BSP sees March 2019 inflation between 3.1-3.9% MANILA -- Higher oil prices and power rates are seen as upside risks to the country’s March 2019 inflation rate, which the Bangko Sentral ng Pilipinas (BSP) forecasts to stay between 3.1 and 3.9 percent.

“The fund is actually a token assistance from COWD meant to augment the city government’s and the barangay or school concerned funds for small water projects identified by the sitting Local Chief Executive (now Mayor Oscar S. Moreno),” explained COWD Acting General Manager

Bienvenido V. Batar, Jr. “We submit an annual report to the Office of the City Mayor on projects covered by this fund and anyone who wishes to look into the details of these projects can submit a request to his office,” he added.

Earlier, Councilor Edna Dahino, chair of the City Council Committee on Budget, Finance and Appropriation of the City Council requested COWD for an immediate accounting of the P6 million per year fund which totals P78 million for the past 13 years.

Science Month culmination at Laguindingan NHS

ONE of the highlights of the Science Month celebration this year in Laguindingan National High School in Misamis Oriental was the tree planting activity. Grade 8 – Simplicity students together with me participated in the said activity together with other students from the Laguindingan NHS populace.

Prior to the culmination, there was also a Science Investigatory Project competition and a science interactive workshop. The purpose of these activities is to promote science and technology consciousness and a culture of innovation among the youth, identify the most creative and innovative student researchers among the

various grade levels here in Laguindingan NHS from Grades 7 to 10 who shall represent the school in the Division Science and Technology Fair in Misamis Oriental. It is also aimed at heightening the interest, awareness and appreciation of students through interactive workshops and science-related activities. The interactive workshops included a science gallery exhibit, quiz bee, poster making, Dance Sciyahan, science trail, mind map and essay writing.

Our Science Club here in Laguindingan NHS is indeed a significant educational tool to encourage and inspire the youth and students to pursue careers in science and technology.

Surigao Sur execs declare NPA persona non grata

TANDAG City--Provincial government officials of Surigao del Sur has declared the communist armed group New People’s Army (NPA) operating in the entire province as persona non grata.

The move to declare the NPAs as undesirable communist armed struggle was agreed in a resolution by the members of the Provincial Peace and Order Council and the Provincial Development Council during a joint meeting here on Thursday, on the eve of the 50th anniversary of the NPA. Earlier, five conflictaffected villages in the province have declared the NPA as persona non grata including Barangay Mampi and Pakwan in Lanuza town, Barangay San Roque in Madrid town, Barangay Cabangahan in Cantilan town and Barangay Pantukan in Carrascal town.

Philippine Construction Industry Roadmap 2020-2030 launched Themed “TATAG AT TAPAT 2030”, the Philippine Construction Industry Roadmap 2020-2030 launched yesterday, March 28, at the ASEAN Convention Center, Mabalacat Pampanga.

The Roadmap dubbed as the ‘future of the construction industry’, aims to shape the future capacity, values, and institutional integrity of the construction industry for the next 10 years.

CIAP Executive Director, Architect and EnP Ramon Abiera opened the event thru his welcoming remarks followed by the overview of the Roadmap by Philippine Domestic Construction Board Member, Mr. Liberito Espiritu. According to Espiritu, following the

construction value and 7.1 Million employment opportunities for the industry by 2030. The roadmap is also targeting an estimated 30,000-45,000 unlicensed contractors to draw into government regulation for security and capacity building.

Campaign season frenzy NEWPORT,United Kingdom—By the time this piece comes out online and sees print the campaign period for the Philippine national and local elections will be well underway and with it, the summer heat and intense political rivalry that will reach boiling point two days before the actual elections itself.

Which is fine or blah with me depending on where I am or my state of mood and as of this writing, I’m still in the UK with my daughter Gg, her husband and son taking in the sights and otherwise relaxing my aging, chemo battered self.

That is not to say that I am apathetic to what’s happening in my country of birth especially the political landscape in Cagayan de Oro City, the City of

Golden Friendship and in Misamis Oriental.

On the contrary, I was somewhat incensed—somewhat since I refused to let it spoil my vacation—at the venomous barbs being hurled at the administration of Cagayan de Oro City Mayor Oscar Moreno and his allies by that Manila upstart who claims roots in Cagayan de Oro and his temporary allies who are mostly recycled Padayon Pilipino veterans and some roped in beginners.

I’ve heard from those in City Hall how that pompous Manila bred mayor wannabe laces his tirades against Moreno with profanity in an obvious imitation of the public speaking style of his supposed endorser, President Rodrigo Duterte.

If that mayor wannabe in-

tended to stoke any outrage, anything from city residents in hopes of propping his candidacy and that of his allies then he is severely mistaken.

Which is fine with the mayor, his allies, his followers and (I believe) majority of the city residents of Cagayan de Oro who are turned off since Day One by his daily denunciations of Moreno. *********** And that mayor wannabe’s campaign for the city’s mayoral post is not helped any and is in fact abetted by his handlers, two of whom are pathetic excuses for broadcast blocktimers.

into a “smart city” would mean free Wi-Fi for every city resident because a rival telecom company won’t be allowed to monopolize the market--a hilarously idiotic, off tangent and obviously fake claim that was quickly refuted by his more solicitous partner, who said their “moneyed” patron’s vision of a smart city for Cagayan de Oro won’t exclude said rival telecom company.

WELL, I remember, how many times I started to whine,when I had to go to bed. Still being as happy as a sand boy, I only got one thing in mind. Stay up, stay up...! My eyes became already quadrangular because of terrible tiredness, but, I didn’t care! Adults life at night must be really mysterious - and, we kids shouldn’t be with them any time. Tears, screaming, up to six or even ore times getting up, running to the living room, where they are still gathering together and enjoy... .

Every night - yes, but the most worst has been the socalled (?) “siesta”, actually just another interruption of games and fun. During those times, at the second

half of my life, am I happy having the chance to take a nap - especially during weekends.

While being still young (?), we actually don’t need a bed. The bed is just only used to cry out our lovesicknesses - and later, to share again with a loved-one.

Yes, if, we become sick and had to stay in bed, we might start hating it - no wonder! And our deathbed might become one of the wonderful clouds in heaven... .

Our attitude regarding a - or - our bed changes from time to time, but the bed remains as what it is: a bed.

The Power of Collective Efficacy

“We are celebrating progress,” said Vice President of Damosa Land, Inc, Ricardo F Lagdameo. The AIE is a 63-hectare world class industrial park in Mindanao designed to become a self-sustaining Special Economic Zone duly licensed by the Philippine Economic Zone Authority (PEZA) proclaimed by the Office of the President.

On the first phase of the

project alone, the AIE has sold and leased 85% of its properties. Lagdameo also highlighted that the AIE investors prioritise Panabo’s workforce through the city’s Public Employment Services Office.

In return, Mayor James Gamao of the City of Panabo acknowledged the diligence and leadership of Lagdameo for the development of the Industrial Estate. The present locators were also given due recognition by Mayor Gamao for choosing Panabo City as their investment hub.

Two more phases are prepared to be built in the coming years. Today, AIE has 15 existing warehouses managed by different investors.

The AIE is an ideal Industrial park in the Davao Region for its close distance to the Davao International Container Terminal and its access to north and southbound highways.

RIACAT-CP-VAWC 10 strengthens campaign vs trafficking, pornography Making Every Teacher a Master Teacher

Often, administrators give teachers a ton of feedback, noting everything a teacher did and didn’t do during an observation.

The teacher is expected to take all that feedback and determine how to improve his or her practice. There are usually no clear next steps, no plan, and no vision for how that teacher can become a master teacher.

If a struggling teacher received a litany of feedback, one of three things may happen. The teacher

may try to fix everything and end up frustrated and discourage, the teacher may pick what to work on and attempt random improvements that will inevitably make things worse or the teacher may become so overwhelmed by the feedback that she or he may give up.

The goal is always student learning not whether the teacher wrote the objective on the board. Best practices have their place.

Teaching is a science and an art but have to be careful not to make the practices the goal. It’s not about the practices as much as it’s

MCT Customs exceed March 2019 collection by 42 percent

THE Bureau of Customs (BOC) at the Mindanao Container Terminal (MCT) has once again exceeded its monthly collection target, this time at 42 percent.

MCT Customs collector John Simon reported on Friday (March 29) that for last month, his office has already collected P1.8 billion over its expected target of only P1.2 billion for the whole month.

Simon explained that it’s the BOC central office which sets and adjusts the target of each port in the country.

The increase in actual collection at MCT Customs for March has contributed 52 percent for the total collection of BOC District 10 which comprises the ports of Cagayan de Oro, Iligan, Ozamiz and MCT. Along this line, Simon

also said that the overall target of MCT Customs for this year has increased from P13 billion to P15 billion.

Simon attributed the increase of the collection over their target to the continued patronage of its top importers – Jetti Petroleum, Inc., Pilipinas Shell Petroleum Corp., Phoenix Petroleum Philis, Inc., Seaoil Philippines, Inc. among others.

In January, MCT Customs also overtook its collection from the intended target of P956 million to P1.3 billion. The next month, the port likewise exceeded its collection from an intended target of P934 million to P1.1 million.

Domestic liquidity growth slows down in February PRELIMINARY data show that domestic liquidity (M3) grew by 7.1 percent year-onyear to about P11.5 trillion in February 2019. This was slower than the 7.7-percent (revised) expansion in January 2019. On a month-onmonth seasonally-adjusted basis, M3 increased by 0.8 percent.

MANILA -- Officials of the National Economic and Development Authority (NEDA) on Friday downplayed the inflationary and economic impacts of weak El Niño as the government implements a roadmap to address the effects of the prolonged dry spell.

Socioeconomic Planning Secretary and NEDA Director General Ernesto Pernia said economic managers are maintaining the government’s inflation target range of 2 to 4 percent for the year despite the El Niño.

“I think we can be confident that we can stay within the target range of two to four percent… Maybe if there will be some impact on inflation, then it will still be below four percent,” he said in a press briefing.

Pernia pointed out that the implementation of the rice tariffication law is “really very timely” in mitigating its impact.

“The thing about inflation is that rice is a problem when there is a domestic shortage and if there is a problem in the timing of import. This time, the timing of imports will be right on the dot because importers are adept at responding to the perceptible shortages.

The NEDA chief estimated the agriculture sector’s contribution to the country’s gross domestic product (GDP) at 8 to 9 percent in gross value added (GVA).

Carlos Bernardo Abad Santos, NEDA Assistant Secretary for Planning and Policy, noted the contribution of the agriculture sector to the economy is “small” compared with industry and service sectors.

“So overall, it might not be that substantial,” he said, referring to the possible economic impact of El Niño phenomenon estimated at -0.2 percentage points.

Abad Santos said the 6 to 7-percent GDP revised target of the Development Budget Coordinating Committee (DBCC) for this year already assumed a weak El Niño.

“However, depending on the response that we have, with these response in terms of mitigation, that might be even less of a negative impact,” he added.

BSP sees March 2019 inflation between 3.1-3.9% MANILA -- Higher oil prices and power rates are seen as upside risks to the country’s March 2019 inflation rate, which the Bangko Sentral ng Pilipinas (BSP) forecasts to stay between 3.1 and 3.9 percent.

The lower end of the projected range is way below the 3.8 percent rate of price increases in the country last February.

In a statement Friday, the BSP said its Department of Economic Research (DER) considers the lower prices of rice on account of arrival of rice imports, and other agricultural products as factors that would help offset the impact of elevated oil and electricity prices.

“Going forward, the BSP will continue to closely monitor evolving inflation dynamics and ensure that the monetary policy stance remains appropriate to support BSP’s price stability objectives,” it added.

Domestic inflation rate returned to within-target level last February, but average to date is at 4.1 percent, still above the two to four-percent target band until 2022.

BSP’s policy-making Monetary Board (MB), during its rate setting meeting last March 21, reduced the average inflation forecast to three percent from the 3.1 percent set the previous month.

The House panels also called on the Phividec Industrial Estate Authority board of directors to suspend Quijano.

A letter from Verde Soko and importation documents were the committees’ bases for recommending the suspension of the Customs officials.

Siao said Calixihan “acted like employee of Verde Soko, instead of being officials of the Philippine government, when they signed a letter prepared

by Verde Soko days before the garbage shipment arrived.”

“Suspending Calixihan is necessary to preserve documents and contain any likely damage they have done. He must also be held responsible for the non-collection of import duties as a result of allowing the garbage shipments to be transferred out of the port without payment of the duties,” Siao said.

The Iligan City congressman said Calixihan may have violated a host of customs and environment laws by their actions.

“Phividec administrator Quijano should be suspended because he failed at his job. He allowed Verde Soko to operate even when he knew the company was incapable of recycling plastic,” Uy said during the house probe in Cagayan de Oro. Uy also said “Quijano did not hold Verde Soko accountable and responsible for importing garbage and hazardous waste and after he knew Verde Soko had fake documents from Green Soko in South Korea.”

As Phividec administrator, Quijano is vice chairman of the Phividec board. Congresswoman Uy said Phividec may appoint an acting administrator.

“Suspending Quijano is necessary to make sure official documents, notes and other information materials are intact and preserved,” she said.

“If Quijano resigns, he still does not escape administrative, criminal, and civil liability for his actions and inaction as Phividec administrator,” the Misamis Oriental congresswoman said.

Uy noted that during the House hearing on the Verde Soko garbage, Phividec board Chairman Jesus Guevarra II, drawing from his experience as a banker, said he “forewarned” Phividec Administrator Franklin Quijano about the “reputational issues” surrounding Verde Soko.

Guevarra said Verde Soko’s importation of the garbage is “illegal...done in haste.”

He also said the Phividec locator company “should have imported machineries first.”

Uy said, “Quijano was evasive during his testimony, kept blaming Customs, relied only on presentations without verifying if those presentations were faithful representations of the truth.”

“Quijano had the duty to check whether what Verde Soko was presenting was the truth.

He had the duty to know his customer. Quijano failed at that,” the congresswoman added.

PHIVIDEC DID NOT BOTHER TO CHECK IF VERDE SOKO IS REALLY A PLASTICS RECYCLER Rep. Uy said she “will ask the Commission on Audit to conduct a special audit of Phividec. The officials there have certainly been grossly negligent and incompetent at the very least.”

“How Phividec allowed Verde Soko to operate is mind-boggling. The investigation of the Customs intelligence officials and of the Mindanao International Container Port clearly indicates Verde Soko is a shell that is just filled with garbage but with no plastic recycling equipment and machinery,” she added.

Uy said Phividec administrator Franklin Quijano and other Phividec officials knew there was already something wrong at Verde Soko and the best they could do was ask them to “show cause” and then receive letters from Verde Soko.

“The most laughable parts of Quijano’s testimony was when he admitted knowing Verde Soko had only one piece of rusting equipment,” the congresswoman pointed out.

During his testimony at the House hearing, Quijano said: “In their presentation, they [Verde Soko] were supposed to install 30 machines. But they were able to install only one. And it did not have any activity right now. It is already in the state of rusting your Honor.”

“I was only slightly amused by how Phividec administrator Franklin Quijano was hiding behind procedures and word play. It was apparent to me that he was making it appear there is no coordinating mechanism at the Phividec berthing facilities,”

Whose credibility is now in question?”

DICT launches Tech4Ed Center in Iligan City ILIGAN CITY -- To bridge the digital and education divide, the Department of Information and Communications Technology (DICT) launched a Tech4Ed Training Center at Dalipuga National High School, Iligan City.

DICT’s Mindanao Cluster 2 Director, Evamay C. Dela Rosa shared the importance of providing students a means to learn Information Communications Technology (ICT).

“If we don’t introduce technology to our students, they will be left behind.

We need to adapt so that we can always be ready for the fourth industrial revolution,” she said.

“The future of work will be different and Technical

Education Skills Development Authority (TESDA) and other government agencies are already on their feet, preparing for this,” Dela Rosa added.

She pointed out that ICT is an enabler and a great equalizer.

“As long as we provide access to the people, anyone, men, women, persons with disability, senior citizens, tambays, drug surrenderees, out-of-school youth – everyone can use the centre to improve their lives,” Dela Rosa said.

Tech4Ed Project technically means ‘Technology for Education to gain Employment, train Entrepreneurs towards Economic development.’

The project aims to

provide access points for individuals and communities to bridge the digital and education divide and harness the power of ICT in society towards creating a progressive countryside.

Tech4Ed promotes grassroots development and opportunities for inclusive growth and poverty reduction. It will give communities access to information, communication, technology, government services, nonformal education, skills training, telehealth, job markets, and business portals.
