Duterte statement drew mixed reactions By DIVINA M. SUSON Correspondent

MARAWI City--Some local residents have expressed mixed reactions over the statement by President Rodrigo Duterte that he would let “rich residents” and “businessmen” fully restore the warravaged city. “I don’t think that I should be spending for their buildings. Hindi ako maggagasto ng ano (I will not spend anything, the people there have the money),” said Duterte as he admitted that he “doesn’t think he’s ready” to rebuild Marawi to its state before the 2017 siege. Drieza Lininding of the Moro Consencus Group and an IDP from Barangay Marinaut West in the most affected area (MAA), said the recent statement of the president is both a “welcome development” and a “sad news”.

“But it is mostly sad. Welcomed development in a sense that finally he put an end to speculations whether he will keep his promise or not to restore the destroyed houses in MAA,” Lininding said in his post to his social media account. He said he has been trusting that Duterte will keep his promise when the siege was still ongoing saying “Itatayo ko ang mga bahay n’yo” (I will rebuild your houses). “The question is, if he will not spend a penny for our houses, will he allow us then to return so we can start to rebuild or repair what is left of our houses?” He asked. In a consultation-dialogue of the Task Force Bangon Marawi (TFBM) with the IDPs in March, Housing Secretary Eduardo Del Rosario, the TFBM Chair, asked for the IDP’s patience because the gov-

ernment has been keeping its commitment to rebuild and rehabilitate Marawi City which was destroyed during the five-month war against the ISIS-inspired Mauve group in May 2017. Del Rosario said the clearing of the unexploded ordnances will finish on August 30 and the debris management on November 30, this year. Cagayanons restless over impending water rates hike

LATELY, the people of Cagayan de Oro are apprehensive as stories started circulating about the possible increase of the water rates in May this year. While the humor remains unsubstantiated, the restless residents are now questioning the propriety of the agreement between the Cagayan De Oro Water District (COWD) and the Metro Pacific Water Investment Corp. Manuel “Manny” V. Pangilinan is the Chair of the MPWIC. Looking back, on August 14, 2017, the MPWIC, a subsidiary of the Metro Pacific Investment Corp.

(MetroPac) signed a joint venture agreement with the COWD for the formation of a joint venture company to undertake the supply of bulk treated water that would address the requirements of Cagayan de Oro City. On March 21, 2017, the COWD awarded the 100 million-litter per day bulk water project to Metro Pacific. The project has a term of 30 years (renewable for another 20 years), which would supply a 100MLD of treated bulk water to COWD. Take a look, on August 14, 2017, the Cagayan De Oro Bulk Water Inc. (COBI)

became the bulk water supplier for Cagayan De Oro City. What is COBI? Where did COBI come from? Does it mean that the COWD entered into an agreement with COBI on the same day that it entered an agreement with the MPWIC? In this case, many have cast suspicion about the transactions between the COWD, the MPWIC and the COBI. One of the most vocal was lawyer James Judith who described the transaction as “manipulated.” In a statement released to a local daily newspaper two years ago, Judith said that the COWD officials

knew all along about the contract entered into by and between MPWIC and Rio Verde Water Consortium (RVWCI) in 2015. According to Judith, the supposed tripartite agreement between COWD, RVWCI, and MPWIC in 2015 “predated” the joint venture agreement between MPWIC and COWD, signed in 2017. MAKATI, Philippines – April 25, 2019 Ayala is committed to helping 1,000 of Pampanga’s hardest-hit families rebuild their homes which were destroyed by the 6.1-magnitude earthquake last April 22, 2019. Ayala continues to work closely with the local government to assist in rescue operations and in ongoing relief initiatives. MANILA -- It is high time to set mandatory workplace emergency protocol standards for rank-andfile workers in light of scores of employers who refused to evacuate their employees and maintained a business as usual attitude in the immediate aftermath of the earthquake last Monday, leaders of the Trade Union Congress of the Philippines (TUCP) said. Sugar Supply and Prices not covered by DTI TRADE Secretary Ramon M. Lopez clarifies that, “Much as we would want to manage the supply and regulate the price of sugar to ensure its availability and affordability to consumers, the law does not authorize DTI to perform such function. Sugar is a basic commodity under the responsibility and jurisdiction of the Department of Agriculture (DA). Under the Price Act (Republic Act No. 7581), sugar is a basic good under the jurisdiction of the DA. Monitoring and ensuring the affordability of sugar, and issuance of warnings thereof, all fall within the jurisdiction of said department. Nevertheless, considering a whole-of-government approach, DTI has made arrangement to help the DA in the monitoring of the retail markets and refer to DA violations and adverse findings. This pronouncement comes after a statement made by some Board Members of the Sugar Regulatory Administration (SRA) to the media that the DTI is not doing its job in monitoring sugar and ensuring that its price is not manipulated by retailers and wholesalers. “We would like to clear once and for all that the DTI can regulate the retail price of sugar in the market only if we are given authority to do so by the DA or the SRA. Without this authority, DTI can only monitor its supply and availability. The SRA, as an agency directly supervised by the agriculture department, should know this very well. We thus strongly advise them to take caution in making pronouncements and ensure its accuracy. We assure the consumers that our agency remains faithful to our true mandate. We have success in managing prices for manufactured products that are in the list of basic necessities and prime commodities, even during the inflationary months last year, because these are under the mandate of DTI,” says

Nevertheless, the DTI has been assisting the DA in its price monitoring activities for sugar and other basic agricultural products following the directive of President Duterte in August of last year. As a matter of fact, DTI had already made a recommendation to the DA and the SRA as early as July 2018 to impose a suggested retail price on refined sugar at P50/kilo. Meanwhile, the DTI initiated the Presyong Risonable Program (PRD) in August last year, enabling retailers to directly import sugar and sell these to consumers at prices not higher than P45.00 and P50.00 per kilo for brown and white sugar, respectively. Currently, these reasonably-priced sugar variants are sold at Robinson’s Supermarket and SM Supermarket branches nationwide. Puregold, meanwhile, is in the process of sourcing sugar for its house brand that will be made available to consumers at P50/kilo very soon. To date, the SRA has not yet issued a suggested retail price on sugar but despite this, DTI continues to monitor this product and issues Letters of Inquiry to retailers found to be selling sugar at an enormous price higher than P50.00 to find out the trading layers and hope to minimize them. “With offices and monitors stationed in all regions and provinces of the country, the DTI is highly capable and equipped in the area of price monitoring. Due to the volatility of prices of agricultural goods, it is necessary for the government to do a close watch on this. The DTI is most willing to complement DA´s manpower to include monitoring of sugar among the products under our mandate, as we have already included chicken and other agricultural products, all for the protection of our consumers,” says DTI-Consumer Protection Group (CPG) Undersecretary Atty. DAR issues clearer guidelines on land valuation THE Department of Agrarian Reform (DAR) has recently issued an administrative order on the creation of a document required to estimate the value of lands awarded to farmerbeneficiaries. DAR Administrative Order No. 4, Series of 2019, outlines the procedures in the generation of the abovementioned requirement, the Land Distribution and Information Schedule (LDIS), which form part of the prerequisites of the land valuation process. The LDIS reflects data for the computation of the amortization that agrarian reform beneficiaries (ARB) should pay the government. Manuel Jamonir, assistant vice president for operations of Udenna Infrastructure Corporation, said Wednesday that Davao City’s role in the aviation sector lies in developing more international routes. Jamonir noted that the Davao airport lags behind in terms of international traffic but hopes the city will become the next top key player in aviation once its airport will be expanded and developed.

As of now, he said the country’s top airports with international traffic are the Ninoy Aquino International Airport (NAIA) in Manila and those in Cebu; Clark, Pampanga; and Kalibo in Aklan. Jamonir said the Mindanao Development Authority (MinDA) is already working on stronger connectivity, beginning with the return of the Davao–Manado (Indonesia) direct flight. He said the possible reopening of the Davao-Manado route is now under discussion. He also cited the planned Mindoro-Batangas Super Bridge, a P30.883-billion construction of a bridge to link Mindoro and Batangas, boosting economic and tourism activities in both provinces. Preparations are ongoing for the terms of reference, feasibility study and the approved budget for the contract. There is also the Southern Tagalog Arterial Road, a P2.5-billion project consisting of 18.6-kilometer, 4-lane access road between Brgys. TingaItaas, TingaLabac, San Pedro, Dumantay, Sampaga, SirangLupa and San Isidro, Batangas City, meant to reduce road congestion in Batangas City. Go said that top in his legislative agenda is his crusade to improve the delivery of health services in the country, not only through the upgrading of facilities of public health institutions but also through the establishment of Malasakit Center. If you want to stop worrying, then you need to focus on not thinking so much. Thinking is actually a good thing, but when we overdo it, it becomes a huge burden to us and it could at time be detrimental to our health. Often times, worrying is good because you are aware of the importance of the problem and situation you’re in. However, we tend to worry more than we’re supposed to even to those things that don’t aren’t even valid at all. When we begin to worry, what we do is start projecting what’s up ahead in the future; we try to use imagery in picturing out the most negative scenarios. Most of the time, we think about what could happen worse. Students may spend a lot of time worrying about how performed on tests and exams. Some people worry about failing in their tasks and it could lead to a severe

case of paranoia. Even when we feel something in our bodies, we tend to become too negative and think of the worst possible disease our symptoms are beginning to foster. In all of these examples, the person is too overwhelmed and worried about something that hasn’t materialized into reality yet. Not only that, the person is also too concerned about something that he might not have any control over at the present moment. If you’re keen on solving out this problem, try to think of positive thoughts in the present. One can never foretell the future, but one could make the most out of his present. When we worry too much, we become our very own obstacle, and it’s dreadful. It’s worrisome because many plans and aspirations in life could cease to happen because people dwell too much on negative thoughts. Try to live life one day at a time, and never forget to thank God for what you have today.
