BUTUAN CITY – At least two provinces and three cities in the Caraga Region have registered zero coronavirus disease 2019 (Covid-19) cases in a week, the regional health office said Monday.

Department of Health in Caraga Region (DOH-13) said the provinces of Agusan del Norte and Dinagat Islands, and the cities of Cabadbaran in Agusan del Norte and Tandag and Bislig in Surigao del Sur, did not record a single Covid-19 case from April 17 to 23.

During the same period, however, the agency tallied 19 new Covid-19 cases in the other areas of the region, bringing the remaining active cases to 20.

DAVAO CITY – State security forces in Davao City are set to stage a simulation exercise (SIMEX), dubbed “Oplan Jellyfish,” at the Davao Gulf to test the capability of land, air and maritime units against terrorists, an official said.

Col. Darren Comia, Task Force Davao commander, said in an interview over Davao City Disaster Radio (DCDR 87.5) that there will be a terror attack simulation at the gulf area to see how security forces will work together to respond to the situation to protect the city from harm.

He said they have yet to finalize the details of the SIMEX, which might be held this week or next week.

Comia noted that by holding the SIMEX, the city’s security cluster hopes to address the vulnerability of the porous Davao Gulf.

“There will be an explosion at the coast of Davao City and the terrorists will utilize the Davao Gulf as their egress. Through this, we can see the joint

CAGAYAN DE ORO CITY – The Commission on Elections (Comelec) has remained firm on the integrity of the Vote Counting Machines (VCMs) in the upcoming May 9 polls.

Lawyer Aleli AbamongaDayo, Comelec Supervisor in Misamis Oriental, in a workshop demonstration on Saturday, said that while there were reports of alleged technical discrepancies in the previous elections, there were no actual cases prospered that proved there was election fraud.

“For the fifth time we have been using VCMs, and still there was no proof (of election fraud), all remained (just) allegations,” she said.

Davao to regulate shops encroaching on public roads

DAVAO CITY – Business shops using portions of public roads in this city are ordered by the City Transport and Traffic Management Office (CTTMO) to register for regulation and inspection.

CTTMO said Friday it will start requiring shops such as auto repair and carwash businesses to register, as mandated under the Davao City Transport and Traffic Code of 2012 or the

Davao City Ordinance No. 0334-12.

“The registration applications will open on May 30, 2022, and our inspection will start in September this year as well,” CTTMO chief Dionisio Abude said.

Before the announcement, Abude said CTTMO personnel have already notified affected business owners of the upcoming regulation, including owners of driveways and other establishments using roads

for public pay parking.

“The traffic code mandates that the owner of a building or commercial establishment with an existing driveway abutting a city road, street, or highway within a public parking pay zone, shall pay an annual driveway permit fee of PHP1,000,” Abude said.

Filipino values among young learners in the new normal

Seriously, learners of today have gone a major change. Their values have pronouncedly changed that you cannot almost see in most of them the Filipino values that the elders have treasured through the years.

Indeed, it takes a village to raise children.

But how can the teachers help keep the Filipino values in the minds, hearts and in the actions of today’s learners?

The values of today’s youth differ very much from those of the older generation. Nowadays, a lot of youngsters are affected by peer pressure, is guidance of parents, and family crises, leading to their inappropriate behavior. The youth of older generations were diligent and family-

oriented; now, a lot of the old values have been destroyed.

Many of today’s problematic youths point to family problems, like families broken due to early marriage, teenage pregnancies, and, sometimes, “home wreckers.”

However a lot of these can be prevented if, and only if, we are aware of what’s happening in our society. Their values are slowly sinking in the mud. Information in their generation is rapidly transmitted, unlike during our time.

Nowadays, you have to be stricter in everything.

The youth of today are more aggressive and their morals are much lower because most parents find it easier to submit to their whims than to stand

firm and teach values. How we teachers can help the parents? What can we offer in our Values Education classes in particular to help address the issue?

When most persons talk about a school curriculum, they think about math, science, social studies, and language courses. Seldom do I hear or read about moral values as being part of the curriculum. The problem is that the neglect of teaching moral values in schools is hurting our students and causing problems in society.

If a person has never learned any moral values, how is she or he able to discern the difference between right and wrong? That is basically the essence of moral values education.

RELIGION and music belong together like fishes and the ocean - like light and life, like a voice and ears... .

In the entire universe, we humans are probably the only beings capable of creating and listening to music. The ability to hear is one of the specific gifts that our Creator gave us.

Our fragile blue planet is surrounded by a thin layer of gases only a few kilometers high. Only this atmosphere is the reason why sound waves can spread through the air. Everything behind this atmosphere is ruled by the sheer endless vacuum of outer space, where galaxies and stars

explode and implode in impenetrable silence.

According to the biblical narrative, the world began when God broke through thies deadly quiet: “And God said: Let there be light!” (Genesis 1:1). God spoke - and light and life resulted from his audible voice. Because life was created by the word. That is why it is in the nature of every person to listen. Like a parabolic mirror, our souls are created to listen to the eternal space of the hereafter, to try and sense whether a word, a sound or a voice is trying to reach us from there, in order to fill us with a meaning.

Christ sends us to everyone else

“Peace be to you. As the Father hath sent me, I also send you. When he had said this, he breathed on them; and he said to them: Receive ye the Holy Spirit.”

(Jn 20,21-22) THOUGH addressed to his apostles, these words can also be addressed to all of us who want to follow Christ. After all, we have to realize that if we really want to be Christ’s followers, we cannot help but also be his apostles, sent to the whole world, and enabled by the power of the Holy Spirit.

The intimate connection between the apostles and us with Christ can be gleaned from what Christ said one time: “He who hears you hears Me, he who rejects you rejects Me, and he who rejects me rejects him who

sent Me.” (Lk 10,16) And all this is made possible precisely because we have been given the Holy Spirit who makes Christ alive in us. And just as Christ was sent by the Father to carry out the salvation of mankind, so should we also realize that we too are sent for the same purpose.

In short, we have the same mission as Christ’s.

We have to feel very much at home with this very wonderful reality and start to correspond to it as we ought. We have to go beyond our earthly dimensions and enter into the more fascinating world of the spiritual and the supernatural.

This does not mean that we escape from our earthly reality to be in the spiritual and supernatural reality. No. It means that while deeply

immersed in our mundane conditions, we also have to learn to go beyond them to be with God. This is what the word ‘transcendence’ means.

To be sure, we are enabled to do that, because of our intelligence and will.

These are powerful faculties that would enable us to know and to love, and eventually to enter in the lives of others and ultimately to be with God. But more importantly, we are always given the grace so that our capacity to be with God and carry out his work in the world is See CHRIST, page 10

Datu Sandigan Showed Us the Way

HE was then the chieftain of the Higaonon Tribe in Cagayan de Oro named Fausto Orasan known as Datu Sandigan living in the upland barangay of Pigsagan. He was oozing with passion to protect Magbabaya’s vanishing creation, firmly advancing their cultural heritage of oneness with nature being the reflection of the Creator himself. Despite threats and attempts to kill him, no way would he be cowed to fight against illegal logging and illegal mining operations which in the 90s were at their height as some 50 ten-wheeler logging trucks would pass-by the thoroughfares of Cagayan de Oro from midnight till dawn while the Cagay-anons were fast asleep. Illegal mining operations that used backhoes through open-

pit mining and even water pumps doing hydraulic mining intensively that had already transformed Iponan River into a “chocolate river” that earned the moniker that if Bohol has chocolate hills, Cagayan de Oro has a chocolate river. Don’t you know that Cagayan de Oro City was called “DE ORO” because our upland barangays are oozing with minerals which are of top quality and the best in the world. That’s why after we were able to get the “writ of kalikasan” issued by the Court of Appeals in 2013, I as the presiding officer of the “Task Force Kinaiyahan” with some 10 law enforcing agencies and LGUs as members, took part in protecting the ecosystems and involving no less than Datu Sandigan

Building learners’ confidence: An important teaching strategy

For many learners, selfconfidence is a natural personality trait: You either have it or you don’t. Confident learners tend to speak more and know how to get their point across. For those learners who aren’t so confident, learning new material can feel like swimming upstream.

These learners are always questioning their abilities and tend to shy away from answering questions.

According to Teach Hub, confidence can also be taught via some creative teaching strategies. We as teachers have a powerful influence on our students, and we can help them feel confident and proud of themselves and their accomplishments. We can help them feel secure enough that they are willing and able to learn new material. Here are a few teaching strategies to do just that.

One, offer praise and acknowledge learner’s accomplishments, both in private and in front of their classmates. Always start with a positive statement, and then you can add on by referring to what they need to work on. Try not to correct every

single thing the learner says wrong. Do not interrupt the learner when they are talking to correct them -- this will harm their confidence, not boost it.

Also, set attainable goals from the start of the year. This is a surefire way for learners to see how much they have grown. Give learners the opportunity to choose what they learn -- this will help them build their self-worth. Try a learning menu or choice board where learners get to choose which activities they want to learn about.

Consequently, make sure to always express a positive attitude to all of your learners.

This will show them that you are on their side, and that they are worth your attention. As teachers, we should also create opportunities for learners to succeed by building on their strengths. If a learner knows a lot of information about something, ask them to tell you about it. “I am unfamiliar with how the new gaming system works, can you please explain it to me?”

Asking learners for their help is a great confidence boost to their ego.

The commission reminded that gender-based sexual harassment (GBSH) in public spaces, including public transportation, is penalized under Republic Act 11313 or the Safe Spaces Act (SSA) PCW said that GBSH is

a form of Violence Against Women (VAW) and is prohibited under relevant laws.

Drivers and passengers alike must treat each other with respect to ensure the quality and safety of public transport for all parties.

In their social media post, PCW clarified that under section 6 of the Safe Spaces Act, the Land Transportation Office (LTO) may cancel the license of per-

petrators found to have committed acts constituting GBSH in public utility vehicles, and the Land Transportation Franchising and Regulatory Board (LTFRB) may suspend or revoke the franchise of transportation operators who commit gender-based streets and public spaces sexual harassment acts.

UP, OTC work to address ‘distressed’ transport group QUEZON CITY --The Office of Transportation Cooperatives (OTC), upon the invitation from University of the Philippines’ (UP) professors of the College of Social Work and Community Development, held on Thursday, April 21, 2022, at UP-Diliman Campus, a dialogue-meeting with the officers of five ‘distressed’ transport organizations,

which were operating under the University of the Philippines Transport Group (UPTG).

The five transport organizations were UP-PHILCOA, UP-PANTRANCO, UP-TOKI, UP-SM NORTH, and UP-KATIPUNAN, with routes reaching and affecting UP commuters when they failed to comply with the Department of Trans-

portation’s (DOTr) mandate to form into a juridical entity and, as mandated, consolidate their franchises/ units into a cooperative or corporation.

BDO posts P42.8 Bn income in 2021 and P11.7 Bn in 1Q 2022

IN the Bank’s Annual Stock- 2022, BDO Unibank, Inc. holders’ Meeting held vir- (BDO) President Nestor V. tually last Friday, April 22, Tan reported that the Bank

delivered a 51% increase in net income to P42.8 billion for full-year 2021, with the Bank sustaining its growth momentum through the first quarter of this year as earnings rose by 13% year-on-year to P11.7 billion. These positive results were achieved on the back of the Bank’s strong core businesses.

In the same meeting, BDO stockholders approved the declaration of stock dividends equivalent to 20% of the Bank’s outstanding capital stock, as well as an increase in the Bank’s authorized capital stock (common shares) from 5,500,000,000 to 8,500,000,000 shares, and the amendment to the Bank’s Articles of Incorporation to reflect the increase. The record and payment dates for the stock dividend are still subject to regulatory approvals.

At the Bank’s Special Board of Directors meeting held earlier today, the Board also approved a P1.00 special cash dividend on the Bank’s common shares.

Record date for the special cash dividend has been set on May 6, 2022 and payment date is on May 31, 2022.

The special cash and stock dividend declaration is a testament to BDO’s commitment to provide consistent, steady returns and value to its shareholders on the back of the Bank’s positive performance in 2021 and 1Q 2022.

On the stock dividends, shareholders will gain additional shares which they may either keep for the longhaul and grow in value, or in case they need liquidity, sell through the stock market at their discretion. Record and payment dates of the stock dividends shall be fixed and disclosed after securing regulatory approval, within the periods provided by law.

group’s issues and concerns, specifically the loss of their routes.

The transport organizations failed to consolidate their units under a single Certificate of Public

Convenience (CPC)/ Franchise, which deadline was set by the Land Transportation Franchising and Regulatory Board (LTFRB) on March 31, 2022, through Memorandum Circular 2021-021.

Since 2019, LTFRB had extended the deadline of consolida-

tion of CPCs/units twice, primarily due to the pandemic.

The consolidation of CPC/units has been enforced by LTFRB by virtue of Department Order 2017011 or the Omnibus Franchising Guidelines, leading to the Public Utility Vehicle Modernization

Program (PUVMP).

OTC Board Secretary Ramil Henderson Urrera and OTC Legal Officer Atty. Christian Oberio explained to the UPTG the consequences of not consolidating their units, as mandated in the industry consolidation provision

of DO 2017-011.

Board Secretary Urrera explained the components of the Department Order: Consolidation of units and CPC, Fleet Management, Automated Fare Collection System, Capacity Building Activities, and emphasized that the program started in 2017.

Atty. Oberio, on the other hand, discussed the social support program component of the said Department Order as an alternative or assistance to the unconsolidated operators. The programs he mentioned were the Entsuperneur Program and Tsuper Iskolar, a partnership of the DOTR Family, respectively, with the Department of Labor and Employment and Technical Education and Skills Development Authority.

According to the UPTG, they were hesitant to consolidate then because they want to continue keeping their traditional units, which is not allowed under the modernization program, even as they said that they look up to a civil rights transport group for advice then.

As a consequence of nonconsolidation, the UPTG risk losing their routes to consolidated transport cooperatives or corporations.

A recent LTFRB issuance, Memorandum Circular 2022-033, states that unconsolidated operators will cease to exist on their operation until such time that a consolidated operator can replace their units with PUVMP-compliant ones.

However, these unconsolidated operators may apply in the new/ developmental routes.

OIC-Chairman Pabualan has encouraged UPTG to form into a

transport cooperative, so they can be given proper direction, starting with the conduct of Cooperative Education and Transport Operation Seminar (CETOS). “Once you (UPTG) have transformed into a transport cooperative, OTC and UP can work together to help you to get away from this situation.”

Ms. Myrna V. Magbitang, DOTr Social Development Specialist, National Program Monitoring Office-Bus Rapid Transit Project, and the UP professors, who were assisting the distressed transport organizations, are expected to work on the needed organizational documents while OTC brings the matter to its Board in its next meeting.

Engr. Pabualan stressed out during the dialogue that there is nothing to lose in embracing cooperativism while both UP and OTC are finding legal ways to bring UPTG back into the mainstream.

The social media has indeed greatly impacted and affected our lives today, greatly including the lives and behavior of our young ones, our school children, our pupils. In this digital age, mostly every one of us have cellular phones, Twitter, Facebook, and are knowledgeable enough to handle and manage differing and various social media sites in the world wide web. Yes, it has advantages and disadvantages.

On the other hand, at school, we can always integrate the use of the internet and the social media to our pupils. We can give them sites and pages that they can study over and visit and learn something from it. That is why, teachers must do the research first, check the page or what before suggest it to the pupils. We must be the one who will screen it first. As we cannot control what these pupils would do while using the internet, it is of great deed that should remind them of

the pros and cons when doing such. We should always lead to social networking sites that would best fit their taste. Also, sites that would uplift their moral and good values is best plus they can read and learn short stories and then probably encourage them to apply and follow it.

Exactly, we do not have the control over our pupils but we can always remind them to be always good and be responsible when using the internet, the most encourage them to think before they click sites and pages. As teachers, we should always remind them to use this new technology for their own development and betterment.

As these new discoveries have positive effects, we should not forget that they will surely have negative impacts as well and that it depends on them on how they will use it. The best, we should always guide our pupils and bring them to their desired path.

actualized. It’s not enough that we are enabled to know and love God. That potency has to be put into act with the grace of God who gives it to us in abundance.

We have to do our part, of course. And the first thing to do is to be aware that there is such a reality as developing a life in the Spirit, and from there start cultivating the proper attitudes, skills and virtues.

This may look like a daunting, overwhelming task, but it can always be done. Sure, there will be difficult, awkward moments, but those usually happen in the beginning of the learning curve. As long as we persist, time will come when living in intimate relationship with the Spirit becomes second nature to us.

We need to spread this Good News more widely, because many of us are still completely ignorant of it. And of those who may already know about it, a lot of confusion, doubts and misunderstanding abound.

But more than spreading the Good News, we need a lot of teachers and models who can clearly show how this life in the Spirit can be achieved. Let’s hope that we can count on many people, especially those who are already active in the Church, to serve as teachers and models for this purpose.

Knowing that the picture of logging and mining which are done illegally, is just a “tip of the iceberg,” (one-tenth seen, nine-tenth hidden), I wonder who really ordered the killing of Datu Sandigan as until now, no one has yet been arrested. LANDBANK, PVAO expand services for veterans, pensioners

STATE-run Land Bank of the Philippines (LANDBANK) has strengthened its partnership with the Philippine Veterans Affairs Office (PVAO) to better service Filipino veterans and pensioners in the new normal.

Under the amended Memorandum of Agreement (MOA) for the Direct Remittance Pension Servicing System (DRPSS), LANDBANK and PVAO have streamlined procedures

for pension account opening and formalized crediting of other PVAO benefits, such as medical and burial assistance, to the LANDBANK ATM accounts of pensioners.

PVAO Administrator Lt. Gen. Ernesto G. Carolina (Ret.) and LANDBANK North NCR Branches Group Head Senior Vice President Marilou L. Villafranca signed the amended MOA on 18 April 2022 at Camp General Emilio Aguinaldo in Quezon City. They were joined by PVAO Deputy Administrator Assistant Secretary Raul Z. Caballes and Finance Division Chief Ferdinand C. Palor, including representatives from other pension servicing banks.

“LANDBANK’s renewed partnership with PVAO is centered on providing greater banking convenience to our customers. We put utmost importance on improving our operational efficiency and adopting more responsive solutions to respond to the evolving

needs of pensioners and all our customers, especially in the new normal,” said LANDBANK President and CEO Cecilia C. Borromeo.

The MOA also provides for the setting-up of a dedicated area for communication materials on veteran-related events to be maintained in every LANDBANK branch handling PVAO pension accounts.

More than 60,000 Filipino veterans and pensioners who maintain pension accounts with LANDBANK, including accountholders with the former United Coconut Planters Bank (UCPB), are benefitting from the Bank’s improved branch network and a wide array of products and services.

As of end-March 2022, LANDBANK has a total of 607 branches and 71 branchlite units nationwide. Pensioners can also use the Bank’s network of 2,802 ATMs all over the country for the convenient and safe withdrawals of their pensions and other benefits.
