Non-revenue water still plaguing COWD

Non-revenue water, not its bulk water supply, remains to be the main problem plaguing the Cagayan de Oro City Water District.

This was disclosed by Eduardo Montalvan, COWD chairman of the board, during the water district’s press conference held March 22, 2018 at a local hotel.

“LWUA allows a maximum of 30% NRW per water district. When I was appointed a member of the COWD Board, our NRW as 59%, one of the highest in the country,” Montalvan admitted. “That means of our total daily production of 186,290 cu.m. per day daily production, 59% of that or 109,911 cu.m. is wasted.”

Non revenue water (NRW) is water that has been produced and is “unaccounted for” before it reaches the customer.

Oro Chamber clarifies stand on COWD privatization

THE Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. has denied it has endorsed the privatization of the Cagayan de Oro City Water District (COWD) in a statement posted Tuesday, March 27, 2018, on its Facebook page.

The statement reads as follows: “This is to inform everyone that there is no official board endorsement or statement pertaining to the privatization of the Cagayan de Oro City Water District (COWD).

The published article was drawnout from the open forum that we had with the keynote speaker last March 23, 2018, during the 1st General Membership Meeting. The views expressed by the panelists during the discussion do not represent the stand of the chamber on the matter.”

COWD to assist Ombud in prosecuting ex-officials

CAGAYAN de Oro City-The Cagayan de Oro Water District (COWD) is willing to cooperate with the Ombudsman in prosecuting its former officials charged in connection with P193 million water deal.

“We respect the action taken by the Office of the Ombudsman and we will provide the necessary assistance if so required,” COWD spokesperson Ladele Sagrado.

In a news release posted on its website, The Office of the Ombudsman has filed graft and ethical charges against COWD board chairman Raymundo Java, vice chairman Sandy Bass Sr., members Sarah Borja and Francisco Mendez, treasurer Bibiana Sarmiento, secretary Joel Baldelovar, former Local Water Utilities Administrator Lorenzo Jamora, and LWUA general

manager Gaspar Gonzales Jr. Java, Bass, Sarmiento, and Baldelovar were also charged with violation of the Code of Conduct and Ethical Standards for Public Officials and Employees, for accepting two water tankers and a brand new Toyota Revo vehicle in connection with the illegal negotiated contract.

Private citizens Edward Chona, President and General Manager of Geo-Transport and Construction Inc. (GTCI), and Jose Alvarez of Rio Verde Water Consortium, Inc. (RVWCI) were also charged for allegedly conspiring with the COWD executives. Alvarez is now the governor of Palawan.

In a text message, Baldelovar said he would appeal for the Ombudsman to reconsider. Other respondents could not be contacted as of this time.

Tourists ‘watch and learn’ the beauty of nature of Bega Falls

PROSPERIDAD, Agusan del Sur---There’s more to it than meets the eye.

True to its fabled legend, Bega which originated from local vernacular “biga” meaning flirt has more to allure beyond its mystic beauty because it has also started to become a preferred place to study the wonders of nature.

Nestled in the lush forest of the interior village of Mabuhay in this capital town of Agusan del Sur , Bega Falls could not only be a rendezvous for nature lovers but a haven as well to researchers engrossed in scientific studies about rare species of flora and fauna which can be found within its 290-hectare conservation area.

Bega folklore tells about the story of a lovely Manobo woman who has been sought after by many suitors. She later fell to a jealous lover who killed her at the waterfalls after he found out that she was still flirting with other men.

Now developed as Bega Park and Natural Resort, the 3-tiered waterfalls system with its main attraction Bega Falls stands 52-meter long has already lured hundreds of local tourists who learned about the double attraction it can offer.

Noradel Mar tinez , municipal tourism officer of Prosperidad, said they would not only wanted to make Bega Falls just an ecotourism destination but a place of engagement for scientific studies on its rich biodiversity.

Already, some rare species of orchids were discovered by expert botanist Ulysses Ferreras who works as research associate of Philippine Native Plants Conservation Society. Ferreras said it was his long-time assistant Raymar Luceniana from South Cotabato who actually spotted the new kind of orchids at the Malipaga area near the boundary of the conservation area.

Ferreras in collaboration with two other botanists Raab Bustamante and Maximillian Kindler, an Austrian, described the new species as Bulbophyllum translucidum, named after the translucent nature of the tepals, setting a new world record published in a journal of global taxonomists in Germany.

Based on studies, the new species differs from other similar breed by its angular ovary ribs as well as the long acuminate for caudate shaped tips of the sepals and petals.

Ferreras and Luceniana with the help of a team of local guides of the tourism office went to the area twice in 2014 and 2015 covering two weeks survey in search for a new breed of species which also bore fruit with the discovery of two other rare orchid species Dipodeum purpureum and Lecanorchis Multiflora, considered as new country records.

Martinez said most of these distinct plants can be found near Undop Cave , a subterranean water chamber with an elevation of some 400 meters above sea level which is the main source

of water for the Bega river system.

Hiking down the 472-steps concrete stairway with eight rest landing stations leading to the waterfalls would enthral visitors with gigantic endemic trees like Toog, Magkuno (Iron wood) and even the national tree Narra with average diameter of at least 80 to 100 cubic meters.

The exotic hanging plants has added ambiance to the irresistible forest breeze that refreshes tired visitors who will have to hike a kilometer distance from the welcome lounge of the resort.

Martinez admitted some elderly tourists were discouraged to come back because of the difficulties of walking up the stairs upon going home but there were other younger ones especially students who kept returning three to four times already.

With its well-designed concrete cottages and view decks for visitors wanting to just go sight-seeing or take a dip with its turquoise green water, tourists visits had gone up to a recordhigh of 6,000 people to date since the mountain resort complete with amenities was inaugurated by the local government in November 2017.

LTFRB, LTO, HPG conduct monitoring of PUVs during Lent

CAGAYAN de Oro City-Combined personnel from the Land Transportation Office-10 (LTO-10), Land Transportation Franchising and Regulatory Board-10 (LTFRB-10), and Highway Patrol Group-10 (HPG-10) have made the rounds in bus terminals and have set up checkpoints along the highways to implement the “Oplan Biyaheng Ayos.”

Challenge to the PNP, PDEA: disclose proof now

-oooCHALLENGE TO THE PNP, PDEA: DISCLOSE PROOF NOW VS. HUMAN RIGHTS GROUPS: Is there any truth to the accusations about the supposed alliance between drug syndicates and human rights groups which have been openly assailing the President Duterte’s campaign against illegal drugs?

And is it true that the intention of those opposing the President’s campaign is simply to bring down the Duterte government?

These are serious and grave accusations, to say the least, and should not have been lightly bandied about by the Philippine Drug Enforcement Authority and by the Philippine National Police, if they didn’t have sufficient proof to back them up. These did not only destroy reputations of human rights advocates, who are mostly lawyers, but even put their

very lives at risk.

Because of this, I am proposing a challenge: the PNP and PDEA should now publicly disclose whatever proof they might have about the claimed alliances between drug syndicates human rights groups. If they cannot come up with these proofs at this point, it would do well for the interest of truth for these accusations to cease, particularly those being aired in media.

-oooIN RP, MERE ACCUSATION IS NOT PROOF: Under Philippine law and jurisprudence, mere accusation is not considered as evidence. According to countless decisions of the Supreme Court, any accusation or allegation of the commission of an offense must have to be backed up by sufficient proof, independent of the mere say-so of the complainant or of his witnesses.

And if criminal accusations are founded only on mere salivary assertions of supposed witnesses, the high tribunal has already ruled, time and again, that those assertions must be credible in themselves, consistent in their vital and relevant details, and would not indicate any iota of falsity or perjury.

As a consequence, it behooves upon anyone making grave and injurious accusations, such as what the PNP and the PDEA had done against human rights groups, to immediately provide the requisite proof or details of the alliances with drug syndicates---that is, places, dates, and times of any meeting or meetings, what were talked about, how much money changed hands, if any---so no one could e accused of merely fabricating their allegations.

Human (rights) targets

BERN, Switzerland (MindaNews / 27 March) – In a human rights forum that I helped organize here in the Swiss capital early this month, I became acutely aware of the imminent threats now being faced by human rights workers in the Philippines.

Carlos Conde, Philippines researcher of the Human Rights Watch Asia division, was telling us about the abuse and threats that he had faced since he started reporting on the brutal antidrugs war by the Duterte government.

The most vicious abuse came on Facebook, posted by netizens angered by HRW’s criticism of the killings of drug suspects during police operations or by alleged vigilantes or death squads. Caloy fought back against these hate mail, even if he understood that these pro-government attackers were encouraged because they were anonymous online, and more likely were fake accounts paid out from pro-government funds.

But then Caloy told us how he had changed his

driving habits in the trafficchoked streets of Manila.

He now drives closest to the middle-lane barriers on his left, reckoning that this will frustrate or make it difficult for any motorcycle-driving attempt on his person.

I – as well as the Swiss and Filipinos who attended the forum — were shocked that a human rights worker was forced to resort to this drastic but maybe life-saving measure in his daily life. For indeed, this government has made work much harder for human rights data gathering and collection.

It s e e ms Pre s i d e nt Duterte’s pet peeve is human rights reporting, maybe second only to his publiclyprofessed hate for drugs and drug trafficking. Again and again, the president has demonized human rights defenders and in August 2017, even called on Philippine police to shoot human rights activists if they are “obstructing justice” in places of drug activity.

Last year, angered by the Commission on Human Rights’ scrutiny of police anti-drug killings, Duterte encouraged his partymates and allies in congress to cut the CHR budget. He also

threatened to abolish the constitutionally- created body himself. In September 2017, Duterte even accused the CHR head of being a spokesman for the opposition.

And now two other top officials in government are attacking human rights groups. Coming from the latest session of the UN Human Rights Council in Geneva this month, Foreign Secretary Alan Cayetano claimed that some nongovernment organizations (NGOs) were being unwittingly used by drug lords to discredit the Duterte administration’s bloody war on drugs.

“Now it’s name-andshame. It’s being used for politics, for business,” Cayetano said in a news conference last week. “Unwittingly, some of the NGOs are being used by drug lords.

That’s the reality.”

Presidential Spokesperson Harry Roque also took shots this week, saying that human rights groups have viciously attacked the war on drugs nonstop and therefore may be used by drug lords.

“We therefore do not discount the possibility that some human rights groups

have become unwitting tools of drug lords to hinder the strides made by the Administration,” Roque said in a statement.

What these two officials have not offered, however, is proof that drug lords are indeed using human rights groups to discredit the government. The connections are unlikely. Many human rights groups were already formed and doing their work even before this government started in July 2016 .

Human rights advocates do make advocacy and human rights promotion trips abroad, but that has long been part of their work.

They host funding dinners, but it is unlikely for a drug lord to be among the invited donors.

What government officials conveniently do not mention is this: would human rights defenders and institutions in the Philippines and all over the world have made this outcry, if thousands of mostly poor Filipinos had not died or were killed in the war on drugs?

But even with these considerations, there is no doubt that human rights

At least six informants have received cash rewards amounting to more than P7.5 million from the Philippine Drug Enforcement Agency (PDEA).

The cash rewards were given under PDEA’s Operation: Private Eye (OPE), a scheme designed to encourage private citizens to report any suspected illegal drug activity in their community.

PDEA Director General Aaron N. Aquino commended the informants, identified through their codenames, Krugger, Jacpat, Mata, Keeper, BI-1, and Highway Man, for providing anti-drug information that had led to the seizure of illegal drugs and the arrest of drug personalities.

Aquino handed the rewards at the PDEA National Headquarters in Quezon City on Monday.

The OPE Rewards Committee, composed of members from the academe, nongovernmental organizations, law enforcement, and religious and business sectors, approved a resolution granting a total of P7,525,235.19 in monetary rewards to the six informants after careful deliberation.

Among the informants, “Krugger” received the biggest reward of P2 million.

Krugger’s information resulted in the seizure of 162.55 kg. of methamphetamine hydrochloride, or shabu, and the arrest of two drug personalities along A. Bonifacio St. in San Juan City on December 23, 2016.

“Jacpat” was rewarded with P1,878,527.66 after he provided information that led to the confiscation of 76,695.70 grams of shabu and the arrest of two drug

Filipino sits as deputy sec-gen to ASEAN Economic Community

MANILA -- A Filipino economist now sits as the new deputy secretary-general (DSG) of the ASEAN Economic Community (AEC).

Dr. Aladdin Rillo took office on March 26 as the newly appointed DSG for the period 2018 to 2021.

Guided by the ASEAN Charter, he will support the secretary-general of the ASEAN by providing leadership in the implementation of the AEC Blueprint 2025 and will lead the AEC Department of the ASEAN Secretariat.

Rillo, who succeeded Lim Hong Hin of Brunei Darussalam, will also provide strategic policy advice to support ASEAN’s economic integration agenda.

Prior to assuming the position, Rillo worked as senior economist at the

Asian Development Bank Institute (ADBI) in Tokyo, Japan where he designed and administered capacity building training and policy dialogue on development issues.

From 2008 to 2013, he served the ASEAN Secretariat as head of the Finance Integration Division (20082010) and director and chief economist of the ASEAN Integration Monitoring Office (2010-2013).

During those periods, he spearheaded the implementation of regional economic surveillance and integration monitoring in ASEAN. According to his profile page at the ADBI, Rillo obtained his master’s and doctoral degrees in economics from the University of Hawaii at Manoa.

Nograles urge BSP to recall new coins; says design and dimensions are misleading the public P uwersa ng B ayaning Atleta Rep. Jericho Nograles today said the Bangko Sentral ng Pilipinas (BSP) should immediately order a full recall of all its newly-released coins because serious design flaws.

According to Nograles,the newly-released BSP coins are misleading the public and are causing a lot of confusion.

“How many times have you reached into your pocket while inside a cramped jeepney and ended up paying the driver more than you should because you gave him the new five-peso coins instead of one-peso coins? Probably more than once already,” he said.

“In this case, we can’t even fault the driver for not calling your attention on the wrong payment since they usually just glance at the coin before placing it in their money box. These innocent mistakes happen in commercial establishments too,” he added.

Reacting to the state-

ments released by Deputy Governor Diwa Guinigundo, Rep. Nograles said, “the BSP statements are contradictory. The BSP claims that the coins are easy to distinguish if one looks at them carefully.”

“Basic design principles for coinage demands that the denominations are easy to distinguish not just visually, but also through touch or tactile differences. Our new coins fail in these principles,” Nograles lamented.

The new one-peso, fivepeso, and ten-peso coins are now released for circulation to the general public.

The BSP claims that the new coins are a product of design study of more than two years.

“It is very clear that the designs initiated during the Aquino administration lacked consultation with any school of the blind,” Nograles said. “Did the BSP even consider jeepney, pedicab, tricycle, and taxi drivers? Did they consider the visually-impaired, and

senior citizens, at all?” he pointed out.

Nograles also pointed out that the new coins has a negative economic impact on labor and industry.

Aside from the unintended overpayments and underpayments from tactile and visual confusion, the vending machine industry will be badly affected.

“Dispensers in public restrooms will have to be redesigned and replaced as their coin slots are rendered obsolete. Vending machines in office buildings and school campuses will need hardware and software upgrades. Even coin organizers of cashiers in toll booths, ticket outlets, and banks, among others, would be useless” Nograles said.

The BSP can still suspend and recall the new coins, and consider revising the designs.

“The primary consideration of the BSP was to produce cheaper and stronger coins. That’s fine, however, they can at least match the weight, diameter and thickness of the widely circulated coins, so people will not be confused and machines will no longer be replaced,” Nograles suggested.

DOST-11 to build largest tracking antenna in DVO DAVAO CITY – The Department of Science and Te chnolog y in Davao Region (DOST-11) will build the largest tracking antenna in the Philippines in Davao City as part of its strong commitment in providing innovative solution through research and development.

DOST 11 director Anthony Sales said the facility is covered by a Memorandum of Agreement (MOA) between DOST 11 and the Civil Aviation Authority of the Philippines (CAAP) for the establishment of a Remote Multi-Mission Antenna System (RMMAS).

“This will include a 7.3 Meter Tracking Antenna with Radome and a 40-foot container van which serves as the control room. 17 NPA leaders abandoned movement in Q1: Military DAVAO CITY -- The Eastern Mindanao Command recorded 17 leaders of the New People’s Army (NPA) who abandoned the communist movement while five were arrested by Army troops during the first quarter of the year.

The 17 leaders were among the 315 rebels who surrendered to the different units of the Eastmincom.

Maj. Ezra Balagtey, spokesperson for the EastMinCom, said the positions held by the top-ranked NPA surrenderers were Front Political Officer, Commander and Vice Commander of Armed Unit, Supply Officer, Deputy Front Secretary of a Regional Committee, to the highest position of being a

Front Secretary.

Aside from the 315 surrenderers, Balagtey said 33 NPA members were also apprehended and captured during Law Enforcement Operations and Combat Operations including Leonida Guiao, the Finance Officer of the NPA in Mindanao.

So far, Eastmincom has accounted 421 surrenderers who were members of the Milisyang Bayan, 229 members of the Sangay ng Partido sa Lokalidad, and 2,216 members of the underground mass organization.

Mayor Sara: Davao Ironman near perfect DAVAO CITY--“Ironman 2018 was near perfect.”

This was the assessment of Davao City Mayor Sara Duterte-Carpio to the just concluded Alveo Ironman 70.3 hosted by the city Sunday where hundreds of triathletes and guests gathered for the world triathlon competition.

“My gratitude to everyone. Thank you to all the Dabawenyos who all came together to put on a great event,” Mayor Duterte-Carpio said in a press statement released Monday evening.

Duterte-Carpio underscored the support and cooperation between Davao City and the neighboring cities of Tagum, Panabo, Samal Island, and the town of Carmen, in Davao del Norte.

“Davao is strong because of the Dabawenyos’ proud and resilient spirit,” she said.

The mayor highlighted the zero serious injuries and

accidents during the event where about 1,800 triathletes participated in the 1.9-kilometer swim course at the Azuela Cove, followed by

a 90-kilometer bike from Azuela in Davao City to Robinsons in Tagum City and a 21-kilometer run in

advanced technologies that will help them improve production.

“With an improved production, they will be able to export more. In the show they will also see what products are being sold in the market,” he said.

In previous shows, he said among the Philippine

products that became popular were coco sugar, coco flour, pastries, candies, dried mangoes and other dried fruits.

He said the Malagos chocolate made a very good impression during the show.

Meanwhile, Diwata-1 and 2 are part of DOST’s 10-year PHP24-billion Space Technology Development (STD) Program – presented to the cabinet in January 2017 by DOST Secretary Fortunato de la Peña and approved by President Rodrigo Duterte.

The agreement is aimed at sending two satellites in space, with Diwata-1 being the first.

Diwata-1 started this mission in the 1st quarter of 2016 when it was deployed successfully from the International Space Station (ISS).

‘Peryahan is economic sabotage’ as PCSO padlocks Albay illegal outlets “This is economic sabotage!”

This was the declaration of retired Marine major Manuel Fraginal, chief of the Nationwide InterBranch Security Monitoring of the Philippine Charity Sweepstakes Office (PCSO), against the illegal operation of the “Peryahan ng Bayan” of Globaltech Mobile Online Corp. in Albay.

Fraginal together with elements of the National Bureau of Investigation (NBI) conducted a simultaneous raid and padlocking of Globaltech’s peryahan outlets especially in Legazpi City.

“This company owes

you, the people, hundreds of millions of pesos, this is not the government’s money, but your money,” Fraginal said in an interview with the media.

He said the illegal operation of Globaltech is depriving the government of revenues.

On March 23, Fraginal’s team padlocked the Globaltech’s outlet in Legaspi City.

The establishment’s closure is based on PCSO Board Resolution No. 51, s 2016, which terminates the Deed of Authority of Globaltech to Operate a peryahan.

The peryahan in the city was reportedly operated by Quebec Gaming Corporation under the authority of Globaltech.

Earlier, PCSO General Manager Alexander Balutan declared the operation illegal.

Throughout the 13-yearlong Rio Verde era, the contract has been questioned on separate occasions before the Office of the Ombudsman and COA. While COA has long recommended for the contract’s nullification for undue disadvantage to the government, it was only this week that the Ombudsman decided on the matter.

In its resolution, the Ombudsman said the COWD officials erred in awarding the Rio Verde contract because they already favored the supplier before the bidding took place.

The Ombudsman noted that the bidding proceeded even though Rio Verde lacked the necessary requirements - income tax returns and audited financial statements.

“In so doing, not only did respondent board members contravene the procurement law and blatantly demonstrate impropriety and partiality, they also belie their averment that they did not receive the BAC (bids and awards committee) resolution disqualifying the RVW consortium,” the Ombudsman said in its resolution.

The complainant in the case is a certain Michelle Fox, one of Alvarez’s constituents in Palawan.

With the Ombudsman’s resolution, the case is now elevated to the anti-graft court Sandiganbayan.

Multi-stakeholder forum held

MARAWI CITY, March 26, (PIA TFBMM ICCC) – A two-day multi-stakeholder forum on recovery and rehabilitation of Marawi City and other affected areas of Lanao del Sur was organized

by the provincial government of Lanao del Sur. Stakeholders from different sectors converged to discuss and present their concerns and recommendations for seven issues which include military reservation, military camp, pro-

posed development of the most affected area (MAA), Kambalingan (return of the residents), Bangon Marawi Comprehensive Rehabilitation and Recovery Program (BMCRRP), livelihood programs, and on temporary and permanent shelters.

Among of the participants of the forum include women’s groups, religious and traditional leaders, non-governmental organizations, media, academe, line agencies, internally displaced persons (IDP) community, and youth

organizations.

The forum also served as an avenue for consultation of Task Force Bangon Marawi (TFBM) with the affected communities as responses on the 7 issues were provided. Furthermore, updates and proposed

plan for the rehabilitation of Marawi were also presented during the forum.

TFBM Chairperson Sec. Eduardo del Rosario presented the accomplishments of TFBM and rehabilitation plan and perspective for MAA while TFBM Field Office Manager Assistant Secretary Felix Castro Jr. discussed the proposed development of MAA. Undersecretary Adoracion Navarro of the National Economic and Development Authority, meanwhile, presented the BMCRRP, Joint Task Group Builder commander, Captain Julesther Cañada, discussed the updates on the clearing operations of the unexploded ordnance and improvised explosive device in MAA and the timeline for the visit in MAA. G ov e r n o r B e d j o r i a Soraya Alonto Adiong of Lanao del Sur urged all sectors of the community to work collaboratively.

“For as long as it does not hinder our personal beliefs and religious practice, let us take this opportunity to work together to make and improve Marawi City, a better place to live in -- now more than ever,” she said.
