A 24-year old policewoman is the Philippine National Police (PNP)’s new advocate of its campaign against illegal drugs, radicalization and women’s issues. PO1 Madonna Gay C. Cajocon, assigned at the Regional Mobile Force Batallion (RMFB) of the Police Regional Office 9 (Zamboanga Peninsula), was crowned 2018 Ganda Pulis during the pageant’s coronation ceremony in Camp Crame on Monday night. Cajocon bested 25 other beauties from the PNP’s provincial offices, units and districts. Now on its second year, the pageant is a program of the PNP Police Community Relations (PCR) unit which seeks to secure communities with healthier interactions with the police.

DOLE Regional Director Ofelia Domingo said the pageant will be held on May 5 at the East Wing Activity Center of KCC Mall as one of the activities for
the month-long Labor Day celebration. Domingo said the search for Miss KasamBESHIE 2018 is aimed to drum up more awareness on Republic Act 10361 otherwise known as the “Domestic Workers Act” or “Batas Kasambahay”. Domingo said R.A. 10361 is a landmark law that covers protection and welfare of domestic workers and strengthens respect, pro-

This, as Sulayman Sali, the remaining escapee at large, surrendered early Tuesday to the local police authorities. Sali was accompanied by his uncle, Dr. Ussal Amana, and other relatives, when he yielded at around 8 a.m. at the Police Station 6 of the Zamboanga City Police Office (ZCPO). C h i e f Insp. Hel e n Galvez, Police Regional Office-9 (PRO-9) information officer, said Sali and his relatives arrived in this city on board the first trip of an inbound commercial ferry from Basilan. Galvez said that Sali, after his escape, went in hiding in Barangay Candiis, Mohammad Ajul, Basilan province. She said efforts were made by the Police Station 6 to locate and en-

gage the family of Sali for his recapture before he voluntarily surrendered. Sali, who is facing illegal drug charges, escaped along with 15 other detainees from the lock-up cell of the Police Station 6 at dawn of April 10, this year. They cut the detention cell lock with a hacksaw that was smuggled in by a relative of one of the detainees. The other escapees were immediately recaptured by the police with the assistance of the Task Force Zamboanga in pursuit operation while some of them have surrendered. The 16 who escaped were among the 58 detainees at the lock-up cell of the Police Station 6. (PNA)
ZAMBOANGA City--Three people were wounded as two groups of fishermen entangled in long standing dispute clashed off shore Lantawan, Basilan province, the police reported on Tuesday. Senior Supt. Rufino Inot, Basilan police director, disclosed the firefight broke out at around 10:30 a.m. Tuesday near Caluitan Island in Barangay Luuk-Maluha, Lantawan municipality. Inot identified those involved as that of the groups of Jul Amri Majindi and Ibrahim Alam, both of Barangay Lawi-Lawi, Lantawan. He disclosed that the firefight broke out and lasted for about 10 minutes when the protagonists crossed path at sea while fishing. He identified those wounded as Baser Hasim Sagdi, Michael Majindi Amiril, and Amiril Mawali, all followers of Majindi. He said they were rushed to the hospital in Isabela City, the capital of Basilan province. He said that police and military forces were sent to the area to contain the situation and to apprehend those involved in the firefight. (PNA)

Dubbed ‘Compassionate Gold’, this refers to jewelry and accessories made of gold obtained from the Artisanal and Small-Scale Gold Mining (ASGM) sector through responsible methods that are not harmful to health and the environment; sourced from legal mines; certified mercury-free, child-labor free and ensuring decent working conditions. Compassionate Gold follows international norms such as the Minamata Convention and that of the Organization for Economic Cooperation and Development (OECD). It puts the welfare of the people and the planet at the center of artisanal and small-scale gold mining. “Compassionate Gold is our way of helping uplift the lives of our small-scale miners and their communities who have long been trapped in a cycle of poverty,” Fr. Lawmen kill fake gold bar dealer killed TACURONG City––A suspected swindler who sells fake gold bars and illegal drugs was killed while his common-law wife was arrested during a police entrapment operation here on Sunday. Supt. Aldrin Gonzales, spokesperson of Police Regional Office 12, said the shootout occurred when the suspected swindler, identified as Dodong Santillana of Kitaotao, Bukidnon, opened fire on police officers in Barangay Calean. Supt. Jeofil Siason, city police director, said Santillana pulled out a gun and opened fire after sensing he was dealing with law enforcers. The lawmen returned fire hitting the suspect in various parts of his body. Police rushed him to the hospital but he died along the way. His common-law wife, Rubelyn Lanto was arrested. Seized from them were one fake gold bar, a 38 cal. revolver and several sachets of shabu. Police records showed that Santillana and Lanto have been roaming around the province swindling several people. The couple’s latest victim was a teacher in President Quirino town who bought a fake gold bar worth PHP50,000. Siason said an entrapment operation was immediately conducted when the couple was seen at Purok Sta. Teresita in Barangay Calean here. Police appealed to other victims of Santillana to come forward and file appropriate charges against his commonlaw wife. (PNA)

Leader of armed group in Bukidnon surrenders By CRIS DIAZ Executive Editor
CAGAYAN de Oro City-The leader of the armed group who figured in a gun battle with government troopers in Bukidnon wounding three soldiers surrendered Tuesday, a police report said. Tarcisio Barros, husband of village chief Cherry Barros, of Kinawe, Bukidnon, accompanied by the town mayor of Libona, gave himself to Gov. Jose Zubiri, of Bukidnon, and was later turned over to the police regional command in Cagayan de Oro City Tuesday. Barros escaped together with another unidentified suspects after a shootout with government troopers who raided his residence at Kinawe early dawn Saturday. Armed with six search warrants, the lawmen, led by the CIDG regional command in Cagayan de Oro City, swooped down on Barros residence Saturday dawn. However, before the warrants could be served, the lawmen were met with a volley of gunfire, which resulted in a firefight that wounded three soldiers. The combined military forces, however, overran the armed men and arrested 19 suspects along with a cache of high powered firearms, ammunitions and explosives. The 19 other
suspects were charged in a court in Bukidnon with frustrated and attempted murder, illegal possession of firearms, ammunition, and explosives. Barros and some of his unidentified followers slipped and escaped the military cordon and has been an object of manhunt prior to his surrender. Supt. Melgar Devaras, of the CIDG regional command, has taken custody of Barros, who would also be charged in court with attempted and frustrated murder aside from illegal possession of firearms and explosives. about a person who’s committing adultery that says: “How can this love be so wrong if it feels so right? If lovin’ you is wrong, I don’t want to be right!” Our feelings and conscience are NOT always a good guide to show us what’s right and wrong. Since everyone one of us has the tendency to be selfcentered in one way or another, we’ve damaged and confused our conscience. So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them. A person can be very wrong even though he doesn’t feel wrong or guilty. For example: Adolph Hitler had 6 million Jews tortured and murdered just because of their race! But he did

not show any guilt for all the evil he did. Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty? Of course not! You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished. The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it. So because we cannot depend on our conscience or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day. Today, even though you have not felt very guilty, you now understand that you are

guilty of living your own way. You know that you’ve done wrong things: wrong thoughts, words, and actions. Maybe they were even things you thought were not wrong because many other people do them. Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him. So why not ask Him to take full control of your life and help you start living His way every day? “Don’t Follow Your Conscience”
Part 1 BERN, Switzerland--A luxury ship cruise is associated with pleasure and fun and merrymaking. And this month we were on a ship of the Costa Crociere S.p.A., an Italian cruise company, do to just that. We certainly enjoyed the week-long cruise, stuffing ourselves on the buffet meals and snacks that were available at Deck Number 9, the “food deck””, almost 24/7. We enjoyed the long dinners offering exquisite Italian food and wines prepared by the ship’s cooks, went to the disco almost nightly, and treated ourselves to the nightly shows featuring world-class artists and performers brought onboard by the company. This was the second cruise for my wife Theresa and me, the first one in 2015 on an MSC Cruises ship also in the Mediterranean. Bu this trip was different, because we encountered daily other Filipinos and experienced close-hand their daily lives and struggles. Of the ship’s 1,100 crew, about 80% were Filipino, working as room stewards, waiters or busboys, as socalled entertainment “animators”, as cooks, as security or offshore personnel, or as deck maintenance crews. They were everywhere — in the business shops or in the casino, in the bars and restaurants, on the top decks or the lower decks, greeting us with their smiles and “kumusta po kayo!” when they saw that we were Filipinos. They offered us the goods during the whole trip. “Ano pong kailangan ninyo? Ako
po ang bahala sa inyo,” was the reassuring refrain we got when meeting a Filipino crew member. We got extra food portions, a few drinks gratis, discounts at the spa, even a bottle of champagne offered spontaneously over the bar so that a Filipina member of our group could celebrate her birthday. When we joked that we wanted Filipino food like adobo or sinigang, our Filipino waiters said it could be arranged, “pwedeng ayusin, sir”. No was never their answer, although we reassured them that it was the Italian delicacies we were after in the dinner menu. And we got stuffed— starting out with the carpaccio, a dish of raw meat or fish thinly sliced or pounded thin and served with lemon, olive oil, salt and ground pepper. Then we had the pasta or the various kinds of the risotto, a rich and creamy rice dish of the Italians. We tried once a risotto nero, undaunted by its black color, and found the squid cuts in their ink sauce very tasty. For the main menu, we had the osso buco, a classic Milanese dish of braised veal shanks in a hearty wine- and vegetable-based sauce. I was even lucky to find and try wild pig on the dinner menu (the meat was cooked very tender and with virtually no gamey smell, being smothered with spices and sauces.) Our kababayans were happy to serve us, saying that they often had a Filipino couple or two as passengers, but never this big a group (we were 20 Filipinos in all). They gave us their best service, not only in the
nightly dinners but down to the housekeeping. We saw how trained and motivated they were, and how high the work standards were. And they gave more. Our Filipino waiters gave us a treat on Italian night, offering a dance performance of “Volare”, the beloved Italian classic, to the delight of all the diners. Then they next danced to the hit song “Sofia” by the Spanish singer-songwriter Álvaro Soler. “Sofia” was released in 2016 and was big in Italy, going seven times platinum in Italy. The waiter’s dance brought the house down. Or rather, it brought the dinner crowd composed mostly of Italians to its feet. And on the last night, Costa showed for us “Gente di Mare” or “people of the Sea”, a video production honoring the crew of the ship. “Gente di mare” was the Italian entry in the Eurovision Song Contest 1987, performed in Italian by Umberto Tozzi & Raf. In this highly popular song, the singers describe themselves as “people of the plain” who feel they are prisoners of the city, and contrast it with the freedom of the “people of the sea”. There were Filipinos on almost every clip on the video, and I realized with a jolt how our ship and many others on the high seas all over the world were kept afloat by the service and dedication of their Filipino crew. “Lulubog ang Costa pag umalis ang mga Pilipino dito,” was how one bartender put the matter squarely. But with the good things we saw also came the painful
truths. The crew was on 8 month-long contracts, but they received no pay on the 2 to 3 months that they were on vacation. And they said there was no assurance of the next contract. They worked long shifts of 10 up to 12 hours, with no days off. In Corfu, we met a group of Indonesian crew members who said their shore leave was only 3 to 4 hours, just enough to relax and buy personal items and to find local wifi and receive or send off important messages to their families. (To our dismay, we learned that the crew had to pay for wifi onboard, just like the passengers!) Onboard, it seemed like the so-called “animators”, the crew that pumped up the party people, were always at the next entertainment event. “Lagare” was how the Filipinos called it, jumping from event to event. I met a young Filipino on his third year cleaning the top deck of the 294-meter long (or about 900 feet) ship early one morning. He said he had started at 5 a.m. and would finish his shift only six hours later. And in winter? I asked. “Mahirap nga pag winter, ser, malamig,” was his reply. Our steward took care of housekeeping 24 rooms on our deck. He was one of the oldies, those who had worked on ships for ten years or more. He was saving money for a daughter who was starting medicine in a private school in Manila. His son had a rare nervous syndrome which resulted in a stroke when he was aged 5; he survived, but he had not developed as well as the See PEOPLE, page 11

Balutan: STL operators used to give a ‘drop in the bucket’ from their gross income P hilippine C h a r i t y Sweepstakes Office (PCSO) General Manager Alexander Balutan revealed that before he assumed his position, Small Town Lottery (STL) operators used to only give the agency a ‘drop in the bucket’ from their gross income. “When we assessed the original 18 STL operators in 2016, especially in Luzon, Batangas, Laguna, Quezon, Nueva Ecija, Tarlac, Pangasinan, Pampanga, Zambales, we discovered that the average gross income of these provinces was P400 million a month, but they only give PCSO a ‘drop in the bucket’,” Balutan SAID. When Balutan assumed as the agency’s general manager in 2016, there were only 18 STL operators. One of them was from Batangas City that used to give only P25 million a month. “Pero nung binago at pinaigting natin ang IRR [Implementing Rules and Regulations], Batangas now is giving us P124 million a month. Ganun kalaki!” he said. From P4.7 billion earnings in 2016, the agency was able to raise it to P15.7 billion in just one year – a record high in history of PCSO even in any other agency. “Pagkatapos binabatikos pa tayo. Sinasalang pa tayo sa Congress sa mga walang basehang akusasyon,” Balutan lamented. STL was introduced in 2006 as part of the government campaign to eradicate illegal numbers game sucha

Balutan, a battle-tested former marine general who earned the moniker “Mandirigma” (warrior) from his many battles and years in Mindanao, was described by the President as “berdugo”. “My battle-cry that time was touching lives, winning the peace. But up to now, we are touching lives. Dati sabi nila, ‘Mandirigma’ pampaiksi ng buhay, ngayong pampahaba na,” Balutan said. On February, 2, 2017, President Duterte signed executive order (EO) no. 13 to strengthen the government’s fight against illegal gambling. “Lahat ng ilegal numbers game kapag ipinasok natin sa STL, STL na ang generic name. Hindi naman tayo iba-iba. Nag-i-iba-iba ‘yung lugar ng bawat laro – ‘yung socially accepted game. Sa Luzon, jueteng yan. 1 to 38 or 40; sa Visayas, masiao o pares; sa Mindanao, suwertres,” explained Balutan. ‘One Boracay’ movement to expand to other PH islands By Joyce Ann L. Rocamora
MANILA -- Following issues in Boracay that prompted the government to close the island for six months, tourism stakeholders are expanding “One Boracay”, a movement to protect the island, to other Philippine destinations to ensure that other tourist sites would not suffer Boracay’s fate. The private tourism sector has made available 4,000 wide-ranging jobs for those who will be displaced with Boracay’s closure on Thursday. One Boracay, is comp osed of the Tourism Congress of the Philippines (TCP), Philippine Travel Agencies Association (PTAA), and the Hotel Sales and Marketing Association (HSMA). At present, the groups are in touch with their counterparts in some of the other prime tourism destinations in the country to forge partnership. “There will be groups like the one we have for Boracay in other destinations that are under intense scrutiny or those that are being threatened to be closed by the government. We have One Boracay now. There will be One Bohol, One Puerto Galera, and One Palawan very soon,” TCP president Jose Clemente III said Monday. For her part, PTAA president Marlene Dado Jante said they will exert efforts to avoid having other destinations suffer the same fate as Boracay. Philippine Airlines (PAL) will further boost its operations at its hubs in Davao, Cebu and Clark, with the scheduled arrival of 15 new aircraft within 2018, and another six (6) aircraft in 2019. From Grassroots Sports to Roots for Boracay Tanduay president Lucio “Bong” Tan, Jr. has been actively supporting grassroots sports through an initiative known as Tanduay Athletics. Tan is the backer of Batangas Tanduay Athletics that is now the team lording over the Maharlika Pilipinas Basketball League (MPBL) founded by Sen. Manuel Pacquioa. The league replaced a former regional basketball league that supports grassroots basketball. Beyond sports, Tan is also passionate about green initiatives. He himself was on top of the transforma-
tion to a zero-waste facility of Absolut Distillers, Tanduay’s alcohol distillery based in Lian, Batangas. The facility bagged numerous environmental awards, including the prestigious Green Apple Awards, an annual international campaign to recognize, reward and promote environmental best practices around the world. Absolut Distillers is the only local distillery to have received this award up to this day. International connectivity is also improved as PAL offers convenient connections in Cebu for passengers flying from Davao to Tokyo, Narita, Beijing, Seoul and Bangkok. There are also timely connections in Manila to destinations in Europe (London), the USA, Australia, Japan, the Middle East, China and various Asian countries. Since late 2017, Davao and Cebu are just one stopover away from Toronto and Auckland for the first time, and the same is now true for Brisbane (since March 28) and later this year for New York, India and Hokkaido. This is the result of PAL’s decision to eliminate stopovers and go nonstop on more and more international routes. Some of the frequency increases, particularly from Manila, are designed to compensate for the impending closure of Boracay and to offer vacation travelers alternative holiday destinations. PAL is presently working with local and foreign government authorities for
the green light to operate new or additional touristcarrying flights from China, Korea and Taiwan to Puerto Princesa and Cebu, in light of the suspension of many flights from these countries to Kalibo. The additional China-Cebu and Korea-Cebu flights are intended to feed more tourism travel to Camiguin, Siargao, Coron, Bohol and likewise to Butuan, rather than exclusively to Cebu. This is one positive multiplier effect of a thriving PAL hub network centered on Cebu Mactan. PAL currently flies to 16 domestic and seven international points from Cebu, 14 domestic and one international points from Clark, six domestic points from Davao, and one international destination (Seoul, Korea) from Tagbilaran. Comprehensive marketing and sales studies are ongoing for the introduction of new destinations in Europe and the US mainland, including Chicago and Seattle. lately due to the amount of pollution that has been plaguing the once-pristine paradise. There are talks of a government shutdown to tourists in order to rehabilitate the natural landscape. Tan pioneered the project “Roots for Boracay” to save the last mangroves in the island. “When we first got there, we already saw the amount of solid waste that lay among the mangroves. Before we started reforesting the area, we needed to have it cleaned up,” Tan revealed. He noted that if the mangroves have not been cut down indiscriminately, the problems being faced by Boracay today would have been much lesser. There would be no need to set up expensive artificial waste treatment facilities for the island’s recovery, as the mangrove roots will naturally filter water waste. According to him, Boracay is far from any of his business interests, but the need to respond to an impending crisis was what drove him to act. “It took awhile to bring together the various people who will help us in our quest to get hold of the right to implement our project to clean up and re-plant in order to stop the continuous degradation of the mangroves in that area of Boracay,” Tan further related. But Tan had the right man on his side to make sure his visions will be realized. Gerry Tee is the chief operating officer of Absolut Distillers. He is the same person with whom his father Lucio Tan Sr. entrusted the green transformation of the Batangas alcohol distillery. With the help of Tee, they engaged the Tan Yan Kee Foundation led by Philip Sing to gather a 200-strong workforce that began the clean up efforts in Barangay Manoc Manoc, where the mangroves are located. They have gathered four truckloads of garbage by the time they finish cleaning the mangroves area.
“To protect Boracay, it is important to go down to its roots. In this case, we seek the last frontier of Boracay – the mangroves. It is where the fish and other sea creatures get nutrients, it is where life starts. Without the mangroves, the island would also cease to exist, as it protects the island from typhoons. The beautiful fine white sand will go back to the sea because their roots are the ones holding the island together,” Tee explained. He added that aside from building the infrastructures and replanting mangroves, the mission of the project is to showcase that part of Boracay that is often neglected, so people can know what it takes to protect the beaches that tourists love so much. The project had partnered with the local government unit, the DENR and concerned non-government organizations to come up with a sustainable development in the area which involves the locals, educating them about the importance of the mangroves to their island. “So much has been cut down to make way for real estate, others cut them down for firewood. A portion is also dying out, because a road development cut off water supply. With Roots For Boracay, people have begun to understand what needs to be done,” said Tee. The Tanduay executives underscored that it is not about the company, which has also instituted other environmental campaigns in partnership with the Tan Yang Kee Foundation such as The Canopy Project, which replants trees in the denuded forests in the North. “Boracay is only part of the market for Tanduay, we are more concerned about our legacy. It is not about Tanduay, it is about the locals – their subsistence, their livelihood, and their existence. Tanduay is just there as a vehicle to raise awareness,” Tee said. They cautioned that if the lack of concern for the environment continues in the name of profit, Boracay will not be the only one. “If Boracay is closed down, people will move on to Palawan. This has happened

before, just look at how Matabungkay deteriorated,” Tee admonished. “The issue is lack of awareness, and we are trying to address that with our project.” They said that the plans of shutting down Boracay will hurt a lot, but from their perspective of what they have seen in the mangrove forest, it could be a onestep-backward, two-stepsforward situation. “It is about moving forward, and we can all help in our own little way, by doing things like picking up a cigarette butt and not throwing your garbage just anywhere,” Tee said. “It was a directive from the Chairman, Mr. Lucio Tan to follow the concept of sustainable development, where we do not profit at the expense of the environment. We make sure that everything we do is about reducing our carbon footprint and become more independent from the environment where we do not use to dump our waste,“ Tee further shared.

DA extends P4-M aid to Davao City farmers DAVAO CITY—The Department of Agriculture on Monday turned over to the city government a check amounting to PHP4 million as assistance to the fisheries and the livestock sector under the national government’s Payapa and Masaganang Pamayanan (PAMANA) program. The check was received by City Agriculturist Leo Brian Leuterio, who said PHP2 million of the amount will benefit the Municipal Fishery Development Project at Purok 77, Bangkal, Talomo District while the remaining PHP2 million will be spent for livestock production projects. Leuterio said the money will be used to purchase dryer for seaweeds and small warehouses for the fisherfolk. “We have identified a few things that the beneficiaries really need -- those are dryers for seaweeds to help them develop their products and small warehouses for their products and equipment,” Leuterio said. He said the solar-powered seaweeds dryer will boost the seaweeds industry
in the city. According to Leuterio, CAO had requested for the financial assistance under the PAMANA after assessing the needs of the fisherfolk and small livestock raisers. He said there are more needs of the fisherfolk that will be distributed to them in the coming days. “We have requested more motorized bancas from the Bureau of Fisheries and Aquatic Resources (BFAR). We also have three on deck fish landing that will be put up together with the coastal road and there will be more to come,” he said. Meanwhile, the City Information Office (CIO) reported that the Philippine Rural Development Project (PRDP) also turned over two units of hauling trucks to two Davao City cooperatives. The vehicles will be given to the Subasta Integrated Farmers Multipurpose Cooperative (SIFMPC) and Biao Agrarian Reform Beneficiaries Cooperative (BARBC). Mati imposes ‘zero waste rule’ during summer fest
DAVAO CITY -- The Davao City government and the Japan International Cooperating Agency (JICA) on Tuesday bared a “shopping list” of major infrastructure projects worth almost PHP300 billion to address existing conditions and issues in city, especially on the effects of urbanization. Called the Davao City Infrastructure Development Plan and Capacity Building project for the Infrastructure Modernization for Davao or IM4Davao 2045, it is 27-year infrastructure plan with a list of proposed projects for Davao City that investors and funding agencies can select from. “It is a platform for all agencies and stakeholders. A platform for the development of development,” said Ken Kumazawa, leader of the IM4Davao Project Team. The draft of the final report was presented to
agencies and stakeholders at the Marco Polo Hotel. It contains the existing conditions of the city’s water system, traffic, and other environmental issues. IM4Davao is being developed by the city government together with JICA and Almec Corporation Oriental Consultants Global Ltd. The plan is expected to improve the city’s competitiveness, safety from disasters, and general urban conditions. It will support the planning and implementation of development - effectively and efficiently - through the capacity enhancement of the National Economic Development Authority (NEDA) and the city government. Kumazawa said there are priority projects on the list, from highway network, public transport, wastewater management, solid waste
management, environmental management, and planning and implementation capacity. He said the city government saw the need to create an infrastructure plan because it is expected to perform key regional and international roles being the seat of Davao region. In a press briefing also held at the Marco Polo Hotel on Tuesday, Assistant City Administrator Tristan Dwight Domingo said the IM4Davao guides the city on how it will pursue infrastructure development. It will also raise accountability. “This is a list which can serve as a basis of specific things we can request from the national government to help us with or to fund,” he said. It is also a show window for the people to see the bad effects of urbanization.
DAVAO CITY – As Mati City hosts two major events for the Visit Davao Summer Festival, the local government reminded local and foreign tourists to follow the “zero waste” rule imposed by the city. Mati City is hosting the Amihan Skimboarding Competition where 100 participants are joining on April 27 to 29 at the Menzi Beach Dahican with teams coming from Leyte, General Santos City, Negros, Surigao, Digos, Davao City, Cagayan de Oro City. City Tourism Officer Arlene Llamada said the city government is paying attention to proper waste management to protect the environment and their wildlife at sea like dolphins, whales, budanding, turtles and fishes that abound in the Mati coast. Close to 10,000 visitors are expected to converge in Mati for the summer events. Training and Seminar is a five-day training for the IPs to become defenders of their ancestral land against lawless groups, criminals and even help fight against drug abuse and terrorism. This is to strengthen the barangay structure and functionalities, including the traditional political

Some of the projects are already subject to funding while others are on-going. NEDA director Maria Lourdes Lim hopes other projects will obtain grants so that these can be started. She said the other components of the masterplan will have to go through a rigorous evaluation or appraisal process and the appropriate financing scheme. “Having these projects, for example, in the public investment program which is being managed by NEDA, that will be a signal not only to our government but also to our ODA (Official Development Assistance) partners and even private sector through PPP (publicprivate partnership) that we want to make Davao City as, perhaps, the most competitive and livable city in the southern Philippines,” Lim said. The report presented on Tuesday detailed the issues currently confronting the city. These are the degrading water quality of the Davao River with its high fecal coliform and total suspended solids; traffic problem; and, urbanization trend, particularly on the rapid increase of the city’s population in 30 years from less than a million in 1985 to 1.6 million in 2015. In its population forecast, the report said Davao City plus the six adjacent local government units could reach 5.2 million in 2045 from 2.5 million in 2015 population count. To address bottlenecks and new roads, the list in-
cludes short-term projects such as the completion of the Davao City Bypass road; completion of the Davao City Coastal Road; secondary routes between the bypass road and Diversion road; and, the establishment and operationalization of the Davao City Traffic Control Center. For mid-term (20232030), the list includes the extension of Diversion road to Toril; the construction of Davao Riverside Boulevard together with river improvement; and, secondary roads to serve newly-urbanized areas. The long-term projects (2031-2045) are the construction of the BuhanginBunawan Bypass Road; construction of the TalomoCalinan Bypass Road; and continuous secondary road development. There is also the railway network plan, a combination of the ongoing Mindanao Railway with the proposed Davao City Mass Transit Line. Lim said the projects are even aligned with the 10-point development agenda of Mayor Sara Duterte. WESM is a venue where electricity made by powerproducing companies are centrally coordinated and traded like any other commodity and prices are driven by the law of supply and demand. “Though we will be producing 12MW of power, we will only dispose of to the WESM the 10.2MW because we will be using the remaining power in our plant,” Arellano said. He said they will use Napier or king grass as the primary fuel of the power plant, citing a successful biomass plant in Honduras using Napier as one of the sources of fuels. Arellano said 60 percent of the company is owned by a Filipino family and the 40 percent by a Chinese partner. He said the project could generate employment and income to the barangay and the local government unit. The company is also obliged to observe its corporate social responsibility to the host locality. He said they have already contracted 600 hectares of land to be planted with Napier for use of the plant. He said the barangay council of Dickilum and the Sangguniang Bayan of Manolo Fortich have passed resolutions endorsing the project. During Tuesday’s meeting between the city mayor, the president of ATSC Michael Mustapha and a Malaysian investor who is one of the school’s directors, Guiani-Sayadi has committed to provide scholarship to future deserving students of the ATSC and to become partners in promoting the aviation industry, not only in Cotabato City, but in its neighboring provinces as well. With the anticipated construction of a Technical Training School, to be donated by a group of Chinese investors to Cotabato City, the local government and the ATSC will also be forging a partnership in managing the aviation institution. “I am excited on the future of the school.
