These kits can be used without testing laboratories. "I know the gold standards of testing for COVID-19 are the PCR test kits, like those we donated to PGH. But in the absence of accredited laboratories across the country, these rapid test kits will have to do for now," Zubiri said. LANDBANK’s e-banking channels record usage surge in March THE electronic banking platforms of Land Bank of the Philippines (LANDBANK) registered a significant utilization jump in the month of March 2020 when the enhanced community quarantine (ECQ) against COVID-19 was first implemented in Luzon. LANDBANK’s five major electronic channels recorded a 57.7% increase in volume of transactions facilitated as of end-March from end-February 2020. "Due to the COVID-19 pandemic, we are seeing an increased demand for LANDBANK’s electronic and digital financial services. LANDBANK remains committed towards serving our clients’ growing needs through innovative, accessible, and safe banking solutions, even during the ECQ period,” LANDBANK President and CEO Cecilia C. Borromeo
said. The LANDBANK Electronic Modified Disbursement System (eMDS) for national government agency partners posted the highest utilization upsurge as of March, as volume of transactions grew by 94% from the previous month. The LANDBANK I-Access, which provides individual retail clients 24/7 online banking services, saw transactions rise by 52% as of end-March from end-February. Meanwhile, the LANDBANK We-Access, which caters to online banking needs of corporate clients, posted 62% more transactions as of March from the previous month. Providing convenient banking through smartphones, the LANDBANK Mobile Banking App also posted a 61% rise in transactions as of end-March from end-February totals.
Finally, the LinkBiZ Portal, LANDBANK’s online payment platform, facilitated 23% more transactions as of end-March over end-February. LBP President Borromeo continued to urge everyone to utilize LANDBANK’s digital and online banking services in the safety of their homes and make cashless payments as much as possible during this time. According to a study by the World Economic Forum, new solutions for education can bring much needed innovation. But at the same time, new shifts in approaches can widen equality gaps. Although it is too early to judge how reactions
to COVID-19 will affect education systems around the world, there are signs suggesting that it could have a lasting impact on the trajectory of learning innovation and digitization. Education – nudged and pushed to change – can lead to surprising innovations. Isolation of family members of COVID-19 casualty mulled C

AGAYAN DE ORO CITY: City Health officials are considering the idea of isolating the family members and people associated with
the first Cagayanon who died of COVID-19 virus here Friday. The patient, who died a week ago, was originally diagnosed to have a serious
acute respiratory illness (SARI) but later turned out to be COVID-19 positive, Dr. Jose Chan, of the Northern Mindanao Medical Center (NMMC) here said. The swab result of the
patient arrived only Thursday indicating that the SARI patient was COVID-19 positive , then, sending local health officials to conduct a "contact tracing" of all persons associated with the patient, a resident of
Barangay Camaman-an, one of the city's suburbs. The City Health officials scrambled and rounded up 16 family members and friends believed to have gotten near the patient before he died a week ago. Dr. Joselito Retuya, the city’s epidemiologist, said that there are plans to isolate the 16 people in a secure place to be lockup under quarantine for 14-day or more. He said the local health authorities also interviewed about 600 people in Ca-
maman-an and conducted medical checkups to nine people who are closely associated with the patient, but did not show signs fo the symptoms. Barangay (Village) officials of Camaman-an also imposes a "lockup" measure to prevent residents and outsiders from freely roaming around the village. The death of the SARI patient was the first confirmed death of a locally transmitted COVID-19 positive patient without travel history.

COVID-19 is nature’s vengeance against humanity In my sorties around the hinterlands touching base with the Indigenous people at this time when humanity is facing a pandemic that has already killed almost a million people, a realization has dawned upon me that indeed life is sacred and must be given utmost priority. Indeed, whatever be the form, all life is sacred as creation is a reflection of the Creator, each one carrying a sense of divinity. Thus, every time you eat meat – be it red or white – please reflect for a while that that meat came from a life form that once did breathe, having experienced in its own
right pleasures and pains, exposed to the wonders of life, having felt the warmth of the sun, the coolness of the wind, the brightness of the moon and the stars at night, tasting food from the loving touch of the raisers and finally, had to succumb to the pains of shedding blood as its throat had to be cut – all because you must eat and live. That sacredness has been mocked by us homo sapiens causing virus. Thus, when the Chimpanzees were killed to satisfy the appetite of the South Africans a hundred years ago, virus had their revenge to create a zoonotic
disease called HIV. Recently, when the Chinese in Wuhan opted to eat “Paniki” as food, another zoonotic virus loomed, the COPVID-19. Oh, when will we ever learn? When one has to cease breathing, be if flora or fauna, so that Homo Sapiens have to live, i.e., giving-up one’s life so that another creation can live, that unescapable drama of life must be reflected upon by all of us that somehow contributes to the sacredness of life that only our Creator knows its reason for being. That truism alone shows why one must pray before meals. Perhaps, that too

Banking during the best and worst of times For the first time in its history, Bank of the Philippines Islands (BPI) met its shareholders for the annual stockholders meeting in virtual format. Current lockdown protocols have prevented an in-person meeting so last Thursday, the bank’s directors, officers, employees, business partners and thousands of stockholders listened to the reports of Chairman Jaime Augusto Zobel de Ayala (JAZA) and President/CEO Cezar P. Consing from the comfort of their homes. Corporate Secretary Angela P. Maramag just had to make sure that prior clearance for the virtual ASM was made with the SEC and that all reportorial requirements were uploaded to the company website prior to the meeting.
Earlier, we had a foretaste of the virtual ASM, when the immediately preceding monthly BPI board meeting was also conducted via ZOOM. Much, much earlier, the board decided to forego the distribution of hard copies of the 2019 Annual Integrated Report and to just distribute the same online. Both JAZA and Bong Consing were very pleased with 2019’s financial and operating performance given the operating environment. By all metrics, BPI did quite well as evidenced by significant increases in profitability, asset base, loan portfolio, deposits, net income, net interest income, trading gains, net interest margin, return on equity and asset quality. statements). JAZA added that BPI also got very good marks from the regulators. Consing talked of strategic directions and milestones during the year just ended. He talked of significant strides made in order to make BPI more financially inclusive. He discussed the progress of BPI Direct BanKo, which in less than three years has risen to become the No. 2 Microfinance Bank, and of the bank’s SME lending business. He talked about BPI’s corporate social responsibility objectives (accomplished through BPI Foundation) and the bank’s support for the UN Sustainable Development Goals as reflected in its loan portfolio. Consing reported that BPI actively tapped the debt

and equity capital market “to increase the efficiency of our balance sheet…. reduce our funding costs…. diversify funding sources and take advantage of lending and investing opportunities.” Consing proudly proclaimed that BPI has become one of the most digitalized banks. “Online transactions were up 50 per cent. 40 per cent of bank customers are enrolled in one or more of our digital channels, 25 per cent are regular digital transactors.” Both JAZA and Consing see COVID-19 as the greatest challenge for the global and domestic economies. “In the near term, Covid 19 has presented operational See BANKING, page 7

further guidance if required. General Principles Good hand hygiene is essential to minimise transmission of infectious droplets. Always wear disposable gloves when cleaning. When finished, place used gloves in a rubbish bin. Wash your hands immediately after handling these items. Wash your hands thoroughly with soap and water for at least 20 seconds, making sure you dry them thoroughly. You can also use hand sanitiser (containing at least 60 percent alcohol) if soap and water are not available and if your hands

To quote a known Canadian environmentalist, “. . . at the rate we are destroying the ozone layer and the world’s resource base and subjecting to extinction some 100 species of flora and fauna every day, what seems unimaginable may become possible, which is, the end of life on earth.” In the Philippines, the fourth hardest hit by climate change, the reality painfully bites: we have massacred the billions of life forms in the last one hundred years, turning the country from paradise, being before the richest in terms of mega-diversity, now to a land of ecological disasters. A more precise declaration from a Lumad leader foretelling of an impending disaster if we continue on sacrificing nature in the name of so-called progress: “Only when you have cut the last tree, only when you have caught the last fish, only when you have dried the last river, only then will you realize that you cannot eat your money.” A colony for more than three hundred years, having supplied the timber needs of the world in the past one hundred years and now glaringly a neo-colony of imperial powers, we have committed the biggest massacre of all times, erasing all endemic life in the 17 million hectares of dipterocarp forest. The center of the center of marine life on earth, the Philippine Archipelago, became before the dumping ground of toxic industrial waste from Canada and subjected to Muro-Ami by Japanese trawlers during the Martial Law years. These life forms that constitute our ecological wealth have sustained the life of the Indigenous Peoples for thousands of years in the spirit of sharing and loving, are nowhere to be found. Oh, pity our ecological people! They are now the poorest of the poor. eye protection, wear a face shield or goggles. Order for putting on PPE: 1. hand hygiene 2. gown 3. mask 4. protective eyewear 5. gloves (these can include heavy duty household gloves). Any hospital grade detergent/disinfectant products are suitable for cleaning following a suspected, probable or confirmed case of COVID-19. Read label of cleaning products and follow recommendations provided on product labels. Labels contain instructions for safe and effective use of the cleaning product, including precautions you should take when applying it. Specific PPE and dwell time (how long the cleaning product should remain wet on the surface before drying) should be included in product instructions. Recommended cleaning product should be a 2-in-1 product (containing both cleaning and disinfectant properties) to increase efficiency. Keep the windows open for ventilation if possible. Cleaning order 1. Remove all linen (bedding, towels, cushion covers and other fabrics) for washing and put in plastic bag (or non-porous container with lid) for transport to laundry room. Use a washing machine and detergent to wash thoroughly with the warmest temperature recommended on the item’s label. 2. Remove all table-top appliances, crockery and cutlery and place in non-porous, covered container for transport to dishwasher/kitchen. Clean all table-top appliances (eg, kettle) according to instructions. Clean all household items, such as dishes, cups, eating utensils thoroughly, preferably in a commercial dishwasher. 3. Clean inside and outside of all built-in appliances (eg, refrigerator, oven) 4. Clean all ‘high-touch’ surfaces, such as counters,
cupboards, table tops, doorknobs, light switches and window blinds. 5. Spot-clean any marks on soft furnishings. 6. Clean bathroom fixtures, showers and toilets with a separate set of cleaning equipment (disposable cleaning cloths, etc) using disinfectant or bleach solution. Toilets should be last item in bathroom to clean. 7. Remove gloves, wash hands with soap and water and dry thoroughly with clean towel or paper towel. 8. Remove gloves, wash hands and put on clean gloves. 9. Vacuum the carpet. Steam cleaning of carpets and rugs is not required. 10. For hard floor surfaces, clean the floor with the prepared disinfectant or bleach solution, starting from one end of the premises to another (from the far side of the room working your way to the exit/door). 11. At the end of cleaning, remove all used gowns, facemasks, gloves and other contaminated items in a lined container before disposing of them with other household/ general waste. DOST-PCIEERD will support activities related to design and development, prototyping, fabrication and assembly of the prototype, simulation, pre-accreditation testing and calibration in collaboration with the Electronics Product Development Center (EPDC) of the DOST-Metals Industry Research and Development Center (DOST-MIRDC) and testing by an accredited inspection body of the government. Concept proposals, including preliminary works done, description of design, workplan, deliverables, with a letter of intent from the medical expert or hospital, and the budget should be sent through email at pcieerd@pcieerd.dost.gov. ph on or before 28 April 2020. For projects/prototypes that passed industrial standards, DOST-PCHRD will support the conduct of the clinical trials and other clinical acceptance protocols. DOST-PCHRD Executive Director Dr. Jaime C. Montoya stressed the importance of evaluating the safety and efficacy of the ventilators. He said, “Ventilators are vital in ensuring that our patients, especially those confined in the ICU, are given the maximum care and support they need to recover. Cooperatives showing concern for the IP community amidst the COVID-19 pandemic

HE Cooperative Development Authority Chairman, Usec. Orlando R. Ravanera lauded the collective efforts of cooperatives that paved the way for the delivery of assistance to the
Indigenous Peoples (IP) in Talakag, Bukidnon amidst the current pandemic hounding the country and the whole world. Inspired by the letter of Senator Bong Go addressed to all the cooperatives
in the country, the PLDT Employees Credit Cooperative (PECCI) heeded the call to help those communities in need. PECCI exemplified the 7th Principle which is Concern for the Community by providing assistance in
the form of cash donation worth P 200,000.00. The said amount was distributed in the form of grocery items to the 900 families of IPs and members of KitangladKalatungan Producers Cooperative in Tagbak, Talakag, Bukidnon headed by Datu Pokol and the 700 IP families from the Igpanuyadug sa Abaga Ta Bayug Agriculture Cooperative headed by Sultan Abdul Amoran in Sitio Kibulag and Lantud, Talakag, Bukidnon. Northern Mindanao Federation of Dairy Cooperatives through Mr. Jose Romeo Ebron also joined PECCI in this endeavor of helping the communities by distributing milk bars to the same beneficiaries especially the malnourished children. Mr.
Jose Romeo Ebron, who heads the Asian Farmers’ Association for Sustainable Rural Development (AFA) is one with the cooperatives in their effort to help the IP communities. He encouraged the IP cooperatives to engage in coffee production giving the inspiration that Bukidnon coffee has placed for the best coffee in the world. By showcasing their collective efforts in helping out the IP communities in the area which was the first that they have received, the cooperatives hoped that this would create a ripple effect and that other organizations would continue to do their share in helping out the communities in need especially those in the marginalized sector, and more so of the Indigenous
Peoples. Ravanera also expressed his heartfelt gratitude to all cooperatives nationwide that took the extra mile to serve their members, frontliners and the community as well. “Cooperative officers and members indeed live up to the spirit of cooperativism and their efforts is a manifestation that truly, cooperativism is a countervailing force against this pandemic.” The cooperatives also express their gratitude to Sen Bong Go, and President Rodrigo Roa Duterte for their tireless efforts in leading the country and in inspiring organizations across the nation to do their share and help out in the fight against the dreaded COVID-19 virus.
