A TOTAL of 23 incumbent elective officials were among those arrested by police authorities during the conduct of a one-time-big-time (OTBT) operations aimed at securing the mid-term elections in May. Philippine National Police (PNP) chief, Gen. Oscar Albayalde, said the extensive operations of the Criminal Investigation and Detection Group (CIDG) from March 22 to 28, resulted in the arrest of 168 persons and yielded 137 firearms, and 34 explosives.

Construction of Davao monorail to start in 2020

DAVAO City--The Udenna Corporation, a company owned by business tycoon Dennis Ur Jr., hopes to start the construction of the country’s first monorail project in Davao City next year, a company executive said.

At the Mindanao Business Forum held at the Seda Abreeza Hotel on Friday, Engr.

Udenna Infrastructure Corporation, said the intra-city urban rail transport system called “Davao City Mover Project” would provide passengers a comfortable daily commute.

“In God’s grace, we hope to start the construction next year,” he said.

wanted a “legacy project for Davao” which would address the traffic problem of the city.

He said the proposed 13-kilometer monorail, a straddle-type monorail pegged at a nominal cost of P80 billion, would start from Bangkal, passing along MacArthur Highway all the way to Bankerohan then right to Magallanes Street, left to Claveria, and then to SM Lanang Premier.

QUEZON CITY -- Task Force B angon Marawi (TFBM) is not yet allowing the residents of Marawi’s 24 barangays in the most affected area (MAA) to return home due to safety issues, according to TFBM chairperson and Housing and Urban Development C o ordinat ing C ounci l (HUDCC) Secretary Eduardo Del Rosario.

Del Rosario said in today’s press briefing the MAA was 90-95 percent devastated and it would be a big challenge to clear the area of the improvised explosive devices (IEDs) and unexploded explosive ordinances (UXOs). The clearing operations are expected to be finished in August.

QUEZON CITY -- In a press briefing held by the Task Force Bangon Marawi (TFBM) on March 29, housing czar and TFBM chairperson secretary Eduardo del Rosario has assured the Marawi residents that the task force is still on track in pursuing its target to complete the rehabilitation of the war-torn city particularly the most affected area (MAA).

TFBM executive said the government is still ‘on target’ with respect to its timetable and it will be completed within the term of President Rodrigo Duterte.

“We have more than 24 projects in the most affected area and we have a timeline for each project but all of these will be completed

by December 2021,” Del Rosario stressed.

“Early recovery interventions on relief assistance, livelihood, health and sanitation, education, peace-building, shelter, and so forth were all undertaken from six months to one year,” he maintained.

Del Rosario refuted his critics saying the “TFBM is still on track in regard to Marawi rehabilitation and there is no delay.”

He also expressed confidence that the Marawi rehabilitation would be almost complete in December 2021. “ There is no empty promise. We are moving forward and we are on track.

We are not delayed in as far as the final rehabilitation will be completed,” he assured.

Army Engineering Brigade accepts Marawi rehab challenge BALO-I, Lanao del Norte -- A newly reactivated Army Brigade is now involved in the massive reconstruction of the Marawi City’s 24-barangay most affected area (MAA), which is now under debris clearing.

According to Brigadier General (BGen) Ramon Ruiz, commanding officer of the 55th Engineering Brigade based here, the first batch of heavy engineering equipment arrived at Iligan Port on Feb. 1, 2019 purposely to help in the rehabilitation

and rebuilding of Marawi under the supervision of Task Force Bangon Marawi (TFBM).

“Our two battalions were already deployed in Marawi helping in the construction of temporary shelters, schools and debris clearing joining the Joint Task Group Builders,” Ruiz explained.

Under “Horizon 2” of the Armed Forces of the Philippines (AFP) Modernization Program, the 55th Engineering Brigade will acquire 54 out of 248 assorted units of heavy equipment, which will be distributed

on the four other Army Engineering Brigades, Navy and Air Force Engineers in the country.

The equipment, which have a contract price of P1.56 billion, were formally awarded by the Department of National Defense (DND) in a symbolic handover ceremony held at LapuLapu Grandstand, Camp Aguinaldo, in Quezon City on Wednesday with DND Undersecretary Cardozo Luna representing Defense Secretary Delfin Lorenzana, AFP chief-of-staff Gen. Benjamin Madrigal Jr. and

deputy chief-of-staff for logistics, Maj. Gen. Pio Q. Diñoso III in attendance.

The army official also assured that just like any other engineering brigades, the 55th Engineering Brigade is capable of helping Marawi rise again.

“Despite our constraints, we do our best in any task that is given to us by our superiors because we are mission-oriented.

Whatever we do, we do it to the best of our abilities for our country and for our people,” Ruiz stressed.

Pagalungan reports on state of the municipality PAGALUNGAN, Maguindanao -- This local government is strengthening its peace and development agenda as revealed by its chief executive during recent state of the municipality address (SOMA).

Mayor Salik P. Mamasabulod said that in the aspect of infrastructure, various projects were implemented. The mayor said they were able to construct a fivekilometer road out of their twenty percent development fund, at least ten kilometers have been constructed by partner government agencies, and some four kilometers as priority road.

“Building of roads is one of our top priorities since it will help boost our economy,” he stressed.

Aside from that, the Linandangan-Siphon is likewise a great aid in the transportation of local populace. The project was funded by the National Irrigation Administration MAL-MAR Phase 2.

Further, the mayor said Pagalungan is also a beneficiary of an Italian Government program being implemented by the Department of Agrarian Reform- Maguindanao.

“We are glad to inform you that we are the first to finish the project and became a model. We finished the rehabilitation of the one kilometer all-weather road with a box culvert along Barangay Inug-ug.

There is also another 300 meters in Barangay Kudal and some more infrastructure projects,” he said.

In addition, the mayor said various heavy equip-

ment were also purchased to aid the services being extended by the local government to the people.

In terms of education, the municipal government extends honorarium to at least 106 volunteer teachers and another 120 members of HULMA to supplement the lack of teachers in schools.

“For social security, we conducted free birth registration for children from 0 to 4 years old. 4Ps is also well implemented here.

We also gave assistance to our centenarian citizens and senior citizens. In terms of health, we finished the construction of two health centers while another one is ongoing at Barangay Kudal. We also renovated our Rural Health Unit,” he said.

In the aspect of peace and order, drugs and criminality, the mayor said they are glad to announce that 11 out of 12 barangays are now drug-cleared.

“Earlier, I told our barangay officials to coordinate at all times with our local police and the armed forces to ensure the safety of our populace.

Our Barangay Peacekeeping Action Teams and Barangay Anti-Drug Abuse Councils are in place,” Mamasabulod said.

Further, Mamasabulod said that in the past they have already conducted series of Islamic Symposium anchored on anti-terrorism and illegal drugs.

“All other aspects also share significant contribution in where we are today,” the mayor said.

THERE could be more in the Duterte’s list.

Corruption in government, according to Duterte is endless so packed with immense power and dominance.

He considers the fight against corruption and drugs as a war within, not without.

His tough stance, disciplinary grit and endearing figure of a father are no match with the continuing

malfeasance in the bureaucracy.

Not even Duterte’s incorruptibility and sympathy for the masses are doing any good yet he consistently doing the extra mile -- bravery in governance.

The fight against the illegal drug trade continues.

Yet there is one thing that needs to be addressed upon fast and furious, and that is the campaign against graft and corruption in all

fronts in the bureaucracy.

There never was a President who traded guts and fury with the communist insurgents, calling their ageing Chairman Joma Sison to be man enough by returning home and face him off squarely.

There never was a leader of this country who openly cursed the Catholic hierarchy, naming some of the members of the clergy as homosexuals, corrupt and

-oooWHAT IS THE REMEDY VS. ABUSIVE FOREIGNERS INVADING RP? Many readers of our column “Kakami Mo Ang Batas” have raised various questions about the column entitled “Warning against foreigners invading us”. Many of these questions dwelt on only one thing though: what is the remedy so we can stop, first, foreigners invading at will our country, and, second, their voracious usurping for themselves the nation’s wealth and natural resources?

Amazement was what I felt with those questions. It showed that there are still a good number of Filipinos who are still concerned about what is happening around us, especially about the proliferation of Chinese nationals and other foreign-

ers in various parts of the Philippines. Be that as it may, what truly amazed me no end was this: there are now countless Filipinos who no longer know the age-old warnings about self-seeking and ruthless foreigners coming to our shores.

This lack of knowledge about these ancient warnings among our people demonstrates one truly grave and serious problem.

Indeed, while many of us have proclaimed, and even now continue to shamelessly proclaim, that we are Christian believers, the “Christian faith” of many has remained still very much incomplete---and, therefore, quite useless, both in this life and in the life hereafter---on account of their inexplicable failure to be taught about, and truly understand, the basic book of Christians worldwide, the Bible.

-oooREADING AND OBEYING THE BIBLE IS THE REM-

EDY: If only Filipinos who call themselves “Christians” truly aspire and strive to be true Christian believers, they would be relentlessly reading and faithfully obeying the Bible. For the truth is that, the Bible is the only book in the whole world that contains basic instructions for all mankind before leaving earth.

So, the word “Bible” is really an acronym: B (basic), I (instructions), B (before), L (leaving), E (earth). Viewed this way, to explain what the Bible really means and contains, we will immediately realize that it is very important for those who say they are Christians to be reading it, memorizing it day and night, and obeying each and everyone of the commands written therein.

Yes, I ask: how can Christians become aware of the basic instructions they must learn and then carry out before they will leave this earth if they do not have with them the book about these instructions, the Bible?

The foreigners will be the one to lend to you, while you will not be able to lend them anything, precisely because of your poverty.

NAAWAN, Misamis Oriental--The argument peddled by defenders of the regime is that the International Criminal Court cannot run after President Duterte and President Xi for the alleged crimes they have committed against humanity for lack of jurisdiction; the Philippines has already withdrawn from the International Criminal Court and China is not a signatory member of the Rome statute.

The logic contradicts law enforcement realities or practices on the ground. Any country can nab a suspected criminal that threatens its security and disturbs its peace. The suspect need not be a national of the country; he could be an alien or a stateless person.

If any country can do it, there is no reason why the ICC as an arm of the United Nations, a community that

represents humanity, cannot run after any evil wrongdoer that disturbs the peace of humanity regardless of his country of origin, that is, whether it is a member state or not of the UN or a signatory or not of the Rome statute.

Withdrawal as a method to avoid something to happen presupposes that the thing to withdraw has entered and is still inside.

Otherwise what is to be withdrawn?

The Palace claims that the Philippines was from the beginning not a member of the International Criminal Court. If it is so then why did it pull the country out from that UN body?

There could be no other explanation, a self-serving one – to protect the skin of PRRD who has been charged in that body of committing a crime against humanity.

————————— If you borrow money from the bank, you have to abide with the loan terms of the bank, not on some terms you wish for. You either take it or leave it.

This is the situation we are in with our loans with China. The Philippines has no choice but to abide by China’s terms. It’s accordingly natural for China to do anything to secure its interest, like insisting some collateral for said loans, say the natural resources of the country, for the Chico River Project loan. And the Philippines, the borrower, can have it or leave it, said more or less the Palace communicator and legal adviser Salvador Panelo.

While this sounds logically correct, at this point we cannot simply decide to take it or leave it. The loan

agreement had already been signed. If the Philippines has agreed with the terms without thinking, then it has to suffer the consequences for negligence. Unless, of course, on seeing the light, the Philippines unilaterally rescinds the loan agreement or withdraw from it before any fund is released. But this is wishful thinking. Duterte would never dare embarrass and sour his sweetheart relationship with China.

At any rate, China gets what it wants with or without the loans. In fact, it has already gobbled our national patrimony and grabbed our sovereign territory in West Philippines Sea and has in effect made our country its vassal state. Almirante named IBP-Misor new prexy

CAGAYAN DE ORO CITY -- The newly elected president of the Integrated Bar of the Philippines(IBP) Misamis Oriental Chapter, Atty.Carlo Antonio Almirante has assumed office on April 1 2019.

IBP-Misamis Oriental Chapter, is the biggest and most prestigious organization of professional lawyers in Cagayan de Oro City, Gingoog and El Salvador City, and has a total of 1,300-strong members.

Almirante will be leading the group of lawyers for two years after past president Atty.Eddie Cuaresma ended his term.

Atty.Almirante, in an interview told the media that he is pushing to continue a group insurance for their members which was already started by the past prsident, and on that insurance system, he will propose to have an assistance program for the welfare of lawyer retirees.

He said that he will lobby a Php50,000.00 to Php100,000.00

AirAsia Philippines to launch Manila-Osaka route on July 1

MANILA -- AirAsia Philippines has just announced it would launch daily flights between Manila and Osaka, Japan starting July 1.

“This will be our first operation to Japan. We chose Osaka to give flyers the option to connect to AirAsia

X which offers flights between Japan and Honolulu,” AirAsia Philippines CEO Dexter Comendador told the Philippine News Agency (PNA) on Saturday.

Comendador added that the airline is still working on getting slots and permits so it could offer services to other Japanese destinations.

The carrier is offering a promotional fare until April 7, for travel period from July to October. The Manila-Osaka promotional fare starts at PHP1,990.

“There are no winter schedule available yet,” he added.

Groups seek gov’t protection from NPA atrocities

DAVAO CITY -- Around 500 members of the indigenous peoples (IPs) community, former communist rebels and peace advocates held simultaneous rally across Davao region, calling for protection from New People’s Army (NPA) atrocities.

The IPs, led by their tribal chieftains from Paquibato, Marilog, Baguio and Calinan Districts in Davao City, and Talaingod, Davao del Norte, joined the activity still fearful of their security as they continue to receive threats from communist insurgents.

In an interview, Datu Joel Unad, the chairman of the Mindanao Indigenous Peoples Council of Elders, said the rally aims to consolidate and organize former rebels, especially from the areas where there are threats from their former comrades.

He said this will also show to the government that they have abandoned the armed struggle to be productive members of so-

ciety.

Unad said the IPs, especially the former rebels, now rely on the government to protect them and provide them with livelihood as they struggle for peace and development.

He said 85 to 90 percent of the IP communities, which had been affected by the communist insurgency, are contributing to the peace efforts in the region.

He, however, pointed out that these communities are still vulnerable to NPA threats if they are not protected.

He noted that the IP communities are in the hinterlands, which are still NPA lairs and where the insurgents are free to move around.

First, pupils tend to lose interest to instructions especially those do not involve with computer - aided instruction and this means shifting from being a computer alien to migrant and mostly of the teachers are still in this era.

Second, is the teachers’ readiness to adopt these changes. Teachers are perceived to be flexible and productive in the way

they should taught their pupils but contrasting to that teachers were remain traditional the way they taught their pupils. They tend not to embrace the new trends sense for them it means additional workloads.

Third is time constraints.

This has been a challenge sense preparing for contextualized instructional devices which assures effectivity are very time consuming to prepare. It became more stressful on the part of the teacher but it needs to be overcame sense teaching is not only merely as a job

description but more of it is outreaching.

Learning can effectively take place when the environment and teaching force are aligned in the attainment of the 21st century goals and objectives. When environment provides all the essentials to promote life – long learning and the teaching force are equipped with the 21st century skills, pupils will become not only a local competent individual but a global competent citizen. It is something to do with transformation of what has learned in the past that are not acceptable in the present scenario of the country’s educational system.

Recognizing that students need more than

academic rigor and test preparation to succeed, a growing number of schools are turning their focus to social-emotional qualities like empathy. But which practices enhance empathy and how will principals know if teachers are implementing them effectively? In past decade of combing for answers to questions like these and it is convincing to say that educational crisis can be solved essentially.

But to begin making headway, school leaders must create the right culture, vision, guidance, and professional training so teachers can succeed. It is helping

teachers to understand why empathy must be an integral part of any classroom and school.

In today’s interconnected world, empathy gives students the edge that they need to lead meaningful and productive lives.

Empathy or the ability to understand others’ feelings and needs is also the foundation of a safe, caring, and inclusive learning climate.

Students with high levels of empathy display more classroom engagement, higher academic achievement, and better communication skill. Empathy reduces aggression, boosts prosocial behaviors and may be the best antidote to bullying and racism.

Pawikans hatch from nest discovered inside coal power plant A total of 115 sea turtle hatchlings made their way to the sea last March 29, 2019 from the shoreline of a coal-fired power plant, no less.

Since December 2018, three pawikan or sea turtle nests were discovered along the coast of AboitizPower subsidiary Therma South, Inc. (TSI). The first nest was found in December 14 and the second last February 23, 2019. Since the discovery of the nests, TSI has worked with various groups, including the team from the group’s pawikan conservatory in Aboitiz Cleanergy Park in Punta Dumalag, to ensure that the nests inside TSI are well-protected and well-cared for.

The 71st IB assisted Peter in all school’s requirements, including financial assistance and board and lodging.

The suspects were identified as Altero Carrieda and Greg Carrieda, who yielded two black ISIS flags, a .45-caliber pistol, a .38-caliber revolver, and two grenades.

“This is the first time (we nabbed ISIS sympathizers) outside of Mindanao area.

Probably they just want to be recognized. They want to get support probably by pledging support to the ISIS,” he explained.

Albayalde said they are continuously monitoring and validating the movement of terror groups across the country.

The OTBT operations were launched and focused on the risk factors affecting the security and safety coverage of 2019 mid-term elections due to the presence of loose firearms and PAGs couple with intense political rivalry and presence of criminal gangs.

CIDG head, Maj. Gen. Amador Corpus said the period covered a total of 193 search warrants applied on their areas of responsibilities and implemented with positive results.

“These efforts of CIDG aim to eliminate, if not, to reduce these risk factors in the country,” Corpus said.
