COTABATO CITY -- The Autonomous Region in Muslim Mindanao (ARMM) gross regional domestic product (GRDP) growth rate peaked at 7.3 percent in 2017 compared to a dismal 0.4 percent in 2016 -- the highest economic growth rate so far in the region's history. ARMM's record-breaking GRDP also surpassed the national economic performance at 6.7 percent last year. 25 ex-rebels undergo ‘hands-on’ Gov't worker livelihood training in Zamboanga arrested in IPIL, Zamboanga Sibugay-Twenty-five former New People’s Army (NPA) rebels are undergoing a threeweek “hands-on” livelihood skills training through the government’s reintegration program for rebel returnees. They are part of the 96 former NPA rebels who was profiled by the Army’s 102nd Infantry Brigade command. They are from the nearby towns of Buug, Diplahan, Imelda, Siay, Kabasalan, and Naga. Specifically, they are into a three-week masonry training being conducted by the Technical Education and Skills Development Authority (TESDA) at the Sibugay Provincial Training Center (SPTC) in Barangay Tenan, this municipality. The reintegration of the rebel returnees is a joint effort of the provincial government, TESDA, and the Army’s 102nd Infantry Brigade. Gov. Wilter Yap Palma ordered the Provincial Budget Office to allocate PHP3,000 for each rebel returnee, which would serve as their salary for the duration of the three-week training, through the cash-for-work program. PAGADIAN City--Policemen have arrested a government employee listed as a highvalue target drug personality in the nearby town of Dimataling, an official announced Wednesday. Insp. Jeremias Pepito, Dimataling Police chief, identified the suspect as Roberto Patalot, 52, a municipal casual employee. Pepito said Patalot was arrested in a buy-bust operation late Tuesday in sitio Quarry, Barangay Kagawasan, Dimataling.

Seized from Patalot’s possession were PHP500 in marked money, and suspected shabu packed in eight transparent plastic sachets. The suspect was among the drug personalities who voluntarily surrendered through Operation Plan “Tok-tok, Hangyo (Tokhang)”. Patalot was detained in the lock-up cell of the Provincial Drug Enforcement Unit of the provincial police office as appropriate charges are set to be filed against him. (PNA)

Bank of the Philippines Islands (BPI) had many success stories in 2017 to tell its stockholders during the annual stockholders meeting held recently. Efficient operations, prudent risk management and best-in-class riskadjusted returns, just to mention a few. These, as BPI tried to achieve the optimal mix between growth, profitability and stability. BPI Chair Jaime Augusto Zobel de Ayala (JAZA) told the stockholders who packed the Fairmont Makati Ballroom last April 19 that 2017 marked the end of a five-year period which saw the bank double in size while improving its risk matrix. JAZA presented some of BPI’s operating highlights: -The assets of the bank increased from almost a trillion pesos in 2012 to P1.9 trillion in 2017. - Loans more than doubled in the last 5 years to

P1.2 trillion in 2017, growing faster than industry. -Prudence in expanding its loan portfolio resulted in improvement in an already high asset quality (1.29 % NPL). -Net income of P22.4 Billion translated into a return on equity (ROE) of 12.8 % and return on assets (ROA) of 1.3 %. Market capitalization was P426 Billion. All figures are among the highest in the industry. -Efforts to improve balance sheet efficiency resulted in a loan-to-deposit ratio (LDR) of 77 %. -Cost to income ratio of 54.3 % is the best in the industry. JAZA attributed superior results in 2017 to the strong performance of core intermediation business and the provision of a complete range of services, from traditional banking to asset management, brokerage and insurance services. BPI ended the year with

revenues of P71 Billion (up 6.7 %), net interest income of P48 billion (up 13.4 %) and fees and commissions of 19.9 billion (up 15.6%). Meanwhile, BPI’s subsidiaries and affilitates are front-runners in their respective fields, JAZA said. -BPI Asset Management and Trust company is the second largest asset manager among banks in the country, and the most profitable. -BPI Family Savings Bank is the largest thrift bank in the country. -BPI-Philam is the fastest growing life insurance company in the whole country and already the third largest in premium income. -BPI/MS is the most profitable among non-life insurance company in the country and the fourth largest in premiums written. -BPI Century Tokyo Leasing is the fourth largest leasing company in the country. -BPI Global Pay is the

JAZA ended his report by announcing BPI’s stock rights offering (scheduled for listing on May 4) which will raise approximately P50 billion in new capital. The current capital level is deemed commensurate to the nature and extent of the risks that the bank has taken. “(However) …the larger capital base will allow BPI to continue to contribute to, and benefit from, the country’s growth, and in a manner that is accretive to earnings,” JAZA said. We each must first learn to accept ourselves with our own unique physical looks, personality and abilities. No one is completely handicapped! We each have something important we can be and do in this world. We each were made to make a difference and help other people’s lives. So friend, don’t park by what you think are your handicaps or lack of talents and abilities.

The Supreme Court a co-equal branch? In the Philippines, scandals, tsismis and fake news (STF for short) are part of the daily news diet. I have no idea how many of our citizens care to read the papers or how many are active in social media. For the majority, word of mouth is an effective carrier of STF, and travels faster and farther. There is that symbiotic relationship between word of mouth and media. Sourced from either platform, these raw morsels of STF are then either distorted, embellished and presented to the public as truth. In social media, internet trolls on both sides of the argument or advocacies are then engaged in a frenzy of spin, effectively taking over the political conversation. More often than not, this

job is assigned to favored stooges with government sinecures who have large social media following; talking heads and lawyers with the leash tightly held by Malacañang. They then proffer these fables to the public in double-speak. Take the example of the quo warranto petition against beleaguered Chief Justice (on leave) Maria Lourdes Sereno brought by Solicitor General Jose Calida. Ordinary Filipinos take this simply as “lawyer’s mumbo-jumbo.” According to Calida’s suit, Sereno’s appointment as Chief Justice is not valid “ab initio” (from the very beginning) and “… requires her to show by what authority she exercises her assumption to public office.” Sereno opined: “If they

succeed [in removing]an impeachable officer nearly six years after her appointment, then every sitting justice will no longer be independent.” (PDI, April 12, 2018) True enough! Why only now, after six years? The ordinary Filipino would rather not participate in this “moro-moro” and with a mind of his own prefer a narrative which is simple, linear and honest. President Duterte wants her ousted. She has provoked the anger of the President. Many believe this started when she clashed with the Deegong early in his administration in August 2016. Du30 made the mistake of naming judges allegedly involved in illegal drugs, some of whom had long

been retired and one long dead. DU30 backed down from a confrontation with the feisty lady who insisted on her prerogatives and the independence of the judiciary. But she had drawn first blood. The President’s disdain for the chief justice could have started at this point. Rubbing salt on the wound, she has consistently voted against Duterte’s policies that have been elevated to the high court: a hero’s burial for the dictator Marcos, and the declaration of martial law in Mindanao to contain the IS rebellion, among others. Philippine financial system sustains growth momentum The Philippine financial system sustained its growth in 2017 w ith a positive performance amid volatilities in market conditions and the increasing sophistication of global financial services. The banking system, which is the core o f the financial system, remained sound as shown by the fu rth e r strengthening o f banks' balance sheets w ith positive doubledigit growth in assets, loans, investments, deposits and capital. Banks sustained their profitability which came from strong interest income from lending activities. The banking system posted an annual asset expansion o f 11.6 percent to P15.2 trillion driven by a 16.4 percent loan expansion to P8.9 trillion and funded by the stable base of deposits which grew by 11.6 percent to P11.7 trillion. Meanwhile, net profit w ent up by 9.0 percent to P167.6 billion. Banks also reported an im provem ent in non-perform ing loan (NPL) ratio to 1.7 percent and a strong capital adequacy ratio (CAR) o f 15.0 percent1. Banks likewise kept sufficient liquidity w ith adequate stock o f high-quality liquid assets (HQLAs) as the liquidity coverage ratio registered at 185.3 percent on solo basis. The banking system's foreign currency deposit unit (FCDU) system exhibited strong liquidity and positive net profit. Meanwhile, the growth in the trust industry's total assets was lifted by the

expansion in the stock o f financial assets. RMSMED council visits DTI SSF projects in Camiguin

he Regional Mico, Small and Medium Enterprise Development Council (RMSMEDC) in region 10 as part of their 2nd quarter meeting visited the province of Camiguin on 1617 April 2018 to monitor status of Shared Service Facilities (SSF) and Negosyo Centers established in the province. According to Department of Trade and Industr y (DTI) regional director Linda Boniao, the RMSMEDC composed of national government agencies and the private sector represented by the provincial business chambers will be strengthened through the integration of project monitoring and visits in selected provinces. Among the Negosyo Centers visited were in Mahinog and Mambajao located in their respective city halls. These centers provide services such as in Processing of business documents, Product Development, Access to Market, Access to Finance, Investment Promotion, Trainings and Seminars and D iss e m i nat i on of MSME Information Materials. Meanwhile, the Bamboo Processing SSF granted in Mambajao, Camiguin involves processing of bamboo poles into planks to be used for different products such as bam-

boo desks, furniture, tiles, sawali and the like. DTI Provincial Director Joselito Enot explained this P3,400,000 SSF project provided equipment to make use of abundance of bamboo in the area as alternative to regular wood for furnitures. To streamline the enrollment process and make the administrative functions of the teachers more efficient, Rep. Sherwin T. Gatchalian of the first district Valenzuela city filed House Bill No.5974 at the House of the Representative. The bill mandates the establishment of the National Public School Information Office, which shall develop and maintain a database containing student information such as school grades, personal data, good moral record and improvement tracking. In proposing for the automation of the National Public School Database, Gatchalian said, the bill will not only promote easier public access to education, but will also serve as a layer of protection for the safekeeping of students’ records. He said. “Documents are prone to getting lost and deterioration due to human error, flood, fire and other natural disasters. Storing students records in a database ensure that there is another source of information in case

the documents get lost or destroyed.” The proposed Public School Database Act of 2015 shall cover public elementary and secondary education. Under the bill, school administrators are authorized to access the National Public School Database for student’s records, including biographical data, admissions, discharges and transfers to other schools, and other student-specific data like exam scores, grade levels, attendance and immunization records. The bill prohibits any person from using, accessing, or utilizing the National Public School Database for purposes other than what was provided under the Act. Any person caught illegally altering or falsifying student information in the data base shall suffer the penalty of imprisonment of not less than one year or a fine of not less than 10,000 but not more than 50,000 or both at the discretion of the court. Don’t kill your opponents, Mayor Sara tells poll bets

AGUM CITY, Davao del Norte -- Don't cheat, clean up your campaign materials after elections, and don't kill your opponents. These were the three main messages of Davao City Mayor Sara DuterteCarpio during the Tapang at Malasakit campaign for honest and clean barangay elections here, where more than 2,000 candidates converged at the RDR Gym and Davao del Norte Sports and Tourism Center on Thursday. The city mayor, who is the founding chair of Tapang at Malasakit, rolled out her campaign for an honest, orderly and peaceful barangay elections. She first met with barangay election candidates in Davao City at the Davao City Sports Center on Wednesday. Tapang at Malasakit Alliance for the Philippines, which was launched in October last year, is an umbrella organization of all groups that supported Rodrigo Duterte when he ran for president and pledged to be unrelenting even after he was installed

as the 16th president of the Philippines. In her Tagum sortie, the mayor highlighted honesty, saying, "You don't have dignity if you win through cheating." "Don't kill your opponents. You cannot defeat all your enemies," the mayor added. She stressed that killing political enemies will not serve the purpose. "I just want to remind you to advocate honest and orderly elections," she said. And, after the elections, Duterte-Carpio advised them to clean up their campaign materials. "Don't leave them for your local officials (to clean)," she said. Duterte-Carpio was joined by Davao del Norte Governor Anthony del Rosario, 1st District Rep. Tony Boy Floirendo, city and municipal officials of Davao del Norte and Compostela Valley Governor Jayvee Tyron Uy. Duterte-Carpio and the two governors are working together for Hugpong ng Pagbabago, a regional political grouping of local officials in Davao.

DAVAO CITY – Monsanto Philippines raised alarm on the continued proliferation of illegal Biotech corn or Bt corn seeds in the country that poses real danger to biotechnology in three years. This was raised by Dr. Gabriel Romero, the Regulatory Policy and Scientific Affairs Lead of Monsanto Philippines, during the Joint Media Forum of the Publishers Association of the Philippines, Inc (PAPI) and Monsanto Philippines on Wednesday at the Marco Polo Hotel. He said the absence of refuge in counterfeit seeds puts the Bt technology at risk of resistance development. The “refuge system” is an important requirement to keep pests such as corn borer from becoming resistant to Bt corn. Romero said the proliferation of illegal seeds

threatens the corn industry in the Philippines. The two kinds of illegal seeds discreetly sold in the market are named ukay-ukay seeds and sige-sige seeds, Romero bared According to Romero, companies selling spurious or counterfeit seeds increased over the years. In 2012, he said, there was only one company selling counterfeit seeds and the number increased to seven in 2017 with prices almost half of the real Bt corn seeds. Romero said that more than 10 percent of the country’s Bt corn seeds are produced illegally by unauthorized companies especially in Mindanao. These seeds are produced with BT and RR traits but are sold in the market as “conventional seeds”. Citing a survery on 145 farmers using illegal seeds, Romero said that 32 percent

of the total number of users would use such seeds again while 68 percent would no longer use them because it resulted in low yield, corns have small grain and susceptible to pests. The complaint on the presence of illegal seeds in the market was first raised to the Bureau of Plant Industry, which took action by issuing a memo to all corn seed companies in June 2014 requiring them to secure biosafety permit to all genetically-modified corn seeds. But some companies have continued to sell counterfeit seeds. If such activity continues and farmers still patronized counterfeit seeds, Romero warned that corn production would drop. This would also lead to importation of corn feeds given the country’s booming livestock industry. This

would also compromise the biotechnology in the country. Romero highlighted the promises of biotech in agriculture. This speeds up breeding processes and efficiency, develops pestand disease-resistant crops; combats salinity/drought problems of agriculture; enhances the nutritional quality of food; increases varieties; reduces inputs and production costs, thereby increasing farmer’s profit. With this development, Romero urged for the support of the media and the government to help address the proliferation of illegal Bt corn seeds. “Adulterated seeds or fake seeds directly affect our farmers. The seeds may be low-priced but they are also of low-quality. Worse, they come out without proper stewardship measures, and

The local skim boarders from the province of Misamis Oriental is set to compete in the 2nd Amihan National Skimboarding Competition happening on April 27-29, 2018 at the Dahican Beach, Mati, Davao Oriental. The 2nd Amihan National Skimboarding Competition celebrated in connection to the 14th Founding Anniversary of Amihan sa Dahican Surf and Skim Team which was founded by George “Kuya Jun” Plaza, a native from Dahican, is one of the sporting events of the widest and longest Visit Davao Summer Festival 2018 program. The team from Misamis Oriental known as the MISOR Shore Breakers is to be headed by Steve Norman Ebonia known locally as “Kinkin”, a professional skimboarder and surfer, and will be joined by the following skimboarders that has already proven their career on the water sports, winning from various skimboarding tournaments both Visayas, and Mindanao. The names of the skimboarders are as follows:
