CAGAYAN de Oro City-Three public utility vehicle (PUV) drivers tested positive for illegal drugs following a joint operation conducted by government enforcement agencies in the city’s bus terminals.

This was confirmed

by Land Transportation Franchising and Regulatory Board-10 (LTFRB-10) regional director Aminoden Guro, whose office has coordinated with the Phil.

Drug Enforcement Agency-10 (PDEA-10) and the Land Transportation Office-10 (LTO-10) in the conduct of the operations that also included random drug testing on bus and taxi drivers.

COTABATO City--Presidential Peace Adviser Carlito Galvez Jr. has urged the security sector, especially the police, to establish good rapport with members of the Moro Islamic Liberation Front (MILF) to avoid jeopardizing the Bangsamoro peace process.

Galvez issued the statement in the wake of the crafting of the Executive Order (EO) on the Normalization Process, which involves the decommissioning of MILF fighters and their firearms as well as the transformation of MILF camps into progressive economic zones.

Tesda allocates P50M for PUV drivers scholarship program in Rerion 10

THE Technical Education Skills and Development Authority (Tesda) in Region 10 launched on Tuesday (April 23) the Tsuper Iskolar program of the government at the local level.

According to Tesda 10 director Tarhata Mapandi, Northern Mindanao is allocated P50 million out of the P350 million amount for the scholarship program intended for public utility drivers and their immediate families.

Qualified applicants must be Filipino citizens, at least 18 years old by the time s/he finishes the training and at least high school completers.

There are several ways to determine to recruit qualified applicants: endorsements from the Department of Transportation (DOTr)

and transport cooperatives, barangay, walk-in and online applications; and those who have undergone past seminars with either Tesda or DOTr. There will be four kinds of trainings: institutionbased, mobile, communitybased and blended.

Tsuper Iskolar beneficiaries will get free skills training, free skills assessment, free entrepreneurship plus training allowance of P350 per day for 35 days.

Mapandi encouraged displaced persons affected by the government’s public utility modernization program, stakeholders who opt to voluntarily exit from the transport industry, new stakeholders in the transport industry and family members/dependents of the affected stakeholders up to the third degree of consanguinity or affinity to avail of the opportunity.

OCD strengthens emergency telecoms in NorMin C AG AYA N DE ORO CIT Y -- Communication and information crucial in disasters.

The Office of Civil Defense (OCD) Northern Mindanao convened the Emergency Telecommunications Cluster (ETC) of the Regional Disaster Risk Reduction and Management C ouncil (RDRRMC) in northern Mindanao in a bid to strengthen information and communication technology (ICT) capacities at the regional cluster level down to local levels to prepare for, respond to and recover from impacts of disasters.

OCD Region 10 Director Rosauro Arnel Gonzales Jr said the cluster is organized by providing timely and resilient ICT support to improve response and coordination, decision-making, common operational areas for disaster response, common standard operating procedures (SOPs) as well as system architectures for compliance and interoperability.

Gonzales also shared the aftermath of natural disasters in the country and the need to develop guidelines that will rally the response cluster and humanitarian partners as well as local DRRMCs,

in establishing and institutionalizing rapid emergency telecommunication immediately following a disastrous event in the country.

He said during a disaster, affected areas are so badly hit that ICT

systems are rendered non-operational. These may result in the nonavailability of essential voice, data, Internet, tele vision, and radio broadcast services that are critical during and post-disaster manage-

ment operations. “How can you decide what response kung wala kang information or data regarding impacts of disasters,” Gonzales said.

He further said there have been cases where local government units

(LGUs) cannot seek help from other agencies of government or even their neighboring cities and municipalities. In such cases, Gonzales said the activation of ETC is required to install, operate and maintain a system

of communication that will reconnect the isolated LGUs’ Emergency Operations Centers to the council’s Operation Center and system.

Meanwhile, Gonzales said the Rapid Emergenc y Tele communications Team (RET T) functions as a rapid deployment team of the ETC of RDRRMC. The team will ensure integrated communication flow from the regional down o the local level and vice-versa.

Spectrum policy assessment system (SPAS) The Department of Information and Communications Technology (DICT) is currently venturing into a project wherein thousands of spectrum sensors will be deployed in strategic areas in the country to gather Radio Frequency (RF) signals from cities to the municipal level.

More than 1,000 sensors will be installed c ov e r i n g h i g h - r a d i o density location to determine RF spectrum occupancy as a basis for policy formulation and decision-making for the National Telecommunications Commission (NTC) implementation. (eor/PIA)

WHEN letters were the only form of written correspondence, signing off was obvious. Actually I am still adopting that old tradition. No matter, if it comes to letters or emails.

It’s just a matter of respect and education. Actually, I tackled this topic already at this corner several times ago. But it seems to be good to refresh it somehow here.

If addressing a sir or madam, it was unambiguous. You concluded with “yours faithfully”. When writing to a specific person – for example, a Mr or Mrs. (hey, ladies first!) – it was simple, your letter would always be signed off “yours sincerely”. Only missives to family or close friends would ever finish with a “love from” or “with much love, yours”.

For many people, there’s a weird status thing when it comes to the more blunt you are in emails. I’m asking myself, why? An email is just a letter - an online one ... .

Sad to say, the arrival of email has disrupted this etiquette, making the rules far less obvious. Indeed, for many of us there are no rules. A whole subculture

of personalized email signoffs has emerged everything from “TTFN” to “peace out”.

And of course, it’s not just what we say but why we say it. Neither in English nor in any other language. I get the same stuff in German written emails and even letters or text messages.

“Emails have become the medium of business, leisure, family, love and everything,” says children’s author Michael Rosen. When we sign off emails, we try to give off the “right vibe”, he adds.

He says it’s all about how we want to come across to the recipient. “Thoughtful, grateful or just very, very busy?” Oh sure, we are all so very, very busy... .

Some of the most successful business people are notoriously blunt in email communication – if they even bother with a sign-off at all.

“There’s a weird status thing when it comes to the more blunt you are in emails, the more you can be (blunt) because you’re senior in the company,” says author Emma Gannon, recalling the editor of a famous newspaper whose response to pitches was often just a curt “yep” or “nope”.

Although being succinct can convey a certain authority and status, it also communicates a dose of selfimportance or arrogance.

And we’ve all dealt with bosses who fire off email edicts of “is this done?” or “update me on that”.

Even if they are not so direct, many email senders like to convey a sense of being busy by using or adapting abbreviations. So “kind regards” becomes “KR”, or “yours” may do away with pesky vowels to leave “yrs”. Heaven forbid!

“When someone signed off ‘BR’ for ‘best regards’, I just thought they were cold, brrr,” says Gannon.

And, in my opinion, sorry to say, I even don’t reply anymore after receiving such correspondence. Oh sure, we are all busy, but there should be just a minimum of respect, if I communicate with someone. In business or personal. By letter, email or text message.

Many times, there are those who pare it down to the absolute minimum, signing off with simply their name or even just the initial letter of their forename.

Others might omit a sign off altogether. While this may

come across as peremptory or rude, at least it avoids misinterpretation.

Nearly formal but not totally formal, but they’re not as informal as ‘CU in a MNT on bus OMW’.

Some people swing the other way and end their emails with an altogether friendlier tone. While most would consider that kisses have no place in a business environment, they often creep into emails – and sometimes from people the recipient has never even met. For some, an “x” at the end of an email is a friendly endnote; for others it is totally inappropriate.

Even just calling someone by first name, is not the way how it should be in business if you haven’t meet each other personally.

What’s clear is that some British terms used to end emails just do not translate well. A casual “cheers” is frequently used as a sign off on UK emails, but can be utterly perplexing for other See RESPECTFULLY, page 5

-oooWHY DID SIL AWAN IMMEDIATELY AGREE TO MEET WITH HER KILLER? One question is hounding my mind relative to the statement of Renato Payuman Llenes, the 42-year old man who confessed to having killed 16-year old Christine Lee Silawan on March 10, 2019 in Cebu: have the Filipino youth become so irresponsible that even if it was only through social media that they got to know of a total stranger, they could already agree to meeting that stranger?

This was the story given

by Llenes, a resident of Bgy. Bangkal, Lapu-lapu City, when he described before police officers how he met the hapless Silawan. Allegedly, just after a few days of exchanging messages with the girl through social media, she already agreed to meet him, even if he was a man totally unknown to her previously, and even if she had never seen him before.

When they finally met, Llenes was in stupor because of illegal drugs. He claimed he got incensed by Silawan’s admission that she was no longer a virgin, and, according to him, this prompted him to repeatedly stab her with a scissor which he also used to lop off the skin of her face. The killing was truly heinous and gruesome, but as far as I am concerned, the failure of the girl’s parents to exert control as to what she had been doing was more heinous and gruesome than the killing.

-oooLACK OF CARE AND CONCERN OF PARENTS OVER THEIR CHILDREN NOW WIDESPREAD IN RP: News reports have it that Silawan was only 16 years old when she was killed. Indeed, she was too young to be communicating or meeting with just about anybody, especially with a man who was completely unknown to her, through social media yet. She was too young to even accept the offer of friendship from a man whom she didn’t know from Adam nor to accept an invitation from him for the two of them to meet.

How did Silawan manage to do otherwise? It is clear to

me that her parents greatly failed in their duties as such parents, assuming they are still alive. It clearly appears that they failed to teach their child good manners and right conduct, particularly the necessity of consulting with their elders on meeting or even becoming friends with total strangers. We cannot deny that Silawan’s lack of instruction from her elders ultimately proved her undoing.

I believe that this kind of a family malady, where the parents have been failing to guide and instruct their very young children on the rudiments of good manners and right conduct, already obtains in almost all parts of the country today.

Whether the child comes from a well-to-do family, or from poor parents, they have been displaying one uniform trait: they have not been trained to do good, and to have faith and love of God. The truth is that, parents can not teach these things to their children because they themselves have no instruction on those matters.

FOR THE WORSE: If we look closely around us, from Aparri to Jolo, from the east, and to the western parts of the Philippines, a grossly different kind of children has emerged, right before our eyes: what we have now are children who have become “feeling entitled”, believing that the world owes to give them everything they desire or they fancy about, certainly a far cry from the children of our own generation where even just a mere stare from our parents can make us toe the line. We can see this disturbing transformation of our youth in almost all Filipino children these days.

What is gravely bothersome in all these I that, these kinds of “feeling entitled” children are growing real fast. In just a few years’ time, they would replace our generation, becoming the citizens of this country.

What kind of future awaits them, our people, and our country, if a great number of them are rude, self-seeking, and are concerned only with their own interests?

Reports earlier said an estimated P605-million worth of agricultural crops in two provinces of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), namely Maguindanao and Lanao del Sur, where 10,818 hectares of rice and 11,039 hectares of corn are affected.

A total of 18,423 farmers have been affected in the two provinces, with Lanao del Sur having 11,087 farmers affected and 7,336 in Maguindanao.

Go, who has identified agriculture as one of his top priorities under his legislative agenda also proposed for improved access of farmers to cheaper fertilizer, seeds, machinery, and low-interest credit.

Among others, Go cited the on-going P5.4-billion Malitubog-Maridagao Irrigation Project in North Cotabato and Maguindanao that would provide irrigation water to 9,784 hectares of agricultural lands in the area.

Also in the pipeline is the P39.2-billion Ambal-Simuay River and Rio Grande de Mindanao River f lood control projects, meant to benefit the flood-prone areas in Maguindanao. The government has conveyed on June 6, 2018 to the Chinese government the request to secure loan financing for the project.

‘Malasakit’ to rebuild Marawi

REGENERATING Marawi City’s business industry after the devastation brought about by the war, the Department of Trade and Industry (DTI) has persistently been keen in providing more assistance to affected Maranao entrepreneurs.

As the lead agency, the Department spearheads the Task Force Bangon Marawi Sub-Committee on Business and Livelihood (TFBMSCBL) to create initiatives to allow the effective rehabilitation of Marawi City and alleviate the lives of the affected families, not only in the said City but also in nearby municipalities.

“As part of the Duterte administration’s Tapang at Malasakit thrust for nation building, DTI has been consistent in assisting the internally displaced persons (IDPs) affected by the Marawi siege. By providing market access, microloans, and livelihood starter kits, we are helping IDPs to get back on their feet and restore Marawi as a bustling center of trade in the province,” said Trade Secretary Ramon Lopez.

From October 2017 to April 2019, DTI has set aside a total of P68.89 million fund for the provision of more livelihoods to 8,802 Internally-Displaced Persons (IDPs).

The Department distributed livelihood starter kits such as 3,189 sets of sewing starter kits and 500 sets of bigasan kits, 1,827 sari-sari starter kit sets out of the 4070 kits transported to See REBUILD, page 11

Employers vow to establish post-earthquake protocols

MANILA — The Employers’ Confederation of the Philippines (ECOP) on Tuesday said it will make the establishment of “postearthquake safety protocols” a priority agenda when members convene for the National Conference of Employers (NCE) this May. ECOP Chair Emeritus Francis Chua, in a reaction to organized labor’s call for

employers to ensure that office buildings are inspected and rendered structurally sound before letting their employees return to work after an earthquake, told the Philippine News Agency (PNA) that this “point is well taken.”

But “we need to convene, and make this (new safety protocols) as one of our priority agenda in our NCE this May,” Chua said.

Chua admits that ECOP

as an organization does not have protocols that automatically kick-in in the aftermath of a disaster “because the government is doing a great job.”

He added, however, that individual companies may have their own disaster response policies on a case to case basis. “Our directors and members always help employees affected by earthquakes and other disasters,” he explained.

The Trade Union Congress of the Philippines (TUCP) made the call after a magnitude 6.1 earthquake rocked parts of Luzon on Monday, shortly after 5:11 p.m., leaving at least 14 dead in Porac and Lubao towns of Pampanga.

The quake, also felt in Metro Manila, caused thousands of private and public sector employees to hastily evacuate their offices and sought safety in open spaces.

TUCP officials said Tuesday that they are acting on reports from workers and employees, who were not evacuated but instead were ordered to report back for work despite the dangers in the immediate aftermath of the quake.

This may be construed as a form of abuse due to perils posed to the employees’ health and safety, the union officials added.

CELCO claimed that its PSA with the WMPC is not yet in effect as this needs final approval from the ERC and the electric cooperative has yet to secure an A rating from the National Electrification Administration (NEA) resulting from the awarding of the investment management contract to a private utility.

Currently, ZAMCELCO has obtained a ‘C’ rating based on the latest NEA Electric Cooperative Overall Performance Assessment.

“ZAMCELCO has filed a motion before the ERC seeking for the withdrawal from the PSA as well as the withdrawal of the application for its approval because

the WMPC is cutting off the power supply,” ZAMCELCO legal counsel Atty. Joshua Paraiso said in a press briefing held Tuesday in Makati City.

ZAMCELCO signed a Power Sales Agreement with the WMPC on May 27, 2015 for the purchase of electric power to be distributed at its franchise area in Zamboanga City.

The joint venture of Crown Investments Holdings Inc. and Desco Inc., which took over the management of the electric cooperative in January, has discovered through its financial audit that ZAMCELCO had overpaid WMPC in the amount of PHP 441 million

since 2015.

The power supplier charged ZAMCELCO for a fixed capacity of 50 megawatts when it would not use over 25 megawatts every month. The “contracted capacity” must not be billed as the PSA is not yet in effect.

“WMPC had no basis to charge a capital recovery fee and fixed operations and maintenance fee based on a monthly “contracted capacity” of 50 MW. WMPC should have computed the said fees based only on the actual nominated/utilized capacity,” the motion read.

“It bears emphasis that for the past three years, ZAMCELCO’s monthly

power nominations to WMPC has not exceeded a daily average of 25MW, which is only half of the contracted capacity that was used as basis for WMPC’s charges,” it added.

The WMPC has cut off the power supply in Zamboanga City last February which resulted to rotational blackouts lasting for around two to three hours.

ZAMCELCO was able to install generation sets to address the city’s power shortage during peak hours and address voltage issues.

MANILA -- Power distribution firm Zamboanga City Electric Cooperative (ZAMCELCO) has filed a petition before the Energy Regulatory Commission (ERC) seeking a refund of allegedly overbilled costs amounting to around PHP 441 million for the purchase of electricity supply from the Western Mindanao Power Corporation (WMPC).

The electric cooperative likewise sought the withdrawal of the application for approval by the ERC of its power sales agreement (PSA) with the WMPC. In its motion filed before the ERC last April 6, ZAM-

Bong Go vowed to press Duterte’s campaign against corruption; HNP stumps Kidapawan City KIDAPAWAN CITY, North Cotabato - Former Special Assistant to the President and 2019 senatorial candidate Christopher Lawrence “Bong” Go on Monday vowed to help President Rodrigo Duterte in his campaign to rid the government of corrupt officials.

Speaking at the Hugpong ng Pagbabago (HNP) campaign rally at the Capitol Provincial Gymnasium here, Go thanked the residents of the city for their warm welcome, particularly during his motorcade earlier.

“Maraming salamat po sa mga kababayan ko dito sa Kidapawan at North Cotabato. Tulad po ng ibang lugar na pinuntahan namin, napaka-init po ng pagtanggap ninyo, sing-init ng panahon. Nakakawala po talaga ng pagod pag nakikita mo ang ganung klase ng suporta,” Go said.

In his message to the people of Kidapawan and the entire province, Go reiterated his vow to support President Rodrigo Duterte’s campaign against illegal drugs, criminality and corruption.

“Ipagpapatuloy ko po ang mga pagbabagong nasimulan ni Pangulong Duterte.

Zeroing in on corruption, Go lamented that it takes a big bite out of the funds intended for projects and programs meant for the benefit of the people.

“Marami pong nagpapawis, tumulong kay Pangulong Duterte noong kampanya. Pero sabi ni Pangulong Duterte pag pumasok ka sa corruption, hiwa-hiwalay na tayo. Interest muna ng bayan bago interest ng sarili o kaibigan. Marami na pong sinipang opisyal si Pangulong Duterte dahil sa corruption,” Go said.

Earlier, Go had urged people to report to him, to the Truth and Justice Coalition, or to the Presidential Anti-Corruption Commission any information on corrupt officials and they can be sure it would be acted upon immediately.

As part of his legislative agenda for agriculture, Go called for improved irrigation services to curb the effects of the perennial dry spell the country experiences, noting reports that the dry spell had affected about 15,000 hectares of

Enforcement reports revealed that from January to April of this year, the DTIFair Trade Enforcement Bureau (FTEB) confiscated and sealed a total 35,112 pieces of steel bars, equal-leg angle bars, uPVC pipes, G.I.

He also assured the people of North Cotabato that they can count on him to support the Duterte administration’s infrastructure and development programs, particularly those that are directly beneficial to the people of the province.

He cited, among others, the on-going MalitubogMaridagao Irrigation Project (Phase 11) located in North Cotabato and Maguindanao area, that would

divert irrigation water from Maridagao River to deliver timely and adequate irrigation water to 9,784 hectares of agricultural lands.

There are also various farms to market road projects in the province to enable farmers to transport their products faster to the market such as the concreting of Mahongcog to Sitio Tagaytay road, upgrading of Bangkal Sitio ApogApog road, improvement of Manobisa Crossing Iwal to Sitio Timodos road, and concreting of PBMA – Sitio Hijara-Tombao road. Proponents have been required to submit the requirements for these projects.

Wala po kaming ibang hangarin ni Pangulong Duterte kundi ang kabutihan ng Pilipino dahil mahal namin kayo,” Go said.

Davao City acquires scanners, X-rays for checkpoints DAVAO CITY -- All passengers entering the city will now be greeted with body X-ray machines and baggage scanners after the city government acquired the equipment for Task Force Davao to further boost security measures.

Fire hits Digos central market stalls DIGOS CITY, Davao del Sur -- A fire of still unknown origin razed at least 51 stalls inside the Digos Central Market on Monday afternoon.

Bernardo Quipit, Jr., chief of the City Economic Enterprise Management Office (OCEEM), said that had it not for the firewall installed in one of the pawnshops, the entire market building would have been totally razed.

The OCEEM office is just six doors away from the stall where the fire started.

“If the firewall wasn’t there, it could be more disastrous,” said Quipit, adding the power shutdown also helped contain the fire.

DOLE sets Labor Day job fair in Davao City, eyes 7K vacancies DAVAO CITY -- Nearly 7,000 local and overseas job vacancies are open for the two-day Labor Day job fair at the Gaisano Mall here on May 1-2.

Lawyer Jason Balais, Department of Labor and Employment (DOLE) 11 (Davao region) assistant director, said Tuesday there are a total of 6,608 job vacancies, 3,045 of which are

local jobs, and 3,563 are overseas employment.

Balais said 59 local and 20 overseas employers are participating in the Labor Day job fair.

He said the Top 10 workers in demand in other countries are nurses, cleaners, teacher assistants, waiters/ waitresses, female on-call cleaners, sales associates, welders, service crew, house-

hold service workers, and manicurists/pedicurists.

The Top 10 workers in demand for local employment are carpenters, masons, production crew, customer service representatives, service crew, sales associates/ clerks/promo, field collection officers, mechanics, drivers, and electricians.

Marlito Ayala, DOLE-11 employment focal person,

noted the decrease in the number of local and overseas employers participating in the job fair.

Ayala, however, attributed this to the DOLE’s strict vetting policy for participating employers, adding that those invited to the job fair are employers who actually hire potential employees and not just collect applicants.

Geslaga said two of the four sets of scanners were placed at the Sirawan checkpoint while the other two sets were placed in Barangay Lacson and Lasang checkpoints. He said the four scanners and walkthrough machines cost more or less PHP10 million.

Geslaga said they also plan to put scanning equipment at the Davao City Overland Transport Terminal.

Geslaga said the installation of the equipment will make the inspections faster and easier.

“It is better since if the passengers will place their baggage it will just easily be checked with the machines,” he explained. “It is now less hassle (during inspections).”

Geslaga said all baggage items must go through the scanner, even food items such as sacks of rice. For private vehicle inspections, he said, troops will maintain the “plain view doctrine”.

Meanwhile, the two other sets of machines for Barangay Lacson in Calinan and Licanan in Bunawan district checkpoints have been installed but are not yet operational. (PNA)

He said the taxi driver was an enrollee of the LTFRB’s drivers’ academy, while the bus drivers are

based in the public terminal in Barangay Bulua.

Guro said the taxi driver confessed to being a drug user and has volunteered to be tested.

“He underwent the drug examination and was tested positive,” he said.

More than 25,000 PUV drivers have finished the agency’s drivers’ academy in the region’s five provinces and seven cities where they are taught not just driving refreshing course but modules on road rage, signages, and other important topics.

A total of 307 bus drivers and conductors were subjected to the random drug testing conducted by the PDEA-10 in Agora and Bulua terminals Monday, but Guro said none of the drivers at the Agora terminal in Barangay Lapasan tested positive.

“The said drivers were formally interviewed by this office and were reported to LTO 10 for proper disposition and further endorsed to their respective barangays for any intervention appropriate to the said driver,” the PDEA-10 posted on its Facebook page, referring to the bus drivers that tested positive for illegal drugs.

Guro said the LTFRB-10 will summon the RTMI management so the bus firm can explain why some of their drivers continue to use illegal substance despite their anti-drug policy.

In a previous interview, RTMI branch manager Jessie Boy Lentorio said the bus company conducts an in-house drug testing from time to time.

He said such practice was the main reason for the presence of fecal coliform in the bay’s waters.

Test results were not immediately available but Saikol, who was a former regional director of the Environmental Management Bureau (EMB)-Region 12 for 11 years, said fecal coliform was considered as among the top pollutants of Sarangani Bay. He said the EMB has been conducting regular testing at the bay, especially in the beach areas, for fecal coliform and other contaminants.

Saikol said these include the presence of heavy metals like arsenic and cadmium that could have come from industrial users.

“These (heavy metals) are regularly monitored since it should not exceed the allowable levels. It could be dangerous to our marine resources and residents,” he said.

In coordination with local government units and non-government organiza-

tions, he said DENR-12 has been educating community residents and other stakeholders about the risks posed by hazardous wastes to the bay.

Saikol said they have also conducted cleanup drives on beaches and immediate waters in partnership with local communities and divers.

On Monday, around 300 volunteers joined the cleanup drive at the Queen Tuna Park here and the neighboring areas in celebration of the Earth Day. Saikol said they have set a series of activities for Sarangani Bay next month in line with the Ocean Month celebration.

These include a fun run, cleanup drive, mural painting and an environmental camp for youth advocates.

“We really need to protect our marine life and one way to do it is by making sure that they will be free of our wastes,” he added.

He warned that a single miscalculation on their part could have a major impact on the region’s peace and security situation.

For this initiative to succeed, the chief peace adviser emphasized the importance of fostering stronger relationships with the MILF, especially with the ex-fighters.

“We should start to communicate and establish confidence–building measures, and good relationships with them,” Galvez told members of the Philippine National Police assigned in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) recently.

The BARMM replaced the Autonomous Region in Muslim Mindanao last February following two separate plebiscites that resulted to the ratification of the Bangsamoro organic law.

The new law is anchored on the Comprehensive Agreement on the Bangsamoro (CAB), the final peace deal signed by the Philippine government and the MILF in 2014 after four decades of conflict that left at least 120,000 individuals dead, including civilians.

The normalization process is one of the annexes of the CAB. The EO on Normalization is a comprehensive plan of the national government that is designed to aid former combatants as they undergo the delicate transition process, Galvez said.

Galvez stressed that the BARMM Police Regional Office will play a critical role in maintaining peace and order in the region, especially in communities that will undergo the decommissioning process.

Under the EO, the PNP will

be part of several transitional bodies. These include the Joint Peace and Security Teams, which will need at least 1,600 police personnel.

Galvez had disclosed that some 12,000 MILF combatants “will be decommissioned this year.”

MILF chair Murad Ebrahim, now the interim Chief Minister of the BARMM government, said earlier they had “as much as 40,000 combatants” for phased decommissioning as key milestones in the peace process are achieved.
