Catholic priests get COVID-19, churches in MisOr shutdown By CRIS DIAZ, xecutive Editor

CAGAYAN DE ORO CITY: Roman Catholic churches in Misamis Oriental were padlocked starting Wednesday until May 10, Msgr. Rey Monsanto said here. Monsanto, an official of the Roman Catholic Archdioceses here, said that the churches would undergo disinfection after the assigned priest were found COVID-19 positive. He said the priests were now confined in various hospitals along with some convent staff and employees who were also found COVID +19 positive.

The following Roman Catholic churches were located in the municipal towns of Laguindimgan, Alubijid, Tagoloan and Jasaan, all in Misamis Oriental. In Cagayan de Oro City, the churches in the villages (barangays) of Carmen and Gusa and the Nazareno Church in the city’s downtown district were also temporarily closed. Monsanto said that the churches would reopen on May 10 after undergoing massive disinfections and when the affected personnel, including the

The Jesus Nazareno Parish, where the replica of the Black Nazarene statue is housed, is one of the six Catholic churches in Cagayan de Oro City and Misamis Oriental province ordered temporarily closed for 10 days beginning April 28, 2021. THE 19th City Council during its regular session last Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing Mayor Oscar S. Moreno to enter into and sign the Memorandum of Understanding (MoU) with the Department of Education (DepEd)-City Schools Division of Cagayan de Oro. The MoU covers the collaboration of the parties in the implementation of

the “Gulayan sa Paaralan” program in identified school campuses of the city. The partnership intends to encourage students to engage in agricultural activities in their school campuses through the said program. This involves the establishment of nursery farms where the students, with the city’s inputs and equipment, can embark on gardening activities that can create the student’s strong

interest in the importance of agriculture as a source of livelihood and a component of food production. 10,000 beneficiaries in Normin to graduate from 4Ps CAGAYAN DE ORO CITY -- A total of 10,203 household beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) is set to graduate from the program this year in northern Mindanao. Of the number, Bukidnon has 2,472 households, Camiguin, 161; Lanao del Norte, 3,146, Misamis Occidental, 1,795, and Misamis Oriental, 2,629. Kenneth Haze S. Lustre, Regional Project coordinator of 4Ps of the Department of Social Welfare and Development (DSWD) Field Office 10, said these families will be delisted from the program due to attrition or

those whose households no longer have eligible children for monitoring. The program has been implemented since 2008 in northern Mindanao, with beneficiaries receiving the cash grants for more than 10 years, provided they have children from age zero to 18. DAVAO CITY--With the increasing coronavirus disease (Covid-19) cases in recent weeks, the Department of Trade and Industry (DTI) in Davao Oriental has intensified its post-audit assessment and monitoring of the minimum health protocols to ensure compliance. In a statement Tuesday, DTI-Davao Oriental OICProvincial Director Sylvia D. Ordiz said the surge in recorded cases nationwide calls for stricter monitoring on all establishments per the Covid-19 Inter-Agency Task Force (IATF) guidelines. “One of the many places that people go to are retail establishments, such as grocery and hardware stores, restaurants and other food establishments, service providers like barbershops, salons, pawnshops, and remittance centers,” Ordiz said. Tourism-related establishments, such as hotels and beach resorts, are also areas that must be monitored for anti-Covid-19 compliance, she added. THREE micro-enterprises from Misamis Oriental received a total of Php 2.79 million as technology funding from the Department of Science and Technology 10 (DOST 10) last April 14, during the ceremonial turnover of Small Enterprise Technology Upgrading Program (SETUP) project funds conducted via Zoom conferencing. These three firms are Folder and Goods Trading,

Trunk to Gold Agribusiness Corporation, and Rite Home Modular Systems, under the Manufacturing, Food Industry, and Furniture Industry sectors, respectively. SETUP is a flagship program of DOST mandated to assist micro, small, and medium enterprises (MSMEs) to improve their productivity. Through a signed Memorandum of Agreement (MOA), each firm received funding to acquire equipment addressing

their production gaps and improving product quality. Folder and Goods Trading is a micro-enterprise in Cagayan de Oro City that produces customized office supplies. The firm will be able to shift from manual processing into semi-automation with their new spine pocket welding machine that will semi-automate the placing of pockets on the spines of binders and folders. Another assisted en-

terprise is Trunk to Gold Agribusiness Corporation in Jasaan, Misamis Oriental. The Php 1.66-million assistance they received is intended to equip them to produce high-quality coco sugar and other coconut by-products. It will also help them acquire a License to Operate from the Food and Drug Administration. This assistance will increase the enterprise’s productivity by 37 percent, and will pro-

vide sustainable livelihood to toddy tappers and coconut farmers who work with the business. “This Php 1.66-million assistance is a huge amount that would help us generate additional employment and would help propel a vibrant economy in the coconut industry within the province and in the region. Our partnership with DOST 10 has just begun. There are so many things to do ahead and we look forward to more fruitful and meaningful social enterprise endeavors with you (DOST),” said Mr. Joel V. Zamayla, president of the enterprise, during the online ceremony. Rite Home Modular Systems, a rising manufacturer of modular furniture products in Cagayan de Oro City, has received the same opportunity to upgrade their processing through the acquisition of a single-line boring machine. This technology intervention aims to increase the enterprise’s production volume by 26 percent. The three assisted firms expressed their gratitude for the funds as they welcome innovative solutions to their production problems. My spring beach vacation (with vaccine protection) CHARLOTTE, North Carolina—Yes, we danced the night away at Myrtle Beach, South Carolina over the weekend and that’s what completing one´s vaccination can give to people: confidence. Yes, when I posted a short video about it on Facebook, there were comments asking if there is still COVID-19 in the US. I think it was my dear friend at the Cagayan de Oro Press Club (COPC) Joy Apolinario who asked me that days before the Philippines hit the one million mark in COVID-19 cases. Myrtle Beach is located in South Carolina and it´s a vacation city in the beautiful Atlantic Coast. It´s famous for its celebrity designed golf courses, beachfronts and board walks. Myrtle Beach is a two-hour drive from North Carolina. On invitation of Cora Malaki Roxas, Ronnie and I left our home in Rockingham on Wednesday morning, confident of our safety from COVID-19 after completing our vaccination. Nearly a month ago, Myrtle Beach eased some quarantine restrictions. I learned from a group conversation that businesses were allowed to now oper-

ate at 75 percent capacity from 50 percent capacity last April 1. Among those opened were gyms, pools, libraries, recreation centers and other public spaces. So that´s the story behind my ´dancing´ video. Cora Malaki Roxas, born and raised in Laguitas, Malaybalay City in Bukidnon provinces, shuttles between Myrtle Beach and New York. A retired nurse, Cora welcomed Ronnie and I with lunch consisting of grilled salmon cooked in lemon and herbs (whose taste I can still remember), pork ribs adobo, corn on the cob, salad, shrimp, pochero and soup or ´sabaw.´ It was the perfect lunch and the spring weather is cooperative for us as we also met Cora´s friends Nilo Ortega Torres and Olive Torres. Olive was Cora´s classmate in nursing school way back and Nilo is a mechanical engineer recentlty retired from the New York city government. Olive is a native of Pagadian City and Nilo is from Negros province who happened to be a boardmate of my younger brother´s classmate Engr. Octavio Valdehuesa Recina. I also met another couple Susan

and Tony Soberano. Susan is a native of Valenzuela City which is named after her great grandfather. Susan is a multi-talented lady who sings in church and is a good artist and and dancer. She and husband Tony live in Myrtle Beach for nearly two decades. A realtor by occupation when not playing ukulele and painting, Tony retired from the US Air Force and is a native of Guam. It was a lovely group and we talked about a host of topics and ideas but we discussed mostly about the COVID-19 pandemic. Our first night out, we went to 3100 to dance and there were only a few people inside. The DJ played classic tunes like ´My Girl´ and I was surprised with the energy brought by Susan and Tony on the dance floor. They danced half their age. Being a nurse, Cora says a person gets the right amount of oxygen when engaging in aerobic exercise like dancing. Since I also danced, I sucked up See VACATION, page 11

This cabal is desperate and so are their sponsors they have weaved all fiendish plots to manipulate public opinion on Pres. Rodrigo Duterte to oust him and to deter the rise of yet another Duterte-backed administration. Consider this. Duterte is the only President of the Philippines who appeared on TV weekly to address the nation. When he deferred his appearance for a week, all sorts of innuendos cropped up laced with ill will and frustration he was alive and kicking. And now they conjured another lie which they spread across the globe. The top brass of the Armed Forces of the Philippines, including those who had retired from service, have withdrawn their support from President Duterte over

the handling of the conflict with China on the claims of islands in the West Philippine Sea. The AFP generals had vehemently denied that. The AFP never had it so good even the opposition begrudge that. As if that was not enough they sowed fear and apprehension by spreading fake stories that warplanes have been landing and taking off from Clark Field (which used to be an American airbase). This is of course a serious case of hallucination from a very sick mind. We can live with these fakeries but these diabolic propagandas have reached our Overseas Filipino Workers and Pinoys who have migrated elsewhere. It creates anxiety even it’s blatantly farcical. On the other hand, China and the Philippines are confronted with this conflict of claims of islands in the West Philippine Seas - the Spratly and Scarborough. It’s actually multi-lateral claims that involve not only the Philippines and China but Vietnam, Malaysia, Brunei, and Taiwan. What drives these countries to claim the islands are their rich marine ecosystem, gas and oil deposits, and ideal location for military strategies. AN eminent historian has expressed elation over how the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has

progressed, two years after it was created by law following a plebiscite in 2019 and amidst a popular movement calling for an extension of the transition period from

the old to the new autonomous government. “Historic,” says Rudy Buhay Rodil, a prolific author and academic who used to teach at the Mindanao State University-Iligan Institute of Technology in Iligan City. Rodil was a member of the government peace panel negotiating with the Moro National Liberation Front (1993-1996) and the Moro Islamic Liberation Front (2004-2008). LGUs collecting pass-through fees on truckers may face probe By KRIS CRISMUNDO

MANILA – A new joint memorandum circular (JMC) of the Anti-Red Tape Authority (ARTA), Department of the Interior and Local Government (DILG), and Department of Finance (DOF) is directing all local government units (LGUs) to stop collecting fees and taxes from vehicles transporting goods. During the virtual signing ceremony Wednesday, ARTA director general Jeremiah Belgica said they issue JMC No. 2021-01 as they continue getting complaints on the imposition of pass-through fees by the LGUs despite prior rules and regulations prohibiting the collection of fees and taxes on the transport of goods

and products. The JMC covers “taxes, fees, and charges and other impositions upon goods carried into or out of, or passing through, the territorial jurisdictions of local government units in the guise of charges for wharfage, tolls for bridges or otherwise, sticker fee, discharging fee, delivery fee, market fee, toll fee, entry fee, and/or mayor’s permit fee, or other taxes, fees, or charges in any form whatsoever upon such goods or merchandise”. Leadership style defines an organization. It gives an outlook of the organizational future and what the organization may come about. The success and victory of an organization is the reflection of what and how the effectiveness of a leadership style has driven to its optimum practice. This is the reason on why leadership style matters, how leadership style be taken most of the regard and when will leadership style must be considered. The complexity of this demand need not the leader itself alone but the character and values of the contender. In the Philippine context Filipino leadership style varies. These may enumerate as pakiramdan or socalled passive leadership style, takutan or the conceit leadership style, kulit or the so-called staging leadership style and the patsambatsamba or the trial-and-error style of leadership. The nature of these leadership styles generally intends to pacify the manager to generate more leadership gain from their subjects. It is undeniable truth that opinion and judgement towards these managerial panaches will be doomed as criticism. These were vivid to the prolific political chronicles which will relate the contentious origin of leadership adversaries. Taken account of Philippine past, decaying issues related to leadership style has rooted since country’s history has been recorded. Countless contributed conflicts concerning issues on headship from different presidential administration have made remarkable catastrophe and have been unforgotten. Arguments has filled the gap of such infinite search of a good leader. A leader who has been the responsible handler of its own faculty. A leader whose decision creates an assured atmosphere. Then, why does those rants in public about leadership issues is happening? Does it mean they have not felt the joy of satisfaction that could possibly meet their standards? I guess it is not the point, they are overridden for their hunger for consistency, precision, and invincibility. No man’s power ever before having effectively retaliated these expressions. Considering the reality of evolving technological machinery, human intelligence and overround demands, it is as hard as nothing to be an effective leader. If so, this argument will end of no use yet, but this contriving dispute can be uplift of my three-point body agenda. First-point body agenda is on the ears, the eyes, and the heart. The leader should know how to listen and should know how to empathize for him to get aware of what is the existing reality in his organization. The second-point body agenda is the head. The leader should foresight things so that conceptualization will happen. Fore siting thing is the soul of wisdom and conceptualization without wisdom is impotent. The third-point body agenda is the feet and hands. It represents stewardship, innovation, creativity, and later reconstruction. Good shepherd guides the organization with a heart, innovate things as his own, create new things for the good of the mass and healed over problems and conflicts in no time. ON April 15, 2021, the Rotary Club of West Cagayan de Oro joined the Alrose Foundation, Inc. and Rotary Club of CDO Centerpoint turned over computer tablets to 13 selected senior high school students from 3 secondary schools in Cagayan de Oro City. This gadget is an additional learning resource for the students undergoing Modular Distance Learning modality during the COVID 19 pandemic. The student/ recipients are beneficiaries of the “Uplifting the Life of the Poor thru Education at All Times” or UPLIFT scholarship project jointly implemented by the Alrose Foundation, Inc., RC West CDO and the RC of CDO Centerpoint. 3 of the recipients are from the Angeles Sisters National High School, 4 from the Kauswagan National High School and 6 from the Cagayan de Oro National High School. Financial grant from the Rotary International District 3870 in the amount of US 1,000 dollars, as well as from some generous

members of RC West CDO, funded this undertaking. Present during the turn-over were Pres. Hipolito Balandra of the RC West CDO, Past District Governor Aldrico Mañus, Chairman, Alrose Foundation, Inc. and Pres. Zarah Rotoras of RC of CDO Centerpoint. Mambuaya THE Rotary Club of West Cagayan de Oro turned over one unit of Skyhydrant, a water filtration device, to the Peoples Sustainable Consumer Cooperative (PSCC), located at Coopville, Mambuaya, Cagayan de Oro City on January 13, 2021. After waiting for more than a year, safe and clean water will now be enjoyed by the members of 98 households in Coopville which is a relocation site for Typhoon Sendong victims. Rotary International (RI) and is implemented by the RC West CDO in partnership with Balay Mindanaw Foundation, Inc. (BMFI), Rotary Club Premier Cagayan de Oro (RC Premier) and the PSCC. A total of six Skyhydrant units was granted to the Club under GG-1753140. Another significant partner of this project is the Disaster Aid Australia which supplies the Skyhydrant units. Present during the turnover ceremony were: District Governor Rogelio “Bong” Buot, Jr. of RI District 3870, Past District Governor Aldrico Mañus, RC West CDO President Hipolito Balandra, RC Premier President Maricel Seno, CEO Charlito Manlupig of BMFI, Chairperson Fe Jaquilmac of PSCC and Mambuaya Barangay Captain Josephine Bagongon. Gov. Buot, commended the RC West CDO for spearheading this noble project. He was appreciative of the strategic partnership initiated by the Club to ensure the sustainability of this project. so much oxygen that I felt like I was floating. Since the night was young, we proceeded to the Soberanos´ house and I was overwhelmed at seeing their art collection. But the real surprise was Susan playing the ukelele with Cora and them singing ´Tiny Bubbles´ and ´Writing Love Letters In The Sun´. Their singing reminded me of my late father singing those songs and it so happened to be his birthday at the time. On the second day I went out sans Ronnie and Olive who excused herself. Tony and Susan had a previous commitment. I went to Murriels Islets with Cora, Nilo, Nilda and Rich and we enjoyed the fresh air, fresh water and adventure. On that little jaunt, I learned not to walk on soft ground and place your other foot squarely on the ground for

stability. Thanks Cora for not leaving me behind as I struggled to keep my balance while walking on the beach, the smell of the muddy soil still staying with me days afterward. Nilo, Nilda and Rich concentrated on the clams and oysters but I was delighted on seeing the ´bokway´ (a marine creature related to the talaba/oyster with thick shell like a s apil) and I´m sure it was ´bokway´ since I saw a lot of them while swimming as a child in my hometown of Tagoloan. We capped the night of fun with dancing at Moose Lodge. Anyway, I shared my vacation with my friends in Facebook as my own personal call to the Philippine government to expedite the vaccination campaign so my friends can reclaim their lives before the pandemic. The vaccination won´t solve the pandemic but it will protect them from dying. In the meantime, gracias to my friends out there in Myrtle Beach, South Carolina. I´ve heard that city leaders of Myrtle Beach plan to reopen the local economy at 100 percent full capacity on May 1. And yes, they still conduct temperature checks there and most wear face masks even when indoors.

The explanation of Ambassador Manalo is simple, concise, and straightforward. But we have to reckon with the positions of other claimants especially that of China. Duterte and China’s Pres. Xi Jinping started on the right foot. They set aside the issue of the PCA judgment and agreed to iron out kinks via bilateral talks. The series of engagements in just a short period of time between the two leaders had resulted in unprecedented progressive developments.

After all the razzmatazz over the WPS it is really not about the fishes and clams but the trillions of barrels and gas that lie beneath the WPS. It was a 60/40 sharing term in favor of the Philippines. I really cannot understand why China and the Philippines are hedging in pursuing this partnership. This is a panacea for the crises we are confronted with in that this will boost the Philippine economy which is in languish because of the Covid-19 pandemic and will explicitly prove our rights over our EEZ. We abhor war. China will not start one as this will effectively close its major trade route and jeopardize its burgeoning economy that had surpassed America. Make no mistake about that. Only America and its minions in the Philippines want to destabilize the region. For America, it is the only means to suppress the economic dominance and juggernaut of China. For the moribund opposition in the Philippines, it is their only hope for survival. Be aware and beware.

Baculio clarified the “power bloc” even as regional parties can still be voted by all Filipino voters nationwide. Edmundo Pacamalan Jr, executive director of One Electric Cooperative Network Foundation (OECNF) who is also political consultant of the power bloc, said their political movement will support elected traditional politicians in the country in the coming election even as they espoused new politics. He explained these politicians have helped and

supported their movement that having ties with them is just a transition period towards their ultimate goal to the “new order” where electricity consumers can be empowered and live better lives. Pacamalan expressed confidence their movement which already held consultations with stakeholders and allied groups nationwide can draw much support to achieve the target of at least three lawmakers for each power bloc party-list in the next Congress. In his presentation, Pacamalan cited the 2022 regional target in Regions 9, 10 and Caraga with a regional multiplier goal of 1,272,190 votes from the combined total votes in these regions they called “new Mindanao” of 6.8 million. For his part, Baculio said APEC party-list in Visayas was just short of 29,000 votes to get two representations in Congress in 2019 elections and with an assured more votes Cebu and Bohol it would be more likely to get three lawmakers. Edgardo Masongsong, administrator of National Electrification Administration, one main agenda of the power bloc was to push for the realization of Mindanao Power Corporation run by electric cooperatives not by multinational companies to tap the underutilized Pulangi Dam in Bukidnon and Agus Dam in Lanao del Norte, a legislative initiative he had started when he was party-list representative in Congress for one term. He said the MPC project will surely reduce the electric bills of Mindanao residents to just 50 centavos per kilowatthour.
