Non-revenue water still plaguing COWD By Mike Baños, Editor-at-Large
Non-revenue water, not its bulk water supply, remains to be the main problem plaguing the Cagayan de Oro City Water District.
This was disclosed by Eduardo Montalvan, COWD chairman of the board, during the water district’s press conference held March 22, 2018 at a local hotel. “LWUA allows a maximum of 30% NRW per water district. When I was appointed a member of the COWD Board, our NRW as 59%, one of the highest in the country,” Montalvan admitted. “That means of our total daily production of 186,290 cu.m. per day daily production, 59% of that or 109,911 cu.m. is wasted.” Non revenue water (NRW) is water that has been produced and is “unaccounted for” before it reaches the customer. Oro Chamber clarifies stand on COWD privatization By Mike Baños, Editor-at-Large
THE Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. has denied it has endorsed the privatization of the Cagayan de Oro City Water District (COWD) in a statement posted Tuesday, March 27, 2018, on its Facebook page. The statement reads as follows: “This is to inform everyone that there is no official board endorsement or statement pertaining to the privatization of the Cagayan de Oro City Water District (COWD). The published article was drawnout from the open forum that we had with the keynote speaker last March 23, 2018, during the 1st General Membership Meeting. The views expressed by the panelists during the discussion do not represent the stand of the chamber on the matter.” See clarifies, page 11
COWD to assist Ombud in prosecuting ex-officials By MARK FRANCISCO Correspondent
CAGAYAN de Oro City-The Cagayan de Oro Water District (COWD) is willing to cooperate with the Ombudsman in prosecuting its former officials charged in connection with P193 million water deal. “We respect the action taken by the Office of the Ombudsman and we will provide the necessary assistance if so required,” COWD spokesperson Ladele Sagrado. In a news release posted on its website, The Office of the Ombudsman has filed graft and ethical charges against COWD board chairman Raymundo Java, vice chairman Sandy Bass Sr., members Sarah Borja and Francisco Mendez, treasurer Bibiana Sarmiento, secretary Joel Baldelovar, former Local Water Utilities Administrator Lorenzo Jamora, and LWUA general
manager Gaspar Gonzales Jr. Java, Bass, Sarmiento, and Baldelovar were also charged with violation of the Code of Conduct and Ethical Standards for Public Officials and Employees, for accepting two water tankers and a brand new Toyota Revo vehicle in connection with the illegal negotiated contract. Private citizens Edward Chona, President and General Manager of Geo-Transport and Construction Inc. (GTCI), and Jose Alvarez of Rio Verde Water Consortium, Inc. (RVWCI) were also charged for allegedly conspiring with the COWD executives. Alvarez is now the governor of Palawan. In a text message, Baldelovar said he would appeal for the Ombudsman to reconsider. Other respondents could not be contacted as of this time.
