BTA sessions resume nearly a month after inauguration

PNP to validate ‘Oust-Duterte’ matrix

THE Philippine National Police (PNP) on Tuesday said it will conduct a validation on the matrix showed by Malacañang which includes names of journalists and media organizations allegedly involved in a destabilization plot against President Rodrigo Duterte.

DOST trains IDPs on sustainable livelihood MARAWI CITY -- To build a sustainable livelihood for the internally displaced persons (IDPs) of this city, the Department of Science and Technology’s Industrial Technology Development Institute (DOST-ITDI) conducted a series of training on personal care products, charcoal briquetting, herbal processing and essential oil extraction.

DOST-ITDI has partnered with Maradeca Inc. and The Ethné Essence Project, which will assist in implementing the program and in providing technical and marketing support for the products.

Charcoal briquetting and essential oil extracting facilities are set to be set up while the DOST-ITDI would also train the beneficiaries on entrepreneurship and business management.

DOST-ITDI also aims to improve the quality of life of the IDPs by utilizing natural resources for their sustainable livelihood that will also promote the vi-

DTI vows livelihood support to continue for Marawi IDPs

Governor Yevgeny Vincente Emano encouraged qualified applicants to take advantage of the provincial SPES this summer as this is one way for them to continue their education next semester and fulfill their dreams.

MARAWI CITY -- As the lead agency of Task Force Bangon Marawi’s (TFBM) Subcommittee on Business and Livelihood, the Department of Trade and Industry (DTI) has assured the internally displaced persons (IDPs) here of continuous livelihood support to help them recover from the siege that rocked this city almost two years ago.

As of April 16, 2019, DTI has already distributed 1,729 sari-sari store starter kits costing P 7,795 each.

The kits, which contain 55 types of grocery items, are distributed to the IDPs who were profiled by DTI from August to October 2018. The data were then cross-matched with the master list of other government agencies, and to be validated further against the Kathanor database.

DTI-10 Regional Director Linda Boniao explained during the recently held Bangon Marawi press briefing, that food carts were supposedly be given along with the starter kits. However, it was found out that the remaining amount P7,205 out of the P15,000 allocated for the whole package, is not enough to purchase a food cart.

immediately to the target beneficiaries, it initially distributed the kits last April 4. It is now looking at options of what to give in lieu of the food cart.

Rohanie Macabando of Marinaut East expressed his gratitude and joy when she received the assistance from DTI. “Maraming salamat po sa starter kits mula sa Task Force Bangon Marawi at DTI. Masaya ako kasi may grocery na pwede ipangdagdag sa store ko,” said Macabando.

Currently residing in Tubod, Iligan City, Macabando will continue managing her sari-sari store with the assistance from DTI. Meanwhile, Anisa Lomabao from South Madaya Proper also thanked the DTI and TFBM as they can now start selling groceries again.

To date, DTI has already distributed 2884 sewing machines with starter cloths and sewing kits and 500 bigasan kits. For 2019, 10,000 beneficiaries are set to receive sari-sari store starter kits from the agency.

MisOcc DOST brings enhanced packaging to Ozamiz complementary food OZAMIZ CITY, Misamis Occidental -- Ozamiz city government received 60,000 pieces of rice monggo (RMS) baby food blend packaging material from the Department of Science and Technology (DOST)-10.

In 2016, the City Government of Ozamiz was one of the beneficiaries of DOST-Food Nutrition Research Institute (FNRI) project on the roll-out of complementary food production facility to address malnutrition of young children aged six to 59 months old.

Ozamiz City Complementary Food Production Facility (CFPF) is capable of producing RMS baby food blend for six to 24 months old toddlers and rice monggo (RM) crunchies for 25 to 59 months old children.

Misor elections officer warns Jasaan mayor of courting

THE Commission on Elections (Comelec) provincial elections supervisor in Misamis Oriental has warned Jasaan Mayor Julius Pagaspas that he could be charged for violation of the Fair Elections Act if he would not allow a specific political party to hold campaign rallies in the municipality.

In a three-page resolu-

tion dated April 12 this year, provincial elections supervisor Aleli Dayo-Ramirez stated that her office has received a complaint from PaDayon Pilipino represented by Floramae Jo Abbu alleging that the office of the municipal mayor in Jasaan had refused to act on the party’s request to conduct a rally in the said municipality on April 10.

Upon receiving the complaint, Dayo-Ramirez

immediately dispatched municipal elections officer Lailani Nazi to conduct an investigation on the matter.

During the course of the probe, Nazi’s office discovered that the office of the mayor of Jasaan granted 29 days for another political party, Team Unity, to conduct a campaign rally in the said municipality while PaDayon Pilipino was asking only for one date.

In her report to DayoRamirez, Nazi concluded that the actions of the mayor of Jasaan constituted a violation of Section 32 of Republic Act 9006, otherwise known as the Fair Elections As of presstime, authori- Act, which stated that “the ties do not have motive yet on the assassination and Miral’s political allies were still skeptical that it was politically motivated.

Yevgeny Vincente Emano.

Santua said that Miral was even instrumental in influencing his co-barangay officials in other parts of Balingasag to support the Quina camp.

Santua also said that Miral had no known enemies in his hometown, whether political or personal.

Balingasag barangay chairman shot dead

A barangay chairman in Balingasag town in Misamis Oriental was gunned dead Sunday evening (April 21) in what could possibly be the first election-related death in the province since the local campaign period started.

Police Capt. Princess Joy Enriquez, spokesperson of the Misamis Oriental Provincial Police Office, identified the victim as one Claver Miral, the barangay chairman of Napaliran in the said municipality.

According to the police report, Miral was on the way home from a birthday party in nearby Jasaan municipality when he was waylaid by two motorcycle-riding suspects along Puntagorda, barangay Hermano in Balingasag.

The victim sustained five gunshot wounds in body – two in the chest and three in the lower torso – and was rushed to a hospital in Cagayan de Oro City where he died.

Police found six spent shells at the crime scene.

The incident happened at around 10:00 p.m.

UHC, NICC laws give cancer patients new lease on life WHEN 66-year-old widow Gertrudes Calderon was diagnosed with Stage 2 breast cancer in May 2013, she feared the treatment costs more than what the disease will do to her body.

Calderon, at that time, works as “kasambahay” -her only source of income for their daily needs.

“Natakot ako noong una kong nalaman dahil sa aming anim na magkakapatid na babae ako lang ang meron. Nagkusa lang ako magpa-checkup nung nakapa ko na may bukol at mula sa maliit na bukol.

Lumaki na ito pagdating ng Hunyo (I was scared when I first learned about it because among us six sisters I’m the only one who has it. I went to have a checkup when I felt a lump in my breast and from a small lump. It became bigger in June), she told Philippine News Agency (PNA) in an interview.

According to the latest data from the Philippine Statistics Authority, cancer is the second cause of death among females and males in 2016 nationwide at 60,470.

Health Secretary Francisco Duque III, in his speech at the First National Cancer Patient Congress on April 8, said cancer death toll for both adults and children is around 66,000 and there are 110,000 new cases diagnosed yearly.

Duque said the Department of Health (DOH) recognizes the burden -- emotional and financial – that cancer patients face, that it is why the agency continues to provide medical assistance

programs in its hospitals and selected local government hospitals, where the public can get free diagnostics and other medicines for cancer. “(The) DOH offers free breast and cervical cancers screening for women 25 to 55 years old, and medicines, therapies for those who have cancer,” he added.

Cancer treatment cost Calderon said she almost lost hope when she learned that she needed surgery, which would cost her hundreds of thousands.

Calderon’s right breast was removed to keep the cancer cells from returning, her doctors said.

I love you, but!

I am not good at politics.

I am interested in it. I love it. But, I am recently bored of all the political affairs. It is all about the presidential election. In my own country—Indonesia— as I have ever perceived, is the worst among the previous ones.

Why is it so? There are some reasons for this. Why am I bored recently?

Since the beginning, the political campaigns have shown their greediness.

Both the supporters of the two presidential candidates have been too fanatic. Each of the groups have got their own nickname. The bad connotation of mocking.

They use satire names. One is well-known as the Kampret (the little bats) that is for Pak Prabowo Subianto’s supporters and the other side is Kecebong (the little

frogs) that is for the incumbent, Pak Joko Widodo’s (Jokowi) supporters.

The first figurative language style is formed based on comparisons or equations. Comparing something with something else, means trying to find characteristics that show similarities between the two things.

Figurative language is more likely to display implicit meanings, so capturing the meaning of the message is done through interpretation.

But, I am not sure the satire names are in that sense. As far as I know, it is not.

I don’t know why they have their satire names, especially for Kampret. But, I know why they have the name of Kecebong. It is due to the candidate, has hobby to breed the frogs. He has them in the pond. However,

that is political campaign— black campaign.

I love to learn about their attitudes: the supporters. I love the way how they campaign. But, I hate recently, after seeing the fact that the process of general election has created controversies. It was started from the results of the six quick counts. They were based on their own surveys even the votes from the desk had just reached less than one percent. But, they declared the winner for the incumbent.

The other side—the Kampreters got angry. They shouted again and again.

They also declared they won the presidential election. So, both sides—the Kampreters and Kecebongers—declared they are the winners. Public changed into chaos. This especially came up in the

social media. People got excited. They also joined to shout again and again.

The social media is really the worst ever as the digital society today.

It is difficult to predict the political atmosphere. I believe that both Pak Prabowo and Pak Jokowi are kind men. They had been in a very good relationship. But, it is politics. Politics is like the ball in a football game.

The ball in a few seconds can be on the A side. But, shortly after few seconds, it can be on the B side. It so fast changing. It is such See LOVE, page 11

DURING the long holiday, I had the very pleasant opportunity to re-connect with my former staff in Congress.

Ron Salo was hired on the spot by my then chief of staff, Atty. Patricia A.O. Bunye, based on an impressive resume and an obvious drive to succeed.

Not to mention, he was at that time, from Bayanan, Muntinlupa City.

Ron had just graduated Bachelor of Arts in Psychology, 1998, UP Diliman, cum laude.

He was about to enroll at the UP College of Law, where he later graduated, with awards, in 2003.

We briefly lost touch after my congressional stint but we met again in 2006, this time in Malacañan.

THINK a minute.

James Macie was a child born outside of marriage.

Tragically this marked him for the rest of his life as a second-class citizen in England’s 18th century society.

Even though his true father was Duke of Northumberland, James was never allowed to hold his father’s title. James’ mother tried to have his rightful honor in society restored, but the British government refused.

Consequently, James was denied the rights of most ordinary citizens. He could not enter Parliament, hold a public office, or get a job in civil service. He could not even join the Army or the Navy.

The results of his many advanced experiments were published, and James became a highly respected scientist. Yet, while other scientists were recognized by the British government with knighthoods, James was denied that honor simply because of his birth.

James never married, knowing that his country would also reject his children because of him. However, he still gave to others a great inheritance. When James died in 1829, he was a very rich man. But instead of leaving his wealth to his own nation, he left all of his money to the United States.

He disinherited England as it had disinherited him.

In his will, James instructed that his money be used to start an institution that would continue to discover and spread knowledge for humankind. His only condition was that it would carry on his family name which was taken away from him at birth. The name he adopted later in life: Smithson. And today the Smithsonian Institution is the world’s largest museum and research complex. It has 19 museums, 9 research centers, and more than 140 affiliate museums around the world sharing with millions of people its cultural, historical, and scientific knowledge.

NGCP gets nod for 29 Energy Projects of National Significance

THE Energy Investment Coordinating Council (EICC) declared 29 of NGCP’s projects as Energy Projects of National Significance (EPNS).

An EPNS under Executive Order Number 30 will be given expedited issuance of all regulatory and documentary requirements from local and national government agencies. This includes the action of application of permits and requirements within 30 days, and the immediate and automatic approval of all applications within five working days if no action of the said agency has been made after 30 days.

The 29 approved projects, with a total ERC approved cost of P90.291 Billlion (B), include the following: Hermosa-San Jose 500kV Transmission Line, Western Luzon 500kV Backbone, Pagbilao-Tayabas 500kV Transmission Line, San Jose-Quezon 230kV Transmission Line, Bataan 230kV Grid Reinforcement, Ambuklao-Binga-San Manuel 230kV Transmission Line, San Manuel-Nagsaag 230kV Transmission Line, Pinili 230kV Substation, Tuguegarao-Magapit 230kV Transmission Line, Navo-

tas-Dona Imelda 230kV Transmission Line, TaguigTaytay 230kV Transmission Line, San Manuel-Nagsaag 230kV Transmission Line, Calaca-Dasmarinas 230kV Transmission Line, and the San Simon 230kV Substation.

Among the projects crucial for the development of the grid are the Hermosa-San Jose 500kV Transmission Line, which will add a new 500kV corridor for new and old bulk generation capacities in the Bataan and Zambales areas, while the San Manuel-Nagsaag 230kV Transmission Line aims to improve the transmission corridor of central Luzon.

The Navotas(Manila)-Dona Imelda 230kV Transmission Line, which includes the construction of a new Navotas 230kV Substation, will help secure the integrity of the grid serving Metro Manila and surrounding provinces.

The Pagbilao 500kV Substation and the PagbilaoTayabas 500kV Transmission Line project are intended to cater to around 3,370 MegaWatts (MW) of additional power from incoming power plants in the Quezon province such as the San

Buenaventura Coal, AOE Coal Fired Power Plant, and the Pagbilao CCGT Power Plant.

“The issuance of EPNS by the EICC is critical for the on-time completion of these projects. This will enable us to expedite our plans and programs and efficiently cater to the needs of our stakeholders to provide a more resilient power grid,” NGCP stated.

In May 2018, NGCP was also issued an EPNS for its Mindanao-Visayas Interconnection Project (MVIP), which will see the realization of one Philippine grid in 2020. The MVIP was the first project to be declared an EPNS. “We continually appeal to our stakeholders to help us ensure the smooth and on-time implementation of our projects, as these are for the benefit of our communities across the country,” said NGCP. NGCP is a Filipino-led, privately-owned corporation in charge of operating, maintaining, and developing the country’s power grid, and is led by majority shareholders Henry Sy, Jr. and Robert Coyiuto, Jr.

To put premium on the critical importance of learner’s involvement, and the relevant basic education ser vice deliver y to the communities, the Depar tment of Education - Division of Misamis Oriental, headed by the Schools Division Superintendent Randolph B. Tortola, steered the implementation of this (academic) year’s Division School-Based Management (SBM) validation.

The validation process aims to empower all schools to continuously improve their performance, specifically in attaining desired learning outcomes for the students. The Division SBM Validation for Level I and II commenced on March 5, 2019. At least six (6) validators were assigned to each district with the School Governance and Operations Division personnel, Curriculum Implementation Division personnel and the Public Schools District Supervisors as the Division Lead Validators.

The evaluation and validation are comprehensive processes. Each school is evaluated by the four (4) principles of “A Child and Community Centered Education System” (ACCESs), namely : Leadership and Governance, Curriculum and Learning, Accountabi lit y and C ont inuous Improvement, and Management of Resources.

These principles have percentage weights based on their relative importance to the overall aim of the school: improved learning outcomes and schools operations. After the whole procedure, the schools will then be classified as developing (Level I), maturing (Level II) and advanced

(Level III).

We are happy to find out, on the basis of our evaluation and validation, that most of the schools under the Division of Misamis Oriental are graded as maturing (Level II). We view this encouraging result partly from the dedicated effort and support of our teachers, school administrators, and other stakeholders.

The result of the validation succinctly proves how committed the Department of Education, especially the Division of Misamis Oriental, in continuously improving the quality of education, all in line with its strategic vision and mission.

THREE Ayala companies have been named among the top Philippine winners in FinanceAsia’s 19th Best Companies Poll, beating about 240 other entrants.

Davao City cornfields affected by dry spell DAVAO CITY -- The City Agriculture Office has confirmed that cornfields in the districts of Toril, Paquibato, Calinan and Marilog are affected by the dry spell happening in the country.

Brian Leuterio, acting city agriculturist said they have submitted a data to the City Disaster Risk Reduction and Management Office to do immediate confirmation.

However, he clarified that the data right now does not warrant the declaration of a state of calamity in the affected areas.

“Definitely, there is a felt dry spell, but the city is not directly hit,” Leuterio said.

He said the drought is felt more in the provinces of Davao del Sur and Bukidnon.

Cops remind Dabawenyos of ‘no backpack policy’ DAVAO CITY -- Police authorities here have continued to remind residents of the “no backpack policy” to avoid inconvenience when entering public areas.

This, as the Davao City Police Office (DCPO) and the Task Force Davao earned the ire of some city residents during the observance of Holy Week as many of them were unable to enter churches for the traditional Visita Iglesia.

Col. Alexander Tagum, DCPO chief, explained Monday that the police has already obtained the permission of Davao Archbishop

Romulo Valles to allow only purses in churches.

Tagum said local parishes have also been advised to tell churchgoers to avoid bringing big bags, sling bags, and backpacks.

The “no backpack policy” was implemented after the series of bombing in the southern area of Mindanao in the past few months.

Despite the implementation of the policy, Tagum noted that many still bring huge bags and backpacks inside places of worship. He added that even local mosques have already banned the bringing of backpacks. (PNA)

Task Force Davao has walk-in scanner for Toril checkpoint DAVAO CITY -- A top officer of the Task Force Davao confirmed the use of a walk-through scanner to hasten the inspection of passengers and baggage in the Sirawan, Toril checkpoint.

Colonel Consolito Yecla, commander of the Task Force Davao explained the Sirawan detachment scanner is designed as a prototype, before other checkpoints like Barangay Lacson in

Calinan District and Barangay Ilang, in Bunawan will employ the same inspection machine.

He observed the 20-foot van being used in Sirawan is small and entails the need

to use a bigger one.

“We are coordinating with the city government to provide a bigger facility for the metal scanners and detectors,” Yecla said.

Further, 17,000 hills of fully grown marijuana were successfully uprooted and eradicated by the operating law enforcers; However, due to the difficulty of the terrain with all its rocky and steep location, the operatives decided to conduct initial burning of the portion of the harvested marijuana in the very area comprising with more or less 15,000 hills in order to lessen the load of transport.

In addition, all 17,000 hills of marijuana plants have an estimated value of Php3,400,000.00 based on the PDEA assessed value.

“We will continue to hunt the suspect since he is already identified. Surely, we will file a case against him. We give due credit to the concerned citizens who reported the information. Indeed, when the police and community work hand-in-hand in the fight against illegal drugs, our

More than 10,000 vacancies up for grabs in 117th Labor Day job fair CAGAYAN DE ORO CITY -- More than 10,000 job opportunities are up for grabs in the 2019 Labor Day Jobs and Business Fair, May 1.

Lawyer Joffrey Suyao, regional director of the Department of Labor and Employment (DOLE) in Northern Mindanao, said they are expecting about 100 employers and a minimum of 10,000 job vacancies for both local and overseas employment.

As of April 16, around 60 employers have confirmed to join the job fair at Limketkai Mall Atrium.

From such, 37 are private companies for local employment and 21 are Philippine

Overseas Employment Administration (POEA) licensed overseas recruitment agencies.

Around 1,554 job opportunities from the Department of Social Welfare and Development (DSWD) and the Philippine Drug Enforcement Agency (PDEA) are also available.

Calderon added that the Philippine Charity Sweepstakes Office provided for all her medicines for five years while the DOH supplied her with tamoxifen, a medication for breast cancer patients, for two years and a half.

NICC Act, Universal Health Care law D u qu e s ai d c anc e r patients can now receive quality health care without financial hardship through the National Integrated Cancer Control (NICC) Act and Universal Health Care (UHC) Law, adding that both aim to ease the financial burden of cancer patients and their families by providing assistance for the early detection of the disease.

“Cancer care and prevention begin with the establishment of strong primary health care systems which enables early diagnosis, coupled with the social safety net which provides sufficient financial coverage. This complements of the NICC Act which utilizes mechanisms for the state to control quite complex treatment conditions of adult and childhood cancers,” he said.

With the NICC Act, Duque said the DOH has intensified the Philippine Cancer National Control program, which includes the establishment of 24/7 cancer centers in various DOH hospitals nationwide and continued provision of free medicines for breast, childhood and colorectal cancers.

“Recognizing that our resources are limited we commit to its judicious use through the institutionalization of the health technology assessment and price negotiation processes.

This means for us to afford more conditions we’ll be benchmarking our reimbursements to the most cost-effective protocols,” he added.

“Cancer patients and their families can look forward to life’s journey with new hope, especially the underprivileged, since they’ll now have better access to equitable and affordable cancer treatment and care,” he said.

Perez also underscored the importance of the law

in boosting the efforts of various cancer awareness groups that are promoting cancer care, which include early detection, treatment, prevention and access to palliative care.

On February 14, President Rodrigo R. Duterte signed into law Republic Act 11215 or the NICC Act which institutionalizes a “national integrated” program to control cancer.

Under the new law, the DOH is tasked to provide early and sufficient access to cancer medicines and “ensure highest possible chance of survival among people with cancer”.

The law also created the cancer assistance fund, which will support the cancer medicine and assistance treatment program and mandated the Philippine Health Insurance Corporation (PhilHealth) to expand benefit packages for all types and stages of cancer.

Meanwhile, signed into law by Duterte on February 20, the UHC law makes all Filipinos members of PhilHealth, either as direct or indirect contributors, providing immediate eligibility and access to preventive, promotive, curative, rehabilitative and palliative care for medical, dental, mental and emergency health services.

April 22 is exactly two months since the BTA members took their oath of office before President Rodrigo Duterte in Malacanang, 24 days since the inaugural session on March 29 and 55 days since the turnover from the Autonomous Region in Muslim Mindanao (ARMM) to the BARMM on February 26 at the Shariff Kabunsuan Cultural Complex in the BARMM compound in Cotabato City.

Ebrahim said they are reckoning the 60-day deadline for submission of the transition plan not from February 26 but from March 29.

Republic Act 11054 or the Organic Law creating the BARMM mandates the interim Chief Minister under Section 6 of Article 16, to submit to the BTA “within the first 60 days of the transition period,” a transition plan that shall contain the “proposed organizational plan, as well as, the schedule for implementation therefor.”

The law also provides that the BTA, by a majority vote of all its members, shall “approve or otherwise act on the proposed transition plan within ten days upon submission;” that if the transition plan is not acted upon within 60 days, it shall be deemed approved and implemented within 15 days.

If reckoned from March 29, as Murad said it would be, the 60-day deadline for submission of the transition plan would be on May 28.

Within this period, Ramadan, the month-long fasting among Muslims, is expected to begin on May 6. But Murad told MindaNews, “Kahit Ramadan, pwede naman mag-session” (We can still have sessions during Ramadan).

Priority legislations The BTA is also tasked to enact, during the transition period, ”priority legislations” such as the Bangsamoro Administrative Code, Bangsamoro Revenue Code, Bangsamoro Electoral Code, Bangsamoro Local Government Code, and Bangsamoro Education Code consistent with powers and prerogatives vested in the Bangsamoro Government.

The BTA is also mandated to enact a Bangsamoro Civil Service Code as well as a law to recognize, protect, promote, and preserve the rights of the Indigenous Peoples in the BARMM, their rights “promoted, protected, and enforced by the Ministry of Indigenous People’s Affairs.”

The law also provides that “other offices on youth,

women, settler communities, disaster risk reduction and management, and planning and development, among others, may be created by the BTA. The BTA is supposed to be composed of 80 members during the three-year transition period but President Duterte has appointed only 76, one of whom died on March 13 – Ghazali Jaafar, the 1st Vice Chair of the Moro Islamic Liberation Front (MILF).

The Comprehensive Agreement on the Bangsamoro (CAB), the peace agreement signed by government and the MILF in March 2014, provides that the BTA will be MILF-led. The MILF nominated 41 members to the BTA while government nominated 40, including representatives from the Moro National Liberation Front.

The MILF has nominated Jaafar’s eldest son to take over his seat. President Duterte has yet to appoint him and four more nominees from government.

As of April 21, the BTA is composed of 98 members — 75 appointees who will serve until June 30, 2022, and 23 elected officials of the ARMM who will serve until June 30, 2019, when their three-year terms of office shall have expired.

The ARMM had 26 elected officials: Governor, Vice Governor and 24 district representatives. One of the representatives died in office, leaving only 25. But the last governor, Mujiv Hataman, opted to resign from the BTA to focus on Basilan where he is running for the lone congressional seat, while Assemblyman Khadafeh Mangudadatu was appointed member of the BTA, leaving only 23 in the BTA. He also emphasized the importance of releasing the matrix, saying it is the government’s “constitutional duty to inform the public of what’s happening”.

Panelo also floated the possibility that the journalists and media organizations listed in the matrix could be feeding their stories to “enemies of the state”.

Among the names mentioned in the matrix are members of the National Union of People’s Lawyers, the Philippine Center for Investigative Journalism (PCIJ), and Rappler.

According to Panelo, the matrix worked in such a way that a certain “Bikoy”, the source of these negative reports against the President, would provide stories to Vera Files President Ellen Tordesillas, who would later distribute the stories to the NUPL, PCIJ, and Rappler to write about.

Panelo said releasing the matrix was already an act of telling the public not to trust the journalists and media organizations mentioned.

He noted that the President will just continue doing his job to give Filipinos a more comfortable life.

Panelo said the Palace is also ready to face whatever libel charges journalists and media organizations may file against them.
