HE owners and operators of the Philippine’s first pirate themed water park has clarified it continues normal operations and remains open to the public.

“In response to queries from visitors and tourists coming to Cagayan de Oro and Misamis Oriental, would like to clarify the situation regarding the status of Seven Seas Waterpark and Resort,” said Elpidio M. Paras, president and CEO of UC-1 Corporation, which owns and operates the water park.

“There is no truth to the rumor that there is a closure order against the Seven Seas Waterpark in Barra, Opol, Misamis Oriental,” he added.

Seven Seas Waterpark and Resort is still open for business daily from 9 am till 5 pm and will continue doing so until it receives a court order.

“With thousands of visitor arrivals since we opened in December 2017, we expect Seven Seas Waterpark and Resort to be one of the premier tourist destinations in the Philippines, bringing our area to the international stage, providing hundreds of local jobs and business opportunities,” Paras said.

“We thank Misamis Oriental Gov. Bambi Emano, Opol Mayor Maximino Seno, and DOT-10 Regional Director May Salvaña-Unchuan, for their unsolicited support in ensuring the continued development of tourism in Northern Mindanao,” he added.

Seven Seas Waterpark and Resort issues statement on so-called DENR closure order

Recently, Seven Seas Waterpark and Resort, located in Barangay Barra, Opol, Misamis Oriental, has been the subject of a lot of speculation with regard to reports made by local media outlets regarding a closure order by the DENR (Department of Environment and Natural Resources).

At the outset, there is no closure order against the Seven Seas Waterpark

in Barra, Opol, Misamis Oriental.

Seven Seas Waterpark and Resort continues to be open for business from 9 am till 5 pm daily .

What is true however, is that UC-1 Corporation (which owns and operates Seven Seas Waterpark and Resort) is one of the five respondents in a recent case filed by the DENR 1 as petitioner in January 2017 for the annulment of

judgment of RTC, Branch 39 which granted the application for land registration of L.S. Properties Inc. (LSPI) in 2002 or over 15 years ago, which was the basis of the judicial titles of LSPI. Subsequently, UC-1 Corporation bought in good faith the titled parcels of land from LSPI in 2012, now being used for the waterpark.

Normin tourism official decries reporter’s ‘Camiguin-Bora’ story

CAGAYAN de Oro City--Department of Tourism (DOT) Regional Director Marie Elaine S. Unchuan for Northern Mindanao yesterday decried a news story published on the front page of this paper last Monday, saying she was not just “severely misquoted,” but also the writer wrote “things that she did not say.”

Unchuan was apparently referring to the banner story of Mindanao Daily News carrying the title “Camiguin ain’t Boracay, says Normin tourism head” written by Mark Francisco.

RDC Advisory Committee NorMin endorses regional agency budget for 2019 CAGAYAN DE ORO CITY, Philippines (April 17, 2018) – The Regional Development Council Advisory Committee in Northern Mindanao (RAC-X) endorsed the FY 2019 Budget Proposals of 33 agency regional offices (AROs) and five State Universities and Colleges (SUCs) amounting to PhP 233.515 billion during its meeting on April 17, 2018 at the N Hotel, Cagayan de Oro City.

The meeting was presided over by RDC-X Chair and Bukidnon Governor Jose Maria R. Zubiri, Jr. with Cagayan de Oro City 2nd District Congressman Maximo B. Rodriguez, Jr. as Convenor. In his opening statement, Cong. Rodriguez expressed hope that the region will get a fairer share of next year’s budget.

The meeting was participated in by 119 participants.

ARMM starts repair, rehab of 612 classrooms in public schools MARAWI CITY, Lanao del Sur, April 12 -- The Autonomous Region in Muslim Mindanao (ARMM) has started repairing and rehabilitating 612 classrooms both in public elementary and secondar y schools across the region before classes begin in June.

ARMM’s Education Department (DepEd-ARMM) Assistant Secretary Alfhadar Pajiji noted that P130 million will be used to repair and rehabilitate school buildings.

“The project is intended for major repairs while minor repairs which include painting and cleaning of classrooms will be done during the Brigada Eskwelaart in May,” Pajiji said.

Of the amount, Lanao del Sur got the highest allocation for the repair and rehabilitation of school buildings Per official DepEdARMM data, the number of classrooms that need

rehabilitation and repair are Lanao del Sur - 214; Marawi City - 31; Maguindanao - 158; Lamitan City - 41; Basilan - 32; Sulu - 106; and Tawi-Tawi - 30.

Pajiji said the DepEdARMM has signed a memorandum of agreement with the region’s Department of Public Works and Highways for the implementation of the projects under the supervision of the district engineers in each province.

To date, there are 2,155 elementary schools and 304 secondary schools in the region.

The ARMM is composed of nine schools divisions, namely Maguindanao I and II, Marawi City, Lanao del Sur I and II, Lamitan City, Basilan, Sulu, and TawiTawi.

DepEd-ARMM Secretary, meanwhile assured that the students can use the newly rehabilitated classrooms in June noting that the department will provide a safe and healthy environment for learners and teachers.

Last April 9, volunteers across the region started the second batch of Brigada Eskwela in Marawi City which will end on April 14. The first batch of Brigada Eskwela conducted December last year brought together volunteers from various DepEd offices across the country.

On January 19, 2018, the DENR via the OSG was granted a TRO (Temporary Restraining Order) by the Court of Appeals, Cagayan de Oro against respondents LSPI and UC-1 Corporation. UC-1 was not served with a Writ of TRO until the said TRO was ordered lifted 38 days later on February

26, 2018. The OSG’s Application for Issuance of a Writ of Preliminary Injunction was denied by the appellate court in a Resolution promulgated on February 26, 2018. To date, there is no restraining order nor injunction for the closure of the waterpark.

For the record, UC-1 Corporation/ Seven Seas Waterpark and Resort has strictly complied with local LGU permits, acquired an ECC (Environmental Compliance Certificate) from the DENR in 2014 before construction started, installed the latest state of the art water treatment system, and was granted a BOI (Board of Investments) certificate under pioneering theme park category in 2017. The company also has a DAR (Department of Agrarian Reform) certificate which has approved the conversion of the said properties from agricultural to commercial status.

Unhealthy air this summer

MOTHER Earth is gasping to death and more so with humans living on this planet.

A World Health Organization (WHO) report says that more than 95 percent of the world’s population is breathing unhealthy air.

Sadly, the poorest nations are the hardest hit. In Delhi, India alone, breathing air is equivalent to smoking 44 cigarettes a day.

India now rivals China for early deaths from outdoor air pollution with 1.1 million being recorded in 2016.

Unfortunately, 92 percent of pollution-related casualties occur among people living in low- and middle-income countries including the Philippines.

Most of those affected live in low- and middle-

income nations in Asia and Africa where they face air pollution both inside and outside their homes.

Study shows that longterm exposure to air pollution contributed to an estimated 6.1 million deaths across the globe in 2016.

Long exposure to air pollution led to strokes, heart attacks, lung cancer and chronic lung disease, causing many people suffer from premature deaths.

In 2015, nearly one in six deaths, an estimated nine million worldwide, was related to pollution in some form -- air, water, soil, chemical or occupational pollution.

Further, air pollution is the fourth-highest cause of deaths among all health risks globally, coming in below

high blood pressure, diet and smoking.

Air pollution takes a huge personal toll worldwide, making it difficult to breathe for those with respiratory disease, sending the young and old to hospital, missing school and work, and contributing to early death.

China and India were found to be jointly responsible for over 50 percent of global deaths attributable to pollution.

Lately, China had made some progress in declining air pollution while Pakistan, Bangladesh and India have experienced the steepest increases in air pollution levels since 2010.

In 2016, a total of 2.5 billion people -- one in three of global citizens -- were

exposed to air pollution from solid fuels such as wood or charcoal.

This combined exposure led to one in four air pollution deaths in India, and nearly one in five in China.

When pollution levels are high and air quality alerts are in place, many people experience an irritation of their respiratory system.

This can result in coughing, sore throat, tightness of the chest, irritation of the airways, and even chest pain.

The role of agriculture

When the art of planting was still unheard of, humans moved from one place to another to look for food. They started settling in one place only when agriculture was accidentally discovered by the women while their male partners were out hunting and looking for food.

The role of agriculture in the life of humans was thus established, which is to produce in a very sustainable manner the food requirement of humans be it crops, livestock and poultry.

Land became the primary means in regard the production of crops for human consumption. When the population grew by leaps and bounds, the production of crops even for the consumption of animals and

fowls became a necessity thus expanding the need for more lands dedicated to farming.

Food security became a State concern with utmost priority. In fact, I remember that before the late dictator Marcos ruled the country with an iron hand, the performance of previous presidents were measured by their ability to ensure the ample supply of rice and corn in the market for the consumption of the citizenry hence the birth of the Rice and Corn Administration or RCA. The ample supply of the twin staple food of the Filipino family became the yardstick by which incumbent presidents were judged if they deserved a second term or not. And all the

presidents before Marcos never had the chance of being elected to a second term as they were saddled with food security issues.

While it is right to have the National Food Authority (NFA) returned to the Department of Agriculture (DA) to ensure its ability to carry out its task of seeing to it that there is ample supply of affordable rice in the market, President Duterte’s decision to do so seem to be premised on a wrong note.

The policy differences between Cabinet Secretary Leoncio Evasco, a long-time friend of Duterte, and Jason Aquino, the head of the NFA, is substantive that can’t be swept just that under the rug. Unless Evasco’s concerns be given more weight

than the band-aid solution put forth by Aquino in addressing NFA’s dwindling supply, food security for the Filipino is at a peril.

Evasco wants to address NFA’s rice supply woes by cautioning the adoption of the easy way out solution which is to simply import the staple food from neighboring countries such as Vietnam and Thailand.

His idea of addressing the NFA woe is to source its supply by increasing its purchase price of locally produced rice.

3 reasons why President Duterte shouldn’t say Chief Justice Sereno is his enemy

THE cat is finally out of the bag. After months of denial that he has nothing to do with the plan to unseat Chief Justice Maria Lourdes Sereno, Philippine President Duterte, before flying to China on Monday, April 9 said the chief justice must be out of the Supreme Court.

He even went beyond: Chief Justice Sereno is his enemy.

The Philippine Daily Inquirer, one of the national spreadsheets present during the pre-departure press briefing had quoted the president saying, “She (Sereno) is bad for the Philippines.”

We still have yet to hear from the president’s communication office explaining what the country’s chief

executive really meant when he said: “I’m putting you on notice that I’m your enemy and you have to be out of the Supreme Court.”

Sereno, who is on indefinite leave, is facing impeachment in the House of Representatives of a bicameral Congress. The House justice committee had voted the impeachment resolution days before the Congress went on recess last month.

The chief justice is also facing a quo warranto proceeding filed by the government solicitor general before the Supreme Court alleging that Sereno is not qualified to hold the office of the chief justice.

Many legal observers, however, believe that the

quo warranto case filed by the government has no merit because the Philippine Constitution explicitly stipulates that sitting justices of the Supreme Court can be removed only by impeachment.

President Duterte’s Monday statement had cleared all suspicions that he is behind the move to unseat the chief justice after he saw that Sereno is an obstacle to his drug war campaign, a program Duterte started when he was mayor of Davao City.

as the “co-equal branch” of the government. Monday’s tirade from the president against Sereno had erased all doubts: the impeachment case will be finally elevated to the Philippine Senate, serving as the impeachment court, despite its glaring legal defects because the president is behind it.

There are three reasons why President Duterte should have not said the words he uttered against the chief justice.

First, he should have avoided speaking his mind out to the public.

by Mark Francisco. I would like to declare that the writer has not only severely misquoted me but has written things that I did not say which resulted in a negative article about Camiguin which has compromised my reputation as Regional Director and Camiguin as our number one tourist destinations in the Region. A lot of people have called my attention and have been enraged by the fabricated statements of Mr. Francisco which have quoted me as saying such including the Local Government of Camiguin. They have demanded a full explanation of this. This is a defamation of my character and credibility as a public official and detrimental to the tourism development of Camiguin and the region. I myself was utterly shocked to say the least when I read the article.

Mr. Francisco came to my office last week to ask me about my reaction on a previous news article about Congressman XJ Romualdo recommending Camiguin as a summer destination also in relation to the Boracay closure. I told Mr. Francisco that we are happy that this declaration has been made and that we are especially grateful that the LGU together with the private sector has been very supportive. I also mentioned that this support is also behind the success of the viral tourism promotions campaign “Feel Camiguin” especially since it was a purely a locally production initiated

by Congressman XJ and the Provincial Tourism Team.

Let me correct Mr. Francisco’s article the next few paragraphs: I vehemently deny having said the words “Camiguin is no Boracay, so don’t expect much”. The question he posed was: What is the difference between Camiguin and Boracay. What I said was: Camiguin is very different from Boracay. While Boracay is a beach destination with a party atmosphere, Camiguin is a top ecotourism destination with numerous tourism sites like the Asean Heritage mountain Mt. Timpoong Hibokhibok, waterfalls, cold springs, hot springs, the famous White Island Sand Bar, Mantigue Island Marine Sanctuary and a unique soda water spring that is only found on the island among others.”

I also deny saying that “Camiguin doesn’t have much in terms of modern tourist amenities as Boracay has” What I said was, Camiguin does not have the number of resorts that Boracay has especially five star resorts.

I also did not issue an “advice” of any kind about Rep. Romualdo’s invitation to visit Camiguin. As a matter of fact, we have shared this article on our Facebook page and my personal Facebook wall to reiterate our support for this call of the Congressman since it was published I also did not say “There are no bars there (Camiguin), there is some nightlife but there aren’t really no DJs there like we do in the night circuit here in CDO. I deny having said that Camiguin can only offer as many as 200 rooms.When he asked how many high end resorts and how many tourists Camiguin can accomodate, I told him we had three existing high end resorts but there are some ongoing construction such as a 200 room high end hotel in Mambajao. I also told him that in DOT accredited hotels the total number of rooms is 200 but overall there are over 850 rooms available including homestays(from last weeks information). Our recent data this week has tallied 905

rooms to be exact.

It is not also my statement that says that Camiguin pales in comparison to the millions of visitors that Boracay takes in every year. What I said was that we are still trying to determine the carrying capacity of the island so that when we sell the destination we will not overbook and be conscious about preserving the island’s environment. I also said that because the local government has exerted much effort in environmental law implementation, we will most likely end up like the Boracay closure. I even said that I commended the efforts of the LGU in sustainable tourism as evidenced by their ordinances such as the banning of plastic bags in their business establishments long before the Boracay issue came about.

I also did not say that “And their hospitality field is one of the best because all the resorts’ staff are well trained” although this is true.

As you can see, Mr. Francisco fabricated most of the words of whole article for reasons I cannot understand. When asked (in a telephone converstation) why he wrote that headline when I didn’t say those words, he merely said that what I said was a “synonym” of what he wrote. He further added that he was just aiming to make a “catchy” headline. This kind of writing goes against your prestigious paper’s reputation in fair and honest journalism.

Mr. Francisco’s action has maligned my person and destroyed/negated the work we have done for tourism. It also casts a negative and demeaning light on Camiguin as a tourist destination, which runs counter to our efforts to boost tourism development in the island and make it a top tourist destination in the country as evidenced by DOT 10’s plans and programs. The only thing he reported right was the information I said about the special culinary offerings of the island.

As a new Director for Region 10, I, together with my office, have exerted maximum efforts to promote Camiguin. In fact, Secretary Wanda Teo, also upon our recommendation, has named Camiguin as one of the top tourist destinations in the Philippines.

I would like to request your paper to help correct the facts of this article for the sake of the truth fairness, transparency, and to help our concerted efforts to promote tourism where it is much needed.

Most of the effect of our efforts is also towards the inclusive growth of tourism stakeholders and it is a shame to cause a roadblock to these efforts because of one irresponsible and untruthful article.

I will also request Mr. Francisco to retract his statements, correct his article, and if possible apologize to the people of Camiguin for causing such damage to the tourism industry .

I appeal for your quick response and action to our urgent request.

Grab insists P2 per minute travel charge is legal

MANILA -- Ridesharing firm Grab Philippines reiterated on Wednesday that the PHP2 per minute travel charge it imposes to its riders is legal.

The company also denied allegations that it is imposing illegal charges and that ridesharing companies have the right to set their rates in accordance with an order released by the then

MANILA -- The Asia Pacific Economic Cooperation (APEC) Business Advisory Council (ABAC) Philippines has lauded the policy reforms presented by the country in the Trade Policy Review (TPR) of the World Trade Organization (WTO), noting that these are consistent with APEC’s goal of inclusive globalization.

In a statement Wednesday, ABAC member and magnate Lance Gokongwei said the reforms proposed by the Philippine government reflect the country’s economic openness.

During the WTO policy review in Geneva last March 26-28, Trade Undersecretary Ceferino Rodolfo presented trade and economic policy reforms instituted by the Philippines from 2012 to 2017. Key reforms implemented during this period include the Customs and Tariff Modernization Act, the Philippine Competition Act, Republic Act (RA) No. 10641 that liberalizes the banking sector, and RA

10668 that allows foreign vessels to transport and co-load foreign cargoes for domestic transshipment.

Rodolfo also presented the country’s ratification of international trade agreements, such as the Trade Facilitation Agreement in 2016, as well as the Philippines-European Free Trade Association Free Trade Agreement and Philippines-European Union Partnership and Cooperation Agreement.

“The positive feedback and outcome of our country’s most recent TPR shows the Philippines’ economic openness and determination to contribute its share to global growth. It also gives us a stronger position to advocate for greater reciprocity for our local products and services to gain more access to APEC markets,” Gokongwei said.

DTI sees bright prospects ahead for PH coffee industry While the Philippines consumes as much coffee as countries such as the United States, Brazil, Japan, and the European Union, the country is also looking to be one of the top producers of top-grade coffee around the world.

To make this a reality, President Rodrigo Duterte last March 7, 2017 signed the Philippine Coffee Industry Roadmap 2017-2022 to boost the country’s domestic coffee output in the next five years—a huge lift for coffee farmers, producers, and traders.

Department of Trade and Industry (DTI) Secretary Ramon Lopez said that the trade department

This will bring the country’s coffee self-sufficiency level to 161% from the current 41.60%.

The Philippine Coffee Roadmap would also make available 213,788 hectares of area planted with coffee nationwide, translating to a huge yield of one ton of coffee beans per hectare—a huge discrepancy from the usual 0.33 ton per hectare.

The task of implementing the roadmap falls on the Philippine Coffee Council.

Lopez is optimistic that the country will be able to achieve this feat especially with DTI assisting the coffee industry, which is one of the priority sectors of the agency.

“Through DTI’s 7Ms (Mindset change, Mastery, Mentoring, Money, Machine, and Models), we will continue to provide enabling mechanisms to empower coffee farmers and help in addressing the challenges in the industry,” Sec. Lopez added.

MANILA -- The board of Ayala Land Inc. (ALI) has given the go signal to commence with an ambitious residential project in Malaysia, which is reportedly part of the local property giant’s aggressive overseas expansion.

ALI President and Chief Executive Officer Bernard Vincent Dy said its Board approved the purchase of 9.25-acre property in Klang Valley area in Kuala Lumpur, the firm’s first land acquisition after it increased its equity stake in Malaysian property and construction firm, MCT Bhd, to 66.25 percent in February.

“We will do some mixeduse estates but on the residential side, (we will) primarily focus on middleincome housing developments --vertical and some house and lot horizontal,” he said in a press briefing after the company’s stockholders’ meeting Wednesday.

Mean Dy, head of ALI’s Strategic Landbank Management Group, said they target to break ground on a residential development in Malaysia next year, and aim to complete the project in three years.

“That’s a fast-growing (segment) in Malaysia,” she said. “As this company grows and the balance sheet grows with it, it would be in a better position to be investing in leasing assets also. But right now, I think it’s better equipped to grow (the business) through some of the residential products.”

Meanwhile, ALI’s CEO said the company is also expanding across all business segments this year.

Why school leadership matters

Of ever ything we’ve learned about the art and science of reforming a failing school in the past decade, school leadership is second only to teacher quality in terms of importance – and the direr a school’s predicament, the greater the need for strong leadership. Because of this, the emphasis is now less on the lone dynamic teacher and more on the whole school environment. `Research emphasized the importance of school leadership in improving outcomes for a school and its students. But make no mistake: this is not the school leader as drill sergeant, or the charismatic leader whose skill-set is impossible to replicate.

Instead, it is a school leader who is capable of transforming a school environment so that its students and teachers can flourish.

It is important to keep in mind that while school

leadership is essential, consistent, strong leadership at the district level must not be overlooked. While principals create conditions that encourage great teaching, superintendents can create conditions that allow principals to become even better leaders.

In this way, superintendents can lay the groundwork for successful school leaders by setting a clear direction and tone, investing in professional development, setting up mentors for new principals, giving principals the authority to make key decisions and elevating the importance of academic achievement – sometimes even going so far as to making it a part of a principal’s evaluation.

And while many states have adopted standards for principals, leading the charge by working on division /district wide evaluation systems for its principals.

GSIS enhances policy on change in retirement options State pension fund Government Service Insurance System (GSIS) now allows retired members to change their retirement mode, option, or date to meet their needs.

“We need to ensure that the System’s obligation of providing fair and equal social security benefits to its members is fulfilled.

Thus, we are now allowing members to reconsider their

options as they approach the start of their pension or receipt or other benefits,” GSIS president and general manager Jesus Clint Aranas said.

He explains that under the newly-issued revised policy, retired members who are qualified but have not yet received their benefits under Presidential Decree No. 1146 (AMENDING, EXPANDING, INCREAS-

ING AND INTEGRATING THE SOCIAL SECURITY BENEFITS OF GOVERNMENT EMPLOYEES AND FACILITATING THE PAYMENT THEREOF UNDER COMMONWEALTH ACT NO. 186, AS AMENDED, AND FOR OTHER PURPOSES), may now request change in their retirement option to enable them to fully enjoy the benefit package most favorable to them.

Members who previously applied for five-year lumpsum and monthly pension at age 60 may opt to change their retirement option to immediate monthly pension, or vice versa.

Similarly, retirees who have yet to receive their benefit under Republic Act No. 8291 may request a change in their retirement mode or option, to obtain

Pa, who killed 3 y. o. child, kills self in detention cell DAVAO CITY -- The father who burned to death his three-year-old child last month committed suicide by hanging himself inside his police detention cell, the police said.Wednesday.

Chief Insp. Emerson Pugong, commander of the Sasa Police Precinct, said detainee Randy Nueva Cadiente was found hanging on a stretchable bandage on the railings of the detention center’s toilet ceiling at about 4:30 a.m.

The incident was reported by PO1 Karlo Luigi Mendoza, who was the duty officer at that time.

With the help of some detainees, the victim was brought outside the detention cell.

He reportedly had vital signs indicating he was still alive, prompting the police officer to call Central 911 for assistance.

ComVal gears for summer adventure DAVAO CITY - Compostela Valley province is gearing up for the summer adventure as it participates for the first time in the Visit Davao Summer Festival (VDSF) this year.

First on its summer adventure is an all-women climb to Mt Amakan dubbed as the 1st ComVal Bobay Climb, a thematic adventure climb exclusive for women on April 21 and 22 in Maco

town. Bobay is Mandaya word for woman.

“This is the first time to hold an event for women according to the pacing of the women,” said Christine Dompor, Provincial Tourism Officer of Compostela Valley.

The climb, Dompor said, would pass through several sites like the Kaldera Lake, Mt Leonard - which is an inactive volcano, leading

to the Amakan Crater.

She said it is a one-day climb kicking off at 7 a.m.

Lunch would be at the site at 1,300 meters above sea level where participants would have an entire view of Compostela Valley.

On the way down, Dompor said climbers can take a dip at a cold spring then in Mainit Hot Spring in New Leyte for a wellness activity.

Even if the NFA is now back with DA food security is still not assured unless the former discards its stupendous policy of leaving to the mercy of neighboring countries its rice supply.

Food security is a top priority concern of the government. This can only be achieved if the government adopts policies that in no uncertain terms address this concern. Producing our people’s food requirement through the sweat of our farmers’ brow is food security’s best assurance.

The two-year track record of the Duterte administration in regard agriculture is however not promising.

The president had acknowledged this several times when confronted by “unfriendly” media. His usual answer is that it is too late for him to change his ways.

He had been doing this during his 22 years as Davao City’s mayor and there’s no reason for him to stop doing it now. Right? Wrong.

Because he is the country’s president now, there should be more reasons for him to act like a president that inspires the whole nation.

The office he is holding now should be the source of all people’s inspiration, not indignation.

Second, it does not sit well with most people, save his loyal supporters who would always love to agree

with the president come low or high water, when the president publicly orders the Congress to proceed with the impeachment case against Sereno once Congress will resume its session next month. To order another co-equal branch of the government to do what he wanted to do with his perceived “enemy” rings a bell for people who are still wary of the martial law years under the late former President Ferdinand Marcos. His recent action would further fuel the sentiment of some sectors against his dictatorial and authoritarian tendencies.

The president should be well reminded that to march backward to the dark abyss by which the country had bitterly experienced for 20 years under Marcos is to negate the gains of freedom and democracy in this part of Southeast Asia. No national problems should be big enough – not even the drug menace – to warrant the need for another totalitarian government.

And third, by publicly displaying his contempt against the chief justice had confirmed the suspicion that President Duterte is not wont to follow the rule of law. The street logic would be like this: if the president can do this to a sitting chief justice there is no reason he cannot do the worst to suspected criminals and drug addicts.

I guess, the president’s spinsters would whine about it and dismiss the whole fracas as “normal” because it is the way how President Duterte does his thing. The president, his spokespersons would argue, is only voicing out what the ordinary people cannot do. This kind of reasoning has been tried by his spinsters before with little success.

Misamis Oriental Governor Yevgeny Vincente Emano in a press conference held April 16, expressed his willingness to mediate and initiate dialogue between the affected owners of beach resorts and the DENR following the agencies reported plans to close down beach resorts in at least three towns.

The governor said it is improper for the government agency to simply shut down multi-million resorts, like the Seven Seas Waterpark and Resort built in a 5-hectare complex in Barangay Barra, Opol, Misamis Oriental.

Emano said he will put up a legal team to deal with the DENR in court should closure orders be released against the identified resorts in Laguindingan, Opol and Initao, which DENR allegedly cited for various violations.

In a recent press conference, the DENR, Region 10 legal office disclosed that the water park was built on land classified as timberland and that UC-1 Corporation is a respondent to a land title nullification case filed by the OSG (Office of the Solicitor General) in behalf of the DENR. UC-1 Corporation is one of the five respondents in a recent case filed by the DENR as petitioner in January 2017 for the annulment of judgment of RTC, Branch 39 which granted the application for land registration of L.S. Properties Inc. (LSPI) in 2002 or over 15 years ago, which was the basis of the judicial titles of LSPI. Subsequently, UC-1 Corporation bought in good faith the titled parcels of land from LSPI in 2012, now being used for the water park.

On January 19, 2018, the DENR via the OSG was granted a TRO (Temporary Restraining Order) by the Court of Appeals, Cagayan de Oro against respondents LSPI and UC-1 Corporation.

UC-1 was not served with a Writ of TRO until the said TRO was ordered lifted 38 days later on February 26, 2018. The OSG’s Application for Issuance of a Writ of Preliminary Injunction was denied by the appellate court in a Resolution promulgated on February 26, 2018. To date, there is neither restraining order nor injunction for the closure of the waterpark.

“For the record, UC-1 Corporation/ Seven Seas Waterpark and Resort has

strictly complied with local LGU permits, acquired an ECC (Environmental Compliance Certificate) from the DENR in 2014 before construction started, installed a state of the art water treatment system and was granted a BOI (Board of Investments) certificate under pioneering theme park category in 2017.”

The company also has a DARRO Conversion Order issued by the Department of Agrarian Reform which has converted subject lots from agricultural to commercial use.

Paras also said: “For its part in in complying with the environmental regulations governing resorts and tourism establishments, UC-1 Corporation management assures the DENR, that it will continuously help the agency in its mandate for a sustainable and viable environment especially in areas of its operations in Dahilayan,Bukidnon and Opol,Misamis Oriental.”

Our recent data this week has tallied 905 rooms to be exact.

“It is not also my statement that says that Camiguin pales in comparison to the millions of visitors that Boracay takes in every year.

What I said was that we are still trying to determine the carrying capacity of the island so that when we sell the destination, we will not overbook and be conscious about preserving the island’s environment. I also said that because the local government has exerted much effort in environmental law implementation, we will most likely end up like the Boracay closure. I even said that I commended the efforts of the LGU in sustainable tourism as evidenced by their ordinances such as the banning of plastic bags in their business establishments long before the Boracay issue came about.”
