPEs that we badly need and the foodstuffs that we really need.

Religious protection not persecution

IN the early stage of Christianity there were many instances the followers of Christ were persecuted and restricted in sharing about Christ and gathering for prayers, read your Bible in the book of Acts Chapter 4:18-21 also in Acts 5:1729. Instead the followers of Christ shouted they would rather obey God rather than men.

In our recent global pandemic, many of the followers of Christ are confused either to obey God by not neglecting the Sunday worship and home bible studies or to obey the government to stay at home and cancel Sunday gatherings and home

prayer meetings. (Hebrews 10:25 or Romans 13:1-4) Currently, there are 792,509 confirmed cases of Covid19 in 195 countries with 37, 947 deaths.

To us who believe in the Bible as God’s guide for success, we also believe that this virus that killed thousands of lives is a tool to destroy human lives and families therefore it is also spiritual warfare. In this kind of global war, we will use our spiritual weapon in Ephesians 6:10-18 at the same time we will not go to war without wise guidance. Our Holy Bible in Proverbs 24:6 tells us that in war, victory depends on

having many advisers. Let us listen to the advice of our President and all elected government officials to combat and restrain Covid19. If local officials allow Sunday gatherings then follow all the preventive measures required, if they advise us to cancel Sunday gatherings momentarily then let us obey them. Some pastors in the Philippines and other countries were jailed and legal cases filed against them.

Some believe that the church today is under persecution.

Campaign vs. hoarders, profiteers to continue: DTI

MANILA — The Department of Trade and Industry (DTI), along with the National Bureau of Investigation (NBI) and the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG), seized over PHP15 million worth of alcohol, hand sanitizers, face masks, and thermal scanners in separate operations across the country.

“We continue to warn establishments against raising their prices and taking advantage of the Covid-19 (coronavirus disease 2019) situation,” DTI Secretary Ramon Lopez said.

Citing the DTI-CIDGNBI summary report, Lopez said a total of 62 operations have been conducted nationwide on March 18 to 28.

The NBI conducted 26 operations and arrested 64 individuals while CIDG conducted 36 operations wherein 59 individuals

found hoarding and selling overpriced medical supplies have been arrested by authorities.

DTI, together with the Department of Agriculture (DA) and the Department of Health (DOH), released on March 18 Joint Memorandum Circular No. 2020-01 ensuring the proper implementation of the price freeze on basic necessities and prime commodities, which shall last for 60 days from the declaration of the state of calamity on March 16, unless sooner lifted by President Rodrigo Duterte.

“Through the JMC of DTI, DA, and DOH, we reiterate the continuous and strict implementation of the price freeze to prevent hoarding and profiteering for the entire period of the state of calamity,” Lopez said.

Udenna Foundation was flagged about the problem facing the farmers, reached out to AGREA and immediately mobilized companies under the Udenna group namely Worklink of Chelsea Logistics to provide the trucking and muscle for this endeavor, and Phoenix Petroleum to fuel the project.

“When we first heard of the problem, we knew we could do it since we had the trucks and the capability.

However, our biggest concern was our manpower.

Since we were on skeletal manning, we needed to find volunteers who were willing come to work and drive the trucks and serve as loaders,” Worklink President, Mr. Dexter Silva said.

Silva further said, “Our version of frontline heroes came through for us. We had more than our fair share of volunteers and by the grace of God, we were able to deliver the rice and vegetables successfully. Worklink is willing to do it again when asked.”

MANILA – Rising demand for electronic payment is projected in the country after the government imposed a community quarantine for one month in response to the coronavirus disease 2019 (Covid-19) outbreak, the Oxford Business Group (OBG) said.

In a report released on Tuesday, the OBG said the restrictions on the movement of people and business operations could lead to the wider use of e-payment for utilities, banking, insurance, and food delivery services.

“In days preceding this, many firms were actively promoting online payment to enable customers to avoid a late payment penalty, and suggesting they continue to do so going forwards,” it said.

The report added that Filipinos would be inclined to use e-payment methods to maintain social distancing and avoid spreading viruses and bacteria that can be transferred through bills and coins.

“As customers become more familiar with e-payment services, the prospect of their continuing use in a post-Covid-19 setting is strong,” it said.

Aggie dept urges LGUs to buy local farmers’ produce; issues 3,053 foodlane passes in Northern Mindanao CAGAYAN de Oro, March 30 – As the distribution of relief packs is among the initiatives that local governments has been adopting to curb the spread of COVID-19, the agriculture department (DA) urges its officials to consider buying local farmers’ produce.

“Aside from the usual distribution of canned goods and other processed food, we suggest the local government units (LGUs) to engage in buying fresh produce from our farmers,” Carlene C. Collado, officer-in-charge, regional executive director of DA-Regional Field Office 10 (DA-10), reiterated the DA chief ’s appeal.

The DA exec went on to relay that the measure will be ‘a win-win situation for both producers and consumers’.

“By encouraging LGUs to buy directly from our noble providers of food in their respective localities, farmers will have an assured market while we strongly uplift their morale to produce more quality agri-fishery products amid the current health crisis.

Meanwhile, promotion of a healthier diet can also

be achieved through the consumption of these agricommodities by the different households,” the director said.

Dir. Collado also urged the food suppliers, especially those who already have commitments for deliveries across the region to secure foodlane passes from the agency, to fast track their deliveries from production areas to their desired dropoff points.

“Such initiative is coordinated with the Department of Interior and Local Government (DILG) and the Philippine National Police (PNP), with the foremost intent for a seamless distribution of food and production items amid established quarantine checkpoints,” the DA exec elaborated.

Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on JUNE 22, 1999, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile.

Bangon Marawi Chamber of Commerce headed by President Elian Macala has partnered with the Lanao del Sur provincial government, the line agencies of the Bangsamoro Autonomous Region in Muslim Mindanao (BARRM), and some Meranaw businessmen to launch its Rolling Stores project.

According to a MindaNews report filed by Rosslaini Alonto, the rolling stores sell basic necessities such as rice, eggs, vegetables and spices, dried fish, cooking oil, chicken, bread, over-the counter medicines, LPG, purified water, diapers, toiletries although with limits so as to cover as many families in the municipalities who wish to avail of the products. All goods are sold at suggested retail prices.

Seven mobile stores were initially dispatched to the towns of Marantao, Taraka and Bacolod Kalawi on Monday, Lumba Bayabao and Binidayan on March 25 and Piagapo on March 26 and were supposed to go to the different towns of Lanao del Sur every day but were unable to proceed due to the Iligan City travel ban.

In line with its support initiatives to protect healthcare personnel and front liners, PCCI is also coordinating the local production of Personal Protective Equipment (PPEs) with community production lines for PPEs which is now being undertaken by various volunteer organizations in the cities of Cagayan de Oro, General Santos, Davao , Zamboanga, Butuan , Iligan, and Surigao.

“We have emailed to our individual chambers designs/ templates of face masks,/face shields and protective suits for their reference,” Alegrio noted.

As a complement to this, the local chambers are also networking with colleges and universities whose chemical laboratories are producing alcohol for distribution to

front liners in local hospitals and chamber members following the experience of Xavier University (Ateneo de Cagayan) whose chemistry laboratories successfully began production of 70% isopropyl and 70% ethanol alcohol which were donated for the use of front liners at the Northern Mindanao Medical Center, the only COVID-19 referral hospital in Region X. “The Oro Chamber is assisting Xavier Ateneo’s alcohol production through material sourcing of absolute alcohol, the raw material for the isopropyl and ethanol alcohol being processed for the NMMC,” Alegrio said.

The JTF CV Shield is the enforcement arm of the InterAgency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

It is composed of the Philippine National Police, Armed Forces of the Philippines, Philippine Coast Guard and the Bureau of Fire Protection.

“Our Chief PNP, General Archie Gamboa, has already directed all the police commanders to assist us in the implementation of the (Secretary of the Interior and Local Government’s) order,” he said in a press statement.

Eleazar said barangay checkpoints along national highways and provincial roads have resulted in the delay in the movement of basic commodities and also caused confusion among the people, particularly for Authorized Persons Outside Residence (APOR).

“Some of these barangay checkpoints are implementing their own rules which are clearly in defiance of the IATF guidelines. We in the JTF CV Shield have been receiving similar complaints from cargo owners and drivers and even from people who are supposed to be exempted from home quarantine but were being barred in barangay checkpoints. The President’s order is clear: the IATF guidelines should prevail in the ECQ rules,” he added.

Based on the DILG order, Eleazar said only PNP checkpoints are allowed along national highways and provincial roads and that only police personnel are allowed to inspect cargo trucks passing along the major thoroughfares.

He said barangay checkpoints are only allowed on interior roads provided that there is prior coordination with the local police station for their set up and that those barangay checkpoints will be supervised by the local police.

Eleazar explained that the supervision of the PNP on all barangay checkpoints is

necessary to ensure that the barangay officials will not be given any chance to implement rules and regulations that are not aligned with the IATF guidelines, particularly on the APOR. While the ECQ is only Luzon-wide, the order to dismantle barangay checkpoints along national highways and provincial roads also applies to areas in the Visayas and Mindanao as some local government units have also imposed their lockdowns amid the threats of Covid-19. He said about one million medical protective items are being acquired right now, with the government and the private sector working together to purchase or produce the necessary quantities.

Aside from donations to add to its stockpile, the Bureau of Customs (BOC) is currently finalizing a plan to donate seized personal protective equipment (PPE) to private hospitals.

The government is also increasing its capacity to test more broadly to take a fuller and more accurate picture of the spread of Covid-19 in the country, Duterte added.

Currently, the Food and Drug Administration (FDA) of the Department of Health approved the use of five rapid testing kits to detect Covid-19 but only under the supervision of trained health professionals.

The Department of Science and Technology (DOST) also said that locally-developed testing kits will also be commercially available starting April 3.

The Manila HealthTek Inc.-manufactured testing kits were developed by scientists from the University of the Philippines National Institutes of Health and the Philippine Genome Center.

A total of 1,300 testing kits will be manufactured for field implementation and distribution to the hospitals while the remaining kits will be sold for PHP1,300 per kit, cheaper than the ones being used at hospitals which cost about PHP8,000.

Special powers Before the signing of the Bayanihan to Heal as One (Republic Act 11469) law that declares a national emergency and gives him special powers, Duterte said the government was short of funds and medical supplies.

He, meanwhile, vowed to exercise two specific powers under the Bayanihan law “only

when absolutely necessary”.

These are the power to direct the operation of private establishments and the power to require businesses to prioritize contracts for materials and services necessary for the crisis.

The executive branch is required to submit a report to Congress every Monday on how Duterte’s special powers are used. The report must include the amount and corresponding utilization of funds used, augmented, reprogrammed, reallocated, and realigned.

He also vowed to “build, operate, and accredit” more medical facilities and laboratories in the coming weeks.

Health workers’ heroism Recognizing their sacrifices, Duterte thanked health workers and assured them that their efforts will be rewarded.

“Your heroism will not be forgotten. Saludo kami sa inyo (We salute you),” he said.

He also praised health workers who lost their lives while fighting Covid-19.

“May mga doktor na, mga nurses, attendants, namatay.

Sila ‘yung nasawi ang buhay para lang makatulong sa kapwa (There are doctors, nurses, attendants who have died.

They are the ones who lost their lives to help others). It would be an honor to die for your country, I assure you,” he said.

He said he was concerned about the health and wellbeing of other health workers, especially those who would leave behind their families.

“Let the thought comfort you that I really worry about you, that I worry that you will not be able to reach old age with your children and grandchildren,” he said.

He also thanked foreign governments, businesses, organizations, and private individuals for their “overwhelming” donations and support addressing the Covid-19 pandemic.

“On behalf of the Filipino people, I thank you [for your] compassion and your generosity, and my personal gratitude,” he said.

Under the Bayanihan law, a “compensation” of PHP1 million shall be given to the families of public and private health workers who may die while fighting the Covid-19 pandemic.

A total of PHP100,000 will also be given to health workers who contract severe Covid-19 infection while in the line of duty. (PNA)

These are what really matter so that when we die, we will end up in God’s loving embrace. That is how to be Homo Pacem or espiritus luminous, the new consciousness.

That new consciousness is now gaining headways in a materialistic world shifting towards spirituality as manifested by the growth of cooperativism that is founded on time-honored and universally-accepted cooperative principles and practices. There are now more than one billion cooperative members on earth who are exemplifying to the highest degree that biblical line, “serve the least of your brethren and you serve the Lord.” That is also clearly announced in the Holy Scripture and manifested in the song, to quote: “… walang sinuman ang nabubuhay para sa sarili lamang, walang sinuman ang namamatay, para sa sarili lamang. Tayong lahat ay ginawa ng Panginoon, para sa isa’t isa.”

The shift now is from selfaggrandizement to collective power. That talent given to you by God should not be used for self-aggrandizement but to serve one another to propel humanity to greater heights for God’s greater glory. Through cooperation and mutual aid, no way can Covid-19 prevail over us!!

Protecting our Frontliners: The call for service - IDC

IN line with these measures, Italpinas Development Corporation (IDC) through its Primavera Sales Office at Cagayan de Oro City once again donated sanitary gears and alternative PPE’s for Northern Mindanao Medical Center (NMMC).

“In these challenging times, IDC should support our medical frontliners.

They are the first and most important line of defense in our fight against this pandemic” expressed Jose D. Leviste III, the President of IDC. “We have to be fast in delivering our assistance to the front liners.” added Arch. Romolo V. Nati, Chairman and CEO of IDC. Filipino health workers and front liners continue to defend the war zones in this pandemic notwithstanding the challenges they face every day, including the lack of protective equipment (PPE) in hospitals and need for more sanitary gears. The COVID-19 outbreak has left every nation reeling and the Philippines is no exemption.

IDC through its Primavera Sales Office tapped local suppliers to purchase alternative PPEs and sanitation sprayers to donate to NMMC. “With most shops closed, it was difficult to source out materials. We had to be creative. We tapped on various local chat groups in Cagayan de Oro such as the CDO INFO HELP and OPLAN NorthMin Front Liners to help us link up with people who are willing to assist in sourcing materials.

We need to do our share. We need to reach out and help our heroes.” said Clara G. Elizaga, Director for Corporate Affairs and Branding of IDC. IDC is currently mapping out available PPEs from local suppliers to help augment the need for personal protective equipment of medical frontliners across the region. IDC is also planning to expand its assistance across Northern Mindanao especially in Bukidnon where PPE’s and sanitary equipment are also needed.
