Lawmaker bats for railways, cheap power for Mindanao

CAGAYAN DE ORO CITY: Deputy Speaker and Cagayan de Oro Rep. Rufus Rodriguez on Thursday batted for the completion of the railway project and cheaper power for Mindanao.

Rodriguez and members of the Centrist Democratic Party of the Philippines (CDP) met with VicePresident Leni Robredo Wednesday to discuss urgent projects crucial to the future of Mindanao economic development.

During the meeting, Rodriguez pushed for the implementation of the Mindanao Railway Project conmecting Cagayan de Oro City, Misamis Oriental and Iligan City in Lanao del Norte to the whole Mindan-

ao region and inter-connect the regional economy of Mindanao.

Rodriguez was the original proponent of the project for Mindanao way back in 2008 and has been longdelayed already, denying the Mindanaons their rightful economic opportunities and inclusive growth.

The legislator also discussed the urgent rehabilitation of the Agus-Pulangi Power Complex to restore its power production to 100% of its rated capacity of 1,000 megawatts (MW) and substantially lower electricity prices in Mindanao.

BARMM gets sea ambulances from Japan, IOM

MANILA – The Ministry of Health (MOH) in the Bangsamoro region gets a boost with the donation of sea ambulances and key medical equipment from Japan and the International Organization for Migration (IOM).

The UN Migration Agency on Friday said the assistance would help strengthen the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)’s Covid-19 prevention and response.

MAMBAJAO, Camiguin -- Access to free quality healthcare services will be made possible for even more residents of Camiguin, as the Mambajao Rural Health Unit (RHU) resumes its operations in full swing.

In past years, several programs and services offered by the Mambajao RHU have been put on hold as local resources were directed towards the local government’s COVID-19 response and mitigation efforts. However, as COVID-19 cases in the municipality have decreased

over time, these programs have been slowly reintroduced to local communities here, Mambajao Municipal Health Officer Dr. Lyndon Aclan said during ‘Deeds Not Words’ radio program, March 29.

DAVAO CITY – The City Veterinarian Office (CVO) confirmed Thursday that the city remains free from avian or bird flu.

The statement came after the initial monitoring of the CVO that showed negative results in samples taken from some poultry farms in the city.

“Based on our monitoring and from the samples from some farms within the city, the results are negative,” said Dr. Cerelyn Pinili, the CVO head.

Who Among the Candidates Can Effect Social Change?

“TAYO ang simula ng pagbabago!” This is the often repeated all-catch-phrase being drumbeated nowa-days to call all qualified voters to vote and participate vigilantly in this year’s electoral processes. This campaign is especially addressed to the youth who now constitutes a significant number of the population as 63% of the populace falls within the 35 year-old and below bracket. Based on COMELEC’s estimate, there will be some 65 million voters during the 2022 Elections. The message is resoundingly clear: each one must undergo a transformation of the heart or spirit by shedding-off one’s apathy to become a responsible citizen by voting wisely, and bingo, the beginning of social change! I think this is far from the truth.

One’s transformation may produce a saint but has no effect in society unless oppressive structures and systems are changed.

This was aptly elaborated by the late Archbishop of El Salvador, His Eminence Oscar Romero: “When I gave food to the poor, they called me a saint. When I asked why they are poor, they called me a communist.”

an alternative development model that is for the people and pro-environment?

We all know that our country is facing an alarming ecological crisis that unless soon averted will lead to our accelerating drive towards environmental disasters as our natural resources are already seriously depleted. Out of the 17 million hectares of dipterocarp forest a century ago, we only have less than half a million hectares. The ideal forest cover is 54%, now it is less than 10%. Seventy percent of our mangrove forest destroyed, 40% of our watersheds are seriously eroded, 50% of fishery over-fished, degraded or polluted and 75% of coral reefs severely damaged by destructive fishing, industrial pollution and siltation.

Of the 13 major bays in the country, 10 are already biologically dead to the detriment of the coastal communities that are now becoming the “poorest if the poor.” Of the 25 major rivers, 15 are already dried-up or polluted as our country has lost our dipterocarp forest, the invisible “water dam.”

In the Philippine context, social change has been so elusive to those who have dreamt and struggled for it. Fourteen years of Martial Law and two people power revolutions have not made a dent in the societal set-up. True, there were “changing of the guards” but the tentacles of greed that rendered the country dry of its natural wealth and consigned many in the slum areas have remained as formidable as ever.

My contention is that individual transformation should emanate not just from participating in elections but in the increasing of social awareness that will prod the conscienticized to act to shape a society based on social justice, equity and sustainable development. The “changing of the guards” may not make a significant difference unless well-entrenched flawed social structures are changed. The question is, will the next leaders have the political will to reform a quasi-feudal society and to replace the dominant paradigm, that has sacrificed our people and our resource base to the altar of greed and profit, with

Davao Sur tourism improves influx of tourists

DAVAO CITY – The number of tourist arrivals in Davao del Sur has improved as the COVID-19 restriction measures eased down this year, with more than 350,000 day-tour visitors registered as of February this year.

The figures include 168 foreign nationals from different countries like the United States of America, United Kingdom and India, bared Kervin Joseph Elijay, the head of the Provincial Tourism Development and Promotions Office of Davao del Sur. Elijay said that his office has also noted 97,925 tourists including 194 foreign nationals who opted to spend their nights in different tourist destinations the province.

He said that the aggressive promotion of the provincial, city and municipal tourism offices has helped draw influx of foreign and domestic tourists, particularly in the tourist spots in Digos City and municipalities of Sta. Cruz, Bansalan, Matanao, Sulop and Malalag.

Mindanao coffee producers get enterprise, tech support

DAVAO CITY – The Department of Agriculture-Philippine Rural Development Project (DA-PRDP) reiterated Friday its continuing support for the “Up the Mindanao Cup” initiative through enterprise

subprojects and technical support for coffee production and marketing in the island region.

This came about as farmers from the provinces of Davao del Sur, Sultan Kudarat, and Bukidnon gained recognition and awards as among the best

coffee producers in the country recently at the Philippine Coffee Quality Competition 2022.

“They are the star of Mindanao’s coffee. Mindanao coffee farmers continue to have high hopes that soon their beans

will eventually reach the international market,” DA-PRDP said in a statement.

Currently, DA-PRDP has a total of seven coffee subprojects in its portfolio: two coffee subprojects in Region 10 with the “Coffee Processing

and Marketing Enterprise” in Maramag and “Arabica Coffee Processing, Consolidation, and Marketing” enterprise in Bukidnon; two in Region 12 with the “Enhancement of Production and Marketing of Dried Green Coffee Beans” in Tupi South Cotabato, and the “Production and Marketing of Green Coffee Beans” subproject in Sultan Kudarat.

prices for their beans at the market,” the agency said.

PRRD orders DENR to shun applications for reclamation

MANILA – President Rodrigo Duterte on Thursday said he has directed acting Environment Secretary Jim Sampulna to halt the acceptance of applications for reclamation activities.

Duterte gave the directive, as he acknowledged that proposals to conduct massive land reclamation are nothing but a breeding ground for corruption. “ Tanang application karon sa reclamation — tanan and it could include Cebu and Mindanao — giingnan nako si Acting Secretary na iundang tanan (All the applications right now for reclamation — all and it could include Cebu and Mindanao — I told the Acting Secretary to stop all of it),” he said in a speech delivered in Lapu-Lapu City.

This, as Duterte bared that he had dismissed at least six Cabinet members because of their supposed involvement in questionable reclamation deals in Manila Bay. Duterte refused to name the fired Cabinet officials.

He also did not elaborate on the supposed shady reclamation proposals.

“Di ko kuan og kanang magpa-announce sa media pero about, in the process, five Cabinet members ang akong, o six, akong napalagpot kay because of corruption (I’m not fond of announcing to the media but about, in the process, I’ve fired five or six Cabinet members because of corruption),” he said. “May dinismiss ako na Cabinet members and iyong ito ‘yung (I dismissed the Cabinet members and it has some-

thing to do with) reclamation projects in front of Manila.”

Duterte reiterated that he could not support reclamation activities because they would benefit just the “big” companies.

“Pero ‘yung iba lalo na ‘yung — alam mo dito sa gobyerno na ito, ‘yung projects kagaya ng mga reclamation, ang mga bilyonaryo ra diha. Ang mga way kwarta o laway ray imong kapital, di gyud puwede na because it would end sa corruption kay basig gamay ra imong kapital unya musulod ka anang butanga, eventually imo nang ibaligya sa kaning mga negosyanteng dagko.

So mao to giingnan nako, ‘Habulin mo,’ (You know in this government’s reclamation projects, only the billionaires venture into that. Those who don’t have money or those who only use their communication skills as capital could never work because it would end in corruption because you joined the business with just small capital, eventually, you will still sell it to the big corporations. So, I said, ‘Pursue them’),” he said.

Duterte said he has no plans to approve any big-

ticket projects, including the reclamation proposals, in his remaining months in office.

He said he would let his successor decide on the proposed reclamation activities.

“So daghan tong gusto mugukod, di na ko, di nako maka-pirma’g appointment, di na pud ko muhatag og dako na kwarta, project, parehas ani karong… And then ‘yung discretion sa itong magbigay sa mga reclamation areas sa Manila. But I won’t anymore, I won’t sign appointments, neither will I approve huge amounts of money for projects just like… And then the discretion to allow reclamation in Manila, I said it’s either I’ll suspend it for the meantime and just leave it to the next administration),” Duterte said.

He, however, still raised the possibility that acceptable reclamation proposals might be approved at the “last minute.”

Under its Maternity Care Package, expecting mothers are entitled to essential health services during antenatal period, labor, normal delivery and immediate post-partum period. Packages are set at P6,500 and P8,000 if availed of in accredited hospitals, and in infirmaries/dispensaries and birthing homes/maternity clinics, respectively, anywhere in the country. The state agency requires at least four pre-natal visits during the course of pregnancy to detect and manage possible danger signs and complications, and to reduce risks of perinatal deaths.

If without the recommended pre-natal services, members are still entitled to packages for normal spontaneous delivery inclusive of postpartum care ranging from P5,000 to P6.500.

Meanwhile, it pays P19,000 for caesarian section deliveries done in levels 1 to 3 hospitals.

For some gynecologic conditions, PhilHealth has introduced Z Benefit packages to provide relevant financial risk protection against certain medically and economically catastrophic conditions especially to those who belong to the marginalized sectors of the society.

Currently it offers Z Benefits for early stage breast cancer (stage 0 to III-A) amounting P100,000 which is inclusive of surgery and chemotherapy, among others.

The Philippine Foundation for Breast Care, Inc. said that breast cancer is the most common cancer among Filipino women. Three in every 100 Filipino women will be diagnosed with breast cancer

in their lifetime according to PSA and the Department of Health.

PhilHealth also has a package for women with cervical cancer depending on the treatment modality required. Those needing primary surgery or pelvic cobalt radiation with low dose brachytherapy are entitled to P125,000, while those requiring pelvic radiation using linear accelerator

and high dose brachytherapy are covered for P175,000.

To qualify for the Z Benefit packages, certain selection criteria have been set to ensure high survival rates and better health outcomes. To date, PhilHealth has contracted 19 hospitals for its Z package for breast cancer, and another six hospitals for the cervical cancer package. Patients are adviced to coordinate with

the Z Benefit Coordinator of these contracted facilities for guidance.

The state health insurer also reminded women of the other benefits it offers such as treatment for gynecological disorders such as ovarian cystectomy for P23,300, vaginal hysterectomy for P30,300, dilatation and curettage for P11,000 and mastectomy for P22,000. (PhilHealth/PIA-10)

Changing Quarantine Classification in the Locality There are so many factors affecting the school’s basic operation brought about by Covid-19 pandemic.

For example, in the City of Cagayan de Oro, the change in quarantine classification affects the school operations because the alternative work arrangement of teachers is dependent on the classification in a certain period, When CDO declared ECQ or MECQ that time, the teachers were no longer allowed to report to school. In one way or another, this affected the financial operations since the mobility of personnel is restricted.

Second, in the module distribution and retrieval schedule, the change of schedule also affected the class on-line schedule and availability of parents to get the module of their children. Third, it also affected the school implementation planning and annual procurement, hence, the school should be flexible and resilient to sustain and prepare for possible face-to-face classes. These are just some of the effects when this pandemic continues to threaten the overall safety of school personnel.

In all circumstances, learning is a lifelong process. As educators, we need to be flexible, strategic thinker and innovative.

Parents Knowledge/Ability In our education process in the new normal, the learning of the students shifted from public space to personal space. The student’s

study at the comfort and safety of their homes at their own pace. There is a change from social interaction to virtual. The new normal means a shift in the teaching delivery mode from one-size-fits-all, to individualized and differentiated learning. There is also a shift of responsibility in learning facilitation specially that we are using the distance learning modality. Thus, this requires the active participation of parents or learning partners in providing guidance and assistance throughout the home-based learning scheme.

The new normal in education needs to be defined in terms of new and work alternative means of evaluating learning in order to monitor the student’s individual achievement.

Parental knowledge of curriculum comes from the educational background and educational attainment that can be passed down to their children. Parents with higher education may have greater awareness of engagement on the topics being taken by their children.

The external factor which is the parent’s knowledge has a greater impact on the student’s output. Some parents could hardly help their children especially if they don’t know how to help their children. Students whose parents do not know how to read and write may have the tendency of having incomplete output or no output at all especially if their parents are busy, Parents with higher social class may have greater awareness or engagement with the topics being

taken by their children.

Students’ Learning Pattern in this Pandemic The pandemic has really caused a grievous effect to our school-age children. This pandemic has contributed grievous effects because instead of going to school to obtain knowledge and skills for their future our children lost the opportunity, With the pandemic everything has stopped.

These children who have stopped their proper education resorted to do situations in which they are not supposed to indulge, such as early marriage, child labor, early pregnancy, etc. Although the face-to-face modality of learning was prohibited but alternative modalities likewise were introduced, like the printed modules and online classes. Still these approaches undermine education since students who belong to poverty line families have less access to acquire better learning. As one of the school leaders, this is a big challenge for us.

It cannot be denied that learners who have access on synchronous learning have gained more knowledge compared to children who have just enrolled through modular modality.

The prolonged absence of children in school might give them less interest to study more. These situations are not just the problems of the Department of Education, but a general challenge to all agencies in the country. Thus, educators must revisit and analyze the present curriculum so that better education for the youth in post pandemic will be upheld.

This is one of my all-time favorite activities to do with my students! It’s a “Reading is Thinking” carousel activity and students love it. (“Carousel” because students are moving in a circular pattern from, in this case, poster to poster.) We have now some 10 million homeless Filipinos. When that happens, the number of homeless Filipinos will be about 35 million. Such will be so horrible and unimaginable. Even Cagayan de Oro City will be under water.

How can we provide housing to the homeless when our lands now are massively being converted into plantations through corporate globalization?

Why have we allowed our paradise to become a “lost Eden”?

Should we now change individually, have a sort of an awakening, so that we can effect social change?

It behooves upon all of us to have a little reckoning and revisit the past in the eyes of some social scientists stating that ecological degradation could be traced to the country’s colonial past. For 400 years until 1946, the Philippines had been an outright colony of imperial powers. And since 1946, we have lived as a nation-state sovereign and independent, but so under the overwhelming influence of highly developed countries that have exploited our resources.

Thus, when we gained our independence in 1946, the condition and mechanisms of what would give way to the massive plunder of our natural resources were well entrenched in the national structure. It would just then be a matter of time when the beautiful paradise would become a lost Eden.

Foreign debt problem further aggravates environmental degradation. The foreign debt incurred by the present dispensation is greater that the foreign debt incurred by the combined debts of the past administrations. Debt servicing alone eats up a significant portion of our national budget. In our frenzy to pay our debt, we relentlessly exploit our natural resources, i.e., timber exporting denuding our forest, cash exports depending heavily on polluting pesticides and fertilizers, commercial fishing destroying our coral reefs and mine tailings polluting our rivers and bays.

With this simple analysis and truism, now please tell me, who among the crop of candidates vying for this or that position, has the political will to effect social transformation for us Filipinos to regain back our ecological integrity, food security and make life better for our poor but struggling people. Following the adage said by former President Bill Clinton while running then for US Presidency, “It is the economy, stupid!” in the same breath do I say, it is not the leader, but the sociopolitical-economic structure!

Four patients who wanted to remain anonymous have shared their sad plight with PhilHealth scheme to discredit BDH and eventually sequester its accreditation. .

A retired civil servant came to share his story where he had an accident that led him to suffer from broken bones in his leg.

Since BDH has the only orthopedic specialist in the region, he was treated by Dr. Jay Asuncion. The surgery went well. The doctor who operated was not paid by PhilHealth.

Another patient, a police officer in training, needed an operation with the same specialization who needed to undergo operation twice. His first operation was covered by PhilHealth, but the second one wasn’t so he had to shell out his money.

He was deprived of his claim for medical benefits for a crucial surgical operation because of the pending case filed by PhilHealth against BDH over alleged fictitious 29 patients have remained unresolved for over a year.

The police officer who is being tormented by avascular necrosis or dead bone was denied of his PhilHealth claim after the country’s health insurer filed charges against the BDH. He was obliged to pay the pricey second surgical operation performed by Dr. Jerome Asuncion, head of the BDH’s Advanced Wound Care Center (AWCC), after he was told that the case was already filed, prompting hospital administrators to temporarily suspend PhilHealth services.

A third patient, who needed special care since he was blind and has diabetes, also sought the medical assistance of PhilHealth through Dr. Asuncion. The same scenario happened because the poor doctor who provided medical attention to the patient hasn’t been paid by the state insurer.

Another patient has the same sentiments. He underwent surgery for broken bones, and spent almost half a million pesos in medicine but has not been reimbursed by Philhealth. As was the usual case as the former, the doctor was not paid by Philhealth.

In the same light, PhilHealth is bent on suspending the accreditation of hospitals that have a proven track record in giving premier health care including BDH that have specialty medical care only available in the region.

The professional fees of the said doctors also have not been paid while the case at the Philhealth Arbitration department is still pending.

These patients will seek legal remedy not only for themselves but also for others who are greatly affected, as they also fear that they will not be given any more medical attention because of the unwarranted accreditation issues concocted by Philhealth against life-saving expertise hospitals.

Some more undocumented patients were not able to get the medical attention they needed through PhilHealth since BDH, which has the credibility of having the specialized treatment from credible doctors in the region, had their accreditation in a way suspended by the national health provider in the country by the case it filed against the hospital.

BARMM Chief Minister Ahod Ebrahim, meanwhile, thanked the IOM and the Japanese government for the timely assistance.

“The global pandemic came at one of our most important political phases – the transition period. I hope that the key medical equipment will be of use to dear brothers and sisters in the island provinces of Basilan, Sulu, and Tawi-Tawi,” he said.

The IOM recognized that the financial and organizational demands of responding to the pandemic have stretched regional capacity, causing delay in the Bangsamoro transition and normalization process.

“As the Bangsamoro government aspires to fulfill its mandate by 2025 regional election, IOM and the Government of Japan strongly hope that the assistance will help reduce the Covid-19 induced constraints and challenges in achieving lasting peace and development,” it said.

Japanese Ambassador Kazuhiko Koshikawa said Tokyo would also continue supporting the peace process in the region.

“Japan firmly believes that peace is the foundation for happiness. It is the hope of the Government of Japan and the

Japanese people that the people living in Mindanao will be able to enjoy peaceful and fulfilled lives. To achieve this goal, Japan commits to continue supporting the Mindanao Peace Process the implementation of various development projects,” he said.

With funding of more than USD2.7 million (approximately PHP139 million) from Japan, the UN Migration Agency in the Philippines has been conducting a series of health and emergency preparedness interventions to support the BARMM’s Covid-19 prevention and response. Recently, it provided three cold chain vehicles and antigen testing kits.

Jeremias Galon, a member of the New Calinog Coffee Growers Association and one of the farmers who benefitted from the training, said he learned new techniques in farming coffee that he had not tried since he began farming.

Londonbased financial publication The Banker named BDO Unibank as the Best Bank in the Philippines in 2021 for deploying digital solutions that allowed better customer service, increased resiliency, and enhanced cybersecurity.

The Londonbased financial publication has commended the digital solutions deployed by BDO Unibank in 2021, stating that the modernization prompted better

customer service, increased resiliency, and enhanced cybersecurity.

The deployment of the digital solutions has allowed bank clients to open accounts online, make paperless in-branch transactions, and do card-less ATM banking using biometrics or QR

Codes. Moreover, they can now link together their BDO accounts in one mobile wallet called BDO Pay, and make online peer-to-peer and consumer transactions easier and faster.

The Banker pointed out that all these efforts allowed “[greater efficiency and] faster turnaround time on transactions as well as greater access to banking systems through an increased number of channels and touchpoints.”
