ASF affects 7 towns in MisOr - PVO MISAMIS ORIENTAL -The Provincial Veterinary Office (PVO) of Misamis Oriental reported that seven municipalities and 30 barangays in the province have been affected by African Swine Fever (ASF) disease.

DPWH opens P62-M B’non bridge CAGAYAN DE ORO CITY-The Department of Public Works and Highways (DPWH) on Tuesday opened the PHP61-million worth Natulongan Bridge linking barangays Magsaysay and Talahiron in the municipality of Kibawe, Bukidnon province. DSWD XI starts social pension distribution for indigent senior citizens DAVAO CITY -- About 95 percent of the enrolled indigent senior citizens in Davao City have already received their social pension worth P3,000 for the lump sum of six months or P500 per month. Department of Social Welfare and Development XI (DSWD XI) regional director Raquel Nuñez bared in the One Davao Virtual Presser that the agency employed measures to ensure the safety

and protection of this vulnerable group, the senior citizens, from COVID19 infection. “Naghimo mi ug measure sama sa 50 lang ka senior citizens ang nakaschedule i-cater kada oras aron mamaintain gihapon ang social distancing (We established measures such as allowing only 50 senior citizens to be accommodate per hour so we can still maintain social distancing),” she

said. The DSWD also follows a schedule that enables the staff to efficiently cater the beneficiaries while strictly following the minimum health protocols set to avoid the spread of COVID19 especially at the payout sites like gymnasiums or covered courts. Nuñez highlighted the close coordination and facilitation of the local government units and the Philippine National

Police (PNP) in providing security personnel in every pay-out site. Following the almost completion of Davao City’s social pension pay-out, other provinces are already preparing the payroll and logistical requirements for the pay-out. The Social Pension Program for the indigent senior citizens is an additional assistance or stipend to augment the daily subsistence and other

medical needs of indigent senior citizens. Due to the pandemic, the DSWD XI distributed at once a lump sum of the social pension good for six months or equivalent to P3,000. “We are distributing this early for their January-June stipend so that our indigent senior citizens can already use the subsidy. We will be releasing the July to December by August or September.

We are doing this to at least bridge the gap caused by this pandemic,” she said. There are a total of 264,792 beneficiaries of the program region-wide: 60,373 are in Davao City, 38,484 are in Davao del Sur, 43,572 are in Davao Oriental, 51,699 are in Davao del Norte, 20,859 are in Davao Occidental, and 49,804 are in Davao de Oro. SP authorizes Mayor to sign DODA with Welfare Foundation

THE 19th City Council during its regular session presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing City Mayor Oscar Moreno to enter into and sign the Deed of Donation and Acceptance (DODA) with the Welfare Foundation for Sharing of Love of Gwangyang City. The DODA covers the donation of the 50,000 pieces of face masks to be used by the city’s frontliners in their efforts to contain and limit the spread of the COVID-19 virus. In his letter to the City Council, Mayor Moreno said the DODA strengthens the linkage between the city and its sister city, Gwangyang City, in addressing the challenges of the pandemic by providing the needed Per-

sonal Protective Equipment (PPEs) which are urgently needed at this time. He said this collaboration with the Welfare Foundation will greatly enhance the effectiveness of the city in fighting the pandemic and further promote the health and safety of the constituents. Jose Sabanal said the donated face masks will certainly help ensure the safety of the frontliners, as well as partners particularly the barangays who have crucial roles in contact tracing activities as part of COVID-19 surveillance and monitoring requirements. Abaca farmers in Lagonglong receive tech interventions from DOST-10

THE Department of Science and Technology – Region 10 (DOST-10) turned over a check amounting to Php 1.3 million to the Local

Government Unit of Lagonglong (LGU-Lagonglong) on April 14, 2021, via an online conference. The fund will be used for science and technology interventions on Abaca Fiber Processing to empower the Agro Forestry Farmers Association of Sitio Kalamansi (AFFASKA), Banglay Abulan Farmers Association (BAFA), and Roa-Roa Farmers Association (ROFA). Lagonglong has approximately 70 hectares of abaca plantation that amounts to 74,690 kilograms of fiber per year. The produce is mostly from endemic abaca within the area. However, if the farmers shift to cul-

tivating good abaca farms and manage them well, the amount of abaca produce would eventually multiply up to four times. LGU-Lagonglong and DOST-10 aim to bridge the gap in abaca processing and mechanize the methods to produce higher quality abaca. This will eventually generate higher income for the farmers. Through the project, DOST-10 will provide Abaca Decorticating Machines to each farmer group for abaca processing, and 3,000 pieces of abaca planting materials to help cultivate the endemic abaca for a higher yield. LGU-Lagonglong, on the other hand, will provide

the processing building. The Abaca Decorticating Machines will help the farmers process more kilograms of abaca fibers for five times a week. D OST-10 empowers communities through its Community Empowerment through Science and Technology (CEST) program. The program seeks to assist fourth- to sixth-class communities in five key areas: disaster risk reduction management and climate change adaptation, economic development, health and nutrition, human resource development, and environmental protection and conservation. CAGAYAN DE ORO CITY-The Department of Labor and Employment in Region 10 (DOLE) turned over Tuesday PHP506,200 worth of livelihood financial assistance on cassava marketing to 124 farmers in Magsaysay, Misamis Oriental. The Mindulao Farmers Agrarian Reform Community Cooperative (MINFARCCO), led by its chairperson Ediver Joy Buyan, received the aid through the DOLE-10 Misamis Oriental Provincial Field Office (PFO). Our hunger and thirst should lead us to God

WE need to educate our biological or bodily functions, insofar as possible, such that they acquire a theological meaning and purpose and not just purely biological functions. If we are truly serious in our Christian duty to make ourselves “another Christ” who is the pattern of our humanity and the redeemer of our damaged humanity, then the Christian transformation of our own selves should not only involve our spiritual faculties—our intelligence and will—but also our biological or bodily powers. Thus, when we experience hunger for food or thirst for some drink, it should not just be food and drink that we should be interested in. We should not remain in the level of the material aspect of our life. Our hunger and thirst should also lead us to God. In fact, more than food and drink, it should be God, his will and ways that we should be more interested in. We have to train ourselves to realize that our biological hunger and thirst can fully be satisfied only when we fulfill the will of God. This truth of our faith

was graphically demonstrated in that episode where Christ met a Samaritan woman beside the well and where the apostles offered him some bread to eat. That’s in Chapter 4 of the gospel of St. John. When the Samaritan woman asked him about the living water he was offering her, Christ said, “Everyone who drinks this water will be thirsty again (referring to the water at the well), but whoever drinks the water I give them will never thirst. Indeed, the water I give them will become in them a spring of water welling up to eternal life.” (Jn 4,12-14) In this particular case, Christ is telling the woman about a water that is more important than the natural water. This is the water that refers to having a life with God. The same idea is highlighted when the apostles offered Christ some bread to eat. Christ retorted, “I have food to eat that you know nothing about…My food is to do the will of him who sent me and to finish his work.” (Jn 4,32.34) We obviously have to find food and drink that would meet our bodily needs. That is part of God’s will for us.

But we should go further than that. We have to see to it that our hunger and thirst for food and drink would lead us to God. Otherwise, remaining only in the meeting our bodily needs would trap us into the dynamics of self-indulgence which is the antithesis of what true love is. Our hunger and thirst should lead us to God and as a consequence should lead us also to others. They should make us praise God and express our willingness to follow his will which is also for us to love and serve the others. This is a truth of our faith that is worth clarifying and spreading around, since it would make live our Christianity with greater integrality. It would be Christianity that touches on our bodily dimension, and not just on the spiritual aspects of our life. The doubting Tomases TWO Sundays ago, the gospel was about the story of disciple Tomas who refused to believe that Jesus has resurrected and appeared to the other disciples only because he was not around when it happened. He had to see it with his own eyes and only then he believed that indeed Jesus has risen! It’s human to doubt and to doubt is human. We don’t always believe, we ask questions, we challenge facts. The pandemic caused people to have so many doubts... doubts about the capability of the government and of the citizenry to overcome the crisis, doubts about intentions and motives, doubts about the future, doubts about our own selves. In one way or another, we were the doubting Tomases. We needed assurance, we needed proof that things will work out, that things will soon be okay. But on the other side of the spectrum, the pandemic also allowed us to address and remove our doubts. It taught us to be more believing and trusting. Wit h ou r e c onomy shrinking, the majority has been financially displaced. Whether you are an employer, a business owner, an executive, or a regular employee, almost everyone experienced a financial set-

back and had to tighten their belts, so to speak. During this time, there were those who doubted if people can and will still want to help. People may not want to give any more as they have to secure themselves and their families first. To each his own, as they put it. But so many people came forward and reached out to help not only their friends but total strangers. From PPEs to food packs, assistance came pouring in not only from the moneyed but even from a regular Juan dela Cruz. Those who have no means to help financially volunteered their time and talents. Recently, community pantries are being set up in different Barangays by private individuals and groups to help our needy fellowmen. Never doubt the kindness in everyone. Many lost their jobs, many had to close their businesses. Many had to take on new jobs/roles, many had to learn new things, many had to go out of their comfort zones. These made them doubt their capability to learn new knowledge and skills. They doubted their ability to provide for their families. But we have seen people discovering, doing, and thriving in their newfound career and businesses amidst the crisis. I know

people who are even “thankful” because the pandemic somehow forced and led them to their successful online businesses where they’re earning even more than their former jobs. I also have friends who before the pandemic, were scared of technology thinking that it’s only for the young ones but have found the confidence to adapt. They are now more techie than me. Never doubt one’s resiliency and adaptability. The increasing number of new Covid-19 cases especially in the NCR + bubble continues to cast doubts that we can win this battle. Many are already doubting if the quarantines are still effective, or if the vaccines are working, or if the basic health protocol is already enough. But are quarantines, vaccines, and health protocols the real problem or is it the implementation? Early months of this year, our Davao City used to top the areas with daily new COVID cases. Temporary easing of pork import restrictions to fill supply gap MANILA – Finance Secretary Carlos Dominguez III has called on lawmakers to support President Rodrigo Duterte’s directive allowing increased pork imports at lower tariff rates for a temporary period to address the scarcity in the domestic supply of hog meat and ensure that pork remains affordable to Filipino families already reeling from the economic impact of the coronavirus disease 2019 (Covid-19). Dominguez said the recommendation to the President to temporarily reduce pork import tariffs and increase the minimum access volume (MAV) on pork imports was made by him and the Cabinet’s Economic Development Cluster (EDC). This, after extensive deliberations and consultations among concerned agencies and the public, with all the tradeoffs considered in the cost benefit analysis done on this major

consumer concern. At t h e s a m e t i m e , Dominguez, as chair of the Land Bank of the Philippines (Landbank), said the government, through Landbank, will double its support for domestic hog raisers and feed millers by providing them loans for repopulating their stock and for feed milling. In a letter addressed to Senate President Vicente Sotto III, Dominguez said as chairman of the EDC, he was taking full responsibility for supporting and recommending that the President sign Executive Order (EO) No. 128, which temporarily modified the rates of the import duties on fresh, chilled, and frozen meat of swine and increased the MAV on such imports. Dominguez said the period of the tariff adjustment under the EO emphasizes that “this is a short-term effort that does not aim to harm the domestic industry”

and is actually “complementary to the programs of the Department of Agriculture (DA) in helping the domestic hog industry to recover.” “I would like to take this opportunity to urge the Senate to support this measure so that some 100 million Filipinos who eat pork, especially the poor, will not be penalized by high food prices. If left unresolved, poverty and malnutrition will increase,” he said. Dominguez said elevated pork prices will add another problem to households whose incomes have already been heavily strained by the Covid-19 pandemic. “With African swine fever (ASF) raging through farms for almost two years, data show that domestic supply will remain inadequate for the needs of consumers,” he added. Pork prices in the National Capital Region (NCR) have already reached as

high as PHP327 per kilo in March 2021, which is 59 percent higher compared to last year. In March 2021, meat inflation increased to 20.9 percent and was the top contributor to overall inflation of 1.4 percentage points, even higher than the 1 percent contribution to inflation of rice at the height of the 2018 rice crisis. To resolve the ASF crisis gripping the domestic hog industry, Dominguez said the DA has put in place several programs, among them, repopulating the swine population, compensating producers for losses in culled hogs, and investing in long-term solutions to the problems of the swine industry. However, he added these are medium-term and longterm solutions that will not immediately address the current price pressures affecting pork consumers. See IMPORT, page 8

THE Land Bank of the Philippines (LANDBANK) is raising its available loan window in support of local pork producers and feed millers to P30 billion, from P15 billion, to finance stock repopulation and feed milling operations of stakeholders reeling from the adverse impact of the African Swine Fever (ASF). This came following the directive from Finance Secretary and LANDBANK Chairman Carlos Dominguez III for the state lender to double its support for hog raisers, feed millers, and other industry players dealing with supply shortfalls and retail price spirals of pork products. “LANDBANK is doubling its funds available for financing swine repopulation, feed milling operations and facility upgrades in order to help address at the soonest the supply shortfalls

and subsequent retail price spirals affecting both hog producers and pork consumers,” Dominguez said. "The LANDBANK is taking steps to ease the supply and price pressures with additional funding support for distressed stakeholders, as the steep rise in pork prices is partly responsible for the current elevated inflation that has exacerbated the daily woes of Filipino consumers amid the pandemic," he added. Students, their parents and educators around the world are felling the extraordinary ripple effect of the novel coronavirus as schools are shutting down and quarantine methods are being ordered to cope with global pandemic. While governments and health official are doing their best slowing down the outbreak, global education system are collaborating to collectively respond and provide quality education for all during these difficult times. Our job is to help everyone in providing quality education for all even in these exceptional times. The mission of all education system is the same. It is to overcome the learning crisis we were already living and respond to the pandemic we are facing. The challenge today is to reduce as much possible the negative impact

this pandemic will have on the learning and schooling and build on this experience to get back on a path of faster improvement in learning. As education cope with this crisis, they must also be thinking of how they can recover stronger, with a renewed sense of responsibility of all actors and with a better understanding and sense of urgency of the need to close the gap in opportunities and assuring that all children have the same chances of quality education. Having solid behavior management helps maintain a positive classroom environment while enabling teachers and students to accomplish learning. More general skills alter the problem situations and help prevent the need for the problem behavior. These skills may include academic instructions if academic deficits are the main reason the students had behavioral issues. It is important that the behaviors be something like students is capable of doing and be socially acceptable in the context. Teachers are often expending more of their energy than is necessary by not taking time to implement a more comprehensive approach toward positive behavior management. In many cases one will need only a few of these strategies in place to create a positive behavioral support plan.

When formulating a plan, it is important to remember that students do not exist in a vacuum. What is a problem behavior in one class may not be a problem in another; problem behavior from the home may never manifest in school. A key means of decreasing the frequency and intensity of problem behavior and reducing the need for more intrusive intervention procedures is enhancing student’s quality of life. Positive behavioral support strategies teach students new skills that are meant to replace the problem behavior with a socially-acceptable alternative. Addressing the larger social context surrounding a student can reduce the amount of time spent implementing intensive positive behavioral support plans. Functional assessment gathers information regarding the events that both immediately precede problem behavior and the situations where a student is successful.

VILLANUEVA, Misamis Oriental - Over three hundred (300) informal workers in this province received cash assistance from Congresswoman Juliette Uy of the second district. The livelihood support was coming from the Department of Social Welfare and Development (DSWD) Livelihood Assistance Grant - Congressional Intervention in the towns of Libertad up to Gitagum, this province. Beneficiaries who belong to the informal workers include fishermen, public market vendors, farmers, public utility tri-sikad and ‘habal-habal’ drivers. They all received cash assistance, ranging from P5000 up to P10,000, depending on their present small business initiatives that they are into to support their meager income and survive in this trying time of the pandemic. The said program was supported by all the mayors of Team Unity under the active
