KNHS grand alumni homecoming slated April 26-28 Filipino scientist develops cement substitute KALILANGAN, Bukidnon –Reminiscing high school days will fill the summer air as hundreds of alumni from all over the country and abroad gather here for the 7th grand alumni homecoming of Kalilangan Barangay High School now known as Kalilangan National High School, April 26-28, 2018.

Homecoming organizers said the three-day gathering of KNHS alumni has a theme “Reminiscing memories, rekindling friendship and enriching bonds across generations”.

Batch 1992 has its unique subtheme: “The world’s not ending, we are just taking over”.

Activities of the first day include registration, thanksgiving mass, motorcade and a grand social night at the school grounds.

CAGAYAN de Oro City-The Bureau of Customs in Northern Mindanao was able to garner P4.75 billion in collections during the first three months of this year 2018.

In an interview yesterday, Customs district collector Jamail Marohomsalic reported that it is an increase from the last quarter of 2017 collection which was at P3.8 billion.

Marohomsalic said the biggest remittances came from the Mindanao Container Terminal in Misamis Oriental at P2.89 billion followed by the Port of Cagayan de Oro (P1.35 million), Port of Iligan (P472 million and Port of Ozamiz (P43 million).

DAVAO City--A Filipino scientist has developed a substitute product for cement made from the wastes of coal-fired power plants which he described as ecofriendly because it will minimize the emission of carbon dioxide.

Dr. Michael Angelo B. Promentilla, a delegate to the 2nd ASEAN Science Diplomat Assembly from April 23 to 27 at the Ritz Hotel here, said in an interview on Monday that he developed “geo-polymer” to upscale coal ash from coal-fired power plants.

Pomentilla, a professor at the Dela La Salle University, said the construction industry in the country has a high demand for cement but the “production of cement requires a lot of energy and produces carbon dioxide as well.”

“My project would try to address this problem by trying to really use the ‘fly ash’ alone without using the Portland cement. What we are trying to do is to utilize the wastes from coal-fired power plants to produce a material comparable to Portland cement,” he explained.

He said geo-polymer, patterned after a similar technolog y created by eco-friendly companies in France, Australia, and the US, seeks to reduce the SUMMER IN CAMIGUIN. COMELEC-10 reminds candidates, voters on BSKE rules

CAGAYAN DE ORO CITY -- Regional Director of Commission on Elections (COMELEC)-10 Atty. Reynaldo Magbutay says that the Barangay and Sangguniang Kabataan Elections (BSKE) 2018 will be conducted 100 percent sure on May 14 and stresses some COMELEC rules on the election period during the Talakayan sa PIA on April 19.

For the SK elections, Magbutay said that under the Sangguniang Kabataan Reform Act of 2015, those who are allowed to run for the SK should be between ages 18 on the election day up to 24 on the election day.

COMELEC has also expanded the age coverage of the SK voters. Those who are aged 18-30 years old are now qualified to vote for SK and Barangay candidates and will be given two ballots, one for the SK and one for the barangay elections.

PNP-10 ensures security on Brgy, SK Elections 2018

CAGAYAN DE ORO CITY, April 20 (PIA)-- To ensure a safe and secured Barangay and Sangguniang Kabataan Elections (BSKE) 2018, the Philippine National Police (PNP) Police Regional Office (PRO)-10 conducts checkpoints during all throughout the election period, PSupt Lemuel Gonda, spokesperson of Police Regional Office 10 said during the Talakayan sa PIA on April 19, here.

Gonda said that since the start of election period up to the conduct of the

media forum, they have not received any untoward incident with regard to barangay and SK election.

He further shared that the election period is peaceful as they are monitoring 57 towns and cities throughout the region.

The basis for such is the National Local Election 2016 on the proliferation of firearm incident. PNP also checks on it from time to time for the deployment of PNP and Armed Forces of the Philippines (AFP) personnel.

As for peace and order, Gonda added that

Commission on Elections (COMELEC) gun bun will be implemented prior to conducting checkpoint operations. The PNP also has an election watch list areas in the region called “Election Hotspots” where Lanao del Norte and Bukidnon are named to have the highest watch list areas.

Gonda also said that they have the list of those personalities involved in illegal drugs and they coordinate closely with the COMELEC to ensure that those involved in illegal drugs or crimes will not be able to run to any position

in the BSKE 2018.

As for PNP’s anti-illegal drug campaign, the PNP uses the Demand Reduction Strategy that is based on Police Community Relations like Tokhang and Toktok Hangyo (Knock and Plead) and the Supply Reduction Strategy which focuses on arrest and buy bust operation. The campaign, as stressed by Gonda, will still be strictly implemented during and even after the elections this year as this is one of priority agenda of President Rodrigo Duterte.

CAGAYAN DE ORO CITY, April 20 (PIA 10) -- Department of the Interior and Local Government (DILG) Regional Director Arnel Agabe urges voters to opt for the best barangay officials on the upcoming Barangay and SK Elections (BSKE) 2018 during the Talakayan sa PIA on April 19, here.

“I encourage everyone to look for barangay of-

ficials who are matitino, mahuhusay at maaasahan (sensible, skillful and reliable). To vote for those who have never been involved in illegal drugs, who do not have an issue on corruption but a model of not being corrupt, and are not involved in any illegal activities or connected to groups in crime. Choose candidates with absolute platforms and a model when it comes to his or her behavior,” says

He also said that Sangguniang Kabataan, as a proper avenue for the youths in participating to the government especially in choosing the grassroots, is one crucial thing compared in the past three years’ barangay and SK elections preparation.

Hence, the age limit for candidates was changed from 15-18 years old to 18-24 years old.

“Select a candidate who

will be fair to his or her constituents, always prepared and ready in times of calamities to offer help and has a sense of supervision when it comes to peacefulness at the same time he or she has a vision on how to improve his or her community in all aspects,” Agabe stressed.

Aside from this, Agabe explained that they will also go over the watch list that is subject for validation from the Philippine National Police (PNP) and Philippine Drug Enforcement Agency (PDEA).

SSS conducts employers’ forum in Pagadian City

PAGADIAN City--Over a hundred representatives of employers and workers attended the Social Security System’s (SSS) Employers’ Forum at the MIFAMCO Pension House here on April 17.

Pagadian City SSS Branch Head James Buckley said the forum which was organized by the Member Relations Department (MRD) was designed to update stakeholders on the latest SSS programs and policies as well

as to gather their feedback on the agency’s services and help improve the pension fund’s continuing campaign to foster closer ties with its stakeholders all over the country.

“In t he for u m , we strengthen the good relationships that SSS has established with its stakeholders. They were also informed on the updates of the agency’s programs, policies and services,” Buckley said.

The participants were

given the opportunity to ask questions on their social security concerns such as reimbursement of medical claims, Loan Restructuring Program and processing time of benefit applications.

Buckley expressed gratitude to the employers who have supported them by doing their responsibility of remitting the right amount of SSS contributions as he underscored the importance of the legal obligation of the employers.

“As part of the employer’s legal obligation, he is required to maintain true and accurate work records of his employees, which include monthly contributions and loan amortizations, and record of sickness, injuries, death of employees in manual or electronic logbook for work-connected accident,” Buckley said.

The employer is held liable for the non-remittance of the employees’ contributions and the benefits that

due to the beneficiary. Violations or non-compliance of the legal obligations of the employer may be penalized as provided under Section 28 of Republic Act 8282, or the Social Security Act of 1997, he added.

ISABELA City--The Provincial Government of Basilan spearheaded the celebration of World Earth Day 2018 two days in advance through a motorcade from Lamitan City to the municipality of Maluso for the tree planting event on April 19.

Around 75 government agencies, private sectors and local government units joined the activity which was highlighted with the re-launching of Anti-Illegal Logging Campaign of the Provincial Environment and Natural Resources Office (PENRO) in the province.

PENRO Marietta Ladjiman and Vice Governor Yusop Alano led the tree planting activity at Brgy.

Taberlongan in the Municipality of Maluso.

Some 200 assorted seedlings of Yakal, Narra and Mahogany were planted by the participants.

Hadja Nur-in M. Bud, Chairperson of Taberlongan, said that the first Forest Park with Playground in Basilan will soon rise in the

area, which is under the 500 square-meter environmental project of the Basilan PENRO. Some 2,000 mangrove propagules were also planted along the mangrove area of Taberlongan which is almost three kilometers from the barangay proper.

Relative to this, Gov. Jim Hataman Salliman discussed

during the recent Provincial Anti-Illegal Logging Task Force meeting the possible ways to formally file complaints against illegal logging operators in the province.

Salliman wants that the provincial task force especially the PENRO will effectively address the worsening cases of illegal logging through strengthening of

law enforcement measures.

During the activity, the anti-Illegal logging campaign was re-launched in support to World Earth Day 2018 which is celebrated yearly every 22nd day of April to commemorate the birth of the modern environmental movement in 1970.

World Earth Day is a worldwide celebration

aims to support protection for the environment. It remains one of the largest events of the world and hoping to continue to grow in future years to bring world attention to the prevailing environmental issues that will most certainly arise.

Pag-IBIG offers new payment scheme for housing loan borrowers ZAMBOANGA City––All Pag-IBIG Fund housing loan borrowers can now pay housing loan amortizations to any of the fund’s accredited collection partners.

Cora Mamauag, Division Chief III- Loans, Mortgage and Recovery Section- of the Home Development Mutual Fund or Pag-IBIG Fund, said that housing loan borrowers can now avoid long queue in paying for their housing loan amortizations as the Fund introduces its new payment scheme that gives faster, convenient and safer payment arrangement to its borrowers.

“Puede na silang magbayad sa ating mga awtorisadong collection partners anywhere in the country, although July 1, 2018 pa ito mag take effect, but they can start paying na as early as now,” (They can now pay to our authorized collection partners anywhere in the country although this scheme takes effect July 1, 2018), Mamauag said.

She clarified that starting July 1, 2018, the Pag-IBIG Fund office will no longer accept payment for housing loans. All payments should be made at the accredited Bayad Centers.

The Funds local collection partners / Bayad Centers include MLhuillier or LBC- of any branch, Metrobank, Landbank, SM Business Service Centers and Globe G-Cash. For overseas payment, borrowers can directly pay to Philippine National Bank, Asia United Bank, iRemit and Ventaja International.

Mindanao’s express train on track?

CONSTRUCTION of Mindanao’s express railway system may start any time soon this year. But take your excitement out for the meantime. For now, it’s still on the drawing board.

Meantime, I will take you to dreamland. Mindanao’s first ever speed train is about to leave Cagayan de Oro for Davao. Travel time: one hour and 50 minutes.

We now hear, loud and clear, the amiable hostess’ voice on the train’s loudspeakers: ‘Ladies and gentlemen, welcome aboard Mindanao’s bullet train.

We’ll take you to Davao in less than two hours. In the meantime, sit back, relax, and enjoy the scenery, and the smooth ride. Thank you’.

Mindanao’s railway system, envisioned to link the cities of Cagayan de Oro, Iligan, Zamboanga, Butuan, Surigao, Davao and General Santos has been on the drawing board for years.

In fact, Mindanaoans had already lost count of how many administrations had already served this country, but the project, for so many reasons, political

or otherwise, never, never materialized.

Railway projects have been focused in Luzon, particularly in Imperial Manila, the center of the country’s political and economic influence and also where road congestion is at its worst.

Through the years, Mindanao has been left on the sideline, nay, in the dark, to say it bluntly. The island has lived up to its baptismal name: The Promised Land.

And now, Secretary Arthur Tugade of the Department of Transportation (DOTr) is telling us that the project, a 2,000-kilometer Mindanao railway project will soon take off anytime soon -- without delay.

Wit h t he prop o s e d P55.478-billion budget of the DOTr for the railway project, Tugade has vowed to fast-track the Mindanao railway system tagged as a priority project under the Duterte administration.

Just for the asking, where are we now? Tugade’s reply: as a priority project of President Duterte, this has been placed on a fast track. The project plans,

the design, the destination and the origin are being laid out now.

Once these would be put in place, hopefully, planners are looking at the end of next year for the awarding of the project.

Neighboring countries like China, Japan and Korea are interested in financing the project. In fact, the Japanese government would likely finance it through its Official Development Assistance (ODA) program.

At the local front, at least four business groups are interested in the project—Ayala Corp., Megawide Construction Corp., Metro Pacific Investments Corp. and San Miguel Corp.

Despite scant details, these business conglomerates are taking a closer look at the massive railway line linking key cities in Mindanao.

The DOTr had earlier announced it was open to accepting unsolicited proposals for the railway project.

This mode of procurement was avoided during the Aquino administration, which had a public

bias against unsolicited proposals.

This refers to project proposals offered by the private sector to be eventually placed under a Swiss challenge, where rival groups are allowed to submit a better offer than the proponent for a chance to win the deal.

Albayalde’s problem

President Duterte was quoted as saying his basis in naming Oscar Albayalde as national police chief was the opposition posed by Davao City-based police officials who when consulted expressed resentment over the latter’s being a disciplinarian.

A few days after officially assuming the post, Albayalde advised policemen to put an end to their being hooked to their mobile phones even when they are on duty to show discipline on their part.

No issue with that. However, there’s more than meets the eye when disciplining the ranks of the 180,000 police force is the crux of the conversation.

Albayalde is inheriting

a police force that for more than two years now had been made to believe that impunity is a virtue, thanks and no thanks to a president who has become used to getting away with impunity hence his distorted view that it is a virtue as well.

Today’s national police force is a far cry from the one that then national police chief Panfilo Lacson transformed into a disciplined one during his time.

The nation vividly recalls where Lacson started off with his campaign to discipline the police force. He started by putting an end to their ways marked with impunity. He first demanded that his ranking officials return all motor vehicles seized by the police for be-

ing used as instruments in the commission of crimes that these officials privately used with impunity.

The nation remembers that when these vehicles were returned to Camp Crame, the camp grounds were bursting in the seams with these seized vehicles.

These vehicles filled to the rafters, so to speak.

In putting an end to crimes perpetrated by criminals in police uniforms, Lacson had ordered them surveilled and after gathering enough incontrovertible evidence against them, pounced on them.

Working abroad should be the last resort, it is never the solution!

DAVAO City--When they were in college, Ma. Theresa Gil swore she’d never get involved with a seafarer. Her concern: “It’s hard having a relationship with someone living in the same city, what more if he’s in another country?”But Erwin Arandilla was persistent and they eventually got married – on Theresa’s condition that Erwin won’t go abroad.

That was an agreement that did not last.

When Erwin waseight years old, his father died.

As the eldest of three, Erwin grew up feeling that everyone else’s well-being was his responsibility. When Erwin married Theresa after college, they continued living with Erwin’s mother and siblings. The turning point came when Erwin’s niece contracted dengue and the hospital debts piled up.

What kind of work in the Philippines would pay enough for Erwin’s family to be free from debt and live comfortably? All the well-paying jobs were abroad, Erwin realized.

With Theresa’s consent, Erwin flew to Manila to apply as a skilled worker in Saudi – repairing computers and cellphones. After three months of processing his travel documents, however,

Erwin failed the medical test and returned home.

His family was buried even deeper in debt.

Erwin is a seafarer and Theresa is an Agriculturist.

They say being in a transnational family living under different roofs through most of the year has been difficult.

That’s why they have been saving up and investing Erwin’s seafarer’s salary into various agricultural projects which they hope will sustain the whole family so that Erwin doesn’t need to leave anymore.

Kuya Dodong, Erwin’s cousin who worked as a seafarer, offered to put Erwin through Nautical school. As soon as he graduated, Erwin flew back to Manila this time to apply as a sea-based seafarer. “The company let me

many “upgrading” trainings as he could. Needless to say, today, Erwin is a second mate in charge of charting a ship’s route from Brazil to America, Nigeria, and Germany.

What’s unusual is that Erwin works several months on a ship and then stays home several months – instead of just one month like other seafarers. Erwin explains, “No sailor really enjoys life on a ship. The captains hold the meal budget and scrimps or makes run errands for the shipping unreasonable demands company’s headquarters while I was waiting for my application to get through,” Erwin says. The whole time he was working without pay together with other applicants who shared the same bedroom and ate the same food while standing by for a slot to open up on a ship.

The six months stretched out and Erwin began to lose hope. Finally, after two years of waiting, the call finally came to board a cargo ship and Erwin joined the crew as “messman.” It was the lowest position on the ship involving cleaning officers’ rooms, washing dishes, and serving food to the crew. But Erwin quickly moved up the ranks due to his hard work and joining and risking as

Oil firms implement price hike

MANILA -- Oil firms hike pump prices effective 6 a.m. yesterday (April 24).

Motorists can expect a PHP0.40 per liter increase for gasoline and PHP0.65/ liter rise for diesel from Eastern Petroleum and Phoenix Petroleum.

Seaoil and Petron carry the same price adjustments for diesel and gasoline, and also implement a PHP0.65/ liter price increase for kerosene.

PTT hike the prices of

its Blue 97, 95, and 93 by PHP0.40/liter, and its Blue Diesel by PHP0.65/liter.

Shell’s VPN+Racing97, VPN+95, and FuelSave91 will be costlier by PHP0.40/ liter, while the firm’s diesel products and kerosene carry a PHP0.65/liter price increase.

Jetti, meanwhile, announced a PHP0.35/liter price hike for its Optimum97, Premium95, AccelRate93, and RegularPlus91, and PHP0.55/liter for its Diesel Master.

At 6:01 a.m., Unioil implemented a price increase of PHP0.65/liter for diesel and PHP0.40/ liter price increase for gasoline.

The oil firms said the price adjustments reflect the movement in the international petroleum market.

DTI launches expanded Shared Service Facility to strengthen footwear industry MARIKINA - Department of Trade and Industr y (DTI) Secretary Ramon Lopez led the inauguration of the expanded Shared Service Facility (SSF) on high value custom-made footwear which features advanced technology and newly acquired state-of-theart machineries in preparing customized footwear molds that would increase productivity of shoemakers.

“We need to equip our micro, small, and medium entrepreneurs with modern machineries that would increase productivity with lesser cost in order to revive the footwear industry.

Marikina has always been known for their shoes. And if we come together, government, private sector, and Filipino shoemakers with their unique craftsmanship, we can easily sell our products here and abroad,” said Sec. Lopez.

The trade chief also encouraged government personnel to support and choose local footwear. Likewise, DTI will push for policies and programs to have government agencies purchase locally-made shoes as well as bags, example for public school children.

Meanwhile, Marikina City Mayor Marcelino Teodoro announced the city’s project to build a mall-type facility to feature all Filipino MSME products, specifically Marikina-made footwear.

DTI welcomed the proposed project and pledged its support to the local government through the Go Lokal! concept store.

MANILA -- Bangko Sentral ng Pilipinas’ (BSP) goal of coursing at least 20 percent of local payment transactions through electronic channels just got another big boost with Monday’s launch of another automated clearing house (ACH) called InstaPay. InstaPay is the second ACH under the central bank’s National Retail Payment System (NRPS) after PESONet, which was launched in November 2017.

This platform reportedly allows consumers a safe, affordable and real-time electronic payment mode for up to PHP50,000 per transaction without limit in a day. Charges may ap-

ply to the one sending the fund and the one receiving it depending on the financial institution they will tap.

BSP Governor Nestor A. Espenilla Jr. told reporters in an interview that NRPS was conceptualized after results of a survey done in 2014 showed that only 1 percent of payment transactions in the country are done electronically while the balance is accounted for by cash and check payments.

He said this figure is “quite disturbing”, given the fact that online transactions are not new in the country.

“That’s the opportunity area …from 1 percent back in 2014 to at least 20 percent of the total volume of transactions by 2020. And

through an infrastructure like this, that is very doable,” he said.

“Once we have fully rolled out these solutions, it’s probably time to do another survey -- a way of checking exactly where we are on this,” he added.

Earlier, BSP officials said about PHP2.5 billion worth of payment transactions happen in the country in a month. This particular payment platform is governed by the BSP-regulated industry-led body known as the Philippine Payment Management Inc. To date, 20 financial institutions have agreed to be part of this payment system.

MANILA -- Risk-off sentiment reigned over the Philippines’ financial and capital markets Monday resulting to the weak close of the peso and the decline of the main stocks gauge.

The local currency finished the day at 52.24 from 52.095 Friday last week.

A trader attributed this to rising US Treasury yields following the bullish statement of US Fed Governor Lael Brainard , who is optimistic about the sustained improvement of the US economy, which he said, can further absorb any Fed rate increases.

For the day , the peso opened sideways at 52.13 from 52.16 in the previous session. It moved between 52.12 and 52.26 during the day, resulting to an average of 52.17.

Likewise, the Philippine Stock Exchange index (PSEi) shed 0.09 percent, or 7.25 points, to 7,719.47 points, which the trader said was due to the slight weakness on Wall Street.

All the other counters tracked the main index, with the All Shares down by 0.22 percent, or 10.20 points, to 4,677.09 points.

Compostela Valley Governor condemns barangay exec’s slay DAVAO CITY -- Compostela Valley Governor Jayvee Tyron Uy condemned the killing of Barangay Captain Danilo N. Daanton of Banlag, Monkayo who was shot dead on Saturday afternoon.

“We condemn this brutal act as the taking of human life whether as a form of aggression or vengeance can never be justified. This act is not just a personal offense to Barangay Captain Daanton but an affront to every Comvalenyo who strives to work for peace, unity and understanding in our communities,” Uy said in a statement.

Uy said Daanton served as a community relations officer of the provincial government before he became the barangay captain and president of the Association of Barangay Captains (ABC) in the town.

“In his whole years in public service, I’ve known him as an honest and trustworthy colleague in the

Uy said justice should be served for the death of Daanton and to his family.

“We call on the authorities to bring into justice the perpetrators of his death.

Nabunturan, Compostela Valley -- The Rural Impact Sourcing (RIS) Technical Training Program in Comval with 25 scholars and participating SMEs officially started on April 18, 2018 at the Provincial Capitol, Nabunturan, ComVal. “Our job is to go into rurals so that the graduates, those IT people, will not go into city to look for a job. We started it last year for 26 locations,” said Ms. Paulette Gevera, RIS focal person during the launching and orientation of RISTTP on April 17, 2018.

The RIS program is a flagship program of DICT which intends to create meaningful ICT – enabled jobs in socio-economically disadvantaged areas in the country. They mainly focus on areas where there is high population but low employment rate due to lack of investors.

“If you can reduce the energy or try to reduce the emission of carbon dioxide, that’s one way to mitigate climate change,” he said.

When the money’s gone, the fights begin and that’s a sign the seafarer needs to leave again,”Erwin says. This one-day millionaire mentality prevents seafarers from saving up enough for their own training and leaves them at the beck and call of the shipping company – until they retire. Their children grow up estranged and indifferent because the seafarers are hardly ever home.

Theresa and Erwin are determined this will not happen to their family. They have set realistic goals for Erwin’s permanent return which they discuss over and over. It includes spending only on needs, not wants – no matter how tempting it is to own the latest home appliance or communication gadget. As a result, they are able to conscientiously save up Erwin’s hard earned money. Theresa says, “Erwin sends me an ‘allotment’ every month and no matter how difficult it sometimes is to stretch this money, I never ask for more.”

It helps that Theresa was also once an OFW. After she graduated from college with a degree in Agriculture, she left for Hong Kong to work as a domestic worker. Theresa shares, “I earned 24,000 pesos a month cleaning the home of my employer yet even if he didn’t physically abuse me, he gave me so much work I usually went to bed past midnight, even on weekends.”During her days off Theresa listened to other OFWs share about their woes: teenage children getting pregnant or taking drugs, husbands cheating, mismanaging remittances, and mistreating children.

Theresa says, “That’s when I realized that although the pay abroad is much better, life isn’t necessarily happier.

I decided that if i can earn just Php 12,000 a month in the Philippines, I’ll stay.”

Rough sailing Yet for the first five years of their marriage, Erwin and Theresa were barely able to save because a bulk of the money went to paying debts, to helping relatives wanting to work abroad, to paying for important family celebrations – basically to meeting everyone’s expectations.“Our relatives forgot we are in the stage of recovering our losses,” Theresa smiles ruefully.“Back then, everything we had, I would share with our relatives when they asked for money,” She says. This didn’t sit well with Erwin who wanted Theresa to hold on to some of the money. It was a constant source of disagreement. “It was hard because when I told our relatives that we don’t have money anymore, they didn’t believe me. To them, OFWs always have money,” Theresa says.

The couple felt stifled and stressed. They worried that they would buckle under the pressure and break up like the many other OFW families they knew.

Would living separately from their relatives help?

Theresa didn’t enjoy staying with relatives yet she couldn’t live without them because they helped her take care of her daughter while she worked at a non-government organization often late into the night.“Although we were both earning, our family life wasn’t improving,” Theresa says. For their peace of mind, she and Erwin finally decided to leave Misamis Oriental and live in Davao City and limit their support to relatives. “We needed to be realistic. As a result, they (relatives) don’t ask for help as much, now,”Erwin says, “because the novelty of having a seafarer in the family has worn off.”

Erwin continues sending his mother a monthly share from his earnings and he helps Theresa’s relatives when it’s really necessary.

But that’s it. The couple’s stringent budgeting has enabled Erwin to come home each time with a sizeable amount saved up – for small projects.

Growing projects Like their hole-in-thewall organic grocery store.

This baby is where Erwin’s hard work as a seafarer goes.

“There’s one tricycle driver who has become a regular customer of our red organic rice,”Theresa beams at the success of having influenced somebody to go organic. It’s a milestone she wants to replicate. To keep the price of organic rice low, Theresa asks her friends traveling from Zamboanga to Davao to carry the rice with them. To keep the organic rice supply going, Theresa buys land whenever she can, or she leases land and pays farmers to grow organic rice. Because of these investments, Theresa and Erwin say they are more confident now that it won’t be long before they can stop relying on Erwin’s salary as a seafarer and end their being a transnational OFW family living in different parts of the world yet communicating like they’re still living under one roof.

Erwin will probably work on a ship one more time before throwing in the towel and joining Theresa in the Philippines for good. She needs his help with the store, their aquaponics vegetable garden, and their farm in Calinan. Besides, they can’t bear to be apart any longer.

Erwin’s actually been holding off leaving to work on a ship again to oversee the construction of their vertical garden so they can start growing organic vegetables and herbs which are in demand now. Whatever he learns from growing herbs he’ll apply on the plot of land they bought in Calinan. “At least if it doesn’t work, the damage is minimal and we can start again,”Erwin explains.

This May, Erwin and Theresa will have been married for 13 years. They’ve been through a lot and are convinced from their own experience as well as from the experience of other OFWS that working abroad should be temporary. The secret of their marriage, Theresa reveals, is planning and discussing everything together from how long to work abroad and how to spend the money. “I’m lucky my husband is openminded,” Theresa shares.

“We disagree a lot but at the end of the day, we arrive at a consensus and stick to it.”

It’s all about balance, really. While the couple works very hard to make ends meet they also make sure to spend quality time with each other and their daughter. Theresa shares that the family’s civic involvements with Mindanao Migrants Center for Empowering Actions, Inc. (MMCEAI) and Association of Davao Organic Advocates (ADOA) has helped them deal better with the challenges of an OFW transnational family

and the challenges of making organic agriculture a stable enterprise. The family also makes it a point to spend time together during breaks – at church or at the beach or just at home talking about life. Theresa and Erwin unanimously agree that this is the best advice they can give to other transnational OFW families: “When you are living apart, it’s important that your dreams and vision are the same. The gawkers completely ignored the fact that they were causing traffic to come to a standstill by what they were doing, their concern being to simply stare at the misfortune of others.

-oooDRIVERS GAWKING AT M I SHA P S C AU SE TRAFFIC TO SLOW DOWN: If the truth be told, there is a prohibition

against motorists gawking at whatever is going on at the expressways. They must continue driving even if, during the times that accidents have occurred, they must exert utmost care in negotiating the road. But on that Saturday, care was not the motive why drivers were slowing down or stopping altogether. They were trying to make an inspection of what happened!

There were about three to five of these mishaps that we passed by on Saturday, and it saddened me a lot that in all of these, the flow of expressway traffic greatly slowed down so that the trips that usually took only two hours to complete had to be negotiated three or so hours more. On top of this is the “cutthroat competition” among many drivers who wanted to outdrive others in getting into or going out of the expressways, no matter if this meant indiscriminately cutting other vehicles off their lanes.

The drivers who engaged in this “cutthroat competition” seemed experts in wedging the front bumpers of their vehicles into any available space between the other vehicles which have patiently waited for their turn to either get entry tickets or pay their toll fees, to prevent these vehicles that have patiently queued behind other vehicles from going ahead.

This has caused many road rage incidents in the past which have claimed the lives of many, or maimed and injured a host of others.

-oooSE L F I SH DR I V E R S MUSHROOMING IN RP: This behavioral disorder among many drivers indicates a problem that is truly more complicated than simple lack of selfdiscipline. It shows a worrying predisposition of selfishness and concern for one’s own welfare alone.

These kinds of people worry only about themselves, and nothing more. They are not concerned about the welfare of others, or about God’s commands on loving our fellowmen.

This is a symptom that the Bible warned about, especially in 2 Timothy 3:1-4, which could only portend that, indeed, the prophesied ending of the world, and the second coming here of Jesus, are about to happen. According to

this warning, these kinds of behavior and mindset will pervade the world, on account of the control that the devil has exerted on humans.

These people will be among those who will suffer the worms and fires of hell, because though they have been professing that they know God, they are not anyway obeying His commands, making them out as liars. Revelation 21:8 says liars, or those who are not obeying God’s commands even if they say they are Christians, will undergo a second death, which is being thrown down in hell.

Cagayan de Oro City -- Success belongs to those who try to take every opportunity that comes their way, even if they fail than by regretting for not trying. Pantawid Pamilyang Pilipino Program (4Ps) beneficiary Sheremie Canunayon, 20, believes in this.

Finishing a degree in Bachelor of Science in Secondary Education majoring in Mathematics, Sheremie received the highest honors as Cum Laude during the recent commencement exercises of the University of Science and Technology of Southern Philippines - Main Campus here.

Second to the last or sixth of the seven Canunayon siblings of Purok Sunflower B, Bal-ason, Gingoog City, Misamis Oriental, some 136.50 kilometers east off the city; Sheremie did not expect to earn such honor during her graduation.

“I didn’t expect to receive such award. What I did was I never wasted the opportunity given to me by DSWD (Department of Social Welfare and Development) and CHED (Commission on Higher Education) through the Expanded Student Grant-in-Aid Program for Poverty Alleviation (ESGPPA). I worked and studied hard to make my family happy,” she said.

When she was in her early elementary years, Sheremie claimed that she was anti-social. She didn’t want to make friends with most of her classmates. She was aloof.

However, she was quick to add that she only had few friends, who were also academic achievers like her.

The Commission on Higher Education (CHED) and Department of Social Welfare and Development (DSWD) spearheaded the implementation of ESGPPA. A student-grantee receives a maximum of P60,000 scholarship grant per school year or P30,000 per semester.

This is broken down to P20,000/year Tuition Fee Cost, P5,000/year Textbook Fees and other learning materials, and P35,000 (that is, P3,500/month x 10 months) stipend (for board and lodging, transportation, clothing, health/medical needs, basic school supplies and other related costs.

The 4Ps is a human development measure of the national government

that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty.

The DSWD is the lead government agency of the 4Ps. Pantawid Pamilya is only one of the poverty reduction strategies of the national government implemented by the DSWD, with the primary aim to break the intergenerational poverty cycle.

In Northern Mindanao, there are more than 270,000 household active beneficiaries of the program.
