AgSur LGU sets new real property tax assessment By CHRIS V. PANGANIBAN

PROSPERIDAD, Agusan del Sur—Real property taxes in this province is set to be amended starting next year after the provincial legislature recently approved on final reading the ordinance that will adjust the schedule of fair market value (SFMV) of all real estate properties. Sangguniang Panlalawigan member Hazel O. del Rosario, author of the ordinance, said the revision of new tax real tax assessment is embodied in Republic Act 7160 or the Local Government Code of 1991 citing a certain provision that amends rates of real property taxes every three years. The ordinance for the general revision of SFMV for all real estate properties of the province is pursuant to Sections 212 and 219 of the local government code. “The purpose of this or-

dinance is to equalize and update real property valuation for taxation,” del Rosario said noting that the revised local tax assessment might be a burden to local residents but in the end they would benefit from it since the funds will go to social development in the wake of rising population of the province. Del Rosario, who chairs the Committee on Ways and Means, has led the public consultations on the proposed ordinance to the province’s 13 towns) held last February 21 until March 6 of this year. Provincial Assessor Cesar T. Rufila, Jr. said the adjusted new real property tax assessment level basically increases the real property taxes at 5 percent for residential lands, 12 percent for commercial properties and 20 percent for agricultural lands. General revisions happened every three

years, the last was conducted in 2015 and took effect in 2016. With the adjustments for example, a residential lot owner of at least 300 square meters for the Municipality of Prosperidad will now have to pay P726 per year. In compliance with Section 202 of the local government code, real property owners are required to file a duly notarized Sworn Statement declaring the true value of their properties every General Revision, whether previously declared or undeclared. New real property owners are told to declare their properties within 60 days upon acquisition or upon making improvement/construction of the property. However, as stated in Section 204, if a real property owner refuses or fails to make such declaration, the local assessor himself shall declare and assess the properties for taxation.

DENR drive vs hot logs in Caraga nets P32 million Friday, April 27, 2018

By CHRIS V. PANGANIBAN Contributing Editor

SAN Francisco, Agusan del Sur—An intensive nti-illegal logging drive by environment authorities throughout Caraga region since April 14 has already netted about P32 million illegal forest products seized mostly in wood processing plants (WPP). Lawyers of the Department of Environment and Natural Resources at the regional office in Butuan City has already lodged criminal charges against five persons who were involved in these illegitimate processing of hot logs in different areas in the region. Most of those charged were owners of the plants. The DENR 13 Operation Center reported that 21 composite teams who were simultaneously sent to investigate the WPPs have already seized some 6,892 cubic meters of logs and veneer products and

another 217,275 board feet of lumber, flitches and sticks during the first wave of operation. Among the biggest catch of the operation were illgotten 41,283 pieces of lumber with a volume of 114,345 board feet seized at the matchwood factory Philippine Softwood Products,Inc. in the town of Magallanes in Agusan del Norte. The operatives consequently padlocked the match making factory. A furniture making shop

run by persons with disabilities in this town was not spared after their bandsaw was confiscated. Hundreds of PWDS belonging to San Francisco Association of Differently-Abled Persons (SAFRA-ADAP) which has a school chair project with the Department of Education lose their livelihood. Eric Gallego, DENR Caraga Information Officer, said SAFRA-ADAP has processed ill-gotten hot logs to make other furniture made of premium

hardwood species. “More children of ours will be affected in the future if we will not stop them to keep on accepting illegal wood products,” he said. Lawyer Felix Alicer, DENR Caraga Regional Director, vowed the all-out drive against illegal logging in the region will be sustained even for months until the last timber poacher in the forest is flushed out. “This illegal cuttings and harvest of trees in the forest will continue for as

long as there are available markets that cater to the undocumented-cut logs from timber poachers and smugglers, Alicer said . We hope to deny the illegal outlets of undocumented forest products so that timber poaching and smuggling would be stopped,” he said Meanwhile, soldiers of the 36th Infantry Battalion intercepted on Monday some 5,000 board feet of freshly sawn lauan lumber worth P150,000 transported on a winged six-wheeler

van truck when it passed by their checkpoint in San Miguel town in Surigao del Sur. According to DENR Caraga report, there were 21 unregistered WPP and lumber dealers that were uncovered in places in Buenavista, Kitacharao, Jabonga, Cabadbaran and Nasipit in Agusan del Norte , Butuan City, and in Bayugan, Talacogon, San Francisco and Bunawan in Agusan del Sur. The operation which was ordered by DENR Secretary Roy A. Cimatu following a directive from the President Rodrigo R. Duterte seeks to end all means of illegal logging and illegal mining activities in Mindanao. It is backed up by two brigades of the Philippine Army troops under the 4th Infantry Division Commanding General Major Gen. Rogelio Villanueva, the Philippine National Police, the DOJ-National See LOGS, page 11

It’s all about the lack of political will

MAMBAJAO, Camiguin-Boracay’s environmental problem is brought by years of unregulated development. Thanks but no thanks to the lack of political will to enforce environmental laws to the letter. Closing Boracay is a lesson learned to all of us undisciplined humans living on planet Earth. Now, the brunt of shame is on us. And we waited for a former Davao mayor to enforce such a sweeping order. The Malacanang order has spread like wildfire all throughout the archipelago. Frantic as it were, all government agencies involved in enforcing environmental laws jumped out from their comfort zones to comply on a nationwide scale.

And Camiguin with its strict implementation of solid waste is no exception to the rule. An inter-agency task force led by DENR came to this island to enforce the law. Too late the hero. Mother Earth has been crying loud to stop throwing garbage everywhere. For the record, more than 9.1 billion tons of plastic of any kind and in any form are produced on Earth regularly and dumped into open spaces -- landfills, seas and oceans, mountains, plains and plateaus. Name it, the Earth have it. Solid wastes are everywhere. At the current pace, over 13 billion tons of plastic wastes will be discarded in

landfills or in the environment by 2050. This amount -- which converts to 12 billion in metric tons -- is about 35,000 times as heavy as the Empire State Building in New York. Most plastics do not biodegrade in any meaningful sense, so the plastic waste humans have generated could be with us for hundreds or even thousands of years. The estimates underscore the need to think critically about the materials we use and our waste management practices. Researchers compiled their data from production statistics for resins, fibers and additives from a variety of industry sources. The report found that as

of 2015, nearly seven billion tons (6.3 metric tons) of plastic waste was generated on Planet Earth. A total of 79 percent of that plastic waste accumulated in landfills or the environment, including the oceans. Despite widespread efforts toward re-usability, only nine percent was recycled. Another 12 percent was incinerated, a process that can also be harmful to the environment. Recycling is not much help when it comes to plastics, because they do See POLITICAL, page 6

A Deeper View

Mundane concerns

THE most recent survey conducted by Pulse Asia shows in no uncertain terms that Filipinos from all socioeconomic classes would rather see their mundane concerns such as the spiraling cost of basic commodities and the dwindling purchasing power of their wages be addressed by the Duterte administration as a top priority than by being obsessed in changing the constitution. This is very telling in light of the propaganda the Duterte administration is trying its best to sell that under him the economy is now better. The Pulse Asia survey results debunk this. There is no denying here that the sitting administration has its own economic blueprint aimed at making the Philippine

economy competitive. But if the clamor expressed by our countrymen in the survey is to be made the yardstick in determining this administration’s success in the economic front, there is much to be desired from the Duterte administration. But the survey result and the message it put forth do not surprise me at all. The Duterte administration’s economic blueprint is confined in finding success within the current global economic box. In that box, countries such as the Philippines does not have an iota of a chance to compete. The existing world economic giants such as America and China will never allow it. This is the explanation why more than half of the world’s wealth is controlled by or in the hands of just

one percent of the world’s population. The world’s wealthiest one percent are expected to insure that they’ ll continue to be perched where they are now. How to perpetuate themselves in their lofty positions is the name of the game. Any economic blueprint designed not out of the current global economic box will never work wonders for others outside of the one percent. Here lies the problem. Most of the country’s economic managers are trained and shaped to think within the current global economic box. These economic managers are not trained to think outside of the box. What they can think of are blueprints beneficial to the current economic order to

the detriment of the struggling ones such as ours. Just think of this. The foundation of industrialization is agriculture because it is that sector of the economy that provides in a sustainable way the raw materials that the factories can churn out into goods. Name a developed country in the world that became industrialized without developing first its agriculture. Aside from this, agriculture is the only sector that can assure food security for any populace. These are the twin See CONCERNS, page 6

Malacanang, will you refrain from gambling on DU30’s safety? LIFE’S INSPIRATIONS: “… Let us acknowledge the LORD; let us press on to acknowledge him. As surely as the sun rises, he will appear; he will come to us like the winter rains, like the spring rains that water the earth’…” (Hosea 6:3, the Holy Bible). -oooMALACANANG, WILL YOU REFRAIN FROM GAMBLING ON DU30’S SAFETY? I do not wish to appear as an alarmist person, or a strawman trying to scare people away but, if I were to be asked, I would not permit President Duterte to fly to Singapore on a two hour trip on board an airplane that can carry only a maximum of eight passengers.

That kind of an airplane is too small, and is susceptible of being swayed by the winds while it is on flight. Then, two hours would be an extremely long trip inside that airplane for the highest official of the country. My suggestion is that, if the President wants to save on expenses, he must take a commercial plane like an ordinary passenger, bringing with him the least possible number of assistants. It would also be a lot comfortable and safe to fly in a commercial plane, which could even provide the President with an opportunity to interact with other people. Oh well! Malacanang, can you please refrain from gambling on the President’s safety?

-oooUS EMBASSY, DFA, CAN YOU PLEASE TAKE PITY ON THE PEOPLE OUTSIDE YOUR GATES? I was greatly horrified with a scene that I witnessed outside the gates and walls of the US Embassy in Roxas Blvd., Manila, when I passed by that place early morning of Tuesday, April 25, 2018, to go to the Bacoor City Regional Trial Court for a hearing on a land dispute in Cavite. I felt the same horror as I passed through the Consular Office of the Department of Foreign Affairs (DFA) along Macapagal Avenue, Paranaque City, after my hearing. Here’s why: the people lining up outside of the edifices of these two offices

were all sweltering and withering under the scorching sun, which had been causing unbearable heat enough to burn the skin of many on that day, and even on the days before that. With that kind of heat from the sun, many of those that lined up at the US Embassy and DFA would surely be afflicted with ailments after their ordeal. My question here is simple: why is it that the US Embassy and the DFA appear unconcerned with the welfare of the people they are dealing with? Why, a simple tent or anything See REFRAIN, page 6

not dissolve in the environment. None of the plastics in widespread use are biodegradable. Just over two tons of plastics were produced globally in 1950, when mass manufacturing of the durable material began, said the report. By 2015, that number skyrocketed to over 440 million tons, outpacing most other man-made materials, with the exception of steel and cement. About half of the total amount of plastics produced NOTICE Notice is hereby given that the intestate estate of FRANCISCO S. from 1950 to 2015 has been made in just the last 13 years. While steel and cement are used for years, most plastic is used in packaging -- think plastic water bottles that are used once and discarded. Roughly half of all the steel we make goes into construction, so it will have decades of use -- plastic is the opposite. Half of all plastics become waste after four or fewer years of use. Plastic debris can now be found in oceans all over the world. In 2015, eight million metric tons of plastic entered the oceans. Many bags drift into the

ocean, strangling turtles, suffocating seabirds and filling the stomachs of dolphins and whales with waste until they die of starvation. By 2050, we will have more plastic in the ocean than fish. Plastic bags take between 500 to 1,000 years to break down. It enters the human food chain through fish and other animals. Garbage problem is real indeed. And it’s no laughing matter. The call for global intervention to mitigate this environmental problem is paramount –- and urgent in the highest order. (ruffy44_ph2000@yahoo.com)

Reasons for Absenteeism in School

By:Doris Mae G. Paelmao, SST-III Kibawe National High School

We have the so-called acceptable and unacceptable reason for students’ absences, but speaking of child labor it did not belonged. So, if parents would say that

my son/daughters is absent from the class because of work is it not a valid excuse. Parents/guardians, let’s not lost sight of the fact that attendance is an important

factor in school success among students. Studies show that better attendance is related to higher academic achievement for students of all backgrounds, but particularly for students with lower socio-economic status. Beginning in kin-

dergarten, students who attend school regularly, score higher on test than their peers who are frequently absent. Chronic truancy (frequent unexcused absence) is a strong is a strong predictor of undesirable outcomes in

the adolescence, including academic failure, dropping out of school, substance abuse and gang involvement. However, chronic absence( regardless of reason) is increasingly identified as an important “ early warning sign” that student is at

risk for school failure and early dropout. Many factors can contribute to students’ absenteeism. Family, health or financial concerns, poor school climate, drug and alcohol use, transportation problems, and differing community attitudes towards education are among the conditions that are often associated with a child’s frequent absence from school.

Xavier Ateneo 2017 valedictorian among Ten Outstanding Students of the Philippines X By Stephen Pedroza

avier Ateneo’s 2017 class valedictorian Brian Adam Anay was named one of the Ten Outstanding Students of the Philippines (TOSP) on Monday, April 23 in the Malacañang Palace. After the awarding ceremony, Anay wrote in an online post: “May this award inspire more Mindanaoan youth to excel in academics, social responsibility, and leadership. May this award inspire more people to stand up for something and be more proud of our identity as an island. May this award inspire more youth to actively become modern heroes in their own communities.” The TOSP program honors the country’s most notable students who not only excel academically but

also dedicate themselves as exceptional leaders and community servants in order to make a difference in their respective circles. Anay revealed that during his final interview he was asked, "What is the importance of being an outstanding student?" He answered: “The importance of being an outstanding student is one's ability to empower. Empowerment is not measured by the number of people reached through one's projects and community works. Empowerment is being

able to inspire courage in someone, one person at a time.” Anay, a graduate of BS Development Communication, dedicated the award to everyone who helped him become the person he is right now. “Thanks to Xavier University - Ateneo de Cagayan for instilling in me the value of magis (excellence) and being a man for others. Thank you to Compassion Philippines for developing me to be the leader the Bayan needs. Thanks to my DevCom family for nurturing me and letting me grow." " Thanks to my “I Am Mindanao” [advocacy] team who joined me in our fight against violent extremism and discrimination in our island. Thanks to my parents who loved me despite all of my imperfections and flaws. More importantly, to God

who carried me all these times.” Besides being the class valedictorian and a cum laude, Anay was the Outstanding Graduate Awardee of the XU College of Agriculture in 2017. He also won the ABSCBN Northern Mindanao (Region X) interschool newscasting competition in 2016 and is a member of Dulaang Atenista, a theater company at Xavier Ateneo. Anay was the team leader of the first season of the “I Am Mindanao,” a social media campaign aimed at educating the public, particularly, the youth of Cagayan de Oro City and its neighboring areas on violent extremism, strengthening the sense of pride of being Mindanaoans, and empowering millennials to take part in peace and nation-building initiatives. The “I Am Mindanao” campaign was among the final four in Peer to Peer: Facebook Global Digital Challenge last year, initiated by US-based EdVenture Partners and participated in by 144 universities worldwide.

Anay shared: “May we end wars and discrimination on our island and let peace and love abound. I will always be proud of my ancestry and my homeland. I am Adam Anay. I am

Mindanao.” At present, Anay serves as the head of media of Global Impact, an organization that aims to fight human trafficking in the Philippines.” (XU Communications Office)

Cebu Pacific aims to fly 22 Million passengers in 2018 The Philippines’ leading carrier, Cebu Pacific Air (PSE: CEB) aims to fly 22 Million passengers in 2018, aligned with the increase in domestic and international inbound tourists. The target is 12% over the actual number of passengers flown in 2017. For the full year of 2017, Cebu Pacific flew 19.7 Million passengers, up 3% year-on-year. Growth in domestic travel was relatively flat year-on-year. However, the number of international passengers expanded almost 8% in 2017, with strong performance in key markets like Sydney, Dubai, Hong Kong, Narita, Taipei and Incheon. “Despite the challenges posed by higher prices of petroleum products, the weakening of the Peso versus the US Dollar, security concerns and travel advisories, we have remained relatively resilient. To reach our goal of flying 22 Million passengers this year, we remain committed to offering a compelling route network where we can meet rising demand and sustain our year-round low fare proposition,” said Atty. JR Mantaring, Vice President for Corporate Affairs of Cebu Pacific. “We are also committed to transforming the customer experience and enhancing safety through continuous investments in technology and facilities as well as process improvements.” CEB posted a net income of PHP7.9 Billion in 2017, with passenger revenues

up 7% and ancillary revenues— including baggage allowance, seat selection and pre-ordered meals—up 15% year-on-year. While fuel costs were over 20% higher in 2017, the average fare was up just 4% in 2017. Cebu Pacific is expecting delivery of another three brand-new Airbus A321CEOs (Current Engine Option) in the coming days, adding to its current fleet of 62 aircraft. The carrier invested US$4.9 Billion for a total of seven (7) Airbus A321CEO and 32 Airbus A321NEO (New Engine Option), with deliveries starting this year until 2022.

Commission revoked the license of Rappler, which is known for its critical stance on the Duterte administration, for alleged violations of the Constitution and the Anti-Dummy Law. The case started in December 2016, when the Office of the Solicitor General asked the SEC to investigate Rappler over its Philippine Depository Receipts, instruments that allow foreigners to invest in a Filipino company without owning any part of it. Aside from the ownership issue, Rappler CEO Maria Ressa has been sued for cyber libel by businessman Wilfredo Keng for an article published on May 29, 2012. The article said that then chief justice Renato Corona used a vehicle registered under Keng. Keng filed the cyber libel complaint in October 2017 at the National Bureau of Investigation. The NBI dismissed the complaint on Feb. 22 on the ground that the one-year prescriptive period had lapsed. But on March 2, the NBI recommended to the Department of Justice to pursue the cyber libel case. Early this year, Duterte, reacting to an unfavorable report about Special Assistant to the President lawyer Bong Go, called Rappler a “fake news site.” The president has never concealed his dislike for media outlets that he thinks have been unfair to him and his administration. China, Cambodia China and Cambodia are the two other Asia-Pacific countries highlighted in the report. “Internet censorship and surveillance reached new heights in China as a Cybersecurity Law came into effect in June 2017, alongside other new regulations restricting online communications and the use of virtual private networks (VPNs). Numerous bloggers and social media users were arrested or sentenced to prison for critical online comments or efforts to share information about human rights. “Press freedom in Cambodia suffered a crippling blow in late 2017 when the government closed the Cambodia Daily—one of the country’s last and most prominent independent media outlets—and 15 local radio stations, in addition to charging two Radio Free Asia journalists with espionage,” it said. In the US, too The report further noted that even in countries like the United States free expression has come under threat. “…President Donald Trump’s use of threatening rhetoric—including declarations that the media are ‘the enemy of the American people’—and his repeated disparagements of specific journalists and outlets have

Friday, April 27, 2018 undermined public trust in fact-based journalism,” it said. The report, however, cited that “journalists in democracies continue to do their work, despite the sometimes harrowing new conditions.” “But if the free press, an essential component of democratic governance, is to survive as such, other elements of the democratic immune system must work to support it. These include opposition parties, an impartial judicial system, civil society organizations, and, most important, citizens— those who provide the revenue that keeps journalists in business and the votes that keep politicians in power,” it added. law here during my term as governor prohibiting the construction of highrise building so, Crimson, including those of Gaisano and Limketkai, will only be a 5-storey building,” said Mayor Romualdo. To boost its tourism industry, Romualdo is also planning to construct a state-of-the-art airport to increase the number of the flights daily in Camiguin. Currently, both the Philippine Airlines (PAL) and Cebu Pacific are offering a single flight daily from Cebu to Camiguin and vice versa. However, Mayor Romualdo said the Philippine Airlines is planning to go at least twice a day starting July this year. Once the airport expansion is completed, the local chief executive is optimistic that more flights will be opened from ManilaCamiguin. He said the flight from Manila to Camiguin is only 55 minutes, but can only happen if airport congestion in Manila is addressed properly. Aside from airport expansion, Romualdo is also planning to build a railway system connecting all the major eco-tourism sites of Camiguin. “And then there will an e-jeep that will fetch the tourists,” said Mayor Romualdo. He said the PLDT is about to complete its major infrastructure in order to provide the province with faster Internet Connection. Mayor Romualdo is also keen on constructing a 5-6 megawatt solar power and 10 windmills to boost the province’s energy requirements. Online sources said Camiguin is the secondsmallest province in the country in both population and land area after Batanes. According to the Philippine Statistics Authority (PSA), Camiguin is the smallest province in Northern Mindanao, comprising the towns of Catarman, Guinsiliban, Mahinog, Mambajao, and Sagay.

on social media. “We are in close coordination with the DOT regional offices to make sure that the list of accredited establishment and services are updated and posted in strategic locations, such as airports, terminals, and ports for easy reference,” Teo said. She advised the public to verify the legitimacy of travel and tour companies by calling DOT regional offices, or by visiting DOT’s database online at www.accreditationonline.tourism. gov.ph. Teo said travellers can also judge the authenticity of the travel agency by checking the tourism quality seal displayed at their offices, websites, and social media accounts. She warned DOT-accredited travel agencies found to be involved in illegal activities would be stripped of their accreditation. Beware: Travel fraud becoming rampant on social media More than 100 people have been victim to fraudulent travel services offered over social media. In Thailand, arrests have been made in three new cases involving alleged fraudulent services by travel agents over social media that affected more than 100 people and amounted in losses of several million baht. Polince Maj Gen Surachet Hakpal, deputy commissioner of Tourist Police, said police had arrested Apinporn Pongpreechawong on Wednesday for allegedly swindling 35 people out of 1.08 million baht (US$34,562) for a promised nine-day trip to Turkey. T h e t r av e l l e r s h a d booked their trips with Pongpreechawong through social media, costing 31,000 baht each, Bangkok Post reported. The trip, which travellers had paid for in advance, was scheduled for March 23 to 31. The trip never happened, and Pongpreechawong could not be contacted. Another case involving 33 Thai tourists on a trip to Japan saw the arrest of Sonthaya Posri. The tourists had flown to Japan on February 2 and were due to return on February 6, and had paid a total of 1.18 million baht for the trip. They were abandoned at a restaurant in Osaka after they were unable to pay the bill for their tour bus, and were told that the suspect’s company had not paid for the bus service. The travellers sought help from local police after the bus company withheld their luggage and passports; they also had to fork out about 135,000 baht more while waiting for their return flight on February 6. Following this episode, Posri had failed to compensate them and later could not be contacted, Pol Maj Gen Surachet said. In the third case, 49 peo-

ple reported that they were cheated of 20,000-30,000 baht for a planned trip to the Maldives in March by two women. The victims were promised via social media that they would be able to seek employment as masseuses at a hotel in the Maldives, with food, accommodation and income guaranteed. But the trip did not come to pass after victims had fully paid for the trip. It is believed that at least 100 people have been taken in by the fraud, The two suspects in this case remain at large.

Bureau of Investigation and the Criminal Investigation and Detection Group (CIDG). Alicer said the antiillegal logging drive were also participated by the DENR personnel from regional offices in Region 10 and 11 who focused on the 106 WPPs established in the region of which 72 of these wood factories are dormant and have not operated since the DENR cancelled their permits. The report said 10 WPPs were found to have operated with expired permits and its source of log suppliers are questionable. They included furniture shops and several stores of lumber materials along the roads and highways in Bayugan City, Buenavista in Agusan

del Norte and Butuan City . The report said only about 24 WPP of the existing WPPs that were visited by the operatives have documents that are clean and in order. The operatives also dismantled 45 sawmill facilities including band saw, table planer, moulding machine, jointer, kiln dryer, electric motor, plywheel with block, saw blade, circular saw and chainsaw.

Elena Sen Lim (Solid Group’s Chairman Emeritus) personally went to Hong Kong for the Araw ng Kayumanggi event held last Sunday (April 8) at Chater Road, Central. Araw ng Kayumnggi is a whole day event organized by MyPhone and Brown&Proud for OFWs and our Kababayans in HongKong. It aims to celebrate our pride as Filipinos and act as Solid Group Inc’s thanksgiving event for MyPhone’s 10th Anniversary. The event was opened through a public mass for the OFW’s in the morning. The main event started at 1pm

in the afternoon with intermission numbers from our lively and talented Kababayans. Inyi Yruma, Marketing Head of MyPhone, opened the program by sharing the humble beggining of MyPhone, on how the CEO of the company has strived and fight giant phone brands to offer Filipinos diginity by having a brand new phone instead of buying GSM or Galing sa Magnanakaw phones. Aside from the fun, talent showcase of our Kababayans, there’s also an ADOBO Cooking contest where more than 15 contestants joined. According to his speech later in the event, Mr. David Lim personally chose to have such contest because Adobo is a food brand associated to Filipinos for centuries. See myphone, page 11
